Coming to head hours from now in Capitol Hill. Democrats sweeping Election Reform Legislation is on track to hit yet another Gop Filibuster Road block. Now the major question for democrats is could they get Joe Manchin on board with the legislation as it currently stands to show they are united. Some democrats are hoping it could help make their case that Filibuster Reform is needed now in a senate where many of them argue Minority Rights have become minority rule. Also today, president bidens ongoing Infrastructure Negotiation Team will be on Capitol Hill to discuss the proposal being drafted now by a bipartisan group of 20 senators, 10 democrats, 10 republicans, but there are still major hold ups. Both sides far apart on how to pay for their version, nearly 600 Billion in new spending on infrastructure. Manu raju is on Capitol Hill. So manu, first start on the voting Rights Bill. It abint going to get 60 votes 10 republicans to come along but will it get 50, in other words keeping democrats together. Reporter it is still an open question. They are confident theyll get to 50 votes but i talked to Joe Manchin and Amy Klobuchar about a deal. Last night Joe Manchin said he was not there yet. He wanted to see what changes democrats would make. Amy klobuchar said theyre still negotiating in good faith. But ultimately, if they do Reach Agreement is a mong democrats it is not enough to pass the united states senate. This will need to be 60 votes to overcome a republican filibuster. This probably wont be any votes to move forward to open debate and it remains to see if there are 50. Joe manchin wants to pair back the sweeping Ethics Overhaul and focus on key issues like voter i. D. , expanding access to early voting and dealing with Partisan Gerrymanderings of house districts. Those are things that democrats say they are for but all weekend long they negotiated according to klobuchar but as the day goes on there is expectations that there will be democrats on board. And this is a political argument. At the end of the day, all democrats want to say they are united and republicans are blocking efforts to expand access to voting. They would love to get a democrat to vote against this opposition to what they consider federal over reach here. All eyes at the moment on Joe Manchin. And they dont really know. It seems like No One knows what hes going to do except for him . Reporter yeah, hes keeping his cards clees. He wanted to see the final language before signing off on it. He has not said his position quite yet. Youll be there to get it first as you always do. Thank you, manu. President bidens White House Negotiation Team is headed right there to Capitol Hill to meet with the bipartisan group of senators working on something else really critical and that is infrastructure. You could take that line of copy there and repeat it any way over the last several weeks. Like four years. A bipartisan group of senators going to talk infrastructure on the hill. So the question is can they make a deal on nearly 600 Billion in new spending which is at the core of the bipartisan proposal. John is live at the White House. If they are going to tax electric vehicles, it aint going to happen for democrats and if the democrats also dont want to index the Gasoline Tax because they worried about that being an aggressive tax, if theyre far apart on that, is there a path here . There is a path. It depends on whether there is a will to take the path. Look, weve always known its would going to be extremely difficult to get a bipartisan compromise on anything important that Joe Biden wants and even on infrastructure as popular as that is. But were about to find out whether it is impossible. They ran out the string with a group of republicans that Shelley Moore Capito was representing a couple of days ago and now you have this group of ten close and larger group of 20, ten on each side, republican and democrat, trying to come up with a package. The amount of new spending that their proposing for infrastructure is something the White House could accept. It is much larger than capito was talking about. But as you indicated on the lead w why, the question of how to pay for it is difficult. Republicans say it would unravel the 2017 Tax Cut and republicans say raise the Gas Tax and tax electric vehicles democrats say no to that. There is a potential compromise on stiffening Irs Enforcement of existing tax laws. That could find a way out. And that question is do republicans want to make that deal . Do they want to pull the trigger, do something that would benefit their states for sure, but also benefit Joe Biden and all of these things are related. The president has Kyrsten Sinema and Joe Manchin into the white House Yesterday to talk about infrastructure. Also to talk about Voting Rights. And as you play out the string on these talks, on both Voting Rights, if there is no republican votes today, on infrastructure if there is not a deal with republicans, then you could see the beginning of an argument by the White House to try to lean on those democratic senators to say if we cant do it with republicans, the question is do we do anything at all. That is when you get to the Reconciliation Fight on infrastructure and potentially the debate over Filibuster Reform over Voting Rights. That is a great question on all of the proposals. John harwood at the White House. To help us answer the question, to really smart women, Margaret Tell and margaret youve been around washington a long time, answer johns question. Is there actual interest in from a small number of republicans to make a deal, right, given that there is a political aspect to this, imagine that, that it will be seen as something of a victory for a democratic president going into the midterms . What guidance are they getting from their leadership. Well notably we have not heard Mitch Mcconnell come out yet and robust the 1. 2 trillion compromise that were talking about. You i think this is different than the Voting Rights expansion legislation. Primarily because infrastructure, getting some kind of Infrastructure Deal benefits incumbents and there are republican as well as democratic incumbents. The Voting Bill, i think, pretty clearly benefits democrats because, you know, Wage Hour workers, younger workers, voters of color, disproportionally support democrats instead of republicans, makes it easier for those people to vote. But when it comes to infrastructure, there are roads and bridges in Red States and blue states and if you have spent 20 years have Infrastructure Week and have nothing and the voters say throw the bums out. It is part of the calculus here. But the contours of the deal and how it unfolds are still coming together. Were hearing, Hans Nichols and alana spent all day on the white House Yesterday, like Too Big To Fail or noahs ark, two by two on to the ship. The idea there has to be bipartisanship, the Voting Bill is a completely different story. So, karen, to you, this oped from Senator Kyrsten Sinema is important because she joined Joe Manchin, explicitly, so hes not alone in saying were never going to eliminate the legislative filibuster but she writes for the pass of the people act would it be good for the country if we did only to see that legislation rescinded a few years from now and replaced by a voter i. D. Law or restrictions on voting by mail in federal elections over the objection of the minority. Go ahead. Im sorry. Well i was just going to say these are the philosophical debate, the heart of philosophical debate. To get some of these Agenda Items done, are kind of banking on the idea that either the public gets so used to it, or their party stays in power long enough that it gets difficult for awkward to politically roll it back so you dont end up with a Ping Pong Ball of fine were do this in One Direction and then people will the next party will completely do the opposite and will be swinging like a pendulum from now until eternity. Then the opposite side of the argument is saying well that is potentially a problem that would happen and so we need to make sure everything has the ability of being somewhat bipartisan. And i think that that is not really a resolvable debate. You have to predict the future and guess what is to come and there is different opinions in the democratic party and right now given where we are in the two very influential democrats in the middle arent willing to go, that is hanging overheads right now. When can you get compromise in general and get things to the finish line, but could you also keep the parties together enough that the pursuit of that compromise doesnt break everything up along the way. And that is an issue that were seeing on both of these issues right now. So margaret, what about reducing the number of folks to make that compromise . This 55 Vote Threshold instead of 60, weve had some democrats open to that and Ross Conservative writer at the times, is that a compromise or is that to radioactive for some. It is not like the founding fathers chiseled 60 into the Stone Tablet of the constitution. It was threefourths and then it became threefifths. So they have the complexibility to change it. But the question is, is the appetite there to do it. And the oped suggests it is not just the filibuster but it is 60 that shes committed to at this point is that a Negotiating Posture or is she solid. Time will tell. I think this emphasis on Whether Manchin is with the 50. Lets say he is. It still doesnt mean hes going to change the filibuster rule. It still mean he couldnt change his mind. Whatever happens today may send symbols and signals to progressives, to republicans, to voters, but nothing changes after todays test vote. I think that is a really, really great point. Prosecutors have said that the proud boys and other far right extremist groups organized ahead of time and executed a plan on january 6. This is really the first glimpse were getting of video that shows what prosecutors say is really crucial evidence in the major Conspiracy Cases. So this is a significant moment. So you see these people gathering in front of the capitol. These are alleged members of the proud boys discussing at the video said taking the fing capitol. There is another accusation prosecutors have made which is that some of the far right extremist groups and many rioters stole police gear. Here is another piece of video showing that. You stole a Riot Shield . Yeah. You just stole a Riot Shield. That is what the video said. These videos are emerging in the case of charles donahoe, accused of orchestrating over group chats these plans ahead of time and then helping the group carry out the plans on day of the insurrection. Here is another video that really shows thehis movements that day. At the edge of the capitol, this is a crucial moment because here we see him In The Red And White striped bandana, in this crowd that eventually forces its way through the Police Line, prosecutors say that was a Pov Toll Moment because once that Police Line broke it effectively allowed all of the riots to pour through the rest of the officers that were there trying to fend them off and that eventually these rioters made their way into the capitol and took over the building. So these pieces of video are crucial in highlighting the horror of that day, the organization of that day and then eventually the impact of that day, poppy and jim. Yeah. Startling to see every time we see new video coming out. Whitney, thank you for the reporting. Meantime, attorneys say migrant children who are desperate to be reunited with families in the united states are still having to wait weeks in temporary government holding facilities. Ones that are importantly, not fit for minors. Press Illa Alvarez has been following this. And this has firsthand accounts from children. What are we hearing from them. This is the first time that were getting the testimonials from children at the temporary facilities and a 16yearold from guatemala summed it up. He said, quote, every day i feel really sad. He goes on to say there are some other kids who have been here about the same time as me and there is just a lot of sadness among us. This is a boy who has been at an Emergency Intake Site for more than 60 days waiting to be reunited with family in the united states. Now these are facilities that fall under the Health And Human Services department. That department is charged with the care of unaccompanied migrant children. Now they have facilities across the country but because of the Record Number of children who crossed the u. S. Mexico border alone this year, they had to open up temporary facilities. Theyre called Emergency Intake Sites. Now attorneys have been visiting these facilities to assess conditions as part of an ongoing settlement. And what they have found is that while conditions vary across sites, the issues still persist even weeks after the facilities have been set up. For example, they found that children didnt have much privacy, little education, they eliminated had limited access to showers and talking to family and spent days just sleeping to pass the time. So these children are at these facilities before they get r reunited with a Family Or Guardian in the united states and what an attorney found the biggest is sessor is the amount of time theyre spending there. So we are weeks into, well months really into a quest for a bipartisan Infrastructure Deal. Yet very basic disagreements remain even in this bipartisan group. Is it time for biden and democracies to move on to reconciliation . The president is being very patient, but patience doesnt mean eternity. Now at the senate finance committee, were working on major policies, major initiatives to make the Tax Code fairer, to create incentives to reduce carbon and we have proposals to lower of the cost of the medicine. So were going to keep moving forward with those major efforts. You mentioned climate, youre very vocal supporters of measures to address Climate Change but one of the disagreements is a republican proposal to pay for this by taxing electric vehicles. It is a nonstarter for democrats, i imagine it is a nonstarter for you. Is that a signal that a bipartisan Agreement Arent entirely sincere or workable . Well well have to see what the next few days shows. But it doesnt make sense to levy this big tax on the cars the future, particularly when the congressional Budget Office said it will cover just a tiny, tiny percentage of the shortfall. We have got to move on to the major issues. You look for example at what came out last week, the documents from propublica and how billionaires arent paying any taxes, we have a Double Standard on taxes in america. If youre a nurse, youre treating covid patients and you pay taxes with every paycheck. The billionaires get a free ride. Were going to change that. Yeah, it is the Point Warren Buffett always makes, why his administrative assistant pays a higher Tax Rate than he does, a billionaire. And a crucial vote today. It is not going to get to 60. No bipartisan agreement. Just a question about whether democrats stand together, one of the key questions, Joe Manchin. He said he doesnt know if he will vote to advance. What is your message to your democratic colleague Joe Manchin today. My message is the same as i one i used at my Town Hall meetings and that is failure to secure Voting Rights is not an option. Im the first senator in our country to be elected completely by mail. Im a democrat. The second senator who did he elected by mail was gordon smith. He was a republican. We could address those issues in a fair way. So the difficulty, right, were finding with so many things, it happens on covid relief, it is still a bar on infrastructure, it is certainly a bar really just a red Brick Wall on Voting Rights. Is getting to that 60 Vote Threshold and there is a proposal to not eliminating the filibuster but make it 55 votes and you have heard some, not many, some conservators and democrats express support for this. Do you think that is a Path Forward . I think one of the ways that you could address this issue is at least require senators to show up in person. When i protected Oregons Death with dignity law, that is what i did. Our voters had voted for it twice. The house voted to get rid of what oregon said but i made it clear when it came to the senate i would show up in person. That is the kind of practical reform that makes sense. Understood. Another issue i know that is close to your heart, this week your part of a group of bipartisan senators, i should note, so republicans and democrats united in this effort here. And that is to increase domestic semiconductor manufacturing. Why is this important . So many things we have, including this depend on the semiconductors and taiwan makes the Lions Share of these internationally. I want to ask you this very specifically. Because i hear from the folks in pentagon and elsewhere genuine concern about china invading taiwan and it will then control the worlds semiconductor manufacturing. Is that central to this attempt to try to bring some of this manufacturing back to the u. S. . New this morning, the White House is now expected to focus on reaching new Vaccination Milestones as the country is expected to miss president bidens original July 4th goal of 70 of all american adults receiving one dose of covid vaccine. So, Big Question is how close did we get and Where Do We Go From Here . Were going to get very close to bidens 70 goal by July 4th. It is not that far. But the biden administration is great at setting realistic goals. Weve seen them do it before. They set goals that they know they could achieve. So when they set this goal months ago, they thought they would aclehieve it. It is tough to convince nearly half of americans to get a vaccine, to get a shot. Nearly half of americans have opted, have chosen not to get even one dose of a vaccine. I emphasize the word chosen because were talking about in many parts of the world, you cant get a vaccine. There are shortages. That is not the case of the united states. So the people who arent getting it because theyve chosen not to and theyve been a tough group to convince. So lets take a look at this biden goal of 70 by July 4th. That is the goal for a while now. And the Cnn Projection is that hell have like 67 to 68 by July 4th and 70 by the end of july. Lets look at why it looks like this Goal Wont be met and theyre focusing on other milestones. Look at how the number of newly vaccinated adults in the u. S. Has got way, way down since the middle of april. Again, the people who wanted to get it, theyve gotten it. Now were down to basically trying to convince people and the people who Public Health officials are trying to convince are largely young people, elderly people and even people over the age of 50, theyve been much more enthusiastic about the vaccine. It is partly a moral problem, is what the officers tell us and the fact that it is happening as crime is rising is affecting operations, the nypd has had its own failures. 2014 death of Eric Garner during an arrest in which inform officer used a choke hold, did not result in charges. But still resonates here. And Nypd Commissioner Dermot Shay said departments have the responsibility to police their own aggressively. We have over 6 Million calls for service a year. So i think what we need is balance, what worries me over time is when we move too quick. And now we have to recalibrate and kind of Play Catchup if you will. Shay and one of his Predecessors Bill Bratton concede police over used some practices such as Stop And Frisk. According to nypd data, two years later a judge ruled the policy was unconstitutional applied. And when you hear about officers policing Mental Health issues, this is an example of that. The officers that we met remain committed to the job of policing but we could sense their frustration. Just a few years ago, violent crime across the city was at its lowest in decades. We are never going to let it go back to the bad old days. We have a spike in violence right now as many other cities do. Controllable . Absolutely. Were going to need help, though. Were going to need help. Hey. How are you doing. This may be the broader lesson today, the recognition that there are problems that policing alone cannot solve. We help you in terms of the violence that is going on and what do you have going on, maybe there is a Substance Abuse Issue or you need some housing. A former convict and younger brother of a victim of Gun Violence works as a violence interrupter, a civilian that tries to diffuse and De Escalate conflicts before they turn violent. There is a difference with us. There is no Badge Or Gun or handcuffs, there is no bulletproof vest. It is our credibility. That is our strength. Jim, what a piece. Because there is not a simple answers. Were seeing a rise in crime. It is a fact. It is in the numbers and so often they are black and white issues, simple solutions, but it is not and all you have to do is spend a few hours out there and see that. There are difficult decisions on Mental Health and violent crime, a whole host, like a Witches Brew of causes and No One single Policy Solution or police tactical solution. The police know that. Theyre not proposing simple solutions. Neither are the people living in these neighborhoods.
