Event. The goal here is simple, keep trump happy. A moment of truth here today for President Biden. With a big choice imminent, cut a small deal with republicans or try to go big but with only democratic votes. We begin with the president s big moment of choosing. Today he meets with a republican senator from West Virginia, and infrastructure is the big issue, but this broader climate is a sub spot. Caitlyn, a big test for the pres president. Its a big test, john, and its a Breaking Point because the question is just where are they going with this . Is it going to amount to a bipartisan Infrastructure Bill in The End . Right now theres a lot of doubt here in washington and thats why so many people are looking to this meeting that is going to be happening today with President Biden and, of course, the top republican negotiator on top of this. I think what people are looking at is whether or not there are going to be big breakthroughs this week, and at The End of the day even though you have seen the counteroffers and offers exchanged between the White House and republicans, they are still pretty far apart. You can look at the numbers where they are really on this, and they are basically 1 Trillion apart when it comes to the spending, and you can see they dont agree really on what to spend it on or how to fund it, and thats the question facing the White House and republicans today. If you listened to President Biden there was a moment where he took a dig of two moderate democrats in his own party about what the future of the legislation could look like. I hear all the folks on Tv Saying why didnt biden get this done . Because biden has a majority of effectively four votes in the house and a tie in the senate with two members of the senate that vote more with my republican friends. But were not giving up. John, he did not Name Manchin or cinema there at The End, but those are the two democratic senators he was talking about, and they do not more in reality with republicans than democrats, but in reality they will be key in getting any legislation passed here and what that is going to look like, and that could be about Voting Rights and police reform, and Senator Manchin is one that pledged to protect the filibuster and some democrats say they should get rid of if they are going to move forward and pass anything with just a straight majority. Of course we wait to see what the outcome of the sitdown with the senator and President Biden looks like today. A big decision on infrastructure. Thank you for the live reporting from the White House. Lets bring in the studio guests, manu raju, and Laura Lopez with politico. We have Infrastructure Week and Infrastructure Decision time, and a little bit of groundhog day. The president is going to meet again but we cannot just sit and negotiate forever. We have to get to an end. I was just looking at stats this morning, john. China invests ten times as much in infrastructure that the united states does, and thats just not tenable for us if we want to lead. The president has to decide, i can cut a deal or forget about it. I think the White House wanted flexibility to figure out if they wanted to continue the negotiations further and see how productive they were, and clearly they realized there was something there and thats why they continued to have the talks there, and you do hear a lot of urgency coming from the administration, and those comments from secretary granholm, and the White House, President Biden, is really looking at June 9th as a critical date, because they will take up Transportation Legislation that is important to bidens overall infrastructure agenda. Time is running out for the White House to figure out how much they can really engage in the bipartisan talks. With the pressure, phamanu, president has been navigating his own party, which has been interesting, from the liberals to the more moderate, and to take a shot at the democratic senators, and theres no question who he was talking about there, and it tells you what . He wants to put pressure on them to change their position about moving along straight party lines, and in some ways it could help Joe Manchin in West Virginia, yes, he does vote more for republicans and thats good for him politically because thats a state that went to Donald Trump, and the president was wrong on that because he does vote more with democrats than republicans, and they will need Joe Manchin and Kristin Cinema to agree with that strategy, and just the strategy of moving ahead on their own while keeping the left at bay. Thats a very difficult balancing act, which is why the White House wants to get a bipartisan deal first because it alleviates the pressure from keeping their entire caucus in line, and neither side wants to be blamed for pulling the Plug On The and if the president gets his way, money for Child Care and senior care at home, and thats one big issue, and the infrastructure, however you define it. What does it do to the climate in the town which is more than polarized . Will the president get more active in the big debate over Voting Rights when the Texas House says we can only stall for so long, mr. President. Its simply unamerican. Its not, however, sadly, unprecedented. In addition, out of that he not only raises the issue, he says the Vice President of the united states is going to be his Point Person on Voting Rights. Welcome to an alreadycrowded portfolio. Already had difficult tasks in her portfolio, and also being tasked with trying to detour regular migration, and now being tasked with not only trying to work with congress to try and pass some of the legislation around Voting Rights, but you also have on the local level, all of these different republican legislators moving forward with these different voting restrictions. Just yesterday in texas you have Governor Greg Abbott saying he may with draw some of the funding for local lawmakers there if they do not pass voter restrictions legislation, and that would restrict voting as well. Another difficult task for the Vice President here. And its the nature of the job for any president , and he has tried to do one thing at a time, vaccine rollout, and now he has to make decisions on infrastructure and what am i going to do on Voting Rights and 100 plus scholars talking about it, and they are looking at the statement of concern, and the most effective remedy for the antidemocratic laws is federal action, and history will judge what we do at this moment. Is the president prepared to not just talk about it, but now he says Vice President harris is his Point Person. He has to Referee Differences in the democratic party and is he going to say this is part of the daily portfolio and not mention it every now and then . Thats a Big Question, john. The president talks about Voting Rights and talks about infrastructure in similar terms to what the legal scholars did, which is democracy is at risk, and i am trying to push back against the Voting Election laws being passed and im trying to make sure we stand against what happened on January 6th and talk about white supremacy and the history in a way the country has not before. He talks about the risk to democracy, and the Big Question is is he going to prioritize it with congress or is that going to get pushed down the road because so much of the oxygen is taken up by his priority to get the Care Economy elements passed and traditional infrastructure passed. How long are these negotiations going to go on with republicans because does it push back his other priorities. Senator schumer said he will bring one of the Voting Election bills to the floor by The End of the month, so that will be a big test and likely fail and show that there arent enough democrats that support it. What political capital is biden going to expand on this . Is the Glass Half empty or full if you are the Vice President . She has been tasked with Voting Rights, democracy, national space council, and small businesses thats one way to look at it, wow, the president trust her, and shes a great partner, and Kamala Harris runs from the border and so on is a headline, and if you are in the vps office, you are thinking this is great or quicksand . A little both. If you can get something done, you can get all the credit for the easing the situation at the border especially with her trip to central america later this month and what not, but its a tough portfolio for sure for Vice President Kamala Harris. Especially on Voting Rights, because thats so much if you look at it its so much dealing with the senate and senators themselves and the tricky issue of the filibuster. If you look at i mean, its President Biden who has the legislative experience, the more than three dozen or the three decades on Capitol Hill Building relationships, and Kamala Harris, while she was a resent senator had not been there for that long so how she can persuade the likes of Joe Manchin, and she did the West Virginia interview and he was not so happy did not go so well. Up next, the trump petty fight club. He lashes out at critics and the Republican National Committee threatens the commission on debates. Its all included with 2 lines for only 70 bucks only at tmobile. Donald trumps politics are a reflection of Donald Trumps grievances and he demands loyalty. If the Republican National Committee needs to use his name, for example, it must do his bidding. Three plus years before they get close to the final stretch the rnc is picking a public fight with the President Ial of public debates. It threatens a 2024 boycott. Mccann annual writing our sincere hope is they accept this criticism and works to correct its mistakes, if not the rnc will have no choice to Advice Future republicans in not participating with the cpd debates. This is about keeping trump happy because hes still mad at the commission. No nominee listens to the national committee about whether they get in debates or not. This is a fake fight. Right. The key word there is advise. They will advise them to not debate, but is a candidate really going to say they are not going to go onstage and get this airtime against the democratic nominee . I doubt that. This year we did not have a second debate because Donald Trump got covid, and Donald Trump did not become president so not having a debate does not help your case, and in fact it probably hurts you at The End of the day. Its important to remember whenever theres a nominee, that person effectively controls the rnc and controls that position. If Donald Trump is the nominee, that could be different. Republicans continue to line up behind him in part because of polling, and look at the polling here, 66 of republicans say Donald Trump should run for president , and so the party are afraid of trump voters and the Trump Base as much as they are about him, and however he continues to be a spout of grievances. You have the rnc going after the President Ial debates at a time to simply keep him happy, and hes going after former congressman, barbara comstock, and another rhino loser, and they have done television appearances, critical of him, and this is the world of Donald Trump, get your grievances and air them. Yeah, its sending more like tweets he cant send out, and this polling shows its very much Donald Trumps party. Even if they may not necessarily want the man himself, the idea of trumpism still reigns large in the republican party, and the republican leaders are finding themselves in tough decision, such as the January 6th commission, and it was largely killed because trump did not want it investigated, and you will see that tension between trump and other republican leaders so often in the future. Im thinking just the relationship for the fight for the Senate Majority in 2022. You are going to have Mitch Mcconnell who doesnt want to talk about Donald Trump and then Rick Scott that hugs Donald Trump he gets. Mcconnell doesnt want to hug trump, and hes at home in kentucky, and guess what. I covered that thoroughly on January 6th and again on february 13th. With regard to the future, were going to arrest, hopefully convict everybody involved in the insurrection. It doesnt get to the Donald Trump question, it doesnt get to the independent commission to have a historical record of all the foundations of the insurrection, and its can we stop talking about this because i want to be Majority Leader again . He made perfectly clear why he did not want to investigate what happened on January 6th, because he believes it brings up the trump question, the Trump Lie about the elections, and the efforts to push that lie and try to overturn the election in congress. That is none of the questions they want to investigate, which is why he said lets move on, and lets not investigate this and if the democrats want to do that, they can point that, in their view, as partisan. We dont know the answer to this, and we will talk about the democratic race in a minute, and we dont know the impact it will have on voters, and a 50 Car Pileup in the senate primaries with people trying out maga each other, and it could end up us losing what we need to win in The End. They are guessing on polling in all of the states that they get trump so involved in the primaries and everybody trying to Out Trump trump. As we have been discussing, all these actions, its not just about setting the rules for President Ial debates. This is all in line with the trend, the January 6th commission, you know, this letter as well, and the trips to maralago as well. Its prioritizing what could be a political liability for trump and thus the republican party as opposed to any sort of necessity, including a Security Necessity in the case of the January 6th commission. Apologies to leader mcconnell, but he keeps Issuing Statement he Cant Tweet anymore, the former President Cant anymore. Both parties searching for any early clues to the 2022 midterm move. Democrats are celebrating a Win Today and hoping its a clue about the midterm election climate, and at issue a special congressional issue here in new mexico, and the projected winner is a republican by a wide margin over the democrat. It restores one more vote in the still very narrow democratic House Majority. This is the district here in the albuquerque area. Democratic district so a democratic win, and you might think no big win here, and it will be studied by the parties to see if it tells us anything. Joe biden won quite well in 2020, and the red here in this district, there are republicans in the district and if you look at the house, the Interior Secretary won by 10 . Democrats were expected to win and everybody was worried about the margin and would this attack from the republican on the democratic candidate on the issue of crime, which republicans hope to use next year, and would it work . Melanie stansburys plans, she advocates taking guns away from local police. We need to pass the breathe act in congress. She supports the most dangerous legislation in america. Stop the madness. Stop Melanie Stansbury before its too late. Panel is back with me in the studio. Its one race and its a democratic Seat And Shouldnt over blow it, but if you go back and look at every election cycle, and democrats are happy not so much for the win, which they expected, but the margin. Yeah, they are very happy by how much she beat the republican, and they feel as her focus on Bidens Agenda as opposed to engaging on the attacks around defunding the police, they thought that was the smart way for her to go, and she put out an ad with some Police Officer backing her to counter the republican attack, and it was the two parties playing out their different messaging to test out whether it will work in 2022, and even though the republicans loss and they expected to because there was not much money in the race, they are still using that for 2022. Yeah, you test ads and themes, and then you Focus Group them especially in places where this district in new mexico, where can we find voters like that elsewhere in the country. And the Virginia Governors race, always a bellwether governor. New Jerseys Governor Race not much of a race this year, and there are two Special Elections in ohio, one is expected to be a Safe Democratic seat and one a safe republican seat, and its all about turnout. What gets people to show up . It does seem like the real indicator or the test here was how effective is the strategy by the gop of attaching the Defund Police Slogan to democrats going to be, right . We have seen republicans are going to do that, and they did that with president elect Joe Biden even though he did not want to defund the police, and there you really saw that in this race . You do have to be pleased by the turnout if you are a democrat. Early voting was a good turnout, too. And that albuquerque, its a democratic state, and democrats are hoping seats like this, urban area, growing diversity of the voters, and then the question is can you keep the suburbs against republicans with trump out of the picture . How does it affect turnout come next year . On the democratic side and republican side, thats also going to be a question. The first midterm of the new president tends to be a referendum on that president , and that president usually loses seats, and Barack Obama had the house in 2010, and republicans can take back the house because of the narrow majority and the redistricting. What will the economy look like . What will the republicans say to take on Joe Biden . What will they use to argue, and thats a reason why they dont want to talk about January 6th, and that doesnt work politically but attacking his agenda does . It matters tomorrow, in the sense that Nancy Pelosi can only afford to lose four or five votes, and this is one that she is like, please, hold the Special Election as soon as you can because i need that vote. It would have been a giant problem for President Bidens agenda if republicans were able to pull off an upset. We played the clip from President Biden earlier. We always look at the 50 50 senate and how theres no room for error. Theres very little room for error in the House Majority that pelosi has to play with. We are always going to have a few very conservative democrats, such as maine where hes willing to buck the party. You need every democratic vote you can to pass something as big and complicated and sweeping like the american jobs plan that biden wants so much. Minutes from now President Biden will issue a Rallying Cry to get more americans vaccinated, that according to a White House official. He will deem june a national month of action to get more people vaccinated by july fourth. Lets walk through some of the latest numbers. Number one, 12 states already met that goal. 12 states already have 70 of their adults with at least one dose, and you see them highlighted on the map. The u. S. Case count, the chart getting better. The average is 17,289 cases daily and you have to go way back to more than a year ago to get that low, and we have come down considerably. Why . Because of vaccines. Global cases, the united states in green here now, and that means our cases are going down and green in much of the world, and you see red and orange, which is global hot spots, and you see other orange and red on the map there as you go through. Remember back last year, the united states lagged the world and this is the high Case Count in the middle of the fall up through the winter, and now the united states a leader, cases down, and you see India And Brazil there. The challenge is to ramp up vaccinations around the world. Again, on the map now the united states is a global leader. 40 , 41 of the population fully vaccinated. In russia its only 8 , and india, 3 , and nigeria less than 1 . The global challenge continues. And the author of viral bs, med Med Medical Myths and why we fall for them. You see 40 fully vaccinated, but i want to come back to only 12 states right now which is ahead of where the president thought they would be, why is it so important for june to say june must be the month of action to fill in the map with people having at least one dose . Absolutely, john. I think it reaffirms the emphasis on getting people out there to getting vaccinated and getting vaccines to those who are marginalized and may not have confidence in vaccines. The truth is america has done a great job in vaccinating its population so far. We have dropped to 1. 7, 1. 8 million vaccine doses per day at the moment. I think this new push, this All America Approach the president will speak on is reemphasizing the need to speed up the vaccines, because we Cant Look at the u. S. In isolation, we have to look at these global hot spots, and some of them far away. India is not so close. We have neighbors to the u. S. That are really struggling, and variants creeping in all the time. Number one, he wants to continue the progress here at home, and Thats Job one, keeping americans safe. When you look at the map and think globally, the World Health Organization saying its time to do a better job and the united states committed some vaccines, and this statement just today, seven European Countries starting the vaccinations for travel, travel passports, essentially, and the Eu Commission was for safe traveling this summer. Where do you see the role of government in a private entity to give ac a card saying im sae to go around the world. Its fantastic the u. S. Is finally leading the world in increases in mass vaccinations, and then the question is how inequitable the Vaccine Access is, and its great so many americans are vaccinated and is it good for americans health and public safety when much of the world has no access to a vaccine. We are connected in the fight against the pandemic, and i always say one of the central tenants of Public Health is you have to act globally and think locally all the time, and its good that we are talking about increasing access to vaccines in these parts of the world, and its not just about americans and people in the western world being able to travel freely, and its about lower resourced parts of the world with access to vaccines, and until that happens we are not going to be able to tackle the pandemic on a global scale. You are right about tackling the myths and bs we have had out there in the last 14 months, and when you look at this some people are still skeptical about a vaccine, and some might hear me on television and saying were doing so much better and say maybe i dont need one. What is the message to those who are still vaccine hesitant in your view . John, i study this and i realize its complicated. One of the things that annoys me about public is when we have a one size fits all message for everyone, Just Go get vaccinated, its safe, and in reality you speak to six people on the fence about vaccines, you can hear six very different reasons, historical, geographical, faithbased reasons as to why they may not be confident about getting vaccinated, and thats why i am excited about calling june the month for vaccines, and the president will talk about getting celebrities and athletes and religious leaders onboard to make sure vaccines get to every part of the u. S. , including communities that have legitimate reasons for not trusting, and that targeted message will be important in building the covid vaccine. I have had several of those conversations with individuals you were talking about just yesterday. Thank you. Eight democratic candidates hoping to lead americas largest city by Population Faceoff Tonight in their second debate. Their winner all but assured of being the next to New York mayor. The predebate mood is, well, testy. We need a change and if you think somebody that has been rattling around our pwur bureaucracies and cities, New York is no different. This is a job that requires you to understand how government works and how the Union Labor works and budget works, and you dont want anybody in there looking for the light switch. Well, first of all, i think that, you know, hes a joke and hes not funny anymore. New york doesnt need a cheerleader, they need a leader. Joining us now is the political anchor at Spectrum News that moderated the first debates, and chippy is the word i use, and its chippy and you have the Insider And Outsider argument. What is the State Of Play . Well, the State Of Play is that New Yorkers, of course, will make the final decision. As we come out of the pandemic, look, we lost over 30,000 New Yorkers just in the course of the last year to the pandemic. Theres kind of a serious and somber mood here and a real desire, especially among younger New Yorkers to get back to normal and open up the bars and arenas and get back to life as we knew it, and so you have got a candidate for every point on the spectrum. There are those that think we need a cheerleader, and we need optimism and sunniness on the scene after the terrible last year, and then others are saying we are not Out Of The Woods yet and we need somebody that can manage the Police Force and run the biggest School System in the country and 11 hospitals. Its a big, big job. Its very complicated. Each candidate is trying to sort of either appeal to progressive instincts or optimism or Experience And Ability to run a very large complicated government, john. Police reform has been a big conversation across the country, particularly within progressive and democratic politics over the last several years, and its an issue in your race, crime is up in new York City and theres a debate about the future of the Police Department, and one of the candidates takes a tougher tone. At least from my perspective. So we can have the justice we deserve and the safety we need, and i will be damned if i will find bumper stickers to find what is popular, i am going to talk about truth. Thats an issue. Theres not many cities across america like new York City, but thats an issue people will watch, how does the policing and crime and Punishment Play in this race . Yeah, the conversation changed quite a bit in the last year, john. Last summer there were thousands and thousands of people marching in the streets and demanding changes and reforms, and then we had a real surge in crime, and i am not talking about shoplifting, but murders, shootings, and real crimes, and his success in the polls these days are in part because he was a cop for 22 years, and he does understand these issues and he does think seriously that the cops have to be part of the solution. Some of the Progressive Talk in the other direction about cutting 3 Billion out of a 10 Billion budget for the Police Department or assigning entirely different duties are normally thing that they would handle, and this is talk that is very much the substance of the debate. I think some of the reformers are a Little Out Of Step with where the polls say the voters are right now and we have a couple weeks to go before election day. Let me quickly try to get to this. The trumps has left New York and the Trump Name is still big across the city, and listen to don junior. In New York, Property Values are going down, Murder Rates are skyrocketing. I have seen what has happened in new York City. I left for a reason. Its not a good scenario. I think he touches on some of the actual issues in the race, and i will guess democratic voters in New York will not take their cues from that gentleman . They may be through with New York but New York is not through with New York, and they can bad mouth New York all they want but they still have unfinished business here. Small to Connect The Dots as to why the trupmps may not be such fans of New York. Up next, a new entry in arizonas Governors Race that is absolutely certain to get Donald Trumps attention.
