Spiraling Out Of Control in america. That is how former surgeon general Jerome Adams is describing it right now. 49 states are reporting increases in new coronavirus cases in the last week. The average number of daily cases has more than quadrupled the in the last month. Now over 50,000 cases aday. The number of people hospitalized have doubled if the last Month And Dr. Fauci is sounding the alarm as the surges are fueled by people still unvaccinated. Listen. Were going in the wrong direction. It is really an outbreak among the unvaccinated. So this is an issue predominantly among the unvaccinated which is the reason why were out there practically pleading with the unvaccinated people to go out and get vaccinated. The cdc is now considering changing its Mask Guidelines for vaccinated people in light of the surges. And we also have now breaking news just coming in on this front. New York City Mayor Bill de blasio just announced that he is requiring that the citys entire Work Force be vaccinated by September 13th. Lets bring in brin ging gas. What does this mean . The mayor said weve tried to give incentives. We tried to give people time and it is just not working. Now everyone In The City if you are a City Employee, a city contactors, you must be vaccinated and he set certain Time Lines of when this needs to happen. This does come a week after the mayor announced that all City Hospital workers would have to be vaccinated or they would have to take a Weekly Covid test. But now again he is upping the ante, and the nypd weve reported only 43 of the department has Vn Vaccinated and members of the Department Of Education as well. This means that by august 16th, the mayor said congregate Setting Workers like people who work in nursing homes, they will have to be vaccinated. And then by September 13th the entire city Work Force need to be vaccinated. That is running with the timing of when school starts here in New York City. So of course this is something that the mayor said he kind of hinted that this might need to happen. Again because people were not getting vaccinated and were seeing the numbers go up because of that Delta Variant. But now hes making it official. As far as what weve seen in other cities of wearing a mask indoors again, even if you are vaccinated, the mayor said he isnt going to make that step just yet but hoping this will help and also encouraging privately owned companies to encourage their workers as well to get vaccinated to hopefully curb the numbers that were seeing here in New York City. So now every City Employee required to provide proof of vaccination or go along that path of the Weekly Covid tests that he talked about. Good to see you. Thank you very much. So meantime the city of st. Louis and st. Louis county, they are imposing their own indoor Mask Requirements once again. Cnns Suzanne Malveaux is live in st. Louis with much more on what is happening there. I believe officials there spoke in this morning. What are you hearing. Reporter they just wrapped up the Press Conference and the County Executive of st. Louis county, they made it very clear, they said masks save lives and theyre looking at the numbers, kate. And they say that they rival the ones back in the winter when they were at the peak, the height of the covid surge. Theyre experiencing another one. They also said that the Delta Variant really just spread like wildfire and so they are trying to get this under control. What will happen, it is already gone into effect here is that all people, whether you are vaccinated or Unvaccinated Inside Of Public Spaces and on Public Transportation will have to wear a mask. That is 5yearolds all The Way up. The only exception is if you are eating or drinking at a restaurant or a bar. But then youve got to put your mask on right away or if you have some sort of disability where youre not able to put a mask on or take it off, that is the only exception here. They say this Mask Mandate will do a number of things, it will give time for people to be vaccinated, that is the critical element here. It will allow kids to go back to school and businesses to stay open. Take a listen, kate. Vaccines help keep us safe, healthy and out of the icu. Masks help stop the spread of disease. Masks will allow businesses to remain open. Masks will allow our economy to continue growing and will keep people employed and keep doing what were doing while we get more people vaccinated. Reporter there is a big pushback here, kate. The Attorney General of the state said that he will sue to try to stop the Mask Mandate. You have several mayors saying they will not use resources to enforce the Mask Mandate but City Healths and Health Officials are dismissing those as just political moves at this point because they say that the goal is to give them the time to vaccinate the population. One quick figure here that is critical. You have 75 of the new cases are africanamericans who are covid positive and the Vaccination Rate among that group is 23 in st. Louis. It is a situation, kate. Yeah. Thank you so much for that reporting. So as Vaccine Hesitancy is driving the surge here in the united states, the British Government is considering requiring a Vaccine Pass for large events after france, italy and israel are also making moves to limit access to restaurants and other venues to only those who are vaccinated or who could prove a recent Negative Test. Cnns salma is live in london with more on this aspect of it. A very different approach going over. What is happening there and how is it going over . Reporter forget the free beer and incentive, this is now time for the government approach. Lets look at what is happening here first. The British Government ask potentially making a requirement that shows you are vaccinated for an event of 20,000 people or more. This could be ruled out in a few weeks of time. Soccer stadiums and it will continue a policy from the british Gort Starting that in september if you want to go into a nightclub, you have to prove that your vaccinated. So why do this now. First and foremost, the u. K. And across europe there is concern about the Delta Variant so this adds to the layer of protection, adds to the concern that the variant might spread, be able to limit it in some way. And secondly, as you mentioned, the u. K. Is following the suit of other european countries. France and italy, the rules there are more strict, starting next month youre going to have to prove that you have some level of immunization to go to a restaurant or a bar or a cinema. So it is going to become pretty critical to social life. And there has been backlash against this kate. We saw tens of thousands of protesters in france over the weekend against this new rule opposing these measures going into place here in the u. K. The Opposition Labor Party has issued concern about Vaccine Passports. But let me give you an example of why it does work. After the announcement, in just a 24hour period, just 24 hours after that announcement, across france, 1. 7 million people signed up to get vaccinated. Almost 800,000 went out and got their dose. Recordbreaking numbers for france. So this tells the authorities this is working. That is very interesting. Thank you very much for that. Joining me now is dr. William schaffner from Vanderbilt University medical center. It is good to see you again, doctor. Lets start with the breaking news that we just learned of it out of New York City. So youve got New York City, the Mayor Bill de blasio now announcing that all City Employees are going to be required to offer proof of vaccination or submit to Weekly Covid testing. That is the approach in new york. In st. Louis you have reinstituting a indoor Mask Requirement because of what theyre seeing with the Delta Variant there. What do you think about these approaches . Well, kate, it was kind of inevitable. We had reaching out hands asking people to come in and be vaccinated. Along came delta which changes everything. This Delta Virus is spreading fiercely among unvaccinated people and now governments are asking people to do this by requirement, by compulsion. Well have to do this and if you start with municipal employees they could provide an example to everyone else In The City also. This could be done at every level. Federal, state, city, County Level and that would move us ahead. It wouldnt be accepted everywhere equally across the country. But these are first steps and if we could show that this expand the Vaccination Program really reduces cases and hospitalizations, then even some of the reluctant areas i think can be persuaded to join in. And if you take it then, if you call it just a step further like were seeing overseas, where you have countries either implementing or considering implementing these health passes if you will overseas, requiring a vaccine or a recent Negative Test to go to restaurants or to go into large venues for events. Do you think that would work here . Would that push more people to get more shots . Well, i think it would push people to get more shots but it would also stimulate opposition. I think that may be a step too far for us. This independent group of u. S. Citizens that we are, you know, we value our independence so fiercely. We have to do this a step at a time. We in Health Care, were already starting to mandate vaccinations for All Of Us in my medical center and other medical centers. So were seeing more requirements start to feed into the system. Delta has changed everything. That gives even those who are in opposition an opportunity to save face. They could say, that was then but this is now. Delta changes the equations. We all have to get on board. I would like to see our leaders all provide the kind of Directive Insistence on that vaccination rather than soft suggestions. And as you look at kind of the current trends where things are, how much worse do you think that with the Delta Variant these surges, this boomerang if you will, going to get before it peaks mong the unvaccinated. Well it wont have universally uniformly across the country. But we are already seeing some areas such as in missouri for example where really the local hospitals are stressed already. And this could happen here there and everywhere. It is not predictable but i would think we could have localized outbreaks in different parts of the country at different times. All of very much more hazardous as we are trying to open up our schools and the best thing we can all do to make schools as low risk as possible is to reduce the transmission of this virus in our communities. And how do we do that . All of us have to get vaccinated. One thing youre getting at is just how the Delta Variant has changed the games. Changed the game. I dont think people appreciate that enough. I mean understanding how much more contagious if you will the Delta Variant is. I think has been hard for some. I saw one doctor and another doctor say this week that close contact as we all know at the beginning of this pandemic was considered, if youre indoors, unmasked and around someone in their zone for 15 minutes or more, that the equivalent, this doctor said of that with the Delta Variant is not 15 minutes. It is one second. Do you think that is the case . Well, i think he was exaggerating a bit to make a point. But these Delta Variants produce so much more virus in the body. A thousand times more than the parent strain. So when you exhale, you exhale a large amount of virus. That actually can expose everybody close in, but also people at a farther distance from you. So that is why this Virus Spreads so very readily. It can be exposed. You could expose a vast number of people much more quickly. Dr. Schaffner, thank you very much. Thank you. Developing right now. A source tells cnn that senate republicans have rejected the latest offer from democrats on an infrastructure deal. It really comes as the Clock Ticks to President Bidens self imposed deadline when he spelled out at Cnns Town Hall last week. They expect a vote again on monday but how much time do you think they need to get this done. Until monday. Im not being facetious. You think it is going to move forward in the senate. I do. We are joined now from Capitol Hill for more on this. There is a lot going on. So lets start with this. Manu, on infrastructure, where are things right now . Because there was optimism yesterday and it seems it is evaporated overnight. Reporter no question about it. In fact you could probably say it is more likely that the talks will collapse and they will come together and it is unclear how they could come together at this point. After theyve been talking for several weeks, remember last month they announced a deal on a bare Bones Outline of ten Republican And Democrat senator as long with Joe Biden. But theyve had a hard time turning that outline into details legislative text that could be 1. 2 trillion over the next eight years including 600 Billion of new money that they Cant Figure out how to pay for it and Disagreement And Funding levels for transit and how to deal with enacted covid Relief Money and redirect this to pay for this. And it means that the talks here could very well collapse forcing democrats to make a decision whether to abandon the talks altogether and try to move everything on their own but to get all of thur ducks in a row in the senate to do that. Unclear if theyll be able to do just that. And i heard Senator Portman say that theyre 90 there, i believe it was yesterday. So it did feel like Theyve Kind of been stuck at 90 for quite a while now. And it is always the last 10 that makes or breaks deals on hill. Obviously. So what do you think what do you think is what happened overnight. I dont get it. Manu laid out the sticking points but why do they profess optimism but they have a global offer that democrats offered and then it was rejected. I dont even know what a global offer is. Reporter so the infrastructure talks found like groundhog day. I cant tell you how many times were almost done writing The Hill or this is a Make Or Break week for infrastructure. So your point, the reason things fell apart is because of the last things left are always the most challenging. The low Hanging Fruit tends to get picked up first. So that is why theyre at the sticking points and it is hard to resolve. I think the question now becomes at what point do democratic leaders decide to pull the Plug And Move on. I think the latest breakdown is certainly going to fuel calls to Move On and their starting to feel antsy and they want to get to the massive Spending Program on social programs an feel like republicans are just running out of the clock and playing them here. So that is the question right now. But until Joe Manchin and Kyrsten Sinema are on board, the strategy of pulling the plug, i dont see them going there. Were back in the same place. Then tomorrow, manu, from the Senate Side to the house side, the first hearing of the select committee investigating the January 6 insurrection. Some of the Police Officers attacked that day will be testifying. What are you hearing about what this is going to look like . Reporter theyre going to detail their personal experiences and in defending this capitol. Weve heard from a number of the officers there are four of them, two metro and two d. C. Police officers have spoken publicly but not or oath and they have not answered questions from lawmakers. And of course Kevin Mccarthy the Republican Leader has pulled away from his selections. But there are two republicans that were selected by nancy pelosi, the two very outspoken trump critics, Adam Kinzinger and liz cheney. Liz cheney will give the Opening Statement after the chairman Benny Thompson does. That is unusual typically for an event like this. But everything about this investigation or this effort to put together this committee has been rather unusual after republicans blocked any sort of trying to block any investigation from going forward. But this is the first step before they get into more of the detailed investigative efforts and looking into what happened here. But expect some testimony and new Video Footage from Body Cam Video about what they experienced. Melanie, you and manu together have some really interesting reporting on the tension behind the scenes and has kind of erupted publicly between Speaker Pelosi and Kevin Mccarthy including your description of a private Phone Call between the two last week. How bad is this relationship now . Well to be clear. Nancy pelosi and House Minority Leader Kevin Mccarthy never had a great relationship but now it is in the down right gutter. Mccarthy hinted that her decision to veto the two are going to come back to haunt her. What youre doing is unprecedented and sources also told manu and i that republicans are now privately plotting ways to get revenge if they win back the house majority. Namely they want to come after Democrat Committee and top of the list is ilhan omar on the house foreign Affairs Committee so the tensions after January 6 are still Sky High in the capitol with no signs of cooling and it is probably only going to get worse as the select Committee Investigation heats up in the weeks an months ahead. There is still more with us that are here in spirit like Ted Kend and major owen and countless other advocates. I was proud to be a cosponsor of the a. D. A. As pat leahy was. As a member of the united States Senate and im proud to be here today as president alongside so many fearless champions who represent the ongoing legacy of this law from the foundations to its future. 31 years ago, after his passage, many americans have never lived in a world without the a. D. A. Generations have grown up not knowing a time before it existed. But many of us could still recall in america with a person with disabilities was denied service and in restaurants and Grocery Stores and could be. Where a person using a Wheelchair Couldnt Ride on a train or take a bus to work or to school. Or an employer could refuse to hire you because of a disability. And an america that wasnt built for all americans. Then we passed the a. D. A. And made a commitment to build a nation for All Of Us. All of us. And we moved america closer to fulfilling that promise of Liberty And Justice and maybe most importantly Dignity And Equality for all. You know, and perhaps most importantly, we did it together. This was a democratic bill signed by a republican president. A product of passion and compassion, not partisanship. Progress that wasnt a political but personal to millions of families. Ill never forget the moment the a. D. A. Passed. You may remember pat, standing on the floor of the united States Senate and Tom Harkin rose and the first time, first time in history that im aware of, the united States Senate, he stood up and he signed in a speech to his brother. Tom wasnt just sending a message to millions of deaf and hard of hearing folks, he was speaking to his brother frank. It was personal to him. And to Bob Dole who lost the use of his right arm in World War ii two laid out in a hospital for almost three years, his injury is List And Theyve also lasted an entire lifetime. But like so many americans, he turned his disability, his apparent limitation and into greater purpose and will. He made, he made the rights of disabled americans a life long cause. And for more than 60 Million americans living with disabilities, the a. D. A. Is so much more than a law. It is a source of opportunity, participation, and independent Living And Respect and dignity. The bulwark against discrimination and a path to independence. And for our nation, the a. D. A. Is more than a law as well. It is testament to our character of as a people and character as americans and a it is a triumph of american values but this law didnt bring an end to the work we need to do. Today too many americans still face barriers to freedom and equality. But thanks to this movement, that spans all races, beliefs, backgrounds and generations, were once against making progress together. And my first day in office, i was proud to sign an Executive Order establishing a government wide commitment to advancing equity and including people with disabilities. [ applause ] and i was proud to point the first ever white House Disability Policy director kim knoxton. Where are you, kim . [ Cheering And Applause ] where is kim . Thank you, kim. And im ensuring that dignity and rights of disabled americans are lifted up in every policy we pursue. From continuing to make sure that this administration looks like america, pointing people with disabilities to positions across the government. And The American rescue plan, were able to include substantial support for schools, the better serve students with disabilities and expanding access to vaccines for disabled americans. As part of my build back better plan that was mentioned we proposed 400 Billion to expand access to Home And Community based care and helping older adults live more independently and im glad that congress is beginning to Move On better care, better jobs act, championed by my buddy bobby cason. Thank you. With bills on that effort. This past year the entire nation saw just how vital our characters are and how critical Home Base Care truly is for so many americans, this legislation will help ensure that caregivers are fairly compensated for their work. In addition, ive also called on congress to eliminate the discriminatory subminimum Wage Provisions that too often keep people with disabilities getting fair jobs with wages. Because of that were working to hold back disabled americans from exercising their sacred right to vote and ensuring that the federal government is a model em blowinger when it comes to wages and accommodations and opportunities to advance people with disabilities. That is a firm commitment. And today im proud to announce a new effort, the first of its kind to help americans grappling with longterm effects of covid19 that doctors call Long Covid. Many americans who seemingly recover from the virus still face lingering challenges like breathing problems, brain fog, Chronic Pain and fatigue. These conditions can sometimes, can sometimes rise to the level of a disability. So were bringing agencies together to make sure americans with Long Covid who have a disability have access to the rights and resources that are due under the disability law. Which includes Acome Commodation our Workplace And School and so they could live their lives in dignity and get the support they need as they continue to navigate these challenges. We made important progress but we still have work to do. We have to keep going to ensure that every single american has a chance to contribute their talents and thrive and succeed. And another of todays fearless advocates, some of whom are with us today are going to accomplish incredible things. People like excuse me, like mr. Tootle. Where are you . Stand up, man. Thank you. Thank you, thank you, thank you. You know, i want to thank you for your continued efforts to build an america for everyone. And as i said, you Courageous Advocates led The Way 31 years ago, a long time before the foundation for progress is strong, though. It is part of the more moral bedrock of our nation. We bring in John Harwood who has been listening in with us live at the White House. John, im not only struck not only struck by how it is not only important to mark the anniversary of such a historic piece of legislation and law, but also how the president talked about it when he said and importantly we did it together. It wasnt about passion, not just about passion, it was about passion, compassion and not partisanship. Obviously there is a lot of threads to what hes facing today on Capitol Hill. Kate, you saw Joe Biden summoning the spirit of what he considers best about his time in the united States Senate. And that is times when they could work across the aisle. The americans with Disabilities Act was passed by a democratic house and senate, signed by a republican president , with major contributions from republican legislators like Bob Dole. The senate Republican Leader, of course now retired, 98 years old. This is Joe Biden at a pivotal point where hes trying to get his Infrastructure Plan, the smaller bill that hes trying to forge across the finish line. It is difficult. Youve had republicans pushing back today on a democratic offer. Democrats saying republicans are moving the goalpost. Very hard to do in the modern environment which is more polarized than it was then. But even then, you had a lot of partisan passions and on the issue of The Americans with disabilities, like infrastructure, it doesnt fit in the normal partisan frame. They got that done. It was one of highlights of george h. W. Bushs administration and Joe Biden wants to make this bipartisan Infrastructure Plan one of the highlights of his administration trying to recapture some of that bipartisan magic right now. Im sitting here wondering, do you think something like the a. D. A. Could be passed today . I do. I think that you get certain categories of action that if they cant readily fall into the partisan pegs that we have become accustomed to, sometimes you can move it along. Saw that on a bill to combat or Stand Up and compete economically with china this year. It was not something that was highly identified as a democratic or republican initiative. They worked together. They got a strong senate vote. That could happen on Disabilities Today and well see if it could happen on infrast infrastructure. Well see. Today is another one of those days. Great to see you. And that applies for both vaccinated and unvaccinated. Let me ask as you say that. About concerts and kind of those kind of gatherings. There are a lot of people that are back out there buying tickets for concerts again. We have video to show our viewers. This weekend there was one of the biggest outdoor Hip Hop festivals rolling loud happening in florida. You can see a sea of people heading into this venue. It is outdoors, but it is a lot of people together, and as i saw reported, masks and vaccines were not required to attend.
