Of the July 4th recess . A key vote is Schedule Ntd Senate over Isnt Bill one. Senate Majority Leader Chuck schumer saying theyre working to come up with an agreement to compromise on what Senator Manchin has said are his changes. Leaving open that he could support a modified bill after previously opposing the drafted legislation, speaking of compromise, potentially big sign from a major player in the progressive wing, Senator Bernie sanders, now signaling an openness to manchinS Proposed changes to that legislation. Stacey abrams did that as well. Cnn congressional Correspondent Lauren Fox is on Capitol Hill this morning. Lauren, lets begin there. Getting to 50 is the minimum low bar, right . That gets the democrats. Of course, you have the next hurdle, which is the filibuster of 10 republican votes . Thats right, jim. Look, this is all about democratic unity. The point here is to display that democrats are united in their ability and their wish to advance Voting Rights legislation. Now one of the biggest holdups, like you said, has been Joe Manchin, that democrat from the state of west virginia, who has been working with leadership and other democrats, including virginia senator Tim Kaine to try to put together a package that could garner support of not just manchin but others as well. That was a topic of a long lunch last week where they had this discussion, a robust discussion, im told, about what the future of this legislation should be. Look, Tomorrows Vote is a procedural one. It is not a vote on the actual legislation. It is a vote to open debate on this legislation. Here is what the mantle leader, Chuck Schumer said, about what is at stake tomorrow. Its a very simple vote. It means to proceed to debate it. Its hard to believe that republican wont even vote to proceed to debate it. Were working very well with Joe Manchin on trying to come up with every other democrat as a cosponsor. And democrats expected, hopefully, to be united on this. At least thats what the Majority Leader is hoping tomorrow. But we dont expect 10 republican senators to vote for thiS Package, meaning the likelihood is that this will die tomorrow in the senate. That doesnt mean democrats are going to stop talking about it. In fact, if they can be united tomorrow, what that enables them to do is make a political argument as they ramp up their Campaign Messages for the 2022 mid terms. Jim and poppy . Lauren, what does that really mean then . If it doesnt move forward then, is it just messaging, or are you saying they come back anyway month, two months and potentially move it actually forward . I think this has to play out. Poppy, what you have seen over the last several weeks as weve been talking about republicans over here at Capitol Hill is nothing that democrats are talking about in the voting Rights Phase is going to be something that republicans are going to be willing to support. You have to pair this Bill Way back in order to get those kind of republican votes. So this looks like it would be more of a Messaging Bill at thiS Point than legislation that actually has a chance of passing. Theres a lot of Messaging Legislation going on, on The Hill of late, to be noted. Lauren, thanks. Lets bring in ron brownstein, senior editor for the atlantic and political Enterprise Reporter for the washington post. Even if you get all the democrats on board here and a compromise over the manchin compromise, that doesnt get you anywhere near ten republicans needed. So, i guess for everyone watching at home this morning, this Thing Isnt going anywhere . Its not. At least not as currently configured. The message that is really being pressed here, especially by progressives, is that the filibuster is a relic of the past. Its not going to allow democrats to get anything done. They want to press this message to Joe Manchin, because he has been the most stalwart in saying he does not want to reform or change the filibuster or eliminate the filibuster. Hes at the center of this debate. Its his own compromise that is getting the cold shoulder. To support Joe Manchin or taco Joe Manchin about this. He wants to do something about the filibuster if not eliminate it, restructure it and reform it. Ron, one idea to restructure or reform is to lower the barrier from 60 to 55. I thought it notable that you dont just have democrats, moderate democrats talking about that, conservative writer for the times raised it as well. Does that idea go anywhere, given the way look at the way the Senate Majority leader, rather current Minority Leader has run things there. Is that an idea that could survive the current politics of washington . Well, look, i think getting to all of those options is why its not correct to call this solely a Messaging Bill. Its not just a Messaging Bill for 2022. It is one scene in what is going to be a multiact play on whether Joe Manchin, Krysten Sinema are willing, in some ways, to entrench the filibuster. The only way to pass any kind of national Voting Rights, once you establish any internnational vo rights, the only way to pass it is if ultimately those democrats resistant to changing the filibuster ultimately agree to do so. There are lots of different options. Willing to take it down to 55 is a talking filibuster. So much that is happening in washington right now, the vote on the January 6th commission, the vote on this, is really an effort to demonstrate to those democrats that there are not ten republican votes for almost anything significant that democrats want to do and ultimately their choice is either to reform the filibuster or have those issues die. How significant, to ronS Point, that bernie sanders, of all people, said he could probably get on board with most if not all of manchins changes . ItS Pretty significant. You heard from bernie sanders. You heard from Stacey Abrams as well. Yeah. The democrats are united about the idea of putting together a coalition among democrats that can support something on Voting Rights. Progressives have wanted a lot of different changes on Voting Rights and some conservatives like Joe Manchin are not comfortable with. Joe manchin includes a number of things like making Election Day a holiday and allowing two weeks of early voting that democrats say would help and get more people to vote. I think democrats want to show in contrast to whats happening in some of the State Legislatures where republicans are largely united about stripping Voting Rights and moving the ball backwards on giving People Action toes the ballot, democrats want to show that they can move the ball forward and give people more Voting Rights and have to be united in doing that. They see the big contrast in some of these republicanled states and whats happening in congress, Stagnation And Lack of action and they want to be able show that they can do something. Ron brownstein, its interesting to see Republicans Interest in bipartisanship challenged. Chris wallace ing lindsey graham. I want you to watch and then get your reaction. If you vote to kill the bipartisan January 6th commission, looking into the insurrection of the capitol, do you run the risk that manchin and a couple of other moderate senators will eventually say, look, Bipartisanship Isnt working and were not going to kill the filibuster but were going to reduce the number of votes you need to stop a debate from 60 to 55. Do you run that risk . I hope not. Does he . Does that move them, i suppose, is the question . Yeah. Manchin himself in that tape recorded briefing of the group no labels that was revealed last week expressed exactly that concern, that republicans on issues like January 6th and voting will make it more difficult for the last democrats to hold out against changes in the filibuster. ManchinS Position on voting has been utterly il logical and incomprehensible. Hes saying washington should only respond to what has been a completely Party Line Offensive in the states as i showed in a recent story with data from the brennan center. No democrat in any state has voted for these bills. Manchin is saying washington should only respond if republicans in the senate agree to constrain what their colleagues in the states are doing. Hes moving slowly away from that position. The one hope that democrats have and progressives sinema that what theyre saying about the filibuster is backwards and the ultimately the only way to get into negotiation is that republicans realize they have to negotiate because something might pass. Rather than pure messaging, this is something in the middle, a step in what will be a months long process. Most democrats feel hopeful that theres at least a chance to open the door to create a Democracy Exception to establish bills without republican support. Not purely menling in your View But Step along the way. Outcome uncertain, but theyre working it. Ron brownstein, tolouse, thanks to both of you. [drum Beat And Keyboard typing] [keyboard typing] [trumpet] [keyboard typing] we are following tragic news out of alabama this morning. 10 people, nine of them children, were killed in a fiery Multivehicle Crash on a highway this weekend. I have so much trouble reading the details of this st story. Eight of the children were in a van from a Girls Ranch for neglected or abused young people. They were coming back from a trip to the beach. Cnns Martin Savidge is in camp hill, alabama. Investigators are investigating the scene. The details are so heartbreaking. Nine out of ten children. Do we know what caused this . No, not yet. Its certainly being looked at as suspect. Fld vrths downing the effort by local and state investigators. Were at that Girls Ranch where many of the victims came from or were connected to. As you point out, this is horrific on a number of levels. Number of lives lost, ten. Number of children killed, nine. And the fact that many of those children had already, in their lives, suffered trauma and hardship. It all goes back to saturday afternoon, 2 30, i65 northbound just south of montgomery, alabama, when you had this multiple car pileup. There are at least 17 vehicles involved, including two semi Tractor Trailer trucks. We know at least seven of the vehicles caught on fire. Most of the victims died in the ranch van. There was one survivor, that is the ranchs director. She was actually pulled unconscious from the wreckage from passersby. They tried to get to the children but the flames forced them back. We should point out the director was also driving the van and that she, too, lost two of her own children in that vehicle. Two other people died, a 29yearold Father and his 9monthold daughter in a second vehicle. And as we say, we know that there was that tropical system that was moving through the area. There were storms and heavy downpours that day. So thats where investigators are going to begin. Poppy and jim . Martin, you mentioned what hardship most of the children that died had already faced in their life, or the reason why many were living in this home. What do we know about them . Do we have their names yet . Reporter no, we dont. Its complicated out of the fact that many of them were in a foster care program. And that, too, is another hardship. They dont all have families to mourn for them. This is the ceo of the ranch here as he talks about the lives lost. We lost eight young people that could make a difference in our world. We lost eight young people that didnt have a chance to have their own children. We lost eight young people that Cant Break the cycle of where they have been and change it for their children. Reporter these were children that had come from homes where maybe there was abuse or homes where maybe parents were suffering from addiction. It was truly, truly a terrible, terrible day. Poppy, jim . Goodness. Our hearts genuinely go out to those poor little children. What a heartbreaking story, Martin Savidge. Its good to have you on it. More were following this morning. Dr. Scott gottlieb says the u. S. Now needs a new strategy to get people vaccinated. While the country is struggling to reach president bidens July 4th vaccination goal, gottlieb says more people may want a shot later this year. Now we need to think about trying to push out the vaccine into Community Sites where people could get it in a trusted intermediary, doctors offices, schools, a different strategy to get the people who are still reluctant or still face challenges getting into that access site. AS People contemplate going back to work or Back To School in the fall, they will be seeking out those vaccines and we need to think about that 2. 0 campaign and delivering vaccines to those who are unvaccinated. The Delta Variant is becoming much more prominent in areas of lower Vaccination Rates. Dr. Carlos del rio, emory University School of medicine. Good morning, doctor. He makes a great point. Obviously the current Strategy Isnt working for those who havent gotten vaccinated or to the levels that are needed in order to make this country as healthy aS Possible on this front. Do you agree with him that something new is needed, a 2. 0, if you will . And what would you do . Thank you, poppy. I think that the initial rollout in Mass Vaccination sites and points of vaccination was very useful to reach people that wanted to get vaccinated, the lowhanging fruit. Now we have a good 30 to 40 of americans that still need to be vaccinated. A percentage of them will never get vaccinated, who said theyre not going to. But that leaves 20 to 30 who are willing to get vaccinated but not the way its being done. We need to get vaccines into doctors offices, into places that people trust because at the end of the day, what ive heard from sfrl people is i want my own doctor to administer the vaccine. And that, i think, is what we need to do now. Dr. Del rio, something ive been watching closely, you have the advent of this new, more virulent variant, the Delta Variant, that is now showing up in the states. The concern is that it will spread more quickly in areas of the country that have lower Vaccination Rates. Quite frankly the south, typically places more conservative folks getting vaccinated at a much lower rate. What is the danger here, right, in having this disparity in Vaccination Rates . And do you see those areas with the lower Vaccination Rate as a fertile ground for the Delta Variant . Jim, i think there are several issues here. Number one, absolutely, the Delta Variant is much more transmissible than any of the other variants and therefore rapidly outgrows the other ones and becomes a dominant variant and probably will do so in the next six to eight weeks and will spread quickly among those who are vaccinated, partially vaccinated or unvaccinated. If you have just gotten one dose of some of the vaccines, which the biden administration is looking for one dose by July 4th. Thats not enough. You need to get both doses. We need to accelerate vaccinations so we get more doses. The more people vaccinated the less like ly the Delta Variant will spread. We need to get vaccines to people who are hesitant. Otherwise well have more hospitalizations, uptick in hospitalizations and thats exactly what we dont want to see right now. What are you anticipating for the fall . We know we and our children all get the flu, the cold, we just get sicker with the virus in the fall. So if this is what were seeing now, and if delta becomes the dominant strain in the united states come the fall, what are we brace ing for . We need to be prepared. You vaccinate as many people aS Possible. Based on that, can you make decisions. You can say we need to mandate masks again or do more testing in schools. Clearly theres going to be Fda Approval of some of the vaccines coming up in the next several weeks to months. I suspect by the fall there will be approval of the Pfizer And Moderna vaccines. Once theres full Fda Approval, youll see places mandating the vaccine. By doing that, youll increase the number of people vaccinated. Hopefully we wanont have Anoth Spike in the fall. I hope we dont. At least 45 others injured. This growing Violence Epidemic prompting dozens of mayors to band together and demand more action from the biden administration on guns. A recent letter they wrote, quote, we are clear eyed about the political challenge. Now more than ever, we need to continue this hard but necessary work. So many cities and towns are now dots on a map of mass shootings that could be prevented if there were a federal web of uniformed laws on background checks, eliminating access to guns for those who have demonstrated a history of Mental Illness or other disqualifying conditions. Joining me now joining us now, the president of the united States Conference of mayors, dayton ohios democratic mayor, running to unseat republican governor of Ohio Mike Dewine in 2022. Great to have you on again. Great to be on. Good morning. I met new 2019 after a horrific shooting in dayton, ohio, which came the day after a horrific shooting in el paso, texas. Following those two shootings for a moment, as weve often seen before, there was a bipartisan expression of support for some Gun Control measures. In ohio governor Mike Dewine talked about state laws, Red Flag laws. Mike turner, representative whose daughter was on the street or nearby, republican, said ive got to come around on this. That moment disappeared. They changed their public positions. What happened . Why does that always happen . I mean, are the politics so intractable here for republicans that they joust wont move . I think its really whats going on in our politics, even at the State Level with Governor Dewine, whose folks are too afraid of the extremists on the right and the Gun Lobby, frankly. You know, the night of the day after the shooting in dayton, hundreds of people gathered to the street to holler do something. Governor dewine promised to do something. But instead this january he actually signed a stand your Ground Law which makes all communities and everyone less safe. Every study shows that. It shows how theres this grip of the Gun Lobby and Gun Makers and extremists in the republican party that wont let them loose. I mean, these are issues were talking about stuff that nine out of ten ohioans agree with. We cant get nine out of ten ohioans to agree that the Ohio State buckeyes are the greatest football team. But they cant get this to move because theyre too afraid to stand Up To these extremists frankly. Youre now running against Governor Dewine to try to unseat him as governor. He has been pushing again and again, session after session, for the strong act to be passed calling for new background checks, makes it harder for mentally ill people to access guns. Now, its gone nowhere with the republican legislature, but he keepS Pushing for it. If you unseat him as governor, how would you get the republican legislature to actually act on that, if he cant . I think what Governor Dewine does, theyre in hiS Party and hes trying to be a bit too nice to them. Hes sitting on a primary now. So actually he goes the opposite direction. Hell say oh, i have this, you mow, strong ohio bill, which got no movement, and then in january signed the stand your ground bill. I hear you on stand your ground but im asking you specifically on this, which i assume you support. I did support. But i dont see him really taking the action to get it done. He is just not strong enough to stand Up To the extremists in hiS Party. Its not my party. Its hiS Party doing this. Youre going to have to work with them to get it done. Absolutely. Ill tell you this. I think, you know, being kind to these guys and just saying, oh, please, isnt going to make it happen. I think when he needs them in hiS Party, in hiS Primary say different situation than a democrat that doesnt need them for that. Nationally, as youre well aware, the odd fact is that even though you have national support for measures like universal background checks, by the way, among Gun Owners, right . Were not just talking about random collection. Were talking about people who actually own guns. What happens at the State Level goes in the opposite direction. Look at texas, for instance, passing a lot where you dont need a Gun License to carry guns. Are you disappointed that now at a rare moment when democrats have the White House or the White House and the house in the senate granted, with slim majorities, that even under those Conditions Cant get national legislation passed . Look, i think the letter that the conference of mayors i sent aS President and dozens of others joined me is really calling on the biden administration to make this a priority. And there are things that he can do, particularly with the department of justice, that can help partner with cities. And thats what were ask ing for. Were very clear eyed about the very difficult nature of congress for sure. You know, we continue to stand in solidarity in the effort to have universal background checks. Because, look, were not talking about responsible Gun Owner here. Were talking about the 54 people who die every single day in this country at the hands of a gun. And most of those deaths are people that should never have had a gun in the first place. Now its not even happening in big cities. Its happening in small communities, in rural towns all across the country. This is affecting really everyone. Were asking and weve had great partnership with biden these past six months as mayors. Were happy to help partner in passing The American Rescue Plan in a bipartisan way. Were asking for that again because we know that Gun Violence, we know what can be done and what needs to be done and what will work but republicans wont do it. People in communities like mine and across the country keep dying. There are actions that could happen and we could make a difference if we get national action, and if we do have biden make this a centerpiece of his administration. Mayor, briefly before you go, an update on the Opioid Crisis in ohio. You actually have some uplifting news. Yeah. Im very proud of the work that weve done in dayton. You know, one of the things, as you all, poppy and jim, you know that dayton, when i first became mayor, was, you know, the center, ground zero, for accidental overdoses. We really worked to treat addiction like the disease that it was and that it is. So im really proud we have cut accidental overdose deaths in half. What we have shown is if you get services on the ground and if you treat it, instead of a Criminal Justice issue, you can make a great difference in saving peoples lives. Its still a key issue across this country. And, actually, unfortunately, you know, dayton was a tip of the spear in this issue, as we see other communities across the country really become a challenge. Dayton has become a Model City on what to do about this. Its a forgotten epidemic, really, to some degree, or not paid enough attention to. We appreciate the work youre doing there. With the citys new ranked Choice Voting System its really not clear at all who is going to emerge the winner. Athena jones is here. Please explain ranked voting for people who do not live in maine. It is down to the wire. Early voting has ended yesterday, sunday, was the last day of early voting. There are eight days of early voting, 2,000 people came out to take advantage of that. Election day is tuesday and, as you mentioned, its ranked Choice Voting. You saw that poll. Eric adams appears to be in the lead. We talked about a field with 13 candidates. Eight of them are the ones who have been appearing in most of the debates. You see that sevenpoint stretch, Eric Adams overc garcia. That was a couple of weeks. Its hard to know how the race is changing in these closing days. Passed in a referendum in 2013, threequarters of voters said they wanted this new system which allows for instant runoffs and not having to call people back if no One Candidate wins a majority of vote in the first round. There are 13 candidates in this race. Eight of them are considered the major leading candidates. Eric adams who appears out in front is nowhere near getting the majority of the vote. Up to five candidates in order of preference. If no One Candidate wins a Majority Or Mantle Plus One of the votes in the first round, it means that the lowest the lowest vote getter, the candidate who gets the lowest votes is eliminated and the second Choice Ballot is reallocated. That system goes on over and over again until One Candidate emerges with a majority Plus One. So that is why we do not expect to know the Answer Tomorrow Night when the polls close at 9 00, or even a few hours after the polls close who is out on top. We may only know who won the first round. Great to be with you. Thanks for having me. The state of the race is turbulent, fluid and highly unpredictable and every term we can throw out there to underscore the real uncertainty here.
