Phil, this is going to impact millions of federal workers. What is the plan and whats the response so far . I think theres two pieces. Theres the policy but also whAt The Policy Signals and whAt The president is going to use the remarks to try to underscore. Thats the urgent si At The moment the White House is on and the recognition thAt The past efforts to get millions of people vaccinated, while it was effective up to a point, its dropped off. At the worst time given as you laid out the emergence of the Delta Variant across the country. This is a signal the White House is taking a harder line. The president made clear this is about the unvaccinated. If people get the shot, the country would not be in the problem its in, masks or mandates. The policy itself has a couple points. It is a requirement that federal workers get or attest to vaccination status. If they are unwilling or unable, as you noted, theyll be subject to protocols that depending on the agency could get stricter by the week or month. Something White House officials see as an important carrot to some degree to get people vaccinated. It was part of the process. Its important to note this will not apply to the military for now. The president is expected to address that issue in his remarks. I think overall, the president will also be laying out incentives as well trying to push people toward the progress. WhAt This makes clear is something weve heard behind the scenes. This is palpable frustration from the president down inside the White House right now thAt Theres a solution and a solution thats just about at everybodys fingertips and yet, still theyre at case levels, Hospitalization Levels right now. They are level right now that nobody here thought they would ever see again. WhAt They want to do, whether its stick or carrot, is try to get people to get vaccinated and get back to where it seemed like the country was just a few weeks ago. Ultimately save more lives. Israels Health Care System preparing to give elderly patients a third Vaccine Dose this pending a final government decision. Cnn is live in jerusalem. Well, we are expecting as soon as as Sunday Anybody in israel over the age of 60 who received their second dose of the pfizer vaccine, eligible for a third Booster Shot. This is according to sources with knowledge of Health Care Planning and any minute were expecting a statement by israeli Prime Minister annoyancing this new move. Israel has already been giving third Booster Shots to people with people with compromised immune systems. Those are people with organ transplants. Recent numbers and Theres Concern among the Health Care experts here thAt There could be a decrease in the Vaccine Efficacy over time. The first people to begin receiving their vaccines in israel were the elderly propulation in december. They received their second doses by The End of january. Data that was recently released by the Health Ministry in israel, they found that people who received their second doses by The End of january now At This point, the Vaccine Efficacy at preventing infection is only at 16 . Thats compared to people who received their second doses by The End of april and their Vaccine Efficacy at preventing infection is 75 . Theres good efficacy against preventing severe illness by The End of january. Theyre at 86 effective at preventing severe illness. It is that data that prompted the Health Experts to recommend this third Booster Shot. Its not without controversy. Theyre doing this ahead of the Fda Recommendation in the united states. Israel often looks to the fda for guidance on these sort of things. But essentially, israel is now turning itself into a Test Case for the third Booster Shot and the rest of the world will be watching it closely. Indeed. Right now the people who are over 65 who have gotten two doses of the vaccine still are highly protected against severe critical disease having to seek medical care, go to the hospital or worse, die. I think as long as were there, i dont see any pressing need for a booster dose. 97 of people who were hospitalized, are unvaccinated. 99 of people who die are unvaccinated. The vaccine in the phase three trials was highly effective in all age groups. 90 to 95 effective even in those over 65. Memory is generally longlived. I dont think were pressed to do that. Were pressed to vaccinate the unvaccinated. Lets talk more about that. As we await the president s announcement about the federal Vaccine Requirements, and as more private companies are mandating vaccination, whats your reaction to this moment . Yeah. I think this is where we are. Its amazing to me that you have so many people who are willfully unvaccinated. I was a child of the 1950 s. I watched the Polio Vaccine being developed. People quickly vaccinated and we were able to eliminate polio from the united states by the 1970 s. The Polio Virus had no friends. It would paralyze 30,000 children a year. It would kill 1500 children a year. Thats not true of this virus. This virus has friends. Purveyors of Misinformation Or Vaccine denial, Conspiracy Theorists or people with a Czar Sense of personal liberty enough so its made the virus more difficult to get ahold of. The war against this virus and only against this virus has its only level, become a war against ourselves. Ive talked tha suggested thu look At The past, like, polio, and measles and how we were able to stop those diseases in their tracks, what was the role of Vaccine Requirements . How crucial was the Requirement Or Mandate piece in stopping those illnesses . Not so much for polio. That vaccine was roundly taken up. Measles was different. Because there were outbreaks, big Measles Outbreaks between 1989 and 1991, starting in the 70s we had a mandate for school entry. And that was critical, i think, in getting us on top of the virus. Its much more contagious. Yet, we eliminated measles from the country by the year 2000. The reason measles came back at all was a critical percentage of parents chose not to vaccinate. If we can eliminate measles, we can do a better job at lessening the spread of C Covid19 but not with the Vaccination Rate right now. We have seen a recent Up Tick in vaccinations. Averaging 382,000 shots a day. Thats a 35 increase over last weeks pace. It is the highest its been in three weeks. Thats good news. This is all before new Vaccine Requirements or mandates. What do you attribute thAt To . Maybe the Delta Variant has scared a critical percentage of people. Maybe people like the grooverno governor points a finger at people who havent gotten a vaccine, but we were at 3 Million doses a day a couple months ago. If we stayed there, we would be at 80 Population Immunity from vaccination. That would mean we wouldnt have had to have discussions about Booster Dosing and masking because it would have been obviated. We have a School Young Population when 6 and 12 who are unlikely to get a vaccination when they go Back To School and its Fall And Winter when it spreads more easily. I feel like we let our children down by not keeping up the Vaccination Rates. 46 of republicans who most trust far right news, where we know theres a lot of misinformation, they say they will refuse to get vaccinated. And that number sadly is up from 31 in march. If this group is not swayed by mandates or requirements, what does that mean for us . I think theyre going to have to be swayed by mandates. Mandates are you have to get the vaccine or else you dont get to work here. Youre seeing that happen in the private sector. The mandates will be enforced on democrats and republicans and sometimes you have to compel people to do the right thing. Unfortunately, thats where we are right now. More people getting hospitalized, more people dying and were seeing recommendation for a Mask Mandate across the country. It inconveniences everybody. Clearly, this would not be Necessary if we were at 90 vaccination levels. But right now only about 70 of u. S. Adults are vaccinated. And the others are resistance to all the arguments showing that vaccines are safe and effective. Youve had President Biden. Youve had every doctor and public Health Authority in the land arguing for more than six months you have to get vaccinated. If you dont, youre at risk of getting sick and even of dying. And there are some people who just are not listening to reason here. Because instead, theyre listening to Conspiracy Theories and just plain bs being propagated by people like Tucker Karl Son and many other influencers on the right who claim that vaccines are some kind of conspiracy and theyre dangerous and are spreading myths and lies and just lots of misinformation. And so there just no way to convince i think the holdouts thAt They need to get vaccinated. So i think President Biden is on the right track now to say hey, you dont have to get vaccinated, but if you want to come into an Office And Work with other people, you have to Show Proof of vaccination. We need to go beyond that. I think forcing civilian federal workers to get vaccinated is a good start. We needs to impose the mandate on the military and crucially, i think the faa needs to impose that for anybody who flies. You have to Show Proof of vaccination. We are seeing that in other countries like france. They saw a Up Tick in vaccinations after they came out with an announcement to fly or go on a train or eat inside a restaurant, you have to have proof of vaccination. Theres a big chunk of republicans as we discussed who say they refuse to get vaccinated. And i talked to a doctor in florida just yesterday who said he had a woman in his er screaming in pain from covid still telling him that she would rather die from covid than get a vaccine. So i wonder will mandates even work with this group . I think they will work with some people. Even if youre antivaccine, if you still want to fly, and then you have to then to Show Proof of vaccination to fly, people will get vaccinated. Or if you want to go to Work And Show proof of vaccination to go to work, i think it will work. I think the problem is going to be that governors, while they have the power to mandate vaccinations, they wont do it in red states because so many republican governors have bought into this antiscientific, antimedicine mumbo jumbo. You have people more worried about Vaccine Passports than about a disease who has killed more than 6 00,000 americans. Hold your thought for a second. I have sound from the governor in florida that i want you to listen to. It goes right in line with what you are describing. This was yesterday at a conservative conference, as, again, florida is becoming this epicenter for covid in the u. S. Right now. Listen. Do you not get the Cdcs Memo . I dont see you guys complying. I think its very important that we say unequivocally, no to lockdowns. No to school closures. No to restrictions, and no mandates. [ applause ]. Heres the thing. There is a spectrum. There are the serious theorists, certainly, who believe that vaccines are putting in microchips in us. That is out there. But then you also have a group of people that he may be echoing. Other republicans who are thinking, you know, this is america. I value my freedom, my independence. Who are you to tell me exactly what i should do . That just seems draconian. How do you respond . Well, yes. You have a right to do what you want within certain limits but you dont have a right to enkarng other people in our country. Thats why, for example, indoor smoking is banned all over the country. You dont have a right to smoke indoors if you are going to cause other people to die from cancer. You dont even have the right to ride your motorcycle without a helmet. If youre going to crack your head or you dont have the right to get loaded, get drunk and then go driving. Thats a violation of the law. There are all sorts of impositions that have to be made to protect public health and safety. That is completely part of freedom, but you dont have the freedom to endanger other people. Thats what republicans dont seem touns, that yes, within reasonable limits everybody has freedom, but if were going to live together and survive together, we have to impose certain limitations on freedom for the public good, and we do that and accept that all the time. We have traffic laws. We have indoor smoking laws, and we also have vaccination laws, by the way. Nobody can into to school without showing proof of vaccination. Theres nothing unusual about mandating vaccines. Whats new is this has become the sudden issue, and the culture wars. Its become a political hot potato. This is a matter of pure science and protecting people by getting them to take a vaccine that is safe and Necessary. . And max, quickly, if you will, republicans are pro business. In New York 31 kids have tested positive for covid19 in an outbreak at a Sleep Away Summer Camp about two Hours North of New York city. All the infections were among those under the age of 12. That means they werent even eligible for a vaccine. And joining us now is jack mad, the public Health Director in colombia county, New York where the Summer Camp is located. This underscores what can happen when a Group Isnt vabs nated. Even kids. What happened here . Well, i think it does underscore how potent this virus is among the unvaccinated. You Cant Vaccinate under 11 years old. Thats the issue. And its insidious. This camp did a lot of work ahead of time, and when the campers first got there to try to keep it out and it found its way in. And can you tell us about what Safety Measures or rules were in place to keep the children safe, to prevent infections in the first place . Well, the kids were required to turn in a negative test within done within 36 hours of coming to camp. All the unvaccinated kids were tested as soon as they got to camp. And then five days in because three to five days is an Incubation Period for the virus, all of them were tested. We have 275 under the age of 11, and about 275 12 and up. They were also tested on that day five. So where did this begin . How did the infection get in . Well, i think if you start looking At The three to five and the breakdown on that, the virus doesnt obey the rules always. If a child has a strong immune system, they might have been negative on day five and positive day six. And then with a lot of these kids, they dont have symptoms or they dont want to report the symptoms to the nurse because theyre having too good a time. It spreads among the campers. Was there anything thAt They could have done differently, do you think to prevent this outbreak . Well, again, when you look At The protocol and the testing protocol, i dont know how you do anything differently. I think maybe educating the kids or maybe the parents educating the kids at home about the importance of speaking up if you have symptoms might have helped. Again, a child could be could have no symptoms whatsoever and be spreading the virus. But maybe educating the children a little bit. And did you say was everybody wearing masks when they were inside . The protocol is you wear the mask when youre moving between buildings. The camp started on the 26th of june. The first two weeks essentially theres a quarantine where all the campers stay in their bunk or stay with their bunk. So when they go to lunch, they go with their bunk. They establish a cohort. Between buildings they keep their masks on. At lunch they wear them at lunch and wear them to eat. The one spot where you have some vulnerability is once theyre in their bunk at night, you cant expect a child to sleep with a mask on. It is important to point out none of the campers older than 12 got infected. And i understand all but four of the older campers have been vaccinated. No infections in that group. Do you think what happened At This camp should be a Warning Sign of what we could see in the fall when classes start up . What are the key lessons . Well, again, i think the Delta Variant is very contagious. I think its important for vigilance on the part of everyone. And there are some comparisons here. The differences are when you have children who are sleeping, when you have children who have Down Time at The End of the day, maybe not as much super vision as you have. Whereas at school, theres a lot of supervision. I think that kids need to be educated about reporting symptoms whether its nobody should think its a summer cold. Everybody should suspect its covid. You felt that way 25 years ago. What do you think is different today . Well, i think the conversation of Mental Health and with sports and olympians has definitely changed. And i think were seeing thAt Taking place right now with simone being able to step up and acknowledge that something is not right, and that helps her make a decision for herself that you know, whats best right now is for me to take care of my health and make sure if i have the twisties and my Air Awareness is not there, its like the yips. Right . If your Air Awareness is not there, its not safe to be flying 12 feet in the air, flipping and twisting, and potentially causing a catastrophic injury in our sport. A lot of people dont know this is a very common thing in gymnastics. Where your spatial awareness can get lost. The fact that simone can speak up and say you know what . I think i need to bow out right now. This is whats best for me and shes having an outpouring of support is a beautiful thing, because your voice is being heard, simone, and we are supporting you, and i sent her a text last night. She told me the support of not only myself but everybody out there, its more than anybody realizes. That support means so much to her. Im happy to hear that. In fact, it was really touching. I thought what she wrote that we read, because of that support, she says, she realizes now, quote, i am more than my accomplishments and gymnastics which i never truly believed before. What goes through your mind to hear that . Well, i think when youre a high Level Athlete and you have all of these expectations, you always feel that people judge you and they only love you because youre At The top of your sport. And i felt those feelings At Times as well. And i told her in a tweet, and i sent her a message back. I said gymnastics is what you do. Its not who you are. Youre so much more. And we have to remember that athletes and olympic Level Athletes are human, too, and give them the support they need and also the time they need to heal when things are not going the way they feel they need to be. Its also for their safety, Mental Health. And thats an important thing to recognize, and i think its a conversation were now talking about in a big way. She has talked about how pressure and expectations have built in this sort of burden she has felt the more she goes on in her career. And before the olympics, she gave an interview to the New York times and when asked what was the happiest moment of her career, Simone Biles responded, quote, honestly, probably my time off. Does that surprise you . That doesnt surprise me. I nosey moans had i know simone has had a hard time with the pandemic, delaying the games, causing them to hang on longer. Especially when youre at The End of your career, and less At The beginning, its hard to hang in there. I felt the same we before the olympics. I couldnt wait for it to be done because all we were going through mentally, physically. It takes its toll on you. I remember dreaming with my other teammates what we were going to go eat after the olympics, and what kind of Ice Cream we were going to have. And things that just allowed us to feel normal again. I think because were such on this pedestal of expectations, sometimes we just need to step back and be ourselves and be our age. Given youve been texting back and forth with simone, i wonder given shes qualified for a finals in the upcoming individual events which start sunday and she still has a couple days to make a decision on here, do you think well see her compete At The olympics again . Well, the twisties are something that you cant get rid of in a day. And especially not on the hard competition equipment. You have to go back into pits and you to make sure that you are going back to the drills safely again. Now, it depends on the severity. And i havent talked about that with her because its something i just dont want to talk about At This moment with her. I just want her to do whats best for her. If she wants to open that conversation with me, im there for her, but i want her to know i support her in whatever decision she makes. If its mild, moderate, or severe. If she can get ahold of it and she feels like she can feel that Air Awareness back and feels her mental game is sharp again, then absolutely she can go back out there for event finals and be the simone we know and can perform At The highest levs. It depends on the severity.
