Its still a Search And Rescue mission, but jim ive got to tell you, emotions are raw Here. I was at tHe Memorial Wall A Block wHere from im standing, i met a man who flew Here from uruguay who was in tears, adding pictures of his sister to this memorial wall. I asked him if He still had hope that his sister was alive, and He said, no. After a week, He had hope. Now He says that He doesnt. He says that Hes asking his sister He said sHes up tHere. He says that Hes asking his sister to pray for him and for his family because tHeyre hurting this morning. I spoke to a relative Last Night who said similarly. That tHey had sadly lost hope. I just wonder if inspectors able to make tHe assessments and are tHey finding anything that requires urgent care at this point . Well, thank you for tHe question. Were doing an inventory of all of our buildings. We have over 150 structures, both residential and commercial and were placing emphasis on tHe residential ones right now. So were doing tHe reviews. You know, you cant do tHem fast enough for us. You know, everybody is afraid in tHe time of what happened at surfside and were doing our best to make sure were doing all we can to keep our residents safe. I know tHese are difficult judgment calls, tHere are some things that are isolated but need to be repaired but dont threaten tHe entire structure of tHe building but what im confused by is you had all of tHe warnings with Champlain South towers and it just seemed that tHe condo board, tHe owners decided not to address tHem. Who decides if in tHe otHer properties you find things that tHe engineers say this could be dangerous, it requires X Amount of money to fix now, whose decision is it . Can you require legally to make tHe changes necessary . Well, yes. We can require that tHey turn in tHeir 40 Year Recertification documents thats what happened in crestview tower circumstance. We requested and we gave tHem 30 days and we said wed close it regardless. That way we can review tHe paperwork and this was just a lapse in communication between tHe engineer and tHe tower. We got tHe documentation on tHe 2nd Of July and we closed tHe doors on tHe 2nd Of July. You have hundreds of properties to look at and tHese can be difficult judgment calls. What is tHe time frame for getting through getting to tHe point wHere you and residents, frankly, can be comfortable if tHere are issues that require attention wHere tHey live that tHeyll get done, that tHey will know and that tHe changes will get done. We have more than 800,000 electrical workers on standby and tHe governor is in conversation with tHe counties to make sure we have sufficient resources. We have been filling tHe requests as expeditiously as needed. We will continue to monitor that situation, as well as tHe governor continues to remain focused on tHe efforts Here in surfside. We ask floridians to please begin tHeir preparations. That includes being prepared to potentially be without power for a few days. If your area is asked to be evacuated, it is fore your own safety. Please be careful as you begin to make your storm preparations. THe governor and our division of Emergency Management Director have reminded tHe floridians tHe dangers of generators. Use proper tools if youre cutting down trees and do that safely. Over all tHe state and floridians, we know are well equipped to handle tHe storm. We have our State Emergency Response teams working around tHe clock to ensure counties have all tHe resources tHey need. Now ill say a few words in spanish. You know, what we know from officials Here, jim, is that tHey continue to do tHeir Search And Rescue missions, tHeyre working around tHe clock. We know that tHese brave men and women are working in 12hour shifts. Most of tHem only taking breaks to cHeck tHeir pulse and tHeir Oxygen Levels to make sure that tHey can continue working, to make sure that tHey can continue sifting through tHe rubble, looking for survivors. It is still a Search And Rescue mission Here, according to officials. I can tell you since tHe standing portion of tHe building was demolisHed on sunday, that gave way for more areas to be searcHed. According to officials, a portion of tHe rubble, jim, was actually holding that building togetHer. It was holding that Building Upright thats why tHey knew that it was so dangerous. THey knew it had to be demolisHed. Now, based on how this building was demolisHed, tHe goal was for tHe building to be demolisHed in a very small footprint because tHey didnt want this building, tHe debris, to fall over tHe rubble tHey had already searcHed and set tHem back. So based on this on tHe way that it was demolisHed and based on video we obtained from tHe Florida Task Force too, you can see that tHe footprint of tHe demolition was very close to tHe base. You can see that tHe sign of this Condo Building that was in front of tHe building was still tHere. It was intact and so tHe demolition very close to tHe base, that allowed for Search And Rescue teams to go to those areas that tHey had not been able to search, due to safety concerns. A third of that site had not been toucHed by Search And Rescue teams because it was so dangerous. Now, jim, one of tHe big concerns for survivors was first tHeir belongings and also tHeir pets many of tHem still thought that some of tHeir pets were inside that building before tHe demolition. From officials we know that at least three sweeps were made of tHe building before tHe demolition to make sure that tHey could get to any anything that any surviving pets. THey didnt find anything. According to officials, tHey used drones to do everything that tHey could to retrieve any animals or pets, that of course didnt happen. THe demolition, jim, was very emotional for a lot of tHese survivors. Some of tHem telling us that tHey couldnt even watch tHe demolition because it was tHem watching tHe destruction of everything that tHey owned and its not so much tHe material things. It was tHe mementoes, tHe Heirlooms tHey had from tHeir families. I talked to one man all He wanted to get from that building was a picture of his motHer. Rosa, hold that thought, if you can. This is i believe tHe mayor, Daniela Levine active Search And Rescue continued throughout tHe night and tHese teams continue through extremely adverse and challenging conditions. Through He-rain'>THe Rain and through tHe wind, tHey have continued searching. THey paused only briefly for lightning, which is legally required. For up to 30 minutes for pauses wHen tHeres a Lightning Strike within 2 1 2 hours of tHe Lightning Strike. THe number of confirmed deaths is now 32 with 26 of those identified. 191 people are accounted for and we have 113 reports of people who are potentially unaccounted for. As i have mentioned before, tHese tHe detectives are conducting ongoing and very thorough review of tHese names and reports. Many were originally submitted incomplete. So we may have only a name without an apartment number, without a date of birth or otHer details. So of that 113, only around 70 of those we have been able to confirm were in fact in tHe building during tHe collapse. Our detectives continue to followup on every single report that was submitted but in many of tHe cases tHey werent able to reach tHe person who originally submitted tHe report. Its a distant relative or someone overseas without details and that makes it difficult to determine if an individual was in fact in tHe building. We continue to urge all of tHe families who are missing Loved Ones to please Reach Out and connect with us so that our detectives can file Missing Persons reports with tHe police and we want to confirm every single account. Every single life that has been lost is a beloved family friend, a best friend, someones Child Or Parent or Niece Or Cousin or grandparent and we know that waiting for news is unbearable. As you mentioned, it is a huge compound. You know, two airstrips, two miles long. And absolutely huge facility which i should mention houses both americans or did House Americans and afghans. THe planes took off and it was only after tHe u. S. Forces left bagram that tHey were told that He-american'>THe Americans had left and as one Military Official told us, it was like an old friend leaving without saying goodbye. Look, tHere are some concerns about what tHe afghans are going to do, wHetHer tHey can keep this, you know, huge area safe and secure. Obviously, tHeres taliban in that area and that is also a target, its a strategic target. THeres also a prison inside Bagram Air Base. We werent given access to that, but its part of tHe military police division. THere are about 5,000 prisoners inside and tHeyre mainly terrorists, members of al qaeda, taliban. THeres some foreign prisoners tHere, but perhaps tHe taliban will target this prison within tHe compound and try to break tHese prisoners out. Now, wHen we put that question to tHe brigadier, He thought that wouldnt happen. THey have been looking after tHese prisoners now for many years, but obviously without tHe Safety Blanket of He-american'>THe Americans being tHere it does raise concerns and you mentioned, you know, tHe offenses that tHe taliban are launching around tHe country, particularly in tHe north and tHe nortHeast. And yes, A Thousand troops fled over into tajikistan and tHey wanted to claim tHe border post. You know, control what is coming in from tHe Central Asian nations, control tHe highways and basically choke afghanistan. That is obviously tHeir plan. As you watch given your experience with afghanistan, tHe fall of some of tHe rural districts to tHe taliban and, frankly, tHe retreat of u. S. Trained Afghan Forces, is it a matter of time in your view before tHe taliban takes tHe whole country over, including tHe cities . Jim, really appreciate you having me on this morning. Like a lot of people who spent a lot of time on tHe ground in afghanistan, i spent probably close to four years on tHe ground. You know, i struggle with this situation. I see it one way in my Head and anotHer way in my Heart. And id be happy to let you know what i mean by that. Tell me in terms of i imagine youre saying whats right, wHetHer to stay or to go. Well, yeah. Thats exactly right. And my Head says that i agree 100 with President Biden. Our Presence Wasnt doing any good any longer and it was actually counterproductive in many ways and so my Head says this is tHe right thing to do. At some point, you have to step away and tHe afghan government needs to step up. On tHe otHer hand, in my Heart, my Heart breaks for tHe continued suffering that you see Here. I remember a meeting i had with an afghan elder from tHe afghan south, and just looking into his eyes, you could see tHe pain and tHe sorrow and tHe suffering from what at that point was 35 years of war and at tHe same time you could see tHe hope tHe hope for tHe future, tHe joy and you just want to do everything you can to, you know, to Help. And weve done what we could, and now its time for tHe afghan government to let me ask you this. I get that argument and you had tHe alternate view, Mark Milley and otHers expressed, you might call it tHe finger in tHe dam. I think He described it in those terms, a small u. S. Presence, perhaps 3,000 to 5,000 could have kept that finger in tHe dam in terms of not just backup for Afghan Forces but support on tHe ground for Counterterror Missions and easier to run if you have Search And Rescue capability inside tHe country ratHer than outside tHe country. Not 100,000 troops or more as prior, but a small contingent. Would that have made sense in your view . Well, tHeres jim, tHeres no guarantee that doing tHe same things otHer and over again are going to get you tHe same results. And what we have seen in afghanistan is we have tried doing tHe same thing over and over again for about 20 years. And tHe afghan Government Military was pretty much tHe same o. THe taliban as much as it pains me to say this, tHe taliban have been more innovative diplomatically, politically, militarily. So what you have seen, while were trying to do tHe same things over and over again, tHe taliban are getting better and tHe result is a degrading Security Situation and tHe afghan government being less and less able to cope with it. Is tHe u. S. In danger now of a Saigon Movement . We know tHere are forces on tHe ground with a finite mission of protecting tHe u. S. Diplomats and tHe Embassy Compound itself, but is that a danger, that americans that tHe biden administration need to prepare for . I think it was a bigger danger wHen we had 2,500 or 3,500 troops in country wHetHer you would see this Sort Of Mass Exodus out of Bagram Air Base. I think that was your saigon 75, tHe closest analogy. Now, i think what is happening is youre going to get one of two outcomes. EitHer tHe afghan Government Security forces are going to collapse due to tHe corruption and tHe Leadership Problems and tHen tHe whole thing may fall to tHe taliban. I hope it doesnt create a you know, a massive conflict inside tHe capitol itself.
