The theme of President Bidens entire European Tour is to reestabilsh the point that democracy matters. Reestabilsh these alliances that really have frayed in the era of President Trump. The interesting thing about this meeting is he was a key trump ally. This certainly underscores the fraught relationship here. Aides say it is a new day. A new relationship. There is much in it for both sides to have a productive relationship. One of first things theyre going to do in a matter of moments here as joe and Jill Biden make their way tO See the johnsons, theyre going to review the atlantic charter. This is something signed 80 years ago by Fdr And Winston churchill. And the two leaders are going to sign a revised statement really, you know, spelling out the core principles and core agreements and values between the two nations. Imagine how much has changed. All of this is leading into a crescendo into the meeting with putin next week. Tomorrow at the g7 as well and going into geneva next week to show that democracy is key as he heads into that meeting with president putin. And Boris Johnson to this moment is wrangling Post Brexit issues, particularly the protocols over Northern Ireland which President Biden believes could potentially damage the peace in ireland. So its not prone to siding with Boris Johnson on that. And Boris Johnson would really like to have President Biden support on that issue. He wants to be seen as a big global leader. He wants to be standing next to President Biden to get that you know, to help deliver that image that is here to do the world good. That hes here for positive change and he stands beside President Biden on all that President Biden stands for. But there will be tricky issues to deal with. But as im standing here a few yards away over there is the road that President Bidens motorcade is going to drive down shortly. Ive just been down there. It is lined with police officers. A lot of the people who live around here have come out tO See President Biden. Theyre very excited that hes in town. Theyre very excited that they will get tO See him. And what you do in a small English Countryside town when a big World Leader comes to town . Well, you would rollout the red carpet. Theyve gone one better here. Theyve rolled out a whole new stretch of tarmac. The roads are hilly, tight, narrow. It will be a challenge for the beast. The president will get a smooth ride. The beast. The president s vehicle. Establishing a relationship, establishing a baseline communication. There is a lot of talk whether the russian president deserved this Oneonone Meeting from The American president given how bad of Apn Actor he and the russian government has been. I think the phase in which biden got marks for not being trump, that phase is now over. Now the Western Alliance needs tO See him identify what the Biden Doctrine is. Remember, this comes at a crucial moment in europe. Europes traditional leader is the chancellor of germany. Shes on her way out. Madam macron would like to be seen as the logical successor. That is not clear. So this is a moment, not a bad moment for biden to reassert american leadership. It is what he does that will matter more than what he says. Bobby, its so interesting to juxtapose, as jim said, whether its the way that former trump characterized his position with putin in helsinki or the fact he said it would be good to have russia back in and make it the g8 again. With now President Biden saying there will be meaningful consequences for russia. And this administration will not hesitate to respond to future harmful activity. It is so strikingly different. But russia keeps up this bad behavior much more than that. I mean how much more can the u. S. Do . Is putin afraid of any of it . This is not the most provocative thing he could have done. In his Tool Kit of provocative things at the top end you have sending more soldiers into ukraine. This is more at the bottom end of the scale. This is a Light Prod rather than a poke in the eye. Perhaps there is something to be said for that. Perhaps this is in an indirect Way Putin acknowledging that hes now dealing with a new person in the White House. So he will be cautious if not afraid. He will certainly be cautious in how far he intends to go in provoking the west. But as we said throughout the start of the show, he hasnt yet experienced the Fish Bag that biden has been promising. And he will keep poking in will that moment comes and when the Push Back comes, we get a clear measure of biden and putin. The poisoning of alexei navalny. That happened after. Part of the message is that biden is saying america is back to defending democracy. And to being a reliable democracy which is remarkable that a u. S. President needs to say that, right . Given all that we witnessed and continue to witness in this country in terms of former president denying an election went the way it did. How remarkable that he has to say that and is that a message that u. S. Allies find credible . Zblun unclear. That is one of the most fascinating parts of this first european trip, this first foreign trip that President Biden is on. Pessimism on Capitol Hill Today Regard regarding Infrastructure Or Possibility of Police Reform . No question. There is optimism on Police Reform, a bill that could actually rewrite Policing Practices in this country. That deal could come together as soon as next week. They, of course, have to sell it to each caucus in congress. So that process will play out. But a lot of pessimism about the talks right now. A lot of senate democrats say we should not give it more time. We you had spul the plug. They dont believe republicans will come up with a deal with moderate democrats that can be palatable to most of the senate democratic and house democratic caucus. Youre Hearing Difference sides of the democratic caucus weigh in. Theyre telling me his voters dont want a bipartisan deal. And some like Joe Manchin in the Mu Middle of everything saying lets keep talking. I think if we can get a bipartisan deal, thats a good thing. But no voter that i talked to in georgia said to me what is most important is that we get a bipartisan deal. Have good faith and good camaraderie and good you know, everything is working well. Now the credit will be whether or not the someone like the senator Joe Manchin will get onboard a strategy to pass Legislation And Infrastructure package along straight party lines. There is a Budget Maneuver in which they could do just that. They need all 50 democrats to get behind that approach. And manchin is simply not there yet. He wants a bipartisan deal which is why these talks are happening. Along with Senator Cinema who is helping with these negotiations. I also spoke to another senator involved in the talks, bipartisan talks. Angus king. I said will you get behind this democratic only approach if these talks break down . He said i will cross that bridge when we come there. I said what about democrats who say its time to pull the plug . He said i tell them lets give it more time. So well see how much more time they give it. The democratic leadership prepared to move on their own come july. The question is can they get the caucus to fall in line. Were not going to know until we know. If they do pull the plug and then youre going tO See what Angus King does. John, the president is dealing with a lot on the World Stage and calling members of congress from across the atlantic on this . Well, dont know that hes made any calls yet. His staff is working with people on the hill. Hell get involved if he thinks he can make a difference. The issue is, though, they dont have any choice but to go through this process. House democrats have just released a transcript of testimony given Behind Closed Doors by former trump white House Counsel Don Mcgann. He told lawmakers he felt trapped by trump insisting that he pressure the then deputy Attorney General To Fire special Counsel Robert Mueller over the russia probe. His testimony came after House Democrats waged a literal two Year Court Battle just to get him on the record in testimony. Lets bring in our senior legal analyst to discuss, also former federal and state prosecutor. He confirmed a lot of what was in the Mueller Report which is important to sort of see it under oath in his own words there. As he was with mueller too. But i guess the forward looking question is so now what . I mean any consequences for anyone . Yeah, poppy, the shame of this situation is that Don Mcgann gave such important testimony, such damning testimony about former President Trump being obsessed with obstructing justice. Saying really only by don Mcganns Refusal to go along. He did save President Trump from his own Worst Instirvegts what are the sequences . This would have been much much different if Don Mcgann got in front of congress and the cameras, back in 2019 when the Mueller Report had just come out versus now we get this try transfer. What is going to happen . Really thats a question for Merrick Garland. He made a big point recently about saying nobody gets special treatment. Better or worse. Based on who they are. Well, does that apply to Donald Trump . Thats a question for Merrick Garland. Hes going to have to answer. The Trump Administration blocked mcgann from testifying at the time. Fight it out in the courts. Two years later, i mean, is the message that obstruction works . The testimony comes out now that its actionable. What message does that send about the way our system works . In i infect it was successful obstruction. Yeah. The Foot Dragging certainly worked for President Trump. And this was a hallmark of the Trump Administration, the barr doj. This is one of many instances where barrs doj came up with some flimsy legal pretense. It takes forever to through the courts. By the time we get a funl resolution, its two years later. Trumps long gone. And the question really becomes what are you going to do . I also want to give some blame here to House Democrats. Jerry nadler was slow and weak in the response to the stonewalling. It took Jerry Nadler four months to get this case into court. Crucial four months from april to august of 2019. And then the case just dragged on and on in the courts to the point where here we are two years later. We get this incredibly damaging testimony. There is really not much Likelihood Anyone does anything with it. Just can you build on that . In terms of what Merrick Garland could do . What could he do with it . He absolutely can open a Krunl Investigation of Donald Trump and others in that statute of limitations period when you can charge kranl offense. He can open an investigation. He can assign a team of prosecutors and fbi agents to it. He can use the information in the Mueller Report. He can use mcganns testimony from the other day. Then he can make a straight forward decision, is this a chargeable criminal Obstruction Of Justice . If it is, charge it. If if its not, dont. Merrick garland put a lot of nice rhetoric out there about doing the right thing. Lets see if he can back that up. Will he . I mean based on what youve seen so far, right, have you been critical of him on some of his decisions. Is this Kranl Prosecution of a former president that the current Attorney General per sues . I do not think Merrick Garland will pursue this. Pointed out several times recently where Merrick Garland seems to be sort of seeking out the page of least resistance. He seems to be going out of his way not to make any politically divisive decisions. Any politically explosive decisions. And potentially charge him. Would absolutely be a difficult controversial decision. I think with Merrick Garland, there comes a point when you try so hard not to play politics that you cease to do your job. So, no, i dont expect Merrick Garland to do anything here. Maybe well be surprised, however. Someone i know wrote a book about the previous chapter on that. Lets listen. We are going to be looking hard at how we can do better and how we can do more, how we can do things differently in terms of collecting, analyzing and disseminating intelligence. You also mentioned individuals under investigation before January 6th. A couple things on that. First, the fbi did disseminate i think about a Dozen Intelligence products including warning of domestic Violence Extremism related to the election. Some talking about a continuing past the election all the way through inauguration including reports together with dhs put out in december the month before. As far as individuals actually under investigation, now that were close to 500 arrests into the matter, you may be surprised to learn that, in fact, almost none of the individuals charged and found to be involved with the attack on the capitol were in fact individuals who were previously okay. 12 53 p. M. On January 6th, rioters broke through the outer barriers. Shortly after 1 45, they went past the Capitol Police protecting the west side. And then at 1 49, officials declared there was a riot at the capitol. They testified before the Oversight Committee that he learned that the fbi and the atf received requests for assistance from the Capitol Police and beginning to respond. When specifically in that Time Line of events did Capitol Police Request Assistance and how quickly was that help deployed . I dont have the Spoefk Time for you. I dont want to misspeak. Okay. The Fbis Washington Field office is one of the largest Field Offices in the country. The Field Office was reportedly found by an internal review in 2019 to be both ineffective and inefficient. Specifically the review criticized the Field Offices mechanisms for collecting and analyzing Threat Intelligence as well as its procedures for Sharing Intelligence with other Law Enforcement agencies including the Capitol Police. Did the Washington Field Offices domestic terrorism shortcomings lead to a delayed response in the leadup to and on January 6th . My recollection of that particular Audit Or Inspection is that it was a while back and we had recently changed the leadership of the Washington Field Office and made a number of reforms. To my knowledge at least, none of the issues discussed in that earlier report contributed to the response on January 6th. Thank you. I want to get in one last question. In february, the secretary of Def Defense converted senior leadership officials to assess the problem of Extremist Ideology in the military ranks. In late april, the department of Homeland Security announced it was conducting internal review to root out White Supremacy and other Extremist Ideology. There is no question the Law Enforcement agencies across the country face a similar challenge. Is the fbi conducting its own Enternl Inspection or review to root out White Supremacy and other Extremist Ideology . And if not, will will you commit to con Incompetent Dukting such a review . Mr. Chairman, obviously, we take the prospect of what the Intelligence Community or Law Enforcement would refer to as an Insider Threat very seriously. We have a whole slew of procedures and internal reviews that speak to that. Id be happy tO See if it we can provide you more information on that separately. Thank you very much. My time expired. That is a 674 increase over last may. Nearly A Million so far this year. The leaders of mexico and the northern triangle countries all say this is in direct response to the biden open boarder policies. I dont think there is any question that is the case. The policies have produced the largest Human Trafficking Operations since the international slave trade. Can you tell us how many persons on the terrorist Watch List have been encountered this year crossing through our southern border . Im not sure i have that number. We may be able to provide the specifics separately. I know the Field Offices down on the Border Work very closely with cbp, especially focused on special interest aliens as well as potential i just dont have the numbers. How many persons with criminal records or criminal warrants have been encountered this year crossing our southern border . Again, i dont have the specific figures. I know that our Field Offices down there both all of which have worked very closely can you tell us i agree its a significant security concern. Well, would you think its more dangerous threat to our Nations Security than, say, whether Rudy Giuliani filed the right paperwork for his Lobbying Firm . I really cant discuss any specific individuals. Can you please give us the fbi estimate of how many terrorists, criminals and gang members are among the hundreds of thousands of got aways that the Border Patrol has been unable to intercept . Again, youd be happy tO See if i can provide specific numbers and information is helpful to request separately. Im happy to follow up with your staff on that. House Republican Leader Kevin Mccarthy he sent you a letter in april requesting a briefing on this subject. Will you commit to keeping mr. Mccarthy, in fact, all members of this committee fully informed of it . I believe we have actually may have already provided the briefing that youre refer to for leader mccarthy. It is threw many of the foreign nationals who are being trafficked across our border often awry Here Deep Lyn Debted to the mexican crime cartels . Certainly we have seen quite a number of such instances, absolutely. Are those debts collected through serve constitute to the cartels . In some cases, definitely. You know, we are pursuing we have a number of human Trafficking Task forces as well as working on certain Task Forces with dhs to try to address that issue. But there is no question that the Cartel Activity on the other side of the border is spilling over in all sorts of ways. You just put your finger directly on one that is extremely concerning to us all. So we basically, 170 plus years after the 13th Amendment have Slavery Burgeoning in this country as a result of these policies. Certainly i do consider Human Trafficking a form of a modern form of slavery. It certainly is. You mentioned out of the country, but in this country, how is that enforced . The cartels have Gang Affiliates who extract these debts . Well, it varies from case to case. Certainly the cartels have a different cartels have affiliations with different sorts of gangs here in the united states. Theres not just Human Trafficking from a Labor Perspective this is a massive organized crime syndicate. Burgeoning in this country because of the policies. What are you doing about it . So we are packing its a team effort. Obviously the dhs has the primary responsibility for the border itself. But we have safe streets, Task Force thats go after the gang activity. We have Strike Forces that go after how many agents and how much money you are directing at this threat . Again, i can see if i can give you specific notice. I dont have those off the top of my head. I will tell which you is sometimes surprising to people that our criminal programs, our traditional criminal programs which include exactly the kind of things youre talking about, remain even to this day with all the national security threats that get so much discussion, remain our biggest number of agents, our biggest allocation of resources. And violent crime, difference between the view lent crime is by far and away the biggest challenge. Thank you. The gentlemans time has expired. Thank you mr. We wish you well in those efforts. I have a couple of questions about the Rule Of Law. He would all believe in the Rule Of Law. We think that i know you do too, that the Rule Of Law applies to the government as well. It leads me to a question about section 702 of the pfizer law. As you know, there has been a review by the court on the use of fiza and as you, im sure know in the latest review, the foreign Intelligence Surveillance Court found a widespread violation of the fbis internal rules and the laws restrictions on how and when the government may use the information it collects under section 702. For example, the court found and i quote, Compliance Incidents suggesting that the Fbis Failure to properly apply the standard when searching 702, Acquired Information was more pervasive than previously believed. And in one case, fbi personnel foreign intelligence Data Bases for the names of over 100 business, religious and civic Community Leaders who applied to the fbi citizen academy. The court also had dozens of cases where agents had searched intelligence collections in the course of criminal investigations. And in somery, the court expressed concerns about widespread violations of safeguards on the use of warrantless collections. In response to all of these criticisms and concerns, the fbi, it seems to me, basically said they had been working on changes.
