And that was exactly why you saw the President Seek to address that Issue Head on, really make the case that the way his agenda, the way his programs are designed, they are not designed to increase inflation. They arent going to be a flood of stimyoulative proposals. Theyre going to be longer term, built out over time. The way theyre designed by the economic team will increase jobs, capacity, and the ability for the u. S. Economy to push out more goods and ensure the prices remain stable and perhaps lower. Essentially trying to take the argument against the new Spending Youve seen from republicans both on the political side and on the policy side, and flip them on the head, trying to say if you want lower prices, then you should support my agenda, my legislative agenda. Thats not going to shift how republicans view particularly the second piece of the proposal that 3. 5 trillion proposal. Democrats are working through right now. But he wants to ensure that frontline democrats who are being attacked on this issue have something to message to counter that or at least something to kind of settle on on their own. I think more broadly, the president recognizes this is a very big week. Obviously still negotiations ongoing to try to solidify the bipartisan framework he agreed to with republicans and democrats. I spoke to Usa Gymnastics who said the alternates as well as the olympic competitors have been training separately, and that the olympic competitors are going to continue with training and preparations. That has not been disrupted. And this adds to the growing list of Covid Cases licnked to the games. Officials have been playing down these numbers saying that its lower than what they expected. But john, 80,000 olympic participants expected to come into japan for the games. The question is can they continue to keep these cases contained once theyre all arrived. And Coco Gauff is not the first athlete to have their olympic dreams dashed by Covid19 And Wont be the last. There are several high profile athletes who have pulled out of the games or are staying away from the games because of testing positive or theyre concerned about the restrictions. And you have in japan, an increase in cases, up since july. You were here ten days ago and said they should not hold the olympics. It was too dangerous. You heard salena wang. Officials look at the numbers and say well be on top of this, but theyre making the case the numbers are lower than they anticipated. Do you think this is being handled right . Well, i did think, and i continue to think that these games should not be held. Right now the virus is surging in japan. Only 21 of the japanese population are fully vaccinated. So the virus is ascendant in japan, and the other issue is they the olympic Organizing Committee did not mandate vaccines for participants or staff. So there are quite a few attendees who are unprotected. Now, there are a lot of reasons why they didnt do that, but i dont think you can hold a game that requires Tens Of Thousands of athletes and staff to come to a country with surging virus and not have every attendee vaccinated. Its the wrong time to do it. This is kind of like trying to have a vacation during a hurricane. Its just it seems to me imprudent. Well, well watch as it plays out. Grateful for your insights. No you can see where the red is and you have the cdc said last week or so when kids go Back To School in the fall, those who are not eligible to be vaccinated should wear a mask. Those who have been vaccinated dont need them. The american academy of paid drigss said all children should be masked. Dr. Fauci said i get it. That confuses you. It does lead to some sort of confusion sometimes when people see an organization making one recommendation in general for the whole country, and then local groups, local enterprises, local organizations in order to get that extra step of safety, say something different. And youre right. That does, indeed, cause a bit of confusion. How do you think this should be handled, especially when you see transmission in much of the country. Not everywhere, but in much of the country, we have a Community Transmission problem right now. We know about the nasty Delta Variant. In a couple weeks in some places, kids go Back To School. Right. So lets talk about schools first. First of all, no child under the age of 12 will be vaccinated in this country and for that reason, every child attending school under the age of 12 should be masked. For adolescents over 12, still, only about a third of kids in this country have been vaccinated. So a lot of 12 plusyearold kids will go to school unvaccinated. And we dont have Vaccine Pas passports in this country. We dont have ways to truly identify who is vaccinated and who is not. For that reason, all children attending school over the age of 12 should be masked. Vaccinated or not. For the population as a whole, i supported relaxing Mask Standards for people who have been vaccinated, because they were and remain very well protected against the old variants and the Delta Variant. The problem is that delta is very aggressive for people who are unvaccinated, and i now think that all americans in indoor public places should be vaccinated not to protect those who are vaccinated, but to protect the unvaccinated. We cant have large part of our population unvaccinated and unmasked. It doesnt work. It doesnt work for adults and it wont work for kids. Well, thats a change. Thats a change from you. Well see if the government follows through. Now you believe keep your masks on because of the nasty Delta Variant and what were seeing. Keep your mask on even if youre vaccinated. Ill go through more of the numbers. There are nine states fully vaccinated. Theyre below 40 . Georgia 38, alabama 34. You look at that right there and you talk about the Delta Variant. Dr. Scott gottlieb says if youre Anywhere And Havent gotten a vaccine, think twice. This Delta Variant could be the worst Health Care Crisis of your life. There is No Doubt. The virus is surging in this country in the unvaccinated population. The delta virus, the Delta Variant is not a threat to people in this country who have been vaccinated. And my change in trying to get everyone to mask is not to protect the vaccinated. They are already protected but to protect the unvaccinated. If everyone in Public Endures In public in doors is masked, that will force the unvaccinated to protect themselves even if they wont do it voluntarily right now. You dont see anyone now indoors in a restaurant and other public place masked. And i know a large proportion of those folks out in public are unvaccinated. This is a way to get unprotected people to at least have a modicum of protection while we try to understand how we can get more of them vaccinated. Thats fascinating advice. Republicans nixed the mechanism to help pay for the framework saying they wont vote to advance the debate until talks are done and they can see the deal in writing. The democrats are divided on how to fit everything they want under a 3. 5 trillion budget umbrella. With me to share the reporting and insights is our panel. Good to see everybody at the table. Lets start with what the President Said just moments ago. You have great new reporting about how delicate this is. The bipartisan Infrastructure Framework. The president and the White House at the top of the hour said weve got to get this done. We had a deal. Whatever different views some might von current price increases, we should unite in one thing. Passage of the bipartisan Infrastructure Framework which we shook Hands On, we shook Hands On. Thats Old School. We shook hands, therefore, you have an obligation to get it done. Thats exactly right. And not just we shook Hands On the obligation to get it done but on a deal, and now parts of that deal are falling apart. The key one, of course, how to finance this, how to pay for it. Republicans because of some conservative pushback, are arguing that the Irs Enforcement provision, which, of course, just gave more money to that entity to try to go after people with unpaid taxes, republicans decided they didnt want that in there anymore. Thats part of the scramble right now. How do you replace that financing. One thing thats important is the bipartisan group has been kind of quiet. They havent been really attacking each other over the fact that this negotiation is starting to fall apart. The president made it clear. Hes frustrated. Disappointed. The president is frustrated with them. Listen to the republicans here. Chuck schumer decided mid last week, im going to call a vote on wednesday. Republicans say a vote on what . Chuck schumer with all due respect, is not writing the bill, nor is mitch mcconnell. Thats why we shouldnt have an arbitrary deadline of wednesday. How can i vote for closure when the Bill Isnt written. Unless you want program failure. Unless schumer doesnt want this to happen, you need a little more time to get it right. Democrat Ben Cardin said i dont think wednesday is a magic day. Is schumer going to have to blink . Hes trying to push this forward because to laurens point, every day that goes by, theres another possibility for it to fall apart. There are a lot of ways it could. There isnt legislative text right now. We dont know what were dealing with in terms of specifics and the margins are small for democrats. Schumer wants to keep accelerating this process. He wants to move it forward. He knows if this drags out longer, there will be more possibilities that it does collapse. I do think for democrats, though, some democrats look at that Joe Biden comment where he says hey, we shook hands and they say that is part of Joe Bidens problem. He is Old School and thinks the republicans are playing a game that a lot of them are not playing anymore. It feels like it could come together and fall apart ten more times. You described it as old School Messaging from biden. It has an Old School neem. Its a good remind every in an age In Washington where messaging is more important, that Deal Making is hard. It takes singular focus to get big deals done. In the Trump Past si, it was reveal and replace obama care. That was a signature republican initiative. His party said you give us power, we will repeal and replace. They failed and failed miserably. This is a test for biden and the democrats. He said ill be bipartisan but also ran on what will be we know the core elements, climate, human infrastructure, care for elderly, help for education, thats supposed to be part of this Reconciliation Bill. The language of washington. Amy klobuchar suggested yesterday maybe we can do some of the Voting And Election stuff in there. Election infrastructure could actually be in the democratic package. And Thats Part of the solution. What you can do with infrastructure. Thats not in the bipartisan package, and im glad theyre continuing to negotiate. You can put in election infrastructure. You could tie it to certain things and incentives for states to do Sameday Registration and the mailin blalloting. Beyond the substance, thats one of the Reasons Schumer wants votes. As long as negotiation is open, you have an idea, you have one, and you have to fit it under a price tag. Everything thats added, somebody has to subtract. The definition of infrastructure continues to expand and has expanded for weeks. Its clear its going to continue to expand until they come up with legislation and write the Bill And Everyone can read it. One of the other Reasons Schumer feels the need to move forward is he as an election coming up in 2022 and pressure from his progressive wing. Progressives say why are you spending this time focussing on republicans that are not going to be with you in The End. Lets move it forward. I think some of the impetus behind his desire to put this to the floor in part because he knows a lot of progressives want him to move as quickly as possible. Im a big fan of votes. Paul hodgkins will serve eight months in prison for breaching the united States Senate. Jeff is here to tell us more. Reporter this Twohour Sentencing wrapping up moments ago. And the judge here really wavering. Trying to figure out what the best sentence would be because, of course, this is the first Capitol Riot Defendant who plepl pleaded guilty to a felony, and having to determine the appropriate sentence. Paul hodge is a 38yearold from florida receiving eight months of prison time followed by 24 months to two years of supervised release. The prosecution in this case, the Justice Department, asking for 18 months. This was ten months less than prosecutors actually wanted. But, of course, this was more than the Defense Attorney was asking for. They were asking for Probation Or Home confinement. This was a noticeable sentencing. The defendant speaking on his own behalf for several minutes, pleading with the judge, saying he has a fulltime job that he will lose, and that it should be punishment enough that hes pleaded guilty to a felony. Something that will impact him for life anyway. The judge listened to this. He spoke the defendant spoke for several minutes and the judge excusing himself for the bench for several minutes to determine what the sentence would be. In The End, the judge making very pointed remarks here when he issued this sentence. The judge here saying that the defendant here actively participated in this event to thwart democracy and saying this is an event that will be reverberations for months and years to come, talking about all the emotions and the trauma that everyone involved in this who was at the capitol that day that had to fear for their safety, people killed, all of this will continue to reverberate. The judge stresed the defendant has been remorseful and tried to ra habilitate. The defendant talked about how he has a job, has been going to Church And Volunteering at various community organizations. The judge took that into account. That was an interesting and important case. This sentence could potentially be a bellwether for other defendants. We have, of course, more than 500 was maybe a relatively more lesser charge than some others are facing. This was a charge one count he pleaded guilty to, obstructing an official proceeding. Its significant. The maximum penalty was 20 years. Again, were seeing defendants facing much stronger charges. Theyre charged with assaulting police officers, damaging the capitol grounds. Damaging property within it. So this actually may be a very low sentence for what is to come here, but, again, the defendant in this case, 38yearold Paul Hodgkins to took a bus from tampa to the can a, walked inside the Senate Floor with a bag of goggles and a rope. He has been sentenced to eight months in prison with two years of that of supervised release. I will note the hearing just wrapped up. The defendant not remanded. That means he will walk out of court here before he reports for his sentence. We could potentially hear from him. Our cameras are waiting outside the court for that. I want to follow up on the point you noted. This is a felony conviction. The defendant here pled guilty. Thats significant. Normally if you decide, you cooperate by that point, you plead guilty, youre not contesting, theres not a trial. Therefore, you get some leniency. The Justice Department arguing theres a pipeline of cases behind us here. And with this first felony plea, we want to send a message and set a standard. The Justice Department asked 18 months. They get 8 months. Well have to watch if the standard is a applied by other judges when we go through additional months and months of prosecutions and hearings. Reporter thats right. In some sense, this judge had a large weight on his shoulders c, because the defense Want Himd to give the defendant probation. This was potentially setting the standard for defendants who were accused of crimes here related to 6th'>January 6th that maybe were nonviolent, but created Significant Uphooefl and trauma. The judge stressed he couldnt let him walk away with just probation. Still significant for this defendant who talk about the fact that he will be losing his Liberty And Job for eight months in prison followed by release. A lot of pressure on the judge. And future judges will look to this sentence to compare it with when other defendants, hundreds of them who are maybe in plea talks now or going through the process, there will be hundreds of sentences, and this just the first for a Felony Count here. Trump said can i use the military, send the military into the streets the time the country was going through a painful racial reckoning, not an attack on the government. This is another through line of his presidency. His constant glance to the military, feeling like he could use the military to serve his own purposes, not as a Commander In Chief who is there to use the military to protect the united states and its interests. Weve seen over and over again, military leaders having to push back and remind him specifically what the purpose of that military is. And i think the take away from michaels reporting and some of the other great Reporting Weve seen is just how close we got in some of these instances. I think you sort of knew it in the moment a little bit, and now we see the details. That was what they were worried about inside the room. His desperation to hold onto office. He told milley and others he wanted to shoot americans. People peacefully protesting civil rights abuses. These are the stories that are in the book. It comes back to the question is he delusional . Does he live in an alternative reality . Put it out there. If you read the book, ask the question, or does he deliberately twist or ignore information that doesnt suit his purpose in a cool kal cuelated way. That comes about the Senate Balance of power, the senate losing elections. They told me republicans would have lost eight more seats if not for his help. It was interesting. Most republicans thought they would have had a majority had the democrats control the senate only by 50 50. Most republicans believe would have trump, the big lie, what happened in georgia. He lives in another world. Zbh he creates that world in many ways be i the media he consumes and the people he puts around him. He ignores facts that are not in line with what he thinks in many cases. He may believe that the republicans would have lost eight more seats if he was not involved. He has a very difficult time taking responsibility for anything that goes wrong or anything that doesnt go his way. But based on the different kinds of media he consumes and the people he puts around him, hes able to create his own world and ignore the reality on the ground. And thats allowed and some dangerous things to take place. One thing thats interesting about the books is how many people he has surrounded himself with that have been close to him have flipped and said you know, we do not support the president in the way he operated a lot of times theyre not doing that on the record but theyre doing it in significant ways to show how crazy things were inside and how close we got to the brink. Does he believe the claims about the election itself . And its relevant now even more relevant now as we figure out what happened on 6th'>January 6th and try to anticipate what happens with the republican party here in the next couple years under trump. To me thats key. If a former president went into retirement, you would view these things different. They need to be recorded, but you might view them differently from a man who right now controls much of the republican party and wants the come back and run in 2024 and thinks hes going to be reentated next month. We know this Election Campaign played out in a pandemic. Tucker carlson, he had many good scientists at his disposal and rejected their advice. This will cost you the election. Trump shrugged him off and said the Virus Wasnt as deadly as people thought. This was a trend throughout the pandemic. Early in the pandemic this was something i was talking to republicans on Capitol Hill about. The president made it clear he didnt think it was dangerous as everyone on The Hill was starting to take it. This was at the point into the spring, into the summer, trump was still arguing that this wasnt that bad. They were going to get it under control before the election because he wanted to hold onto power. That was part of his consideration here. Republicans on The Hill were not buying it then. Because they knew that their elections were going to be tied to his fordhuns as well. They saw the writing on the wall. This was a problem. And it was. And some people are still not getting vaccinated to this day because they listened to it. Some people are not getting vaccinated to this day because they still dont take the threat as seriously. Theres a scene in the book. These are the People Trump is surrounding himself with in the summer. Scott atlas wanders into one of his political meetings, this was before we knew he was consulting with trump. The president asks him to tell his team what he told him earlier. And what it was was that atlas said that the pandemic would be over by september. Done, over by september. You know, the people around trump, his political people sat there, Mouths Side open. This was what the president was latching onto in the middle of a pandemic. And here we are, here we are in july and we have another tough september coming up. Not the last one when dr. Atlas. And now the why. Paul wrote about this in the post. A lot of people probably asking did you know these things and if you did, why didnt you share them during the presidency . Hes gone and people are looking to rehabilitate their reputations and stay involved in politics. Why . I think theres confusion. I work for the Wall Street journal. I think we need to find pathway to citizenship in the Budget Bill is an appropriate way to get around the filibuster to be able to make a judgment as to whether or not they should have a pathway. Weve had record numbers of people coming across the border, children in custody. Now a Court Case says no and leaves how many in limbo . Millions, and they are finding themselves in the situation all over again. I mean, over the trump administration, the program was sort of pingponging because of different Court Rulings. And now on friday, they got hit again, and the reality is that especially for those first time applicants the people who could apply to the program for the first time after a ruling in december, they had put in the application. 1 in 60,000 had been waiting and now they dont get it. Some democrats think it can be part of the democrats only budget resolution. They want to put a lot in that bill. This has been a quick Sand Issue for more than a generation. Senator Bob Menendez has been arguing this needed to be a key priority. When you talk to Rank And File democrats, even moderates, Joe Manchin is not opposed to the idea of including a path to citizenship for Daca Recipients for workers and potentially some important or essential workers already in the country, but whether or not it passes muster, remember everything has to have a budgetary impact in order to do this with just 51 democratic votes. Its unclear whether they think it has a budgetary impact. Democrats are committed. Theyre going to put 120 Billion behind it to put the Judiciary Committee in a place where they can write legislation. The pandemic numbers, well see what happens. Were in a tough period. The vaccination numbers, Biden Versus trump are off the charts good. If you look at the Abc Post Poll last week, 33 approved. 51 disapproved. The president under water on an issue we know from the trump years can drive some voters. This is a huge motivating issue for republicans. Whats interesting about watching how those numbers have moved and how the issue has been wielded is it also is moving some latino voters in the u. S. Who have been in the country for a long time, gone through the process they would say is the right way. So republicans see very little disincentive to leaning into the issue. Democrats feel like this daca, if they can get this into the bill, they feel like there are few republicans who want to be on the other side. I just want to know, too, in talking to recipients over the weekend, they said we helped and motivated voters for biden. We need to start to see results not only for him but for democrats. You say it motivates republicans. It could motivate democrats as well in their disappointment. Thats the frustration for many on the left. They dont doubt what the president believes. They want to see more Effort And Push and aggressiveness. They find it too timid. The president has a North Star approach. Do the vaccine, the economy, then this and that. Sometimes you dont get to pick and choose when youre president. And Immigration Activists have kelt with that and feel like theyve been left at the bottom of the to do list. For a number of them, they feel there hasnt been legislation under the past two democratic President S and theyre calling for Bide Ton Put muscle behind it and not just focus on the pandemic. Hes under pressure to get something through and the Reconciliation Bill is seen as the last train leaving the station. Theres a lot of activists trying to get their issues into the Reconciliation Bill. Well have to see if the Immigration Folks can get their Daca Plans into this. If not, it may be a long time before they see legislation. Inside the White House do they have a different attitude now than a couple months ago . I think in terms of migrants, the message is dont come. We want to instill hope in the region. In terms of the latest ruling, they are coming out and they are putting in statements they support Daca Recipients and the program and will fortify. Its a lot of issues coming to a head at this moment. Thats going to weigh on them going forward.
