Reporter it is a very important meeting indeed, its the first time that President Biden will be meeting in his presidency with President Trump, its their first summit, and of course theres a list as long as your arm, john, of outstanding fraught issues that the two leaders need to discuss, whether its arms control, whether its returning ambassadors to Each Others countries, neither have an ambassador in Each Others countries at the moment. Joe biden, u. S. President , saying hes going to make clear that u. S. Opposition to those issues and to basically establish what u. S. Red lines are, but from a russian Point Of View Vladimir Putin is coming to this Meeting Tomorrow here in geneva, switzerland with President Biden and you get very little sense from them that the russian president is prepared to back down on any of these issues. What he wants is for the United States basically to accept that russia is going to do these things. Hes got his own domestic audience, of course, who will be playing to, and what he wants to show them is that he is a statesman on the international stage and he can stand up to the new u. S. Administration of President Biden. And so what were expecting to see here is a very fraught meeting, a very tense meeting, theres not even going to be a joint press conference, Media Conference at The End of it. Theyre having separate News Conferences at The End of the bilateral meetings. Now theyre not even coordinating it. We dont know whether theyre going to be running those News Conferences at the same time, whether theyre going to overlap with Each Other or whether, you know, one of thems going to go first followed by the other one. It could be quite a turbulent end to this summit tomorrow. Well see how it pans out, john. As we wait, we could be turbulent in just the fact they wont coordinate even that, tells you they go in apart and come out apart. Matthew chance, appreciate that live from moscow. And lets go to cnns abby phillip, Vivian Salomos of the wall street journal. And lets start by listening to a little bit of President Biden yesterday, leaving the meeting with the European Leaders, he goes into this meeting and he is openly skeptical about Vladimir Putin, listen. I have found that he is a as they say, when i used to play ball, a worthy adversary. What do you say to Vladimir Putin . Id verify first and then trust. In other words, everything would have to be shown to be actually occurring. Its not about, you know, trusting, its about agreeing. Vivian that to me is the most significant, if you go back through Putins History with the american President S, i was covering the Clinton White House when he took over for yeltsen. There was hope he could be a reformer, true that with bush and obama. And on the record hes called a killer, and openly skeptical hell even listen to the long list of complaints, thats a big difference. Obviously, you know, how did that work out in terms of the reformer . We obviously know now from having seen President Putin in action over the past two decades that he is the furthest thing from a reformer and hes, if anything, sort of clamped down power and has monopolized all politics in his favor in the country. And so President Biden is now going into this with eyes wide open, completely aware of the adversary that hes facing. And so what he says there, you know, im hoping to at least talk to him, see what we can achieve. Its not so much that hes going to, you know, theyre going to bond and really make breakthroughs in terms of believing putin, its about trying to achieve a couple of areas of cooperation, and also obviously President Biden wanting to list a long list of grievances the u. S. Has with regard to Election Medaling and the Solar Winds Hacking from last fall, ransomware attacks in recent months so obviously those are the issues that President Biden hoping to get some, you know, Common Ground with the russians but as far as any trust i dont think hes naive about that. And so from a White House perspective, enlist these experts the president met with in advance, most of them putin skeptics, hes going to talk, hes going to say thrks, you shouldnt believe him. How do they judge success . In the sense President Biden is saying you should free Alexei Navalny. Putin is not going to do that. Hes going to say you should stop interfering in the u. S. Elections and other elections around the world. Putin is unlikely to do that. Maybe crack down on other Rogue Ransomware operators within russia, whats their test of success . They are trying so hard not to say what their test of success is because they do not want this to be seen as a failure and so the president , his aides, have really resisted saying what would make it a success, instead, as you said earlier, their talk they say they will tell russia what the Red Lines are, presumably with regards to Human Rights and cyberattacks. But maybe theyll get some sort of nonproliferation agreement, maybe theyll get an agreement how to work with afghanistan as the u. S. Troops leave. But dont expect a big Block Buster Pile of deliverables to come out of this meeting. Even President Biden himself has been dumbing this down, or tampering down expectations, he was saying over this weekend, reporters were asking him, you know, the u. S. Has put sanctions on russia before, it hasnt stopped their attacks on elections, it hasnt stopped their attacks on cyber, what are you going to do thats going to make this stop and his response was, like, well, he might not, this is Vladimir Putin, so he very much seems to be saying to everyone as well, like and dont expect any changes. Thats very deliberate part of their strategy. Theyre going into this saying, listen, were going to put our case on the table and then when he reneges and doesnt do anything theyve asked for, at least they can say, Look, we tried, and now when we hammer russia were justified in doing so. You covered the trump White House and Social Security just a z when you Look at the perspective. President biden goes into this meeting after meeting with the European Leader, biden saying youre not just meeting with the american president , im representing the entire western alliance. Donald trump mocked the europeans and then would often go meet with putin. This tone from the European Leader was very different. Very tough. The last four years have notten easy. The world has dramatically changed. The world has changed. That is significant that the optics have changed, the camaraderie has changed. The question is, leaving europe, going in to sit down with putin, can the Substance Change . Its so interesting to see how blunt they are about what the last four years was like for European Leaders, the sense of chaos, but also, you know, in addition to the fact that there are some concrete things that the White House probably wants to cooperate with Russia On. They want they do want some practical things to come out of this. There is an important tonal change thats happening here. When we talk about Human Rights issues, the former the prior administration had a philosophy, the president in particular, dont stick your thumb in his eye, dont get on hid bad side. Try to be friends, try to make nice and deliverables will follow, the biden administration is taking a different strategy, and they are asserting a sort of western civilization, european and american alliance that is focused not just on some of the practical things, whether its nuclear or cyber, or what have you, or climate change, but also on the ser softer values, Human Rights, both things are Hand In hand so its practical stuff. Hes not going to free navalny or suddenly change into a democratic leader as opposed to an autocratic one but being able to go in the room and say it the challenge. Putin wants to be seen as russia rising on the global stage, not shrinking. Yet biden hopes to go into the meeting with progress on some issues, to get nuclear agreements back on the table with russia to turn down the temperature at least in part of that and the goal is not so much to have an agreement with russia but then to try to get putin to help you focus on China And China is actually the cloud, even over the u. S. Russia meeting. Its an essential part over the biden administrations overarching policy, they went everybody in on the crackdown against china, even russia. Biden wants to sort out some of the issues with russia and then we can turn our attention to china, but whether or not that the russian issues go away, of Course Nobody is under the impression that thats just going to kind of hes going to flip a switch going into these meetings. President putin comes in with a strong position because he knows the biden administration wants his help on a lot of these issues and he can dangle. He can dangle in, you know, any kind of Surface Level Cooperation in their faces all the while to kind of string them along. Whats fascinating here as we wait to see what plays out in geneva, this is a very different conversation In Washington and im going to get to a piece of it thats actually quite silly. During the trump years republicans were embarrassed their president was standing next to President Putin saying i believe him. The president Made A you know what of himself on the global stage. Listen to Kevin Mccarthy the top republican in the house this morning when he says, Joe Biden now is on the global stage with Vladimir Putin, and hes worried. I do not want to join the eu. I want america to be first. I dont care about Charming Europe and think youre one of them. My concern that biden is making our adversaries stronger. Russia is stronger today under a biden administration than he was under the past administration. China is stronger today. We have no idea where the Biden Chapter goes. We dont know the answer to what we get. But we do know that biden just convinced the europeans to stand with him to confront china. That biden came out with a Nato Alliance the europeans at his back going into a meeting with putin. That is completely different from the atmosphere under trump. Im not sure what was in his coffee this morning. Yeah. I mean, snort and roll your eyes. Its absolutely laughable. Right . I mean, republicans on The Hill have long sort of tried to paint their party as being tough on russia, trump comes in, he refuses to stand up to putin, he agrees with putin when putin says no, i didnt interfere with the election. They put their heads in the sand and now you have biden coming in who is going to clearly confront putin. Right . President biden at one point, when he was Vice President , even told putin that he Looks into his eyes and doesnt see a soul, which is the exact opposite of what george w. Bush said to putin during their first meeting, decades ago. But Look, i mean, clearly biden is going to have a way tougher stance on putin than the republican President Trump ever did and republicans, this is pure hypocrisy, if theyre trying to suggest otherwise. We will see, the test is on biden to deliver and to prove he can get something productive, even out of a static, you know, relationship. Stunning Details Today on trumps Big Lie and how he tried to enlist the Justice Department in his wild conspiracies. Newly released emails show repeated White House appeals from middecember through early january to get the Justice Department to embrace fraud claims that had already been tossed out in state and federal courts. Jeffrey rosen took over the doj when Bill Barr resigned after the election. One example, Emailing Rosen asking the fbi to meet with a rudy Giuliani Associate about, quote, a voting fraud theory. The fantasy theory, meadows cited, that italy was using Military Technology and satellites to Flip Votes from trump to biden. I just spoke those words on television. Cnns Whitney Wild joins our conversation and that is what makes this so extraordinary. These claims have been dismissed in State Courts and federal courts. Whether it was the president dictating things to an assistant, or the chief of staff, not nobody at the White House, the absurdity of it directly to the acting Attorney General is what makes it wild. Outlandish, the moment the accusations came to the Justice Department that was the reception they thought it was simply outrageous. At one point when discussing this allegation that italian satellites were somehow manipulating the Vote Count in the United States, the number two at doj called it pure insanity. Thats just one example. John, there are a list of examples, around 232 documents or so we got from the House Oversight Committee that document in granular detail the hysteria that was building between December 14th and january 3rd, December 14th was a really critical day because the day the states certified the electoral college votes, the day that the trump White House went on offense on Jeffrey Rosen trying to get him to overturn the election. Put the calendar up and go through it. The 14th. When the electors meet the country. Were done. We certify our states. Send word to washington. January 6th, Looking between there, you see three or four occasions where you have emails from the White House, pressure from the house. Look into this, Look into that. Taking the train off the tracks. One of the things i love from this reporting is this is the acting Attorney General and you have to have empathy for him, getting this incoming, in this job temporarily, in it for a few weeks and then theres an inauguration. I flatly refused, Attorney General, wrote the acting, rosen says, instead i would not be giving any special treatment to giuliani or any of his, quote, witnesses. He had the smarts to put witnesses in quotes and reaffirmed yet again i will not talk to giuliani about any of this. Can you imagine that . Youre the chief Law Enforcement Officer of the United States at that moment, maybe on a temporary basis, and theyre telling you to meet with giuliani, and among the things we want to talk about is that the italians are using satellites and Military Technology to Flip Votes. Excuse me . Yeah, its completely nonsensical, and, you know, at that time, there were a lot of people who theorized that the president was sort of faking this, that he had this sort of Grand Scheme to say publicly that he believed the election was stolen but privately he knew otherwise. Clearly, even privately, not only did he believe it, but senior members of the White House were pushing the Justice Department to back it up. Something that the prior Attorney General, Bill Barr, not to get him too much credit here, but refused to say when he was asked repeatedly, he did not give credence to all of these election lies. So this was deeply ingrained in this White House, in this president , and it was not just the words. They were trying to act on it. And thats what makes it so different. Thats what makes it so different. Outlandish is a great word. Pick any number of words for us. Heres my question. You learn, again, today about more of these emails, and yet, most republicans will not speak out publicly and say the words, if you needed anymore proof Donald Trump must not return to national politics, that he would do with the presidency and yet its largely crickets. Theres no badge of courage that any elected republican gets other than, you know, some hits on cable news. They dont get electoral benefits from crossing former President Trump, and so there is a head in the sand, if we just dont talk about it, if we just dont confront it, then maybe it will go away. Of course that their heads were in the sand during that period from Election Day until January 6th also, and it turns out the wheels were turning in the White House. Trying to find any way possible to undo a free and fair election. That heads in sands extends to another Issue Weve learned about in recent days, these extraordinary measures, again using the levers of power to get records of democratic members of congress, the trumps own White House counsel. They say investigations in the White House, Mitch Mcconnell says this. The Departments Inspector General is fully equipped to determine whether these procedures were followed in this case. Im confident that the existing inquiry will uncover the truth. Theres no need for a partisan circus here in the congress. Its fair to say Mitch Mcconnells view is if it involves Looking back, all the stuff about trump that i dont want to talk about it because its horrible, forget about it. He clearly sees that as a problem for republicans in 2022. The problem with the relying only on the Inspector General report is that he doesnt have the power to compel former doj officials to come in and testify, and so congress, democrats on The Hill right now, both the judiciary committees in the Senate And House are talking about subpoenas, bringing people in, i think were going to see these investigations sort of continue. Its a reminder of how much we still dont know about all the different things happening in trumps White House that, you know, we never got to the bottom of, frankly. If you want the truth, thats the problem. The limited scope. If youre the republicans who want this to go away, i dont think they view that as a problem. They view that as the promise of keeping it. Part of how hes worked The System in russia. Obama went into the meeting optimistic that somehow he could change the russian President S behavior and get a quote unquote reset. He did it by praising putin. I am aware of not only the extraordinary work that youve done on behalf of the russian people in your previous role as Prime Minister as president , but in your current role as Prime Minister. Theres an excellent opportunity to put u. S. Russian relations on a stronger footing. Russian meddling in u. S. Elections, all continued under the obama administration, under Donald Trump, it was four years of fawning. Donald trump never had a bad thing to say about Vladimir Putin. Their first meeting was at a G20 Summit in july in germany. Helsinki summit where trump said he believed putin when he didnt interfere in the election. Beginning to end, trump and putin, the american president praising, saying he was honored. President putin and i have been discussing various things and i think its going very well. Weve had some very, very good talks. Were going to have a talk now. And obviously that will continue. But we Look forward to a lot of very positive things happening. For russia, for the United States, and for everybody concerned. And its an honor to be with you, thank you. So tomorrow, Joe Biden becomes, again, the fifth american president to sit across the table from Vladimir Putin, biden says he goes into this meeting with no illusions. He call putin publicly a killer. He says maybe he wont even listen but Joe Biden says im going to try to make some progress and then well go from there. Im going to make clear to President Putin that there are areas where we can cooperate, if he chooses. And if he chooses not to cooperate, and acts in a way that he has in the past relative to cybersecurity and some other activities, then we will respond. Joining our conversation, the professor of International Affairs at the new school, the greatgranddaughter of the former soviet premier. Professor, lets start by listening quickly, The One thing that two President S agree on is that this relationship is off the tracks. Listen. We have a bilateral relationship thats deteriorated to its lowest point in recent years. Let me be clear, i think hes right, its a low point. You have a remarkable historical perspective on this. What is your sense, where are we in this relationship, and can anything good for both countries come out of this meeting . Well, thank you for having me. Good cant come out of this country. The relationship is, indeed, in very bad shape. But what makes this meeting different from all The Ones you cited before, although just to point out that just a few i think yesterday Joe Biden sort of praised putin in a sense, saying hes a worthy adversary, and he has a huge respect of his country and whatnot. They really try to make it as if theyre not really insulting him, so what makes bidens meeting different is that unlike his predecessors hes not saying we are going to change relationship. Im not optimistic. He doesnt say that. Im not hoping for putin to suddenly turn into another person. He doesnt say that. He goes in with a very, very clear idea who putin is, and how much he can get out of him, which as theyve been saying, the White House has been showing us, not that much. But if they can at least Look again into putins eyes and see how far or what other Red Lines are, what the Rail Guards are and that already would be an achievement. So one of the issues the Biden Team says the american president will raise is Human Rights, democratic rights, including specifically Alexei Navalny, and his political movement, judged as extremist and a russian court. Mr. Putin does not sound at all interested in discussing the issue at all. Will you commit that you will personally assure that Alexei Navalny Will Leave Prison Alive . Translator i perceive from the premise that the person you have mentioned the same kind of measures will apply, not in any way worse than to Anybody Else who happens to be in prison. His name is Alexei Navalny, people will note that translator i dont care, i dont care. I can remember visiting russia in the late 90s when yeltsen was the president and there was great hope A New Day was coming. Is there any hope among anyone in russia that President Biden can do anything, anything to improve the political climate in russia for those who oppose putin and want to be able to say so publicly . I dont think so. I mean,ly will be very much hip for that because we try to sound optimistic and say, yes, the american president is going to charge in on a white House Horse and change everything. Its not going to happen. One of the Things Putin has done specifically before the summit is to make sure that all opposition is either immigrated abroad or in prison or being entirely shut up just to show that this part of the conversation, hes not interested in, if america is willing to work with Russia On global issues such as climate change, such as syria, such as iran, such as nuclear proliferation, he is willing. But he is very clear that in his mind these are russian Internal Affairs and hes not going to change his mind at all. However, im sure Joe Biden will bring it up, and im sure putin, youve seen it in his interviews, you met him, i assume, he will just laugh it off. So give the american team some advice from your perspective, then, past President S have tried to say were going to have a relationship with putin, that is practical. Yes, were going to disagree, but were going to try to get business done, libya, syria, afghanistan, maybe its nuclear weapons. Whats the key to have having a manageable but adult and honest relationship with Vladimir Putin . Well, i mean, you know, this is an oxymoron in terms, what do you mean nons relationship, hes a former kgb operative. But i think the clear idea of how much could putin deliver and whether youre willing to stand on all these issues of democratic Prosecution And Push for that, which is not going to happen, and unfortunate. But keep sort of little incremental changes. For example, i dont know, we can or Joe Biden can discuss the September Elections and say well why dont you at least try to run some opposition candidate, its not going to happen, but at least there would be a conversation going. But i think what Joe Biden is doing very cleverly, and i hope he continues to do that, that all the disagreements that they have, and probably he will push on navalny quite hard, i assume, in the private conversation, all of it is not going to be laundered in the public and thats why theyre having separate press conferences, very clever. So all the things that he can tell putin, what would be Putins Price for, i dont know, meddling in 2022 in the midterm elections, or pushing further on ukraine, for example, we didnt mention ukraine is going to be, i think, a big subject. There would be we know that your agent of your Security Agent did this and we are going to expose this unless you stop your bad actions. In private. And i think thats very smart.
