Dead. But 151 people are still missing. What we do not know, what exactly caused this building all of a sudden to come crashing down. But reports of structural damage leading up to this tragedy are raising some very, very serious concerns. Lets begin with Rosa Flores who is here with me in surfside. Update our viewers on the latest. A Press Conference just wrapped up, wolf. I can tell you one of the things that really stood out to me are the conversations that are first responders are having with the families. Bauds, again, theyre the focus, The Ones that want to know exactly whats going on right now, because its their Family Members under the rubble. And these families, able to go to the site of the collapse. And according to the officials, they were able to see how the Search And Rescue teams are using not only their hands to remove some of the rubble, but also big machinery, and then theyre also able to see the dangers according to one official, they witnessed one of the rescuers tumble 25 feet down the rubble. And so its things like that that they say are hopefully going to help some of the families know exactly whats going on and whats being done to help love ones about the search. The Fire Chief is saying that the search continues. This is still a Search And Rescue effort. It is not a recovery. They said that multiple times to be clear. And they talked about some of the challenges theyre facing right now. They say through the delayering process, theyre seeing a lot of P Concrete and large pieces of debris that they have to remove. Thats why theyre using the large pieces of equipment to do this. They also mentioned that is how they found this tenth body that has been added to the Death Toll. Its through the delayering process. They explained, its the peeling of the layers of concrete, of debris, that is how they found this other individual. Now, i had a conversation with the Miami Dade Police Director after that Press Conference because weve heard theyre also recovering Human Remains. Its very difficult to talk about. And they say that only the bodies that have been recovered so far have been identified. The Human Remains right now are in the hands of the medical examiner, of course. Theyre trying to identify those remains. Thats why theyre asking for Dna Samples to be made available to identify the Human Remains. And a difficult subject to talk about as well. Just remind our viewers how dangerous this Search And Rescue operation is for the men and women who are directly involved. It is so dangerous, wolf. The chief talked about how theyre working in 12hour shifts. Theyre only stopping for about 45 minutes to check Oxygen Levels to make sure the men and women are okay to physically continue searching for life, for signs of life. Weve been talking about how painstaking this type of work is. Imagine sometimes theyre carrying 80 pounds of gear on them. They are trying to get through trenches. They have to shore up the trenches. Stabilize them. They have engineers alongside them to make sure theyre doing all of it safely. At the same time weve learned Homicide Detectives are working alongside them so they can collect evidence, because thats going to be so important for the families, wolf, who i know will want to know exactly what went terribly wrong. And the reason why this happened. And so thats going to help excomplain that. Its happening in can dtandem with Rescue Efforts and hopefully gives families solace. Mission number two, figure out what exactly happened. Thank you very much. Soon more families of the missing will be allowed to visit this horrible site. And if hope is the last thing thats lost, that is starting to fade among the Family Members ive spoken to. Pablo is missing his mother and grandmother. Theyre among the 151 still unaccounted. Hes losing hope. Hes coming to the realization in preparing himself and his family including his young son who is asking where his great grandmother is, that they may never see them again. As the days tick on, its harder to hold onto any little hope that we have that well be able to see them again alive. Its been especially difficult this Weekend, because they were always coming over on the Weekend. We would always be together. My son is asking when we can call them, when are they coming over . When are we going to see them again . We cant tell him yet that hes not going to be able to see them again. Reporter this has been the ultimate test of fate for the friends and family of the unaccounted. During the briefing that included the governor and local Miami Dade mayor, there was a Phone Call that i got from a friend who is missing two of her friends as well as the sixyearold daughter. She was in the middle of a panic attack. They dont know who to turn to. Journalists have become Grief Counselors and tried to talk to local officials. Its not satisfactory for those people who are looking for answers. Some have turned their anger toward confrontation toward the local officials. Theyre looking for someone to blame. Getting back to pab low, he says hes turned his focus to accountability, hoping someone will be held accountable for this disastrous failure. Wolf . All right. Nick, thank you very much. Well get back to you. I know youre speaking with the Family Members all the time. Erika, weve covered these kind of stories over the years. I have to tell you, actually seeing whats going on here and speaking and hearing from these Family Members, as you well know, these kinds of stories are so, so painful, so Heart Breaking. They really are. Theyre heart wrenching. I was texting with a Friend Helping to youunite Family Memb with counselors to help ease the pain. Were learning more about the red flags spotted before the Building Collapsed. We have more on what we know at this hour with tom. Theres a tremendous amount of focus on the 2018 report in which there were people who went in and took a look at this. A review of it. They said they had major structural damage they found. Abundant cracking and spawling, look at this report. In 2018, look at what they said. They went beyond just saying that to say the failed Water Proofing is causing major structural damage to the concrete structural slab below these areas. Failure to replace the Water Proofing in the near future will cause the extent of the Concrete Deterioration to expand exponentially. They were talking about Water Proofing around the edges of certain seams that was failing. Now the concrete was being destroyed. The cost of the repairs in 2018, 9. 1 million. That was the estimate. Eve within that on the table, a City Official met with people who live there and what he had to say to them was different. He said it appears the building is in very good shape. This is from meeting minutes from that meeting with the condo association. So people who were living there were hearing a different story. And then the other concern raised also that weve learned about, January 2019 an email about nearby construction where people thought it might be too close. And weve heard people say they felt the building shaking from the nearby construction. They thought that might be an, or an issue with ground water. The Bottom Line is, so many people said early on buildings like this dont just fall. Thats true. Sometimes there are clues and signs and maybe thats what this is. Maybe. Tom, thank you. Wolf . Thanks, very much. Thanks to tom as well. Joining us now, james cohen, a structural engineer served as a Structure Specialist after 9 11 as well. James, thank you for joining us. You have more than 40 Years Experience dealing these kind of failure investigations. You reviewed that October 2018 Engineering Report on this building. Whats your reaction to the report and what it says . It wasnt intended to evaluate structural length or capacity. This didnt include Testing Or Probing or any excavation to see the conditions of the foundations below the garage. The issue was about the major structural damage to the concrete structural slab thats referencing the Plaza Pool Deck and entrance drive. They are out of the footprint, as far as i can tell from the main building. So the likelihood that even had that failed, which there isnt an indication that that area collapsed yet. Even had it failed, it had been unlikely to have affected directly the building which did collapse. Generally those areas are separated by the super structure. The low level plaza, theres an Expansion Joint which structurally disconnects a plaza from the main building. It looks as though theres an Expansion Joint down the center of the building itself prior to the collapse. And the east west direction. It looked as though it separated two portions of the collapse from each other. So did you see anything, james, in that 2018 report that would have raised enough concern to potentially start getting people out of that building immediately . Theres nothing i saw that suggested that people need to vacate the building. What i saw in the report was this issue of major structural damage with reference to Water Proofing, deterioration and corrosion. The inspection did not include the foundations which would be covered by a slab. But after 40 years in that environment, it may been prudent to open up the slab to see how things were doing below where one could see. To do some probing. Destructive evaluation. If you have some deterioration aboveground, its likely that youll have greater deterioration below grade, and based on the video which i have looked at as many have, it does appear as though the damage may have started at the base. Although, because that Surveillance Camera seems to be on a motion detector, it doesnt show you the very beginning of the collapse. It shows you after its commenced because there had to be motion to trigger the camera. So that critical moment of the before, after crux of the collapse is not visible. I wish all the rescuers well, and to stay safe. Theyre doing a tough job. Its emotionally tough and physically draining. They should be given full Credit And Honor for the work theyre doing now. Yeah. The weather is not exactly helping out right now in terms of the Search And Rescue operations. Its been raining more or less for at least the past hour, hour and a half. Officials are vowing they will stop at nothing to rescue everyone they can and find answers to why this building suddenly collapsed. Joining us now, the surfside Town Commissioner. Commissioner, thank you for joining us. I wish we were meeting under different circumstances. Can you give us an update on the Search And Rescue effort . Whats the latest . I think the israeli Search Team arrived this morning and received their badges and are getting in line to work. And to be more experts which more experts, more resources. I welcome that. And i know the Miami Dade County Mayor does as well as well as all the people of surfside and the people waiting to hear news of the missing Loved Ones. Yeah. Weve all praying for miracles. Have you had a chance, commissioner, to meet with any Family Members, survivors . I assume you have, and what are they telling you . Yes, i have. And they are they are amazingly resilient in the face of such slow news over these excruciating long days. And but at the same time, theyre holding everyone accountable. As they should to try to find their members, the members of their families who are missing, or their Loved Ones alive. Whats your reaction, commissioner, to that very disturbing 2018 report and the structural concerns of this building that it raised . There were some red flags there, and they seem to have been ignored. I think that has to the tragedy. Looking at the context in which it was revealed, i heard what your Engineering Expert said prior to the break, and you know, there were red flags. But it was in the context of the recertification after the building was 40 years old, and you see how everyone at the condominium association, and all the experts soon to be working together toward that recertification, and there are clearly defects that need to be improved. But there was no Cavalry Alert to get out of the building, and im not an engineer. But it just adds to the Sadness And Tragedy that everyone was trying to move forward on the routine recertification and get the repairs made. Because they had to my knowledge, there was no one at the condominium that at least appeared to be helping with the work. I dont know all the inner dedealings, but from ive seen, and i havent had that much time to comb through everything, its tragic. You dont see any ill Intent Or Anybody blindly neglecting a warning to exit that building. It wasnt there based on my understanding of what was communicated. And thats why it was such a shock to me and to everyone, but in my position, i count on the professional employees to do things the right way. And we count on engineers to do things the right way. There were a slew of engineers that were involved in making those reports, and they were moving forward to correct the deficiencies. It doesnt look good, the structural damage related to concrete in the pictures that ive seen. But im not the expert. So when you read it, its all in the context of improving the building. Its not in the context of failure. At least not that i read. If Theres Something out there that says that, i would be very interested. I know all of us are about transparency, and getting to the bottom of this, so it doesnt happen again. You know, the neighbors in other buildings including the Sister Building, which has been reviewed by experts and is deemed safe at this time, but they want to get to the bottom of it, too. Everyone is uneasy as to how this played out as it has, resulting in this catastrophe. Do you think the people in the other building built at the same time by the same builders should out of abundance of Caution Go Someplace Else . I cant say. Im not an expert, and im at the local level. The county has many more resources, and is really in charge of something like that. Theyre the decision maker. They shut down the building across the street which has folks on vacation in it. They were evacuated immediately after the incident. There are many experts willing to make that decision and are thats their position. And thats their purpose. I rely on them. But i communicated to fema directly. I requested and was told by fema that there are Experts Son Site that have been mobilized as of yesterday, sunday, to ensure that everything is safe in surfside, that includes engineers from the structural side and things like hydrology and geology, because as a number of people have said, including the engineering you had on, we dont know whats below us. Its my understanding that there is a geological report thats due at the initial construction of a building. But it is not a part of the 40year recertification. And i think it should be, but i was unaware of the details of this, of the process before this whole disaster and tragedy. Yeah. Commissioner, thank you so much for joining us. The Death Toll now stands at 10. Eight of the victims have been identified. They are parents, grandparents, a couple married almost six decades. Some new information were getting this afternoon about some of the victims. Horrible Heart Breaking story. They run the gamut in age and nationality. Heres what we know to go over some of the names and just some of the life circumstances of some of the meme. Stacey dawn fang, confirmed to be dead. 54 years old. She was the mother of a boy rescued alive from the Rubble But Stacey don fang later died at a hospital. Also antonio, 83 years old and his wife, 79. They were married for 59 years and died together in this collapse. Man wual manual, Man Manuel Manny lafonte. A mother and her 26yearold son, we know now died in the collapse. Also kristina beatrice, and anna ortiz. Leo oliwkowicz. Ten people now con firmed dead. The rescue teams are up against it still. Theyre working long shifts. 12hour shifts from noon to midnight. Midnight to noon. Five or six teams of rescuers at a time working through the rubble. Theyve dug a massive trench thats at least 125 feet long and 40 feet deep. The trench is described by one official as being horrific. It has enabled them to get to some of the bodies. We know some of the Family Members have been shuttled back and forth over the last couple days to view the scene, a grim task for them to look at this and for the rescuers to brief them on whats going on. Brian, thank you. Thank you. The collapse is prompting nearby cities to begin inspecting some Condo Building starting today. The City Of Miami is urging all buildings over six stories and 40 years old immediately start getting inspections from a structural Engineer And Report back to the city within 45 days. Some residents of the champlain towers North Building, thats the Sister Building to The One that collapsed, are understandably growing very, very anxious. Both buildings were both built right around the same time. Inspections of the North Building began over the Weekend. They are ongoing right now. Residents of the Champlain North Tower are with me right now, phillip and nora. Thank you for joining us. I know you know people who live in the south tower. Well discuss that in a moment. Let me start with nora. How concerned are you, because youre staying in your building right now even though the mayor of surfside recommended out of abundance of caution maybe for the time being to go Someplace Else. I know. For some reason, i feel some kind of peace in our building. Its very well maintained. Weve never had any problems. And i dont know. I just want to be home. And i believe we were told yesterday that it was okay. It was not mandatory. Our daughter and her Husband And Family want us to go there, but i dont know. I dont know. I want to be here still. Phillip, how do you feel . I feel fine. Obviously im a little concerned. You always want to be a little concerned because you dont know, but as long as they do a thorough inspection and bring in engineers this week and next week and check everything out and make sure everything is really safe and solid, im not worried. Ill stay there. I believe our building is a nice one. Its been maintained properly. I dont believe its the same condition as the south was. Even though both buildings were built around the same time, basically on the same ground by the same construction. Everything is the same. About the same age. And the design is almost the same and everything, but thats why i say im concerned, but im not terribly worried until the inspections are completed. Kids are much more worried than you guys. I think. Are your neighbors staying or leaving . Some are. Some have left. Some are still there, because, i mean, theyve been there all their lives practically from the time it was built like maybe in the early 80s. So like me, i dont know surfside is a beautiful city. Its a tight knit city. I agree. I spent a lot of my life here visiting family and friends as well. Right. And you dont want to leave. I dont want to leave. Im going to wait. Im going to wait. And if i do, then i do have to prepare for it, because i have a lot of things that i would have to take with me, and my husband works from the house, so theres a lot of files and cases and you know . So were i dont know. For some reason, im not nervous. Have they told you that if you do leave, they will help you make arrangements to live temporarily Someplace Else . Theyve hinted at it. Ive never gotten anything definitive as to what theyre going to do. Nobody has come to us and said hey, if you move, this is what youre going to get. But they said in a meeting that the city has said that if you want to move, you can move, but thats all they said. They havent said what theyll give us in case we move. You know people who were in the tower that collapsed. Tell us about them and tell us what youre hearing. Two friends, especially. There were three women in that particular condo. Ive known them all their life. Our children went to school together. Were a tight community from epiphany. Its a catholic church in the south. So weve known each other. Went to elementary school. You know, high school. And i knew them, and i knew they were there. She used to use that as a Summer Place to come and enjoy it. And i havent heard from her. Have you been speaking to Family Members . Friends of theirs . No. Theyre not communicating. Theyre privately staying. My daughter is communicating with the youngest one, and, you know, holding onto hope. The kids. The Youngers Daughter which is my daughters friend. Its very sad. Very sad. How many years have you guys been living here . We bought the building about 12 years ago. For the first six years it was a Weekend or Summer Place to stay. But then about six years ago we moved back and have been living there permanently. No more Snow Birds . No. Not anymore. I used to have an office in orlando also. I just closed that up. Im basically just working down here now. So whats your bottom Line Message. Ill ask you both to wrap it up. Whats your bottom Line Message to folks watching . If theyre in our building, they have to make their decision. I cant make it for them. I feel safe there, but i tell them, encourage the board, the association, the city, the county, the state, everybody to get the results of that forensic structural Engineering Examination right away, and then once we know that, then we can decide whether we stay or go. Nora, whats your message . The same thing. I share my husbands message, and i think we should be more diligent in checking our buildings, what we used to take for granted that we thought oh, its all right, it turned out to be not. I assume both of you are walking around the structure, the Ground Level of your building to see if there are cracks . Yes. Yes. We had people from the city do that. Its one thing for people of the city. No, we are hiring we need our own engineer as well as the city and the county, and we see if they all agree. Thats the main thing. And pray for the souls.
