And then next stop, nato summit. In the uk, covid restrictions are set to end soon but now those plans may be on hold. Why and for how long . We will have a live report from london. Good to have you with us. Naftali bennett is beginning his first full day as israels Prime Minister. Benjamin Netanyahus Record 12 years in power came to an end on sunday when the coalition was approved by a razor thin onevote margin. Netanyahu fought the shift in power to the bitter end. In a speech before the Confidence Vote he attacked mr. Bennett and called the coalition weak and dangerous and promised to make a comeback. In contrast, mr. Bennett delivered a message of unity. Translator we are at the beginning of new days. The hardships, not an exaggerated word in this case of forming a Unity Government are behind us and now the citizens of israel, all of them are looking up at us and we must deliver. We will act together in Partnership And Responsibility to heal the rift amid the people and immediately bring the country back to functionality after a long period of strife. We have more from jerusalem on what is ahead. How long can this new fragile and politically coalition last, and what goals can they achieve with such extreme differences . I recommend covering the Coalition Government in 2010 between the two parties with seeming competing ideologies, and it lasted a full term. In politics you never really know. Yes, they run the gamut of political spectrum through the right of exprime Minister Netanyahu sz, and for the first time a party representing arab citizens of israel. So yeah, its a very wafer thin majority and a fragile coalition, and we talked about netanyahu being the glue that will hold the coalition together, and what they are aiming to do, and this is not to say its going to be a forgone conclusion, and what they are aiming to do is to avoid the issues that divide them, things like palestinians, things like that, and they will focus on issues that unite them and where they can achieve things, so the economic recovery post covid19. Boosting the israeli defense forces. Judicial reform. Trying to reduce Crime Rates in arab cities and towns. These are all things you would be quite hard pushed to find levels of disagreements over and for that reason they will focus on them. The first order of business will be trying to pass a State Budget and israel has not had one in more than two years, and the other priority will be avoiding collapsing, trying to stay together to ensure that israelis dont have to go to the polls yet again and they will try to give israel a period of political stability. What all does the new israel Prime Minister, Naftali Bennett, bring to the table . Will he have the strength to keep netanyahu at bay, because he will be breathing down his neck . He will be doing everything in his power to undermine this coalition and expose their ideological differences at the same time the coalition is trying to minimize them. Bennett has been in israeli politics for 15 years and started out as the exprime Ministers Chief of staff, and hes a hightech millionaire. He sold his startup for millions of dollars. He certainly has got stamina. Hes got strength. Hes slightly to the right of Prime Minister of exprime Minister Netanyahu, and by virtue of not being netanyahu, that will be one of the biggest things he brings to the table, and alongside that is his ability to say things people will believe, and all the people in the new Coalition Government have served with netanyahu at one time or another, and at one point or another they have found themselves being turned on or having promises not being kept by netanyahu, and so by svirtue of not being netanyahu, i think that will be one of Naftali Bennetts strengths, and will help main the government. Many thanks. Joining us live from jerusalem. Appreciate it. For more on this, David Horowitz joins us, the editor of The Times of israel. Thank you for joining us. Sure. Now Naftali Bennett in charge, and netanyahu has been consaoeupd to the opposition after 12 years in power. How significant is this . What does it say about Israels Democracy . Well, its hugely significant. Just very personally, the time is going to mark its tenth anniversary, and my kids are in their late 20s, and they dont remember a israel not governed by netanyahu. It was almost shameful, a Rowdy Session Where Bennett was trying to make a speech and he was heckled throughout the entire speech by those go into the opposition, and despite that really unpleasant scene, at The End of it all, netanyahu, as you said, was consigned to the opposition, 6059 with one extension. Perhaps the most important thing about the change, we saw the process reaffirmed. The Prime Minister used every legitimate trick in the book was unseated using every trick in the political book to oust him. Netanyahu vows he will be back as he sits in wait as leader of the opposition. Its certainly a very fragile coalition with the historically diverse political views represented, so beyond passing a budget and being bound by their antinetanyahu stance, and how likely is it we will see netanyahu seize back power sooner rather than later . We shouldnt make predictions. Israel politics are notoriously unpredictable, and as you heard from elliott, netanyahu is the glue that holds the coalition together. Dont understand estimate how d dysfunctional the Israelis Governance has been. Its been chaos in terms of governance, and theres a scope for consensual stuff. This was a massive disaster, dozens of people killed, and its an annual event. The first act of the new government this morning has to begin setting up an investigation into that accident to try and avoid a recurrence. Bennett spoke yesterday, and he said it before, the things that we agree on will advance, and the things we disagree upon we will have to put to the side for now. Dont understand him, but its not just bennett, and theres the guy that is supposed to take over as Prime Minister In August of 2023. Theres the Self Interest that Yair Lapid has, and one final thing, a narrow majority yesterday, but there are members that voted against the government, and when the effort comes to try and unseat this government, those arab members will not support it, and the majority for its survival against the Confidence Votes are probably larger than the narrow majority that got it elected in the first place. And, of course, the u. S. , President Biden very quick to congratulate this new israeli government. How significant is that . What relationship would you expect the u. S. And israel to have going forward and what might be achieved in terms of peace in the region, do you think . Strikingly quick to congratulate a statement and then a Phone Call between biden and bennett, and Yair Lapid, and the Defense Secretary spoke within hours, clearly signaling the embrace of the u. S. Government, and i think they can disagree as much as netanyahu and american governments have disagreed on iran, and Naftali Bennett does not think the United States should be entering the nuclear bill, and they will have to have a mild position. I dont think we should expect major breakthroughs on the palestinian front, but there may be a change of tone in israel and a change about that less overt confrontation and disagreement, i think. David horowitz in jerusalem. Many thanks for joining us. Thank you. U. S. President biden is preparing for his next appearance set to get under way just a few hours from now. Part of mr. Bidens goal on this international trip, his first as president as been to repair relationships strained by the prior president , and nato members are looking for a full agenda for the day, and for that we want to bring in Melissa Bell In Brussels. Great to see you, melissa. Its a pivotal moment for the alliance, isnt it, and the u. S. President threatening to press nato over china and the threat posed by russia as well. What are the overall expectations . Reporter well, pivotal is exactly how it has been described as the Secretary General of nato that arrived just a moment ago, and we expect other leaders to begin arriving and the agenda is jampacked. The way you can sum it up, if the last two days were a celebration of the return of the United States now, the real work begins with important divisions within nato allies on very specific questions. For instance, what the french president points out is there may be a change of administration, but in the meantime europe and the rest of the world has moved on. Europeans have nato able to make their voices heard and theres a disagreement on a number of things, and china, the greatest amount of controversy, and for the first time in 2019 the rise of china was noted as a potential threat, this at the prompting of donald trump, and Joe Biden will continue that harsh language be used with china, and of Course Emmanuel Macrons Voice matters here, hes the president of the last remaining full permanent Security Council within the European Union, and its largest military engaged on a number of fronts and his voice will be heard on a number of fronts as well, and theres going to be a question about what its for and how it is funded, and what budgets are used for and how big they are, and macron is worried about building up a european Military Defense and doesnt want European Money spent here on nato, and a bunch of disagreements around a table where at least everybody is speaking a Language Everybody understands, and the normal codes of democracy we had all become used to until the last few years, and yet the disagreements may only seem all the starker. Melissa, what about Turkey And Afghanistan . What is expected there . Reporter its going to be a tense meeting between the french president and the turkish president this morning. Their relationship is at an alltime low, and all of the great geopolitical issues have seen opposite sides of the divide, whether you are talking about Iraq Syria and the kurds, and the eastern and mediterranean, and the french Presss Right to public depicttions of the prophet, muhammad, and that will be an important bilateral meeting aimed at trying to rebuild some relationship and understanding. And a crucial one, because, of course, as a nato member, turkey has an extremely important place, a important role to play and a bilateral meeting this afternoon between Erdogan And Biden as well, and there are things on the sidelines as well that we will be keeping a close eye on. Many thanks. Appreciate it. Once the summits wrap up, President Biden will meet with putin in geneva, and more on that later this hour. Also ahead, its Decision Day for british Prime Minister Boris Johnson. Why Uk Media says hes likely to delay a final easing of Lockdown Restrictions in england. Back with more on that after the break. Alone, cant. Lysol. What it takes to protect. You said youd never get a dog. You said youd never do a lot of things. But you never knew all the things a dog could do for you. And with resolve you never have to worry about the mess. Love the love, resolve the mess. Theres a new warning about the impact the Delta Variant of coronavirus might have on the United States. Its not good. Former al baghdadi chief, scott gottlieb, says the variant first detected in india is more transmissible. He says it could set off another spike in cases this fall. Right now in the United States its about 10 of infections, and its doubling every two weeks and its probably going to become the dominant strain in the United States, and that doesnt mean we will see a sharp uptick in infections but will take over, and the risk is to the fall, this could spike the Epidemic Head into fall. The same variant is causing concerns in the uk, and with more, Scott Mcclain joins us from london. Any delay in Lifting Covid restrictions will clearly not be welcomed by most brits, but is not the only option as a result of the variant. Rosemary , a week from today was supposed to be the uks Freedom Day when all covid restrictions were to be lifted and now according to several media outlets, its like Groundhog Day and the Prime Minister must have saw his shadow because we are in for four more weeks of restriction. With more than half of the Adult Population having been fully vaccinated, and almost 80 having at least one dose, the rest of the world might be sitting there wondering why the uk would delay things at all, and the answer can be summed up in two words, Delta Variant. Thats the one first discovered in india. I want to run through a few graphics that would illustrate the situation in the uk. You can see the first, second and third wave of the virus in the uk, and this country is nowhere near those earlier peaks, and if you change the timeline and look at the last couple of months, you can see new cases are actually starting to spike quite quickly. We know how quickly this virus can spread exponentially, and how things can get out of control. The real question here is about deaths. We have not really seen any meaningful spike in deaths, hospitalizations have ticked up ever so slightly, but the theory is if the Health Care System is strong enough to withstand some new cases, patients are getting good care, and very few people are dieing and there shouldnt really be an issue. We also know deaths are a lagging indicator, meaning between infection and deaths, it usually takes two weeks at least, and so we wont really know whether or not a lot of these people who have been infected with the Delta Variant are dying until at least this week, and maybe next week considering when we started to see the spike in cases really start to take off. The institute, i want to show you a graphic that illustrates how quickly the variant is spreading. The map on the Lefthand Side of your screen, the darker the color, the higher proportion of the Delta Variant, and you can see the chart on the bottom righthand side that shows how quickly it has been found in the pop hreugs, and spiking up to 80 of the new cases its being found in, and thats the reason politicians are contemplating this at all. The virus spreads 64 more easily than the uk variant, but rosemary, even more concerning, is vaccine efficacy, and two doses would get you 89 efficacy, and now its done to 81 . Many thanks. Joining me now is the dean of brown University School of health. Thank you for being with us and all that you do. I want to start with the Delta Variant that is dominating infections in the uk with its rapid Spread And News that the same Delta Variant is behind a spike in u. S. Infections. How worried are you about this variant and those people refusing to get vaccinated or who have not been able to get the shot yet who will obviously all be vulnerable . Yeah, first of all, thank you for having me back. I am concerned about this. The Delta Variant wreaked havoc in india, and obviously most people that were not vaccinated, its causing a three to fourfold increase in infections in the uk, largely in the unvaccinated. Six to 10 in the United States, and it will grow and the real risk is all the unvaccinated people who are very, very vulnerable to this variant. Of course. What was your reaction to the G7 Summit Commitment to provide 1 Billion covid shots for the world . I thought it was great. First of all, i think its a great step. You want to be positive about it, but i want to say two things. First of all, we will need more than that. 1 Billion is really good, and we need it faster, and a majority of the Doses Waoont arrive unt next year, and i want to be thankful for that commitment but we have to do better than that. And you said its important to find the origins of the pandemic, and at the g7 summit President Biden called for a more international investigation into the possibility of a Lab Leak, and the g7 leaders pushed back on that. Do you think we will ever know for sure given china so far has presented any thorough investigation . Yeah, i may be in the minority, but i am optimistic we will figure this out. Its obviously very, very important. Again, i think the Lab Leak hypothesis remains the less likely view. We dont know for sure. Its so critically important that we figure out how this virus started spreading among humans, and its critically important and i hope with intelligence and good scientific work and chinas great cooperation we will be able to figure it out. Finally, a Texas Judge just tossed out a lawsuit of Hospital Employees refused to get the vaccination, and a federal judge agrees with this decision . Yeah, i thought it was a great decision. You have Health Care workers choosing not to be vaccinated. They are putting not just themselves but their patients at risk. They deal with immuno compromised patients and vulnerable patients. I dont think as a Hospital Administrator you can justify running a hospital without everybody being vaccinated, and i was happy to see a federal judge agree with that. Many thanks. Thank you. Ahead here on cnn, g7 members call for a new study into the origins of covid19 and are voicing concerns over china. A live report from Hong Kong is next. U. S. G7 members wrapped up their Threeday Meeting in england after tackling pressing issues and coordinating policy, and u. S. President Joe Biden embraced allies unlike his predecessor, donald trump. What we need is cooperation. I think its great to have a u. S. President very willing to cooperate. I think that what you demonstrate is that leadership is partnership. The United States, ive said before, were back, the u. S. Is back. We feel very strongly about the cohesion of nato and i, for one, think that the European Union is an incredibly strong and vibrant entity. Here are some of the key takeaways from this years summit. Members collectively pledged to donate more than 2 Billion covid19 vaccines to the rest of the world by next year. On climate, they committed to net zero emissions by no later than 2050. They called for a new study into the origins of the coronavirus. This comes after an initial report was deemed lacking because beijing had refused to cooperate. Members also agree to speak out against Human Rights Abuses in china. A matter that had been hotly debated behind closed doors. Cnn senior international correspondent, Ivan Watson, joins us from Hong Kong. What is china saying about this . How far will g7 leaders likely go when it comes to china . China is not happy with this. Its a threeday Holiday And Beijing is off today, but the chinese embassy In London has been quite busy, or the spokesperson has putting out two statements now criticizing the g7. The first of which said the days when global decisions were dictated by a small group of countries are long gone, going on to denounce the quote, socalled System And Order advocated by a handful of countries. In a subsequent statement the embassy went out accusing the g7 in its final communique of putting out comments that distorted facts, reversed right and wrong and deliberately slanders china and shows intentions of one country, and then has a rebuttal, and the group of seven countries, they have called for china to respect Human Rights here in Hong Kong. They are calling for an investigation of the origin of the Coronavirus Which was first detected in the chinese City Of Wuhan in late december, late in the year of 2019. They are calling for no changes to the Status Quo in the South And East China Sea where china is engaged in territorial disputes with other countries. They are calling for an end to forced labor being used for products that end up in the Supply Chain and calling for more transparency in free market policies. China doesnt like any of that. A final point is that President Biden came to the g7 meeting, senior White House officials tell cnn that he really wanted the countries to agree on a tougher line on china. There was disagreement reportedly on saturday. The leaders had to turn off the internet in the Negotiating Room because there were strong disagreements here, mostly the european countries, leaders characterized as not wanting to provoke china, whereas Emmanuel Macron as france, and Boris Johnson of the united kingdom, they were more alongside biden in wanting to take a tough approach towards china. Biden has since said that he is satisfied with the final statement and one of the measures introduced is a kind of global Infrastructure Project and investing in infrastructure in poorer countries and that seemed to be competition with chinas own Belt And Road mission, and if anything President Biden is coming to the table trying to rally democracies to compete with china. Again, hes coming to this after china has been organized and moving forward on many fronts for many years. Rosemary. All right, Ivan Watson joining us live from Hong Kong. Many thanks. Once President Biden wraps up his summits In Brussels, he will travel to geneva for his highly anticipated meeting with russian president , vladimir putin. Ahead of that mr. Biden says he agrees with mr. Putin that relations between the u. S. And russia are at a low point. While no major breakthroughs are expected on wednesdays summit, President Biden spokes about what he hopes to achieve. Its about making myself very clear what the conditions are to get a better relationship are with russia. We are not looking for conflict. We are looking to resolve those actions which we think are inconsistent with international norms. Theres no guarantee you can change a persons behavior, and autocrats have enormous power and dont have to answer to the public. And mr. Biden defended the decision to not hold a joint Press Conference with mr. Putin after the meeting is over, and he said it would detract against the goal of working on a Working Relationship with russia. And he and the First Lady capped this day in the uk with a visit with Queen Elizabeth at her castle. So lets go now to cnns max faster, and he joins us live. Some very different images coming out of the u. S. President Ial Visit with the queen compared to his predecessors. They appeared to connect, didnt they . What is being said about their meeting . The queen will not be going to america, for example, and she doesnt do long Distance Travel because of her age and shes not able to do as many engagements as she used to, and this u. S. President is prioritized and it was an informal welcome, even though there was the guard of honor and then tea in the castle, and its something brits can offer the u. S. President , and the profile of the queen is so high, and the tradition which visitors always enjoy as well. I spoke to Prince Edward last week, and he said one of the greatest things about the meetings is nothing is ever shared with them, and they remain quite private, and a lot of people questioning whether or not President Biden should have shared what they discussed in the meeting, and its fascinating to know what they talked about, and have a listen to what President Biden said at the airport on the way out of the uk. She wanted to know what the two leaders one i am about to meet with, mr. Putin, and she wanted to know about xi jinping, and we had a long talk and she was very generous. He was breaking the convention a bit there, because you are not meant to share the meetings and the priority for the Queen And Government is visitors enjoy their visit and being seen as a triumph. Health officials are reporting the highest numbers of daily new cases on the island since the pandemic began. Nearly 1,500 on sunday along with 12 deaths. Government officials say they are tightening restrictions on people entering and leaving havana, the epicenter of infections as well as limiting the number of people using public transportation. And the huber is beginning to widely administer its homegrown vaccine, although its not clear if it works. The Summer Olympics in tokyo set to take off, and at the same time the pandemic has magnified a growing mental Health Crisis in japan. Cnns Blake Esic joins us live from tokyo with more. Its the tragic and hidden part of the pandemic story. What is the latest on the mental Health Crisis and what is being done about it . Yeah, rosemary, its a sad situation. Earlier this year, though, japan Appointed A Minister of loneliness to tackle the countrys mental Health Crisis. Its a seemingly monumental task. Even before the pandemic hit japan had a serious problem with loneliness, Isolation And Suicide. These issues are effecting the entire population but in different ways. For the third time this week, he and his team enter a home to clean. A simple job, but nothing about it is easy. Translator he probably died here. I dont know the shape because the Body Fluid soaked in so much, but i think probably here. The president of the company has been in the Cleaning Business for about 13 years. But recently he says cleaning up after lonely deaths where people die alone and remain undiscovered for long periods of time has sadly turned into big business. Translator we do this kind of work every day. This scene is what we always witness. We can see hes issuing an sos. This is an ordinary scene for us. The 79yearold man that lived here died alone. The cause of death is unknown. Police say his body was found about a month after he died. Walking through this apartment its as if time stood still, food and drinks on the Counter And Mail on the floor, and garbage and clothes scattered everywhere. Its a heartbreaking scene. Its all too common here in japan. He is an Associate Professor at a university who studies loneliness. While she says japans Aging Population is at great risk of isolation, its actually the young that suffer most. Her research analyzing the publics Mental Health found 40 of the entire japanese population feels loneliness. For those under 40 that number is 50 . They have high societal idealization, and wanted to kill themselves more often, and the psychological affect of loneliness in those individuals is very high. Its impacting more people as a result of the pandemic, and in 2020 the first time in years the Suicide Rate increased from the previous year and changed. What happens in the crisis, the middle aged men die by suicide, and now its the young ones so something different is going on. The numbers show its getting worse. The Suicide Rate in the month of april increased more than 19 compared to last april. While the pandemic has claimed more than 10,000 lives in japan during that time, more than 23,000 people have taken their own life. Those numbers are personal for her. She experienced loneliness, depression and contemplated suicide when she was 30 years old, shortly after giving birth to her furirst child. I wanted to disappear. I did not know how to handle my feelings and it was too painful to think about what to do. A decade later, shes a counselor at a 24hour Chat Service that just need somebody to listen. At times she interacts with four to five people a day, and uses her own struggle with loneliness to help with others. We are seriously want to listen to your story. Voicing your concern is never a bad thing. It doesnt mean you are running away from the problem or youre week. Experts say about 30,000 people here in japan die lonely deaths each year and when that happens this is the result, cleaners asked to come in to pick up the pieces of a life lost. Translator I Cant get used to this forever. Time has stopped here. I can feel what kind of life he was having here right away. Honestly speaking, my heart aches. Japans new minister of loneliness, his first task is to identify those who are isolated, lonely and at risk of being cut out from society and he plans to promote activities that protect the ties between people. Japan is not the first person to appoint a minister of loneliness, the united kingdom did so in 2019, and of course, rosemary n. Japan the issue is not limited to one demographic here, and it seriously has impacts for boys, girls, men and women of all ages. Such a tragic story. Thank you for shining a spotlight on that and joining us live from tokyo. Many thanks. Loneliness, social Isolation And Suicide are not issues unique to japan. For support around the world the international association for Suicide Prevention keeps a worldwide directory of resources and hot lines.
