Our objective is to find any way to get them out. Reporter the frantic effort to save lives neerply one week since the surfside Condo Collapse. Very difficult to move any of the large concrete slaps. Were seeing them just pulverized underneath and crumbling as were trying to move them. Reporter a rescuer where the Israel Defense forces telling cnn his team found on open space many the packed rubble. The between the balconies remains a big space of air that we crawled in those tunnels and we didnt find anything. Reporter newly obtained Dispatch Audio from the night of the collapse shows first re rescuers arriving on scene within minutes. We got people trapped on the rubble. Were trying to make our way to them now. This does not look stable. Reporter all this as were getting new personal accounts of what unfolded. Cnn obtained this recording from a survivor. I got to check on oh, my god. What the hell . The whole entire building is gone. Reporter her attorney who is suing building says she looked down the hallway and there was no building there. Another survivor says well before the collapse, she heard noises. First just banging and then more intense noise. Suddenly, around 1 10, i hear a smash, the wall is collapsing. The wall above me. I said they are really doing major construction. It was a big boom. I was running to see where The Sound Come From and i saw all the garage collapse. Reporter at the towers east complex, a few feet away from the collapse site, fearful residents are being told of urgent efforts to sure up their building. According to Building Official and a letter to residents from the Buildings Condo Association obtained by cnn, specific repairs beginning there week, including Suring Up A Pillar where Concrete Spaul Sprawling or crumbling was observed. Sensors will be installed throughout the Cop Mplex to dett any movement. Well take the word but we want to see the data to support what they are telling us. Reporter Robert Lispman who lived in the Champlain East Building for years said he made management aware. Cnn was shown a disturbing view from a unit inside the building. When he told Building Management of the damage he saw, they were slow to address. I found that unacceptable. Reporter they said they had seven engineers come to the complex and informed residents every step of the way. As they seek more reassurance. He says hes not been a i believe to tell his 5yearold daughter that a building has collapsed next door. He says hes told her its a Construction Project and the personnel combing through it are there to keep people safe. Why didnt you want to tell her what happened . I dont think a 5yearold benefits from knowing that a Building Collapsed. Theres nothing a 5yearold can do about it. At that point, its more about protecting them from having seen something like this because its not normal. Buildings are not going to start collapsing around the world, at least not here in the United States. Reporter despite concerns about the building and proximity, robert says he plans to live there with his wife and two children until a structural engineer tells him its time to get out. Wolf. We will pull efb out of that rubble because theres talk about is this a rescue and is this something else. Its a rescue. T always going to be a rescue until we get to the very last person. Its a search and Rescue Operation. Still searching for people who are alive. We will be searching for quite a long time until we get them all out. We learned today that they discover some tunnels underneath. I know youve been fully briefed on this, what does that suggest to you . It suggests theres voided and were finding Voids And Voids are good. Voids mean theres a safe space for someone who with good luck could be in there and could hope the mayor of Miami Dade and others, i dont know if the governor will be there. First families get the information. Families are being briefed now . Correct. If theres new information, new numbers then they will brief all of us. You spoke today about the critically important role that these Rescue Dogs are playing. I see the pictures of the dogs running All Over The Place but youve studied this and explain whats going on with these dogs. Family wanted to know. They want know whats going on and they want to deep dive. They want to get very detailed. I give Mayor Credit because what she did was she eliminated everybody out of that Briefing Excement for Family Members. What are you doing with the dogs . What do the dogs do . Can they find things . We have different kinds of dogs. We have ka daver cadaver dogs. They can go from distances that are very, very extended that i understand can find things that are deep down into the rubble. The handlers are dying to get in there as the dogs. I met e with them all this morning. I know they are finding a lot of personal items All Over The Place. Momentoes, picture, jewelry, clothes. What do you do with that . We all picked up some stuff. I have some at my house that i will be bringing back to town hall. I expect there will be a memorial. I know theres a memorial up the street. I think people are bringing stuff to that memorial also. I think all that stuff will be very, very important for the families. I was over at that wall today. I saw the flowers, the candles, the pictures. Its a tribute. They are honoring what the 147 people still unaccounted for. You see the pictures. Its so heartbreaking, i got to tell you. I know the president , president biden, first Lady Dr. Jill biden will be here tomorrow. Youll be among those meeting with them. What do you want to say to them and what do you want to here . We had a meeting with the Condo North which is the identical building where people are concerned about what the situation is with their building given this one fell down and we dont know why. That building was built around the same time by the same people, the same company. With the same plans. On the same kind of land too. Exactly. Too many similarlities to be comfortable. What we have done is we offered the residents all ternative houses. Theyve raised 2 million. Those funds are being expended. Its working. Mayor, grateful to you for the important work you do. I love and appreciate that, but still, i want to find my mom. How are you holding up . Not well. Ive been very emotional over the past week, obviously. Im not going to give up. I know you have two young kids. I do. You told me scarlet is four. Sloan is two years old. Does scarlet have any idea whats going on . Scarlet does. Scarlet knows that my mom is missing. She originally thought my mom was playing Hide And Seek in her apartment and asked if she could go and help find her because she knows all the places my mom would hide when they play together. My mom was really staying in surfside because she was helping me. Im a working mom. During the pandemic, schools were closed. They didnt have any as much after care. I mom was driving scarlet to every activity. Helping her with her school work. Everything. The latest with scarlet is that this morning we talked a little bit and she tsaid, Well Grandma must be in california because my dad was doing work in california. She knows when someone is away for a bit, they must be in california. She asked if the planes were working again. We told her they werent working during covid. Shes being asking to go to california. She wants to see her grandma. She told my Sisterinlaw Yesterday that my mom, her gra grandma, is her Best Friend the the world. I believe that. Tell us a bit about your mom. My mom is the most caring person. She remembers every detail. Shes so thoughtful. An example of that is what happened the night before. A week ago today, wednesday night, my mom had remembered that i told her that scarlet wanted this particular Disney Dress and when we looked, it was sold out. She went back and looked for the dress. It was available in a size four and she bought it. That was the last Text Exchange i had with my mom. I posted it on my instagram and facebook. We have the dress and the dress arrived saturday night. That was hard to get the package. Scarlet wore the dress all day sunday. Its a very special dress for us. Thats how my mom was. My mom always was thoughtful and making sure scarlet had everything she needs and wanted. She was that mom and grandma. Your Mom And Dad have been living here for several years. Your two brother, i spoke to your two brothers yesterday. They are obviously, its a terrific family. First of all, how is your dad and your two brothers doing . No one is doing well. Bill cosby is out of Prison Tonight after a truly stunning decision from the Pennsylvania Supreme Court over turning his conviction for Sexual Assault. Cnn is reporting on the story for us tonight. Give our viewers an update. Reporter from the time the Pennsylvania State supreme court released its opinion to the time, Bill Cosby was home with his family. It was only a matter of hours. Giving whiplash to the dozens of women come forward over the allegations against cosby. He served just under three years i to ten Year Sentence for the 2018 conviction which i know you remember was a pivotal moment in the me too movement after the High Court said cosbys Due Process rights were violated. Tonight Bill Cosby is released from prison after a supreme court overturns his conviction. He said his heart is beating fast and hes happy to be here acc. Reporter cosby was seen leaving in this white car returning to his home outside of philadelphia. We said from Day One we didnt think he was treated fairly and the system has to be fair fp fortunately, the supreme court agreed with us. Reporter the court deciding prosecutors violated the 83yearold former comedians Due Process rights. Writing he must be discharged in any future prosecution on this particular charges must be barred. According to court document, cosby was originally promgsed immunity in exchange for his testimony in a civil case. That promise came from former Prosecutor Bruce Castor who many years later went onto defend former President Donald Trump in his second impeachment trial. A decade later, a different prosecutor used the earlier testimony against cosby in his criminal trial. In 2018, cosby was sentenced to three to ten years in State Prison for drugging and sexually assaulting andrea constandt. That conviction came after a mistrial on the same charges. He was denied parole just last month. His conviction was the first high Profile Case in the me too era an his release dealing a blow to the multiple women who accused him of Sexual Assault. Victoria telling cnn when she heard the news, she was stunned. Its a gut punch. Theres no other way to describe it. For a legal glitch to come up after all of this is just, what does that say about a womans worth . A womans value. Do our lives mean nothing . Here we are back to square one. We cant even say, yeah, were going to prosecute him again because Pparently The Verdict has been oufr terned. Thats outrageous. Reporter a lawyer for three of the cosby accusers tweeting, hes not released because hes innocent. Hooe released because a prosecutor promised him years ago he would not be brought to justice. Gloria allred says. Even though the court over turned the conviction, it did not vindicate his conduct and should not be interpreted as statement or a finding that he didnt engage in the act of which hes been accused. Reporter cosbys former costar coming out in support of the decision tweeting, finally, a terrible wrong is being righted. A miscarriage of justice is corrected. You can imagine the criticism that cosbys on Screen Wife received after that tweet. So much so she had to send out another tweet saying she supports survivors an wants healing. We heard from andrea constandt, who was the woman at the criminal case. Her statement says todays Ma Yourty Decision regarding Bill Cosby is not only disappointing and concern it may discourage those who seek justice. We remain grateful to those women who came to tell their stories, to the da and the excellent prosecutors who achieve a conviction at trial despite the ultimate otcome that resulted from a procedural technicality and we urge all victims to have their voices heard. Wolf. All right. Thank you very much. Lets get some insight now from our senior legal Analyst Laura coats. Walk us through how this actually happened. Did a mistake by the prosecutors lead to Cosbys Release Today . A deal by the Prosecutor Lead to the release. The court did not say he should not have been convicted. The court said he should never have been tried. Why is that . Because back in 2004 when this case first came to light and into the understanding of the prosecutors in pennsylvania, they made a Cost Benefit Analysis and said we dont think we have enough here to be able to meet our burden of proof in the criminal courtroom. You might be able to meet your burden of proof in the civil world which has a lower Standard And Threshold for the evidence. They told andreas team, you should go forward with the civil litigation. In order to do that, you have to have a deposition and why would Bill Bcosby testified if he kne he might be prosecuted criminally. The prosecutor back then said, i will make a deal and i will agree that the Commonwealth Of Pennsylvania will not criminally prosecute you. You no longer have to risk having what you say in a court of law in the civil context to be used against you down the road. They tried to use the language at the criminal trial when the commonwealth reversed and said we will seek criminal charges. This ruling said no, a deal is a deal. You will be held to the agreement made by the predecessor. Not the trial prosecutor. The only relief was to relieve him and to over turn the conviction. Its pretty procedurally stunning but its in line with what the prosecutors want to have happen which is to have their agreements be ironclad. To be clear, cosby has not been exonerated. Hes a free man tonight. What do you say to those who argue this is not justice and Bill Cosby just tweeted. I have never changed my stance nor my story. Ive always maintained my innocence. Thank you to all my fans, supporters and friends who to do by me through this ordeal. Special thanks to the Pennsylvania Supreme Court for upholding the rule of law. Whats your reaction to that, joey . What happens is theres two narratives here. Motions are absolutely raw. You have victims who really demanded and wanted justice. They banded together and they were brave enough to come forward and say what matters, were not going to take it anymore. At the same time, you have cosby saying this is wrong. Its improper. It shouldnt be done. At the end of the day, purely on the law, what the court had to do was make a decision on the merits. Say, listen, the reason were here many first place is because cosby, who has a right to not say a word, against selfincrimination, Fifth Amendment right. He had the right to do that, but you told him, common swealth, h would not be prosecuted. Base upon that He Sat for four depositions. In doing so he talked about benadryl, quaaludes, other things. We wouldnt be in that position but for him having waived that right. To the extent that you really compelled him to testify and said, never mind. Were going to prosecute you any way, that thats unfair. Look, thats the process that we have. Thats the procedure that we have and you could like or love or hate or fall anywhere in between, but this court has opined at tend of the day he will be barred from further prosecution and to the extent he made statements he was not otherwise obligated to make. You know what, they got it wrong and as a result of that, he will not see any jail anymore. Hes released and free. What about the women who have spoken out against Bill Cosby. Do they have any other legal avenues they could pursue. If there are other cases that do fall within the limitation period that are not time barred, you could prosecute him on those cases. The conondrum for so many if we look at the women who accused Bill Cosby, they had been time barred because their cases and allegations were well outside of the statute of limitations. Theres a notion of helplessness for those victims. I used to be a Sexual Assault prosecutor. There are already hurdles in place about Sexual Assault victim. There are added layers. Youre talking about delayed reporting. Now you added a different hurdle here with the supreme court of pennsylvania saying that even after a jury trial, that this person could be released and was and has his sentence over turned. I do wonder about the Chilling Effect and i wonder if people coming forward will be reluctant thinking this is a Fools Errand to pursue justice. I hope that wont be the case for the overwhelming majority of people who want their voices lifted and will look to the Justice System for vindication. Its Interest Interesting that Cosby Stunning Release Today comes after he was denied parole just last month. Without question. What happens is that this court is not looking at that. This court is simply looking at the legal matter of whether or not there was fairness that pertained to his trial. Every one has a different notion of fairness and what fairness means and what justice means to every one is different. At the end of the day what this court said that is one prosecutor binds the state not to prosecute and as a result of that, a defendant waives their right and speak when under the law they dont have to and that speaking gets them into a legal quagmire, that you cannot do. To laws point whether you delay report or whether youre brave enough to report three years, five years, ten years later, certainly you want to continue to do that. Women need to be heard. In terms of this court, it didnt look to any of those political matters. It looked to the matter of did he get a fair shot. They said, no. All right. Thanks very much. Once again were back here in surfside, florida. Were reporting on the Search And Rescue effort thats under way right now. Its a very, very desperate effort. We have a special guest. Major general of the Israel Defense forces in charge of the israeli Home Front Command taking part many this operation. General, thank you very much for joining us. What exactly have you and your fellow israeli troops been called to do. First of all, i was here on a different mission. I was on a visit with the national guard for the last week. Sundayly, the florida government, the united States Government decided to accept our offer of help. We sent our troops that night here. We bring Experience And Expertise in rubble piles due to different circumstances but the outcome is about the same. We also bring the fighting spirit. I must find here the agencies and local authorities working very hard doing very hard work to find the missing people. Its almost a week now since the Building Collapsed. Whats the latest you can tell us on the search and Rescue Operation . I just came here. I got briefed by my team and the Meeting Officer on the site. I think they should give the right numbers. Im really not aware of enough of their method. They are working Day And Night to find the missing people on the site. Lets continue to hope. I spoke with colonel in charge of this operation. Hes got a lot of experience in dealing with this. Israeli forces have gone all over the world to help out in crisis like this. He was telling us its very complicated and especially going into one week. Is there hope . I think there is always hope. After more the days go by, the chances are lowered. I think theres always hope. We have to continue the efforts to find the missing people. What is your basic message to your u. S. Counterpart who is are involved in the search and Rescue Operation based on Israels Experience . First of all, professionally, much more experience in the professionalize that. Search and rescue in israel. I think it must go on and details and information they can find. They know some details about the people. I think there is progress in unders understanding the whereabouts of the people before the accident happened. Lieutenant colonel said they found some tunnels. Thats encouraging, isnt it . This is a professional way of speaking in terms of there are, the places beneath the different layers of the pile, of the rubble pile. There is always some places like that. If they dont exist, some of them are being blocked and so on. They open new ones. This is the work of the Rescuer Teams on the site. I know you, youre israeli friends have been here for several days now. You just got here. Have you yet had chance to speak with any of families who are so desperately searching and hoping and praying for their Loved Ones . Did have a few minutes to speak with families. I told them about efforts. No details because i dont have the details. We did speak with them. I must say, the local government and the local officials are working with them, with the families at all times. They are collaborating, Gathering Information from them. I think theres tight connection with the family at all time. We see the mayor walking over. They will have this News Conference. They first briefed the families in private. If they have new information on how many people are now Confirmed dead, they tell the families first. Then they tell us, the public. They go before the cameras. I assume in israel, they do the same thing . Yeah, i think first of all the first know must be the family. They are The One most concerned. They are most connected to that. They must be informed first. I think this is the right way to act. We act the same way in wartime and in disaster time. I think this is the right way to act. How long will the israeli specialists stay here and help . Sunday. Next day will be end of this mission. Based on your experience and what youve heard from your experts, including Lieutenant Colonel and the others, its a week now. How long can people survive, potentially, without Food Or Water . There are stories hold on one second. I want to go to News Conference. Since our last briefing, im pained to tell you we found two additional bodies in the rubble, which brings our total count to 18. 18 fatalities. It is also with great sorrow, real pain, that i have to share with you that two of these were children. Aged 4 and 10. Any loss of life, especially given the unexpected, unprecedented nature of this event is a tragedy, but the loss of our children is too great to bear. Our community, our nation and the world, were all mourning with these families who have lost Loved Ones and we grieve with them and we lift them up as a community and were so grateful for the support from all of you everywhere as we continue to big through the rubble. Were now standing united once again with this terrible new revelation that children are the victims as well. In the worst of times the we come together and we pray together. Thank you. Our detectives are continuing to verify each and every contact, each and every tip that is received about missing people and i wanted to share a few other operational updates. As of 5 00 p. M. Today, the national Hurricane Center released projections for a potential tropical cyclone five and as of right now, we dont anticipate impacts from the system right here. However, its too early to detail any potential impacts for early next week. The storm is continuing to develop. We are closely monitoring its trajectory and progress. The Florida Devision of new Emergency Management Director and Miami Dade Officer Deputy Commander charles will provide further updates on how Florida Department of Emergency Management and Miami Dade county are working together to take all the steps to prepare for and manage this latest development. We already moved swiftly and we added resources to our Operation And Preparation for a possible Storm Event and more resources and personnel are being deployed as we speak. Its truly a collaborative and comprehensive operation. Youve all seen it and over the past day, our footprint has expanded any further. They are now deployed on the scene and providing support to the families that have been impacted as well as businesses. Ive spoken with our chairman of the commission and we have been working closely on several issues together, including the South Florida Water Management District to make sure they create the capacity to handle the amount of water given that the ongoing storms and the possibly future tomorrows headed our way. We need to make sure that we can handle it effectively. I want to thank our national institute of standards and technology, the director from washington, d. C. Confirmed. 18 people Confirmed dead but its so heartbreaking to hear from her that the latest two victims, two children, aged 4 and 10. Two kids. The Death Toll rising to 18. She also confirms that 147 people are still unaccounted for. They are searching. Search and Rescue Operation continues. She made a very important point. The weather has not been good lately. Its been raining. Lightning and potentially, according to the national Hurricane Center, theres a tropical cyclone. The last thing they need is horrible weather coming to this area because its been almost a week and they are desperately searching for Family Members who god willing are still alive. You and i have spoken on many occasions. Tell us your role and whats your reaction when you hear the mayor say 18 Confirmed dead including the two kids. Only four and ten. Its Heart Wrenching. The thought of those babies being taken like that and their families and ive got a friend there, one of our Police Chiefs locally lost his mother. It breaks your heart. We owe it to those families. Our team has been here since Day One with our partners. I think it speaks to the great resources we have here in south florida. Are you holding out hope . Its been almost a week. I think things are always in gods hands. Never say never. I think with every passing hour, every passing day, you know, you lose a little hope but until were done, until the search is done, im not going to we know people have lasted a lot longer than a week in other places. Lets keep praying for these families that we do get a miracle. Here in surfside, they needed all the help they can get. Youre the Police Chief in miami. You have a big force.
