Everything this administration wants to accomplish in terms of Public Health and economically and politically depending on getting this pandemic under control and the administration has hit a wall in terms of resistance both fueled by politics in some the red State And Concern among some members of other communities in big cities who are reluctant to get vaccinated. Well hear from the President Today to talk about efforts to vaccinated the rest of the world. 110 Million doses shipped overseas and looking to the private sector to galvanize Vaccine Requirements or very strong pushes to employees and to customers, were expecting to get some news from new York City mayor de blasio about requiring proof of vaccination to participate in some activities. The administration last week announced a soft requirement on federal workers, to either get vaccinated or submit to strict testing and social distancing protocols. Theyre looking into having the u. S. Military require it from american soldiers, the v. A. Of course is required it for medical personnel. So there are a range of efforts underway to try to get around some of this resistance. But that resistance is a big problem. It is fuelling anxiety over the Eviction Moratorium which is expired over the weekend. As you know, that Fuels Discord within the Democratic Party and that is occurring as the president is trying to move his Infrastructure Agenda through congress, keep the party together. Everything is more difficult, the worst the pandemic is and that is why renewed focus from the president this week. Thank you very much. Florida governor Ron Desantiss Threat to cut funding to schools that require masks as the Delta Variant spreads, it has worked. One of the largest school districts, Broward County has had to reverse course on the Mask Mandate less a week after the School Board voted to approve it. We should note Cdc Guidance would suggest Broward County should have a Mask Mandate. Because it is in an area of high covid transmission. But on friday the governor threatened to cut State Funding to any school that requires masks. The governor is speaking right now. Were Listening Tor Comments on this topic and well bring you that as soon as we have them. Joining me now to discuss all of this and more, dr. Paul offit, the director of the Vaccine Education Center for the Childrens Hospital and a member of the childrens advisory committee. Good to have you back. I want to begin on The Big Picture here. To ask you where we stand in this pandemic, because many of us thought that we were through the worst of it. But you noted the u. S. Is roughly at the same Point Today in terms of deaths daily and new infections as we were last summer when with the big difference was there was no vaccine. What does that tell us . There was no vaccine and we had a fully susceptible population. Now we have a population where half of americans have received the vaccine and many have been already effected which provided some level of immunity. The big difference is one, the Delta Variant. That is not the virus that was circulating last summer. And our behavior has changed. We are much looser about how we deal with. This but to get to the Ron Desantis thing, what he has done is in ex plickable. You have two weapons in the war, one the vaccine, and two for people for example who are too young or who have cancer or on chemotherapy or biological agents for their diseases mask. Those are the two weapons. What he said is lets put those two weapons in our pocket. Hes a friend of the virus. I do not understand it. You make the point that polio had no friends. And when there was a vaccine available, the country rolled up their sleeves and got in under control. You note that people in congress, politicians like a Ron Desantis, Science Denialist and some in rightwing media, friends in effect of this virus. I want to give you a chance to speak to them. Right. So i was a child of the 50s, i grew up with the polio virus. My parents were scared to death to let us go to a pool. What could we do. March of dimes was a public or a private fully philanthropic group where americans sent their dimes and The American public paid for that research on that vaccine. Jonas sox vaccine and when that rolled out in 1955, we couldnt wait to get the vaccine. There were none of the forces in now were in play then. It is a much more cynical and litigious and Conspiracy Laden Society that we have now. But the End Result is that the fight is not just against the virus, which was true against polio, the fight is against ourselves. The worst parts of ourselves and that makes this much, much harder. My father told stories of his mom not letting him go to pools because of polio as well. Given the wide availability of vaccines, available, free and effective, far more than some vaccines we think about, this is, it is a pandemic not just of the unvaccinated but the willfully unvaccinated because they have the option to be. Do you believe there should be more man dates . Is that the answer. I think it is the only answer at this point. I think we solved the problem of Mass Distribution and administration, i think weve done everything that we can do education and try to reduce misinformation. I think weve had a variety of Incentive Programs where a critical percentage of americans have said we dont want to get this vaccine. Were going to allow the virus to spread and mutate and create variants and if you dont like it what are you going to do about that. And you see it coming up to the private sector and to their credit and i think that will hope more and more and more people will be compelled to be vaccinated. So as we know, you have to be 12 and up to get the vaccine at this point. Still studies going on for children younger than that age. And i know youre on the the advisory committee so you cant get into specifics here, but for folks at home who have children under the age of 12, can you give us a sense of where that pro process stands right now and any sense of the Time Line going forward. Because were seeing a couple of districts in georgia having to start remote because of quarantines. Well it is hard to know when it is were going to have a vaccine available for children less than 12. But we specertainly need it. And we need it before late fall and heading into winter. We have the Delta Variant and two is winter which is allowing for more easy spread of this virus and three, i think most importantly youre going to have a relatively unvaccinated or undervaccinated group less than 12 and basically an undervaccinated group between 12 and 17 and only about 35 in the Age Group who can be vaccinated have been vaccinated. Let me ask you about this. Because we do have other countries that have faced the Delta Variant before us. And i dont want to over or underestimate, but if you look at u. K. , they have tailed off. Can we learn anything from that. Is that something that we might be able to expect here as well . Yes. I think we can. As long as we increase vaccination rates. The good news about this vaccine is that it protects you against severe critical disease, the kind of disease against the Delta Variant, the kind of disease that causes you to seek medical care or go to the Hospital Or Icu or die. So that is good. But it doesnt work if you dont get it. Im very optimistic. We could get on top of this. But realize one thing, when you try to figure out what percentage of the population needs to be vaccinated in order to stop the spread, it depends on two things. One is the contagiousness of the virus and the cdc has said this has the contagious index of between five and nine meaning that if im infected im going to go out and infect roughly seven more people who will infect seven more people. And even if you assume that the effectiveness of the vaccine is 90 , which i think is generous in terms of protection against shedding, even if you use those two issues, you still have to have at least 90 of this population vaccinated. And when the Biden Administration said well 70 have received one vaccine, for the mrna, it is a Twodose Vaccine so it doesnt count until you are fully vaccinated and we have a long way to go to 90 . We have to get those numbers off. Dr. Paul offit, good to have you on. Thank you. This just into cnn on the topic we were just discussing. Mcdonalds the latest company to require staff and customers to wear masks crucially in high transmission areas. This regardless of their vaccination status. Work force. That starts for office workers october 1st. Other workers november 1. Health Care Giant Kaiser Permanente is requiring all physician and employees to be vaccinated by The End of september. Target said that employees need to wear mask in high risk areas. Home depot is also requiring its employees to wear masks inside of stores and Distribution Center and offices whether they are vaccinated or not. And is interesting were see also seeing companies announce changes around the policies for customers. Equinox and Soul Cycle say that customers have to show proof of vaccination status. That begins in new York City in early september but they plan to roll that out elsewhere. Morgan stanley has people inside of the headquarters in new York City, even clients, need too to show proof of vaccination. Weve seen that from Union Square hospitality and the Restaurant And Event company and all broadway shows also require vaccines for audience members. So today i announce a new approach which were calling The Key to Nyc Pass, The Key to new York City, when you hear those words, i want you to imagine the notion that because someone is vaccinated, they could do all of the amazing things that are available in this city. This is a miraculous place literally full of wonders and if youre vaccinated, all of that is going to open to you. Youll have The Key. You could open the door. But if your unvaccinated, unfortunately you will not be able to participate in many things. That is the point were trying to get across. It is time for people to see vaccination as literally necessary to living a good and full and healthy life. The key to Nyc Pass will be a first in the nation approach. It will require vaccination for workers and customers in indoor dining, in indoor fitness facilities, indoor entertainment facilities. This is going to be a requirement. The only way to patronize these establishments indoors will be if youre vaccinated. At least one dose. The same for folks in terms of work. Theyll need at least once dose. This is crucial because we know that this will encourage a lot more vaccinations. Weve seen it already. Weve seen the impact of the Mandate Put in place for City Workers already starting to move people to vaccination. Weve seen the positive impact of incentives as well. The goal here is to convince everyone that this is the time, were going to stop the Delta Variant and the time is now and that means getting vaccinated right now. This new policy will be phased in over the coming weeks. So weve been working with the Business Community, getting input. Were going to do more over the next few weeks. The final details of the policy will be announced and implemented in the week of august 16th. So over the next couple of weeks, getting more feedback, finalizing the policy, publishing it and beginning to implement it. Well then spend most of a month educating people. Going out to businesses, receiving calls from businesses and answering questions and concerns, making sure that everyone understands the new approach and then on september 13th, during that week, well begin inspections and enforcement. So we want to give businesses big and small a chance to get acclimated and make adjustments based on their input but this will move forward starting in the week of August 15th and full enforcement the week of september 13th. Which is very pertinent because that is the first full week after Labor Day where we expect a lot more activity in this city. Now, ill tell you, we know those conversations with the Business Community are crucial. Weve had a lot of them already. What were hearing from so many folks in the Business Community is they understand this time but they need government to lead. That is going to help them to do what they need to do. Not everyone is going to agree with this. I understand that. But for so many people, this is going to be the lifesaving act that were putting a mandate in place that is going to guarantee a much higher level of vaccination in this city and that is The Key to protecting people and The Key to our recovery. That is why it is The Key to nyc, The Key to Nyc Pass opens a lot of doors and we need it. Well be issuing a Mayor Executive Order and a health commissioners order, those are the legal tools necessary to implement this approach. And we know that this is what is going to turn the tide and we also know that people are going to get a really clear message, if you want to participate in our site fully, you have to get vaccinated. A senior afghan Army Commander is urging people to leave one city where the taliban has taken control and he said, this is alarming, members of Al Qaeda are now mobilizing in large numbers to join taliban fighters on the Front Lines in Kandahar And Helmand province in the south and southwest. Joining me now to talk about this peter burgen, the author of a new book out today, the Rise And Fall of Osama Bin Laden, the biography. Ive been reading it, it is a great book. Peter, good to have you on this morning. It is interesting, youre book, just the opening passages are so powerful because it described a sort of shrunken Bin Laden leading up to when he was killed in 2011, searching for his relevance. I wonder how he would see what were seeing right now as the u. S. Withdraws and you see the taliban advancing and now reports of Al Qaeda members on the Front Line again. Has the u. S. Withdrawal, could it lead to a comeback of Al Qaeda there. I think he could be delighted. I mean we know from the documents recovered in the Islamabad Compound that hes would communicating with the leader of taliban before he was killed. People in Al Qaeda were Funding Elements of taliban. They were conducting Joints Operations and the u. N. As you know just released a report in june in which they they described the relations between the taliban and Al Qaeda as very close. I think this report is quite disturbing. Were already half of the districts in afghanistan are now controlled by the taliban according to most reports. They may not be able to take over the whole country. But they certainly can take over much of the south and the east of the country and ive talked to afghans who say, thousands of foreign fighters are pouring into afghanistan. A Movie Weve seen before. Unfortunately. You talk in the book about how there are some successes and failures to the u. S. Response to Al Qaeda and 9 11 and the response in afghanistan and the ability to prevent to date a major terrorist attack On American Soil by Al Qaeda. You never want to say never because this is an ongoing threat. Does the Al Qaeda still have the ambition to attack the u. S. Homeland. Ambition is one thing, capability is another. Right now i think they have no capacity to conduct a kind of attack we did have an attack in pensacola, florida, back in 2019 that had some links to Al Qaeda and if they directed the attack or aware of the attack as it was being planned. That killed three american sailors. But that is the only attack by a foreign Terrorist Organization since 9 11. It is a fact that speaks for itself. Here we are almost two decades from the 9 11 anniversary. So we, the united states, has been pretty successful with our offensive capabilities and our defensive capabilities. But now were pulling out. And when you hear public testimony from the director of the cia, he said that not having u. S. Boots on ground there will impact Intelligence Gathering but also the concern of counterterror operations. Has the u. S. Made itself more vulnerable with the withdrawal from afghanistan . Well see. You know, Secretary Of State Tony Blinken and then Vice President Joe Biden presided over the withdrawal from iraq in december of 2011. Three years later the united states was back because of the rise of isis. I think it is improbable that well see something not dissimilar. It may not be exactly the same but the taliban, they havent their links with Al Qaeda are very stable and warm and cordial. That is something that i document in my Book And Something that the u. N. Is documenting as we speak. Now what is remarkable, you bring up the withdrawal from iraq in 2011. You have a lot of veterans of the Obama And Biden administration who saw that backfire and it required a return of u. S. Military which eventually over the course of years did effectively stifle and bring isis under control. Do you see a scenario where the u. S. Is drawn back into the war in afghanistan, have to put boots back on ground again to respond. I do, unfortunately. And it could be in this first, in the Biden Administration. When you make a decision this early, six months into the Biden Administration, youve got a lot of time left on the clock. And they may well be in the situation where they need to go back in some shape or form. Weve already seen some Air Strikes against the taliban by u. S. Forces. We could see something more. The number of americans in danger of being effected has declined since its peak at the height of the pandemic. But the Cdc Moratorium on evictions has expired and many remain in need. A recent u. S. Census survey found more than 7 Million americans are behind on the rent. More than 3 Million people say that they will likely be evicted soon without help. Our next guest understand the economic devastation still being felt by so many people. Joining me, angela young, she herself is in danger of losing her home. Sheamus roller is from the national housing law project. Angela, i would like to begin with you just to tell how youre being effected by this. Youre at home and taking care of an elderly relative. Tell us the situation youre in right now. Yeah, im at home and taking care of several elderly relatives. I have a cousin here that moved in with a situation so she had to come in and shes not elderly but in bad shape. And she got into a situation to come across country and stay at my house. My brother is about to undergo an angiogram and hes most probably going to have to have a bypass and a surgery. And my mother is 84 years old, shes lost my grandfather and my brother within a month of each other. And it has been unbelievable what were encountering here in nevada. I could only imagine. Sheamus, help us quantify how many people in the country remain in Angelas Position or something similar. Because the country has seen the number of atrisk families come down but where does it stand today. How many still at risk . Well you talked about the 7 Million number. So there are certainly millions of people across the country that are behind on their rent. So with the Eviction Moratorium expiring on saturday, what we have is a Patch Work across country. Because there are some states like california, and new york and illinois that still have their own vocal protections and a number of other states that have processes that are slowing down evictions. But for other people what theyre facing is that the Rental Assistance Programs in their states havent worked effectively and they have no protection against eviction. So there is billion dollars out there to help pay rent but the programs are slow in getting started. I want to get to why that is, because it boggled the mind. But angela, tell us your experience when you sought this kind of aid at the state or federal level. Have you been able to get it . No. I was completely turned down. On the minute it came out is the minute i applied for the chaps program. I had to do everything by telephone call. I didnt have a computer. And i couldnt actually get anything processed. So i took two gigantic boxes of all of the information that my mother and i, because we were both on invitation Homes Lease and so we both had to be processed. And as soon as i did that, it took a while and then they declared i wasnt covid impacted. Sheamus, how many folks are in that category . Right . Who have a claim or im curious, ive heard different estimates from one in six or rather five sixth of the Money Hasnt been spent or as much as to maybe perhaps half. But still there is a lot of money out there not getting to the right people. Why is that . It is a real challenge. These programs werent created before. So from governments to create massive Rental Assistance Programs is a real challenge. I dont want to underplay that at all. But in some states like texas that have stood up programs that have gotten money out there very quickly, theyre looking at 40 of the first round of money that theyve gotten out. And other states are in the singledigits. Programs that havent even started giving out money. And so, you know, at this point there are some places that just need to get it together and start pushing that money out to tenants so people dont get evicted. And it is remarkable that money is still there. What sort of aid would be most impactful for you and the people in your family youre taking care of . Well first of all, it is really important to be proactive. Dont let someone knock on your door and you know put a notice and you dont respond to it. It is very important to respond to the eviction notice. That is key. And secondly, you go down to you could call legal aid, theyre available or go down to the Clark County Courthouse and apply down there. You tell them that youre responding to an eviction. And you make sure that you apply for the chaps program. It is the Care Housing Act program. That is vital and that will give you some leeway and some stay so you could be in the home until they could mediate or negotiate or help. But im on a yeah. Im on a nonrenewal of lease. Im in a little bit more precarious situation. Angela, we empathize with you. And we hope you do get that the help you need and thank youing Sheamus Waller for helping us understand the broader issue here. You hope that that existing funding gets to the folks who need it.
