Reporter when the president lands here in the united kingdom later this evening, his first order of business will be meeting with Service Members and their families stationed at Mill Den Hall Air Base here just outside of london. The president and the first lady, jill biden, will be meeting with families and Service Members there. The president will also give remarks before he heads to this region of cornwall where the G7 Summit is being held. The president also has a meeting with prime Minister Boris Johnson tomorrow before those G7 Meetings get under way. Covid19, climate and countering china are expected to be at the top of the agenda for that summit. The president , while in the uk, also will meet with queen elizabeth, the 13th American president the queen will sit down with facetoface. From the uk, the president travels to brussels for a Nato Summit as well as an Eu Summit and a Side Meeting with turkeys erdogan. That comes ahead of the critical meeting with russian president Vladimir Putin where the president himself has said he plans to address some of the cyberattacks that have recently been occurring. So many highstakes issues under debate during this first foreign trip as president. As you know, he circled the international stage for so many years and now hes finally President Of The United States. Arlette, thanks for the reporting from falmouth, england. Back here at home, a setback for the biden administration on infrastructure after negotiations that went on for weeks between President Biden and Senate Gop Group led by Senator Shelley Moore capito, those negotiations, they came to an end. Now the White House is setting its hopes on another bipartisan senate group. Well see if that one makes a difference. This comes as the House Problem Solvers Caucus proposes its own deal that includes 761 Billion in new spending, still questions on how that would be exactly paid for. Our chief congressional Correspondent Manu Raju is on capitol hill. Is there a reason to be more hopeful of this group and the work now being done between Biden And Senator cassidy than there was between Biden And Senator capito . Reporter i can tell you the prospects are very steep here in order to get a deal. The democrats are very concerned. A number of them i talked to dont like the direction this is going. Others wonder whether or not any deal that may be reached among this deal of mostly moderate and rightleaning republican senators, can come to an agreement that can pass muster in the democratic led senate and house. Just moments ago, a key sign here thats going to cause some concern about democrats is that theyre saying Tax Increases to pay for this package are off the table. That is coming from two key senators who i just spoke to who are part of these negotiations. Thats Senator Mitt Romney and senator Rob Portman. Both made clear that there will be no Tax Increases in any bipartisan deal to pay for an infrastructure package. I cant predict what my colleagues will do. Our Working Group Subcommittee of our 20 reached tentative conclusions on payfors and what the spending will be used for. Well be talking to other members and seeing if we can get enough support for this to have the necessary votes to be successful. Its a process, on going process. Reporter i asked him what about raising taxes. He said we are not raising taxes. Those are his exact words, we are not raising taxes. That was reiterated by Rob Portman t. White Houses Infrastructure Proposal called for an increase in taxes, mainly corporate taxes, the latest version to set a 15 minimum corporate tax to pay for this proposal. Rob portman said theyre looking at other ways to pay for a package, whether its repurposing money not spent by the covid relief law. User fees, even though some democrats the White House raised concerns about whether that could impact people that make less than 400,000 a year. Its very clear even though the talks are on going and the White House is encouraging these talks, getting a deal that can pass congress is a completely different question. The other Issue Attempt bipartisan negotiations, you say a source tells you progress on Police Reform . We take that with an ounce of salt given past breakdowns. Are things moving based on your reporting in a positive direction . They are. According to multiple sources, they believe they can reach a deal as soon as next week. This will be a significant achievement if they were able to get a deal here. Now, still, theyre not there yet. They have results on key issues. The one big issue is whether or not Police Officers can be sued in civil court. Democrats pushed for the change in the socalled qualified immunity standard. What theyre talking about here is instead of having police departments, cities to be liable for victims of police violence, to take them to civil court, no to sue individual officers. Still, even when they get a deal, theyve got to sell it to both sides. Its got to be approved by both chambers of congress. Republican senators in particular that ive talked to, are concerned about changes to the qualified immunity standard. Progress in getting a deal. Then they have to sell it and get it passed. Still a process here. Positive signs for the negotiators are trying to get a deal here in the days ahead, guys. Manu raju, we will watch that closely. That will be a significant bipartisan agreement. I eel take another shot at it. Other issues on the biden agenda in danger beyond infrastructure. Voting rights, even some of his own caucus against that. Police reform, maybe we have positive development there. Do you think biden gave too much time to working with republicans on some of these Issues Biden and manchin, for that matter . And do you think theres a path forward for his agenda . I think chances of getting a full agreement on infrastructure are much less than 50 50. Its possible they could divide the package in two or three pieces and get, say, one piece done, especially on the more traditional infrastructure side. Jim and poppy, i think he campaigned as someone who was seriously interested in bipartisanship. Hes shown that all through his career, including on foreign policy. He does want to be a person who brings people together. I think its important to show he wants a compromise and hes getting held up by republicans. It opens a way for him to get smaller packages through on his own. Lets face it. Hes coming into the tough part of his presidency. This is the time when the rubber hits the road. You figure out what youre going to get passed and Not Get passed. He has to get most of that done. Usually a new president has until about august of his first year to show what hes made of and what he ultimately can get done. Joe biden has some tough, tough questions to answer as he goes forward. Look, if he cant get those things done here domestically, he certainly hopes he can get a lot done and reset the table on the World Stage in terms of americas place. This is a president who has more experience on the World Stage than the last four president s combined, and he loves this stuff. So true. The question is, david, how does the world see America Now . You read biden writing in the Washington Post this week, this week is about revitalizing and realizing americas renewed commitment to our allies and partners. The question is how do those allies and partners see America Now . They definitely see most of the republican party or much of it, they definitely saw the insurrection and they definitely know theres an election not that far away and there could be a different president in 2024. Joe biden still has work to do on that front as well. He is well liked and well respected across europe and he has many friends in asia. But the united states is no longer regarded as a reliable partner. Everybody knows the Midterm Elections could tip power in washington toward republican hands. Everybody knows in 2004 were going to have another election, president ial election and we might get another Trump Type in there. So if youre a european, youre wondering how reliable is the united states, how much can i count on them to be there when we reach an agreement now but the next president throws it out. Thats a hard one, but i think Joe Biden is the best person we have to make the case that america is coming back. Were more reliable than the last four years suggest. We have a strong team pushing on this, and were getting to make some headway as the agreement on minimum taxation for corporations global, a global agreement. That agreement was basically hammered out by janet yellen, the u. S. Secretary of treasury. Hes just gotten a deal through the congress, or at least through the senate, to curb china some. Europeans are worried that he may get too aggressive. He may be too hard lined with Iran And China and may get into another Cold War. I do think hes sending a clear message, the united states wants to be back sitting in the seated of leadership. Before i see putin, im going to rally this is the biden deal. Before i see putin, i want to rally our friends and our longterm allies so putin knows hes not just facing the united states, but a more United Group of nations than hes seen in the last four years. Okay. So theres messaging, and thats important. Very low bar for biden just not to have a helsinki moment, stand up to putin and say i believe him but not my own intel agencies. Theres messaging and theres policy. The fact is russia continues to challenge the u. S. And the west, cyberattacks just one of them. China does. Belarus took a plane out of the sky over europe, basically a hijacking. Does the biden administration have a new strategy in addition to a new message to respond to these kind of countries . They certainly have a new strategy compared to trump. Whether its a new strategy for the united states, i dont see that as materializing yet. Were making a transition. Things are evolving. How can you say we have a clear strategy on climate . We dont. Were sort of into a holding pattern. And on china, there are differences between the united states and others in europe. The europeans want to have be more respectful of china to not see them as a Cold War adversary. There are growing numbers of the united states on both sides of the political aisle who want to see more Beat Up On China and say a lot of the problems come if this overly aggressive, hostile china. Youll see the voting in the senate. I think what makes this trip so interesting is two phases. First, to Rally Friends and allies, and then to go to putin and say, look, youve got to change your behavior. I dont want just speeches. I want changes in behavior. I want to say our Intelligence Community discovered you doing this, this and this. I think youre absolutely right, jim. He needs some concrete measures to move forward. Otherwise his presidency, given the problems hes facing on the domestic front with infrastructure, and if he has a set of Allies Scuffling and dont believe the united states is back and still see tus as untrustworthy, his whole presidency could go into crisis over this. S. Cannot let the highly contagious delta variant, first identified in india where things have been horrid the last few weeks, become the dominant strain in the u. S. How effective are the current vaccines used in the united states with both doses, if its a dual dose vaccine, how effective are they . We can show you data on this. When you look at these numbers, keep in mind they basically take this variant and put it in a Test Tube with the vaccine and see how many antibodies are generated. Antibodies protect you. You can see, compared to the uk, if you have two doses of pfizer, you have a little dropoff in terms of overall antibody activity, but pretty good. You can see it drops off for astrazeneca. But look at the far right. This is an important piece of data here, one dose versus two doses. Remember we talked about this a few months ago, thinking, we may run out of doses, lets give one dose instead. People pushed back. Yo youre seeing why now. These variants are much more protective if you get two doses. Thats good to hear and a reminder. Youre not vaccinated until you get both shots and get two or three weeks afterwards. So interesting approach here. Yesterday was the deadline for all houston Methodist Hospital employees to be vaccinated. That was announced in april. Those who chose not to be vaccinated, theyve been suspended without pay. They have two weeks to get fully vaccinated or will be fire. The Hospital President said those who didnt get vaccinated have mistaken priorities. Your response to a policy like this one . I think Health Care organizations are going to have to be different. One thing weve all learned is there are vulnerable populations most adversely affected by this virus. Thats where in the hospitals is where they are. There is a real obligation here. And there have been Vaccine Requirements for Health Care providers for other things in the past. I have to show proof of vaccination for flu every year, for example. Just to give context of whats happening in houston, i think the Health Care system has some 25,000 employees. All but 200, roughly, have been vaccinated. This is a small group of people. Thats important, the context. Lets ask you about whats going on with what looks to be maybe millions of doses of the J J Vaccine that could expire before theyre administered. Dr. Ashish jha tweeted, many of us have been warning this is coming. Maybe we can share with countries that could use vaccines now to save lives. But as our colleague Elizabeth Cohen told us last hour, thats complicated. Theres a lot of legal Red Tape and logistical Red Tape. What can be done . From a Common Sense standpoint, youd say we have them, theyre expiring, they need them, lets send them. I think ashish is exactly right, mainly because we could have anticipated this. Its going to be a really bad situation where expired doses will probably have to be discarded. President bidens 1. 9 trillion american Rescue Plan brought out familiar Battle Lines with republicans saying it was too much money, democrats saying it was all needed to boost the post covid economy. Every once in a while you see someone who doesnt stick to the party line script, like the Man Politico called the Biden Friendly Economist creating a headache for the president. Jason furman, Obama Chairman of the council of economic advisers. The man who didnt write the headline, right, jason . I didnt write the headline. Its true. Youre not sounding the Inflation Alarm maybe as much as larry summers. Loudly enough to get the White Houses attention on a few fronts. If we can start with inflation and youre saying its coming faster than people have expected. And you say well likely get more of it, so be prepared. Is the White House prepared . What if theyre wrong that its not temporary . I dont know whether or not theyre prepared. Ill tell you what i think. Weve had inflation at a 6 annual rate so far this year. That rate is likely to moderate, but we could easily end up with inflation about 3 this year. I dont think 4 this year is out of the question. If thats the case, well probably have a decent amount carrying forward into next year as well. But thats a problem, and not a problem that the White House has to contend with alone. The fed, namely, has to contend with it. I read it was a few weeks ago in the times, you were quoted saying one of the main tools the fed has to combat inflation is it has the ability to create a recession. Thats not entirely comforting. Its not. What should the fed be doing . First of all, i think the biggest problem our country faces is employment and jobs. Were 10 Million jobs short. Theres a lot of job openings. I think the main solution to the Job Problem is to be patient and over the next couple months, i think the pace of Job Creation is going to pick up. In terms of inflation, thats the feds responsibility. Congress assigned that responsibility to the fed. I think theyre going to have to look at the numbers and understand theyre not coming in the way they expected as recently as two or three months ago and adjust accordingly. Stop some of these purchasing programs, Et Cetera . Yeah. Thats a great example. Theyre buying mortgage backed securities. Thats keeping Mortgage Rates down. Its lovely to have low Mortgage Rates. We all would much rather have low Mortgage Rates. House prices are explodiexplodi everything going up in price. It probably isnt the case at that the fed should be continuing to artificially hold Mortgage Rates down. Lets talk about Child Care. I want your response to just the overall argument. Its exemplified from democratic Senator Patty Murray who chairs the health, education, Labor And Pension community. She wrote, if we dont solve our Child Care crisis, there isnt going to be an economic recovery. You recently came out with a study that argues the opposite. Its controversial, because youre basically saying Child Care a lack of Child Care isnt keeping people out of the workforce. How do you know that . So, first of all, i just dont think jobs and gdp are the only thing that matters. I care about children, as the father of a 5yearold. I also care about my own personal sanity. So i like the idea of kids in school. I like preschool. I like i want schools to reopen. So i feel all that passionately. When i study, though, the very specific question of whats holding the Jobs Numbers back, theres two really important facts that make it that Child Care does not appear to be playing a very big role. First of all, most people in our economy arent mothers. Its a smaller group than youd think to begin with. Youre in that group, poppy, but not everyone is. Second of all, mothers have cut back their working only a little bit more than other people in the economy. Theres not actually a big difference in Job Losses among mothers over the last year than others. What i see is an economy that costs jobs across the board for lots of different reasons for many people. I dont think Child Care is what cost us jobs, but it definitely has affected children and parents and all sorts of important, noneconomic ways. I hear you and i read through the study, and it leaves me and a lot of our viewers scratching our heads who have anecdotally heard from or watched our friends walk away from jobs very painfully that they didnt want to, because they had to choose between their child and their job, and how do you choose that as a parent. I dont know if you saw, a recent federal Reserve Study that came out the same week as your research, and it looked at this. It was of 11,000 adults. What they found in it is that black, hispanic and single mothers as well as mothers with low incomes were more likely not to be working or to be working less due to the Child Care disruption. Are you sure what you looked at isnt overlooking them . First, we looked by race, we looked by ethnicity. We looked by lots of different cuts. I must have run this 50 times. Im not saying its zero, by the way. Im saying, theres 10 Million Viewer Jobs right now in the economy. I think about 2 of that is because of the Child Care issue. If you do it a different way, you might get a number like 3 . Maybe get 1 . It cant be much more than that. I looked at the fed survey. We can talk about it in more detail another time. Its not very good at comparing parents and nonparents. I just asks parents what theyre doing. Again, im not denying the hardship. Im not saying it played zero role. Its just, when you run the numbers, smaller than what you might think. Thats one of the reasons i wanted to have you on. Its important to hear what you found, not just as an economist, but as a parcent, too. Question, what is holding people back, as someone who worked with president obama. You think the 300 unemployment supplemental benefit is holding more than just Restaurant Workers back. Is it a mistake for the 25 states who are continuing it to keep it . First of all, it takes time to find jobs. People still werent vaccinated back in april and may. Those are big factors. I think Unemployment Insurance has been playing a role. I think in most cases its just delaying Peoples Job Finding and theyll find them a month or two or three later. To ask you a question, 11 Million people would have been thrown off Unemployment Insurance in march and april were it not for the american Rescue Plan. I think some of those people would have gone into jobs, because theres a lot of jobs out there. Im not sure i think thats a good thing. I dont mind that Unemployment Insurance is delaying some. As states get their Unemployment Rates down, Vaccination Rates up, i think its appropriate for them to drop the supplement. Theres a growing defense that these people are somehow victims of these fake lies and believed they were acting on behalf of the president and they were basically duped. Weve seen more than one person argue that. Douglas jenson was among the most visible of the rioters on january 6th. Hes seen on video wearing a Qanon Tshirt pursuing Officer Eugene Goodman when he runs up the stairs. Jenson claims he was misled into joining the deadly insurrection and he was not part of an angry mob. He simply came to washington from des moines, iowa to, quote, observe. He even argues that he felt threatened by officer goodman. Jenson is asking to be released from jail. In a Court Filing his attorney writes, his initial attraction to qanon was to eliminate pedophiles from society. For reasons he doesnt even understand today, he became a true believer and is convinced he was doing a noble service by becoming a digital soldier for q. He fell victim to this barrage of internetsourced info and came to the capitol at the direction of the President Of The United States to demonstrate he was a true patriot. Prosecutors, of course, see this very differently as the crowd coalesced into a violent mob, they say jenson was among the first to push his way into the capitol. So far the federal judges overseeing these cases have not been moved by those arguments. Jenson has been charged with seven federal crimes including obstructing congressional proce proceedings, interfering with Police Officers, civil disorder. Thats just a few on that list of seven. So far he has pleaded Not G guilty. Theres a hearing scheduled next week to deal with his detention. These cases are interesting. These Detention Hearings are where were learning a lot about the perceived mindset these Defense Attorneys believe that their clients had. So this is where were getting a lot of details about how this happened, the mindset of these defendants and also what prosecutors think about them. Does that defense work, just to say they were fooled in ef, and acted . Well see. Vice president Kamala Harris has adjusted her response to a question at The End of her first foreign trip to guatemala and mexico.
