Announcer live from cnn center, this is Cnn Newsroom with robyn curnow. The fbi had a hand in whats being called the sting of the century down under. They seized 4 tons of drugs and 45 Million in cash in a massive crackdown on Organized Crime. A global Law Enforcement Team had been working on the operation called Iron Side for three years. They developed an encrypted app used by alleged criminals to communicate, but it also gave Law Enforcement an all Access Pass to their dealings. Using that intel police say they shut down six laboratories, acted on 21 Death Threats and saved a family. Australian prime Minister Scott Morrison says the sting is a major blow to global crime. Reporter t. Today the Australian Government has struck a heavy blow against Organized Crime not just in this Country But One that will echo around Organized Crime around the world. This is a watershed moment in australian Law Enforcement history. Gabriella power from Sky News Australia with much more on the story. Reporter criminals and underworld figures were using this en represented app to communicate with one another. They plotted murders, were trafficking billions of Dollars Worth of drugs as well as engaging in other large scale criminal activity. Now, little did they know that this app was actually designed by police and it was designed to catch them. During this three Year Police Operation the Australian Federal Police was collaborating with the fbi and they read 25 Million messages in realtime. They discovered there were 21 murder plots. The Australian Federal Police and fbi have been working with interpol and australian authorities say that they will be arresting those who are australian residents who have been involved in using this app over seas. Just again what they have learned from this operation as theyve been reading 25 Million messages in realtime. Theyve also seized 2,000 kilograms of drugs, 45 Million in Cash Confiscated Weapons and 1,650 have these devices these en Crepted Apps so this seize of Police Operation is one of the most significant in australias history. This is a global operation, there have been arrests now in 18 countries and australian authorities do intend to expedite and charge those who are overseas. And in another major victory for Law Enforcement authorities have recovered millions in cryptocurrency paid as ransom to the hackers who shut down a key pipeline last month. Now, this is the first Ransom Seizure made by the Justice Departments recently created digital extortion Task Force. Evan perez explains just how they did it. Evan . Reporter the Justice Department says that investigators turned the tables on hackers that crippled Fuel Supplies to much of the u. S. East coast last month. The fbi and u. S. Prosecutors recovered about 2. 3 million in cryptocurrency that they say was paid in ransom to hackers behind the Cyber Attack on the colonial pipeline. Government officials have linked the hack to a group known as darkside which shares its Malware Tools with criminal hackers who then share some of the profits behind their attacks. Deputy Attorney General Lisa Monaco says that this was a case of following the money and urged companies to work with the fbi and to toughen their defenses against hackers. No organization is immune. So today i want to emphasize to leaders of corporations and communities alike the threat of severe Ransomware Attacks pose a Clear And Present Danger to your organization, to your company, to your customers, to your shareholders and to your longterm success. So pay attention now. Invest resources now. Failure to do so could be the difference between being secure now or a victim later. Reporter Colonial Pipeline Ceo told the Wall Street Journal last month that the company complied with the Ransom Demand of more than 4 Million because the company didnt know the extent of the intrusion by hackers and didnt know how long it would take to restore their operations. But Behind The Scenes the company took early steps to notify the fbi and followed instructions that helped investigators track the payment to a Cryptocurrency Wallet used by the hackers believed to be based in russia. Evan perez, cnn, washington. Former u. S. President Barack Obama is worried about the state of american democracy. In an exclusive interview with Cnns Anderson Cooper obama said he never thought some of the dark spirits that began rising within the Republican Party during his tenure would reach its call. The degree to which we did not see that republican establishment say, hold on, time out, thats not acceptable, thats not who we are, but rather be cowed into accepting it and then finally culminating in january 6th, another way of saying this is i didnt expect that there would be so few people who would say, well, i dont mind losing my office because this is too important. America is too important. Some things are more important our democracy is too important. I think we have to worry when one of our major Political Parties is willing to embrace a way of thinking about our democracy that would be unrecognizable and unacceptable even five years ago or a decade ago. When you look at some of the laws that are being passed at the state legislative level and when thats all done against the backdrop of large numbers of republicans having been convinced, wrongly, that there was something fishy about the last election, weve got a problem. The former president went on to speak about the deep and dangerous divisions in American Society and what fuels them. He says its growing more difficult for americans to see and hear each other. There are certain right wing media venues, for example, that monetize and capitalize on stoking the Fear And Resentment of a white population that is witnessing a changing america and seeing demographic changes and do everything they can to give people a sense that their way of life is threatened and that people are trying to take advantage of them. And were seeing it right now, right . Where you would think with all the Public Policy debates that are taking place right now that, you know, the Republican Party would be engaged in a significant debate about how are we going to deal with the economy and what are we going to do about Climate Change and what are we going to do about lo and behold the single most important issue to them right now is critical race theory. Who knew that that was the threat to our republic. But those debates are powerful because they get at what story do we tell about ourselves. Current president Joe Biden is in the midst of his own gate in the Republican Party over his massive infrastructure plan. Phil mattingly has that part of the story from washington. Phil . He has come down quite a bit. We are look to go see more. Reporter with President Bidens sweeping legislative agenda in limbo a critical week ahead. So a lot is going on right now but still lots of daylight honestly between us and our republican friends. Reporter as some democratic allies worried the window for action is closing but for now biden is sticking with bipartisan talks. Theres no, you know, hard wire deadline. We are doing the work of legislating. This is a big week. Reporter biden is scheduled to speak with top Gop Negotiator Shelly Moore Capito early this week as the two sides remain in different universes on a potential deal. The call will be the first since biden rejected outright the Gop Proposal to increase its offer by roughly 50 billion. He certainly is eager to see what what that discussion can entail. Reporter but that offer left the two sides still more than 700 Billion apart after biden tried to break the log jam, suggesting he would drop his original offer by roughly 1 Trillion and took changes to the 2017 Tax Law off the table, a central gop ask. The White House now open to other bipartisan talks, including a group that includes senator joe manchin, a Linchpin Vote for Bidens Agenda who has rejected calls for the president to end bipartisan negotiations. I think we will come to that compromise where we will find a bipartisan deal. Im very confident of that. Reporter but the clock is ticking and without manchin on board bidens options are limited with infrastructure talks just one piece of the 4 Trillion economic Agenda Biden wants passed by The End of this summer. Ultimately were looking to have enough of a coalition to move forward on these bold historic ideas and we obviously dont have that at this moment but were working toward that. Reporter and that call between senator Shelly Moore Capito and President Biden scheduled for tuesday. Its worth noting the White House is keenly aware of the dynamics that are currently at play. Yeah, they absolutely want to move forward, as quickly as possible, but no matter the scale of your ambitions or how much you believe the politics are on your Side Nothing actually happens if you dont have the votes and right now they simply dont have the votes not just for infrastructure, for the broader economic plans, obviously the Voting Bills as well. Because of that White House officials acknowledge they need to wait, need to see what happens, need to let things play out a little bit. As one adviser told me the president understands that this is a moment to deploy strategic patience. They make clear they are not game to scale back their ambitions on their economic proposals and dont believe there is an unlimited amount of time but for now the slim majorities that they have in the house, basically no majority in the u. S. Senate where its tied 50 50, they have to wait to see what happens to see if anything comes to the forefront to get their votes in order. Phil mattingly, cnn, the White House. President biden is also laying out a plan to work with World Leaders at the G7 Summit later on this week. His national Security Adviser previewed mr. Bidens first foreign trip since taking office saying the President And G7 leaders will lay out a plan to end the pandemic, a global minimum tax of at least 15 and make significant commitments on issues including climate and ransomware. Kamala harris is folk focused on migration in her first international trip as Vice President and later today she will sit down with mexicos president. Ahead of that she issued a blunt and clear message to migrants look to go make that trip to the u. S. Border. She basically said do not come. Here is Matt Rivers with more. Reporter the first leg of her first foreign trip is over and Vice President Kamala Harris is now here in mexico for the second leg. She will spend today talking to top mexican officials including mexican president lopez obrador. She spent the day on monday in guatemala talking to that Countrys President and others about the stated reason for this trip which according to the Vice President s office its a Factfinding Mission to try to figure out how best to fundamentally address the root causes of migration, why so many migrants have been headed to the u. S. Southern border as of late. Of course, we know what some of those issues r its violence, its poverty and also the systemic corruption that plagues governments across this region with Vice President harris announcing a new Task Force will be created to try and ease some of those corruption issues that have led in many cases directly to so many migrants headed north. Those are going to be the similar topics of conversation that she has here in mexico because its not just migrants from El Salvador and guatemala and honduras going to the u. S. , there are also a large number of mexicans that have been migrating to the u. S. As of late. We heard from the mexican president on Monday Morning at a press conference. Without giving many details he says he does expect to sign some deals with Vice President harris including deals about development and migration. He didnt say much more than that, but were certainly going to be paying very close attention to see how these Meetings Today here in mexico play out. Matt rivers, cnn, mexico city. A critical president ial race in peru remains too close to call this hour with a little over 96 of the votes now counted. The leftist candidate is holding on to a narrow lead less than 1 over his right wing opponent. While the party is also rejecting his opponents claim of systematic fraud in the election. And some Breaking News into cnn, the speaker of Israels Knesset has announced the new government will be sworn in on sunday. That gives prime Minister Benjamin Netanyahu a few more days to try to undermine the coalition that would oust him from power. The speaker of the knesset is a close ally of benjamin netanyahu. After making the formal announcement on monday he broke with tradition for not setting a date for this Confidence Vote. Mr. Netanyahu has claimed his rival right Wing Party defrauded voters by supporting a coalition that includes left wing parties. Lets go straight to jerusalem, Oren Liebermann joins me now. There is at least a date set now for the knesset to focus on sunday. What does that tell you . Reporter so first we now understand better the process here, there will be a Confidence Vote that was scheduled for sunday and that will lead to the Swearing In if, of course, Neftali Bennett and jair 48 hours before that on friday this new government has to present its Coalition Agreements and that is another chance for prime Minister Benjamin Netanyahu and his allies to see if Theres Something sensitive there, something that can pick apart and try to find defectors within this Coalition Pointing to them, look, we cant believe you gave this up as part of this coalition. So that is a very sensitive time and it means the coalition will be sweating it out over the sabbath here waiting to to see if netanyahu is able to make inroads once the agreements are out there. Barring any change in the political association there is the assessment that this coalition will hold together for the Confidence Vote and that Swearing In, which means sunday if all goes well for Neftali Benefit and lapid, sunday will mark The End of netanyahus 12 consecutive years in office but he is certainly not going quietly here. Oren liebermann In Jerusalem. Youre watching cnn. Still to come, ten states, ten more mass shootings across the u. S. We will have the latest on another weekend of violence. Also ahead, newly obtained audio of Rudy Giuliani doing donald trumps bidding, putting pressure on ukraine. You will hear it in his own words in our exclusive report. Welcome back. So the u. S. Justice department has ended a long Running Policy that prohibited federal officers from wearing body cameras. Federal agents will now be required to wear and crucially activate cameras when carrying out Search Warrants or making preplanned arrests. The move has long been urged by civil rights advocates, the u. S. Deputy Attorney General says agencies have now 30 days to develop policies on how they will implement this new rule. And californias Attorney General is pledging to appeal a federal Judges Decision to overturn the States Ban on Assault Weapons which has been in plan for over 30 Years N an interview with Cnns Erin burnett the Attorney General took issue with the Judges Comparison of an ar 15 to a swiss Army Knife. Take a listen. Clearly an Assault Weapon is different than swiss Army Knife that has a Nail File and a ruler. The first sentence in the first paragraph made us very concerned about the rest of the ruling, it was a 94page Ruling and we think its out of step with the rest of federal law. We have pledged and will appeal it and seek a remedy at the next level. Sadly the recent outbreak of Gun Violence in the u. S. Has not let up. In florida three teenagers have been arrested in connection with a shooting in Miamidade County that left one person injured. Police also investigating whether the teens are connected to an incident outside a Hookah Bar that left three people dead. There were at least ten mass shootings in ten different states just over this past weekend. Here are some more details from ryan young. Reporter an outbreak of deadly shootings in ten different states across the country this weekend, eight of them mass shootings where at least four people were shot. 17 people killed by gunfire and dozens injured. In chicago 55 people were shot in 41 incidents, five of them fatally over just 48 hours. Our murders are up 5 over last year. Our shootings are up 17 over last year. Reporter the list goes On And on. At least eight people were wounded in new orleans. Four killed in a shooting in portland, oregon. In st. Louis, missouri, four people injured. One dead and four others injured in salt lake city, utah. Two people dead and two more injured in indianapolis. One person dead and three more were injured in freeport, michigan. Seven injured at a Graduation Party in cleveland, ohio. And three killed and five injured outside a Graduation Party in miamidade, florida. And in New York a tenyearold Boys Life was taken when an unknown shooter fired numerous rounds into his home in queens. The fact that this reality in our nation, in our city that a Childs Life is taken by Gun Violence is something we are way too used to is unacceptable. Reporter more than 8,200 people have died from Gun Violence in the United States this year not including suicides. 256 of them were killed in mass shootings. A 23 uptick in deaths from Gun Violence so far this year far outpacing the amount of Gun Deaths at this point in 2020 according to the archive. Many left wondering what it will take for lawmakers to take action on this disturbing trend of Gun Violence in this country. I talked to Police Chiefs across the country and they tell me they are concerned about the summer months. You add in the fact that officers are leaving the force, some retiring, some looking for new professions and the inability to hire new officers, Police Chiefs are putting Summer Plans together are concerned about the rise in crime. Reporting in atlanta, ryan young, cnn. Now there are more signs that americans are slowly returning to normal life. The tsa says it screened nearly 2 Million people on sunday, even more than it did on memorial day weekend. That makes it the biggest day for Air Travel since March 7 more than a year ago. Increased vaccinations are at least partly responsible for those rising travel numbers. According to the cdc 13 u. S. States have met president Joe Bidens goal to vaccinate 70 of adults with at least one dose of the vaccine. More than 42 of the population is fully vaccinated. A study from the cdc shows that people who are fully vaccinated are more than 90 protected. They also have milder disease in those rare break through cases. Experts say vaccinations are really vital in protecting against emerging variants. There is this idea that if youve been infected, if you have natural immunity you dont need to get vaccinated. Were finding out in a lot of other countries with variants that people are still susceptible. There is no doubt about it in my mind that a vaccineinduced immunity is much more durable, its going to hold up much better against the variants. So i understand that in the short run we may get away with it, having low vaccination rates, but those people really are vulnerable once we have more variants circulating in the United States to get reinfected and potentially get quite sick. And u. S. Regulators have approved an experimental new drug used to treat the early stages of alzheimers which is of course irreversible Brain Disease affecting at least 30 Million people worldwide. Bio jen the makers of this drug says the drug is not a cure but rather slows progression of alzheimers in patients with mild cognitive impairment but there is some controversy surrounding this approval. Last year the fda was advised by an Expert Committee that there wasnt enough evidence to support claims the drug was effective. And Rudy Giuliani is facing what has been described as a shakespearian demise almost entirely of his own doing. Thanks so much for joining me. Never before heard audio of 2019 Phone Call now obtained by cnn is shedding light on just how far the man once known as Americas Mayor was willing to go for former u. S. President donald trump. Long time Adviser Rudy Giuliani can be heard relentlessly pushing the ukrainian government to investigate baseless conspiracies about then candidate Joe Biden. Now, allegations that trump pressured the ukrainian leadership to investigate his political rival later became a central part of his first impeachment, despite his vigorous denials. Matthew chance has our exclusive rep report. Means meddling in the election. Reporter it was the call that Set Events in motion. Okay. So we should have on the line here Americas Mayor, mayor giuliani and we have andre yearmark. Reporter thrusting a reluctant ukraine into americas politics. We know through transcripts and testimony giuliani pressured them into investigations important to President Trump but this is the first first time we have heard his voice. I want very much to see that our two countries can work together. Reporter Giuliani Promoting Debunked Conspiracy Theories that ukraine not russia was involved in u. S. Election meddling in 2016 and tried to hurt the trump campaign. Last november i got information from a reliable investigator, international investigator, that there was a certain amount of activity in ukraine during the 2016 election that was that involved ukrainian officials and ukrainian mostly officials being asked by our embassy, possibly by other american officials basically the statement was to produce dirt on then Candidate Trump and paul manafort. Reporter by the time of the call in July 2019 Joe Biden had already emerged as the democratic partys front runner to challenge President Trump. Digging up dirt on biden like the unfounded allegations of corrupt dealings in ukraine when he was Vice President had become a priority for trump and his longtime adviser. Throughout the roughly 40 Minute Call Giuliani repeatedly pressed the ukrainian leadership to publicly announce investigations into this, too, something that would have undoubtedly benefited trumps Reelection Campaign and damaged candidate biden. Listen to how giuliani sets out whats required. All we need all we need from the president is to say to put han honest prosecutor in charge, hes going to investigate and dig up the evidence that presently exists and if there is any other evidence about involvement of the 2016 electiOn And then the biden thing has to be Run Out i dont know if its true or not. I mean, i see i see him bragging about it on televisiOn And to me as a lawyer to me as a lawyer it sounds like a bribe. Somebody in ukraine has got to take that seriously. Reporter in the ukrainian president ial office they took it very seriously. Then as now the country was fighting a desperate war against russianbacked rebels in its east and heavily depended on u. S. Weapons and Military Aid to hold its ground, including millions of dollars that had been frozen by the Trump Administration while giuliani pursued these political investigations. Mindful of the need for a strong relationship with washington, the ukrainian president ial adviser on the call tried to assure giuliani investigations he wanted would be looked at. And we are ready this day immediately communicated to coordinate to work and investigate everything which you listed. Reporter but privately ukrainian officials say they were alarmed that being sucked into american politics, especially when giuliani repeatedly suggested compliance would open the door to closer u. S. ukrainian ties, even a president ial meeting, undermining the former u. S. President s assertions that he never sought political favors from ukraine to get american support. Quid pro quo. I want nothing, no quid pro quo. Reporter now we can here giuliani set out his offer. So if you can make some statement at the right time that he supports a fair, honest, Law Enforcement system and that these investigations go wherever they have to go, its going to be run by honest people, that would clear the air really well and i think it would make it possible for me to come and make it possible, i think, for me to talk to the president and see what i can do about making sure that whatever misunderstandings are put aside and maybe even i kind of think that this could be a good thing for having a much a much better relationship where we really understand each other. In my factual knowledge they approached numerous reporter one former ukrainian official who was listening in on the call understood all too well. He spoke to cnn last month of his outrage as he heard giuliani try to force a deal that in his words threatened ukraines national security. Let me remind you we are a country fighting an active war with russia for many years, so anything to do with swapping, you know, favors within our bilateral relationship in exchange for trying to get us involved into u. S. Domestic politics is just wrong on many levels, morally, ethically and probably even legally. Reporter by Calls End ukrainian side seemed to understand exactly what President Zelensky of ukraine was expected to do to keep washington On Side and on the call at least they agreed. Im sure that zelensky will say that, yeah. Good. Second that would that would believe me, andre, that would that would be good for all of us. Reporter giuliani has denied any wrongdoing in ukraine and says he was just trying to help his personal clients troubles. It was of course this and other aggressive attempts to coax ukraine vigorously denied by then administration officials that led to former President Trumps first impeachment in which he was eventually acquitted by the u. S. Senate. Its hard to know if actually hearing giuliani relentlessly pressing ukraine like this if he could say something like that on his own in conversation it would go a long way it would go a long way with the president to solve the problems. Reporter would have in any way influenced the outcome of the impeachment vote. Matthew chance, cnn, london. The ukrainian president was denied an invitation to meet with trump possibly because of his refusal to investigate then candidate biden, but during a Phone Call on monday President Biden invited him to the White House in july. Vladimir zelensky had wanted to meet before Bidens Summit with the russian leader earlier this month, that wont happen, but the u. S. President has vowed support for ukraine as it deals with russian aggression. And extreme drought has made conditions much worse for the u. S. Fire season. The storm downed power lines, damaged several properties. The good news, though, officials say no injuries have been reported. U. S. Officials say Lake Mead at the Hoover Dam will hit its lowest Water Levels since the 1930s. Its all because of extreme Drought Conditions gripping the western part of the country. Here is stephanie elam with more on that. Reporter Cracks Sprawl along empty baked basins, Parched Farms and depleted reservoirs, all symptoms of a historic drought. Most definitely what we have seen develop in 2020 and 2021 is definitely worse than what we saw in the early 2000s. Reporter in california old lines etched the sides of reservoirs, marking where the party once reached. The lots are getting a lot hotter in this state, the dries are getting a lot drier. Reporter the water in Lake Oroville is dropping so quickly locales say they can practically see it disappearing. If you look out in the distance you can see where the lake should be. Reporter the reservoir which provides water to 29 Million californians and ear gates 750,000 acres may get so low officials will have to shut down its hydro electric Power Plant by The End of august. Officials warn reservoirs across the state are at about half of where they would be at a normal year. We are in our second straight die year. The dryness of this Year And Lack of Rain And Snow this winter ranks as one of californias driest winters. Reporter but its not just california thats dangerously dry. One of the real differences with this drought versus other droughts is this is regionwide. This drought is impacting the entire American West and, in fact, conditions are even even more concerning in the Colorado River Basin which seven states rely on. Reporter according to the u. S. Bureau of reclamation the Colorado River Basin is in its 22 year of drought evident by Lake Meads reseeding water line. They keep tabs on the lack of water across the country, the deeper the color, the worse the drought. Is it possible that the drought wont break, we will keep getting worse each year. The western u. S. Is prone to these longterm Drought Events but they do come out so we think about that in the back of our minds that is this, you know, year 20 or is this year 20 of 40 . Reporter thats the case in utah where 90 of the state is entrenched in extreme drought. We need more rain and we need it now. Reporter so much so the governing is asking utahans to pray for rain. We need divine intervention. Reporter for a largely man made problem. And Drought Conditions are certainly making wildfire threats much worse across the u. S. Arizona is battling two major wildfires, forcing evacuations across the southeast part of the state there. Police are warning residents they need to be on stand by if they hadnt yet moved. Weather conditions are expecting to make Firefighting Efforts harder over the coming days. I want to talk about all of this with Karen Mcginnis. Reporter weve got a couple different things that make this particularly dangerous. First of all, i mentioned that the Mess Cal Fire theyre saying that that was probably human caused. And it is exploding. They are saying it was about 8 contained but we are looking at two major fires just about an hour to the eastsoutheast of phoenix. The chances of these two coming together theyre saying is rather unlikely now even though they encompass approximately 110,000 acres. So this is a huge area that we are discussing. So phoenix the temperatures have already reached about 103, 104 degrees, but as we go towards the weekend this may be the first time that we see these temperatures at 110 plus degrees. That makes it especially difficult for firefighters and theyre saying in excess of 500 Fire Workers are battling these blazes. Now, across the United States there are about 20 major fires but were already seeing two of them in arizona, there are four major fires in New Mexico and we are just kind of beginning at this big fire season. But look at the west, this is the drought monitor, this kind of gauges just how much moisture that they have seen, they need that winter snowfall. Were just not seeing t most of the west, 96 of the west extending from washington to the four corners up towards montana is extremely dry. So for firefighters they need the moisture, they need the humidity to go up and they need the winds to die down. It is not going to happen. If anything its going to become worse. Now, just to the west of phoenix the winds could be fairly gusty, but what we are looking at to the east of phoenix, robin, we are looking at winds that could be fairly erratic so theyre saying that these fires are going to be even more difficult to control. Back to you. Thanks so much, Karen Mcginnis there. So new information now about that deadly Train Crash in southern pakistan early on monday. Local authorities say at least 63 people were killed when an express Train Crashed into another train that had derailed just moments earlier.
