Now, vladimir putin is expected to arrive here In Geneva in about two hours, maybe a little more, and he will head straight to the lake wide villa, he is set to arrive there before President Biden. Ahead of the summit we have seen these adversaries take a couple of swipes at Each Other, mr. Biden did not back down calling his russian counterpart a Killer And Mr. Putin went out of his way to praise former president Donald Trump. Now, President Biden has just wrapped up meetings with nato, the eu and the g7 and they are part of a concerted effort to shore up Western Support ahead this have summit. A smaller Sit Down with biden, putin, Secretary Of State Antony Blinken and Sergey Lavrov participating followed by an expanded discussion with fivemember delegations, the two leaders will not share a Meal Officials say and the talks are expected to last roughly four to five hours. The day will close with individual Press Conferences by each leader an intentional decision by u. S. Officials in an effort not to elevate the russian leader. The u. S. Agenda is lengthy and it will be delivered with clear intent officials say from firm warnings on cyber attacks, the Imprisonment Opposition Leaders and aggression in ukraine, to areas of Potential Cooperation like afghanistan, Arms Control and the iran nuclear deal. Im going to make clear to President Putin that there are areas where we can cooperate if he chooses and if he chooses not to cooperate and acts in a way that he has in the past relative to cybersecurity and some other activities, then we will respond. Reporter but even those areas of Potential Cooperation will come with significant skepticism from the u. S. Side. Id verify first and then trust. Reporter even as biden signals a grudging respect for what putin a leader who has confounded u. S. Officials for decades will bring to the room. He is bright, hes tough and i have found that he is a worthy adversary. Reporter and its worth noting that even though the two teams, u. S. Officials, russian officials have been in intense negotiations over the course of several weeks about how this sitdown would actually be structured. Two officials say both sides agree to include flexibility in terms of how the schedule will play out. What does that mean . It could mean the two leaders may consider having a Oneonone Meeting at some point. It doesnt mean they necessarily will, but the administration officials making clear they want the two leaders to gauge how the entire process will and should go based on the substance of their conversations, based on Progress Or Lack thereof that is occurring at the time. Its something to keep in mind, to some degree they understand there are two meetings set on the books, they think it will be four or five hours, if the two leaders get in the room, if things are going well and they believe there is an opportunity to delve deeper into a subject area there is a real possibility things may move in a different direction. And both leaders have said they want more predictable, more stable relations with one another and we will wait and see whether or not they can achieve that at this meeting. I want to bring in Natasha Bertrand who has a lot of insight into how President Biden has been preparing for the summit. We talked about it in the last hour, but what do you think that President Bidens view is of vladimir putin and what hes going to face from the russian Leader Today . Reporter yeah, so this is not the first time that President Biden has met with vladimir putin. He met with him while he was Vice President in 2011 and he really likes to tell aides the story of how he looked at mr. Putin and he told him directly, look, i dont think you have a soul. And that of course is a riff on what george w. Bush had said to vladimir putin two decades earlier saying that he looked into his eyes and he saw his soul. President biden does not believe that he has a soul and he likes telling aides that he feels like he can read vladimir putin. He also likes to tell raeds that he believes that vladimir putin responds to signs of strength and that is why he will be going into this summit very cleareyed and very frank with the russian leader about what the u. S. Expectations are for the u. S. russia relationship. He has been preparing extensively as we mentioned for this summit. Hes been meeting with top russia experts, with his Secretary Of State Antony Blinken, with the national Security Adviser Jake sullivan but ultimately biden believes that putin is a rational actor, that is according to several aides, current and former officials who have worked with him on Foreign Policy issues, particularly russia extensively, he believes that putin will act in his best interest, in the best interest of his country and whether that means cooperating further with the u. S. Remains to be seen. Obviously that is going to be a big point of discussion here at this summit is where they can work together on certain issues, certain narrow issues, for example, in the middle east, on the iran nuclear deal, on Climate Change and whether they can come to some sort of agreement on the best way forward for the relationship writ large. The president of course feels like he is able to speak very bluntly to vladimir putin, he says that he will not back down, but of course he also knows that putin is susceptible to flattery. I think we will see a mix here in approaches by President Biden. Thank you for that, natasha. We will be getting a lot more reports from you today as this day and of course as this summit unfolds. I dont know if you had a chance to listen to natasha who said that President Biden believes that vladimir putin is a rational actor but The Big Question is what exactly the rationale is. What is vladimir putin willing to negotiate on and i want to turn specifically to the cyber sphere because it seems as how with some of the cyber attacks that have been going on, disinformation campaign, it seems as though vladimir putin views the cyber sphere as an eek have a Liesing Factor for russia when they are economically and militarily in many ways inferior to the west. Yeah, i mean, fred, i think that goes to the heart of the challenge that russia poses to the international community. If you cast your mind back to the Cold War that it was tanks facing out in Europe And West germany and so on. I think really what putin realizes is actually the new war is the war for the mind. Its the war for informational space. Weve seen a series of really quite devastating attacks by moscow against america and its allies, including of course the spectacular operation to help Donald Trump win in 2016 which you mentioned most recently the solar Winds Hack last year. My sense is actually regardless of the outcome of this summit and expectations are extremely low, i dont see the kremlin stopping this. Its cheap, its deniable, it discomforts the main adversary which is the way that russia still views the United States and unless there are really hard consequences spelled out by Joe Biden Today i think this kind of stuff will continue. Its been so interesting because the russians have said that they want an initiative together with the u. S. To work in cyberspace to fight against Cyber Criminals. So you think thats all talk . I mean, i think i wrote a previous book and its clear the stakes, the government, the bureaucracy and Organized Crime are basically the same quasi criminal organization. If vladimir putin wanted to rein in domestic Cyber Criminals he could do it in a Phone Call and he chooses not to do it because it embarrasses and weakens his adversary. Thats how he sees t the other thing of course is deniable. Putin is very food, hes very arch at saying that rogue actors inside russia are not formally connected with the states. Now, you know, formerly thats true but its a lie, its one of many lies. And so i think we can expect a Press Conference later on today where he says we had constructive talks, we want good relations but behind the scenes he will be liaising with his spy agencies, with the gau, Russian Military have been sending assassins all over the place with the srb and foreign intelligence. Im certain that these malign operations which are so problematic for western leaders including Joe Biden will continue. And of course one of the things we know that vladimir putin really fears in russia is instability and of course, you know, we have seen a rise in demonstrations against vladimir putin, antigovernment demonstrations if we look to the Far East of russia. There were some local issues there involved as well. One of the big things that Joe Biden wants to bring up or one of the things he wants to bring up is of course Alexei Navalny. Do you see any room for vladimir putin not necessarily negotiating but even acknowledging that could be an issue between these two leaders . Important for the United States, but vladimir putin seems to be brushing it off. Yeah, i mean, thats right, fred. And you will note from his interview earlier this week with nbc that once again he refused to mention Alexei Navalnys name, he called him that person. And i think for putin its personal. If we believe bellingcat the investigative unit, if we believe western intelligence they are convinced that putin authorized this operation to poison navalny with novichok, an absolutely lethal toxic agent also used in salisbury in 2018. Navalny survived, recuperated in germany, flew back to moscow in an incredibly brave act and of course then he was swiftly arrested. My fear is that the more Joe Biden presses this the less productive it will be because if the international community is invested in Navalnys Release for putin that is a kind of thats an affront. President Donald Trump and his allies pressured top Justice Department officials to investigate false claims of Voter Fraud in the 2020 election. They believe the variant to be more transmissible than the regular strain of covid19. Vaccines, treatments and tests that can detect it also may be less effective. The u. S. Surgeon general says its one more reason to get vaccinated and other experts agree. The vaccines that we have do appear to be effective against the Delta Variant but you have to get both doses of the mrna vaccines and the study that was done two doses of pfizer gave you 88 protection, but one dose gave you only 33 . So the key is get vaccinated, get both doses. All states will be wise to continue testing because we dont want to make the same mistake that we did at the beginning of the pandemic. My concern is that the pockets of the country that have low vaccination rates actually also dont have robust public health infrastructure. They are already scaling back testing and reporting on the number of new cases which i think is a big mistake. The last thing that we want is for is to have a repeat of the problems from earlier on in the pandemic where every one case turned out to be the canary in the coal mine, meant that we were missing so many others. Reopening may be the right thing to do, i think its good for us to resume our prepandemic lives. Continue to increase vaccinations in the meantime but also dont forget about testing, Contact Tracing and those basics that are really important to controlling this disease. And the u. S. Of course, before heading here to geneva for this summit President Biden met with European Leaders, talks with the g7, nato and the European Union were all designed to show western unity ahead of the facetoface with russian leader vladimir putin. Mr. Biden discussed the summit at least two dozen European Leaders and separately President Biden declared america is back and vowed to repair relations that were strained during the trump administration. All right. I want to bring in our own Jeff Zeleny who has been with President Biden at really every step of the way, jeff. How much momentum do you think that President Biden is carrying into the summit with vladimir putin after shoring up that support for western countries, for European Countries and also hearing their Point Of View on the summit as well . Reporter fred, i think the trip was designed exactly for this reason. To have this summit between President Biden and President Putin at the very end because President Biden really has talked with most every World Leader he has met with, both at the g7 in cornwall, england, as well at Nato Headquarters and at the Eu Summit in brussels about President Putin, trying to get some buyin for this meeting. As you know very well theres been a decent share of criticism for why is President Biden meeting with President Putin so early in his term . Why is he meeting with him without a specific strategy for a Russia Outline . Well, the reason is he is, you know wants to begin this dialogue, but he was trying to get bits and pieces of information from World Leaders along the way frrks Angela Merkel to the leaders of baltic countries. Is that many people have been asking why does he need this Facetoface Meeting . Why was it so important for him to Sit Down facetoface with vladimir putin. This is really the core of who Joe Biden is, isnt it, meeting with People Facetoface and getting his point across, right . Now, when you say the Word Reset is President Biden trying to reset relations with President Putin the White House says, no, no, not trying to reset, just trying to essentially frame what could be a cooperative partnership with limits obviously with russia or not. I mean, President Biden is trying to see at least according to his advisers, you know, by looking President Putin directly in the eye if there can be areas of cooperation on nuclear arms, on climate, on the iran nuclear deal. There are many other areas dissent, but President Biden believes his time on the World Stage really for the better part of his public life can lead to the better result than the last four Marne President s. One of the key areas that many people will be looking at and certainly many or some families in the United States will be looking at is possible prisoner swaps between the u. S. And russia of course there have been a lot of names that have been put out there. Trevor reed being one of them but also the former marine paul whelan, he was arrested in russia in 2018, convicted in 2020 on Espionage Charges which and and his family says are trumped up. The question is whether or not there is any headway that can be made there. Over the past couple of days the russian Foreign Ministry said that they had been in talks with the u. S. About prisoner swaps but that paul Whelans Case was excluded however the kremlin has said in the form of a spokesperson for vladimir putin that the two president s would have to discuss that issue. They said that speculation about it would be inappropriate but it could be discussed by the two president s. Now, cnn managed to speak to paul Whelans Brother and he had this to say about the upcoming summit. Its difficult because on the one hand you want him home more than anything, you want him to come back to our family and to michigan, but i dont know that anybody is willing to have him traded for the merchant of death or some other terrible person who is sitting in a u. S. Prison. Its a very difficult situation. The president is responsible for all of The American diseases wherever they are and so its a very difficult situation for him to have to decide about. And of course there is another really important prisoner whose fate will most probably come up and that is the russian opposition top tigs Alexei Navalny. Last year he was poisoned with a chemical Nerve Agent novichok, the United States holds Russia Accountable for that poisoning even though the russians have denied that. The u. S. Had a has heavily criticized the imprisonment of Alexei Navalny however the russians continue to say that that is legit and on Emb Embezzlement charges. Vladimir putin has no intention about talk about this topic. When he was recently brought up in an Nbc Interview i want you to take a look at his reaction. Will you commit that you will personally ensure that Alexei Navalny will leave prison alive. I perceive from the premise that the person you have mentioned the same kind of measures will apply not in any way worse to Anybody Else who happens to be in prison. His name is Alexei Navalny. People will note that you i dont care. I dont care. You see vladimir putin visibly irritate there had and joining me now from london is the Executive Director of Alexei Navalnys anticorruption foundation which has just recently been declared an Extremist Organization in russia which is very, very grave for your organization. What do you expect from President Biden in this summit and what do you hope he can achieve for Alexei Navalny . Well, the u. S. President and the russian president have a wide agenda, it includes security issues, iran, china, Climate Change. I dont know what place will Human Rights issues and the situation with Alexei Navalny take among this wide range of issues, but i hope it is prominently featured and it deserves the attention that it requires. Its been quite interesting because the Kremlin Yesterday or senior aide to vladimir putin has said that they do believe that the kremlin does believe that President Biden is going to raise the issue of Alexei Navalny, of his treatment, of his imprisonment. Do you believe that theres any chance that the treatment could get better or that he could even be released . I think its a long process. We advocate his release for a long time, for the last six months and mr. Biden and u. S. Administration has been really supportive, raising its voice against this unlawful incarceration. Navalny really has become the most prominent political prisoner now globally. So i hope there is some movement on this issue as a result of this summit. As weve noted, your organization, Alexei Navalnys organizations have been key clard Extremist Organizations in the russian federation making it almost impossible pretty much impossible to do anything there. How are you going to try to continue your work or try to make a difference especially in the run up to the parliamentary elections that are coming up in russian . Its not the first instance of pressure on our organization, on our activists. We have always regrouped, we evolved and we found ways to fight this regime. A lot of opportunities take place online and they will continue in particular the system of tactical voting that we employed in previous elections in russia will now be used during the parliamentary elections in september. One of the things that i have to ask you is do you have any update on how Alexei Navalny is doing on his health and how hes being treat there had in russia in that jail . Following his Hunger Strike which lasted three weeks his medical treatment was improved, so hes now back to normal in terms of eating, even though his health issues still remain, but hes feeling much better. Just take a look at this new video showing the attack. Reporter the idf says they launched these Air Strikes after incendiary balloons were sent by militants in gaza over the border and there are reports that these balloons caused at least 20 different fires. The idf said that they struck Training Complexes and meeting facilities of hamas and according to palestinian media there was material damage but no casualties have been reported yet. But its a clear escalation of course and it goes to show you that the ceasefire that was struck after that 11day Conflict last month with hamas led militants in Ga Sfla is tenuous, fragile and could change at any minute. The militants said that they launched those balloons partly in response to a march by right wing jewish groups through jerusalem yesterday, known as the Flag Day March when these groups celebrate when israel took control of the Western Wall in East Jerusalem in 1867. It was supposed to take place last month but as it was getting under way hamas began Firing Rockets in jerusalem in response to this march. Yesterday this was seen as a provocative move by these groups because thousands of these marchers at one point went to damascus gate plaza, the main entrance for muslim worshippers to enter the old city, the muslim quarters. Thousands were waving israeli flags, chants, some were chanting incendiary slogans, they were saying things like jerusalem is ours. This march was condemned by palestinian leadership and seen as a clear test for this new government just sworn in on monday who allowed this march to go forward. I do think that the Air Strikes overnight show that the israeli officials are no longer accepting things like balloons being sent over, incendiary balloons being sent over that they will get a hard response, in the past sometimes things like incendiary balloons would not have received a strong response such as Air Strikes, that would have been reserved for rockets being fired. They are change the dimensions and now will be responding to any sort of provocation from hamas with things like Air Strikes, but it just goes to show you how sensitive and fragile in ceasefire remains.
