Hospitals across the country are facing desperate Staffing Shortages as their icus are overrun with mostly unvaccinated coronavirus patients. This morning, mayors, governors and health officials are sounding the alarm. Today we find ourselves in a difficult situation. We find ourselves retracing our steps toward the edge of a cliff. It is very conceivable that we could once again be heading toward a public health catastrophe. A growing number of Healthcare Workers and elected officials are running out of patience with the unvaccinated, and that includes new Jerseys Governor expected to announce a statewide Mask Mandate for all Students Today after lashing out at antivaccination protesters. These folks back there have youve lost your minds. Youre the ultimate knuckle heads. Because of what youre saying and standing for, people are losing their life. People are losing their life. Those of you who refuse to get vaccinated at this point, are willfully and unnecessarily putting yourself and others at risk of hospitalization and death. You are the ones threatening the freedoms of all the rest of us. Please, just get the damn vaccine. There are people that still think that this is something that we made up. I lost my temper at a Council Meeting here recently and i referenced them as unvaccinated ass holes. Unfortunately that sometimes is accurate. That was the republican mayor of west lafayette, indiana. He has since apologized for his language but says it comes from a growing concern that hes going have to shut down his city again. Signs this morning that the public Vaccination Campaign is working. The White House says daily new vaccinations over the past 24 hours are at their highest level in more than a month. Overnight, cnn learned the talks are under way in the biden administration to try to accelerate the pace of these vaccinations and one possibility is with holding federal funds from places like Nursing Homes until Vaccination Requirements are met. And the administration is increasing pressure on governors who are blocking the will of towns and counties that want masks and increased Safety Measures in schools. Dont be the reason why schools are disrupted because of the politicization of this effort to reopen schools. We know what works. We have to keep our students safe. We have to keep our educators safe. Reporter well, brianna, here in florida, hospitalizations have increased 13 from the previous peak of the pandemic, which was july of last year. And the Florida Hospital Association Warning that 60 of hospitals will have a critical Staffing Shortage in the next week. Thats what they expect. And that has some taking additional measures in miami dade county, the mayor said she is now going to require testing of its employees who were not vaccinated. The Jackson Health System now is putting in place a Vaccine Mandate for its vaccines, for its employees rather. Meanwhile, the governor continues to say that florida will not be a state of lockdowns and mandates. So President Biden earlier said if youre not going to be part of the help in this, then get out the way. That didnt sit well with desantis. He went right back at biden. So theres been kind of this back and forth between the two. Here is the late wst with What Biden said. He was using your words about dont be in the way and he said i am in the way. Governor who . Desantis. Reporter governor who . Those were the words from president joe biden, the latest in this exchange between the federal and State Government here in florida. And here is another issue, school is just days away from many students here in the state of florida. Governor signed an Executive Order that threatens to cut State Funding for any school that implements a Mask Mandate, so a lot of schools are trying to find ways around it, including orange county, just announced that they are requiring masks for its employees for the upcoming School Year. You have a county who also is requiring masks of students in the first two weeks unless they have a doctors note. And then you have duval county, who also says we will only give parents an opt out option. Otherwise students should be wearing masks. So a lot of schools just days away from the first day of school trying to figure out how to stop the spread of the virus given what desantis signed in his Executive Order, brianna. Unfortunately they may become Science Experiments as we see these schools open. Thank you, leyla, live from miami. The cdc is working with the fda on a national strategy for Coronavirus Booster shots. That is expected to roll out next month. But there is a global debate on this as the World Health Organization says the u. S. Should wait to issue third shots to people until more countries get first and second shots in arms. Joining us now is andrea taylor, Leading Research At Duke University looking at global Vaccine Distribution and cnn medical analyst jonathan reiner. The idea that the u. S. Might get third shots or start distributing third shots, youve got some problems with this as other countries are trying to get their first. Well, so the issue is that were trying to solve a global crisis with local interventions and thats never going to work. So we need to end transmission globally before well be successfully at ending it locally. To do that, we need to ensure at least 70 of the world can get vaccinated to stop global transmission. Until we do that, well just be stuck in this game of playing Whack A Mole with the different emerging infectious variants popg up and boosters over and over again until we just end it at a global level. Doctor, what do you think . Well, look, i dont think its a binary choice. I think the united states can do both. I think we can be what the president calls an arsenal for vaccines for the world. The united states has committed, i believe, half A Billion doses to covax and will contribute to the G7 Gang another 500 Million doses. But we can also do whats necessary here. Look, im a Practicing Doctor and i live in the real world. Although i absolutely believe in Vaccine Equity Around The World, i have real issues to deal with on the ground here. So, what do i tell a renal Transplant Patient who i saw who has been locked in his house the past 18 months because his immuno suppressants or other people for instance receiving disease modifying therapy for like Multiple Sclerosis who also need booster shots. What do we tell the elderly who research suggests may have more rapidly declining immunity . What do we tell Healthcare Workers in the united states now facing another surge who were vaccinated now eight months ago . And are at risk in their battle to treat patients in this latest surge . So, i think the united states should do both. I think we should continue to donate as many vaccines to the world and do whats necessary in a tiered way to boost the people who need to be boosted in this country . Professor, taylor what about that . I think thats right. It doesnt need to be and set up as a binary choice. Were in the midst of a shift for the first six months of 2021 limited supply has been the Rate Limiter in terms of vaccinations Around The World and were now shifting into a phase where thats not the case. And the Rate Limiter will be distribution actually and distribution challenges globally. So we are now for the remainder of 2021, we actually should have enough supply. Were producing hundreds of millions of doses each month and should have enough supply actually within the next year to both vaccinate the entire world and provide boosters. I think if wealthy countries can continue to prioritize distributing vaccines globally and also i think the tiered approach was really key, and if we can continue to distribute vaccines globally but also provide boosters to the very top priority groups in wealthy countries at the same time, then i think thats probably the best approach and a Win Win for everyone. But we do need to continue having a Laser Focus on Vaccine Equity because without that we wont ever end it at home either. Thats right. We see just the pourous nature of how travel works. What happens outside the u. S. Happens inside the u. S. Doctor, i wonder what you think about how soon we will need broadly boosters, not just the vulnerable folks, which they need it now, right, thats whats clear. When will we need boosters . Well, No One is sure. We need the cdc to be much clearer on this. If you look at the data that pfizer has presented, there does appear to be some waning of immunity when we get out past six months with the pfizerbiontech fvaccine. The israelis think that the efficacy wanes more than the pfizer data suggests which is why the israelis have taken the lead and begun boosting their country. I think well see boosts probably for everyone beginning in sort of exactly the way that i outlined it starting with the immuno suppressed going next to the elderly, probably Healthcare Workers in a similar risk stratified way that the initial vaccines were rolled out in the united states. And this shouldnt be distressing to folks in the united states. If you think about we get a Flu Vaccine every year and that is essentially a booster. I think jeffries hit the nail on the head. Look, for every a. O. C. And cory bush, theres a Stephanie Murphy and a Conner Lam who managed to be democrats and win in a swing district. And when you have the progressive wing of the party attacking the Establishment Wing of the party, you end up doing the bidding of republicans. This administration has managed to get a 1. 9 trillion stimulus passed, 165 Million americans vaccinated and Child Credit that has been transformational. So have we gotten everything we wanted done . No. But weve gotten so much done. And it could be so much worse if Donald Trump were still in power. So we have to work together and bridge the divide. The implication more than just about the sniping which jeffries was specifically referring to there is that there are some people in the center of the democratic party suggesting that some people in the progressive left are dragging them down. Do you feel thats a fair characterization. The sniping within the party whether from the progressive side or the middle or the establishment its not helping. Republicans are determined to take away more rights. They want to block the voting rights act. They want to roll back environmental standards. They want to basically turn florida into a morgue. Thats not the party we need to be supporting. We need to support democratic parties and democratic candidates. And if you look back at the last election, while President Biden managed to do well all over the country, democrats down ticket lost because of Messaging And Messaging is something that weve never really been great at and allowed republicans to really take the onus on. So democrats need to come together and figure out a way to talk to people in queens, talk to people in Iowa And Talk to people in florida. This is a Numbers Game and we have to win the numbers. Lets talk about cory bush, who is fresh off what was a big victory for progressives. She pushed the biden administration to extend its moratorium on evictions across the Hardhit Covid areas in the country, which is most of the country. And shes now facing backlash from republicans because she said this when asked about her use of personal private security. Im going to make sure i have security because i know i have had attempts on my life. And i have too mump work to do, too many people that need help right now for me to allow that. So if i end up spending 200,000, if i spend 10 more on it, you know what, i get to be here to do the work. So suck it up and defunding the police has to happen. We need to defund the police and put that money into social safety nets. Republicans are already seizing on this, michael. How problematic is this for democrats . Its extremely problematic. I understand what she means when she says we need to defund the police. What she really means is instead of Ballooning Amount of money on police, we need to put more money in social care and to mental health programs. But thats not a short Sound Bite that you can say as easily. So, while i hate the fact that we have to play this political game, we have to play this political game and manage to put together Sound Bites and talking points that will resonate across the country. When you say things like defund the police, people who arent as tuned in everyday, dont understand what they mean. And so groups like Fox News and other republican right wing talking groups are able to basically flip that and scare people into thinking that theyre not going to have police when they call 911 or not going to have people to protect them and thats a losing message. Cnn senior medical correspondent Elizabeth Cohen with us now on this story. Why are we seeing this decline, elizabeth . Brianna, its so interesting with nearly a third of americans opting not to get vaccinated, you would hope the ads would increase, educating people, letting people know the correct information rather than all the misinformation thats circulating on social media. But lets Take A Look at a graph. This is from the folks at Ispot A company that tracks advertising. What they found is that the number of Covid19 Vaccine ads viewed on tv peaked in may and then went down steadily. I mean, that decline is really quiet dramatic. Now, one of the reasons is that Tv Viewing naturally always goes down in the summer. People are watching tv less. But still, that is a Decline Right at the time that you dont want a decline because theres so many people who need to hear this message. Lets Take A Look at the people who need to hear this message most. The Kaiser Family Foundation in a recent poll said that people who say they definitely wont get the vaccine, 15 of democrats say they definitely wont get it. 58 of republicans say they definitely wont get it. So, there needs to be ads obviously that really are geared towards republicans since 58 of them say they definitely wont get a vaccine. Brianna . Looking at republicans, does the Ad Matter . Are there some ads that appear to be working better with folks more Red Accident to get the vaccine . The ads matter very much. They found that these ads resonated differently with different groups. Lets look at an ad that didnt resonate so well with republicans. So this was an ad where President S came on, u. S. President s came on and said, i got vaccinated. I got vaccinated. I got vaccinated and you would think, here is obama, they also had bush, they had all the living former President S. You would think one of those former President S might resonate with republicans or these folks. They were not so thrilled with this ad. Now lets look at an ad that did resonate better with republicans. Thats an ad that shows fedex folks going forward, shows people going forward and then shows people going backwards. So it shows people going forward and backwards. The message is that if you get vaccinated, our lives can move forward. The economy can move forward. That one did better with the republicans. Very interesting. Its a cute ad. I see kids running and stuff. It looks nice. All the things we want to be doing. Elizabeth, thank you so much nar. Employers across the country started to implement Vaccine Mandate requirement in the an effort to protect their workplaces, but some Labor Unions including the American Federation Of Teachers have been reluctant until now to accept more of the more strict Vaccine Mandates arguing theyre not the best way to convince those still hesitant about the vaccines. That position has come under fire as the Delta Variant surges around the country and the new School Year gets under way. Randi weingarten, the president of the American Federation Of Teachers. Thank you for being with us as always. I do understand that your position is evolving over the last 24 hours and last week as it becomes clear of the risks of the Delta Variant. Are you prepared to say this morning that the American Federation Of Teachers supports Vaccine Requirements for teachers in schools . So, first off, thank you for having me. And we are looking at all the alternatives now including, you know, those kind of requirements. We have supported everything that our employers put in front of us to date we need. We have supported vaccines or testing. We have supported the biden approach in terms of the federal government. We supported the de blasio approach. We supported actually these kind of requirements in denver for our para professionals. This is the Bottom Line for us. As i said to you in may, we want our schools to be not just opened but be welcoming and safe environments for our kids, our families, obviously educators. And educators have stepped up, 90 of them have actually gotten the vaccine and that was back in april. The difference is we believed that doing it in a way particularly given the polarization in america and particularly given that we need to create a welcoming and safe environment in schools and not have what youve seen at School Board meetings about masking, about history, that this would have been the best approach. But as you have ive been On The Road for the last seven days. Im seeing firsthand like everyone else the surging delta. And thats the reason why we are revisiting and looking at other alternatives about how we get the last 10 vaccinated. Okay. The 90 number i know is a number ive seen the White House use. Its r hard for me to understand exactly where that number comes from. 90 is a very high number. Society as a whole is 50 vaccinated. Exactly. But my point is, look, you say you believe the best way was to have it voluntary. Youre revisiting it right now. School is starting. Theres not much longer where it can be revisited before it becomes moot for all these kids coming back to school. So go ahead. Well, its not moot. But in the last three weeks has been when weve seen this huge change. And this huge surge. I think whats happening is that were that we are just we have met every one of our employers who have asked us to have a different, you know, who are addressing Vaccine Policies i get it. Im not trying to play Gotch Ya here. Im trying to understand what you mean by that. Right. So if a city or a state and its not going to be all of them because there are plenty of states that dont want this. No. A City Or State comes forward and says we want Vaccine Requirements for teachers in schools, if they come and ask you that, will you say yes . We are going to be bargaining over those policies, yes, of course. Whats the bargaining . Whats where is the negotiation in that . Either you support teachers getting vaccinated or not. You bar ggain over the impac you make sure people who have medical exemptions or religious exemptions, im a big believer in vaccines. I know you are. Between the aft and nea that the we have been more successful in our profession, rolling up their sleeves and getting vaxed than pretty much anywhere else in the united states. And so, the voluntary approach has actually worked because it also creates longterm trust. So my point to you is that were looking at these things right now. We think because a full authorization, because we think the resisters a lot of it is combatting the bad information and the disinformation about vaccines. So were the middle of these discussions with our leadership and with our do you have a time deadline . Would it be this month if the fda does give full approval . You know theres no legal distinction between the two. Yes. Would that be a deadline when the fda comes out . Yes. Yes. Okay. And you do agree, you said your goal is the safety of the teachers and the students and getting schools opened. You do agree that vaccinations oh, look are the number one thing that could make that happen. Look, youre not hearing an argument from me about vaccines. Vaccines was pivotal, are the game changer. Personally im 1,000 behind them and i think that you look at polio, measles, smallpox, but the issue which there are requirements for students in most schools. Correct. Which is the issue is just what was the most efficacious way of getting everybody vaccinated. And it was pretty effective to get 90 vaccinated and so, thats why were revisiting it because the trust issues in terms of schools are so important about starting schools. And you know, when we said we were going to do everything we could to get schools open fully, that we were also going to put money behind that. And we are running a campaign all throughout the country, a full Court Press to reopen schools and to have a joyful and a welcome and a safe environment for our kids. Thats what we all want. Door knocking all over the country. So, you know, thats why because of the urgency and the severity of the Delta Variants, that is why we are revisiting and looking at all. Keep us posted obviously. Reporter so, brianna, this boils down to the biden administration having to contend with the realities of migration and the political hurdles that accompany it and trying to roll out their immigration agenda. Theres two messages theyre putting out. On the one hand, they want to va compassionate, fair and humane immigration system. On the other, they put it quite simply, do not come. They are coming to a head at the u. S. mexico border. Border arrests remain high, record highs with unaccompanied children and families. The department of Homeland Security is surging resources to the region because Border Patrol is so overwhelmed and theyre fielding criticism from the advocates who say they need to ditch that Trump Era Border policy that turns away migrants and allows asyylum seekers into the u. S. This is a politically fraught issue but right now the administration is trying to strike a tone of compassion while also deterring migrants. That can create confusion about who is allowed into the united states and when theyre allowed into the united states. And i spoke to a white House Official who said theyre message has been consistent. They can do both. They can be compassionate and have that fair system they want and wellmanaged border. In the meantime, they have to contend with those realities on the ground. Theyre fighting legal battles on both sides here, right . Thats exactly right. The american civil Liberties Union was in negotiation about that policy. They had been in negotiation for months. Theyre at an impasse. The aclu decided theyre going back to court. On the other end, the Justice Department had filed a lawsuit against texas and Executive Order targeting the transport of migrants and a federal judge ruled this week that that order is temporarily blocked but these are two lawsuits that the administration has to fight in the coming weeks and months.
