Crime is an issue as a messy democratic primary ends with accusations and name calling. And rising prices, workers want to stay home, entire industries without customers. The economy emerging from 15 plus months of Pandemic Shock and it looks very, very different. We begin this hour with todays big Test Vote in the united States Senate. Voting rights is a critical piece of the biden and democratic party agenda. Even more so now that republicans from Coast To coast are moving to make it harder to vote. Todays attempt to win 60 votes to open a Voting Rights debate is a big deal on its own. Its an even bigger deal, because so much of the agenda is depending on the Senates Math and the senates mood. Lets get to manu ra ju. Democrats believe theyre going to lose the vote. They hope to keep 50 together, but even in the final hours, thats a question. Reporter no question about it. They hope to have unity, but yes, there is still the question where is Senator Joe Manchin who has long been the key swing vote. He has not committed to supporting the moving forward to the bill. Hes trying to have a compromise just among democrats, but they still have not reached that agreement yet. Just moments ago, i tried to ask manchin repeatedly about where he may come down on this, his conversations with president Joe Biden yet. He said clear hes asking for changes to the plan and is undecided about how to proceed. Senator manchin, are you going to support this Bill Today . Were waiting to see the final. The final . I mean, its going to be the vote on no, no, no, its not. I got to make sure were going to move to a better compromise. We need to have the votes. Reporter you want assurances theyre going to move . I havent seen it. Im Understanding Everyone is working. You had President Obama come out and people say were looking at a much more, i think a much fairer and better approach to take. Reporter so what manchin has been proposing is pair back the democrats sweeping overhaul to rewrite Voting Rights, voting rules, Rewrite Election Laws to impose new Campaign Finance limits as well. But manchin wants to essentially narrow that down substantially looking at some issues in which he believes democrats can get behind such as expanding access to early voting as well as dealing with partisan gerrymandering of house democrats. Including putting new Vehicle Coder i. D. Requirements. Voter i. D. Requirements. Hes not there yet. Whether democrats get to 50 votes is a political argument. Republicans are blocking the efforts. Its not going to change the outcome of not having 50 votes and not changing the Filibuster Rules and the result is the issue is over until after the midterms. Thats a dramatic way to end it. Its the democratic proposal which is a counter to whats happening in the country. Number one, republicans have an advantage in the Post Census Redistricting drawing the lines of new congressional districts. Number two, in 14 states we put up the map. In 14 states already Voting Rights have been restricted. So republicans think the battlefield in 2022 is tilted our way in a good way. Therefore, no, democrats, were not doing this. Yeah. I think there are real consequences to not addressing whats happening on the ground in the states which is that there is the advancement of the leaguelization of aspects of the big lie by state legislatures. Democrats dont have much of a solution available to them In Washington. I think theyre going to have to pivot. Theyre going to have to pivot to the State Level. Theyre going to have to pivot to activists to voter education. Because at The End of the day, it seems very clear that manchins compromise, which i think is a pretty significant comp compromise. One that calls for voter i. D. , something the democrats have been pushing aside for years, is not going anywhere. Even the moderate republicans dont want to touch this issue with a tenfoot pole. If people dont think thats about politics, they havent been paying attention. A few hours before a vote on a signature foundational piece of the democratic partys agenda, knowing coming into the day you have 50 50 math. You have a key democratic senator who is not on board. In a management textbook, they would say thats not the way to run the railroad. Correct . Correct, but the fact is that democrats have waited many, many months since they first took over the Senate Majority in january and they said they were going to move this legislation. President biden has been talking about it. Progressive activists are extremely energized around it. And i think Chuck Schumer knows that at some point you have to call the question. That was the reason that he ended up deciding to schedule this vote for this week. I think everyone really hopes that at The End of the day, at The End of today at least, Joe Manchin will at least be willing to vote for cloture, to open debate on the bill, that is to say, former President Obama has endorsed this. The White House has endorsed this. Stacey abrams said she could live with it. She has the opportunity to have this become part of the bill. But as you noted, this not going anywhere. If it cant get 60 votes, it cant advance. Its a Messaging Thing more than anything. Its a free vote, but remember, so much of the biden agenda, and even more so the bigger and Bolder Progressive Agenda is behind this. This vote is going to tell us not just about Voting Rights but the math. And so here you have one of the house progressives from my Home State of massachusetts. The people did not give democrats the house, the senate and the White House to compromise with insurrectionists. Abolish the filibuster so we can do the peoples work. The anger, frustration of progressives is growing and building. This is their Signature Issue when they lose Tonight what happens next . Well, thats the key question. Do they become demoralized because this bill and others are going to fall by the wayside because of the u. S. Senates rules . Or can democrats to echo it out, he said a minute ago, leverage this moment and turn it toward the Grass Roots and try to energize their voters by using it as a political issue going into the midterms next year . That is the key question. Historically when democrats are somewhat down, they dont show up at midterms, 2010, 20 14, bad things happen for democrats. The question now is can they use this as a Rallying Cry to get their base motivated and galvanized in a way they havent in past midterms at least in the obama era. What tactics will they press the leaders to use . Do we also take multiple votes on the bills even if they fail and fail again . So does a lot of sources are telling me they think theres a possibility that Speaker Pelosi would bring up a Manchin Compromise Bill to the house floor, pass it through the house, make it go to the senate, and then another failed vote. But with manchin supporting it. All of democratic support across the two chambers. And that gives them as jonathan mentioned, this argument heading into the midterms that time and time again, its republicans that are blockading them. Does that happen again on a January 6th commission . Does it happen do you want to do a separate Climate Bill or Immigration Bill and force the votes . A lot of people say if we cant pass these things, get the voters on the table so voters now. Thats the Hope Of Progressive Activists who want to get rid of the filibuster. They chip away and build the case publicly. The challenge democrats have is each one of the votes they lose, their base is going to become more angry. Their own people, Joe Manchin and others saying no, we are not getting rid of the filibuster. Were keeping it because we dont believe its good for the senate and good for the political system to get rid of it. Yes, you make the case to the public that these things would be happening were it not for republicans, but you have an angry base that says their own people are not doing what it takes to get the agenda across the finish line. Can you reconcile that is the question. You mentioned the senator from arizona. On the record saying im not, not today, not tomorrow, never going to abolish the filibuster. She wrote if anyone expected me to reverse my position because my party controls the senate, they should show my approach is the same whether in the minority or majority. Shes holding firm. Again, i want to come back to the this point. Abolish the filibuster. How does this Family Feud become so big that it gets in the way of what abbey and jonathan are talking about, to look, the republicans blocked us, mobilize, vote. I dont think that its as easy as some folk might think to get all democrats on board even for these messaging bills. I think iona Presleys Tweet shows that. Maybe its five or six members, but thats enough to prevent them from thats the margin. Thats the margin to prevent them from unanimous support. A lot of democrats are looking at a lot of issues. Whether it is voting or it is policing, and theyre saying, why would we vote for the compromise we dont want . And make that our position when what we really want is something that is very far from this . And i think thats going to increasingly become an issue even if they wanted to do a Messaging Strategy on a lot of these bills, i think youre going to see progressives objecting to that because thats actually not the message that they want to send to the american public about where the democratic party is. The real risk is it bleeds into the Infrastructure Debate which is throw one big Ticket Item with optimism where it can get through both chambers. The house democrats, four or five, they cant even pass a democracy bill, why am i going to over here in my view, a watered down Infrastructure Bill and do them a favor in the senate . Youre starting to see the progressives increasingly target President Biden. They were doing it this week. They were saying you need to be talking every single day about s1, the Elections Bill or about these other priorities. I think youre going to increasingly see them do that as well as turn to him to say you need to Pressure Manchin and sinama, but pressure them to support a work around to the filibuster. At some point those five House Liberals will realize they can yield the same power. Thats the art of the segway. Up next, well talk to one of the new young progressives In The House. One of your colleagues just tweeted moments ago, the people did not give democrats the house, the senate and White House to compromise with insurrectionists. Aboll tish filibuster, she says. Another Friend And Colleague tweeted our democracy is in crisis, and we need the president of the united states to act like it. Is the president of the united states absent in this big debate . Hes not absent, but he needs to be a lot more vocal and a lot more out front. The president supports hr1. The american people support hr1 overwhelmingly. We just dealt with an insurrection on January 6th. And republicans have never shown, havent shown the ability to compromise in good faith. The american people want it. The White House wants it. The House Of Representatives passed it. Overwhelmingly with democratic support. And how its time for the senate to do its job. Hr1 is the north star. Its what we need in this moment to get big money out of politics. To retroactively overcede, super cede whats happen agent the State Level and bring d. C. Statehood to a reality to stop marginalizing 700,000 voters In Washington d. C. This is our moment to get it done and the senate has to do its job. Youre right, the president needs to lead out front and be vocal. Define what you mean. The president s support is there. He named the Vice President who presides over the senate to be the Point Person on voting reform. The votes arent there in the senate today. What specifically do you think the president of the united states should be doing or perhaps should have already done to at least try to make a difference . Well, the president was in the senate for a very long time. As was the Vice President. The same way just last week we were able to bring to make juneteenth a national holiday almost without a peep in the senate. There was no pubback or rejection. There were many conversations, im sure that happened behind the scenes to make that happen and to make it pass so swiftly. The same conversations need to happen when it comes to s1. The same relationships need to be used the president has built over the course of his career to make sure we pass s1. Again, the american people have sent us here to deliver. If we deliver, we maintain power in 2022. If we dont, and we show the inability to deliver, then we risk losing Power And Risk this moment in american risk to really push a progressive democratic agenda. So what can progressives do about it . Youre going to be frustrated Tonight and disappointed. There might be a stronger word you choose to use. When you lose in the senate, 50 50, it goes down even if manchin votes with the democrats. We were having the conversation during the break about the idea that if jamaal bauman, i mentioned the tweet from congresswoman presley, the tweet from congressman jones, Add One or two more, you can stop the house. Right there. You only have five or six votes. You can stop the house. Are progressives prepared to get together and say the Senate Wont Work with us, well use our power here . Absolutely, 100 . We are prepared to say it. We are prepared to do it. We are in conversations like this as we speak. Because enough is enough. Again, we cannot acquiesce to republicans who have not shown the ability to negotiate with us in good faith. And we cannot allow our more moderate democrats who are more interested in corporate interests and corporate control of a corrupt government than they are in governing for the american people. We are in the peoples house. The country has become much more progressive. Progressives have organized to get Joe Biden into a White House, and to win the senate. Look at what happened in georgia. So we are here. We are ready to get to work. If theyre not ready to negotiate in good faith, we have to do what we have to do on the house side. A test of that could come soon if theres a smaller Infrastructure Package negotiated with the bipartisan group in the senate, and the president then says i need you to pass this In The House, and then well come back and try to do more. But i need you to vote for this now. Will progressives say no . Public housing has not received a dime from the federal government in ten years. When i walk through Public Housing in my district, mailboxes are broken. Doors are broken. Theres rodent infestation. Garbage is piled high. We need to go bigger in infrastructure for Public Housing. We need to go greener and need to go more equitable. Thats how we bring jobs and programs for our young people so they can begin to live with dignity. This is the time for us to be visionary and bold and lead as a democratic party. If were going smaller on infrastructure, you cannot guarantee that i will vote for Infrastructure Package that go smaller. Charles blow, the columnist in the New York times wrote about the mood among progressives. Hes making the point republicans whatever the margin, are never afraid to use their power, even if they have a one vote advantage. He writes republicans are in a win at all costs mode. They dont care how they sound today or will be judged by history. The only thing that matters is winning and retaining power. Defending the Narrative America that white people protected and protecting the Power And Wealth they accrued because of it. Do you agree with that statement . And if so, again, how given the math. You mentioned some of the more moderate democrats In The House. Some of the moderate democrats say im not here for corporate interest. But i Cant Vote for that bill because i cant win reelection. How do you deal with the tension in the family . We have to focus on the needs of the american people. I agree with that statement. And we have to be more strategic on the progressive side to build power for Working Class people, those who have been disenfranchised and to become the multiracial democracy that we are where all races and classes of people have equal power at the table. Thats what Democracy Reform is about. Thats what the Infrastructure Package is all about. Thats what the american Rescue Plan was all about. And thats what the Family Plan is all about. We just were going through a global pandemic. Killed 600,000 americans in one year. Almost the same amount died within four years of the civil war. Thats the kind of Trauma And Disruption were dealing with. Our response needs to meet the Scale And Scope of the problem. This is not the time to go small. And as progressives, we have to continue to organize with the Grass Roots to build grass Roots Power to push back against the corporate interests that continue to control and corrupt our government. Its the last day to vote in the tense democratic primary to be new York Citys next mayor. New Yorkers Vote for mayor in race tinged with actually moanny and uncertainty. Most Pandemic Leadership is a major Campaign Theme and crime and safety were a big part of the closing arguments. We all count. Every last one of us, and we will stand together to have the courage to be compassionate. Literally the people that were going to be relying upon to ensure public safety and crime rates have endorsed me. Making sure everyone feels safe in the city regardless of their skin is imperative. Lets talk about rise of crime as an issue. This race, often people watch one race and read too much into it. This new York City Mayors Race is in the middle of a national up tick in violent crime. What happens in the city is going to be watched across the country. How important is that and how much of an issue did it become late in the race . Its tremendously important, and it ended up dominating the race. At least according to every poll that weve seen. A Half Dozen or so polls over the course of the last couple months have consistently put crime and public safety at the top of the agenda in voters minds. New york is so much bigger than the rest of the country that just statistically, if crime goes up here, it makes it look like a national trend. We might actually be pushing those numbers up just out of new York City right here. But nothing else comes close to the concerns of crime, and that has really sort of structured the race over the last several weeks. You wrote about this in a piece you wrote the other day. You talked about mr. Adams, two candidates that are different. You wrote if they win, he or she will become a national voice on crime. Their arguments are revealing about the tradeoffs facing democrats and the ur been voters who make up the partys base. Its fascinating this race is taking place. Were not that far removed from progressives and defunding police being a major theme. Less so in this Mayors Race because of the changing times and changing statistics. Thats right. We say it all the time, john. That six months or a year can be an eternity in politics. Well, about a year ago people were marching in the streets in New York and everywhere else in the wake of the George Floyd Killing and people wanted reform and people were demanding change and wanted transformation of the Nypd And Law enforcement agencies. A year later we have a vaccine, we have people who are able to go back to work. We have different concerns that have come to the fore. And at the same time, we have had this spike in violent crimes. Shootings in particular in New York as well as a sharp increase in homicides. And the Spentire Agenda has changed. These two questions that are on the table, how do we keep everybody safe and how do we not lose the thread of the necessary reforms that so many people marched in the streets for last year . How do we put it together . It really became a very sharp point of Contention And Debate in the race for mayor, and one of those visions is going to prevail after we count up the votes following today. And then well know which way New York is going to go. I think democrats all over the country will watch to see what kind of decision New York voters make. You mentioned counting the votes. New York City is using a Rank Choice Voting. Meaning you mark your first choice, but you also mark your second choice. If you choose, you can mark your third, fourth, and fifth choice as well. That means the count is going to take a considerable period of time. What else about this system stands out to you as noteworthy . Well, the noteworthy thing is under certain circumstances it makes sense for rival candidates in the same race to form an Alliance And Campaign together. And we saw that for the first time over the last few days. And it freaked a lot of people out including the front runner, mr. Adams. The two of the candidates who have consistently ranked second, third, or fourth have sort of formed an Alliance And Garcia and yang were out campaigning together. And under certain circumstances in a Rank Choice Voting election, that can lead to a victory by somebody who ini initially was not the Number One choice of the voters. I wont go down that Rabbit Hole trying to explain it. It has happened before and it has caused quite a stir in the closing hours of the campaign. What are you looking for in terms of what this tells you about the mood of democratic voters which is anybody not watching, the winner of the democratic primary is going to be all but certainly the new mayor of noew York City. We have three candidates more liberal and the five candidates moderate progressives. Everybody running for new York City mayor if youre watching this in nebraska is left of center. The question is is there going to be a message out of this if a candidate, if a more liberal or less liberal wins. What are you watching for the signal new York City might be sending that will be read by democrats nationally . The signal that well be sending is that New York as we often do, get practical, somewhat moderate, despite the fact that its a largely progressive town when it comes to the Executive Position of mayor. As you know in the 1990s, we had five consecutive republican mayors. And it tends to be the kind of position where we dont necessarily want a lot of speechifying. We want public safety and 1. 1 Million School Kids taken care of properly. I think the message is if democrats really want to governor in the longterm, in the Executive Positions, whoever emerges as the mayor is the kind of figure that i think democrats will want to think about nationwide as the kind of democratic executive that can get things done, but also remain true to democratic values. Pro cop, not ruling out stop and frisk, but at the same time, has made his career in policing by being a reformer, they believe that that will send a message to especially white liberals about the sort of nuanced nature of the crime issue.
