Reporter jim, this is a deeply divided and fractured country. 20 years after the u. S. Invaded, its not being left strong and prosperous and able to take on the challenges that it needs to. I spoke with dr. Abdullah Abdullah Yesterday who is the head of the Peace Talks with the government, and the taliban. He said the outlook is bleak. That if it was up to the afghans, the americans would not be leaving now. We are seeing the taliban Launch Offenses across the country. This obviously coinciding with the u. S. Troops withdrawing. We should mention the taliban issued a statement upon learning that troops had departed afghanistan, saying that this was a positive move and it was now up to the people to decide. But the taliban have been taking over by force, and weve been seeing those Propaganda Videos of taliban claiming territory with afghan forces surrendering or fleeing. So this is a situation where security is deteriorating. The taliban in control of more than 50 of the territory. Its important to note that they havent taken over any provincial capitals as yet, but we are here In Kabul. The taliban is only 10 or 15 kilometers away. But this is the end of Americas Chapter in this country. The two plane loads that left last night, one early this morning, we know general Austin Scott Miller in charge of the were withdrawal, he met with afghani. It just continues. And many deep fears there understandably among the afghan people. Anna coren, thank you so much. Militants of taliban are hailing this as a victory. The White House is confident this is the right move. Cnns Oren Liebermann joins us from the pentagon. Oren, i know, spoken to a lot of people in that building who are deeply fearful as well of the consequence who opposed it under this administration and the prior administration. What do you hear about the levelful that concern and how they answer those concerns . Reporter for many here in the pentagon, it is a surreal moment. Many here have spent time in afghanistan, specifically Bagram Air force base, the Entry Point for Tens Of Thousands of troops and the Exit Point for those troops as well, as well as 2,000 Service Members who died in afghanistan. It is almost impossible for them to comprehend a Bagram Air base without american troops there after two decades. There are serious concerns about what will happen to the country. They are monitoring as best they can the events of the taliban as well as the support they can offer at this point, at least, in the last few days of the u. S. Military presence in afghanistan. Two afghan air forces, as they try to retake a number of districts. But theyve had only limited success there. Military leaders pushed for a small Military Presence in afghanistan to assist afghan forces in their fight against the taliban and other groups, and their ability to hold the country and keep the government together. But in the End Biden decided the only troops that remain there, 650 or so, or perhaps some more, will be used to guard the embassy there. He wants a diplomatic presence in the country and to perhaps assist in protection of kabul international airport. A necessary facility if you want to move people in and out. Biden opposed President Barack Obamas Troop Surge about a decade ago, and that opposition is evident in the decision to get out. He didnt see a need after the elimination of Osama Bin Lauden a decade ago, and no Terror Threat posed to the homeland to stay longer. Jim . A lot of folks in the building set a floor of 5,000 troops to do the necessary counterterrorism. Oren liebermann, thanks very much. The June Jobs report is out and much stronger than analysts had forecast. The u. S. Economy adding some 850,000 jobs in june. Cnns Christine Romans and Jeremy Dimon joins us. Christine, theres lots of Hand Wringing after the last Jobs Report which had fallen below expectations. This is well above. Walk us through the numbers and is this part of a positive Trend Line . What do we know . Heading to the fall, rest of the summer and fall it is. It would be a gang buster number, we are digging out of the a Deep Hole here. This is the numbers you want to see, jobless rate 5. 9 . Thats the headline. Digging deeper into these numbers, you see the trend. You talked about the Hand Wringing. That Hand Wringing was in april or may. We had numbers not up to snuff for trying to get back on track after the recovery. This is the strongest Job Pace i think since were talking about august here. When you look at the jobless rate of 5. 9 , its up just a tiny bit, i would call it basically unchanged. The jobless rate, you can see how far that has come down from the peak of the crisis. 5. 9 is an improvement, but it is well above where we were before the crisis began. Leisure and hospitality, big gainers there. Retail, Business And Law firms, manufacturing. Public and private education, also some big hiring there. And the Labor Department noted upward pressure on wages because of that Labor Shortage we have been talking about. What we have seen here is a real realignment of what workers want to get back to. In these numbers here, jim, it shows you the highest rate of people leaving a job and looking for a new job that weve seen since, i think, november of 2016. So people coming back from covid, they want something different than they had before and theyre taking the time to find it. Understood, and that may be a longer term Trend Line. Jeremy, we know the danger of claiming victory, right . These rights can overshoot as well as under shoot expectations. What do we expect to hear from the president based on these numbers . Reporter look, White House officials are Clwirly Th the nu. Weve seen White House officials celebrating the numbers calling them a vindication of the president s economic strategy saying this is what the Biden Economy looks like. Certainly i expect we will hear some of that from the president. We heard it last month from the president even as the Jobs Numbers came under expectations. The president has taken really a long view of this economy. Even as he is expected to celebrate todays Jobs Report and call it a result of the Stimulus Funding for the coronavirus Stimulus Funding that passed earlier this year as well as his broader coronavirus strategy, the president is also mindful that this is not just a monthbymonth situation and that this recovery is uneven, at best. And something unlike any previous economic recovery we have seen. I dont think were going to hear the president tout that wages are going up. He talked about it not as a bug, but a feature of the economy hes trying to build. Ultimately the president will continue to tout the importance of passing this bipartisan Infrastructure Framework that we have seen come together in the last couple of weeks. The president noting that while the economy is rebounding, he wants to see this Economy Build back better than it was before. That has been the line from the president , so i think we can expect the president to do both of those things today. Jim . Well be watching. Christine romans, jeremy diamond, thanks very much. The big news the last 48 hours, new York Attorney general Letitia James is warning the investigation into the Trump Organization is not over, and that more charges could come. Yesterday manhattan prosecutors charged the former president s business and its chief financial Officer Allen Weisselberg with operating a 15year, quote, scheme to defraud the u. S. Government. According to the indictment, the scheme allegedly involved other unnamed executives, the former president not personally charged. Joining me now the former federal prosecutor and also host of the On Topic podcast. Always good to have you on. Ive been reading with interest your review as you were reading the indictment yesterday. Big picture here, youve been through it. How strong is the d. A. s case . Its very strong. Its stronger than i think even we had anticipated. When you read through the indictment, really what strikes me are a few things. First of all, weisselberg is right in the thick of this. Its something where weisselberg essentially is getting paid off the books. And his salary, his on the Book Salary was reduced by the exact same amount he was getting paid off the books, which tells you that both sides thought that that was income. And then he was literally the guy signing the checks for a swanky apartment off the books they werent paying taxes on. Definitely i think a strong case and a Case Jurors would not like if he ended up going to trial because a wealthy person not paying his fair share i think often doesnt go well with jurors. Lets high height lowes numbers for a moment because, very quickly, some people say this is just how business is done. No big deal. But lets put them up on screen, the amount of taxes that were evaded allegedly. More than half A Million dollars. Thats just the federal taxes. About 250,000 more in state and local taxes. Thats a lot of money. His lawyers, interestingly, didnt seem to challenge the allegation itself, but rather seemed to make a case that, hey, this is how business is done in new york. A lot of businesses do this with what theyre calling perks here despite the enormous size of these perks. Is that significant . I have to say i have issued a lot of statements on behalf of clients ever since i left the u. S. Attorneys office. Ive never had a statement that didnt deny the allegations. Its really something they dont deny what happened here. Very unusual to me. But, look, i have to say i dont think jurors will find this typical. This is a guy who is getting a mercedesbenz for him and his wife, private schooling for his kids, a swanky apartment. All of this paid for off the books, very, very difficult to justify. Thats the thing. When folks at home or myself included think of perks, you think a company car. It was a company car, a mercedes. But Tens Of Thousands of dollars in private School Tuition in new york, a Rentfree Apartment in new york. These are no small things. The indictment states other employees of Trump Organization benefited from what prosecutors are calling this scheme here. Does that signal to you that other individuals may face charges . And who . Well, it certainly suggests to me that under other individuals are under investigation. I dont know whether they have enough to charge them now. They clearly made a decision they want to focus on weisselberg. They mentioned specifically that two other executives who were essentially in the exact same situation as weisselberg, receiving these offthebook payments and getting that benefit and not paying taxes on it. The question is, of course, their knowledge level. Weisselberg was signing the checks to pay for his own his own apartment. The question is, you know, what can they prove regarding the knowledge of those employees . Then, of course, its said there are other executives in the Trump Administration who were participating in the scheme carrying it forward. Its possible some of them could be charged in the future as well, and really i think it depends on what mr. Weisselberg decides to do, if theres any other evidence or flippers that come forward. The Trump Organization, of course, relatively small in terms of staff. Its a familyrun business. President trump himself highly involved in that business. Is it possible that he could come individually under scrutiny here as well, or would that require weisselberg to cooperate . You know, its possible, but it would require, i think, someone to cooperate unless and i dont think this is the case, unless he intends to write very explicit emails. Typically in a tax case, you have a very high burden to prove that the person really knew that they were in on some tax scheme, knew what they were doing was illegal. And unless there is some Sort Of Smoking Gun Email or testimony of the an insider, i dont see that happening. And we know based on his practices that Donald Trump deliberately avoided email communication. Thank you for breaking it down. Thank you. These brave men and women have been pouring their hearts out, risking their lives trying to do everything they can to pull people out of this rubble. But as you mentioned, ive been here from the getgo since thursday, more than a week ago, and they have faced hurdle after hurdle. The weather has not cooperated, and then like you mentioned yesterday, the Search And Rescue effort stopped for about 15 hours because of dangers of the stability of this building. A column was swinging that was hanging from that building, it was swinging 6 to 12 inches. Of course, increasing the risk of this building having a secondary collapse. As you mentioned, the Death Toll has not changed. Its at 18. The number unaccounted is at 145. The latest victim identified is 80yearold maga delgado. The family describes her as a very independent woman, loved her life, and that she actually complained about what she described as tremors when there were Construction Efforts in surrounding buildings. And, again, this is as we learn more about what that structure looked like, what that Structures Stability was, and infrastructure was leading up to the collapse. The latest, cnn has obtained a letter from october 2020. This letter was written by an Engineering Firm sent to the board of this building, saying that the repairs that were required required so much extensive repair and there was deterioration of the concrete that any repairs that they did would impact or could impact surrounding structures. Construction that was happening in surrounding structures. On top of that, the engineer saying they would require access to the pool. And according to this letter, they were told that the pool needed to stay open. Now, compounding all of the efforts here and all of the challenges is Hurricane Elsa that has formed in the atlantic. And, jim, its just another hurdle that these brave men and women dont need. We know that the state has mitigating measures. They are bringing more people in. They have, you know, teams in tallahassee, of course, that track storms. We know that the national Weather Service is going to be here on the ground briefing Search And Rescue crews, but the Search And Rescue here is ongoing. Jim . I believe Cdc Director Rochelle Walensky said we should expect more illness and death. How concerned are you . Well, this is a much more transmissible variant and there is some evidence now coming from the uk that it can make people sicker as well. Sometimes things become more contagious and they make people less sick. They Tradeoff Contagiousness for illness. Well have to see with this Delta Variant how this plays out. If you look at the country as a whole, as you mentioned, cases up a bit now about 10 over the last couple of weeks. But if you go back to january, down 95 since then. So is this more of a blip on the radar or is this the beginning of something thats more concerning . And then as you rightly asked, do we see the corresponding increase in hospitalizations and deaths . We dont know yet. The vaccines are really protective, so, you know, i think if we see a slight increase, that wouldnt be surprising. But do we see a corresponding increase like We Saw before. Hopefully not. Let me show you something important, jim. This has to do with looking at the country as a whole. In florida, for example, if you look at areas counties where you have lots of unvaccinated people, that is where you are seeing more of the Delta Variant start to spread. Thats the red line. The black line is where you have a higher Vaccination Rate. So bottom line, if you are unvaccinated, primarily unvaccinated, thats a concern. If youre vaccinated among vaccinated, thats the best scenario. Its the middle ground were talking about. A thousand counties right now, jim, have Vaccination Rates lower than 30 . Goodness. The vaccines work. There is so much data. So, we have a holiday weekend. Many people are traveling. If youve been in an airport recently or been on the roads, see it. Tell us what advice you would offer to people watching right now who plan to meet family and friends this weekend. How should they approach it . Well, The Way i think you need to approach it, first of all, remember that if youre vaccinated, thats a really its a really good thing. There is so much data now. As you mentioned about just how effective these vaccines are. Jim, when you give something to hundreds of millions, billions of people around the planet, ends up being one of the most studied therapeutics out there. We know real world data is effective against the alpha, the uk and Delta Variant. I keep repeating this. I hope people heed this, they are safe and effective. In terms of this weekend and just going forward, The Way i wrote think about it is think about it like the weather in a sense. You want to look at the conditions around you. What are the factors to consider . Are you vaccinated . But also, what is the Vaccination Rate in your community . And what is the Transmission Rate in your community . Almost like youre looking at the weather. Let me show you a map of what the weather looks like in the country with regard to viral transmission. So, for example, where you are in new york, youve got, you know, lots of blue in those areas, lower Transmission Rates. And you have higher Vaccination Rates. 54 roughly fully vaccinated. Where i am in georgia, its closer to 36 Vaccination Rates and moderate, some places even higher viral transmission. So for me, if im outside, im not that worried. But if im going inside into where its a big public area where theres a lot of people around, i dont know their vaccination status. I carry a mask with me and i might put it on. Im pretty protected because im vaccinated. Im at low risk for a breakthrough infection. Its math. Even though youre surrounded by virus, my risk is low, it goes up a little bit. Thats the precautionary Sort Of principle. I dont think vaccinated people need to wear a mask for the most part, but check the weather outside like i showed you. He is mulling whether he will appoint anyone at all and who that might be. As you mention, jim, Nancy Pelosi, the House Speaker does get Veto Power over his five appointments, so that remains to be seen. He said yesterday when hes ready to make an announcement he will. But privately we know that he has told House Gop members if they accept a Pelosi Offer to serve on the committee, that he will strip them of their Committee Assignments. Thats exactly what congresswoman Liz Cheney did yesterday when she accepted Nancy Pelosis offer to serve on that house committee, On The House select committee. Cheney is telling reporters, jim, it is her oath to the constitution that she is following here, that she has not been told shell be stripped of any committee assignment. As it stands now, well wait on Leader Mccarthy who that might be. We know stripping assignments is the same penalty republicans had for former representative Steve King for publicly defending white supremacy. Remarkable equivalency. Thank you very much. Rachel with politico is with us now. I wonder, rachel, big picture, who is winning the politics, right . It is political. There was a bipartisan plan by republicans and democrats. He lobbied against it and it failed. Now he doesnt have equal representation, by The Way, doesnt have a Time Limit on this. The bipartisan plan had a sell by date the end of this year. This could go on longer. Who is winning the politics . Yeah, i think republicans know this is tough for them. Thats why they didnt this bipartisan investigation in the first place and talk about biden. Any time they are talking about January 6 and trump and his false claims of an election being stolen, they know theyre losing. They need to be talking about biden to flip the house. And so in that regard, this is not an issue that they want to be discussing. Just to go back to your question a few minutes ago about what will mccarthy do. Its interesting, you go back to the first impeachment, there was a real strategy that Mccarthy Sort of, you know, pushed forward with. I wont be surprised if we see him do it this time. He knows on this issue its tough for republicans. The only way they can potentially convince independent voters to their side on this is to try to make democrats look partisan and make themselves look like the reasonable ones. What he did last time around with the previous impeachment, was he specifically kept moderate republicans on the panel because he thought moderate republicans, centrist republicans, have Sort Of a credibility with voters in the middle and he wanted them on the committee that was investigating the ukraine matter, even though a lot of conservatives tried to take them off and put someone like Matt Gaetz on that committee. It will be interesting to watch because right now we have people like Matt Gaetz, Marjorie Taylor Greene who want these appointments. But if he puts them on this committee, then hes not doing himself any favors in terms of trying to undercut the findings. So i wouldnt be surprised if we see mccarthy do what he did last time and try to pick some people who are loyal to him, but also have a little bit of credibility with people in middle america. Well, and the key, right, is if he were to pick a gaetz or Marjorie Taylor Greene, Nancy Pelosi has Veto Power. What republicans does Nancy Pelosi want to see on this committee or what kind of republican . Its a good and interesting point. I will say the Veto Power thing, again, i wouldnt be surprised. Perhaps mccarthy wants her to use that so maybe he does try to appoint someone she would veto first and then go to moderate members. He could control or try to control, because what thats going to do is if pelosi ends up vetoing a number of republicans he picks to this committee, then republicans are going to have a Winning Point Right out of the gate. If you think about this, you know, with the previous select committees weve seen, even with benghazi as they were investigating the obama administration, you never saw republican Leadership Veto democratic members, and so i think thats going to be very controversial if pelosi ends up doing that, even though she said she was considering it.
