99. 99 of people who are fully vaccinated have not had a break through case. And evidence that if youre vaccinated, and you get a break through case of covid, you will be fine. More than 816,000 doses were administered on saturday. That is the fifth straight day above 700,000 and that is the highest number of doses administered in a month. That is good news. But where country is now is not good. The Delta Variant continues to spread like wildfire, averaging nearly 80,000 new cases per day. The number of people sick enough to need Hospital Care is rising. Again almost exclusively among the unvaccinated. And officials are warning the surge is just beginning. Particularly in the Nations Trouble spots, mostly concentrated in the south. Cases have gone up about fourfold in the last couple of weeks. Were pushing up towards 100,000 cases aday now. And particularly so in those hot spots where Vaccination Rates are still quite low, maybe 30 , that would be missouri and arkansas, louisiana, florida, and those are areas of deep concern. Absolutely. And another major area of concern, children. Many of them still not eligible to get the vaccine but so many are now heading Back To School and at same time president biden is clearly making Coronavirus A top priority as you could see from the schedule this week. Lets get started with Jeremy Diamond who is live at the White House with more. Jeremy, there is a refocus at the White House right now. What are you hearing there . Reporter no doubt, kate. As this Delta Variant is spreading like wildfire, sending cases in some states to record highs, were seeing a effort at the White House to put president Bidens Schedule in line with that growing national concern. The president holding several event this is week focused on coronavirus pandemic. Today hell be meeting with his public Health Team while the president is regularly updated by that team, it is notable that they put it on the schedule to make very clear that this is something that has the president s full attention. We will then hear from Public Health officials to briefed the president this afternoon to take questions from reporters. Later in week were also seeing the president deliver a Speech Tomorrow on vaccinations both in the United States as well as abroad because this White House knows that as the coronavirus continues to spread, whether it is here or around the world, more variants of concern are likely to emerge and variants that could potentially render the vaccine less effective. For now we know that vaccine is still effective against the Delta Variant. We also, kate, just had a briefing with some senior Administration Officials who talked about the level of concern inside of the White House and they also talked about what to expect in the weeks ahead. The big concern as the schools are set to reopen, the Concern Isnt necessarily widespread at the national level but the officials did say that they are concerned about those states where governors have decided to not allow Mask Mandates to be put in place. And one senior Administration Official making very clear there are governors in this country who are willing to put politics ahead of Public Health. Kate. Jeremy, thank you for that reporting. Let me go to Rosa Flores who is live right now in one of the Coronavirus Hot Spots where the focus is. Fort lauderdale, florida. Rosa, what are you seeing there . Reporter well you know, kate, i talked to the mayor of Broward County and he tells me that the numbers here are terrifying. Not just here in broward but across the state of florida. One of the things that are very concerning is the number of hospitalizations. He said that unlike last year, this year theyre seeing people who are younger being hospitalized in their 20s, 30s and 40s. The Positivity Rate in the state of florida is 18 . Now when you look at the number of children that are getting this virus, that is the concern as the School Year begins. Hear this. The Positivity Rate of children between the ages of 12 and 19 is 22 . Florida governor Ron Desantis signing an Executive Order On Friday and i want to be clear because this Executive Order is vague. It does not outright Ban Mask mandates. What it does do it is directs the Florida Department of health and the Florida Department of education to draft measures and emergency rules that would give parents a choice. Now here in Broward County where i am, the School Board passed, voted on and passed a Mask Mandate before Governor Desantis signed that Executive Order. Now theyre going back to the Drawing Board trying to figure out how that impacts them. Masks, a very divisive issue here in the state of florida and across the country. I sat down with families. A family that is for masks and a family that is for masks being optional in the classroom and i asked them, what it was like for Florida Governor Ron Desantis to Big Foot their School Board in this decision. Take a listen. Party of small government, right . Its really disheartening. What was your reaction to that . Relief. And simply for my concern and their well being. Reporter and kate, i spent several hours with the two families ands learned that as americans we have a lot more things in common than the division of these masks, these parents love their children and want the best for their children and of course the best education. Kate. Rosa, thank you so much for putting that in perspective. Joining me now is Dra Dr. Ilene marty from florida international university. Thank you for coming back and being here. My Colleague Rosa is describing there the troubling place that florida is in right now. How do you describe it . Its absolutely so tragic. Not only have we have the highest number of cases, weve had the highest number of hospitalizations that weve had since the 23rd Of July of last year and were higher than that. We beat last years records in terms of hospitalizations and so many are young children, our childrens hospital, nicholas and the Joe Dimaggio nearby are seeing Record Numbers of cases. So it is impacting our Hospital Systems both adult and children. And we have to be very, very careful. This is something parents need to take into consideration. Do they want to see their child in hospital . I have to say, i dont want it to be lost on people what you said about hospitalizations. That the state has now broken the record on hospitalizations that there was a high in July Of 2020 and now the state is surpassing that. This isnt just people getting a mild case of coronavirus. These are people that are sick enough with coronavirus that they need Hospital Care. What does this mean . This is a much more aggressive virus. This Delta Variant, than what we had last year. It is far more contagious and it is causing serious illness in young people, including children. That is what this means. One number that i mentioned off the top of the show, 99. 9 of people that are vaccinated fully vaccinated, they do if they get a break through covid case it does not result in hospitalization or death. They dont need to go to the hospital. Here is another one for you, doctor. The Kaiser Family Foundation just put out an analysis saying that less than 1 of fully vaccinated people experienced a break through infection. Im going to put this in the category of here is some good news. Right. What does this say to you . Were seeing a higher percentage of our cases as people who are Vaccine Breakthroughs but that could be artificial. That is what were seeing here. But nonetheless, theyre absolutely right into terms of hospitalizations. The vaccine is absolutely a humongous guard against hospitalization and there is clear data showing that the vaccine is much more effective than having had covid. Having had covid is not as protechive as the vaccine from hospitalization. And what then do you think of what rosa was reporting on, the Floridas Governor Move to essentially block schools from requiring masks, signing on order that gives parents the choice to side whether they want their kids to wear masks in schools. What is that going to do . Parents need to understand that the use of a mask is going to reduce their Childs Risk of significant disease, including hospitalization. And parents who love their children, and im sure parents on every side of the aisle love their children, will do what is going to reduce that risk the most and that is demand that their child be in a classroom where everyone is wearing a mask. Doctor, thank you for coming on. Another place being so hard hit right now is arkansas. Every county is at a high level of community transmission. All in the red. That States Average of new cases per day is nearly four times what they were seeing a month ago and now theyre also seeing a Record Number of children, hospitalized with Coronavirus At arkansas childrens hospital. That is why top officials are trying to drive home the point as you just heard dr. Marty say as well, that the best way to protect children against this virus is for more people who are eligible to get vaccinated now. If youre worried about the kids, lets get the people who can be vaccinated at a higher rate. We have a long way to go in some of those communities to get to the point where people are protected. Joining me right now is dr. Rick barr, the cleave clinical officer at the arkansas childrens health system. Thank you for being here. It is one thing for me to list out a bunch of numbers to kind of give the state of things. But you could describe what you are seeing among the children in your care now who are suffering from coronavirus . Yes, starting a few months ago we saw a definite [ inaudible ] viruses effecting children. The previous months of the pandemic we would have zero to maybe three children admitted to the hospital that tested positive for covid and they were often in for some other reason. They werent showing symptoms of the covid infection. Today we have 24 children in the hospital. With covid infections, all symptomatic with covid. And eight of those are in Intensive Care and five are requiring Mechanical Ventilation to breathe. So this is a dramatic change compared to what we had seen previously. Woul i would comment that half of the children in the hospital are older than 12, are eligible for a Vaccine And Today we have not admitted anybody to the hospital that has been fully immunized. So for children the vaccine seems to be very protective. That is really important data. That is really important information, doctor. What are you hearing from the parents of these children in the hospital . They are very about vaccines. They didnt realize that kids could get sick with covid and that has totally changed with the Delta Variant becoming the propredominant strain. And many of them are reaching out to other parentsen occur an encouraging them to get their kids vaccine. So the parents have been great spokes people to not make the same decisions they did in delay getting their kids vaccinated. How worried are you over the next four to six weeks of what it is going to look like with not only what you have in your hospitals now, but with so many kids now heading Back To School . It concerns us. We usually see a spike in respiratory illnesses when school starts. That happens naturally. And were concerned about further increase in the number of kids that contract covid. Were highly encouraging parents, school systems, et cetera, to follow the american academy of pediatric recommendations for all kids to wear masks when they go Back To School. It is an incredibly important way to decrease transmission of all viruses, particularly the Delta Variant of the coronavirus. And this is i think something that you could speak to. It is clear now how important it is for adults to get vaccinated. For themselves and for those around them. Speak to these parents of children who are also eligible for the vaccine. But theyre still holding out. They havent gotten the shot. There is a myriad of reasons why they may be holding out but what do you say to them this morning considering what you see in your hospital . Well the best way to protect your children is for parents to get vaccinated. And especially for children under 12 who arent eligible for the vaccine. The most common way that kids ge get infected is through Family Members that are infected with the coronavirus. So it is important that parents get vaccinated, for kids that are older than 12 to get vaccinated. So they could protect all children and the family. Dr. Barr, thank you very much for your time. You spoke with one of the members of congress who is leading in this protest, Cori Bush. What did she tell you . Reporter well, look, Cori Bush has been out here all weekend on and off and trying to raise awareness that the Eviction Moratorium expiring is a crisis for maniles of americans. Nancy pelosi believes it is the White House and the Administrations Responsibility to take action next. But Cori Bush said she doesnt care who is ultimately responsible, she thinks the house needs to act. On friday, Nancy Pelosi tries to ensure that democrats have the votes necessary in order to pass this but they just never got there. They brought a bill to the floor trying to get unanimous consent but it was blocked. Speaker pelosi argued that it is republicans blocking but this but dont have the democratic votes. Here is what Cori Bush said when i asked her what should come next. Were working to make sure that people know that the house, that the democratic house is standing up for them. We cannot have the majority and put 7 to 11 Million people on The Street. So lets get it down. Because the hurt, there will be more hurt on the people on The Street than the white House Taking [ inaudible ]. Reporter and bush also said that was hurtful that so many democratic colleagues left for the recess. And we should note that even if the house could pass this legislation, the senate doesnt have the votes, kate. And i think that is one of the key obstacles. Youll see some focusing on getting the money, 47 Billion out of the door and a fraction of that has gone to help ease the burden for people who are experiencing homelessness or the potential of being evicted, kate. The hold up on that money has been completely unexplainable and it is just sitting there. Thank you so much. Also happening on Capitol Hill, the senate taking another big step forward on the 1 Trillion bipartisan infrastructure bill. Late Last Night they released text of the bill finalizing an effort that was weeks and weeks in the making. But a lot of hurdles still lie ahead. Manu raju is following this. He joins us now. The bill is enormous over 2,000 pages. What is in and what is next . Reporter yeah 2702 pages to be exact and that is released late Last Night and senators are still going through this. The first chance to review it. But nevertheless, democrats are trying to get this through the chamber by The End of the week. This is a massive proposal that would spend hundreds of billion dollars. To provide money for broadband, for roads an bridges and electric vehicles and to pay for in a lot of ways through redirecting already enacted covid Relief Money would not raise taxes that was one thing that the republicans said that that would not agree to. This is a group cut by ten senators who will keep the coalition together to get it out of the senate. But the question will be how quickly could they get it out. A number of senators want to amend key portions of this bill. They need the support of almost 60 senators to do that. It is unlikely that they could change key elements of the bill and the decision time is for chuck schumer, whether he moves to shut down debate or give republicans more opportunities to change the plan. That is a big decision. It is a big fight in the days ahead as they try to get this done. Manu, thank you so much. So lets talk about this a bit more. Joining me now is democratic congressman from Oregon Peter De fauzo, the chairman of the House Transportation Infrastructure committee. Thank you for being here. Now that you and your staff have the text of the bill, what i guess i dont assume or expect anyone to read 2700 pages while you were sleeping. But do you have a sense of what you think of the bill now that you have the text in hand . Will you be throwing your support behind it . Um, im a afraid that some of the Crit Changes that i wanted to see didnt get made. I dont know until we review the text. I sought out to bring us into the 21st century with transportation. This looks like a Status Quo bill. We cant perpetuate that. We have to deal with climate Change And Transportation is the largest emitter. My Bill Deals with it, for severe Weather Rise and earthquakes and the less. Im not sure there is a strong Resiliency Title in there. Also the president wanted to create a new social Equity Program because we divided a lot of communities of color and the system is aging out. He pointed out Sky Way in louisiana, it has to come down. Well dont put it back the way it was. Rejoin the community. There are ways to deal with that. Im not certain the elements are in the bill and i wont know until we get through the 2700 pages. Understandable. Look, last week it caught my attention and a lot of people when it was reported that you call the deal that was struck by the bipartisan group of senators, youed the deal crap. Do you still think that this bill is that . Um, well after i read it, ill perhaps use a less more decorative term. But i will express my opinion. I feel strongly the house who passed the bill, my bill went through a real legislative process. It passed on the floor of the house twice. Hundreds of amendments were offered in committee twice and on the floor twice. So this bill was composed through a legislative process. The bill in the senate was written behind closed doors. And you know, that is probably not going to be the best product and most of the people who wrote the bill are not senior people on the committees of jurisdiction who know a lot about transportation or perhaps a number of them are resistant to the idea that we should deal with climate change. I know that you want at least, if not your billfolded in or elements under consideration, if that doesnt happen, do you really foresee yourself as the chairman of the house transportation committee, someone who has worked on Infrastructure And Transportation issues for decades, voting against federal investments in americas Infrastructure And Transportation . I would hope not. But we have to do something by october 1st. That is what the current bill runs out. And, you know, if this is an unacceptable product, then well just have to continue to work on it. Ill give one quick example. As far as i know, the biggest thing on climate in this bill was an 18 Billion program for possible fee reduction. Sounds great. Except in the earlier version of the text, 9 Billion of that could have been transferred into highway construction. My bill was fix it first. We build 30,000 miles of highways in the last 24 years and guess what, were mon congested than ever. We have to look for alternatives that are more climate friendly and i think a lot of people understand that. But on the screen right now were showing folks the billion dollars and billion dollars, 73 Billion for power infrastructure, Brand Broadband and trains, clean water, electric vehicles all of the above. This is the classic, dont let the perfect be the enemy of the good. If you really think about voting against something that puts this much money into something you care this much about . Kate, if were continuing a mid 20th Century policy, it would be a disservice to the american people. It would also be a disservice to the planet because we have to deal with Fossil Fuel Pollution and transportation. So do you think the house will pass this bill without changes . Do you think it is possible . The speaker has been adamant first that we have to see the Reconciliation Bill In The House before we even consider this bill. Im with her 100 on that. Reconciliation could fix a lot of the problems in this bill. Ive had that conversation with the White House. That is possible. So if we see major changes and things that are mitigated by the Reconciliation Bill, then maybe we could move this. Ill let you get back to reading that 2700 pages. She didnt trust it and now her mother said that is the one thing that she thinks could have saved her daughters life. Joining me now is ericas mom kimberly jones. Thank you for being here. I know i said in the commercial break but im so sorry. It is been just a month since erica passed away and youve said that you watched your baby slipping away every day as she fought in the hospital. Talk to us about what your daughter went through. First of all, i just had to say that my daughter was not vaccinated. And my daughter was in the hospital for exactly 50 days. She went to the Hospital Thinking that she was having some she was asthmatic and thinking that she had some Asthma Problems going on. However, i did not ever think that my daughter would not walk out of the hospital. I thought that my daughter was going to just get treated for the virus and that she would be okay. I knew that it would be a long time recovery for her, however i just did not ever think that my daughter would not be alive today. Today is actually my first day going back to work. My daughter passed away on July 4th and i have been out of work since july 2nd. So today is my first day going back to work and i just wanted to say that it is it is a very heartwrenching day for me. I mean every day is probably a heartwrenching day for you. As you mentioned, kimberly, erica did not get vaccinated. She didnt want to get vaccinated. Why not . My daughter had actually stated, like, i hear so many people talking and you know in general conversations, kate, that they dont know, they dont trust the vaccine, they dont believe in it. They think it is something that is maybe made up or my daughters exact words were momma, i dont know what is in their meds. How could they come one a vaccine so soon when we have other ailments plaguing our country every day. Such as diabetes and cancer. So she adamantly said that she doesnt agree with it and she wasnt going to take it. How is Ericas Husband and her three children doing. I understand all three have birthdays Coming Up . Yes, they do. And like i say, this is just an extremely emotional time for the family. My daughter, they are okay. Theyre bright young men, with a Bright Future ahead of them. But of course theyre deeply missing their mom. And this is going to be their first birthday without their mom. So, it is going to be a tough month. It is going to be a tough month. It is going to be hard. Thank god they have you. What do you want to make sure that people out there who might be in the same place that erica was, who are holding out still who may feel the same way that erica did, this is the reason that you want to speak up. It is not like youre looking for a lot of attention but you have a message for folks that might feel the same way that your daughter did after what she went through and what is your message to them . You dont want this. And you could avoid this. And my message is to people that, you know, that we have to trust the science and the medicine and if you want to protect yourself or your family, dont be selfish and only think about yourself. This is a mission that i want to say to people. Get vaccinated so you could help the community. If we are going to over come this virus, we have to get vaccinated. And especially the africanamerican community and especially, i live in st. Louis, missouri, where the numbers are increasing and steadily rising. Get vaccinated. Get the vaccine. So you could protect yourself, your children, your family, your coworkers and your community. It is a it is a most selfless thing that you could do. Please get vaccinated. Please get vaccinated. Because you dont want to have to face what i went through for 50 days watching what the coronavirus can do. And i just like to also say that, kate, that for those that think that it is, you know, you see all of the pictures in the media and on Tv And Stuff and you think it couldnt happen to you, it could happen to you. It happened to me and my family. Right now i do not have my daughter. Gone at 37 years old with a Bright Future and my daughter fought hard for her life. And to hear someone say i cant breathe, it is heartwrenching. My daughter had different procedures and every day it was just an adventure and my job was just so they were extremely nice to me and let me go visit my daughter any time i wanted to. Day and Night Or Evening or whatever. But like i say, this is something that, you know, you cant avoid. And if were going to beat this virus, we got to get vaccinated. You dont want this. Today is the first day of school for so many children across the country. Teachers, parents and students, look No One knows what to expect this year but we are getting answers to its big question on how much kids suffered from missing Inperson Schooling last youre during the height of the pandemic. A new study showing students showing that students were on average five months behind in math, four months behind in reading, by The End of the School Year. The impact even worse for black and brown students. I want to dig deeper into this. Because the implications are important. Joining me now is emma dorn, the Lead Author of this report. It is good to see you again. I was reflected on our last conversation back in december of what you were just learning from just the Spring Shut downs in remote learning and now this. The findings are really disheartening. What are the overall trends that you found . Yeah, the findings really are quite sobering. In addition to the overall Learning Loss that you talked about, five months in math and four months in reading, we found that the effects are not equitable. So students who are black and hispanic have suffered disproportionately. Black students are six months behind in math where they have would have been absent the pandemic and low income students are about seven months behind in math. So as we go forward, what im really concerned about is that the pandemic has not only cast all students behind where they would have been but it is also widening some of the inequities that the preexisted the pandemic. Did the setbacks all come from the beginning of the pandemic . Because there has been such a range of what school looked like. And that is why im curious if you found they couldnt make up for what was lost at beginning of the pandemic when everything was shut down. How did it progress over time what students started getting back into class. The story here is different for math than reading. In math the initial Spring Shut downs caused a hit. About three months of unfinished learning and then as students went Back To School, remote and hybrid learning did improve and a lot of kids did get back to in person and we see a additional couple of months of unfinished learning over the 2020 to 2021 School Year. And reading the story is different. Where the losses just piled up over time and in a more consistent way and it was one of the surprises coming out of this report is that students ended the School Year almost as far behind in reading as they did in math. That is interesting. And as you mentioned, one of the most important things that you really are seeing is how black and hispanic children suffer the most. A disproportionate impact here. Is there one factor or one part of the country that you could pin point or some tougher, which is widening already preexisting inequalities in education. I think it is systemic and i think it is based upon some of the underlying opportunity gaps. Curriculum assessment was done by over 1. 6 Million students in school which were the results that we looked at covering over 40 states. So this is not just one area, it is really across the country. I also saw that you mentioned that these might even be underestimates in your view. Why . So, when we look at the assessments, students this year had a choice of two places to take the assessments. So some districts chose to have the assessment in school, in an Assessment Environment that is similar to previous years and others choose to have the assessment out of school because the students still werent back. When we look at the out of school results, we Cant Guarantee the fidelity of that environment, it is very different. So we only looked at kids who are managed to get back into school by the spring. And ill concern is that kids who didnt werent able to get Back To School through the 2020 to 2021 School Year may have suffered even more and we wont know until the fall or even later what impacts has been on those students.
