You as well, boris. The u. S. With 107,000 new covid cases in a day. This is a rate we havent seen for nearly six months since the country was in that dangerous Winter Surge that we went through. Yeah. Not only are infections rising, deaths are going up as well. And hospitals are overrun with unvaccinated patients as the Delta Variant spreads. The virus moving quickly through unvaccinated communities, especially in the southeast. A lot of red there. Vaccination rates lagging behind the rest of the country in the south. In states with the highest infection rates people are getting investigated at a pace not seen since april, but hospitals are struggling to keep up with cases. Just to hone in on that, florida has the highest number of hospitalizations per capita nationwide. Even childrens hospitals are overwhelming with covid19 patients. The numbers of cases in our hospitals in children and in our childrens hospitals are completely overwhelmed. Our pediatricians, the nursing, the staff, are exhausted. And the children are suffering. And it is absolutely devastating. Weve never seen numbers like this before. Well, cnns Natasha Chen is live for us from orlando, florida. Natasha, it is good to see you today. We know that the states become the epicenter of the Covid19 Pandemic in the u. S. Talk to us what youre seeing there. Reporter well, christi, were also seeing that its now the focus of how political this fight has become. Because Governor Desantis here has really doubled down on his strategy, defending the lack of a statewide Mask Mandate, defending his choice to stick up for families who may not want their children to wear masks in schools. At the same time, were seeing local Health Public officials doing their best to curb the surge right now, pushing vaccinations which is what were seeing today, Orange County here, will be doing a mobile Vaccination Clinic at this mall. What were seeing if you take a look at the graph of the sevenday average of new cases in florida, you can see just how that curve has gone way up recently. Averaging more than 19,000 cases per day in the past week. Thats the highest of any Sevenday Period in the entire pandemic for florida. If you also take a look at the graph for hospitalizations there are more than 12,000 hospitalized right now in the state. And so, as we mentioned, this is a very difficult thing to navigate, as far as the policy of what to do. Here is Governor Desantis and president Joe Biden going Back And Forth about the best way to handle this. If you arent going to help, at least get out of the way. If youre coming after the rights of parents in florida, im standing in your way. Im not surprised that biden doesnt remember me. I guess the question is, is what else has he forgotten . Reporter and the Florida Board of Education Yesterday made some decisions to protect families and their choices, for example, if parents feel that a public School System is requiring masks in a way that harasses their family, they can actually apply for a voucher to go to a private school. At the same time, the Orange County public schools locally here, did issue a Mask Mandate at their start of schools on tuesday. But they are allowing parents to optout. So this is a very tough challenge here, between the different authorities and different Local Versus state entities. Christi and boris. As you see the lower third on your screen, childrens hospitals completely overwhelmed in florida. Natasha chen, thank you very much. Kids across the country are returning to cool, but Inperson Learning has Hit Speed Bumps as the highly contagious Delta Variant is spreading. Last week, over 100 kids in georgia landed in the hospital. And 900 students are also having to quarantine. The battle with masking is raging on as you heard from natasha. Some governors trying to ban schools from mandating them. Meantime, a Cdc Director weighed in at a Town Hall this week. Listen. The places that are having the problem, the places that are having disease that is transmitted in the schools are the places that arent taking the prevention the places that arent masking. The places that youre seeing kids in the hospital, footage of kids in the hospital, are all places that are not taking Mitigation Strategies to keep our children safe. Lets dig deeper with the former secretary of education, arne duncan, He Ecertain served position during the Obama Administration and served for public schools. I want to get to what the Education Secretary had to say this week. Lets listen. You know what im worried about, the adult actions getting in the way of schools safely reopening. Let our educators educate. Let our Heleaders Lead and we c get our schools open safely. You heard the Back And Forth between ron Desantis And President biden. Isnt that what Secretary Cardona is worried about . To start bluntly, im beyond infuriated by this. We have a collective responsibility to make sure that our children have a safe place to learn and custodians and Bus Drivers and teachers and parents and others at home are also safe. The least we can do, the least we can do, have our children, have our teachers wear masks to keep everybody safe. This is the third year. Third School Year that students and teachers are impacted by this virus. We didnt have to be here. Here we are, lets do the right thing, lets get our kids back to a physical school to be around friends. Lets do it as safely as we can and the only way to do that is if children and adults wear masks. If you were in Secretary Cardonas shoes having to compete with leaders in florida with the handsoff approach, how would you persuade them, at least maybe not adopting a Mask Mandate, but adopting to a position that allows schools to impose Mask Mandates . Quite frankly, i think its impossible to persuade the governor of florida and we just have to make them irrelevant. Lets talk to real people who have real children, who really live in the community, who are vuln vulnerable. They want to do the right thing. They want their children to learn. We robbed our children of so much, academically and Socialmy A and emotionemotionally. Its enough. Its never the children, its always via the adults. Lets talk about the vaccines, obviously getting vaccinated is the single best way to protect yourself against severe illness. Some teachers are wary of the Mask Mandates. R R Randi Reinhart speaking. We believed doing it in a way, given the polarization in america, and particularly given that we need to create a welcoming Safe Environment in schools and not have what youve seen at School Board Meeting about masking, about history. But this would have been the best approach. Arne, where do you stand on this, should vaccines be required for teachers . Yeah, im separate sure you wouldnt be at work at cnn and am other places if you werent vaccinated. There are vaccines to go to school for decades. As you know, theres nothing new about vaccines starting school. Absolutely, wearing a mask, being vaccinated. If thats a mandate, that makes absolute sense to me. Nothing new here. Lets be safe. Lets be smart. Lets not have anyone die because theyre trying to educate our kids. Lets get our kids Back To School safely. They have missed far too much. You noted that kids and teachers, staff, have to show proof of vaccination for other contagious diseases. Do you think kids who are eligible for the vaccine should be vired to get it, too . I think we have to look at all of that. Again, its been decades in which students to go to school, to attend school, have to show their vaccination. I why do we change now . Why do we change now because of bad politics . It doesnt make sense. Public health, public safety, keeping everyone safe is of paramount importance. More specifically, would you want that mandate to come from the White House or local level, which is more effective . Obviously, education is complicated. You play at the local, state and federal level. What you have across all of those different levels of government that would be great. But in a polarized environment, thats difficult. But you have that leadership at the state level, local, federal level. We need all of that, the governor put in a Mask Mandate, he hated to do it. Nobody loved it. It was the right thing to do. Its the honest thing to do, the courageous thing to do. Thats what leadership is about. Arne, what do you make of some, including the governor of florida that Mask Mandates, Vaccine Passports or other efforts to get the population on board with moving forward with eradicatinge ing covid19, what you make of the argument that it infringes on the rights of parent . Because hes saying it infringes on the freedoms to push it on the kids. Yeah, in texas, florida, we have Speed Limits, why do we have Speed Limits . We are 17 minutes past the hour. New York Governor Andrew Cuomo is facing growing legal and political fallout from accusations that he sexually harassed 11 women. The governor denies the allegations and is resisting calls for him to resign. Instead, hes attacking the credibility of the investigation itself. And now, one of his accusers has filed a criminal complaint against him. Cnn legal Fairs Correspondent Paula reid has the latest. Reporter lawyers for embattled New York Governor Andrew Cuomo firing back against allegations of Sexual Harassment. For the first time, publicly addressing some claims, Line By line. The governor deserves to be treated fairly. And he must be. That did not happen here. This was onesided. And he was ambushed. Reporter a new York State attorney generals report this week found the governor sexually harassed 11 women. A report the governors lawyers say was done to support a predetermined narrative. I asked why did this report ignore Documentary Evidence . And why did they not want to tell you . Reporter a woman named in the a. G. s report as Executive Assist taant 1 filed a complain with the albany sheriffs office. Its the first known criminal complaint. In the executive mansion, the governor hugged executive Assistant Number 1 and reached under her blouse to grab her breast. This is the culmination of a pattern of inappropriate Sexual Misconduct. Reporter the lawyers say thats not what happened. She was at the mansion that day for several hours. She wasnt just working with the governor, she was working with other staffers. Emails that she sent while she was at the mansion requests that she was joking while she was there. She was eating snacks. And she even offered to stay longer at the mansion when her work was done. Reporter the Governors Office said it notified albany police of the Sexual Misconduct allegations several months ago in accordance with state policies. The governors lawyers also taking issue with another accusation. That the governor inappropriately touched a State Trooper assigned to security detail. The lawyers said cuomo saw her out in an event to recruit her and increase diversity. He liked how she maintained eye contact. And he liked how she was starstarter i assertive in the conversation about. Then he asked one of the troopers about her, and they said, yeah, shes excellent. He said, i dont understand, why dont have i have woman on my detail. Reporter after the governors lawyers say thats also not true. She was leading the public to believe a false story, that she left because of Sexual Harassment and a bad work environment. When in fact, she left after being confronted with a number of complaints and then really wanted her job back and they wouldnt give it back. Reporter cuomos lawyers who suffered technical situations during the presentation my Apologies Reporter say theyre preparing an official response by the august deadline. The new York Attorney Generals Office responded in a statement saying there are 11 women whose complaint be have been could be greated by a mountain of evidence. Any suggestion that undermines the credibility of these women or the investigation is unfortunate. The office said they will be making redacted statements available to the state assembly. Boris, christi. Thank you so much. Grateful to have cnn legal analyst Paul Callan here. Hes a former new York City prosecutor as well. Paul, thank you so much for taking time for us here. I wanted to ask you about this criminal complaint thats been filed against him, from one of the accusers. What has to be present to prove those accusations in the criminal arena . Well, the charges are the charge of Sexual Abuse in the third degree. And its a b misdemeanor, which means its punishable by 60 days in jail. Its a relatively, lowlevel criminal charge. And, frankly, you can proceed just on the testimony of the alleged victim in a case like that. So, executive Assistant Number 1 who says the president cupped her breast without Permission And Authority to do so, that would be enough to get the case into court. Now, a lotauot of times, though prosecutors want to see more, they want to see corroboration of the story. Particularly when you have the governor denying it. Its interesting to see when the District Attorney of albany will pursue it. He hasnt raised that again. And certainly for the governor of the New York if hes facing impeachment and criminal charges. I want to take a look at num numbers for you. As hes under pressure to resign. A Quinnipiac Poll says 70 said he should resign. And nearly twothirds say he should be impeached or removed from office. His Approval Rating is just at 28 . Can you see any scenario, paul, where the governor can overcome this and hold on to this seat . Hard to say, christi. The one thing, however, i think everybody has to consider is, this guy is a real fighter. Cuomo is also looking at the example of the former president of the united states, battling off and winning two impeachment proceedings. Frankly, on charges a lot more serious i think than the charges that cuomo is facing. The other cuomo advisers may be telling him is that no New York Governor has been impeached in over 100 years. So, theres no recent example of a governor being thrown out of office. And cuomos a guy who rules with the stick, rather than the carrot. And i think behind the scenes, theres going to be a lot of pressure on individual Democratic Assemblemen and senators to back off on this. And what youre going to see, also, hes got a panel of three very prominent, very smart lawyers defending him. And theyre going to start taking apart the claims of the 11 women, who say they were sexually harassed. Now, we only heard an example of that yesterday, a very forceful attack, on this young woman who is bringing the criminal charges. And i think the other nine women can expect the same treatment, publicly. So, its its a rough road ahead on both sides in proceeding with this. But i dont see an early resignation by Tough Guy andrew cuomo. Hes a fighter and i think hell try to hold his office as long as possible. Youre saying the same Thing Errol louis said earlier. He said hes good at fighting when its right there in your face, essentially. Yes. So, you when you mentioned his Attorneys Thing that stuck to a lot of people who saw in the piece before this was Attorney Glavine talking about the demeanor of executive Assistant Number 1 at the mansion that day. Clearly, she was trying to portray an employee who seemed happy, was eating, joking. Trying to show that, you know, there wasnt any optics in terms of her behavior that something had gone wrong. But clearly, this is a dicey argument because theres a serious nature, obviously, to this. The involve of alleged accusers that are coming out are problematic, and were in the me too era. So things could be handled differently now. What is your interpretation of the Governors Attorney Item Itemization And Recall of this . University, rita glavin, yeah, shes kind of forgetting the me too movement, and the times have changed. Its not like New York in 1955, when women could be treated with complete disrespect and sexually harassed and it was considered perfectly proper conduct. After all, Governor Cuomo is the person who announced publicly that Sexual Harassment would not happen in New York. Ever again. And hes the person in charge of enforcing it. But given all of those things, glavin showed on a minutebyminute basis, where the governor was, making Phone Calls to governors and doing all kinds of things. And executive Assistant Number 1 came in very, very briefly to his office, according to glavin, and then went downstairs, texting people it was a great day having crackers and cheese which was a custom, apparently in the executive mansion, not acting like somebody who has been sexually abused. People who defend these cases say its not unusual for a person of Sexual Abuse pretend it didnt happen. So this will be a pitched battle when it gets into court, into the proceeding. Remember, his attorneys only attacked two of the 11 women accusing him of Sexual Harassment. So, hes got an uphill battle, the governor of New York, in this case. But i wouldnt rule him out yet, i really wouldnt. Because hes a tough, tough fighter. And these are hard cases for the victims in the case because everything is discussed in public. Right. The July Jobs report gave us a promising look at the postfamily economic recovery. Yeah. And it may single, experts say, on whether were headed in the right direction. Heres cnns julia chatterley. Guys the bottom line, july was a great month for the jobs recovery. 943,000 jobs were added back in the month of july. But there was also great news from the prior two months. We got extra, about 120,000 jobs added back, that we werent expecting. Overall good news. Where were they added back . Well, the bulk in the Leisure And Tourism sectors, bars opening trying to rehire. We saw that in month of july. We got a Surprise Bump in education as well. You dont normally see this time of year, you normally see jobs shed so education has been mixed up with students learning from home so that was another positive contribution. What it meant significantly, a significant drop in Unemployment Rate to 5. 4 . Thats the good news. The challenges remain. Were still down 5. 7 million jobs since the pandemic began. And the big question mark, and there are a few wildcards here, is what happens in the coming months. A few things, what impact does the Delta Variant have on the willingness to come back to the workforce. What happens when the top payments on the topoff benefits roll off . That will happen in september. Will that encourage more people to the workforce . And what, of course, happens when kids go Back To School. That could bring back 2 Million people, predominantly women to improve. And the Jobs Market remains a bit of a Pandemic Puzzle and well have to wait until later fall. Christi, boris, back to you. Julia, thank you for that. Speaking after the report came out, President Biden said theres still more work to be done on the economy, but he was clearly pleased with the numbers. Biden plan is working the Biden Plan produces results and the Biden Plan is moving the country forward. With us is mark zandi, the chief economist at moodys analytics. Mark, great to have you on. Appreciate the time. Lets start with the jobs report, the economy adding 150,000 new jobs. A Pandemic Rate of new Pandemic Era low. Of course, the data was gathered in midjuly. And since then, weve seen an explosion of Delta Variant cases. What stands out to you in the report. And how concerned are you that delta might derail the momentum . Well, thanks, boris. Well, it was a great report, as julia mentioned, discussed, its about as good as it gets. Lots of jobs were created across the industries. And of course, large enough Job Gains to bring down unemployment in significant ways. All good. Im an economist. I look for blemishes, of course, i couldnt find any. This is really good news. Having said that, julia said there are challenges. And delta is the most immediate challenge. So far, it doesnt look like its doing significant economic damage, but its showing up in kind of the real data, like google mobility, open Table Restaurant bookings. And the number of people going through tsa checkpoints. Consumer sentiment, business sentiment, also appears to be affected by this. Mostly in the south in parts of the country where Vaccination Rates are low, infections and hospitalization rates are high, which is not too surprising. So, it is starting to show up. Hopefully, you know, this starts to abate before any real economic damage. Clearly, its the most immediate threat to how well the economy is doing at this point. Yes. Theres also uncertainty on the horizon when it comes to a game of brinksmanship over the debt limit. The suspension of the Debt Ceiling expired at The End of july. Mark, weve seen this movie before. Theres tough talks on capitol hill. They ultimately relent. They raise the limit, its been tweaked like 80 times in the last 60 years. Is it time to do away with the Debt Ceiling . Gee, boris, i wish we would, its anachronistic. The idea, the intuition is, okay, put in this get limit, its going to force congress and the president to come together and figure out ways to be more fiscally disciplined. Make sure the Government Budgets are more closely balanced. That was the idea. This need for brinksmanship, in the past, its led to government shutdowns, you know, financial market turmoil. Very counterproductive. So, i think this is ready for the trash bin. As you noted, it was designed to serve this important purpose. It hasnt stopped the debt from ballooning. 28. 6 trillion. When do you start to worry about the size of national debt . Is it something that people at home should care about . Well, i think we should start to worry about it and really focus on it. Once the economy is back to full employment you know, were getting good job numbers. But unemployment is still very high. 5. 4 is much better than 15 which is where we were back last april, in the heat of the business shutdowns. But a wellfunctioning economy where everyone is employed and feeling good about things could be an Unemployment Rate in the mid3s. Lets get there. Once we get there, we need to pivot, focus on our deficits and debt. And the policies that we put in place during the pandemic and the policies were debating now, it would be just enough to get us back to full employment in the next year and a half, two years. At that point, i do think it would be very appropriate, very desirable, for lawmakers to focus on those deficits and debt. And also very desirable for folks to get out there and get vaccinated and wear masks where they have to, so we dont have the Delta Variant and potential future variants derail the progress that weve made.
