Today. Cnn chief white House Correspondent Kaitlan Collins joins us now from cornwall, england. Lets start with the vaccines. The president says this half A Billion doses come with No Strings Attached . Reporter yeah, thats kind of been the white Houses Line as theyve been talking about what their Vaccine Sharing Plan is going to be, because thats obviously a jab at other countries that have tried to trade political favors for sharing vaccines, but this does come amid some questions and even some criticism of what was the actual u. S. s plan going to be. That is what World Leaders wanted to know and the White House knew that they should have expected President Biden to get pressed on that by other World Leaders as he is on his first trip abroad, and so thats why i think this timing of this announcement is certainly no coincidence with the president announcing that the u. S. Has bought and is going to donate half A Billion pfizer vaccines. Now, a lot of those are going to go out this year, but several hundred of them will also go out in the first half of 2022, according to the White House. And just to see the emphasis that theyre putting on this, You Saw the president standing there with the ceo of pfizer, someone who he has met with multiple times and i have seen on multiple trips during his presidency as ive talked about, not only the effort to Vaccinate Americans but now turning to this effort to help vaccinate the globe and that is something that the president has said its not just important to do so at home but also to do so abroad because thats a really major focus of this entire summit. The G7 Summit that is getting kicked off tomorrow, which is why President Biden is here in cornwall did not happen last year because of the pandemic. It was canceled and not held inperson, and so that is the focus going forward and that is why i think You Saw the White House pulling out that agreement, announcing that here, waiting until he was abroad to make that announcement. Kaitlan collins, Thank You. Stay with us. Lets discuss all this now and bring in cnn Chief International correspondent clarissa ward. Clarissa, to you. Do we have clarissa . Im Gathering Clarissa is not listening. We dont. Kaitlan, we still have. So lets go back to you. The president says that these vaccines come with No Strings Attached, but what is the diplomatic value, the diplomatic role of this half billion dolla . Well, i think that a lot of it has to do with questions about what were Russia And China doing by giving vaccines, distributing them to these lower income and low income countries, and i think the question was, are they trading them for political favors . And are they trying to use it to their advantage to change their standing on the World Stage and i think thats why there was so much criticism at the beginning of what the united states was doing and what the role was going to be there. Because President Biden made very clear in the early months of his presidency that his focus was on getting americans vaccinated and then he would turn to the rest of the world. It wasnt a simultaneous effort then, and now, of course, as demand in the united states has dropped significantly, it has become more of a discussion. That also pairs with production ramping up, but this is an agreement that we should note that the top Coronavirus Advisor to the president , jeff saenz, has been working on for about a month now, working on getting the purchase of these half A Million vaccines, how they were going to distribute them. A lot is going to be through covax, the international vaccine effort, and i think just to give you a sense of how much of a role this pandemic is playing in President Bidens first foreign trip is he brought that advisor here on this trip with him. Of course, typically, you see president s travel with their national security advisors, but he also brought his top Covid19 Advisor alongside him and he was there watching today with the First Lady as the president was making this announcement next to the ceo of pfizer. And so i think you see there the emphasis that theyre putting on it, because they know it will define the united statess standing on the World Stage. Its not just about this fact that he is not Donald Trump and hes not here to insult allies as we saw happen often at summits like this for the last several years. They also want to take a bigger role when it comes to united states. I think some critics have asked if maybe theyve waited too long so unveil their strategy of what this is going to look like. That was a Big Question when we saw covid19 raging across india and people asking what is the plan to share vaccines, and so theyve initially rolled out that plan for 80 Million vaccines, 25 Million happening right now. Theyre weighting on an additional 60 Million of astrazeneca to get approved by the fda, but now you can see this broader strategy that theyre working on through the administration. Okay, kaitlan, stick with us, if you would. We think we have clarissa now. Clarissa, i understand you can hear us. Great to have you. Just give us The Big Picture of what President Biden is accomplishing, hoping to accomplish, and particularly the dynamic with prime minister boris johnson. Reporter well, i think, you know, theyre casting back to this historic moment between Winston Churchill and roosevelt, trying to recreate that image of that era where the u. S. And the uk were working together, essentially to reshape the world and what the world looked like in the postwar era. Now, of course, were talking about walking into postcovid era and what does that look like . And what is important . If you look through this new Atlantic Charter that the two countries have agreed upon, you know, the words Russia And China are never mentioned but you can see quite clearly that this is a firm statement of democracies coming together, acting in concert as a buffer, if you will, to the sort of rise of authoritarians. They talk about the need to underscore the importance of democratic values, the importance of human rights, taking a stand against meddling, election interference, disinformation, very clear rebukes there without saying the Word Russia to vladimir putin. And so, clearly, the uk and the u. S. Wanting to showcase or usher in, if you will, a new age, but whats important to remember in all of this, alisyn, is that it is much easier to make these statements and to use this kind of soaring rhetoric that casts back to bygone eras. Its much harder to deliver on tangible promises, and there are so many complexities in this moment, not just with regards to russia, of course, and to china and the threats and challenges that both of those authoritarian regimes pose, but also to this broader picture when youre looking at the coronavirus, the global Economy Fallout from that, and other challenges as well posed by climate change. So i think it remains to be seen whether this new Atlantic Charter will have the same historical significance that the original does, but certainly, i would say, the leaders of the u. S. And the uk both very much wanting to showcase that there is a new act in town and a new direction forward for the g7, which many people have called into question the Groups Relevance in recent years, including, of course, famously, President Trump, who called them outdated. Clarissa, as we broaden this conversation, and you brought up the former president , trump, theres new polling from Pew Research Polling that shows americas image abroad as it relates to Confidence And Favorability have shifted dramatically over the last year. 34 favorable view of the u. S. At The End of the trump administration. 62 at the start of the biden administration. Confidence from 17 to 75 from trump to biden. Fill that picture out. What is the rest of the world responding to . Is it is just rhetoric or is it something more . When you look at the numbers in that roll, its really staggering, because there was a lot of damage done during the four years of the Trump Presidency to americas standing in the world, and were seeing that borne out in those numbers. There was a sense of the vacuum of global leadership, the fact that the u. S. No longer appeared to stand for those critical values outlined in that new Atlantic Charter. Human rights, you know, the sort of traditional liberal democratic values. And so now, theres a sense going forward that maybe there is an opportunity to see those values reinstated, to see the u. S. Taking that role again and to a certain extent, it seems to many people that perhaps all President Biden really had to do almost was just show up, say the right things, affirm those strategic alliances, and that would be enough in the wake of a posttrump era to sort of reinstate americas role. But i would say thats an optimistic view, because also, when you talk to people in europe, particularly, you realize theres still a lot of concern here that things could change during the next president ial election. That the pendulum could shift once again. A lot of questions about what is the u. S. s commitment here, the longterm Staying Power . Is the u. S. Going to be continuing in this role, taking its sort of seat at the helm of the free world . And you know, theres no easy answer to that, and doesnt really matter what President Biden says or what agreements the g7 come up with, theres always going to be that Question Mark now, that because of the volatility of the u. S. Political system, that that could change at any moment. So thats a great point. Kaitlan, how does President Biden convince them, no, were here to stay, the u. S. Is back with the to be a recognizable country that, you know, not the anomaly that You Saw during the past four years, and by The Way, President Trump wore it as a badge of honor that some European Leaders didnt like him or didnt trust him or that he didnt fit in. And so what can President Biden say to instill that confidence . Reporter i think its a hard thing to recover from, because you cant just come over here and not be Donald Trump. I dont think thats sufficient enough to reassure these allies, because clarissas right. You see how quickly it can all change. And they went from four years of summits where often you would see other World Leaders on a hot mic trashing the u. S. President. Things that were unheard of. And you would see, of course, the former president trashing them right back on camera as he often did with several of these World Leaders and making these really remarkable moments of these summits. And so while i think, of course, theyre still wary of what that means and what thats going to look like, no matter how much President Biden tries to reassure them, they still know that in one election, everything can change. Decades of alliances and partnerships that obviously do always come with disagreements, can really be upended by one president. And i think there is this question of this Populist Type of leader that we saw in former President Trump and whether or not that is something that will be resurrected in the next election or the election after that. And so i think that is always something thats going to be at thf their minds. The White House is aware of that, and so i think that they are working on restoring that, but also talking about the future of where we are right now when it comes to democracies versus autocracies. That has really been a big message that you have seen President Biden trying to drive home while he is here and i think well continue to see it as he does Go On from meeting here at the g7, going to meet with nato allies and then of course the thats meeting, the most highstakes meeting is that summit with president putin. Cnns Evan Perez joins us now. Evan, what is he saying about the intelligence failures ahead of the attack . Reporter well, i think thats where he and the members of congress are in disagreement. I dont think he views what the fbi did before the January 6th attack, victor, as a failure on their part. They said that they had intelligence, some of it raw, some of it unverified, that they passed on in multiple ways to the Capitol Police and obviously, as You Saw, the police at the capitol were overwhelmed, and they had to get help from the d. C. Metropolitan police as well as calling in help from the fbi, the atf, and other agencies. What he says is that they got this intelligence, including the now famous memo from norfolk, that talked about some very specific threats, and they passed it on to the Capitol Police. He does acknowledge, however, that one of the things that the fbis trying to do is figure out how to get better sources, because in The End, and this was a very remarkable thing to be revealed here, he said that almost all of the people, nearly 500 people who have been arrested, connected to January 6th, he says almost none of them were under investigation before that day. And i think thats a very concerning thing, because if these people can essentially prepare an attack like this under the noses of the fbi without any knowledge, then that tells you that they need better intelligence collection, and i think thats one of the things that lawmakers got him to acknowledge there, victor and alisyn. Yeah, important point there. Evan perez, Thank You. We have a Programming Note now about a cnn special with more new details about just what happened on January 6th. Senior investigative correspondent Drew Griffin talks with people who were there. Assault on democracy the roots of trumps insurrection. Thats sunday night, june 20th, at 9 00 eastern only here on cnn. All right, new developments in the negotiations to reach a bipartisan deal on infrastructure. Senator mitt romney, one of the Lead Gop negotiators, says that a bipartisan group of senators has now agreed to an overall Dollar Amount for a deal and how to pay for it. Lets go straight to cnns Brian Nobles with the latest. All right, so, what deal have they reached . Reporter well, they havent given us the specifics of this deal yet, victor, and its unclear just how close they are to actually releasing the information that all ten of these members, both republican and democrat, have agreed to, to move forward, when it relates to an infrastructure package. Now, Senator Mitt Romney says theyve agreed to a topline number. Theyve described it at a general agreement. John tester, a democrat, has also agreed with that language, that theyve reached a general agreement as to how to move forward. The Big Question is how much money is it . It could be in the range of about a trillion dollars and then how do you pay for it . That was a big Stumbling Block amongst this group before. Both republicans and democrats involved have said that they are going to call for no new tax increases, but they still are going to try and find a way to pay for it without contributing to the deficit. Using things like the Gas Tax and perhaps fees and some things along those lines. Now, we should point out that even if this group is able to issue some sort of an agreement Th Ty ten members, and there are 100 members of the united States Senate that would need to agree to it, including the two leaders, Chuck Schumer and mitch mcconnell. Today, mcconnell, the republican leader, said he is hopeful that this group can come up with some sort of a package that the rest of his conference can support, and the majority leader, Chuck Schumer, has said that he wants them to continue negotiating, but hes also continuing on, on a separate track, negotiating with plans to perhaps just push this through with only democratic support. Then, of course, theres the White House. Where are they on all of this . They want a much bigger package than just a trillion dollars and broke off negotiations with republican senator Shelley Moore Capito for that reason. So, were a long way to go in this process. This is progress, but there are a lot of people here on Capitol Hill that are very skeptical that even if this group does issue some sort of an agreement with republicans and democrats, that it will still have a very difficult time passing the senate, and then passing the house later on. Edith sanchez, a primary Care Pediatrician at the columbia universitys irving medical center. Doctor, welcome in. Lets start here, because, you know, the younger the kids get, the more concerned parents are. Understandably. What are the specific concerns for this Age Group . Thats right. So, first to say, bring a little bit of perspective. We have a process in this country that works extremely well. As a pediatrician and as a mom to be, people at home may not be able to see the Baby Bump but im six months pregnant. Congratulations. Thank you. When i look at the process that we are following here, im extremely reassured. So, first, there are companies that are studying this, that are creating the data, and then there are experts on the other end that are meeting before that datas even available to say, what are the thresholds . What are we going to require these companies to give us, including how many kids . What are the followup intervals . What are we looking for in terms of safety before we give the greet for these companies to go ahead and administer these vaccines . So, altogether, i really hope the parents at home hear this and know that the process is in place and ready to go so that we can move to this younger population. And how does that process differ than what they had to do for the teenagers . So, its very similar, alisyn, actually. So we are looking at the same, you know, safety data, what happens, what are the most common side effects, and what we have seen in teenagers so far, its the same thing as adults were getting, the sore arm, the fever, the little bit of fatigue. So we havent really seen things in teens that werent seen previously in adults. I mean, there is that little blip of the myocaditis of boys 16 to 24 or something. Thats right. That theyre looking into. To see if its truly associated with the vaccine. Weve said were not sure its the vaccine thats causing this, but we are looking. And i think for parents at home, that is is important thing is we have a Monitoring Process in place so that when these things pop up, we stop and we say, wait a minute, lets make sure, lets check, is this related to the vaccine . You know, weve talked a lot about children and teens getting vaccinated for covid19. Weve not talked a lot about the other vaccinations, and i know that you and alisyn had a conversation at the start of the pandemic that there was likely the likelihood of a reduction of all of those other Childhood Vaccinations and the dropoff. The cdc just released a report. Lets put it up. Were seeing these doubledigit, like, Significant Dropoffs based off Age Groups, 71 for teenagers, the hpv Vaccines Rate down. 63 for mmr vaccines. The significance of this today, i mean, these are the March To May of 2020, what that means today, and can these kids, these families catch up . Yes. So, this data is extremely concerning, and we saw it coming. Alisyn and i talked at the height of the pandemic here in new york city, parents were so scared of bringing their kids in, and when they didnt bring them in, they fell behind so now were trying to catch up with this vaccine and we are in a really tough place, because offices are not fully back to full capacity, right . And we are doing the best we can. Were calling parents to say, you know, your child is behind. Please bring them in. Were doing Saturday Vaccination clinics to try to get everyone up to speed and up to date with our vaccines, and we can do this, but we have to work together. And the problem is if we dont, were going to see outbreaks of these illnesses, diphtheria, tetanus, whooping cough, measles, things that we havent seen in a long time and not only are they very serious for children, they would come at a time when kids need to feel safe and families need to feel like w we can do this now so it would just be so unfortunate. When youre chasing parents down, are they receptive . They are so receptive, alisyn, they truly are. They want to come back to see us. The problem is they have so many comp competing priorities right now. We think its just a Pediatrician Visit theyre behind on. Parents are trying to figure out how to catch up on rent, how to get back to work. Its a lot were asking parents to do right now. Bottom line, we have to work together. So, moderna, we know its filed for Emergency Use Authorization for its vaccine for 12 to 17. We remember theirs was initially for 18 and up. We know the Pfizer Approval or authorization, i should say, for that Age Group was pretty quick. Are you expecting the same for moderna . We hope so. I think at this point we have a lot of information about these mrna vaccines in teens and we have a lot of experience with the pfizer vaccine, so hopefully, yes, it will come quickly. I think we have to remember we have an option in the market, right, if you are the parent of a teenager and you want to vaccinate them today, there is an option for you to go ahead and schedule that appointment for that pfizer vaccine, and we can give it at the same time as those other vaccines if you happen to have fallen behind, and yes, Hopefully Moderna will soon be another option. Im sure youve replayed that embarrassing moment over and over many times. Have you ever thought about what it must have been like to be on the Receiving End of that Zoom Call . Well, i havent just thought about it. Ive spoken to several of my former colleagues at the New Yorker about it, and they were shocked and appalled. I think they realized that this was not intended for them. I think they realized that this was something that i would immediately regret, as i certainly did, and it was then it was that day that i began apologizing, and that is something that i have tried to continue to do both publicly and privately. You know, weve covered a lot of political scandals, and weve heard what i like to think of as the politician apology, which is, you know, im sorry if you were offended. Which always sounds to me like, i said the words, now get off my back. Thats exactly what i have tried not to do. I mean, i have tried, and im trying now, to say how sorry i am, sincerely, in all seriousness. Above all, i am sorry to my wife and to my family, but im also sorry to the people on the Zoom Call. Im sorry to my former colleagues at the New Yorker. Im sorry to my current, fortunately, still colleagues at cnn, and im sorry to the people who read my work and who watched me on cnn who thought i was a better person than this. And so, you know, i got a lot to rebuild, but i feel very privileged and very lucky that im going to be able to try to do that. I mean, one of the ironies of this whole incident is that for decades, you have covered the bad judgment and sexual proclivities of public figures and politicians like Bill Clinton and Anthony Weiner and Elliot Spitzer and Donald Trump, and i could Go On. And so, you know, of course it begs the question. Why didnt you have better judgment . Because i didnt have better judgment. Because im a flawed Human Being who makes mistakes, and you know, there is no defense for my conduct. The only issue is what should be the consequences, and the New Yorker made one decision about the consequences. Cnn made a different decision, fortunately, for which im very grateful, but i am not going to come up here and, like, split, you know, Split Hairs and try to come up with justifications or explanations. It was wrong. It was stupid. And im trying to be a better person. I do want to get to what the new Yorker Decision was and the consequences. So, after you had worked there for 27 years, you were fired. They said after an internal investigation. And in a internal memo, one of the executives there said, im writing to share with you that our investigation regarding Jeffrey Toobin is complete, and as a result, he is no longer affiliated with our company. Do you know what else they found . I do, actually. I was told very specifically by the people involved that they looked at my entire career at the New Yorker, you know, 27 years, and found that there had been no complaints about me, no issues, no other, you know, this was not the straw that broke the camels back. It was just this incident. And i was certainly relieved, though not surprised that thats what they found, and but yet, nevertheless, they made the decision to get rid of me, which, needless to say, was heartbreaking for me. So youre saying there will be no surprises after this that will come out. There are no surprises out there about my conduct that i am worried that there is, like, a that theres a skeleton thats going to be found. You know, i look, i live in the world. I know social media, what the reactions are likely to be. I assume i hope they will be, at least, mixed, but and so people can claim what they want, but i dont think there is any anything further thats going to come out. Do you think, given that, that the punishment fits the crime . You know, im i am the worst person to ask that question. I mean, i no. I mean, obviously, i love the New Yorker. I loved working there. I felt like i was a very good contributor to that magazine for a very long time, and i thought this punishment was excessive, but look, you know, thats why they dont ask the criminal to be the judge in his own case. I mean, i thought it was an excessive punishment. Im incredibly grateful to cnn for taking me back. But you know, other people are going to weigh in about whether it was appropriate for them to get rid of me and for cnn to keep me. Other people have weighed in. Yes indeed. Late Night Talk shows have had a field day. You know what . How about two segments on Saturday Night live about me. Thats thats, like anyway how unpleasant was that . Did you see it . Did you watch it . I actually did not watch it. I sort of read transcripts and i guess i saw a little youtube of it. You know, i try ive, you know, one thing about all this is ive never thought of myself, even when i was a prosecutor, as someone who was a particular hardass, who was someone that wanted to punish everyone to the maximum extent of the law, and also, you know, as a journalist, i have been aware that, you know, not every crime deserves the death penalty. So, i dont think theres a lot of hypocrisy involved in a claim for leniency on my part. But it is true that, you know, people had fun with this, and i am enough of a person in the world to know, you know, people were going to have fun with it. On that note, even o. J. Simpson took a swipe at you. And you know, i think that it could be unpleasant to be the butt of jokes, obviously, and so im wondering if you think that that will somehow color your legal analysis in the future. You know, i really dont think so. You know, my dad used to say something. He used to say, you can judge a person by their enemies and if my enemy is o. J. Simpson, thats okay with me. Well, jeffrey, on that note, should we move on to the news . Sure, lets go. Okay. Lets do that. Kracalifornia. You heard me talking about the judge compared the use of the ar15 to a swiss army knife. In 2008, the Supreme Court issued its famous decision saying there is a constitutional right under the second amendment to have a handgun in your home. But they have not really addressed the second amendment in any detail since 2008. So, what is the status of Gun Control constitutionally . The only time they have now taken a big case from new york, next term, about gun registration, about permits. I mean, you know, there are now three Donald Trump supporters three Donald Trump appointees on the Supreme Court, and one of the Things Trump said from the very beginning is, i am going to appoint strong second amendment supporters to this Supreme Court. So, you know, can you ban Assault Weapons . Can you ban largescale magazines . Can you require carry permits . Can you ban Machine Guns . All of that is up for grabs now. And the court is a very different place than it was in 2008, so i think this judges decision, notwithstanding governor newsomsout outrage, i may well be held up by the Supreme Court because its a very different Supreme Court now. Lets talk about the Supreme Court. Justice breyer, 82 years old, there is some pressure on him to retire. And it sort of reminds me of the Ruth Bader Ginsburg situation, which is, i dont think he wants to retire, so will the pressure change his way of thinking . You know, i have covered Justice Breyer for a long time. I dont have access to his innermost thoughts. He has a very different approach to the Supreme Court than even ruth ginsburg did as a political matter. He gave a speech at harvard recently along these lines. He thinks the court should be seen as a nonpolitical institution. Hes told me, i hate it when you say, you know, the democratic appointees say this and the republican were all just judges. Democrats are beside themselves with rage about that attitude, because they see how Donald Trump, how mitch mcconnell, in a very intentional way, used their power to move the Supreme Court to the right, and heres breyer saying, well, you know, maybe i ill just leave when the next president comes in or maybe ill leave when theres a republican senate. Hes not saying it explicitly, but hes saying it implicitly, and democrats are saying, how can you do that when everything you stand for is up for grabs now in the Supreme Court . And, you know, but this is just one persons decision. Hes 82 years old, which is not the new anything. And hes in good health as far as we know, but 82 is still 82. Theres a democratic majority, barely, in the current u. S. Senate. If historical trends continue, it will not be last for more than, you know, until the midterm elections. You know, Patrick Laehy is in his 80s, not in the best health. If he leaves even before the midterms, a republican governor in vermont could appoint his successor. So, you know, the window for breyer to leave under a democratic senate may be very short, but its all up to him. No ones going to tell him what to do. In our remaining seconds, what should we expect for The End of this supreme Court Term . Big obamacare decision, yet another case where the coverage of obamacare could be restricted. But the real story at the Supreme Court is next term. Next term, the one that starts in october of this year, is going to have a huge Abortion Case where this big Gun Control case that i mentioned, very likely. Now to a disturbing incident inside a San Antonio Shelter Housing migrant children. A 16yearold was tased by a Sheriffs Deputy after the teen became angry and aggressive. This video was obtained and released by a nonprofit investigative news outlet, and it shows the sheriff giving directions to the boys after staff members are trying to calm him down and remove him from a bathroom. This is at an incident from may 2020, and before that occurred staff at the facility had been calmly talking to the 16yearold that had become angry and uncooperative, and then that discussion happened for several minutes where Law Enforcement is called in and deputies and staff continue to engage with the boy, and he was tased for more than 30 seconds. This incident is now the subject of an internal Affairs Investigation by the texas sheriffs office, and it received a response from a congressman that represents San Antonio where this shelter is located. In a statement to cnn he said, quote, the footage is horrendous and a clear example of excessive force and over policing. He said hes urging a full investigation by the health and human Services Inspector general.
