What does that mean for the economy . Lets begin right there with Cnn Business Anchor julia chatterly. Good morning, jim. Make no mistake, this was a strong Jobs Report. The u. S. Economy adding back 943,000 jobs in the month of july, not the only good news today, though, too, we saw positive revisions to the prior two months adding back around 100,000 extra jobs we werent expecting. All of this is good news. Where did they come from . Well, as youd expect, the toys, the Leisure Sector gave us back 380,000 jobs. Restaurants, bars, hotels have been trying to add People Back, forced to pay more wages. We saw that playing into these numbers in july. Also the Education Sector, 220,000 jobs extra added back in the Education Sector. We know this has been a challenge all through the years as many students have remained educated at home. Also the seasonal effects where you normally see jobs lost in the Education Sector this month, clearly not the case for the month of july. What does that give us netnet . An Unemployment Rate thats significantly lower. Now standing at 5. 4 . Thats down from 5. 9 . This is the good news, but, of course, theres always caveats. We are still down 5. 7 million jobs since the pandemic began. This is still a Pandemic Puzzle as far as the Labor Market is concerned. And im not sure were going to get clarity between now and The End of september. Why . Well, theres a few things. Weve got to see our kids go back to school. That could bring a further near 2 Million People Back into the labor force. Weve also got half the u. S. States paying those benefits. That will end in september. For those that think thats keeping people on the side lines, that question, perhaps, will be answered in those months, too. And, of course, jim, the big Wild Card here. What happens with the Delta Variant and what impact does that have on hiring and the u. S. Economy . All big questions, but for now at least its a recovering economy. Its still a pandemic economy. And there are still puzzles in the Labor Market. And those still need answering. Back to you. Were ramping up the pressure. Cnn has learned the biden administration is considering new, much more aggressive ways to increase the rate of vaccinations in the u. S. The senior Administration Official says that one of the latest strategies, the administration is exploring, is to withhold federal funds from institutions such as Nursing Homes unless their staff, their employees are vaccinated. The discussion is in the early stages now. It is unclear how far the administration will decide to go. As schools begin to reopen, the White House has just announced a new push to get more children who are eligible today vaccinated. Were going to have more on that in just a moment. And hours after Vaccine Maker Moderna announced that its Covid Vaccine will likely need a third Booster Shot before the winter, the director of the cdc says it is now working with the fda to develop a vaccine booster plan, that expected next month. Lots of plans in the work. Cnn correspondent Elizabeth Cohen joins me now. First lets begin with the biden administration discussing the possibility of pressuring institutions to increase vaccinations by withholding funding. But particularly Nursing Homes which, of course, were a crucial front in the pandemic early on. Right, jim. The issue with Nursing Homes have been that employees, the people taking Care Of these frail elderly people, many of them dont want to get vaccinated. So, the federal government supplies funding to all sorts of places. I mean, they dont completely 100 fund these places, but Nursing Homes receive some degree of federal furnisheding, so do hospitals, so do schools, so do many private organizations. And so the question thats being considered by the federal government, what sources are telling my colleagues here at cnn, is that theyre thinking, in what ways can we pull the levers that we have . Because we do this funding. In what ways can we influence people to get vaccinated . This kind of technique has been used, you know, over the years in many different situations. It would be an interesting one if they used it now. So it wouldnt be mandating things. It would be saying the source didnt say this. Im just putting out there. For example, you could see a scenario where they tell a nursing home, you know what, we give you money for x, y and z. You take medicaid patients. That, of course, is federal funding. You know, you need to get your employees vaccinated. This money could be at stake. Notable. Well see if they go there. Right. You have another push by the White House to get more children currently eligible, of course 12 and up, vaccinated as schools begin. What steps are they taking, how do they plan to tackle this . Great. So lets talk about the steps. Im going to preface it by saying a lot of people would say this is kind of nah, theres really not much here. Lets take a look and ill tell you why some folks would say that. Its things liken couraging doctors to talk about it, to introduce to ask for vaccinations at sports physical. Kids need to do those in high school, college and elsewhere. Encourage Parent Teacher associations to host events with pediatricians, Community Events so the pediatricians can educate the community about this lifesaving vaccine. And additional resources for Popup Vaccine clinics. All well and good. Will that make a difference . Maybe not. Maybe they need to do to what we were talking about before. Money and possibly some form of mandate. Encouraging mandates. So many efforts being made. We hope folks at home, if you havent been vaccinated, look at the science, its safe. Make the decisions your self. Elizabeth cohen, thanks so much. We are also hearing just a Gut Wrenching plea from a Father Today for everyone to get vaccinated. He and his oldest daughter are both positive for covid after deciding not to get the shot. She is doing okay, but he just spoke to cnn from a hospital bed. He feels like any moment could be his last. Listen to this. Children, one of your greatest accomplishments in life, and im so blessed and thankful to be surrounded by my children. I pray that many other fathers, single moms and single dads, single grandparents will please evaluate your situation and get vaccinated for others as well. Im so sorry that i made the mistake to not get vaccinated. Vaccinations are so important and i can do better as a parent, as a human, and i hope to God Everybody else can, too. So convincing. He says he made a mistake to being negligent. Joining me to discuss, dr. Carlos del rio, executive Associate Dean at emory University School of medicine at grady health system. Dr. Del rio, always good to have you back. Hi, jim. You have to sigh when you see commentary like that, right . For all the science, all the data, all the tens of millions of people who have been safely vaccinated, had their lives protected and kept out of the hospital because of it, it still doesnt breakthrough, sadly, often until a moment like that. And i wonder, whats working to breakthrough this bubble of Vaccine Hesitancy . In your view, in your experience . Well, jim, theres not one thing that is working, but the one thing that is working right now is actually the delta surge. As you heard from that Heart Wrenching testimony, i think were finally seeing people say, look, i made a mistake and theyre calling their families, theyre letting others know theyre getting vaccinated. Its not too late, but it is late because, you know, youve got to get your first dose, you have to get your second dose, and then you have to wait two weeks. So people that get vaccinated today realistically are not going to be protected by the vaccine until six weeks from today. So the right time to get vaccinated was two months ago. You can still do it today, but you need to realize that youre still at risk for the next six to eight weeks and thats going to be really tough because delta is being spreading throughout our communities very heavily. If you are not vaccinated or youre partially vaccinated, youre very likely to get infected. Okay, i want to talk about the vaccinated now. Clear if you havent been vaccinated, youre taking a risk for your self and your family. Listen to that patient we just saw. So lets talk about the folks who have gotten the shot. The question now, Cdc Director Rochelle Walensky was speaking to cnn about this earlier today. Now the data shows that even if like you and i have been vaccinated, you can get a breakthrough infection. By the way, to be clear, the data is clear the vaccine still keeps you largely out of the hospital and keeps you alive. But you can get infected and you can pass this on. Help us understand the data here because the vaccinated are still much less likely to spread it, but they can spread it. Walk us through that. Yeah, thats exactly the case, jim. I think the risks are not equal. And even though, yes, you can get infected and you can transmit to others if youre vaccinated, your likelihood of doing that is about eight to nine times lower than if youre unvaccinated. So youre really decreasing your risk significantly. Youre decreasing your risk ten fold by being vaccinated. So equally, if im vaccinated and some person is unvaccinated and we go into a room where somebody is infected, the Unvaccinated Person has about eight to nine times higher possibility of getting infected than the vaccinated individual. And then once both are infected, lets suppose both were infected. Still, the possibility of them transmitting to others is significantly lower. So i think we need to put things in perspective. The vaccines may not be perfect, but they significantly decrease your risk of acquiring the virus and transmitting it to others. I werent to repeat it, yes, there are Breakthrough Infections for the vaccinated. It is clear it protects from hospitalizations and deaths. Youre still 1 8 as likely if youre vaccinated to pass it on. Thats a pretty statistical difference. In the midst of all that data, you still have stupidity, because i Cant Think of a more accurate word in terms of some of the guidance thats going out. I want to show you what texas schools are doing now with cases of students who test positive. This from the texas agency. Schools dont have to inform parents of a positive case in school. Schools dont have to conduct Contact Tracing. If schools do contact trace, parents can still choose to send their child to school if they are close contact of an infected student. I look at that, that is the Polar Opposite of the public Health Guidance. Tell me as a doctor what your reaction is to seeing that. By the way, were talking about children. Well, jim, what has happened is that Public Health is no longer being followed in many places. And when you dont follow the principles of Public Health, you should not expect good results. And i think here the problem is why expect things to be better if youre not doing the right thing . And that has to be what we tend to remind people. I understand this is very difficult time. I understand that people are tired of this pandemic. I am tired, too. But at the same time, im also tired of seeing people infected and im tired of seeing people in the hospital and im tired of seeing people die. More than 600,000 americans have died from this infection. I mean, that is a number that should be in our heads every day when we think about this kind of decisions. I would tell those legislators, i would tell those school boards, you know, when making those decisions, think about your kids. Think about your family. Think about whats best for your family, and then make a decision. Listen to that father there, right, saying, you know, dont make the mistake i did. Dr. Carlos del rio, thanks so much. Well, multiple companies are now delaying employees return to the office because of the surging Delta Variant. Amazon has announced workers will go back to the office in 2022, wells fargo, blackrock also bumping back their returns for at least another month. Cnns Matt Egan joins me now from new york. United airlines, we learned today, has joined a list of companies that are requiring employees to get vaccinated, you know, its a Patchwork Response here. But tell us what youre seeing from a number of companies today. Well, jim, this is a big one. United airlines saying that all of its approximately 80,000 employees must get vaccinated. That makes united the first major u. S. Airline to do so. And united cited a sense of urgency to protect its employees, their family members, and customers. United set a late October Deadline for employees to prove their vaccination status, though that could actually move earlier if some of the vaccines get federal approval. It is worth noting that united is not considering a similar move for customers saying that is a step that would be left up to the government. Matt egan, good to have you on. And one of the reasons for that is that in the u. S. Senate you can always speed things up if there is agreement. But if one single senator objects to that agreement, it can really drag this process out. So, look, it is going to be an Infrastructure Weekend up here on Capitol Hill. Theyre going to have this key procedural vote tomorrow. Then theyll have additional hours they have to burn, then another key procedural vote, additional hours they have to burn. That could take you into early next week. Now, its possible as always that republicans yield back that time, and this whole process moves along a lot more smoothly than it did last night. One of the Holdups Yesterday was the fact they did not have agreement on which amendments to bring to the floor. Without it that process becomes too lengthy and unwieldy to handle. One of the questions up here is just going to be how long are people willing to drag this out, when are people ready to wrap this up and start their resanta rosa. Of the 100 large wildfires burning right now in the u. S. , you heard that right, 100, the Dixie Fire in california is one of the most dangerous. It is expected to become the fifth largest in the states history today. Feels like theyre breaking records every other day. In just under 12 hours, it scorched an area the size of washington, d. C. That is the pace of more than 24 City Blocks per minute. Imagine the scale. This devastating video shows the damage to the historic town of greenville which was destroyed by the flames. Four people there remain unaccounted for. Local officials are pleading with residents still in the area to evacuate. Cnns josh campbell, he joins me now from chico, california. Josh, firefighters in greenville, are they making progress . I just dont understand how they keep a handle on something so big. Reporter it is a herculean task for sure, jim. Its still daybreak on the west coast, but there are over 5,000 firefighters beyond this haze of smoke that are trying to contain this fire, trying to make progress. We did learn as far as the city of greenville, we got an update there on the number of people that are missing. Authorities said originally there were ten. That number has been cut down to four. But still, four people unaccounted for. After authorities did their modelling, they sent word out to this area, a mandatory evacuation. They said people still remain behind. They were searching for them at this hour. It is important to note, jim, authorities, whenever they send out these evacuation orders, this is based on rigorous modelling from the California State Wildfire agency. Theyre trying to predict where its going, ensure people get out of the way. Sadly in greenville, not everyone is heeding that warning, jim. No question, then, you wonder why. You really wonder why. What are officials saying about where this goes next . Prospects for the coming days, the conditions out there are ripe for this sadly. Reporter absolutely. And this has largely been a wind driven event. Heres what we know now. Its over 360,000 acres that are currently burning. Officials say that over the last two days, 80,000 acres were scorched. Thats because they say the wind has continued to shift three times in two days, really making it difficult for them to get a handle on this. Again, over 5,000 personnel that are here. Officials did say that starting today over the course of the next 48 hours, they could see a break. That is because they were expecting winds to die down, not as severe as they have been over the past week. But again, as weve seen and as authorities continue to warn residents in this area, that could change at any time. They want people to listen to experts. Well, this Week West Virginia Governor jim justice launched the nations first statewide study to measure Covid19 Antibody levels among vaccinated people in the states Covid Czar is now warning the state is at a critical moment in its fight against the pandemic. He joins me now, dr. Klay marsh, he is also the Vice President and Executive Dean for Health Sciences at West Virginia university. Good to have you on, dr. Marsh. Thanks so much for joining us because we know you have a lot on your plate there. Tell us why this particular moment is so crucial for your state. Well, jim, as we have seen across The World and across the united states, the newest variant of covid19, the Delta Variant, is now spreading in West Virginia. We have seen an increase from about 10 of the total number of covid cases a month ago to now 91 of the covid cases being the Delta Variant. Weve seen a fourfold increase in our hospitalizations over the last month. And weve seen a new 2,000 cases of covid19 suspected or proven in the last week. So we are heating up and it is super important for our people to choose to be vaccinated right now. Okay. Virginia ranks currently 44th in the u. S. In percentage of the total population. West virginia, rather, total population thats fully vaccinated, 49. 08 . And we know that the Delta Variant finds especially fertile ground in places with low vaccination rates. How are you breaking through that . How are you encouraging people to get vaccinated now, and are those efforts working . Well, jim, we have an arrangement with the cdc to pull data directly from their data links. And so we actually know that we have about 50 of our total population with two doses, and about 60 with one dose. But still not enough. And weve done many, many different approaches. Weve done incentives with our baby dog lottery. We have certainly done lots of communication. But what were seeing now with the new Delta Variant and with people recognizing that this is spreading much more quickly, we have seen a 25 increase in the last week in people that are choosing to be vaccinated, which although its late because delta is in West Virginia. It certainly is very important. So we are pleased with the increase in the Vaccine Uptick were seeing today. Given the urgency that youre describing, is it time, in your view, to consider mandates for at least some categories of people, for instance, Health Care workers or others, to juice those numbers . Well, jim, thats a really important point. Of course, Governor Justice has done a spectacular job, in my opinion, of keeping our state together. And we believe wholeheartedly that looking out for each other and staying together is perhaps the most important element for our success because we have seen a much lower number of deaths than have been predicted. Certainly as the vaccines become fully authorized by the fda and as we see what the Delta Variant may mean for our state and our country, then we would not take anything off the table i believe. Youre saying considering the possibility of mandates . I think that for me, its not really mandates. Its making sure that we are following the data as weve been doing and not be so committed to only one blueprint, but seeing what we find. And certainly, we present the information that we have to the governor and he makes the decision for our state. Governor justice on the question of a mask mandate, particularly a question as schools open up, he has said, and im quoting, im going to leave that decision to our locals, because our locals know best. Im wondering given that the science is consistent here, masks are not a silver bullet, but they do reduce the spread of this. Do local officials actually know best . You know the politics of this. Its become a political question where frankly its a Public Health question. Why not have the governor say, listen, this is what doctors tell us, this is what were going to do . Well, jim, we certainly are recommending for all West Virginians, number one, they consider to get fully vaccinated. Particularly with the very rapid spread characteristics of the Delta Variant like the chickenpox, we know that vaccination is, by far, the best intervention. And we also are guiding people who are vulnerable, people who, you know, even are fully vaccinated to consider wearing masks indoors, wearing masks around people that you dont know in big crowds. So we are guiding it, but not mandating it. And i think thats very consistent with our federal government at this point and cdcs recommendations. But we want West Virginians to be very careful and all americans to be careful because this particular variant should be considered different. Yeah, lets hope folks listen to those warnings. Adversaries led by Russia And China have deployed weapons to disable or destroy them. Space force is now an independent branch of the u. S. Military due to this alarming new reality, space once relatively peaceful territory, is now considered a potential front in any modern war. Space is a war fighting domain. Its the reason we set up the united states Space Force as a separate service, so each and every day were training our operators to deter conflict. But if deterrence fails to compete and win in space. The u. S. Has far more satellites than any other nation, some 2,500 compared to 431 for China And 168 for russia. And a whole range of u. S. Military technologies depend on them. Satellites help warships and aircraft navigate and communicate. Missile suspension released. Helps smart bombs and guided missiles hit their targets. We have scorers running up the ridge line. Help war fighters monitor threats on land, sea and in the air. Theres nothing we do as a joint force, whether its humanitarian assistance, Disaster Relief or combat that isnt enabled by space. Many realize civilian is dependent on space. The Nations Constellation of Gps Satellites flown by second Space Squadron Trevor Space Force base in Colorado Springs is the backbone of multiple critical infrastructures. The american people will probably use 20 to 30 times between the moment they get up to the moment they have breakfast. The financial factors rely on positioning and timing information for precise banking operations and transactions. The job of defending the nearly three dozen Gps Satellites rests with a remarkably small team. Ten guardians on duty at any time outnumbered nearly 3 to 1 by the half billion dollar satellites they fly. Trevor Space Force base has control over multiple constellations of u. S. Satellites, every constellation with dozens of individual satellites each providing capabilities such as gps, secure Military Communications and more and more situational awareness in space. That is, keeping an eye on adversaries and weapons targeting u. S. Space assets. The danger for the u. S. Is that greater dependence on space equals greater vulnerability to attacks in space. When youre at the top, the targets on your back. Everybody shooting for you. China is launching kidnapper satellites with grappling arms capable of plucking satellites out of orbit. Russia is dough employing kamikaze satellites, capable of ramming and destroying u. S. Space assets. And russia now has a new space weapon, the Space Force dubs the nesting doll. Back in 2017, russia launched a satellite, and it opened up and another satellite came out. And it opened up and a projectile came out. That projectile is designed to kill u. S. Satellites. So, in 2019, they did the same thing. But this time they put it up next to one of our satellites, and then we started talking about it. You warned them away. We described what is safe and professional behavior and its important. Today theres no rules in space. Its the wild, wild west. Russia and china also have directed Energy Weapons, which can damage or disable u. S. Satellites from a distance. The age of lasers in space has already arrived. New satellites are being designed with greater maneuverability, shielding to block directed Energy Weapons and resiliency so that losing one or a few does not disable the entire system. 9, 8, 7. Space force commanders welcomed private Sectors Entry into space since it gives more and cheaper options to get into orbit. Admission. I think getting 70 of americans have at least one shot of the vaccine. I think that is helping us. As you open this segment, certainly we have to keep a very close eye on the Delta Variant and we have to continue to encourage people to get vaccinated. I know there is a lot of conversations going on in this country right now whether to mandate vaccines. Some companies are going to do that. But we have to encourage people to go out and get vaccinated to keep themselves safe and their families safe and keep our economic recovery moving forward. As you note, and as we noted, this number came before in effect, most of the effects of the Delta Variant, are concerned as you look ahead that the Delta Variant will mute Job Growth in the coming months. Im not concerned yet. If we continue to see the numbers of coronavirus cases going up and hospitalizations going up like were seeing in florida, and deaths going up, then well have some concerns. But i think we could still manage this virus by being smart about it. I think that asking people to wear masks is not a bad thing. Making sure that were keeping people safe, asking people to get vaccinated is a smart thing. So there is ways that we could were at this Point Today where 942,000 people came back to work because of policies of including pushing vaccinations. Lets not go backwards. Lets continue to move forward. You bring up vaccines and we have seen some private companies do that. United the biggest one recently. Were talking about Tens Of Thousands of employees there. Do you, does the biden Administration Support companies that require vaccinations going forward . Well President Biden has been clear on this saying he supports what companies do and we came up with a policy, the president came up with a policy in the federal government where were encouraging people to get v vaccinated and well be doing Tes Testing on those folks who dont. And well make sure to keep people safe and alive is what were going to do in this administration. There is another approach. Among them new york. Issuing a vaccine passport, giving you access to further public events, et cetera, if you show proof of vaccination. This is a political football, acting Boston Mayor who followed you as mayor of boston, shes been critical of vaccine passports. Where do the administration stand on issuing passports like that. The Administration Supports local authorities and what they want to do as far as trying to get in virus under control and that is where we stand and that is where i stand. Different scities will move forward on what they are mandating and were supporting trying to get the virus under control so whatever measure that means, as long as it is a reasonable measure, well support it. You do still have sadly in this country politics trumping Public Health. In texas, the Texas Education Agency is outright barring Contact Tracing when there are positive cases. Which is exactly what the opposite of what the public Health Guidance is. What do you say when you see communities taking steps like that or for instance banning mandates for masks and things that have been shown to slow the spread of the virus. Quite honestly it is very short sighted by those individuals and it is dangerous. Youre putting people in Harms Way by banning the ability to wear a mask in a school or in a community. It just doesnt make any sense. This coronavirus is not about politics. It is about not progressives and conservatives and democrats and republicans, it is a virus that impacts everyone. Weve seen the stories on cnn, weve seen the stories of people who are republicans and democrats getting this virus, refusing to get vaccinated. Theyve lost their life. We need to be smart here and we need to follow the science. We had a father on this morning who is regretting his own decision not to get vaccinated.
