Grateful that our viewers are with us now. We begin this morning with a race to stop a new wave of coronavirus infections sweeping the country. Officials are sounding the alarm about the spread of the deadly Delta Variant. The rate of vaccination against covid19 is going up in the united states, that is the good news. Yes, Take A Look at the map here to get perspective. It shows new cases compared to last week. Every state is showing a surge, fueled by that Delta Variant. Now, the cdc says it can spread as easily as chickenpox, but they stress, getting vaccinated is still our best defense against the virus. If youre vaccinated, you are 1 8 as likely to get a case of covid if youre not vaccinated. And youre 1 25th as likely of getting hospitalized. So if someone told you hey jump out of this airplane, but if you put on a parachute, you have 1 25th Chance of getting injured when you land, wed all put on the parachute. The staggers disparity between hospitalizations and deaths between the vaccinated and unvaccinated may be convincing people to get the shot. An average of 190,000 people are getting their first dose each day. Thats the highest its been in three weeks. It is far, though, from the peak that the united states was administering 3 Million shots a day. I am furious with myself. Reporter why . Because i was not vaccinated. I just dont want anyone else winding up like me. Especially when the vaccine is so easy to get. I just thought, if i live through this, i want to go on a mission to try to help people to see that it is not worth not taking the vaccine. Now, Health Experts and officials expect the current surge that were seeing here to worsen as long as these large segments of the country are unvaccinated. Yeah, a cdc internal document lays out the serious threat that the country is under. Cnn Health Reporter Jacqueline Howard explains the findings. Reporter the internal Cdc Document really sheds light on why Weve Seen Cases rising in every state across the country. And weve known that the Delta Variant is highly contagious, but the document gives us insight into the data behind that. Now, information from the Cdc Presentation tells us that if a person is infected with the original strain of the coronavirus, that six person may spread the virus to about two to three people on average. But if someone is infected with the Delta Variant, that person could spread the virus to about five to nine people. Thats a huge difference. An thats not the only way the Delta Variant is different from previous strains. The Cdc Document also says that along with being highly contagious, the Delta Variant is likely to cause more severe disease, and Breakthrough Infections in vaccinated people may be just as transmissible as infections in invaccinated people. Thats why were now hearing that vaccinated people should maskup indoors in areas with lots of covid19 spread. Since delta is likely to cause more severe illness, that is even more reason to get vaccinated. The document says vaccines reduce the risk of severe disease or deaths tenfold. And reduce the risk of infection threefold, the takeaway here is, yes, the coronavirus could still infect a vaccinated person but vaccines reduce your risk of getting severely ill, hospitalized or even dying. Back to you. Jacqueline howard, thank you so much. So, with the Delta Variant driving case numbers higher, the White House is stepping up its efforts to get more americans vaccinated against covid. Yeah. And this comes just days after President Biden announced that federal workers are going to have to show proof of Vaccination Or Face more restrictions in the workplace. Cnns Kevin Liptak is at the White House with more. Kevin, your reporting indicates that there has been a frustration with administration officials about Vaccination Rates and the fact that people may have to start maskingup indoors again. Reporter certainly, mark, t this marks the Turning Point for the pandemic, not where he wanted it to be as we enter august, the Delta Variant causing a spike around the country and the president forced to make more urgent action. This week he really went to asking people to get vaccinated, to starting to request it. And then looking at the military and starting to look at how to mandate the vaccine for military members. These were steps that the president was reluctant to take on early in the pandemic. There were concerns about political fallout, and now the president is making clear, hes signaling to businesses, local governments, schools that mandating the vaccine may be the only way to get these rates to tick back up. Now, the White House has been adamant, yesterday and today, that there is no federal Vaccine Mandate in the works. Thats not something that they necessarily think that the president can do at all. But the President Yesterday when he was departing the White House for Camp David made clear that guidelines and recommendations could still be in the works. Listen to what he had to say. Mr. President in all probability, by the way, we had a good day yesterday, almost 1 Million people got vaccinated . Reporter now, whats driving all of this now, one is that worrying cdc data that came out yesterdayer the president and his advisers had seen that earlier in the week, showing that vaccinated people could carry as much as viralload as unvaccinated people, saying it was just as contagious as chickenpox, the Delta Variant, that is. The president , were today, is frustrated by all of this, he feels like hes hit a brick wall, according to an adviser. Hes been asking people to search for ways to get more people vaccinated. All of this obscuring the agenda that he once hoped to move on to like struinfrastructure. The fallout that youre seeing in the economy, like eviction thats could start tonight. The president is cheered by the uptick in rates but with a lot of the country unvaccinated, they acknowledge they have a long way to go with all of this. No question about that. Its happening this weekend in chicago. Yeah, lollapalooza getting under way with packed crowds with little to know social distancing. Lets go live to Omar Jimenez live this morning. Omar, the organizers changed a piece of Protocol Midw Festival what are they doing today . Reporter yeah, boris, its really illustrating the Tight Rope that theyre forced to walk. Knowing they were given the goahead to do this at full capacity but when time came, we saw cases rise to a point where they felt they needed to update their guideguidelines, for star were seeing the entrance of where they will start out. And theres a health screening tent, please have proof of vaccination ready to show. And its expected to bring hundreds of thousands over the course of these few days to chicago. To get in, you have to show a proof of negative Covid Test within 72 hours of you walking through these doors or be fully vaccinated. And show that proof of vaccination. But that new addition is that people have to wear masks now in indoor spaces. That was not something when his festival was first announced. And to give you context, to the city, were now over a 3 Positivity Rate which doesnt sound high. But just two weeks ago, it was 1 . And when you look at the amount of cases were seeing, just last month, it was around 35 cases a day. Were now over 200, and thats significant because thats the threshold that the chicago mayor Lori Lightfoot has said he would consider reinstating a Mask Mandate here in the city. We havent seen that happen just yet. But the Chicago Department of Public Health is now recommending, like the cdc has, everyone over the age of 2 to wear masks in indoor spaces with places of substantial transmission. Because were over that 200case a Day Threshold here that chicago, we fall under the Cdc Category of substantial transmission, yet, were still planning to go ahead, full capacity. Yeah, well hope that a lot of folks that are out there are vaccinated and actually have followed the protocols to stay safe. Omar himjimenez, thank you so m. Joining us is dr. Greg poland, the expert at the vaccine group. Doctor, we appreciate your expertise this morning. Thank you. Of course. Lets talk about the internal Cdc Document this week that was leaked. It focuses a lot on what it calls communication challenges. And it recognizes that Breakthrough Infections present a percent issues, Mr Ispercepti among people that think vaccines are not as effective, a perception that is wrong. Data shows that Breakthrough Cases are less than 1 of those vaccinated. Still, the cdc is acknowledging that the war has changed and they have to perceive the understanding of these breakthroughs, how would you advise they do that . You know, youre exactly right, boris. This is a complicated issue. Remember that the average Reading Level the american public is seventh grade. So getting across these complex ideas is difficult. There is very little surprising renew here. No vaccine that we have is 100 effective. We expect that there will be asymptomatic and mild and occasionally moderate cases, so there is nothing new here. The one thing that is surprising in the small number of cases, vi Viral Tighters or loads were higher in unvaccinated people. Doctor, you mentioned the number of cases that they monitored the viral loads are relatively low. And the cdc has to collect more information. For instance, on whether people who are vaccinated who do get covid can spread the virus even windchill asymptomatic. What other data do you want to see the cdc collect in a substantial way, before we move on to, once again, undoing indoor Mask Mandates, for example . Yeah, yeah, thats a great question. And its really pretty simple. We need to understand what the consequences of Asymptomatic Transmission would be. How often it occurs, and with what viral tighter. And in what population, is it the elderly . Is it people with underlying medical conditions . Or people with certain genetic predispositions . Anyways, regardless of that, the message needs to be, get vaccinated, wear a mask when youre indoors and a mask in crowded venues. Thats the safest thing for you to do for you and your family. Doctor, we have seen local officials, employers, public officials on a national level and doctors, essentially say that they would like to see a nationwide Vaccine Mandate. Theres obviously a tremendous resistance to that. The white House Yesterday saying that is not under consideration. President biden acknowledging that he doesnt know whether it would be legal to move forward with that or not. How would you feel people might react to a nationwide Vaccine Mandate . Well, you know, the behavior of the american public has been pretty obvious, hasnt it . Half of them are still unvaccinated. You cant undo the amount of Misinformation And Ignorance that occurs around this. And eventually, for every vaccine where weve had pandemics or where we need to get high levels, you eventually have to mandate. You cannot overcome Vaccine Resistance otherwise. So, i would support that. Dr. Poland, i was hoping you could quickly walk us through some of your thinking when it comes to virus mutation. Because we learned the alarming news this week that the Delta Variant could be as transmissible as chickenpox. And it could cause more severe disease than the original strain. Is there a way to predict when we might see a new variant, perhaps more lethal or more contagious than the Delta Variant . Right now, we dont have good tools that would predict that in advance. And what we can say and ive studied Rna Viruses for four decades, what we can say is that this virus is doing exactly as we predicted it would do. And if we cant get extremely high rates of vaccination and those rates need to be higher than the original strain because of The Increase in activity, were going to see more and more variants, some of which will be worse. Yeah, yet another reason, beyond the data, beyond the painful personal stories that weve watched of people that are infected, yet another good reason to get vaccinated is to present more variants down the road. Laura, good to see you, as a result of the Bipartisanship Negotiation that were seeing, that we dont actually see a lot of In Washington At The End of the day. So, talk to us about the strategy that the house is using, i should say maybe strategists, who theyre using, to try to turn that negotiating dial. Yeah, christi, this is one of the biggest priority for president joe biden. He really wanted this to be bipartisan. So, the fact that hes made it this far is a big deal for this White House. And one of his big negotiators, his Lead Negotiator was his personal Counselor Steve ricchetti, this is someone who had been with the president for a long time, had a long career In Washington. And he was the Lead Negotiator for the White House. And in the days leading Up To this final, more complete deal that was announced this week, ricchetti was spending hours, really late hours, in the capital, with republican senator Rob Portman hashing out the details trying to get this done. Because, again, the White House has been arguing all along that not only is this a one in a lifetime on infrastructure, and they want it to be that they passed with republicans because the white House And Ricchetti himself has been arguing to lawmakers if this passes in a bipartisan way that democrats can go on the trail and say, look, were the party of unity, and were the ones that got washington working again. So, thats obviously what is not happening when it comes to this Eviction Moratorium that is going to expire at midnight tonight. And we got video of this, she slept outside the capitol last night, trying to convince democratic colleagues and extend that moratorium, she, by the way, has been homeless, as i understand it, shes really trying to make her point. What is interesting, the White House said on thursday, they said they asked congress two days before the deadline to extend it. That was thursday. We heard from House Speaker Nancy pelosi she only learned that the moratorium was expiring the day before. What do we know about the disconnect . The White House is saying do this, and it takes 24 hours for the speaker to hear about it . Yeah. So, the White House did not ask congress to pass an extension of the moratorium until thursday. Congress is planning to leave specifically, the house is planning to leave for their August Recess on friday. A lot of the lawmakers were not planning to be there. And so Speaker Pelosi had to rush to try to find the vote. And our reporting shows that, you know, yesterday, Speaker Pelosi was 20 votes short, at least, to be able to even pass this. So, there was a lot of back and forth. A lot of finger pointing from the White House to pelosi. Pelosi to the White House, Pelosi Septemkept saying that s thought the cdc had the authority to do this unilaterally, and White House saying they did not want the cdc to take that step because of that decision At The End of june. That in that decision, it was determined that the cdc didnt have the power to continue to issue these moratoriums. And the White House was concerned that if the cdc took that step, that there could be future harmful rulings that would maybe eventually make it so that agency could not issue moratoriums in the future, based on Public Health conditions. So, they didnt want the agency to take that route. Thats led us to this point, but, again, the White House has not answered the question about why it took them so long after seeing the ruling At The End of june, why it took them so long to ask congress to extend this moratorium. So, is there any indication this morning that representative bushs actions overnight had had any impact on keeping any of the lawmakers around to try to extend that . So far, no. A lot of lawmakers have left town already. Bush also mentioned that the senate, it is still in, its working over the weekend, as you mentioned, christi, why not pass an extension themselves. And then potentially the house could come back. Pelosi did say yesterday that if she starts to see that the votes are there, the house could very welcome back earlier than expected, to try to pass an extension. There are a lot of people who, i think, are very nervous right now about whether theyre going to get evicted from the home that they know. Cases of the Delta Variant are spiking across the country. While Vaccination Rates are far from where they once were and have only recently seen an uptick. Now, some employers are taking things in their own hands telling workers to either get vaccinated or get out. Leon county in Northern Florida announcing that all County Employees must be vaccinated and be able to show proof by october 1st. Joining us to talk about that decision is Leon County Administrator Vince long. Vince, thank you so much for spending part of your weekend with us. We appreciate your time. Good morning. Walk us through the factors that led us through this decision, why is it necessary to take this step . As you know, as Vaccination Rates have stagnated and declined now infections due to the Delta Variant have steeply increased. So as a Front Line government agency, our foremost responsibility is to ensure our readiness, as an organization to respond to the needs of our community. Its Hurricane Season on top of that here in florida. And we have been the epicenter for this trend of decreasing vaccinations and increasing new infections due to the Delta Variant. So, yes, we require it as a condition of employment for employees to become fully vaccinated. Again, to ensure our readiness and our responsiveness. We didnt necessarily think wed be here just a short time ago. But it really is the only responsible thing to do to ensure our readiness. Ive said before, that the days of free doughnuts to incentivize vaccinations are unfortunately behind us. Yeah, the free doughnuts didnt seem to quite work out. You said that 50 of Leon Countys workforce has been vaccinated. Thats right around the national average. I want to show that Transmission Map in Northern Florida. Theres a lot of red around it. And i fully expect, i have to say, boris, that Leon County employees have stepped up time and time again so far this pandemic. And this may be an unfortunate position to be with respect to the position of employment, however, i think its the only responsible thing to ensure our readiness to serve the community. I havent heard it yet, i expect our employees to step up as they have so many times other times. And i certainly home they do. Aside from employees, youve heard from your community, theyve been sending interesting emails since this decision one of them calling you and your colleagues, quote, devilworshipping Death Cult members. How do you address someone when they approach you with that kind of animosity . Well, its a little hard to believe after all weve been through with the virus. Some people have a hard understanding that the virus will dictate the terms of how we live and how we work. So, we dont have to like it, and we dont have to agree with it. Its only our collective action, ultimately, thats going to have an impact on the virus. Yes, if you dont believe in science. And if youre not persuaded by health data, then really youre only bounded by the expansiveness of your imagination. So, yes, weve heard some of that here. Thats a very diplomatic way to put it. So, florida governor Ron Desantis issued an Executive Order in may that restricted Emergency Covid levels at the local level. Its not an allout ban. But his office announced that lawyers are going to be reviewing your countys Vaccine Mandate to see if it violates any privacy laws. I want you to listen to a quick Sound Bite from desantis a few days ago. Did you not get the Cdc Memo . I dont see you guys complying. I think its very important that we say unequivocally, no to lockdowns, no to school closures. No to restrictions, and no mandates. Its notable, we should mention and juxtapose the fact that the governor is at a fundraiser in utah, while we saw the red rise in covid cases in florida. Whats your response to Governor De Desantis . Well, at the local level, we really do not have the luxury of thinking through the politics on these decisions. We appreciate the position that the governor is in, and, frankly, sii agree with the Governors Urgency in getting businesses to stay open to to get kids back to school safely. But you have to pay attention to the brutal facts of this virus. And in the dangerous game of the virus versus politics, the virus always wins. And the virus has the last word. And so, i would just ask the governor not impose additional impediments for counties and cities in florida, that limit our ability to mitigate, the president of the virus locally, so that were not left dealing with and picking up the pieces of the worst case scenarios. It is hot and humid during the summer. I have not been, boris, but i take their word for it. The problem is this year might be one of the hottest Olympic Games ever. Because right now extreme heat and high temperatures are soaring to record levels and thats pushing temperatures into what they call the Danger Zone for athletes. Yeah.
