Top of the hour, im alisyn camerota. Im victor blackwell. Good to be with you. The Vice President and democrats have a message for the gop, the fight is not over. Senate republicans blocked a vote, even a debate, on a sweeping election reforms bill. And progressives are calling out what they say is President Bidens lack of intervention. And some say that if he does not take a stronger hand on Voting Rights, they could block his infrastructure plan. Manu raju joins us. Reporter we know that there is a negotiation happening right now with bipartisan, a group of senators, as well as Senior Administration officials in the senate to try to figure out if there is a bipartisan path forward. The next 24 hours is pivotal. Democrats are trying to pass a smaller bill with about 1. 2 trillion over eight years, and a more massive bill along Straight Party lines. Theres talk of up to 6 trillion, but theres also pressure among liberals who say the bipartisan talks are chewing up too much time. They made that warning to me earlier today. What concerns you about the bipartisan talks right now . How much time theyre chewing up, and how much delay they keep putting into the process. When they recognize thats not the whole infrastructure package. I am certainly out of patience and were running out of time on infrastructure. More progressive members of my caucus have been saying that for weeks. Ive reminded them in a 50 50 senate, where several members publicly said early on they will not vote for reconciliation until we make our best efforts on infrastructure, i think we are at i think were at our last effort on the bipartisan infrastructure package. But im also convinced its very close. Reporter that last point, very important. Chris coons is very close to the president , but he also indicates it could all collapse within the next 24 hours. Joe manchin said they need to get a deal before the Senate Leaves for a twoweek recess starting tomorrow. Thats where the focus will be, on Straight Party lines. Can the democrats get behind one package . Thats what theyre starting to sort out. And i understand you have new reporting on speaker pelosi, making moves on the select committee to investigate the insurrection . Reporter yes, after she and other democrats had pushed for a Bipartisan Commission blocked in the senate. Pelosi saying she would not make an announcement today, but im told that shes moving in that direction. Shes expected to name that as soon as this week, and they would have to move forward. The question is, who is on it, who chairs it, how many republicans will be on it . But they almost certainly would have subpoena power. Manu, thank you. And now to more proof that former president trumps election lie was completely fabricated. David, did the republicans reject this . Reporter yes, this 35page republicanled report from the Michigan State senate. The key finding from this republicanled committee, saying it found no evidence of widespread or systematic fraud in michigans prosecution of the 2020 election. No evidence. And i just want to highlight two to four things that you should know about. Go ahead, david. Two to four things in the middle of the show. Reporter first, you may recall that county in michigan, where the Conspiracy Theories around dominion formed, and donald trump tweeting that 68 of the michigan vote tally was wrong there. They looked into all of this, related to Antrum County and dominion, and found nothing. The one piece of fraud they do think exists is conspiracy theorists peddling lies, and thats what the a. G. Should look into. And you heard about the notion from donald trump and his supporters that dead people voted, right . They looked into hundreds of instances of potential dead people voting. They found two. One due to a duplicative name, and one, a 92yearold woman cast her Absentee Ballot four days before the election, she died. But her ballot was cast. So that was it when they looked into hundreds of claims of dead people voting. I just want to remind everyone, joe biden won michigan by some 154,000 votes, and this republicanled report in the state of michigan says they should have full confidence that that tally reflects how they ballots were cast. David, thank you very much. The two to four shoutout was fantastic. After the failure of the Voting Rights bill, some democrats are demanding action. Lets bring in the chairman of the Democracy Reform Task force, the original sponsor of the for the people act in the house. Weve heard there was no widespread fraud in another report. There was, though, a theft of the election from donald trump. What is the strategy moving forward . The strategy is to keep moving forward. Which is what weve been doing from day one. Yesterday was very important, if you look at what happened. You had every single democrat in washington saying that failure is not an option here. And we have to keep at this. To fight back against voter suppression, partisan gerrymandering and other things that are undermining our democracy across the country. The president , the Vice President , the majority leader, the speaker of the house, and 50 Senate Democrats were unified in saying this fight is not over. 50 democrats, congressman, are not enough. You are giving me the answer, keep on, keeping on. But it didnt work for the first vote. What is the new variable that will either convince the democrats in the senate who are against the filibuster to change their mind, or to find ten republicans who are willing to back any elections reform . You have Proof Positive as of yesterday that every single republican in the senate is standing against this. Theyre just not showing up to do what is right for our democracy. So that forces a conversation among democrats, what do we need to do in terms of the rules of the senate to keep this moving forward . You get that conversation around filibuster reform. I think that will be an important part of the next round of conversation among democrats. You also now have a number of different proposals for what the contours of this Reform Package will look like. You have hr1 in the house, s1 in the senate, and the proposal from senator manchin. All that goes in the mix, then the democrats can focus on what is the process that is needed to get this over the finish line in the coming weeks. Congressman, all of that was true 48 hours ago. It was true four to eight weeks ago. Again, what im not hearing, what is the new element . Youve had Activist Groups go out, weve had the conversation about the filibuster, and the john lewis legislation. And the amendment offered by joe manchin. If there is this commitment to this fight not ending, what is the new punch . The new element is the old element. The old element didnt work. It is working. Two weeks ago, an oped got written, and everybody thought that people that supported this, they would fold their tents up and go home. 48 hours later, this was re reassembled. And now everyone feels like they need to bring this forward. Thats public pressure, bringing everyone together who wants to see this get done. Theyre not going to let up. Elected representatives in washington have to stand up and be partners in this effort to protect our democracy. Congressman, let me ask you something about something you told one of my colleagues. You said we should expect to see, and you said Something Like that today, the heat turned up, the temperature turned up, including from the white house. That suggests there could have been more that the white house could have done that they did not do. Is that accurate . The white house obviously has many things on its plate. What i can tell you, youve seen in recent days, particularly in the last couple of weeks, the white house leaning in more strongly on this. We obviously need every member of the broad Democratic Team to be raising their voice. And making sure theres intensity about this effort. I see that coming now from the white house, as well as from members of congress. But again, what will make the difference here is people out in the country who are letting their congresspeople and senators know, the failure in the words of senator schumer, failure is not an option here. How do you keep this an actual priority . Today, the president is speaking, not about Voting Rights, but about reducing crime. Theres the infrastructure bill, pr policing. How do you make this something with weight behind it, and not just the rhetoric that the fight is not over . How do you keep this central . The fight is not over mantra is coming from what members of congress are hearing back home. Thats where the pressure continues to be very, very strong, constituents, americans of every political stripe, in every state, including states like West Virginia and arizona and so forth, theyre saying we need to see this change to protect our democracy. Thats what lawmakers respond to at every level. That intensity isnt going anywhere. That is what will push this over the finish line. And were paying attention to that. Congressman, thanks so much for your time, sir. Thank you. Okay, in just a few minutes, President Biden will address the nation on the surge of Violent Crime in this country. Com in sydney, australia, new rules are in place to contain the highly infectious Delta Variant. Masks indoors, travel restrictions, and online school. Lets go to the philippines, where the president Rodrigo Duterte is threatening to send people to jail if they refuse to get the vaccine. And Health Officials in the u. S. Predict the Delta Variant will make up to 19 of cases in europe. In the u. S. , more than 45 of the total population has gotten both shots. But in africa, less than 1 of the people there are fully protected against covid. To talk about this and more, the director of the office of Global Affairs for the health and Human Services department is here. Thank you for being with us. We know 55 million doses are headed out, 41 million through the covax program. How did you decide where these are going . I think you said it. We know with the virus and its variants, we need to stay ahead of the curve as much as possible. We have a clear sense of where these hot spots are emerging. So that needs to drive our decisions. And we need to understand, which countries are ready to receive these vaccines . Many have strong programs in place already. We want to support them in trying to roll out these lifesaving products as quickly as possible, before their situation deteriorates even further. Lets put the map back up on the screen. 14 million doses are going to Latin America and the caribbean. Thats brazil, argentina, colombia, peru, ecuador, guatemala, el salvador, haiti, panama, costa rica. There are more than 200 people in brazil alone. So is this spread so thinly that it wont mitigate the spread . I appreciate the question. This is the largest commitment a nation has made ever, but we know our work continues. It started initially with the commitment of 60 million, then 80 million doses. Then the president committed to an additional 500 million doses of vaccines, and we anticipate rolling out even more given the need is so great. And the president said the first 200 million that he announced at the g7 would be heading out this year. Do we have any clear understanding of when those will be heading out . I think were working as soon as possible, night and day, i can assure you, working to ensure that that is happening as soon as possible. We know theres a great need to move as quickly as we can. Of course, theres a lot involved in getting vaccines to countries. Its more than just putting product on a plane. Theres a lot of logistics, and we want to honor where the countries are in terms of what they can receive. Its no secret, the World Health Organization thinks the u. S. Is not doing enough, and its not doing it quickly enough. I want you to listen to one of the officials there, and ask you to respond. We have a very, very short window of time to get our most vulnerable protected. And we havent done it. We have not used the Vaccines Available globally to provide Global Protection to the most vulnerable. And when you ask countries the question, they say, well, were going to vaccinate according to our prioritpriorities, and thos own citizens. Thats fair enough. But there are a huge number of people globally who still remain susceptible to severe disease and potential death from this virus. Is the u. S. Doing enough, quickly enough . And listen, we know, you know that helping those countries is actually in the u. S. interest. The variants popping up around the world are coming here and becoming dominant. Should the u. S. Be doing more . Thats right, we know we need to close the gap with the vaccinations. Thats why we are moving quickly to share what we can, when we can. And we are also ensuring other countries are stepping up as well. Not to mention working to scale up capacity in other regions of the world to bring more products online. Im really encouraged to see this happening, around the clock on your end, and other countrie stepping up as well. 200 million, the president said was coming is not yet out the door for this year. Last question, i want to get your thoughts on this domestic question, even as the numbers of deaths come down, disproportionately, theyre black people who are dying. Theyre younger black people, 12. 5 of the population of the pandemic accounted for 15 of deaths. In may, it was 19 of deaths. People over 75 mwere the majoriy of people dying, now its people under 75. These disparities are continuing, and seeming to get worse. What should be happening to stop this . That is certainly something were focused on here at the department of health and Human Services. Its really a tragedy. Were trying to work through the champions with connections to the communities, were launching our College Level program, with outreach to special communities. Were looking at social media, anything we can do to reach people who need to line up to be vacc vaccinated. We know the vaccinations will save lives. And we need everyone to do what they can to ensure theyre protecting themselves. Loise pace, thank you. At any moment, were expecting President Biden to come out and lay out his fivepoint plan to try to reduce the surge in Violent Crime were seeing in cities across the country.
