More than 150 people are unaccounted for as of sunday. Hopes of finding anyone left alive are growing more remote. Officials and families are still praying for a miracle. I think we all believe and expect miracles. We all believe and expect miracles. We have armies ready to go 24 hours a day, seven days a week. Its not going to stop until we pull everybody out. Thats the way its going to be. Families face an Ag Nicing wait desperate for any word on the fate of their Loved Ones. Rafael romo has more from Surf Side. Reporter crews continue to sift through a mountain of rubble here in Surf Side, florida. They now have additional help. App team from mexico has joined the effort. According to local Fire Department chief, there are over 400 personnel who are extremely utilized for senl and rescue. The initial Rescue Efforts were hampered by a fire finally suppressed over the weekend. Another major development over the weekend, crews got a Deep Trench 150 feet long to help in the search effort. The trench allowed Rescue Personnel to recover additional bodies and Human Remains from the rubble. For the first time on sunday, families of the missing were given the chance to visit the site of the tragedy. We did give all the families an opportunity to privately visit the site. It was something many of the Family Members had requested and so our teams worked to set up something to accommodate them and i think that it turned out very well they were grateful. Reporter as the Search And Rescue effort continues, theres new information showing the building had this Structure Damage years ago. In 2018, a Structure Engineer reported significant cracks and breaks in the concrete, among other significant issues. The Engineering Firm issued a statement on saturday confirming it had been hired this month by the Condo Association to prepare the building for its 40year repair plan. It said Roof Repairs were underway when the Building Collapsed but noted the restoration of the concrete hadnt started yet. Now the City Of Miami has sent letters to managers finally that are six stories and higher in more than 40 years old and urging them to get an inspection from a qualified Structure Engineer. Rafael romo, cnn, Surf Side, florida. Were hearing from one family who managed to escape the building before it collapsed. They were asleep in their 11th Floor Apartment when they woke to the walls shaking violently. The family spoke to cnn about their race to flee the building in time. She called me out because of the chandeliers and the Pendant Lights in our Dining Room were swaying back and before. She was like i think we need to get out of here. A few minutes later, the Fire Department showed up. The response was incredibly quick. I walked out on to the balcony and yelled down to ask if we needed to evacuate and they said we needed to evacuate as quick as possible. So that moment, we grabbed what we could and went to the front door. We opened the front door, thats when we really were made aware of the devastation to the building. We looked to the left and the apartment is half sheered off. We looked straight ahead there was two elevator halves. And thankfully the staircase was open and lit up. We sprinted to the staircase and opened that door and realized that the wall had partially collapsed there. At that moment, it hit me we were racing against time to get to the bottom of the building before the entire thing caved in. Extraordinary escape there. And the condos two other towers are still standing. The Surf Side, florida mayor said the engineers will take a closer look on tuesday. A cursory inspection found no immediate concerns but a more thorough look is needed to make sure that the structures are safe. Meanwhile, Boca Raton Ton is among the latest coastal cities to announce plans for stricter Certification Standards for buildings. The mayor said theyve been working with other jurisdictions to determine best practices. Engineers warned of Structure Problems in 2018. Earlier i spoke with a professor of Civil Engineering at the University Of Washington and asked her what may have gone wrong. Cracks alone are not a concern. You know, concrete is weak in tension. Thats why we put reinforcement in. We expect cracking. Corrosion and that sort of Damage Weve seen in this building is something we dont expect and is cause for concern. There was a building in seattle that had quite a bit of corrosion in an area called Bell Town and it was demolished. So we have to take it we have to take this seriously. Usually buildings failures are a combination of, you know, a number of different characteristics that, unfortunately, dont meet the structure requirements. That could be the materials. It could be the connection. It could be underdesigned members. It could be an overload that it was not intentionally designed for. It could be Foundation Or Soil failure. So its likely a combination of these things but we dont know yet. We cant just look at the damage and make conclusions yet. And that was civil Engineering Professor Dawn E Leeman speaking with me earlier. Meanwhile, floridas political leaders are weighing on what comes next after this catastrophic structure failure. Senator Rick Scott tells cnn leaders and building owners need to make sure this kind of disaster never happens again. Everyone will go back and 0 go lets make sure it never happens again. What do we have to do . Do we change anything . I think all the building owners will be doing the same thing. Theyll say, okay, lets learn but in the meantime even as we learn what happened here, lets see what we need to do for our buildings to make sure people are safe. We dont want it to happen again. Theyre praying theres pockets where Family Members would be. Im with them. Ill tell you, ive been down there, everybody is working hard. Everybody is hopeful. Its a tough environment. I feel sorry for these families. U. S. Congresswoman Debby Wasserman Schultz also spoke with cnn. She described how the tragedy is ripping through the tightknit community in south florida. You think about all the people who come down here to have their lifelong dreams of vacations. They come to retire and live out their retirement years in fun and joy. This community, as you mentioned, its so tight knit. Its had large pieces of the heart torn out of it and the Jewish Community, in particular, you know, this is a very tightknit close community. I cant tell you a number of friends i have who had family or close friends in the building in the middle of the night when it came crashing down. This is a stuff of nightmares. Later this hour, well hear from Jewish Community leaders who have been showing support for the families friends impacted by this Building Collapse. U. S. Any indication that the North Korean leader is not in full health given the fact he runs a country that has nuclear weapons. It is of interest to them. Some experts speculating it comes at a time when North Korea has acknowledged they have Food Insecurity issues. Again a rare acknowledgment. Thats all is not well within North Korea. And speculating whether or not this is an acknowledgment that those within the country that the leader understands what they are going through. The former chief of the u. S. Food and Drug Administration says the Delta Coronavirus Variant poses a big threat to communities with low vaccination rates. Dr. Scott gottlieb told cbs who is most at risk now. There are social compartments within the u. S. Where you have undervaccination and you dont have a lot of immunity in the population. Its particularly rural parts in the south. Particularly youre seeing what is happening in missouri now. About 60 of the infections are the Delta Variant. Its a reflection. We have parts of the United States where we dont have a lot of vaccination. We also dont have a lot of prior infection. Those are the more vulnerable parts of the country. There are more than 153 Million fully vaccinated people in the u. S. Dr. Gottlieb said the u. S. Needs to adopt a more Grassroots Campaign to urge people to get their shots. The Delta Variant is striving driving a third wave of Coronavirus Infections in South Africa. A national lockdown is in place with strict limits on where people can go and what they can do and South African officials arent sure when it will end saying the new measures will be reassessed in two weeks from now. I discussed the Delta Variant with the dean of the brown University School of Public Health and i asked him about the World Health organizations recent guidance that vaccinated people wear masks to protect against the variant. Here is what he had to say. Obviously, if youre in a place where youve gotten vaccinated but theres a lot of unvaccinated people and high levels of community transmission, these vaccines are terrific but theyre not 100 . So wearing a mask in that context makes sense. But otherwise i would say you dont have to be wearing a mask. Especially if youre around other vaccinated people. And, doctor, we watched some incredible Vaccine Rollouts in parts of the world, the United States, across the uk, israel, and other points across the globe, but how concerned are you with what youre seeing happen with infections across the African Continent and what is still happening in India And Brazil . Crews are sifting through piles of debris in hopes of finding survivors. More than 150 people remain unaccounted for while nine people are confirmed dead. Brian todd has the latest now on the progress being made in the around the clock search. The grim and dangerous work the rescue teams is continuing 24 7. Officials telling us that about 200 rescuers at a time are koeming through the rubble trying to find survivors and victims to pull them out. What weve learned they dug a massive trench to tunnel into the rubble and that trench is to pull bodies out and identify people. Its about 125 feet long and 40 feet deep. One top Fire And Rescue official described the trench as horrific. He gave Bad News saying they had not been able to call the voids they need to fight, the pockets of air, pockets of space that survivors can sometimes find to find oxygen and find space to maybe signal rescuers. The top Fire Official told cnn they have not been able to find the voids they hoped for. Its not good news right now. What is good news, though, they have been able to contain a fire that has been inside the rubble. They took days to try to get to and isolate that fire. It took a long time and the fire caused a lot of problems for rescuers emitting smoke and fumes and particles. They couldnt see where they were going half the time because of the fire. The fire has been contained. So the grim work of the Rescue Effort continues and municipalities around Surf Side are taking time to inspect their buildings to make sure this kind of calamity doesnt happen in their areas. Brian todd, cnn, Surf Side, florida. And conditions have been brutal for rescuers. The Fire Chief of miamidade described the environment at the collapse site. Its horrific. Its one of the most difficult collapses to deal with. This tragedy has struck especially hard in south floridas Jewish Community. One rabbi told cnn three generations of one family from his temple are among the missing. Members of another synagogue held a service on sunday to pray for their Community And Everyone else affected. Randy kay has the report. Reporter were at Val Harbor where they had a Prayer Service for the community. Weve been in touch with the rabbi here. This Prayer Service was very important to him to bring the community together, honor the victims of this terrible condo collapse, and, also, their Family Members. The synagogue here, he believes, has about 20 people missing or associated with his synagogue ranging in age from 20 years old to their 60s and thats why its important to bring the community together. The rabbi actually did go and visit the Rubble Pile and he is also working with those families who are visiting the Rubble Pile, as well. And hes in touch, more importantly, with israels national rescue unit. They have arrived on the site. They have ten people who have come to help dig for survivors in that Rubble Pile. I spoke with the minister for the state of israel and hes heading up that unit. That delegation from israel and he said they are very hopeful, he said, 11 years ago they found someone buried in a Rubble Pile after 108 hours. So his team is very hopeful. Theyre also very confident in the work that Miamidade County is doing here in florida. Hes happy to be alongside them. He also said its important that israel help the United States because the United States has helped israel so many times in the past. But the families are frustrated and the israeli delegation is also working and talking with the families to help console them and tell them they believe that what is being done here in florida is working and they do hope to find survivors. Im Randy Kaye reporting in Surf Side, florida. Cnn spoke with a leader of a nearby synagogue. The rabbi explained to cnn Wolf Blitzer how hes helping his congregates keep the faith. You have to understand that per personally i believe in god. I feel Gods Presence and ive seen miracles occur. Ive seen people that are given, you know, six weeks to live and are still with us and dancing with their children at their weddings. I tell the story many times, here in south florida, i remember Hurricane Andrew a woman and her child were found in a bathtub 100 yards away from their house days later. Happens. So i tell these people persevere and believe in god. Families of the missing were able to visit the site of the collapse. The Miamidade County mayor spoke earlier with our Wolf Blit Blitzer about what theyre going through. I think we know in grieving theres a process and there are steps and, obviously, people are angry and frustrated and as they see what is being done, they see the work that is around the clock, they believe people are truly caring for what happens to their Loved Ones, it helps them to have some peace and some closure, even as theyre still grieving for the potential theyll never see their Loved Ones alive again. Youre still holding out hope . I think some are. I think some are. I think others are recognizing that the chances are closing and, for example, not only that bodies have been found but even body parts. Thats sobering news. It doesnt mean there couldnt be a chance that there is an Air Pocket or a place where someone could still be rescued. So were all holding out hope for that.
