You talk to White House officials and they make the point that having those meetings with those crucial allies in the leadup to that meeting with russian President Putin Kind of underscores they feel like it will underscore their strength heading into that meeting. When you look at Vice President harris, clearly, this is her mandate. Her mandate is to try to kind of get at the Root Causes of the migration issues that youve seen at the southern border. Not necessarily visiting the southern border, which she and her team have frequently batted away but getting to the issues at the core of which, which happened in the Northern Triangle, why she met with the leader of guatemala, why shes in mexico today, why she and president in mexico signed a memorandum of understanding trying to get more Aid And Assistance to those Northern Triangle countries. The Vice President is planning a meeting. Tell us about this. Reporter yeah. Its a very interesting meeting and covers a couple of different fronts that i think are most interesting. Obviously, Kamala Harris, the Vice President s an historic individual in her own right. The first female Vice President of the united states of america. She was also united states senator. And shes going to be inviting all of the female senators. Theres currently 24 of them, 16 democrats, 8 republicans, to meet with her next week while the president is away. And i think theres some kind of a recognition that, obviously, as a former senator, perhaps a bond from the institution, an historic individual given her role as first female senator, given a nod to win before her, to help carve a path in the u. S. Senate and also she considers colleagues and friends. But i think you also have to view it from this perspective. This is happening in the middle of a very consequential negotiations. Not just on infrastructure, not just on the president s America Family plans but an array of the basically the president s domestic agenda is held up looking for Path Forward. Senators meeting while the. The is away doesnt have a downside. It underscores, while the president is out of town, those efforts from the Vice President , on the economic side, the national security side, will still be focused on that agenda, even though the president is, obviously, a Phone Call away but wont physically be here. More than a Photo Op for the president. Phil mattingly, thank you. Lets move to the Senate Report that talks about missed warnings in the leadup to the January 6th insurrection. Intelligence unit was made aware weeks before the attack but that message never made it to the many frontline officers. The report says Red Tape got in the way, slowing down the national guards response. What the 127page Report does not address, former President Donald Trump and his role in inciting the attack. It doesnt even use the word insurrection. Cnns Chief Congressional Reporter Manu Raju is with us now. Manu, this ignores the former president , donald trump, was the person who called these people to the capitol. What does that mean and what does this tell us about this report . Reporter well, it was a report done on a bipartisan basis among four key senators. Those senators had to reach a deal about exactly what to look at. What they agreed to do is have a narrow scope, focus on the intelligence failures, all the Security Lapses that occurred in the runup to January 6th and what happened on January 6th, a slow response of the national guard, the failure to communicate, failure to pick up on threats on Social Media voiced by trump supporters that they were going to come and attack the building that day. All of that was the focus of this investigation. But what they did not agree on was looking at donald trumps role, the origins of this, donald trumps efforts to subvert the election, tried to pressure local leaders to overturn the electoral results and try to convince his supporters that somehow congress on January 6th could change the outcome of the election. None of that was part of the investigation because they wanted to keep this investigation bipartisan. Now that has fueled a debate on Capitol Hill about whether further investigation is needed. Most republicans say there is absolutely no need to investigate further. Some are open to the idea of a commission, but overwhelmingly, they say this is over and we should move on. Needs further investigation into the origins and trumps role in all of this . No, i dont, actually. Why is that . Its been fully explored at this point and it would be political Voi Yourism at this point. We need an independent commission of which 50 of the members are republicans and they can select 50 of the staff. Reporter when you hear from your leader that its time to move forward, not that, were done, weve investigated, we should move forward, do you agree with that . We have a difference of opinion. So, Bill Cassidy was one of seven republican senators who was in support of trying to move forward with the commission, outside bipartisan commission that would look at all of these positions, presumably donald trumps role in all of this. But because there were not ten republican senators to break a republicanled filibuster, that is stalled and has no chance of moving forward. Now house democrats are considering what to do and trying to mount an investigation on their own. Something they plan to announce in the days ahead, either a select committee led by democrats or empowering one of their existing committees to pursue these key questions that this bipartisan probe did not look into. Mr. Secretary, thank you for being with me today. Lets start here with just the report, what weve learned about what was missed, the ball that was dropped leading up to miscommunications, where were the problems . But its not complete. And thats why we need a national commission, a January 6th national commission, bipartisan. And we need the whole picture, the cause, how deep is this in our society, how much is this accepted in our society, what happened. It was an historic day on January 6th. We all know it was unprecedented. Weve never had anything like this happen in our country, in our capitol. What he with Saw Today as far as the results of this study, important, yes. We learned something, yes. We know a lot more about what we need to do in the future. But its not complete. Mr. Secretary, you signed onto this letter supporting the creation of the commission in the style of the 9 11 commission. There was another signatory of that letter, John Seifert who wrote, the 9 11 report dodged many of the most difficult issues and failed to assign accountability to specific individuals, political leaders or agencies. Instead, the commissioners seemed as intent on deflecting blame from political leaders and Policy Decisions as they were on uncovering inconvenient facts. So, why is this commission a 9 11style commission, why is that the Gold Standard . Well, weve had very few of them. Weve had the warren commission, weve had the 9 11 commission, the most recent. So, weve only got a couple commissions to look to as a model. But i think one of the reasons that 9 11 commission is considered a model, because the how it was put together, how it was crafted. The bipartisanship. I dont think any commission is perfect. And i think there is always going to be an element of politics in these commissions. But that shouldnt stop us from trying to find perfection, trying to find the truth, trying to find as much as we can. So, i dont think thats an excuse not to have a commission that 9 11 didnt fulfill everything. You know, in a conversation of the radicalization that led to the insurrection on January 6th, President Obama in his conversation with anderson cooper, he talked about the dark spirits that he said that were at the periphery of the republican party and how theyve now become central. Listen and then well talk on the other side. You talk about sarah palin, her brief Ascend Antsy and you talk about dark spirits lurking on the edge of the republican party and coming center stage. Did you ever think it would get this dark . No. I thought that there were enough guardrails institutionally that even after trump was elected, that you would have the socalled republican establishment who would say, okay, you know, its a problem if the white House Isnt doesnt seem to be concerned about russian meddling or its a problem if we have a president whos saying that, you know, neonazi marching in charlottesville, there are good people on both sides. Thats a little beyond the pale. To use the former president s description here, how long do these dark spirits stay . And what happens to the party moving forward . Well, i think the president is right in his assessment. I think it has a lot to do with the complete breakdown in this country of Trust And Confidence in our institutions, in our leaders. Whats a fact . Who can you believe . Whats honest . What isnt . And i think we all have to take some responsibility for that. But what weve seen here is leaders, and i put President Trump in this category, who used this mistrust, who used this breakdown in our society for their own political ends. I mean, its astonishing to me that so many people, smart people, good people, people of every stripe, responsible citizens, still believe that the 2020 election was fraudulent. And thats because of all of these different factors that the president talked about, and others, that have seeped into our society and into our thinking, have captivated our thinking in many ways. Let me ask you about the war in afghanistan. Fewer than 100 days until the deadline that President Biden set to withdrawal u. S. Troops. Taliban released a statement just yesterday saying that the thousands of afghans who assisted assist interpreters and other roles in the u. S. Military that they should apologize but they will not be in any physical harm. Theres a move in washington to expedite the Visa Process that could typically take years to get those estimated 18,000 afghans out of afghanistan, if not into the u. S. What should happen to the people who are crucial to the effort in afghanistan . Well, we should absolutely expedite this effort to get those people out of afghanistan. We counted on them. They took tremendous risks. Yes, we came in and provided new opportunities over the last 20 years for the country. Essentially rebuilt the country in every way. But they put their lives, their future on the line for us, to help us. Yes, it was helping them and helping their country, but we owe them something. I mean, im a veteran of vietnam. And it was disgraceful how we left vietnam. And left so many people who helped us in vietnam to the slaughter of the north vietnamese. They urged him to support the for the people act, the new Federal Voting Rights bill. So far he does not appear that the senator has been convinced. Im very much concerned about our democracy, protecting peoples Voting Rights, making sure thats done, making sure we understand how fragile how fragile we are as a country. An excellent meeting. They were so they helped me. So informative. Just such a good exchange back and forth. It was very respectful. Is there any your position on s1 that changed your position . No, i dont think anybody changed position. Were just learning where everyone is coming from. Damon hewitt, the Lawyers Committee for civil rights and Natasha Brown is cofounder of black voters matter. David, you were in this meeting with Senator Manchin today. Does it appear that hes not convinced. Is he any more likely to support your cause, to support the for the people act, than he was when he wrote that oped . Well, thanks, victor. Look, thats for Senator Manchin to answer. Its difficult to preel dikt. I would say its important to have the relationship and to speak with clarity and to speak beyond the partisan divide. You know, we have in this country a history of bipartisanship when it comes to protecting Voting Rights. Certainly since the civil rights movement. Suddenly all of that has changed. It cannot be that stopping partisan attacks on the vote is somehow a partisan activity. Thats a false equivalence. Were trying to help Senator Manchin see behind that, and i think its going to be a process that will not happen overnight, if it happens at all. Lets stay on that. Senator manchin says he is not going to support partisan voting reform legislation. But his definition of partisan really has nothing to do with the content of the bill that it advantages one party or another. Its that another Party Wont Vote for it, so its partisan simply by republicans rejecting that. How do you convince someone to support it if his decision is not based on what the bill does. Its based on if republicans are voting for it. How do you change that mind . Well, all we can do, victor, is deal with truth and facts. We can look at the provisions of the for the people act and look at how many of them mirror some things that are already in place, in some degree, in West Virginia, some of which came about under Senator Manchins watch when he was secretary of state. We can just deal with the truth and the facts, focus on the policy and less on the politics. Natasha, let me come to you and the white Houses Effort here. Vice president Kamala Harris, as we have discussed before, has been taskeded with leading the effort to protect Voting Rights. Her office has reached out to your group. Tell me about those conversations, what youll be doing with the office. Yeah, i think theyve been reaching out to a lot of organizations. I think what we will do is continue to do the work were doing on the ground, which is to mobilize voters. We think this is the most critical issue that is going to undermine and has been attempted to undermine democracy in this country, which is why weve actually called to have a call to action. Were doing a national Voting Rights tour, where were actually doing a Freedom Ride on June 19th through June 26th because that is the week we were supposed to have a vote. We have to show that the public is actually saying, we dont want voter suppression. Even in Senator Manchins own district, what make this is so interesting to me is he would say he has to represent the people of West Virginia. Well, whats interesting is in newsweek it talks about a sermon that was survey of people, 70 of people in West Virginia support the We The People act. When he says he does not support a bill thats being partisan, thats exactly why he should support the for the people act. Literally it takes some of the partisanship and holds accountable it continues to actually provide to keep those parties from actually using this process just for partisan issues. So, there is a disconnect. Theres a misalignment in what hes saying and what the facts are. The facts are that in his own district, in his own state, the majority of people, including republican voters, are actually in support of the for the people act. The senator is now focused on another piece of legislation, the John Lewis Legislation that actually gives congress some purview of what was taking out of the voting Rights Act when the Shelby Decision came out during the obama administration. Do you think that has a Path Forward if not the for the people act . I do. I do think theres a Path Forward. But i think we need to recognize we need both of them. One actually helps us, once those bills are enacted, theres some protection but we need accountability. Here we are now where people are participating in the process who are now being punished for participating. Thats not democratic. Thats actually undermining our fundamental rights as voters in this country. What we need is we need for the people to actually provide give some mechanism to protect democracy in a way that literally holds the parties accountable, to prevent them from being able to do some of the things theyre doing on the State Level and create at least a standard so we can have a voting system, an Electoral System that people have more a fair and free access to ballot. David, let me wrap with you. You say your effort is to offer information, but you need to change minds to get the numbers to get the vote, to pass this legislation and send it to the president. And Mondaire Jones tweeted, manchins oped might as well be titled, why i will vote to preserve jim crow. Does this help your effort to change minds, to convince the senator . Well, look, everyone has their own angle. The prevailing wisdom on Senator Manchin is he doesnt respond to outside pressure. Thats why weve taken multiple lines of i wont say attack. Multiple lines of communication. We want him to understand that we appreciate his support for the John Lewis Voting rights restoration act. Thats Bread And Butter civil rights law. We need that to fix what was undone by the voting Rights Act. If we only get one of these pieces of legislation, we have done less than half the job. These pieces of legislation are mutually reinforcing and we think we can break through and Senator Manchin can realize that, you Cant Support one and not the other and somehow we are the same. Its hard for the majority in this country, of white americans, to recognize that, look, you can be proud of this country and its traditions and its history and our forefathers and yet it is also true that this terrible stuff happened. And that, you know, the vestiges of that linger. In texas a bill awaiting the Governors Signature there would ban teaching, many tenets of critical race speaker. Lets bring in author of the bill, representative steve toth. Why is this to go to the former president s point. Why is this important to you, considering all that texas students have to face . Victor, its good to be with you today. Because if critical Race Theory was what the president described it as, we wouldnt you and i would not be asking this discussion right now. But thats not what critical Race Theory is. Critical Race Theory is not about teaching the egregious things that have happened in the past. Critical Race Theory is about blaming Children Today in the classroom for things that happened in the class. You know, years ago we said, stereotyping, racial profiling, we said that was a wrong thing. And yet today thats whats being tauts in our classroom. This is a book that was found in one of the schools in texas. It says, not my idea, a book about whiteness. Seriously . We want to start doing books about whiteness or books about blackness or books about brownness . How about if we start talking to kids about what bring us together and not what separates us. Mr. Representative we need to teach the egregious things that happened in the mast while we dont blame this generation for them. I dont know that a discussion about slavery blames the children in the class. Let me go were not go ahead. You can talk about slavery, you can talk about all those things, can you talk about jim crow. My bill you should read my bill. I have it. Ive read it, the entire thing. So, lets go into your bill, mr. Representative. Lets start here. When you you say that a teacher if we have the full screen, lets put it up. A teacher may not be compelled to discuss a particular current event or widely debated or current controversial issue of Public Policy or social affairs. For that element alone, before we get to the elements of race, why should that be the law, that teachers are not compelled to teach what is relevant in the Country Today . A teacher that chooses to discuss those things shall do so to the best of the teacherss ability, shall strive thats the second clause. Lets we have to talk about the whole thing, brother. I will get to that. Congressman representative, representative, first, lets set some rules. I will ask questions, i will give you the opportunity to respond. My first question is, why contextualize the question. Well go through one element at a time. The first question is, why should teachers not be compelled about what is happening . How can teachers talk about the insurrection or ignore it . Dont teachers lose credibility if they see an insurrection but teachers are not compelled to discuss what is happening at the capitol or give context to whats happening in the country . Well get to the second element of how they do that, but shouldnt they be compelled to at least teach what is happening in the world or give information about whats happening in the world around them . But thats the problem. You guys, the left, you are the left, cnn is the left, You Guys have sir, that is a lazy argument. Just answer the question. It is not a lazy argument. Its clear just answer the question. Why shouldnt teachers be compelled to teach what is happening in the world at the time . Whether its what happened January 6th or whether its what happened in portland, oregon, cnn does so from a slanted, view are of marxism your bill does not address cnn. Theres not a student in texas whos going to learn anything more about you slamming cnn. Answer the question. Why shouldnt teachers be compelled to teach about the widely debated issues of the day . They cant be compelled to teach it from a leftist point of view. If they would like to teach it, second paragraph, a teacher who chooses to discuss these topics must do so from a diverse and content perspective without showing deference to any one perspective. But thats not good enough for you. You make it sound like Teechd Teachers have to do this from one perspective. No, im not, sir. Your bill says that they do not have to talk about it at all. How do you both sides charlottesville . It says it says, you must do so from a diverse and noncontending perspective without showing without showing deference. So, if you want to talk about charlottesville, you should talk about people that were there peacefully and you should talk about people that were there hatefully. There are people that were there that had lost their mind. Some fwi drove his car into people. Is it appropriate to say thats evil . Yes, it is. It absolutely is. But there are also people at charlottesville that sought to voice something peacefully. Very fine people on both sides, what im hearing you say. There are people that were there peacefully and there were people that were there that were racist, bigoted, hateful people. Thats the truth. You said dr. Were not asking people not to teach about racism. Were asking people to teach teachers to absolutely talk about the egregious things of the past. We want to make sure thats covered in full, totally. To not teach about the egregious things of the past means that we as a nation could repeat them. Thats the reality.
