Even arm in arm, with french president Emmanuel Macron. Those two leaders holding a bilateral meeting in just a few hours. Very serious disagreements on the table over china and trade and other issues. Looming over it all, President Bidens first facetoface with Vladimir Putin in geneva next week. Reporter good morning, boris and amara, President Biden and other leaders of the group of seven nations are involved in the second day of meetings happening right now on a beautiful bay here in cornwall, england. Of course, one of the topics of the agenda items, china. Of course, not a seat at the table hereby, but a key topic of discussion, competitiveness with china. Of course there is not a unanimous view here inside the summit. President biden of course, has been talking about the exist yent threat that china forces on the rest of the world. But the european leaders do not see it the same way. Of course, they sell many of their goods to china and the need for infrastructure. But today there is likely a communique, a joint statement at the end of the session, how the group of seven will be speaking out in one voice, and really, about the threat that china faces. But key also here, really trying to strengthen the alliances between the u. S. And the rest of the european world that have been fractured really over the last four years and beyond. And how these countries were move out and grow out of the Global Pandemic that really has crushed the economy here and around the world. But also some other lighter moments, including last evening at a reception when Queen Elizabeth flew here with other senior royals to meet leaders of the group of seven. There will be a larger, more formal meeting with President Joe Biden and First Lady Jill Biden tomorrow at Windsor Castle with Queen Elizabeth. Jeff zeleny, thank you for that. To Nic Robertson now. Nic, i know you have covered so many of these summits, the g7, the g8, and you know what goes into these agendas. I know you watch very carefully, the nuances of the body languages between the World Leaders. Could we just first have you talk about, i guess, the optics and the substance here. The change that were seeing, now that we have President Biden trying to bring back america to the global stage. Reporter yeah, Boris Johnson called it a breath of fresh air. Angela merkel, the german chancellor said that multilateralism is back. Of course, this is really a reposteted President Trumps America First policy. There is a sense here that President Biden is back and that america is ready to lead on The World Stage on important issues like the pandemic. Getting a really strong read of whats going on here at this g7 is tougher than those in the past because, you know, the covid Restrictions Mean that there are fewer reporters available. And the leaders arent sort of walking past. And you dont have a bunch of reporters holding out microphones, you know, at the end of every sort of session asking questions. Thats just not happening. You have quite a lot of advanced, you know, releasesed from the white house or downing street, that are giving you an idea of whats coming up. You know, the white house on downing streets vision of how these agreements should be read. Its difficult to get into that detail, when you dont have that same contact. And i think thats one of the fallouts of covid. Perhaps this will be different at the next g7. So thats, i think, one of the difficulties, theyre trying to read the behindthescenes situation as much as we used to be able to do it. What weve seen so far, from the family photographs and the queen there, its going well. Boris johnson so far, just as weve seen, and Justin Trudeau has taken a dip in the sea. Right now this is the only bipartisan package on the table for infrastructure. I want to talk a little bit about what this package promises. It 1 1. 2 trillion over eight years. 974 billions of new spending and 579 billion of new spending focused on Core Physical Infrastructure and will be paid for without tax hikes which is something that republicans really, really wanted. Look, this Bipartisan Group, five democrats, five republicans, negotiated this deal this week. And some democrats really want to move forward with the Infrastructure Package a sweeping larger package using Budget Reconciliation to pass along party lines. They dont want to negotiate with republicans anymore. And some republicans believe that this price tag for this bipartisan proposal is too high. So theres still a lot of differences between the democrats and republicans only infrastructure proposal. But, look, the bottom line, this is the only thing on the table for Infrastructure Package. Reporter former president Donald Trumps Justice Department under intense scrutiny at the new revelations suggest head employed the departments awesome power to investigate his enemies. The Deputy Attorney general lisa monaco asking the Attorney General to begin an investigation after news broke that trumps Justice Department seized records of House Intelligence chairman adam schiff and eric swalwell, along with staff and even their Family Members. I can say it was extraordinarily broad. People having nothing to do with, you know, the Intelligence Matters theyre at least being reported on. It just shows what a broad Fishing Expedition it was. And so many norms were broken in connection with this. Reporter sources tell cnn the effort began in 2018, when Attorney General Jeff Sessions ran the department. More than 100 accounts were affected casting a wide net that swept up one minor that included a gag order which was renewed three times before expiring this year. It wasnt until may that apple notified customers that their records have been seized. In a private Phone Call Sources tell cnn that Committee Members were animated behind getting behind the effort. Theyre now asking apple to provide them with more detail as to whether additional members were targeted. A source saying sessions was not involved in the subpoenas, even though it began under his tenure. And the effort continued untrump Attorney General bill barr who had this explain with then senator Kamala Harris in 20 neeb. Can you repeat that question . I will repeat it. Has the president or anyone at the white house ever asked or suggested that you open an investigation of anyone, yes or no, please, sir. Um, the president or anybody else . Seems youd remember something likend be able to tell us. Yeah, but im trying to grapple with the word suggest. Reporter barr told politico that he was, quote, not aware of any congressmans record being sought in a leak case. Barr adding i never discussed the leak cases with trump. In the senate the top two democrats want barr to say that under oath, threatening to subpoena him along with sessions and other officials, to compel their testimony before the Senate Judiciary committee. Now while most members in congress have been quiet, one has spoken out senator Chuck Grassley, he issued a Statement Saying in part investigates of members of congress and staff are nothing new especially for classified leaks. His important is important because the committee is able to gain bipartisan support to issue a subpoena. So, all rope cans could deny democrats for issuing a subpoena. Thats different from the house side they can do it unilaterally, they want to hear from Merrick Garland, at least get him to provide information to the committee, because theyre frustrated they have not gotten enough information from the biden Justice Department about the investigation that happened under trump. And cnn legal analyst elliot williams, a former assistant Attorney General. Perfect panel to have this morning. Does it feel like were just scratching the surface on the scope of the governments Leak Investigation . Yeah, amara, those are huge numbers. You hear the expression, we just heard it in the package that preceded us, Fishing Expedition. What does that mean . That means when youre the prosecutor and you issue a subpoena, you have an awful lot of power over who you subpoena and for what reason. Were supposed to have predication, were supposed to have a specific reason for issuing a subpoena to a specific person. When you fire out 73 subpoenas that suggests youre not doing that. That suggests youre casting them about everywhere, wanting to see whatever you turn over. That is what we talk about abuse of power. Just quickly, eliot, what kind of information was in this data obtained . Right. So, its important that people understand, prosecutors are not getting actual recordings or the substance of conversations. But what they are getting is a l listing of who spoke with who, what phone numbers, what dates, and how long the phone calls lasted. But not as bad as the context. Think about your phone, private, personal information, youre calling friends or relatives or people you dont want people to know about. Prosecutors can get that information but they got to be careful and mindful of peoples privacy rights. And manu mentioned, republican Chuck Grassley released a Statement Saying both are serious and must be met with commences. We know that the Justice Department secretly spied on and ran intelligence operations against the trump campaign. We also know that Classified Information in congress linked to the press to the product of that abuse we do not know whether the effort to investigate such leaks was an example by the Justice Department. A lot in the statement. We dont need to get to all of it, but to his comment, eliot, that investigations to lawmakers and staff are nothing new. Well seizing the records of opponents and journalists is extraordinary . That is extraordinary, but not as extraordinary as the former president of the United States specifically identifying them by name via media and suggesting they should be targeted. Senator grassley is exactly right. We should get off the narrative that members of congress of can never or should never be investigated. They and their staffs can commit crimes right . There is nothing new here. What is new is the behavior of President Trump and the closely inappropriate behavior of the Justice Department and appearing at a minimum to happy carry that out. Now, congress ought to be the body to be investigating any of this wrongdoing. Another statement that got issued just yesterday, amara, was Senator Schumer and Ddsenator Durbin the chair of Senate Judiciary committee calling for subpoenas in this. Thats the way congress ought to be working. They are the body with the authority to initiate subpoenas when theres wrongdoing in the Justice Department. The problem you that see from senator grassleys statement is the rank partisanship that has Hurt Congress to be an impartial body. If really this were a boxing match, i would say point schumer and durbin. They are right. They ought to call in the former Attorney General to testify and negotiate over his testimony. And if he doesnt come in, issue a subpoena to make him up. Elliott, do you think we could actually see bill barr and Jeff Sessions testify, and could there be prosecutions as a result . Well, i mean, the challenges, it will be as manus reporting said, it will be hard for the subpoenas, because the senate doesnt have unilateral subpoena authority. Now, there is a long history of negotiation between the Justice Department, the white house and congress, over testimony and appearances, you know do they issue written testimony, do they come in for a deposition . Whatever. I would like to think that they will, they should. At a minimum, you know, the house can bring them in, too. And schiff and jerry nadler of the house Judiciary Committee does have the power to issue a subpoena. Youre far more likely to see that. What does President Biden say about, white house jen psaki spoke and had this response to the leaked investigation. First of all, an ig investigation looks into how this happened how could it possibly happen. Let me be clear, the behavior, these actions the president finds them absolutely appalling. He ran for pardon in part because of the abuse of power bill the last president and by the last Attorney General. So, elie, i mean, what will the department of justice under biden do differently . Do we know if similar investigations are still ongoing . Right, amara, i want to praise and criticize the current administration. I want to praise them first because it is clear there is a wall of separation that is truly being observed between the white house and the Justice Department. We have seen various stories over the past couple of weeks where the clear, doj and the a. G. Are not consulting with the president , nor should they either way. Heres my criticism, the administration under Merrick Garland needs to do more. Opening Inspector General which is an internal investigation is absolutely necessary. But theres more garland can do. He can figure out right now, are there more cases out there . Are there more zbaggag orders o there . He needs to find those gag orders, review them and find if they are necessary or are they not necessary and go back to court on monday and say to whatever judge approved them.
