Month of action, pushing congress to fight back against Voting Rights restrictions. But that is not all. Biden also tapped Vice President Kamala Harris to lead the administrations efforts to restore Voting Rights. The new role for the Vice President comes as the administration condemns efforts by the republicanled State Legislatures to pass dozen of restricting Voting Laws in the wake of the 2020 election. Despite frustrations with gop efforts to make voting more difficult for many americans, the president still has hopes of working across the aisle, specifically on infrastructure, and this Afternoon Biden will host republican senator Shelley Moore Capito of West Virginia keeping, at least, his intention of negotiating in a bipartisan way alive. Lets bring in cnn white House Correspondent john harwood. John, youve heard more and more from democrats who are becoming impatient with the president s efforts, not just on frfl infrastructure, but certainly on Voting Rights. Whats the significance of giving the reigns to Vice President Kamala Harris. Reporter hes elevating the attention to the fight. But this is a very challenging assignment for Vice President harris. She does have a Law Enforcement Background as california attorney general, so she can talk about some of the legal issues at play. Shes popular within the democratic party, and so she can rally democrats, try to rally public opinion to put pressure on those republicanled states which are trying to curb Voting Rights. In some cases, as We Saw in georgia, some public pressure had the effect of moderating some of the things that republicans were trying to do. But the chances of a large bipartisan fix to preserve voting reince, prevent them from being rolled back between President Biden and republicans is pretty much zero. Thats because the republican party sees its survival as being key as the country moves away from it, the key to its survival is making it harder for people who are not white to vote in elections. Theyve lost seven of the last eight popular votes. Ultimately, what Vice President harriss task is going to be is the same as President Bidens task, which is trying to convince a small number of democrats, mostly Joe Manchin and kerstin cinema, steps to protect Voting Rights with worth it. Theyre not just in the interest of the democratic party, but in the interest of the country and our democracy. Thats going to be the test for Vice President harris and Joe Biden. Its a very difficult test. Its not an accident that some of the most aggressive bills took place in states that went Bidens Way by small margins, right . John harwood. Thank you so much. On Capitol Hill House Speaker Nancy Pelosi is pushing forward with a new path to investigate the attack on the capitol as republicans stymied a bipartisan commission to investigation. Manu raju is on Capitol Hill this morning. Good morning, manu. Its interesting, the different Things Pelosi is considering here. Can you walk us through them . Do you have any reporting on which way shes leaning . Reporter its very clear the house democrats are prepared to investigate on their own what happened on January 6th, everything in the runup to it. Things that an outside commission would have investigated had there been enough support to get it through the senate. It was, of course, blocked by republicans in the senate last week. As a result, there will not be a law establishing this commission. What pelosi has detailed are several options, one of which is to try to give the senate another chance to have a vote on the commission. That seems unlikely, given it will not change minds here in the senate, but theres a possibility of maybe changing the bill and trying to do it again. It just does not seem that is a likely outcome. The outcome of the bottom three, either create a select committee led by democrats to investigate going forward, but allow those already investigating January 6th to continue with those probes or perhaps designate one specific committee to take the full lead itself. Pelosi floated the option of the House Homeland Security committee taking the reins here. The thing that seems unlikely is the possibility of a special council, something potentially where the Justice Department could name an outside special council to investigate January 6th. That seems unlikely. That means here the ultimate outcome could be one of those three options to have the house investigate. They would have subpoena power, guys, the democrats would. They could schedule hearings and have a report. The republicans would be on the committee. Those committees having competed reports and take the argument about what actually happened to the voters. Then you sort of i mean you end up with something that is going to be, again, a political partisan football. Manu, thanks. Joining us now to discuss all this, cnn chief political correspondent dana bash. So good to have you on. You, too. I want to begin on Voting Rights. You hear the president describe this in catastrophic terms, as a genuine threat to peoples right to vote, to democracy. By the way, republicans have been critical of a lot of these measures as well. We know hr1 and the Vra Face an uphill battle, even from some democrats in the senate. The question is where does it go . Is it truly for democrats an existential issue here, what are they going to do short of passing the voting Rights Legislation . Are they going to fight this stuff in court . Fighting this stuff in court is going to be time consuming and maybe too late when it comes to the 2022 election, and depending how long those Court Battles could go, maybe even the 2024 election. So the answer is that they feel, as Chuck Schumer has said in a briefing where i was, and i believe he said this publicly, failure is not an option. But you asked the right question, jim, how do you find success then given the very real logistical and knumerical obstacles that democrats have in the united states senate. The answer needs to be somehow, some way, some form of compromise, and that is continuing to be a dirty word even on the most basic and fundamental things like i dont know coming up with a commission to investigate in a way that isnt as partisan as manu just laid out, the attack on the workplace where every one of these lawmakers go every day. And their staffs, right . And their staff. Lets take a minute to listen to what, dana, is a promise that biden made about harris being able to get this thing over the finish line. Here he was. With her leadership and your support, were going to overcome again, i promise you. But its going to take a hell of a lot of work. Thats a big promise, and another huge task for harris on top of the border. Can you talk about what she can actually do in terms of effecting the Change Theyll Need to make in congress to get either the John Lewis Voting Rights Act through or Hr1 Or Sb1 . Roll up her sleeves and try to find out if there is a compromise. When i talk about compromise, were Talking About the notion of federal not federal oversight, but a federal law that will dictate what the standards are that will Suoup Supersede or negate laws passed in the states like georgia and elsewhere, what they tried to pass in texas. This did happen in the 60s after so much Duress And Protest and death, and thats what led to the voting Rights Act. The one that democrats want to update now, The One from 1965. The argument was then, as it is now, there need to be federal protections from states that take this in a partisan direction. Look for, as our Colleague Kate Bolduan said so eloquently yesterday, look for a solution where there isnt a problem, like giving people the right to have equal access or more access to voting. And even more dangerously in a lot of these bills, it is taking away the backstop that We Saw in 2020 which is that there are laws and there are election officials who could throw up their hands and say, i cant do anything, they cant do that with these laws because theyre putting elected officials, partisans in those jobs. Thats why one of the many reasons this is so dangerous for democracy. Exactly the tactic the former president attempted to pursue in 2020 without any evidence of fraud. I do want to ask about infrastructure. Its Infrastructure Week again for the 8 billionth time. Frsks was seen as lowhanging fruit. Can you get the ten senate republicans and can question of can democrats reliably move this through reconciliation, in Way Case theyd only need 50 has the Senate Parl Taryn blade that more difficult or is that still the most likely path . Yes and yes. The Senate Parliamentarian said to use that tool, reconciliation, our viewers more steeped in Senate Procedure than they ever wanted to be, to have this pass by 51 votes, they have to prove theres more than a partisan desire at play. It has to be an economic argument. At the same time theres an important meeting at the White House. Shelley moore capito, republican from West Virginia, is working in good faith as the democrats are to find a compromise. The question that still isnt answered, jim and poppy, what is the scope of this bill . Its not just the numbers. Its how do you define infrastructure. Republicans like capito and others who want a compromise still argue that human infrastructure, things like Child Care and elderly care do not belong in this bill. If the democrats argue and Joe Biden says this is a red line, it does belong in this bill, its unclear how theyre going to find a compromise. It expects a vast majority of its plants to be operational today. Right. But still this attack is sparking fears, once again, of a major disruption to global supply. The White House says jbs was hit with what is a ransomweare attack. Joining is our national Security Analyst Juliette kayyem. The Bottom Line is this is a new kind of warfare that criminal gangs are in action on in the united states. You wrote, quote, we built an entire Security Apparatus based on the unsustainable, completely antiquated notion of a difference between cyberattacks and physical attacks. What do you mean . It means we have to merge those differences. What were seeing now is a motivation, not unlike what the russian government did during the elections of chaos. Everyone wants to know why theyre doing this. It is chaos, that is all. They want to show the vulnerabilities of our system, whether an Electrical Grid or a Gas Pipeline or now in the meat production industry. These should not come as surprises. While this is new, it has happened before. I think weve seen about 50 against the Agriculture And Food industry in the last couple years, 50 ransomware attacks. What we need to do first is recognize that these cyberattacks are not cyber. They are attacks. They are attacks on our critical infrastructure just like any other attack, and we have to treat we have to defend ourselves and be on offense in the same way. Whats the saying . Once this happens, twice is coincidence, three times is enemy action. I think that was ian fleming. Russia is the common denominator here, on Colonial Pipeline, Criminal Group operating from russia. Jbs, Criminal Group operating from russia. What is believed to be a russian action, solarwinds. While there is a criminal element to this, is this a broader russian attack on the u. S. To destabilize . They successfully kept people from getting gas a couple weeks ago. Now barbecue. That is real life effects. We dont conceive of it this way. These are attacks on civilians, attacks on you and i, our ability to get in the car and drive, to go to the market and buy meat. As you said, theres an offensive action which may be both convert against the russians that we dont know about by the biden administration and the overt things were seeing in terms of the dialogue and questions to get russia to either clean up its act, which it may or may not do, but also to name and shame. Im also really focused on the defensive posture. Im done with the critical structure industries with their handsoff attitude. We saw changes after the Colonial Pipeline. The biden administration did have an Executive Order, but it only addressed the pipelines. We have 15 other critical infrastructure networks, whether its food, transportation, the Electrical Grid, that we need to get regulations behind. The market is not solving this problem. These companies are either paying it or theyre vulnerable and not getting more secure. Im into defense as well in getting these companies to wake up. We dont know if jbs paid a ransom like Colonial Pipeline did. Colonial paid 4. 4 million, saying they were given no other option. My question going forward, is it incentivizing these criminal gangs to hack, because the companies have insurance against the hack . Meaning the criminals know theyre going to get paid. What about the thought of making it illegal to provide that insurance . I think thats where we are and where we need to be. Theres a debate about this and a fair one that these are sort of negligible payoff to protect the system and why should the system go down all the time. I think were at the stage given the Frequency Weve seen and the boldness of these attacks, whether its half of our grid in New England and the east coast, onefifth of our meat supply chain, that we need to prohibit these payments, that the payment of ransomware by these coming is making them more bold, not less bold. Youre essentially supporting a criminal Terrorist Enterprise by paying them. Of course, it gives no transparency to stop them because the companies are doing it under the table. So there are solutions that are not market based. I think thats where we need to be now. These are essentially public entities. Civilians are the victims, and we need to get the kind of regulations that were Talking About in. Its like you pay ransom for hostages makes the next hostage more likely to be taken. These companies are being taken hostage, and their customers. Juliette kayyem, thanks very much. Congressman, thanks for taking the time this morning. Hey, jim. Good to be here. So, infrastructure. Capito is going to meet biden, theyve been working at what seems a good faith effort. Theyre far apart, one, on defining what goes into this . Is it just the hard stuff or is it human capital, but also on the Dollar Figure. The Top Line on the Gop Figure is 928, its 257 Billion in new funding, well below what the Biden Plan is. Is it time for the democrats and the president to move on . I dont think so. I think its still time for us to sit down at the table and keep working until we can get a bipartisan deal done, and i think we can, on the physical infrastructure piece, as you mentioned. Thats where i really see people coming together. The problem Solvers Caucus, weve gotten behind what we call a scope for that physical infrastructure. Were working with a group of senators, bipartisan, on how much should we spend, how much do we need for those Line Items like roads, bridges, tunnels, broadband, water infrastructure, energy and the grid. I think Theres Plenty of i know because im in these meetings, Theres Plenty of agreement there. Obviously weve got to work out the numbers. Im hoping Senator Capito can get there. If not, theres many of us working on other plans. I think we shouldnt give up. I think weve got to keep working at this until we get there. The question, though, is for how long. Can you get to ten republican senators in the senate . If you writ large, democrats and Republicans Cant get ten republicans to investigate an attack on the capitol that threatened democrats and republicans equally on that day, January 6th, if you cant get to that, how do you get to agreement on this . Well, we had about 30 Problem Solver Caucus members In The House get behind that. Listen, on this infrastructure is something, the physical side where democrats and republicans always agree. Where things break down is how are you going to pay for it and whats the scope. Im seeing a lot of progress there. Im not saying we should do this indef indefinitely. Im saying as long as people are willing to sit at the Table And Work through this. I was on the phone with Senator Cassidy last night. I really believe that we should keep working at it. And thats what the country wants us to do. If we get to the point where theres no more conversation to be had, then we move on. I think its really important for the country that we keep trying to work this through. Okay. To your credit, well see where it ends up. I do want to ask you about Voting Rights, but the broader picture of the state of the american democracy. The president said Yesterday Democracy itself is under threat. You hear that from a lot of democratic lawmakers. By the way, you hear republicans who talk about, for instance, Voting Restrictions as being deliberately antidemocratic and unamerican. I wonder if that is true, the way the president frames it, democracy in peril, he says, are congress and the president failing to fix that . Unlike infrastructure, it doesnt seem like voting Rights Act or h. R. 1 has a chance. On January 6th i was in the gallery with a Gas Mask on. Ill tell you, if we dont get to the bottom of that, whether we have to do that alone In The House because republicans refuse to cooperate, weve got to get to the bottom of it and prevent any other attack on our country and democracy. On the Voting Rights piece, its completely undemocratic in some of these states, what texas is doing, arizona, georgia, the moves theyve made to take away peoples rights and make it harder for people to vote is to me totally an unamerican move. I think this is where things like the John Lewis Voting Rights Act work has to go forward. We have to find a path for that, to actually say, which we used to say, if a state wants to try to change Voting Laws and undermine the vote, then the federal government should get involved. This is back to the basics of Voting Protection and democracy in our country. So, believe me, weve got to keep working that and make sure we can get something done there. Thats the narrow path that some have talked about, like a manchin, for instance, saying vra, voting Rights Act, that he would be it doesnt go anywhere without him. Is there a problem Solvers Caucus way forward for this . Do you have republicans on board reliably to pass something like that . This is something we spent a lot of time in the caucus In The House Talking About, on Voting Rights. Obviously, i supported h. R. 1, a larger package In The House that passed thats hit a Brick Wall in the senate. I think we have to figure out what it is that we actually can get done together. Its going to take us working together on this. Im very committed In The House to trying to find a bipartisan solution on this. I think we have to, to the president s point yesterday, in terms of the benefit of our democracy. Weve got to finds a way forward. Im willing to work with my senate colleagues on both sides to find some path to protect the vote. Thats what im committed to. Im optimistic, but i also know this is one where theres such unnecessary and surprising parti partisanship. This is a countryoverparty issue. I want to ask you quickly before we go, you tweeted yesterday youre working in a bipartisan way again to get to the bottom of the origins of covid19. Do you believe, based on what youve seen at this point, that the more credible explanation now for the origin of this virus is that it leaked from a lab rather than the Story China was telling from the beginning of a market or even that the w. H. O. Was telling from the beginning, that thats where it came from. What do you believe today . I certainly dont trust china on this, and i really support what the president is doing in his Executive Order to get to the bottom of this in the intelligence community. I think the country, all those who lost loved ones and all those who were sick deserve answers. Not just for us, of course, but for all those around the world. I think weve got to hold china accountable in any which way they are responsible. I dont think we should rely on the w. H. O. To give us the answers. I think weve got to do our own investigation and get to the bottom of it. If it means holding china accountable and thats the responsible party, then weve got to do that. Reporter when 37yearold Danny tried to board a flight to Queue Aloe Lumpur and on to the united states over a week ago, authorities arrested him. Their efforts to squelch journalism, it kills life, kills freedom, it kills truth. I think they just need to let him go immediately. He has not committed any crime there. Reporter hes the fourth foreign national among the more than 80 journalists who have been arrested since the coup began. Another u. S. Journalist, Nathan Hmong was detained in march when his offices were raided. A Family Friend of nathan told cnn that the Editor And Chief was core toured for two weeks after his arrest. The 44yearold was severely beaten around their heads, burnt on their stomachs, knees and thighs with cigarettes. The Committee To Protect Journalists has described the abuse as unconscionable. Both Danny And Nathan are hold in the notorious insane prison, a monument to brutality, housing more than 10,000 prisoners, of which hundreds are political prisoners. Anna coren, cnn hong con. Rose, let me start with you. You said the moment your son bryan, your other son, bryan, told you danny had been detained, you stopped breathing, that thats what it was like. Have you gotten any update on him since . Were just waiting and going through proper channels. Still waiting to hear how he is and whats going on. Its been 20 days, you talk about him wanting to write whats right. Thats his goal, why he went into journalism, why he went to myanmar. What did he want to accomplish there . I think just telling the story of peoples lives and reporting the ups and downs, sometimes notsoimportant things about their lives or important things about their lives. We all find out there are things that are so important to us, they mean so little to everyone else. I think danny picked up on that and wanted to give people a voice. Our colleague, Anna Coren, just talked about the other american journalist who is also detained there as well. Fa Nay Magt than month, and you got the sense that he thought it was time to get out for good. Danny plays it close to the vest, but i just sensed it was his feeling that Support And Safety for the journalists was really a major question, and it seemed like just the country was closing up, and if it means it stops you from doing your job, and thats what danny wanted to do was his job, it became really difficult. Rose, if id okay, id like to take a moment to talk about your son about who he was, outside the journalist he was, but also the person that he is. You sent us great photos and videos of him. He was coming back, buddy, to surprise you guys and he was going to make it before fathers d day. I guess so. Somehow or other ends up on the couch. Hes one of those couch people. Let me ask you, buddy, i know youve had constructive conversations at the State Department. The fact is they havent had any contact. The Consulate Hasnt had any contact. With anyone from the State Department, the administration is watching now, is there anything more that you want them to do at this point . I honestly believe that our State Department and the embassy, they have the best people on it. I have confidence in this country.
