Its a Big Day. This afternoon an important speech from the president On Voting Rights and texas democrats catch a plane out of austin. They are running away to block a republican effort there to limit the ways people can vote. Plus new covid cases are climbing again. The Surgeon General says its possible well need covid Booster Shots but no change in the Vaccine Guidelines for now. And protests in Cuba Saddle the biden administration with another big Foreign Policy puzzle. Can the White House do anything as the cuban regime moves to crack down on demonstrations. First, Voting Rights. Theres no disputing the urgency of the issue. Whether the president can do much to turn the tide is a giant question. Texas is the latest battle ground. Dozens of democrats fled the state coming to d. C. In an effort to block legislative action in austin. The Texas Drama backs up the president s complaint. Republicans in state after state are taking steps to make it hard tore vote. But it also highlights a glaring problem for the democrats. They want to override the new State Restrictions with new federal Voting Rules. The democrats dont have the votes to make that happen. Lets get to philadelphia. Our chief White House correspondent. What will we hear from the president . Reporter hes going to lay out at the case against the restrict iive measures. And essentially argue this is based on a Big Lie promoted time and time again by his predecessor. Theres a reason he is coming to philadelphia to give this speech. The birthplace of u. S. Democracy. While he argues against these new measures to limit access to the ballot as what were told by White House officials, hes going to describe it as something that authoritarian regime would do and say its unamerican and make this argument against what youre seeing play out in places like texas. That right now are completely engulfed in chaos with what is happening with their legislature. But, of course, john, the question is going to be what happens beyond a symbolic speech that the president gives. You have seen civil rights activists, Progressive Democrats encourage the president to take matters in into his own hands by appealing more to democrats to get rid of that legislative tool known as the filibuster. Because the concern that Senate Democrats have is yes, they want to be able to essentially overrule some of the new restrictive measures going into places and States like texas and several others that have either passed them or they are parking on passing them. They dont have the votes on Capitol Hill to enact federal legislation when it does come to Voting Rights. However, whether or not biden is even going to touch the filibuster when hes here today seems unclear at this point. The White House has not said one way or another. But it does appear to be clear they dont think thats a matter for the president to decide. Thats up to Senate Democrats. They think they know how Senate Democrats feel. They are arguing this is going to be a symbolic speech meant to put his voice own his political muscle behind this increasingly urgent issue. Appreciate the preview. The White House says the president is going to make a symbolic case, a moral argument. Are you conceding Out Of The Box that you dont have the Math And Cant make a case to change anything . This seems so much of what were seeing right now on both sides, and certainly what were seeing coming out of texas is really a question about whether this is going to be an issue to animate democrats as much as it has animated republicans for the upcoming midterm elections. Try to make the case that in a midterm, its hard when youre The Party of the White House to make it a referendum on the other party. Its all about you when youre in the White House in the controlling party. To say democrats, youve got to get out to vote, because the other side is rigging it against us. And i think thats the case really thats going to be made over and over again through 2022. Because as you pointed out, and i think is very true, there arent the votes to do much about it as a federal level. And Joe Bidens dna, creature of the senate, you heard kaitlyn, they believe the Senate Democrats should decide whether Senate Democrats change their rules. The president is the most powerful political figure here in the united States. 17 States have already changed their election laws. In ways the democrats argue and they might overstate it sometimes, but theres no question these laws make it harder for people to vote. The States'>President Of The United States doesnt think thats a big enough deal to say im going to change. Im going to change my mind. And i need you to change yours. And theres some cognitive disdense. They are calling it an authoritarian thread. Its the greatest threat since the civil war to democracy. But then also a beat later is saying but this is in congresss corner, and the President Cant say anything about the filibuster. Isnt going to endorse a Filibuster Carveout because the Math Isnt there. Because even if he did, the white House Press Secretary said yesterday even if he did endorse a carveout, that that wouldnt necessarily move any of the Senate Democrats. Now, thats true. Thats probably true. Because Manchin And Cinema as we know, the senators arent really swayed at this point. But what congressman jim clyburn, the third Ranking House Member wants to see is the president Throw Everything on the line. Do as much as you can. And. Hes not going to do that because its a game of priorities. At The End of the dieday, you Cant Anything you want In Washington. They want their Infrastructure Bill. Thats hanging in the balance, and were learning this week its on a shaky ground as its been in months. And they know if they expend all their political capital on this Issue And Press the moderate democrats, theyre going to not going to have the political capital they need to get the one thing that the biden administration from a philosophical perspective thinks is frankly more important. Which is they think its about the Pocketbooks Of Americans and if they can pass this Infrastructure Bill and change the sort of course of peoples personal sense of their finances and the direction of the country, thats going to be the ticket to winning reelection. Its going to be the ticket to democrats holding on to the senate and possibly having a shot at keeping the house. The drama at the moment are the texas lawmakers staging a boycott. Once again leaving austin so they dont have a quorum. Theres not enough people on the floor so you cant have a vote. Theyre In Washington. They met with Joe Manchin the last time they were here when they did the same thing in the normal legislative session. This is a Special Session. Listen to some of them making the case they understand this is a stunt or at least its temporary. But its temporary and they need help. We are not going to buckle to the Big Lie in the state of texas. The Big Lie that has resulted in antidemocratic legislation throughout the united States. Im not up here to take a vacation In Washington d. C. Im up here because i dont plan to be a sitting person in that legislature. Im not going to be a sitting im not a aint no sitting duck. Im not going to be a hostage. Now, theyre going to meet with Senator Manchin. A lot of people have met with Senator Manchin on this issue. Hes not alone. He gets most of the attention, but there are others who are elected to change the rules. But is there any evidence on the table that any of them are willing to change their mind . And to my mind, i beat up the president a little bit there. Is there anything he could do . If he looked into the camera and brought them into rooms and said i get it, but we must change this now . It doesnt seem like it. They have been working on him and theyve been working on this issue for more than six months. Since before this president took office. This is clearly going to be democrats big priority and Joe Manchin and kiersten cinema, particularly manchin have made it clear they are not going to change the filibuster rules. He has gotten much more engaged in the issue since they started working on him. Thats part of the reason why we saw him put out his own alternative. I think democrats want to continue to push this issue by potentially bringing that up and saying okay, republicans, were coming part of the way in your direction. Are you going to block this again . The answer will be yes. The question is what is he going to do . Theres very little evidence that even the impassioned pleas of the legislators from texas or the progressive groups getting on him consistently now for months are going to change his mind on this question of rules. Now, there is the issue of what the procedures are in the senate floor. Can if theres yet another vote where republicans block his alternative, which is a much narrower bill than the one democrats have been pressing, does that get him to a place where he isnt now . He hasnt signalled hes ready to have that conversation no matter the stakes. Its not clear to me that biden throwing his voice into this Lobbying Campaign would make much of a difference. The stakes are, we know, 17 States have already moved to change Voting Laws in a restrictive way. Texas would be next. The governor says sure, nice, you got out of town. Youre going to come back eventually. Ill do this over and over again until we change the Voting Laws. I can and i will continue to call Special Session after Special Session after Special Session all the way up until election next year. And so if these people want to be hanging out wherever theyre hanging out on this taxpayer paid junket, theyll have to be prepared to do it well over a year. As soon as they come back in the city of texas, theyll be arrested and cabined inside the Texas Capitol inside they get their job done. We are old enough to remember 2003 when democrats did this to protest redistricting. They thought the lines drawn by republicans in texas were unfair. And they ended up in oklahoma and then new mexico. For a time it stopped the line drawing. Eventually the lines got drawn. The endgame, we know what it is. I think abbey is right. This is really about priorities for this president and getting something through on a bipartisan basis before The End of the year. 2022 is another whole year. You have other opportunities . Thats the part we dont know. You both make the critical point. We dont know what the world is going to look like when people go to vote a year from now. Is the economy back . Are the vaccines at least in the places that matter . Can Joe Biden make the case im doing a good job, stay the course. The margins are narrow. Republicans believe if they change the Voting Rules and get about the business of redistricting in the States that have the power, that for the next ten years or more, they tilt the battle field. Is an Infrastructure Bill worth letting the republicans tilt the Playing Field for the next decade in American Politics . That is exactly what a lot of democrats are saying. It is not a foregone conclusion that just giving people stimulus checks is going to resolve the structural problems. For democrats, though, i think they have some reason to feel like they can work in this environment. Last year it wasnt a foregone conclusion that their voters would vote by mail, for example. They were able to organize their way out of that. There is a way to organize their way through this, but they have to do it, and they have to invest in it and start right now. Thats going to be it. Its fascinating. Were in early chapters, and yes, i remember those days. Gray hair helps. Every now and then it helps. A big announcement before the break. Look at the Case Map. Red and orange mean youre going up. 45 of the 50 States reporting more new Covid Infection this is week compared to last week. 45. Some from a small baseline. This map can change. A lot of States shoved it down. 45 States trending in the wrong direction right now. Heres another way to look at it when you go through the case count. Monday, 23,000 plus new Covid Infections. A week ago it was 11,900. A 97 increase in just a week. One more way to look at it. This is the Cdc Community Transmission map. You want to be yellow or blue. Look at the orange and red. More and more of it across the country, in the midding of the country, in the southeast in the west. At this point let me bring in our special guest, dr. Lena when. Its great to see you in person. This, to me, is a fire alarm. If you look at the map here and you see all this red. And if you come back here and you look at this, we talk throughout the year of covid and this, again, the baseline is smaller. But what does it tell you when you see a 97 increase in Cases Week to week and when you look at the Community Transmission Map and, again, red and orange are bad and theres a lot more red and orange. Up until a few weeks ago the map here was completely green. I mean, we were seeing we were trending in all the right directions here in the u. S. , and i think whats so disappointing right now is that this doesnt have to be the case. I mean, this is not back in november or december before we had vaccines available. We now have a method to prevent the massive surgers and hospitalizations and deaths. We need to remind people again that 99 or more of the individuals dying now from coronavirus are people who were not vaccinated. This doesnt have to happen. And the connect the dots isnt hard. Just remember at home, the red and oranges. And then you come here. These are the 14 States that have vaccinated, fully vaccinated less than 40 of the population. Where was the red and orange in the middle of the country in the southeast, out in the west. Its just not its theres no dispute over this. Correct . Thats right, but heres the thing, too. What happens in some of these States with low Vaccination Rates, its not just going to effect them. I think there is this sense that somehow it only matters to people who are unvaccinated about if theyre staying unvaccinated or not, except it effects the people who are vaccinated, too. I mean, weve all seen more breakthrough infections. We are going to see potentially parts of our economy maybe even be shutdown again in the future if we cannot get the surge under control. We really need to increase the Vaccination Rates across the country. In T Middle of july, the cool year is closer than we think. You see tennessee on this map here at 38 . I want to bring it this way. Tennessee is well behind when it comes to vaccines. The State Health Official in charge of vaccines just got fired. Heres what she said on cnn today. I serve at the pleasure of the governor. You can be terminated without cause. Thats what happened yesterday. I was give an choice to resign or be terminated, and i chose to be terminated because ive not done anything wrong except inform our physicians of where the guidelines were around vaccinating minors. Her crime was encouraging physicians to get children vaccinated before schools went back. Thats right. And the doctor is a wellrespected pediatrician and public health leader. Actually, we have seen this trend occurring around the country. Dozens of Health Officials have been fired, and scapegoated. They have been the public face of restrictions that in some ways have not been popular. Right now that kind of political pressure is applied to them for speaking the truth about vaccines. What she also said that i find disturbing is tennessee legislators are putting so much pressure on the health department, that they cannot even inform the rest of their state about routine childhood immunizations. We could see imemerging of othe illnesses weve prevented for so long, because theyre not allowed to speak about covid or other immunizations too. One other quick one. Any headlines suggesting a problem is going to feed the idea of i told you, im not going to get a vaccine. The J J will have a Warning Label on it because there have been 100 preliminary reports of a disorder out of nearly 13 Million doses. Is this a Big Deal or just a precaution . I think its important to investigate the 100 cases. This is a very rare syndrome. It causes muscle weakness, paralysis, most of it is completely reverable and theres no longterm harm, but it is something to keep an eye on. I think its important to point out two things. What should the States'>President Of The United States be doing right now and in that context, Ben Roach who worked in the Obama Administration who normalized relations says the administration should figure out ways to engage the Human People which necessitate taking off some of the samnctions. The Trump Administration put back in place sanctions. Is going back to obama the answer now . It wasnt clear that what we did then made a big difference. Im not sure what it means to engage the cuban people in a country which is tightly controlled by the government. I would actually say what we should think about is offering to reduce certain sanctions in exchange for specific reforms, be it about cuban Foreign Policy. T not clear why they need to have thousands of their intelligence people in a place like venezuela or domestic economic and political reforms. We already give them food and medicine. Thats not the issue. Its other types of constraints on currency and the like. So i would basically have that approach. Beyond that, i think its what we say and its really going to be a dynamic inside cuba. You worked across several administrations in the past, and youve washed the issues for a long time. The castros are gone, but the conversations about cuba, carrots and sticks, sanctions, trying to nudge them along, the Icen Haur administration, is there any hope theres something on the table . You see the demonstrations on the street are a reason to take notice. Is there anything an american president can do to change things . Not at the core here. No. We could have some i think what we want to do is avoid making this a u. S. cuban dynamic. We dont want the regime to be able to use us as an excuse for their own incompetence and misguided policy. I think we want to keep our distance. Again, i would be willing to exchange some of the sanctions for serious reform either at home or abroad. But beyond that, i really think this is going to have to play out there. Let me shift your attention to haiti. After the brazen assassination of the president , a Prime Minister now says hes running the country who was supposed to step aside. Another person claiming to be the Prime Minister. Both of them asking the united States for help. One of them, the man who says hes a Prime Minister at the moment wants u. S. Military help. What should the biden administration be doing when it comes to haiti . I would not be sending in the marines or anybody else. I would be looking to organize a regional force, potentially, the weather the united States would not be in the lead. We give logistical and intelligence sport. The real question is whether countries in the region are willing to get involved. They dont have the same political history cal baggage. Thats my first preference. If that failed, we could take it and see if we can get an international force. I dont think we ought to americanize this with our troops even if were welcome on Day One by about day five history suggests we will no longer be welcome. What do you say to those who say this is what happens when the united States routinely ignores its own neighborhood . Obviously russia is a big challenge, china is political challenge. You have these things pop up in your own backyard. Are they just intractable so you try to forget them or should the government try to do more . Well, its a couple things to be learned here. One is no matter how we may want to avoid the world and the biden administration clearly wants the emphasis to be domestic, things happen. Viruses break out in wuhan. Terrorists do something. Here you had events on unpredictable events in cuba and haiti. Thats a fact of life. You dont control your agenda. And in many of these situations our tools are limited, our influence are limited. We have other priorities. So but we cant escape the consequences. So youre almost looking to thread a needle. And i expect in the biden White House, don, looking at haiti, the last thing they want is another surge of refugees heading toward our shores given how explosive the Immigration Issue is. On the other hand, they dont want to send military forces to haiti the same week were taking them out of afghanistan. And that it was stolen from him. More Big Lie, or Big Lies. This as we learn new tdetails i a new book about the final days of the trump presidency, Washington Post reporters share details of Election Night conversations among top advisers. Giulianis Grand Plan was to just say trump won. Top aides said it was irresponsible. The panel is back to discuss. It is striking you read the excerpt of the book. They put some of it in the post today. Essentially that rudy kept telling trump, just keep saying you won. Even though the evidence was to the contrary. And that trump so liked that that it was almost impossible for anyone else to say sir, you didnt win. Youre not winning. Youre losing. I mean, its a very striking account. A detailed but amazing to read how that unfolded at the White House. But i will say that for weeks and months before Election Night, Donald Trump had been setting up this narrative for The American people. Its not that surprising that on the night of, when an adviser comes to him and says just say you won, he is primed to do that, because he had been telling people for weeks that he was going to win and if he didnt win, it was rigged. Right. So that narrative had so sunk in, i think to his own mind that when on the night of, he had been told its going to start looking good and end up looking not as good because the votes are going to come in in ways that more Democrats Vote than republicans. And he is thinking to himself, well, this is the way im going to play it. Because its the way ive been playing it for weeks. You make a key point. He did build that narrative. The question i dont know the answer to because i cant read minds is does he believe it or is he a fraud . Is it just all hes lying and knows hes lying and its a fraud. In the book, trump and his family became apoplectic as the night went on. Theyre stealing this he said as the night went on. Its a combination of the two with trump. You talk to people around him. They will say this, that he you know, he can make himself believe things that are not true. So much so that Maggie Haberman of The New York Times has reported that after the access hollywood tape, he was telling people that wasnt his voice on an audio Tape Everyone heard him on. Its a classic example of something that happens with trump all the time, convinces himself of things that are not true, in fact up to the election, they were expecting a lot of problems on Election Day and election week. They were expecting things to Go Wrong. Things always kind of Go Wrong in elections. This time if you talk to election officials, they said things were much more smooth than even they expected, because they had been so primed for these problems. They tried to prepare for them and the white House And Trump in particular was not prepared for a relatively clean election and so they had to go all the way to the Cracken And Conspiracy theories in order to make this work for them. And it turns out, you know, not even the crazy Conspiracy Theories was too much for trump and his allies. . And the continuing cancer of the Big Day is it crept into so many other republican institutions. And republican offices. And when people of Reason And Fact and Math And Experience tried to raise their hands, it was like well, the president says or rudy says and theyre afraid to defy him. This is reporting today in the Washington Post. The republican partys top lawyer called Election Fraud arguments by trumps lawyers a joke that could mislead millions. He said that in an email to one of The Partys top communication aides. But the culture of the rnc then was the president says, therefore, and that still persists to this day. It does. I mean, when more than 100 republicans decided theyre going to vote against the certification of bidens election, even after the insurrection took place, that pretty much shows the public all they need to know, and it has continued with the rejection of the January 6th commission and the decision to just constantly be wedded to trump. What i found striking is when trumps recent remarks at cpac, there was a banner under Fox News that had to say no evidence was found of Voter Fraud as trump is continuing to spew these lies as republicans on stage are also continuing to spew the lies. That is where The Party is at right now. And what theyre going to continue to say heading into 2022. Is there a price for that . Midterm elections are normally about the incumbent president and the state of the economy, in this case, about the pluses and minuses in the Covid Pandemic . This is john thune, veteran of the Senate Republican Conference saying who knows . Every Day Trump is saying this. Thune says bad idea. Trying to rehash and revisit and relitigate the past election is not a winning strategy for trying to get the majorities back in 202 2. Hes going to keep saying it. Theres not anything we can do about it. Any time youre talking about the past, youre not talking about the future. Yep. He is not the first to try to say without saying it directly, it would be really nice, mr. Former president , if you would just shut up. Well, they lost control of the senate. Based on this argument that the president made that the election was rigged. Right . The senate runoffs in georgia. Where did votiing Drop Off in rural parts of the state. It has consequences, electorally, but more importantly, it has consequences to our system of government to believe in the system, and i think so many of us are going to be watching what happens not just in places like georgia where those who stood up and said no, mr.
