THere is anger Here among tHe families that have come to grips with knowing tHey know in tHeir Heart tHey say wHetHer tHey get official word from tHe local Emergency Response teams that tHeir Loved Ones have bperisHed. THey feel tHere needs to be accountability. THe condos, what tHeyre expected to disclose to residents. And this news now that were Hearing of an April 9th letter sent to residents by tHe Condo President saying tHere is millions, multimillions of dollars of Structure Change that needed to happen tHere in this building is just pouring salt in tHe wounds to Family Members. THey believe that tHere was legal, egregious legal errors through tHe process. THey want accountability. THey want tHeir Family Members found, yes, of course, but as tHe says dwindle on, we have seen that evolution of emotions happen. We have seen tHe hope that is gone from tHe community residents, and families and friends of those unaccounted fade in tHese days. Over tHe weekend we saw so many clinging to hope that tHey, too, would find a loved one, a miracle Here be buried somewHere in tHe pile alive, if only clinging to tHe last grips of life. That has not happened as we enter day six. More Family Members are turning toward tHe mourning believing tHey will never Hear that good news. THey want privacy at this point. THeyve even pusHed away Grief Coun counselors. Were being told tHe briefing earlier today was contentious. THeyre angry. THeyre frustrated with this process. THe first responders telling tHem that tHeyre moving as safely and as quickly as tHey can. We Heard tHe numbers given tHere by tHe mayor, you know, of who is responding Here on this pile, and that tHey are going through this Rescue Mission Operating as if those Unaccounted For, tHe 150 unaccounted are still alive. But sooner or later, tHeyre going to pivot to a recovery effort. Its just a matter of protocol Here right now and just because of tHe totality and tHe scale that tHeyre dealing with, tHe amount of families involved, tHey Cant Pivot to that. As i mentioned, tHere are families already coming to grips overnight and this morning that tHey will never see tHeir Loved Ones again. John . To that point, nick, i want to come back to some of tHe questions about tHe structural issues later. To tHe personal point now and tHe difficult moment you mentioned tHe families are at. THe officials will keep it a Search And Rescue operation as long as tHey have any hope. Im with tHe leadership of tHe mayor. Were going a unified Search And Rescue assistance efforts consisting of multiple departments. THe police department, water and sewer, isd, county attorneys office, and much otHers. In addition to our federal, state, local, international and not for profit organizations. This is an integration of tHe resources throughout tHe event. We continue to prosper and utilize tHe agencies, Up To 60 at this time and over 800 responders who are supporting this effort. Integrating into our unified response and ensuring a successful Search And Rescue effort. Thank you. You . THe d good morning, everyone. As far as State Resources to update, first, because of tHe weatHer we have tHe new Tent System which im sure You Guys will appreciate. In addition to that, we have over 440 State Employees involved in on Site Response efforts. Those 440 do include tHe State Energy Response team led mutual aid, Search And Rescue teams. We continue to provide assistance, restroom trailer, shower trailers, jackhammers, buckets, air compressors, and many, many more. THe division of management will continue to support all Resource Requests as this is as of this morning, we had 29 individuals who have registered with femas individual assistance program. Currently tHere are 22 organizations assisting. I want to let you know that fema had advised me per tHe administrator tHe Virginia Task force one and two and our bioTask Force one are on standby, awaiting any type of Resource Request that we may need. Again, i think its appropriate to reiterate we have all tHe resources we need. We do not need anyone to selfdeploy and Help us. We have plenty of resources and reserves ready to respond. THe Florida Department of transportation as you see tHe Dump Trucks this morning, have started to assist with moving debris to an alternate site, and tHey will continue to do so. THe Florida Department management services continues to search with a Quarry Warehouse for research donations. THe Florida Department of children and families is coordinating with Miami Dade County to distribute Gift Cards for displaced individuals. As a reminder, tHe Highway And Safety of Motor Vehicles has two mobile units for no fee, Cost Fee free, Drivers License and identification cards, Vehicle Registrations and titles to tHe independent or to tHe impacted individuals. I need to remind you, those hours on those mobile moments are from 11 00 a. M. To 5 00 p. M. At tHe Family Assistance Center. Florida department of Highway Safety and Motor Vehicles is also coordinating with tHe Red Cross to identify any impacted individuals needing additional assistance. We know this is a difficult time for families and first responders involved in tHe Rescue And Recovery efforts. Please know that florida is Here to Help you. And i thank tHe governor, Lieutenant Governor for tHeir leadership and allowing us to respond and do what we need to do without any Hesitation. THe States Priority right now is to ensure tHe countys needs are being met. THe personnel will continue to remain on tHe ground to assist with all Response Efforts until were no longer needed. THeyre not having usual business. THeres a need that needs to be met. Were trying to assess tHe need and need tHe medias assistance. Send tHe businesses in tHe area to floridadisaster. Biz. We have been in Communication And Hope to draw down additional funds. THe surveys tHe businesses can assess and do on tHe online will Help us to bring down tHe funds as we continue to Help those who are suffering not only families but tHe local businesses serving our first responders. I would just like to add a few things, talk about my i walked tHe site this morning and tell you what i saw. We had overnight, tHere were issues with some things falling off tHe building. THe West Side of tHe pile had to be cordoned off a little bit because it was becoming excessively dangerous to work tHere. What has happened is i understand tHe work continues from tHe sides and underneath, but that area was cordoned off until tHey can sort of get tHeir arms around tHe debris thats falling down. THe second thing is tHeyve made good progress on tHe east end. THey have tHe pile down to tHe point wHere you can see to tHe parking lot. THeres great progress. With respect to tHe site, tHere is an overwHelming amount of tHere are an overwHelming amount of Rescue Workers on tHe site, working with cranes and taking off debris, and tHe work continues. I attended tHe Family Meeting this morning. It was informative. THe israelis had announced that tHey were going to be bringing in additional workers, which made tHe Families Rescue workers which made tHe families obviously i could tell tHere was more relief in tHe room. THere was frustration. THere was a little anger. THere was some more questions about why tHe work has to stop wHen tHeres rain, thunderstorms and lightning. THe police chief, or Fire Chief addressed that issue. And said that He would furtHer talk to tHe higHer ups about wHetHer or not that worked, because it was an interesting comment, because tHe speaker said tHeyre already risking tHeir lives anyway. THeyre working under a building that could fall down. Why do we have to stop for lightning . It was an interesting question. THe chief said He would get back to tHem. One of tHe otHer questions by tHe Family Members was how long can people survive under tHe rubble . That was an excellent question. THere didnt seem to be a good answer to that. I had several days ago sent tHe mayor a copy of an article that i was sent which dealt exactly with that point. And i thought it was very important to let tHe Family Members know, so i stood up, and i talked about what i knew what i knew from tHe article. And it talked about tHere were several different instances. THe most notable was tHe one from may, 2013 wHere a woman was pulled from tHe ruins of a factory in bangladesh 17 days after it collapsed. So i think as tHe governor said earlier, nobody and tHe Lieutenant Governor, nobody is giving up hope Here. Nobody is stopping. THe work goes on. Full force. Were dedicated to get everyone out of that pile of rubble, and reunite tHem with tHeir families. We have all tHe resources, what ive been saying since tHe beginning. We dont have a resource problem. We have a luck problem. As you know, we just got dumped on by some rain, but thankfully it looks like thats clearing. But tHe work will Go On. Well continue to work at 100 . Thank you. As you all know, tHe mayor, tHe governor, Lieutenant Governor, and otHers already said, i want to say thank you to all of you for doing your reports in a very humane and proper way, and doing it in a way that it was full of information for people which is important. I want to thank you from all of us, from my colleagues and i. That is very important. THe world is looking, and your news and what youre putting out is whats going on. And im very proud that ive been to a lot of unfortunate disasters, and sometimes you really can watch tHe news because how its presented. Im very proud of all of you in tHe Work Youve done, as i am proud of tHe first responders, as all have stated. And one of tHem that we havent mentioned too much, a group, is a police. I really want to thank tHem for tHe work that in dade county, and all tHe Police Agencies that stepped it up from tHe cities, that tHeyre doing at every level. We continue to listen to a response of Emergency Response officials in surfside, florida. Were dipping out while some of tHem deliver an update in spanish. No huge Headlines. Thats tHe Headline. No new recovers or fatalities since last night. More than 150 missing in tHe collapse of tHe tower. Lets get to Nick Valencia on tHe scene for us and listening to tHe briefing. Nick, tHe officials describing just tHe monumental logistic, physical challenge of that, and tHen tHe mayor making an interesting point that as tHeyre trying to have this operation interfered with by tHe weatHer, interfered with by Falling Debris that makes this already dangerous site even more dangerous, tHe families asking how long . Can we get more people . Whats tHe known record for somebody surviving in such a situation like this . And tHeyre telling a toeing a delicate line of trying to be compassionate and understanding different family Members Process things differently wHen it comes to grief and mourning. Lets Head back to tHe Press Conference. Good afternoon. We continue to search Grid Layer by layer, removing debris as we continue to move forward in our Search And Rescue efforts. As we mentioned before, this is a tedious effort. Devastating of what occurred in regards to what were seeing. Were moving Debris Piece by piece and searching through. We moved over approximately 3 Million pounds of concrete at this time. Thats over 850 cubic feet. We have all tHe State Of Florida Task Forces Here deployed. We have a federal Task Force on standby and tHe federal Incident Support Team arriving today. Again, extremely difficult. WHen we first arrived and what we saw, tHe horrific, catastrophic type of collapse. Miami dade Fire And Rescue was able to remove 37 individuals during that time. 37 individuals. We continue searching. With our assets and all our support assets, all tHe Task Forces Here in florida as well as tHe federal on standby, and well continue to move through. I want to emphasize wHen we started this search, it was extremely difficult, what we saw and encountered. We deployed our search teams based on what we evaluated and what we saw in regards to higHest probability. And as weve been mentioning time and time again with tHe searcHes, those are tHe key things we look for. Constantly running with our k9s, our live dogs searching for hope of life. Using different audible equipment as well as video equipment, searching for life. Thats what weve been doing from tHe getgo. THen we keep assessing. As we mentioned in regard to tHe grids, how we have it deployed with tHe large equipment thats Here and tHe different Task Forces, 24 hours a day we have over 200 Task Force members made up of Miami Dade Fire And Rescue, florida Task Force one and all tHe remaining Task Force. Nonstop around tHe clock. Searching. Its a very difficult process. As were moving debris, were just finding more debris thats just concrete pulverized. Its extremely difficult. As we mentioned in regards to looking through void spaces, looking for key signs. I want to be clear. We havent seen any. Weve come across small and we keep moving. We keep moving. We keep trying. From tHe getgo from what we saw, devastating. Okay . But we continue moving forward and continue pushing. And well see if we wHere were at at tHe end. Thank you, chief. Now for comments in spanish. And He was just expressing, He says we keep moving. We keep trying. We keep looking. Trying to understand tHe scope of this operation and, again, him speaking in plain spoken workman like words knowing that tHere are hundreds of families and thousands and thousands of people waiting for some sign of hope, tHey hope. Im messaging with some of tHe family and friends as tHe Press Conference happens. To tHem tHeyre Hearing-details'>Hearing Details and not satisfied with tHe responses. Because all tHey care about at this point is Hearing news. What happened to tHeir Loved Ones . Why did this happen . How could this have happened in america . One of tHe comments made to me just now by abigail, whose two friends and sixyearold daughter are among tHe Unaccounted For. SHe messaged me. I asked Her if sHe was watching tHe Press Conference. SHe told me in spanish sHe is. SHe said this is still very painful. All of this. We have reacHed out to otHers to see if tHeyre watching. Presumably tHey are, but this is a process that has been not fast enough for those who are watching this. We did see yesterday, though, a fatHer who said that his son was possibly i. D. d from tHe debris. Come across He-street'>THe Street to our live Shot Location across He-street'>THe Street at tHe Reunification Center wHere tHe families have been waiting for news of tHeir Loved Ones. We saw tHe man across He-street'>THe Street and spontaneously hug a police officer. We have talked about tHe frustration. Its only fair we also talk about tHe gratitude. THeres a range of emotions among those going through this all. You know, that hope fading. Yesterday some Family Members telling us that tHey had all but resigned knowing tHeir Family Member perisHed. Today tHeyre hoping for a miracle. Some are wondering if tHeyre being give an false sense of hope. THe Press Conference back underway now. Hello. We have a small update on tHe traffic plan. A minute change. THe new plan has been communicated with City Officials and is also posted on social media. New Closures Today is Collins Avenue from 81 street to 91 street and from harding from 81 street to 96 street. We do have cHeckpoints at abbott and 96 street and harding and 96 street. We emphasize, again, that residents specifically within tHe 33 1 54 zip code, and also employees, business owners, employees of hotels, customers will be allowed access. Please bear with us. We understand tHere are challenges, and be patient, and well get this resolved as soon as we can. Eventually were still reevaluating on a daily basis and our ultimate goal at some point is to open harding avenue. [ speaking spanish ] In Washington back with you as tHe officer explains in spanish one of tHe giant challenges in this community, if you dont live in tHe Miami Dade community, traffic routes, this collapse, tHe building collapse, tHe tragedy around it, all tHe equipment being brought in, hopefully to continue tHe search from tHe victims, tHe uncan wanted for in tHe building is disrupting tHe community. I want to come back to nick. You were relaying tHe frustration, and again, tHe authorities going through in a ma thod cal, sometimes it sounds impersonal to tHe Family Members. THe chief of Miami Dade talking about how tHeyre not finding voids. THeyre looking for a void, some sort of structure in tHe collapse of a concrete. Some space created with survivors could Go On. I assume Hes doing his job explaining what tHeyre finding. If youre a Family Member, a relative, a close friend, and youre waiting for word, that can sound frankly, cold and impersonal. Thats not tHe intent. Listen, tHe emotion thats happening Here is not immune. THese first responders are not immune from that emotion tHemselves. Just imagine Digging Day after day, coming up empty handed and having to give two briefings per day to tHese Family Members wHere we asked tHem what are you going to tell tHe Family Members . THey say you know, status quo. Lets go back to tHe Press Conference. In addition, while our main priority is really focusing on tHe entire community, one of our main focuses at this moment is to provide assistance to those survivors directly impacted from tHe champlain south tower. We are asking for individuals from that tower, if tHey have not done so already, to meet with tHe Red Cross at tHe Family Assistance Center that tHe mayor mentioned earlier as well as if tHere are any survivors that are staying with Loved Ones or friends or family outside of tHe area, we ask tHey contact tHe local Red Cross. We want to make sure we can assess and ensure that tHey have what tHey need for this immediate phase of tHeir recovery. As i mentioned earlier in tHe week, i wanted to reiterate, we know how this affects tHe emotions of folks both Here locally and afar. And so as a result, we are working with our local community partners to offer some free emotional and psychological resiliency training. We hope over tHe next three or four days to have tHe locations of wHere we will be providing tHe courses to tHe community. T its a great opportunity for folks to assess tHemselves and also learn how to reck size tHe signs of trauma or tHe impacts in tHeir own family as well as how to speak to tHeir children about things like this. I would just encourage You Guys to be on tHe lookout for that information as we get tHe dates and locations arranged for that. Thank you, now questions and answers this. How is that dealt with . What are you Hearing on that . We do a primary search and secondary search. We see tHe devastation to tHe building still standing. WHen we first arrived our units did immediate searcHes and removals in regards from balconies to wHerever we found individuals. We searcHed each unit we gained access, if not tHe primary, which is tHe first time, its our secondary search. We search through that as well. Obviously were looking for live victims, individuals. But obviously if we come across a pet, we remove tHem as well. We havent. We didnt come across any animals as we went through any types of pets. THere are no primary and secondary. We know that part has been searcHed. OtHer than that, thats all i can confirm. But tHeres many more to get to. You Cant Access now. THe fact that we went through on our primary and secondary, we would have come across tHem. Thank you. And anotHer aspect, you know, wHen we went through tHere, tHe building itself, again, in our line of work, as Fire Rescue professionals, Miami Dade Firefighters, tHe first unit on tHe scene, as a Fire Chief i couldnt be prouder. WHen i look at what we did, and i got Here probably 45 minutes into tHe incident. WHen i see what we put ourselves in, wow. Wow. You know, tHe Rescue Efforts that we did, what we went through going on tHe initial first hours of this environment, at 1 30 in tHe morning wHen it came on, 1 24 wHen tHe call came in and nonstop throughout. And weve been nonstop since. Nonstop since. Miami dade Fire And Rescue, Miami Dade County, all tHe local recourses been Miami Dade County, our State Resources and federal resources. We see tHe magnitude of this damage. We see. And that building collapsed. Almost in tHe footprint. WHere that building stood. Were talking about 12 stories. All within that same footprint. So im trying to emphasize tHe magnitude of what were encountering. What were seeing. And we still keep pushing forward. So yes, we definitely searcHed and went through. THeres definitely structural issues. We cant go back in tHe building. Okay . We have with our teams, tHere are structural engineers. We have engineers on site. Now tHe federal Support Team is arriving and will assist with tHe engineering component. And right now its we will not go back in that building. We have a section cordoned off away from tHe building that we wont search. So tHeres definitely concerns on all aspects, and we keep going. Thank you, chief. Reporter governor, can you tell us about your tHe question is about meeting with tHe chief of police for North Bay Village who i believe 93yearold motHer was in tHe towers. It was on tHe one hand Heart breaking, because this is somebody He had just dropped off back to Her home just i think two days before tHe collapse. But it was also inspiring, because i could see tHe difference that sHe made in his life, in his wifes life, and in Her grand kids life. And i think that that tHe life that sHe led and for all tHese years and obviously No One has given up hope, but you see that those types of stories replicated throughout with tHese families. And none of tHese tragedies are ever easy. Its very difficult to see somebody who is just asleep in tHeir bed and tHen you get news that tHeir building just collapsed, and tHen youre waiting to see what is tHe resolution . Can tHey be saved . Can tHey be identified . And many of tHe families are waiting. THese guys are working tHeir tails off, and as tHe Fire Chief said, it is a very difficult scene, and tHey are leaving no stone unturned, and tHeyll continue to do that. But its been a very, very difficult time. I think tHe grief has been in some respects, unique, just given tHe scale of tHe tragedy, but man, i was inspired just talking with tHem. And you could tell what Hes been able to do, what his kids have been able to do, a very successful family. And it all traced back to that matriarch. And god bless Her and god bless that family. Reporter tHe mayor mentioned tHere was Debris Falling from tHe building this morning. Was that new . Does that indicate tHere might be a shift in tHe remainder of tHe building that youre worried about . Were constantly monitoring tHe building. We havent seen any shift at all. We have special technology thats measuring to make sure tHeres not any shifts. Thats a constant. In regard to tHe Debris Falling, i wasnt briefed what transpired tHere. As i mentioned, tHeres tHe 45foot Area that were not its next to tHe building. We are not working in because of tHe overhangs. THe hardszards that we have. Reporter tHe situations are voluntary . THeres a 45foot Area on tHe side of tHe building wHere tHey cannot work because of debris. He also said we cannot go back in that building. Again, laying out tHe Safety Risks, enormous Safety Risks for first responders on tHe scene at a time wHen i know youve been reporting, tHe families wish more could be done and get frustrated. And it was tHe families taken to tHe site to see tHe scale of tHe response tHemselves. And according to Miami Dade Fire And Rescue, tHey witnessed a man, part of tHe first response team, fall 25 feet tHe day before yesterday while working to find any sign of life in that de debris. Lets go back to tHe Press Conference. Evacuate those areas. Last two questions. Reporter can You Guys talk about wHetHer or not tHeres an accurate number of how many foreign nationals were in tHe building and how many were among tHe Unaccounted For or tHe victims . Also how many foreign nationals with visas and are we going to Help tHe victims . Ill answer first. We have a Fluid List of those who are still Unaccounted For. And tHey definitely include foreign nationals. It is a Fluid List. We cant say its a final list. And weve been in touch with tHe consulates for tHe various countries represented. And we are working with tHe State Department as well. Im listening to tHe county officials, tHe mayor, tHe governor of tHe first responders on tHe scene. On tHe right of tHe scene, you see tHe horrific collapse of tHe Condominium Tower in surfside, florida. Lets bring into tHe conversation one of tHe most concerned, tHe spiritual leader at a Sin Notynagogue in surfsid. I know youre dealing with grief. You have in your congregation, Family Members of three of tHe missing residents of tHe tower. As you listen to tHe briefings wHere officials are describing tHe enormous risks, tHe challenge and also in a sad way, no giant Headlines out of this event, because since last nights briefing, no furtHer discoveries of survivors or victims. Take us inside without violating privacy, tHe meetings with tHe C Congregation members. Its been difficult. Were trying to offer emotional support. Were treading between giving tHem tHeir Space And Privacy and trying to be as proactive and as supportive as possible. Its been a very difficult few days. A lot of uncertainty. THe situation is fluid, and were living with tHe fear that one of tHe Unaccounted For will be turned up not among tHe living. And that fear is constant, and its overwHelming. You Hear our fantastic reporter on tHe scene, Nick Valencia, speaking with tHe families frustrated. And tHen you Hear tHe first responders and tHe politicians talking about tHe risks and tHe challenges that tHeyre doing all tHey can. What is tHe feedback youre getting from tHe community . Do tHey feel at least in this Anger And Frustration that tHeyre getting constant updates and being kept Up To speed on how and wHen things can progress . I think people are happy with tHe information tHey are receiving. Its prompt and informative. I havent Heard anyone complaining. I think everyone is trying to shoulder tHe weight of this pain and this grief right now. And at moments of tragedy and grief, you see moments of Her rowism and people come togt aid of strangers. Some are friends and neighbors but some are strangers. We have pictures of tHe work youre doing to bring in supplies for tHe Family Members who have been displaced from tHeir homes. For otHers who are rushing to tHe scene to find out about relatives. Just walk us through tHe enormity of that challenge. As soon as we Heard about tHe tragedy, we reacHed out to tHe community and tHe support was overwHelming. People came from all walks of life. Of all backgrounds and ethnicities and came togetHer all tHe way from all over. A synagogue turned into a distribution center. People came with supplies and volunteers came rushing in.
