Reporter i talked to State Fire Marshal about this. He put it like this, he says the entire pile of rubble is divided into a grid so the piece of the building that you see behind me because this is a partial collapse, thats considered the alpha section. That was evacuated on thursday. 35 people were removed from that building. Then theres other sections of this grid and it includes bravo, charlie, delta. What these rescuers are doing, they are tunnelling. Some of them are under that Rubble Suring Up Areas and r risking their lives to go under there looking for voids and signs of life. There are other rescuers on top of that mound and they are delayering. They are peeling pieces, debris, con concrete, some of it is pulverized. Some of it is very large pieces of concrete that is very dangerous. You are talking about the weather moments ago. Thats one of the biggest Issues Baisz because rain makes the services very, very slippery. If you look at the actual Alpha Portion of the building, the building thats still standing, you will see theres mangled rebar and large pieces of debris. Thats one of the biggest concerns right now according to mayor of surfsize. He says its an area they have had to block off because of the dangers. Take a listen. There were issues with debris falling off the building. The westside of the pile had to be cordoned off because it was becoming dangerous to work there. I understand the work still continues from the sides and underneath but that area was cordoned off until they can get their arms around the debris thats falling down. Reporter because this collapse happened at 1 30 in the morning, they believe that most of the people were in their bedroom. They learned the bedroom had carpet. The bathrooms have tiling in this building. Up with of the things that the searchers are looking for is carpet. They are trying find and following the flooring to make sure they get to the areas hopefully with signs of life. I want to leave you with this because the Fire Marshal shared with us that they have been finding momentoes, including a Birthday Card that was very touching for the searchers and for the Fire Marshal as well. It had butterflies on it. It had plblood on it. The Fire Marshal tells us they are taking these personal items with a lot of care because for some of these Family Members, its the only thing that they have to remember their Loved Ones. Alison. Its just heartbreaking all of these fragments of life that they are finding. Thank you very much for being there for us. Now earlier today, florida governor met with the families of those who have died and who have still missing. This has turned upside down the worlds of a lot of really great people. Not only in this state but beyond. To hear the stories of the folks who are in the towers, who either passed away or missing, the amount of sympathy thats been pouring in is emblemmatic of some of the lives many of the people have been leading. They have touched people all across the world. Nick, its day six. What are the families saying today. Reporter they are not expecting to hear anything new at this point. Its something ive asked the mayor about if hes giving or local officials giving the community a false sense of hope by continuing to make this a Rescue Mission and not transitioning to a recovery mission. He believes, he says, that some of those still unaccounted for may have survived this. He keeps uses this comparison of bangladesh. Take a listen and hear what he had to say. One of the other questions by the Family Members is how long can people survive under the rubble which was an excellent question and there didnt seem to be a good answer to that. We are now at day six where some Family Members are not waiting for officials to give them word as to whether or not their loved up withes are dead or alive. They have come to grips with never seeing their Family Members again. They are starting to lose. What is evident is the evolution of loss of hope. When we got here on thursday there was a strong Police Chief and teal feeling after the Teenager Boy was pulled that some sort of miracle would happen for. That miracle on day six has yet to happen. Less than three months ago the head of the Condo Association Board sent a Letter Warning that the structural damage in the building had gotten significantly worse since it was spelled out in that 2018 inspection report. The observable damage such as in the garage has gotten significantly worse. The Concrete Deterioration is accelerating. The letter says the damage could be found to be even worse once the work began. Quote, also, when performing any concrete restoration work its impossible know tex he Extent T the underlying rebar until the concrete is opened up. Oftentimes the damage is more extensive than can be determined by inspection of the surface. It conclude a lot of the work could have been done in years gone by. 36 Hours Pfr thursdays collapse another red flag. These photos were taken by a contractor who was there to service the pool. That carrontractor said he saw cracked concrete and standing water. Its still unclear if what we are seeing here contributed to the collapse. Its great to have both of you here. Stephanie, i want to pull those pictures up again. Those photos are really interesting. These were taken by a Pool Contractor whom you know. Are these red flags . Were talking about a Pool Contractor. Hes another structural engineer whom i know in the industry. The deterioration does look significant at that location. Thats at the Pool Maintenance Room thats not in the area where it collapsed. It is clear that water has been infiltrating the concrete deck to extensive corrosion at the underside of the slab or the element. Thats something we cannot investigate as engineers would you tell us removing these finishes. Stephanie, if you had been there and seen what was seen, would you have sounded the alarm . In that specific location, no. Its one isolated location where we have a photograph. One location further away from the collapse area. Thats not something that would be completely alarming to me. If that distress was observed throughout the entire structure. Thats the point where its extensive and it becomes concerning. Theres no View Say of the Pool Deck Area or Parking Garage areas showing just the extent of the deterioration. Jared, i want to bring you in because you through your job or no stranger to calamity. Obviously, youve seen devastation from hurricanes, from plane crashes but i understand that you liken this disaster to the parkland school shooting. How are they similar . First of all, thank you for having me. Obviously the news here is just completely devastating for this community. The similarlities are what the communities and families are going through. I was on the ground both here and in parkland and within hours of both events and the families waiting to find out information, not getting ting any updates. Families were in a Hotel Room for about ten hours. Started telling the family about where their children were. The families here now, most of them are going on six days at the family reunification center. I remember the scenes of what that was like in parkland and it brings back haunting images and so those are the similarities. When you have a disaster of this size affecting this many people and they are waiting for answers. The toll it takes on those individuals, the Mental Health that it takes onto volunteers, the firefighters, the Police Officers, the urban Search And Rescue folks here. The Florida Division of Emergency Management doing a great job. It brings back a lot of those experiences. To your point, 150 people are still missing. The number is staggering. They have Family Members who are desperate for any information at this point. As somebody who has dealt in so many different emergencies, how long do you think this will take . When do you think the families will have answers . I dont have a good answer for that either do the folks working here. They are working around the clock. This is the largest Eft Ofort o its kind. You have the urban Search And Rescue teams in state of florida. Ive never seen this amount of equipment at a site working. You have the federal government under director guthrie. You have the Miami Dade police department, Fire Department folks from all surrounding municipalities. The cfo and all of his folks. Everybody is working together doing what they can under the leadership of the governor. The president gave a declaration which is the first of its kind for an event like this. Every one is trying to get those families, those answers. Let me be clear, nothing thats going on now, you know, for families that have lost Loved Ones will heal those wounds. Those wounds will be there. This community is still not healed. Those families are still not healed. Theres a lot thats to come after this. They will be vigils, funerals. They will be grieving that goes on for a long time here in surfside. Absolutely. Stephanie, about the structure of this building. Im sure you now have read or know about the excerpts from this 2018 report that tried to sound the alarm that this building was deteriorating. As you know, after that there was this Condo Association Board meeting during which the Surfside Building Manager said something to the effect it was captured in the meetings. It appears the building was in very good shape. I know its probably too early to point fingers but who do you think should have acted on this . Who is responsible when a building starts deteriorating for making sure that Ka Acataste doesnt happen . Its up to the engineering to determine the extent of deterioration. More recommends the entrance that are showing distress. It is difficult at times working in the association of this. Its a big Price Tag for them. It tends to move slower. We need to make sure the Reconciliation Package has 50 votes in the senate to move and then we are going to be delighted to vote for the two together. To be clear, you are willing to sacrifice the bipartisan Infrastructure Plan that President Biden talks quite enthusiastically about and put a lot of work in if you dont get it in tandem with the other . Yes. There arent the votes to just pass the bipartisan plan without the reconciliation plan. We have been clear about that. The speaker has now been clear about that. The Senate Majority Leader has been clear about that. We need to do them both. They both go together. I understand theres some people that want to do a bipartisan plan. We had a meeting with the White House. It was a very productive meeting. Im excited about what they have been able to negotiate into the bipartisan plan. We dont know all the contours. We still need to see those. At the same time, we need to pass the Reconciliation Package with 450 democratic votes. They have to go together. You had that meeting with the White House today. What is the upshot of it . What did they promise you . Well, it was just a very productive conversation for us to hear some more detail about how they are envisioning the two packages, about what is in the bipartisan package. That was very helpful to us because there are a number of priorities that are part of the jobs and families plan that are in the bipartisan package and that means we dont need to fund them through reconciliation. I think that was important for us to really understand and also to hear that the president is absolutely committed to doing both and, look, the president doesnt get to sign a bill unless we send him a bill. The speaker has been extremely clear on the same message that the Progressive Caucus had for six weeks now that there isnt going to be a bipartisan package unless there is a Reconciliation Package. Press reports suggest youre interested in additional 6 to 10 Trillion for these other social spending programs. Republicans say thats too much and some democrats say thats too much. Joe manchin said hes eyeing 2 Trillion for those things. Would you be willing to come down . The important thing to think about is what are the priorities we want to deliver on.
