One experts opinion, corrosion of steel. And it means that the building was assumed by the series of pillars. So if the pillars fail, everything fails. So that is exactly what it looked like. And i seen the failures like that, hundreds of them like that. And this is right next to the ocean and also that area collapses also a sign. So corrosion of the reinforcement will compromise the capacity of Thec Column Fai fails. And of course it is still a Frantic Certaisearch to survivo. Rosa flores is live for us on the ground. Just think about it, this collapse happened more than 24 hours ago, and the last person that was pulled out of the rubble that was rescued was yesterday morning. You can see behind me, this is a very active scene. According to officials, 35 people were pulled there the building, two individuals were pulled from the rubble. At last check at Jackson Memorial hospital, two individuals were being treated. What is coming on behind me is just painstaking work that is dangerous and that these firefighters take very seriously. Officials explained to me this way, some of these firefighters are working in 15 minute shifts because of how dangerous the work that they are doing is. In some of the locations, Fending Ondepending on the elements, it is less than 15 minute shifts. They explained that the firefighters are shoring up the building wherever they can working with Structural Engineers to make it safe for them to crawl into these crevices, these voids that they believe are in between the rubble to try to find life, to listen to life. At some points officials explain they cease all operations just so they can listen, just so they can hear for signs of life. But there are a lot of hazards that they are dealing with. Remember, this is a residential building, so the pipes broke, there is a lot of water, there is fuel, row pai propane, vehice Parking Garage. And dealing with all of these around the clock to do everything that they can. And when i say that they are listening for signs of life, according to officials, they havent heard voices but they have heard bangs. And that of course is hope for the families. Those families of 99 unaccounted for individuals. Rodriguez is one of those individuals hoping to learn more about his othemother and grandmother. He spoke to his mother a day before the collapse and his other told him that day before, she was woken up by creaking noises. Take a listen. She told me that she had woken up around 3 00, 4 00 in the morning and had heard like some creaking noises, just like sort of creaking noises. They were loud enough to wake her up and that was it. I just thought that it was nothing. She just didnt sleep well and that was it. So she didnt really pay any attention to it either. It was just a comment that she made off hand, that that is why she woke up and she wasnt able to go back to sleep afterwards. But now in hindsight, you always wonder. She is a great grandmother, mother, wife. My mom is an absolutely amazing person. She is a fighter. And she fights for every single one of us and we wont stop until we wont stop fighting until we find her. Family and friends waiting desperately for any information on the state of their loved ones. Rescue crews are working carefully in very hazardous conditions. They can only work in about 15 minute shifts. The level of exhaustion is enormous. They are carrying 80 pounds of gear, protective equipment, they are carrying concrete saws. And there is a threat of a building that is unstable looming over them as they are crawling and tunnelling under debris to save lives. And weve covered these at cnn and this is exactly what it looks like. Just we normally dont cover Building Collapses this the United States, this is something that we usually see in other places. But the team here in miami and Miami Dade County is a team that has the experience, they have traveled Around The World helping other countries deal with the disaster that they are dealing with at home right now. Here is the latest that weve heard from officials. 102 people have been accounted for. What firefighters are doing right now behind me, they are doing everything they can to locate the 99 individuals unaccounted for. Unfortunately according to officials one person has died so far. Thou now, all of this started yesterday at 1 30 very early in the morning. And firefighters responded, they pulled 35 people from the building and two people from the rubble. At last check at Jackson Memorial hospital, there were two individuals being treated for injuries. This is very painstaking, very dangerous work. And were learning more about the actual building. We know that it was built in 1981, there are 12 stories, 136 units, 55 of them collapsed. Were also learning from the attorney that represents the Condo Association that in the past few months, there had been Engineering Inspections at this location and that nothing had been found. We also know that there was work done to the building. An Fiu Professor that had been studying this building says that there had been signs of sinking of this Building Back this the in the 1990s, about 20 milliliters a year. And of course a lot of experts will be looking at the structure of this building in the days and probably years to come and having people look at what the videos show, what the rubble looks like, to get an idea, to start looking at a possible cause for this collapse. We talked to a Structural Engineer and here is what he saw from the video of the collapse. Take a listen. After having seen the video, i saw that you see the actual building coming down and the actual collapse begins on one of the lower floors. So immediately i see that something happened down there. And what ive told everybody that ive been in kabtcontact il it takes is one column. Maybe it was in the ground floor or the garage where that can fail whether due to settling or due to spalling or confluence of those. All it takes is one column and everything can come down like a j jinga. Reporter and right now the focus is Search And Rescue. But at some point the Miami Dade Police department will take over the scene to try to figure out exactly what went horribly wrong. Rosa, thank you so much for that. Search and rescue teams race against time to find survivors in the rubble of that condo building, and one fire official is cautiously holding out hope. So in this type of collapse, even though it is a pancake collapse, as the slabs of Concrete Slide and move towards the droground, they create void. So we are hopeful that we will find patients in those spaces. Lets bring in samantha gross, a reporter for the miami herald. And you spoke with residents yesterday who were able to escape the building after this happened. What are they telling you . From the residents i spoke with yesterday, it was a harrowing experience. These were people who kind of woke up to loud banging noises and opened their doors to see rubble and dust. One of my colleagues spoke to a person who had opened up his door and where his neighbors condo should have been was just dark beach. It is hard to listen to. It sounds like a really harrowing experience none of us could really imagine. But eventually they were able to get help, a lot of them were taken by like a cherrypicker from the Miami Dade Fire Rescue from their balconies. And there were a lot of survivors who seemed to be in really Good Condition that were rescued from their apartments. But i cant imagine what that must have been like. And there are still so many people waiting to hear from the missing. Yeah, to open your front door and see empty sky and dark beach where your trenfriends used to where families had gone to sleep, just awful. There was construction on the roof of that building as part of a 40 year recertification process. You can tell us more about what stage they were this and what was happening in terms of that recertification. Yeah, so the 40 year reassert i if i indication had just begun. We dont have a lot of details. Its a long process that can take a year. Begun. We dont have a lot of details. Its a long process that can take a year. But all buildings have to be certified after 40 years and then every ten years. Replacement of the roof was something separate that had been going on for 30 days. And i think that there is a big Question Mark over what effects that construction could have had on what happened. We dont know anything yet. There is still a lot of answers that people are looking for. But there was construction on the roof for the last 30 days or so. And this 40yearold building, 12 stories, all those balconies, the part that collapsed is the part facing the ocean, right . Correct. It was the south tower of the building. And who lived in this building, is this a vacation people who live fulltime, is it a mix . It is actually a tdiverse mi. These were families with young kids, retired people, people who came to vacation. It was a mix. And we had heard from the property manager, people who were living there, that there were people who were very active in their community, they showed up to hoa meetings. This was a Close Knit Community and i think that that is where you are seeing just a lot of emotion here. Samantha gross, thank you so much. So to have these kind of twin frameworks emerge in days is a validation of Everything Biden has been saying to the disbelieving press people like me who have been wondering if he could bring together republicans and democrats. Now, i will say a framework of a deal is not exactly signing legislation. So there is a long way to go particularly on police reform. And then if you drill down into this Infrastructure Bill, it is compromise, it is incredible that he has been able to get republicans and democrats together, but at the same time, this complicated we must pass a Reconciliation Piece that republicans dont like in order to get these smaller Infrastructure Pieces that they to like, that seems extremely rickety to me from just the Logistics Perspective of how this actually becomes law. So nice to see the bipartisanship and these people coming together. I remain skeptical that they can actually turn it into law. But well watch in excitement to see what happens.
