Washington to a number of stalled Agenda Items and big hurdles ahead and pushing them through congress. On the table for the president , infrastructure, Voting Rights and police reform. There may be glimmers of hope on some of these big Ticket Items but theres one major road block, it appears, for the president and other joe, senator Joe Manchin. Lets go to Senator Lauren Fox on Capitol Hill. I dont know if its fair to say its just Joe Manchin. It may be other democrats, too, that wont fall in line unless Joe Manchin does. But where are we on these big three big Ticket Items that the president comes home to . Well, i think you make a very strong point here which is that it is not just Joe Manchin standing in The Way of some of these key Agenda Items. However, Joe Manchin is very central to one big fight that the president wants to push through. And that is this issue of Voting Rights. If you remember, democrats on Capitol Hill are looking to try to vote next week on a bill known as We The People act. It is a sprawling piece of legislation that deals with the issue of voting as well as ethics and Finance Reforms and one of the things that Joe Manchin announced yesterday is he is circulating a list of changes he wants to make to this bill. And one of them, i thought was really striking. He essentially argues that he wants to make sure that voter i. D. Is required with some exceptions that people could use a Utility Bill or some other kind of form of residency to prove they are who they say they are when they go to the polls. One thing thats happening Behind The Scenes is democrats are trying to convince Joe Manchin to come up with something that everyone can agree on because when they put this on the floor next week, they want to have democratic unity. That does not mean this bill would pass. They still would need ten republican votes. We dont see any evidence they have that right now. The other thing to keep in mind is Joe Manchin is a huge player on the issue of infrastructure. And when the president gets back to the united states this morning, that is going to be the issue on the table that his administration is going to have to deal with. There were White House officials up here last night trying to work with that bipartisan group to make sure that they are in a position to go ahead and continue these talks because they dont want this to drag out forever. A couple of those key sticking points, how do you pay for the bipartisan groups proposal. They have this modest proposal, about 579 Billion in new spending. There are a lot of progressives who are upset about the fact these bipartisan talks continue to drag on. Meanwhile, you have chuck schumer, the Majority Leader trying to promise those progressives that theyre going to get more of what they independent what is known as reconciliation bill. Essentially a piece of legislation that moves through the Budget Process that would allow democrats to pass it on their own. Schumer arguing they can put more of the president s agenda in that bill and let this bipartisan group continue their work, put that on the floor and then try to bring these things together. A lot of moving pieces as the president returns to the united states today. Poppy . Yes, lauren, before you go, i think something really big just happened on the voting right front in the interview that John Berman did on new day with Stacey Abrams. He asked her to clarify it. She basically got behind Joe Manchins suggested changes, including voter i. D. I ask you about that, because thats a big deal. If she gets behind it, doesnt that open the door or give permission for other more progressive Liberal Democrats to say, okay, we are, too, and then this thing maybe moves forward . Absolutely, poppy. I think thats a very significant step forward. It does give other progressives some permission to get behind some of these suggested changes. I think it is important to point out again that even if you get every single democrat on the issue of Voting Rights to support something on the floor, that doesnt mean you have ten republicans. You need 60 votes in the senate unless you make changes to the filibuster. Of course, as weve said before, Joe Manchin, Kyrsten Sinema have made clear they do not support gutting the filibuster even to pass a bill on Voting Rights. Poppy . Keeping us grounded in reality as always, lauren fox, thank you. Lets talk about all of this with our political analyst Rachael Bade Coauthor of politicos playbook. You have so many highlights of news, nuggets out. Can you just weigh in on what we just heard . How big of a deal is it that Stacey Abrams is behind manchins changes here, including voter i. D. . Id say its significant. Im curious what other democrats on Capitol Hill say, particularly progressives who are really concerned about voter i. D. Requirements nationwide. I mean, the interesting thing about Manchins Bill is, yes, it would this compromise. A much narrower bill than what democrats and President Biden initially wanted to pass. It would expand early voting. But when it comes to voter i. D. S, and there are democrats who are concerned that is hindrance from some minorities who might not have them to show them at, you know, voter rolls, it seems to be giving Republicans Something that they want, but also doing a thing that the party in general really wants, and that is expanding early i. D. , making sure other people can vote early. So i mean, look. This is a tough issue on Capitol Hill. Lauren was exactly right when she said you need 60. And this is, you know, a far shot from that. At least so far. I think you might pick up a couple republicans with this proposal, but i do Stacey Abrams putting her support behind this is significant. Well see if it extends to Capitol Hill. Its interesting because her answer when John Berman was trying to clarify, she said, look, i even wrote about this in my book and this is a republican Talking Point and she was really it was just an important clarification from her for sure. So well see where that goes. You have new reporting on infrastructure. Can you lay out for us i saw a headline from you guys about a 6 Trillion proposal the democrats may try to go it alone on. What else are you hearing . Its really interesting. Capitol hill on Capitol Hill right now, President Biden, when he comes back to the united states is going to be facing this big decision. Does he want to do this bipartisan deal and try to pass a larger democratic only bill or does he just want to go with democrats and try to get everything he wants into one bill . Its significant because there are centrist democrats who, if he goes with this bipartisan proposal thats out there right now and gaining steam on Capitol Hill, hes basically giving, you know, Cent Rifrist democrats th dessert before the veggies. Hes allowing them to pass something they really want to pass without requiring them to endorse something that perhaps theyd be a little less comfortable on. And thats things like Tax Increases. Corporate Tax Increases specifically. Tax increases on wealthy individuals. And expanded Family Infrastructure Plan that helps with everything from Child Care to, you know, Family Support for people who are taking Care Of a sick loved one. But, look, theres a risk with going with this bipartisan proposal for Joe Manchin. And that is im sorry, for joe biden. President joe biden. And that is if he gives these moderates what they opt the front end, they may not support him on the back end. Hes really at this crossroads now. Democrats want these assurances from the centrist. Theyre not getting them right now. But, you know, President Biden wants to try bipartisanship. What is he going to do and how is he going to get this agenda through . Just a short time ago, the house minority leader, Republican Kevin Mccarthy issued a statement criticizing Bidens Performance here In Geneva at the summit saying, in mccarthys words that, biden, quote, gave vladimir putin A Pass. Joining me, senior political analyst john avlon. As i remember, that is not a phrase that mccarthy used regarding trump following helsinki. Thats right. And that tells you everything you need to know about how shallow and cynical these politics are. So its stunning, but its not surprising because its part of a piece, jim. This has been the republican Framing Device heading in to the summit that biden was going to somehow be you know, not tough enough on vladimir putin which obviously begs the question, what the hell were you all doing the last four years because they didnt say boo when Donald Trump was losing no opportunity to suck up to vladimir putin and never confronting the kremlin on anything no matter how absurd. I encourage folks to look at an article Marshall Cohen did 37 times that Donald Trump was soft on putin and russia. So this is just an attempt to rewrite History And Hope that nobody notices or their supporters are so desperate for Confirmation Bias that they wont Call Bs on the obviousness of it. So just to refresh our memories, i wanted to play now president former President Trump In Helsinki standing next to putin taking his word that putin did not interfere in the election. And then a Moment Yesterday when biden spoke about how he challenged putin on Human Rights. Lets compare. All i can do is ask the question. My people came to me, Dan Coats came to me and smome others. They said, they think its russia. I have President Putin. He just said its not russia. I will say this. I dont see any reason why it would be. Human rights is going to always be on the table, i told him. Its not about just going after russia when they violate Human Rights. Its about who we are. How could i be the president of the united states of america and not speak out against the violation of Human Rights. John, how does that statement and others, he said for instance as well, that he reminded putin that the u. S. Has very capable cyber abilities to respond to russian cyberattacks. Does Mccarthys Criticism stand up . Not even a little bit. It is just a Talking Point. Its no thicker than a bumper sticker. But that Side By Side Comparison you did says all you need to know. Helsinki looks even more cringeworthy when you watch it now than it did at the time. And at the time it was so bad that Fiona Hill told Don Lemon the other night she wanted to create a Fire Alarm or fake a medical emergency to have it end. So the republicans trying to rewrite what happened. Its a reminder of how far weve fallen from the old Arthur Vandenberg Standard in the senate which is that partisan politics ought to end at the waters edge. The conflation of rnc and Talking Points is so surreal and so complete that these folks are effectively rooting for russia against an american president who is taking a demonstrably tougher line on russia than Donald Trump ever did or could. To your point, john, it was remarkable to hear the russian President Yesterday characterizing the January 6th insurrection, the treatment of those folks in a way that, you know is not far off where youve heard from some republicans in the u. S. Thats a remarkable, and its not just there where you have a confluence of what is essentially disinformation. Thats exactly right. And actually did just that parallel for my Reality Check this morning. It was really striking when you heard vladimir putin get asked tough questions about the imprisonment of his political Opposition Alexei Navalny and he immediately went to whataboutism and started talking about January 6th rioeters and political prisoners and saying Ashli Babbitt was just some woman executed by Capitol Police. And its directly what weve heard from Gosar And Gohert and others. Its pathetic, but true. It is remarkable. Whataboutism is an old soviet tactic and now were seeing it all over u. S. As well. Some republican lawmakers are still downplaying, trying to completely reframe, denying the insurrection at the capitol on January 6th. They are repeating false claims such as January 6th was mostly peaceful. The rioters were not armed. It was antifa, not trump supporters that attacked the capitol. All false. None of those claims line up with the facts, let alone the video you see. Video weve all seen. The Justice Department has released new footage of the attack. These videos, this is some of the new footage just released, are being used in Capitol Riot Court cases. And now were learning of intense exchange between d. C. Metropolitan Police Officer Michael fanone who was beaten with a flagpole and shocked several times with a Stun Gun while defending the capitol that day. And republican Congressman Andrew Clyde who said that the events that day looked like, in his words, a normal tourist visit. Lets bring in jessica dean. Shes following the story. The officer is calling Clydes Behavior during this encounter disgusting. Can you walk us through what happened . Sure. Officer michael fanones telling cnn that he went to shake Congressman Clydes hand. Extended his hand. The Congressman Kind of looked at him. Didnt know who he was, so he introduced himself as a metropolitan d. C. Police officer who defended the capitol on the January 6th insurrection. Reminding the congressman that he suffered a traumatic brain injury, a Heart Attack while doing so. And he said at that moment the congressman just kind of turned away and moved away and as soon as the Elevator Doors opened, he ran into the elevators and fanones words, like a coward. Heres Officer Fanone on new day just a little bit ago. Take a listen. Im not here to make this a political issue. It just so happens that one party is lying about, you know, what thousands of officers experienced that day on Capitol Hill. Im going to confront anyone that lies about that day because while these members are betraying their oath, thousands of d. C. Police officers and u. S. Capitol Police Officers were fulfilling their oath and continue to do so every day. Absolutely. The capitol Police Officers here, of course, keep everyone here safe every day. That is their job. Now we also know that Congressman Clyde was one of 21 house republicans who voted against awarding those officers the congressional Gold Medal, poppy, to award them that for their bravery, heroism on January 6th. In addition, you have republican Congresswoman Liz Cheney with incredibly strong and important words for the 21 of her fellow republican lawmakers who voted against giving the congressional Gold Medal to those officers who defended the capitol. Arguing with, you know, certain definitions of certain words. It is absurd when you read some of the rationale and the reasoning there. She follows Adam Kinzinger also calling him out. What else did cheney say . We saw a tweet from her. She really singled out Paul Gosar who she helped put his Gas Mask open his Gas Mask and put it on that day. She said hes lying and smearing the men and women. We also, manu raju, my colleague, talked to congresswoman cheney. Heres what she said. The police fought for us that day. They defended us. Im sure they saved lives. They defended the capitol. The idea that they wouldnt get congressional Gold Medal is just outrageous. Kevin mccarthy, should he do something about these members . Its outrageous they voted no on it. Again, 21 house republicans refusing to support that congressional Gold Medal for the men and women who defended the capitol and protected their lives on that day during the deadly insurrection here on January 6th. And poppy, to your point, some of the excuses we heard were about simemantics and language. They dont want to call it an insurrection. Others like ignored our questions about why they wouldnt support this. Jessica dean, thank you. Stunning new testimony from the u. S. Capitol Police Inspector General who says its still unclear who is actually in charge of security at the capitol despite it being nearly six months since the insurrection. Laura jarrett joins me live in new york. Good morning. That is quite a statement. What else can you tell us . So poppy, theres obviously been a lot we now know about all the security breakdowns, the failures leading up to the insurrection. But it turns out there is, in fact, a way forward to fix this going forward. So the Inspector General for the Capitol Police, michael bolton, testified yesterday about 65 different recommendations that his office has come up with in trying to address some of these Security Issues at the complex. But listen to this. It turns out that there isnt actually a clear answer about who is in charge. Theres something of a debate if you will about whether its the Capitol Police or Capitol Police oversight board. So watch this exchange between Senator Jon Ossoff and the Inspector General. Who today, which individual, is ultimately responsible for the security of the united States Capitol . So that would be a difficult question, but if you to try to pin it down, it would say probably the Capitol Police board has probably the ultimate authority. I have to say, its it is not reassuring to hear that there remains this basic ambiguity about responsibility, command and accountability. And thats not all. The Inspector General also laid out a series of other damning facts, including the fact that rioters actually stole the helmets and the vests of Capitol Police on that day. They carried highcaliber firearms. They actually stored them in their cars that were parked nearby. And get this. Only 22 of 29 members of one Capitol Police quad had received the certification that they needed to carry the weapons that they do. Obviously, a point there that was very disturbing to lawmakers when they heard it yesterday. But big picture here, poppy, the important thing to recognize is, with all the partisan gridlock with lawmakers who are denying the fact that the insurrection happened, the big question is, how are they going to actually follow through and act on some of these recommendations from the Inspector General . Heres how he described his overall message to his russian counterpart. I told President Putin my agenda not against Russia Or Anyone else. Its for the american people. I also told him that no president of the united states could keep faith with the american people if they did not speak out to defend our democratic values. Russia and the u. S. Did make small agreements, including agreeing to exchange ambassadors once again. No major agreements. They were not expected by either side but both leaders did describe something of a rapport, a constructive conversatiOn And perhaps relationship going forward. Im joined by Fiona Hill. She served as top Russia Adviser to former President Trump. She is now a fellow at the brookings institute. Always good to talk to you. Thanks, jim. Good to be here. Kevin mccarthy, the house minority leader, released a statement. He says that biden gave putin A Pass. Do you think thats a description backed up by the events here yesterday . It depends what he means by A Pass. I didnt see the statement but is it a Hall Pass . A pass on, you know, not mentioning or raising major issues . I mean, thats obviously not clear. I think kind of part of our problem with the whole relationship is really our own domestic arena and The Way we depict interactions. And it says more about our own politics domestically about infighting than it does about the State Of Play in international relations. I think the important point is what happens after this meeting. Because these are the kinds of meetings you routinely have to have with adversaries and allies, with more neutral countries. We have had a long history of meeting with the soviet uniOn And also with russia. President biden, like any other u. S. President , has to meet with President Xi of china which is, of course, our major competitor in the international arena right now. President trump met with kim jongun and having an awful lot of accusations thrown at him as well but that seemed to take down the temperature in that relationship as well. We have to figure out how we put the iranian relationship on a different Footing And Deal with the nuclear crisis with iran. I could go On And on. We have diplomacy for a reasOn And the proof is what happens next . How do the russians comport themselves going forward . Do they want to have other meetings . Do they continue to launch massive hacking attacks against us . Other assassination attempts. Is there an invasion of another country, for example. We have to now look at how things play out. Will there be another meeting on Cyberis Issues or arms control. Its what happens next not just what happened in the past In Geneva. They agreed to set up Working Level Meetings on the possibility of prisoner xange. The russian president saying the russian Foreign Ministry and u. S. State department will discuss that. I wonder, you said to my colleague Last Night On The Air that you believe putin may have reached a point where he is interested in lowering the temperature with the u. S. Tell us why, and have you seen evidence of that in the events yesterday. I did see some evidence at the events yesterday, just in The Way that he talked about biden himself, the president. These were not massively complimentary comments that he made but he was very carefuls in choice of words. And although he went on a tear as he usually does in the Press Conference about the united states hubris, you know, the kinds of things the united states does in terms of Human Rights abuses, this is their depiction, by The Way, this was all standard fare. It was entirely predictable. There wasnt anything i heard him say out of the ordinary from vladimir putin. Now in terms of taking the temperature down, lets just be realistic. Im only talking about some fractions of degrees here because were in a confrontational state. But putin himself has got to get through the next several years as well. He isnt out of the pandemic. They have very low vaccination rates. Only about 10 of their population fully vaccinated now. The russian Economy Isnt doing great. Theyve signaled very clearly they want to have investment. In fact, putin was crowing about the fact that there were more american businesspeople at the recent st. Petersburg conference than other representatives. He might have been trying to make a point at the u. S. Expense but also very telling that they want to have american businesspeople and other people showing up. Putin has to get through some parliamentary elections in 2022, same as our midterms, and he does have to basically put himself forward for reelection in 2024. He cant just sail out to 2036 without having any elections here. So there are Things Putin has to deliver at home. He cant just strut about the World Stage and say hes a great power or great leader. He has to show something, too, otherwise there is not just opposition like Alexei Navalny which hes stuck in jail and on a tear trying to persecute and get out of The Way any real opposition. He has people around in his own circle who are wondering whether they might do a better job at being president. So he doesnt have everything going his way and how he interacts with the u. S. President is going to be a sign as well at home about how he is faring on the international stage and domestically. The contrast between Biden And Putin in Geneva And Trump and putin In Helsinki was just remarkable. I mean, dramatic, frankly. And you shared earlier this week that during that infamous Helh Helsinki moment you thought of pulling a Fire Alarm just to stop the embarrassment there. Knowing what you know about putine by The Way, he even said this yesterday saying that biden is very different from trump. Do you think that putin recognizes he Cant Push Biden around The Way he seemed to be able to push trump around . Or at least have a meeting of the minds in The Way that he had with trump . Look, Behind The Scenes it was very different between trump and putin. There were actually, contrary to popular kind of opinions, some perfectly sensible discussions. And thats also happened at helsinki because President Trump was trying to push arms controls, strategic stability talks, exchange of meetings at the national security level, for example. A lot of things that have continued. It was the Press Conference and the whole public displays that were really extraordinary and humiliating, mortifying. So putin cant do that same thing and it was very smart on the part of this administratiOn And President Biden and his team not to have a joint Press Conference but to do it this way which is how weve done it in the pass under previous president s as well. So once you get past the public spectacles, you know, i think theres obviously a lot of continuity in the things the russians want and continuity in what we want. President trump did want to pull the russians over to the u. S. Side against china and also iran. That wasnt really going to happen, but we can also see that President Biden and his team have got a strong focus on how do we deal with china . I think we all recognize that you cant put russia in a box because russia will shoot its way out of the box. You Cant Disregard Russia was russia will make sure you pay attention to it. What were trying to do here continuously as the united states going back now until 2010 was china starts its rise after the great recession. Try to figure out how we can at least manage the confrontation with russia so we can focus on china and also the instability thats potentially there in the asiapacific.
