Discussions between the Cdc And Fda are now ongoing over whether to revisit official federal mask guidance, but the Delta Variant is already reigniting the fight over face coverings. The latest Battle Brewing in missouri where the State Attorney General is vowing to sue to stop a Mask Requirement set to take effect in the st. Louis area monday. New cases are now trending upwards in 49 states. In louisiana, the governor is taking steps to keep new infections low in his state, which is among the least vaccinated in the nation. Suzanne malveaux joins me from jefferson parish. Suzanne, what more are you learning . Reporter fred, it is actually a good sign at the mall. It opened minutes ago. We have seen at least seven people go into the popup vaccination site. It is a Pilot Program and already we are seeing some enthusiasm around this. That is pretty good. But fred, it is a dire situation in louisiana. Louisiana has the dubious distinction now of really having the highest covid Increase Rate over the last couple of weeks per capita. So the governor making Emergency Announcement saying this is a Crisis Situation in his state, confluence of many different factors. Just look at the numbers alone, fred, talking increase of 208 , covid cases in the last two weeks. 80 of that due to Delta Variant. 40 of louisiana residents getting at least one dose of a vaccination. The governor saying it is way too low. Theyve got to do much better and get numbers up higher, much, much faster, otherwise this will be even worse than what was expected. This is what the governor said yesterday. This really is the perfect storm. The conditions are ripe for catastrophic outcomes for far too many individuals and families. Reporter using that analogy, he is talking about hurricanes that folks here in louisiana are used to, fighting and battling. Unlike a hurricane, he says this is something that people can actually fight and they have some sense of power over their bodies, what they can do to prevent this. Theyre talking about 1400 locations, fred, to get a free vaccination. I want to talk about this site in particular. I was able to talk to a Health Official who is very much part of the community outreach. She says it is about faces in spaces, going back to people who really recognize whether it is a parish, whether it is a Fish Fry to convince folks the vaccine works, that it is important to get it now, and direct them to places like this, the local mall where it is accessible. New numbers from the Cdc Show that just 33. 9 of the States Population is fully vaccinated, and New Cases in the state nearly doubled in the past week. The republican governor Kay Ivey says it is clear who is to blame. What is it going to take to get people to get shots in arms . I dont know, you tell me. Theyre supposed to have common sense, but it is time to blame the unvaccinated folks. As the leader of the state, dont you think it is your responsibility to try to help get the situation under control . Ive done all i know how to do. July 4th, we had an explosion of cases, a doubling or tripling of number of cases every seven days. It is accelerating greatest in age groups of 18 to 49. Everyone out here thats dying or will be hospitalized is somebody that hasnt been vaccinated. People that havent been vaccinated, almost all of them are not going to the hospital, not dying. Does that concern you . Not recall, i am a healthy person, dont have underlying health issues, i am not concerned about it. First off, a lot of stuff i heard on the internet, what people are saying about the covid shot. Basically rumors. Rumors. Reporter it is now 8 00. Vaccinations at the Food Truck fair are over. The final number of people that got vaccinations, 12. Thats an average of four an hour. Not a big number, Health Department workers tell you numbers are getting higher at events in the last week. County has imposed Mask Mandates, encouraging of people to wear masks when indoors again. Then you go to some places and it is just use your best judgment. Public health is local, Public Health decisions are made locally by local, state Health Departments. Cdc makes suggestions, recommendations, doesnt make policy. Policy is made at local level. I think local Health Dempartmens are making recommendations based on local data, how much transmission there is, and variety of different things. I think well start seeing periods of masking or no masking as cases go up or down. I was telling Somebody Couple weeks ago i was comfortable not wearing a mask indoor, today im not. You have to think about it like the weather. When i get up in the morning, i look at the weather, i need to take an umbrella today. It will rain. Whats best for me to protect me. And to protect others. Thats the other component. The vaccine is not just masking is not just about protecting you, it is about protecting others around you. You have a little kid under 12, theyre not vaccinated. You dont want to bring the infection to your house. And you have people immuno compromised in your circle as well, taking measures to keep them protected. There are a number of states around the country that are prohibiting Mask Mandates. Heres the former health and human Services Secretary Kathleen Sebelius On Cnn this morning. Im frightened by the fact that while Mandate Authority lies often at the state and local level since the early 1900s, many states including my own passed laws preemptively forbidding government to take any action that would mandate masks, mandate vaccine information, vaccine, use of vaccine passports. So theyre actually moving rapidly in another direction that could tie our hands as the Delta Variant gets more and more robust. You talked about use your discretion, but now were talking mandates against mandates. No, this is very concerning. Im really concerned like dr. Sebelius is about legislators and governors, attorney generals, Passing Orders prohibiting Health Dempartments to take an action. This is not what we need because of covid, wait until measles gets to your community, many other things. Public health needs to be able to make decisions based on science and information. One thing we really need to get out of the discussions is getting political interference. The reason for the Mask Mandate is because we have made masks political as opposed to Public Health interaction. It is a strange territory. You talk about Public Service or the office of Public Service. It is really about advocating public wealth welfare. What are citizens to do there. Yes, fall back on personal discretion as you put it, some people are looking for guidance. Absolutely. Imagine if, for example, now we have a politician say we prohibit mandates against speed on the highways, against wearing a Seat Belt in the car. You can go On And on, think about things that dont make any sense. I think we need to let Public Health do what Public Health does, we need to not interfere with the best decisions. People working in Public Health are working incredibly hard to try to make the best, to safeguard the health of their citizens. Right. I also want to talk about break through cases, Los Angeles County officials saying one in five New Cases there is among fully vaccinated people. What can you tell us about break through cases and of course, this is just ammunition for people who are reticent against vaccinations. Theyll say wait a minute, if the person is vaccinated and still become a break through case, meaning they Test Positive, whats the point of getting vaccinated. Well, it is really complicated. I can see why people get that confusion, but the more people you have vaccinated in the community, when you have something like the Delta Variant, which is hyper transmissible, more likely you are to have somebody who catches the infection. It simply is because vaccines are not perfect. You have a lot of transmission. I go back to the umbrella. If youre in the rain, youll be protected. If youre in a hurricane, youll still get wet. Too much water coming down. You need to think of that. The other thing, need to reassure people, the great majority of people that Test Positive in break through cases dont get sick, end up in the hospital, or die. Thats the distinction. You may not be hospitalized, you may have been vaccinated, you may be a break through case, but not likely youll be hospitalized. And that to me is incredibly reassuring, particularly because as i tell you, i work in a hospital, just came from there. People i see in the hospital with covid, theyre all unvaccinated. I am not seeing people with break through infections. Yes, you Test Positive. And fighting for their lives when hospitalized . Fighting for their lives, very sick. People with the Delta Variant are getting very sick. And they also have multiple people around them now infected that should have been vaccinated. Many of them saying things like i should have gotten the vaccine, should have thought about it before. My plea to people is get vaccinated. We can decrease break through cases if more people are vaccinated simply because well create some level of community immunity. If you infected after vaccinated, you know, youre probably going to either do fine, get what sick, but very unlikely to end up in the hospital, very unlikely to die. Doctor, good to see you. Cnn has learned the Justice Department says it will not open a civil Rights Investigation into Nursing Home deaths in New York, michigan, and pennsylvania. Republican lawmakers including Congressman Steve Scalise wanted investigation into Nursing Home policies in those states that admitted positive covid19 patients from hospitals. Polo sandoval has been following the developments, joins us now. What is the doj saying about why theyre not pursuing any further investigations . Little under a year ago, Department Of Justice civil Rights Division announced they would put in a request to four states, michigan, pennsylvania, New Jersey, and here, state of New York, for key information, key documents specifically when it comes to state issued guidance, directives, seeking advisories, and this is key, Executive Orders regarding admission of people to Nursing Homes. What they were looking to do, they were seeking to determine if State Orders requiring admission of covid positive patients during the height of the crisis into Nursing Homes possibly played a role in deaths of residents at the Nursing Homes, and yesterday, Department Of Justice announcing they reviewed all the documents and concluded they would not be launching said investigation. They did, however, say they were looking into at least two facilities specifically in New Jersey and some Bullet Points we listed here and to the earlier point, this is prompting criticism from republicans that wanted to see this kind of Investigation Play Out by Department Of Justice. One of them, steve scalise, who is a member of the select committee on the Covid Crisis releasing a statement, if i may, i would like to read a portion of what he released in response to the decision by Department Of Justice calling this outrageous. Representative scalise saying deadly orders contradicted the Cdc Guidance and needlessly endangered the most vulnerable among us to the deadly Covid19 Virus even worse. Governor cuomo in New York tried to cover up the true Death Toll resulting from his mandate. This is really important to mention here, fred. This does not signal an end to a separate investigation currently happening, currently headed by the attorney general, by prosecutors in brooklyn. Thats separate. I also know the courage they displayed that day. Whats your view when people say this was tourism, this was a love fest. We saw that video of your officers on the Receiving End of so much violence. As leader of the department, what do you think when you hear it characterized that way . Well, i dont agree with it, thats not the way i saw it. But again, everybody is entitled to their opinion, and frankly as chief of this Police Department now, im in a position to do things to ensure that wouldnt happen again. Cnns Josh Campbell conducted that first interview with the Capitol Police chief. Josh, you asked the chief if he views 6th'>January 6th as a failure by Law Enforcement and then what did he say . That has been a key question, whether there things that could have been done differently, run up to the 6th'>January 6th insurrection. He was quick to defend the u. S. Capitol police that said look, this is a department that deals with protests all the time, the reason you dont hear about them is things go well, there arent issues. He said there were mistakes surrounding 6th'>January 6th that need to be investigated, but reiterated his support for Men And Women In Uniform he now oversees. Take a listen. Speaking of 6th'>January 6th, when you look at that day, what preceded that, do you view that as a failure by the Capitol Police . I dont think it is fair to say that this department is a failure or dysfunctional. It is not fair to say because it is not true. Fact of the matter is there were failures that day, doesnt speak to the quality of the people in this organization. I think this is an excellent department and one of my goals is to restore the confidence that people have in this department. Again, pointing out there were issues, but also expressed his support for this department as they move forward from a very dark period of time, fred. And josh, what did the chief say about another possible capitol insurrection, given Theres Chatter on extremist forums about possible actions as early as next month. This is very important. This is the person now at the helm of this department, he is not only looking back at 6th'>January 6th, trying to learn lessons there, but looking forward at threats on the horizon. I talked to Law Enforcement experts that say there are threats out there, potentially coming from continued spread of the big lie, that the election was stolen, that has Law Enforcement concerned there could be more violence down the road. I asked the chief specifically about whether he is concerned about whats to come. Take a listen. Does that concern you, we may see a repeat of 6th'>January 6th . I would be a fool to not be concerned about that. Obviously the Safety And Security of the u. S. Capitol, the congress, those are top priorities. I am absolutely concerned about all those things. I asked the chief whether he believes more officers should be allowed to speak out, whether he supports dpgiving Them Latitudeo speak publicly about what they endured, he said absolutely, they need to be heard. Looking to tuesday, we know the House Select Committee looking into the insurrection will hear from four witnesses, two from metropolitan police, two officers from Capitol Police. We expect to get more insight into their experience which of Course Cnn will be covering on tuesday.
