We begin this hour with more covid warnings from the biden medical team. Louisiana and mississippi are the troubled states. Those seven states account for half of covid cases and hospitalizations nationwide. Lets get straight to the White House and our chief correspondent Kaitlan Collins. New urgency from team biden. Reporter yes, they did have some positive news to share, john, which is yesterday 864,000 doses of the Coronavirus Vaccine were recorded administered according to the cdc figures they have. That is the highest number since july 30rd. Of course it comes amid the push to get more people vaccinated. They believe there are 90 Million people eligible to get the vaccine that have not yet done so. The president s Coronavirus Coordinator was praising that number. He was praising businesses that you were seeing put in vaccine mandates across the country saying they believe this is an effective tool to try to get more people vaccinated. One group he was not praising was the state of texas and the state of florida, which he says now account for a third of the new cases nationwide. As we are seeing the Case Numbers go up and reach their highest Sevenday Average since february in reescent days, john. He also included cnn and reporters, they are looking at developing a plan that would require all foreign nationals to be vaccinated to get into the United States once they lift Travel Restrictions. This is something that is under consideration. He did not say it is confirmed that they are going to go that route, and he did say, we are not lifting Travel Restrictions right now, and im told privately it is not an imminent decision. But, john, i also want to mention something else we just learned from this briefing and from the Cdc Director rochelle walensky. That is figures they have been citing recently, saying 99 of deaths from coronavirus are among unvaccinated people. They say about 95 of those that are in the hospital are among unvaccinated people. We asked if that data still stands with this recent surge in the Delta Variant Weve seen in Breakthrough Cases that are happening. She said, essentially, no, john, that that data is based on numbers from january through june. Of course, we know that weve seen the Delta Variant Pop up and really show its face since then. She said theyre actively working to update those numbers. But essentially argued that was before the Delta Variant Surge that weve seen play out across the u. S. However, she did say that still overwhelmingly, the numbers of deaths and hospitalizations are among unvaccinated people, but it does sound like those numbers have changed some, john. Important to get the new numbers when they can crunch them and release them. Kaitlan collins, appreciate that on the breaking news. Lets look at the covid information. The Case Count is up 48. Brandnew infections reported, up 48 since last week, 524 since last month. Remember a month ago we talked about 15,000 cases. We had pushed the baseline way down here. A week ago 64,000. Now the United States averaging 94,000 new covid infections a day. You see it going back up again. This is from the cdc. This is the map of Community Spread by county. Hard to see a lot of these counties, right, because there is so much red across the United States. 95 of the american population lives in a county where the cdc says you should mask up. That means theres either high or substantial community transmission. You see all that red. 93 or so percent in high transmission communities right now. If you look at this right down here, the darker the state, you see down here, the pink and the orange, those are the states with the highest percentage of new cases, Sevenday Average per 100,000 residents. You see across the southeast here is the big problem in the country now. Theres transmission everywhere, but as the White House says a lot of cases are coming from right down in here. When you have more cases, you have this. Hospitalizations, more than three times the number of americans hospitalized now than a month ago because of covid. You see a month ago, about 18,000 people. On wednesday its what closing in on 60,000 people. At this point lets bring in to share her expertise and insights dr. Jane morgan, executive director of the Piedmont Covid Task force. Dr. Morgan, grateful for your time. You just heard Kaitlan Collins ask an interesting question out of the briefing today. Are we still seeing in hospitals mostly overwhelmingly 90 plus unvaccinated, or are you beginning to see more people with the Breakthrough Infections who have been vaccinated who are now back in the hospital . Hi, john, and thanks for having me today. We definitely see more Breakthrough Cases with this Delta Variant and its one of the reasons that we want to take this variant very seriously. And not just in hospitalized cases where the majority of our patients are still unvaccinated, but we do see these Breakthrough Cases even if patients are not being hospitalized. And we need to understand the severity and the seriousness of this very stealthy variant called the Delta Variant which is actually a new version of covid19. You can think of it a little bit as covid21, a new updated version. Stealthier deadlier, more evasive, more infectious. This is the new and improved version. We have to take this seriously. And so as we try to get people to take it seriously, showing a map here right now, the White House is saying the key is to increase the vaccination rate. On average the Sevenday Average now is just below 500,000 people. At the white House Briefing, the Top Coordinator said in the last 24 hours they got above 800,000. Dr. Fauci says you need to get this up to A Million or more a day to start to make progress against the Delta Variant to shove that case down. Are you seeing progress on that front, and is this the right number, A Million or more a day . We are seeing progress. That number probably needs to be closer to 2 or 3 million. Dr. Fauci is exactly correct. We are seeing progress, however. We do see our Vaccination Rates increasing. We also see our rates of infection increasing as well. And our hospitalizations have probably increased 7 or 8 fold in the last five or six weeks. That is a striking number. One of the big questions we have is were having a conversation in august. Some communities in the south or Back To School. Either next week or after that, children will be going Back To School, college and the like. This is by age group. Dr. Morgan, you probably cant see this, but i know you know the numbers. Only 29 of those age 12 to 15 are vaccinated. Only 41 of those 16 to 17 fully vaccinated. 44 of 18 to 24 fully vaccinated. These are all eligible Tosh Vacc to be vaccinated but not vaccinated at this moment and about to go to school and be in crowded group settings. How do you fix that . We certainly have some concern for this. Certainly in the schools that have low Vaccination Rates, schools are going back early. Were in a warm season and we see this Delta Variant really taking hold when we know that viruses really proliferate more so in the fall months. We even see the respiratory Rsv Virus increasing in prevalence in the summer months. So we have to begin to take this very seriously. Hopefully the fda will move forward as it now has, an Allhandson Deck Approach to moving forward with full approval of these vaccines such that people who are on the fence can perhaps have more confidence and we can move safely with our school openings. We understand children need these inperson sessions for socialization because we are all very social humans, very social beings. But we also know that it is a risk to be there in this closed indoor setting. So i do have concern for schools opening early, certainly in these areas of low Vaccination Rates without mask and without vaccinations. I have concern about that. The weeks ahead will be interesting. I want to come back to this map for a second of community transmission. When you have 95 of the Country Living in counties where the cdy says even if youre vaccinated, you should mask up indoors because of high or substantial transmission, you come out of the white House Briefing where they cannot federally mandate you get a vaccine, but they are increasingly praising steps by the private sector. Business, state and local governments, private employers. Even this new thing on yelp, if youre going to check out a business, do they require their workers to be vaccinated . One of the requirements to get in the building, et cetera. From your perspective, whats the right mix of government mandates, marketplace pressure, public health push. How do we get this right . Yeah, i think we absolutely have to begin to address this Misinformation Head on. That is a great question and a great topic, john. We have got to address misinformation and do it aggressively. It is very important for people to understand the facts versus all of the propaganda thats moving forward. The right balance is different depending on your region. It might be different for vermont as opposed to alabama. And its going to depend on your Background Vaccination rates and the compliance with voluntary masking. This variant which is a new version of the original virus is 1,200 times higher with the degree to the viral load that it carried than the previous one. So we have to take this very serious. Its highly infectious, highly contagious, and creates more severe disease. Dr. Morgan, grateful for your help in making that case. And well continue to make it about the evolving challenge we have in front of you. Grateful for your time. Well continue the conversation. About republican establishment worries that what Donald Trump wants might once again cost the party dearly in the battle to control the United States senate. The former Heisman Trophy Winner and nfl running back Herschel Walker, trump sees as the best to win next year. The republican leadership has a very different take. Lets get to chief correspondent manu raju. What do you know . Reporter concern is growing in republican circles and in georgia to get walker to run in that race. They view it as winnable, but they are concerned, republicans are, about walkers viability. This comes in the aftermath of a pretty damaging report that came out of the Associated Press just about a week ago or so that detailed controversies in his past, including him threatening violence allegedly against his exwife. Now, at the same time, this comes as Mitch Mcconnell, the republican leader, has expressed concerns himself about Walkers Candidacy and we are told multiple sources tell me and my colleagues Alex Rogers and Mike Warren that mcconnell has suggested that former senators Kelly Loeffler and David Perdue should take a look at running in that race. Purdue has taken that off the table. Loeffler said she is not ruling it out. Both of them met with mcconnell earlier this year. Both of them lost their senate races in january that led to the democrats taking control of the United States senate. Now, mcconnell is also meeting with other potential candidates as well including a person named latham sadler. He raised more than A Million dollars in the last quarter and has some republicans eager that potentially he could be a candidate. Mcconnell is looking at other candidates as well. Republican leaders, people close to mcconnell also expressing concerns about walker. John cornyn who is a Mcconnell Ally told me yesterday, all i know is what i read in the paper. I want to win that race, and so i want the best nominee. I dont know whether he is it. Now, walker has not said what he would do, john. He is still a texas resident. He suggested hes moving back to the state and could run, but several people have suggested they could be consultants for him including the former Chief Of Staff to Mike Pence have reached out to him. The consultants have not signed on yet so its still uncertain what he will do. John . Still uncertain, but source of some concern to the republican leader in the building you are in today. Manu raju, appreciate the new reporting. Lets discuss it now with our panel. Here with us to share the reporting and Insights Capitol Hill melanie sanona. And Washington Post congressional reporter. This is about one race and also about a bigger dynamic. Republicans think in a midterm year they should be able to take back both the House And Senate given the narrow margins, 50 50. Lets take georgia for a minute. If you are Mitch Mcconnell you believe today you would still be the Majority Leader if trump had not gotten involved postelection in the two special elections in georgia. For Mitch Mcconnell this is Day Gent Deja vu all over again. You saw with loeffler in particular and warnock which is that race that hes trying to see happen. It was very tight and its possible that they could faceoff in that way again. Lets just listen to the former president. Part of this, there are essentially two republican parties. Donald trump has a republican party and the establishment is trying to have a republican party. We will see, thats what elections are about. Over the next several months well go through many of these races, primaries in this state and that state. Donald trump wants Herschel Walker, though. He told me hes going to and i think he will. I had dinner with him a week ago. Hes a great guy. Hes a patriot and hes a very loyal person, hes a very strong person. They love him in georgia. I think hed win. I think it would be very hard to beat herschel. Trump knows, molly, that Mitch Mcconnell is trying to run this alternate Parallel Campaign against him. He criticizes mcconnell every opportunity he gets. Under the leadership of Mitch Mcconnell, they continue to lose, he lost georgia, he ignored Election Fraud and he doesnt fight. Nothing in that statement is factual, i dont think. Shocker. Yeah, shocker. But this is a giant Tension And Mcconnell tries to navigate it privately. Im going to go behind closed doors, im going to find the best canaddidate. But can you . Like you said, this is the same movie republicans have been waking up to since 2015. Trump seems to like nothing better than tormenting Mitch Mcconnell and the establishment. Thats the reason he became president. Hes free to do it basically full time. Its really a testament to how concerned republicans are about whats definitely going to be one of the marquee races of the midterms. They would rather have a Cand Candidate whos already lost than this guy because hes such an unknown. Maybe trump is right. He has political Instincts Connection to the base. He sees walkers celebrity. The incredible affection people in georgia have for him. Maybe hes right about that. If or Mitch Mcconnell, you want a candidate thats tested, conventional candidate, put through the motions for a tense senate campaign. Fascinating point. Look at the ap headline. Normally 50 50 senate, Handful Majority in the house. We can take back both chambers next year. You can see the headline. Herschel walker, senate run, turbulent past emerges. I could stand on 5th Avenue and shoot somebody. No, i want my guy. 9 difference between Donald Trump and Mitch Mcconnell, he doesnt care about the republican party. He makes decisions based on who are his friends and punishing enemies. It depends on winning races. He takes a vastly different level of scrutiny to it. You look at somebody like David Perdue who barely loss in a race where trump hurt the party and he looks like a much, much safer bet than Herschel Walker. We have no idea what kind of Candidate Walker is going to be. The issues with his exwife, personality disorder. Very dicey. We should point out this is not isolated to georgia. There is a lot of concern in the republican party that trump is going to step in in other races, boost the candidate that might not be able to win in The General. Look at North Carolina. Its a perfect example as well. He endorsed ted bud, House Freedom Caucus over North Carolina governor. That is a critical battleground. Its a purple state. Theres a lot of concern in the party now. You mentioned North Carolina. You could say pennsylvania, you could say ohio, you could say even missouri, a red state. Republicans are worried from because they have recent experience of nominating someone who cost them the state they should win. One of the other republican candidates is gary black. Manu said walker lives in texas now. Yeah, he lives in texas now. Im getting ready, and we can run with the big dogs. Im ready. Ive been ready. Herschel has already run with the big dogs. Ive had georgia fights all my life. One of the interesting dynamics where you have trump involved, a celebrity like Herschel Walker who has instant name recognition. You watch the lesser known candidates, do i run from this, hide from this, or try to take advantage of this . You know, and i dont think anybody knows. I will say it is a little bit of a strategy to attack a candidate who is not in the race. But again, its clear that this has become the dominant dynamic in this particular race. Well watch it play out. As you know, there are many of them which is why were here. We have an interesting several months ahead of us as we go first through the primaries and the midterms. Some sad news to report today. A giant of the american labor movement, Richard Trumka passed away at the age of 82. He represented the 12. 5 million members for more than a decade. Just moments ago senate Majority Leader schumer pausing to honor him on the senate floor. I rise today with some sad, some horrible news about the passing of a great friend rich trumka. The working people of america have lost a fierce warrior at a time when we needed him most. Mr. Trumka was an important ally of the biden White House. He was running late to an event after learning of his death calling him a close friend. Other big political news In Washington this week, Progressive Democrats taking a hard look at the chess board, you might say. Led by the Missouri Congressman Corey bush pushed the White House to move an eviction moratorium. They won. Emboldened on the one hand, discouraged on the other. So now what . Some progressives see proof in the evictions fight they can move the biden White House their way. Some moderate democrats, though, say proof in the ohio primary results, the president should worry more about the middle and less about the left. Our panel is back with us now to discuss. Mollie ball, this is one week, two big episodes in one week we should be careful not to count any one as decisive. This is going to be the constant tugofwar of the biden presidency. There is an ideological generational movement in the democratic party, but many of the moderates say it just gets too much attention. Yeah, i mean, it is i do want to point out that the whole house was on the side of the progressives in this. The house working very hard to pass the buck from themselves and say, no, this isnt our fault this isnt being continued. We want the White House to continue it. The house was backed by the entire democratic caucus. They have not been successful in intracaucus fights when they werent Something Nancy Pelosi doesnt want. The squad has grown in numbers in small part, but they still the extreme left is still not a huge amount of people in the democratic caucus, so can they be strategic and use their leverage, use their clout in the razor thin house democratic majority to accomplish more things . Well see. To the well see part, you write about this in the post to mollies point. Is this proof with a mix of activism, the outside game, sitins, protesting on the capitol steps, but also some inside game, working the House Speaker who then is pushing the White House. Is it the mix, you know, people you need to determine a candidate in ohio as a fire brand, someone who is going to kick the system all the time . Are their progressives like Corey Bush learning you can kick, but if you dont kick too hard you can work inside . Thats exactly it. Theyre looking at the take aways of this win. Its not necessarily bucking pelosi. Pelosi was calling biden multiple times through the weekend to tuesday, so they need her if they want these kind of, you know, the public Pressure Campaign behind the scenes, they still need help. So when it comes to infrastructure, sure, they do have that really small margin where if they want to try and upend the reconciliation bill, they can do that. But theyre not looking at that as a very strategic thing they can do. Instead the takeaway from what Corey Bush did was how can we actually pressure the biden administration . We were able to do that. We were able to say, hey, you can actually act unilaterally. So that is more of what theyre looking at, and the next fight for them is that Student Loan Moratorium and how can they be proactive on that. Toe to that tweet we put up messages from the progressives. We cant let a preventable crisis like this happen again. You see the same thing. The question, john, this is complicated. Theres been a lot of outreach by the biden White House. Theres a lot they have done to keep these people happy and theres been a lot of disappointment, the president in thely on Student Debt saids no, i addiss agree. The question is he going to hold that line. I expect that he would. Remember, Joe Biden Beat Progressives to win the democratic nomination to become president. But this was a stunning and effective application of pressure on him. I talked to a white House Official on friday, said no gray area at all. We cant do anything on this. The Supreme Court was very clear. They thought about it over the weekend. Jean spurlgerling came out, we kicked the tires, cant do anything. That was a reflection that Joe Biden needs to keep his party together, a United Democratic Party is mandatory to get this Infrastructure Plan passed. Got to be mandatory in the next couple weeks. The whole biden jeagenda, progressive agenda, voting rights, spending, this comes down in the next couple weeks. Right. The progressives are feeling emboldened now. They want to put their stamp on the bills. Well have to see. We will have to see. Up next for us, he is defiant. Governor cuomo facing calls to resign. Andrew cuomo still the governor. 48 hours after a damning report detailed sexually harassing conduct with 11 different women. Cuomo is virtually without allies and the math in the State Assembly says votes for impeachment is there. Timing is crucial. If the governor remains defiant how quickly will they move to remove him . Erica, what is the pace of the timetable . The short answer on that is its a pretty quick pace. Reporter heres the latest in terms of what we know. We know attorneys from the Judiciary Committee that has been investigating dealing with the impeachment inquiry, rather, sent a letter to Governor Cuomos attorneys inviting them to submit additional evidence or any Witnesses Statement they want and giving them until next friday, a deadline of August 13 to submit those additional materials. We are told that it is unlikely articles of impeachment would be filed prior to that deadline, but we also know, as you just pointed out, a majority of the Assembly Members have said to cnn that they would, in fact, vote to impeach if that happens, of course, this moves on to the senate, trial in the senate during which time the governor would need to step aside. The Lieutenant Governor would step in and then we would see what would happen in the senate. But we also know that there have been a fair amount of senators speaking up about how they feel about how things are happening. Would need a twothirds majority there to convict, and then remove him from office. And, of course, its not just the senate here in new York State, but also the seven members on the court of appeals. Pretty demanding days for the governor. We shall see what the next move is. Grateful for the update. Among the important voices to urge him to resign swiftly is the man all but certain to be the mayor of new York City. Eric adams is the mayoral Nominee And Brooklyn borough president. Thank you for your time. You say if the Governor Wont go, The Legislature Should Act swift sri. Someone in leadership and in an even bigger leadership position, will you pickup the phone and convince him for the good of your state, the good of yourself, the good of your legacy, go . No, this is a process. I just want to state you dont win baseball games in the 8th inning. This is the 9th inning. The election is november 2nd. My role now is to speak directly and allow the assembly to do its job, and then move over to the senate, a place that i served as a state senator, and governor must make the determination if hes going to resign. I hope he will, but he has to make that final determination. In a different context, you tweeted this morning, a City Council Woman was talking about how when women are safe, the community is safe. You retweeted an article in the context of crime and what you would do if mayor to help with crime. But should the women of New York feel safe right now with Andrew Cuomo as their governor with what you concede was a damning report . Yes, they should. This City And State, we have many layers of protection and really we show that the system works actually. You had an Attorney General that happens to be a woman did a thorough investigation. She did her job, and now the documents will be turned over to the assembly. And so, yes, we should be safe because we have a process thats successful. Thats whats great about new York State. Thats whats great about america and new York City that we do have a process where you can come out when you feel youre violated and it will be investigated in a thorough manner, that the Attorney General actually put in place. Do you believe i want to get to some of the challenges you would face if you are the mayor of americas most popular city. Do you believe Governor Cuomo can be effective on the challenges in the meantime if that process takes a couple of months, the Covid Crisis right now, the Crime Issue could go on and on about issues in the state of New York. Can he be effective or should he step aside during the process . I hope he will, but again, new York State and new York City, we have many layers of ensuring that our government continue to operate. We have an amazing Lieutenant Governor who is extremely confident. We have two bodies, the State Senate and the assembly, so we have the entities in place that makes sure our City And State can operate. Were dealing with some real challenges around crime, around covid, around recovering our economy, and trust me, this City And State is going to kick in gear and carry out what is needed for the new York City people. Lets move on to covid because if you become mayor, u youre essentially walking into a major crisis in your city and the country. Put up a map, the cdc has all the boroughs of new York City red a. You look at the screen there. 60 of the city is vaccinated, 55 fully vaccinated. How do you get more New Yorkers, especially in communities of color, to roll up their sleeves, mr. Adams . Well said, and its about being on the ground, something i did during covid19. First outbreak, i was in Rockaway Today where you have less than 40 vaccination rate. Its about hitting those communities in the crevices. Credible messages, reinstitute, i believe, the census teams, allow them to go into those communities that often are ignored. And its so important for us to get on the ground. There is incentive, the 100 program that the city is going to put in place for small businesses and those who do referrals. And just thinking differently about ensuring that those who can attend restaurants, outdoor concerts, and other activities unless theyre vaccinated, all these things are going to be needed to get a higher number of New Yorkers vaccinated. Were looking for 100 . Well, you look for 100 . As you just mentioned, you need proof youve been vaccinated to go into a restaurant, gym. Thats put in place by the current president , mr. De blasio. Is he in consultation with you or is it too early . Are you on board if Eric Adams becomes mayor or are there things you would change right away . I speak with the mayor from time to time. He is making decisions. He is the mayor of the city of New York. We do communicate. And yes, i believe its imperative that we have these, one, incentives for people to get vaccinated. Two, to put in place those things that will encourage people to say youre going to miss out whats great about this city if youre not following the basic rule of being vaccinated. Vaccines will ensure that even if you are impacted by covid, youre not going to have a level of severity we see without a vaccine. So im going to continue to encourage people to do so. And i think the mayor is in the right direction currently. I hope we can have many conversations over the next several months because uyoure essentially in the middle of kids going Back To School, the crime fight. I want to talk to you as we close this conversation about your role in the democratic party. You said after your win you had a giant field of candidates. You were not the favorite early on. You said you did something like a biden coalition. There was a message in that the democratic party should get as it heads into the Midterm Election Year and the next president ial election year. Every day you see this around the country. Youre willing to live it as mayor. Many of the progressives, people more progressive than you youve beaten in the primary. Theyre going to be on the city council, kicking the tires every day. Walk us through, what is the message of this moment . A big Tent And Kitchen table issues. Sometimes we move away from that. We are extremely philosophical, intellectual and theoretical. But that is not everyday New Yorkers and americans. They want to ensure their streets are safe, their children are educated and they can live in affordable housing and gainfully employed in the process. And we can do that by growing our economy right here in the city, getting covid under control, and talking to everyday New Yorkers. This is a working Class City in of a working class country. And i believe sometimes we get away from that, we dont communicate directly to everyday people. And thats where i was. There was nothing special about me or fancy. I was a person, a former dishwasher, went to school at night, became a blue collar worker, moved up through the system. When you speak to the average New Yorker, it resonated with them. They knew i cared about the outcome of our city. I am a former dishwasher myself. I knew we had something in common. We root for different baseball teams. Lifelong Mets Fan and adams a Red Sox fan. I hope we can continue the conversation in the weeks and months ahead. Thank you. Thank you. Well take you live to atlanta as teachers head back to the classroom masked. Water . hey you catch mio. Reporter schools here in georgia, john, start earlier in many parts of the country. Atlanta public schools, today is is the Big Day for an estimated 50,000 students in this school district, many of whom havent been back in the classroom since before the pandemic. There is a notable amount of Anxiety And Apprehension among the parents according to the superintendent here. If only because theres growing concern of the Delta Variant, which is why students and staff will be mandated to wear masks in indoor settings here, especially one of the schools behind me. Were focusing on atlanta public schools. Theres been a varying approach to what it means to reopen safely. While there will be Surveillance Testing here every week and also a push for vaccinations, other School Districts in the more rural parts of the state have not required mask mandates. Some parents like that. They think that that requires or thats a requirement of masks is unnecessary and they want their children the freedom to express themselves, even if that comes at the risk of getting themselves or someone else sick. Here, though, they wont have that option. They will be required to wear masks, and they think that is the good thing here as this is considered by the cdc a high transmission area. John .
