Today despite all of this, the outcome of the vote really is not in question. Republicans are certain to block it. Despite the fact that the Justice Department has arrested and charged at least 450 people in connection to the riot and five people died as a result. Still, there are not ten republicans who want to choose truth over politics and Donald Trump. Jessica dean is live in Capitol Hill. She is joining us now. Jessica, whats the latest youre hearing there . Well, right now, kate, were just waiting to see how long this process is going to play out. We still have absolutely no indication when that procedural vote on the January 6th commission would happen. And the reason is a totally separate bill, a bipartisan bill that they thought was all worked out that is all aimed at making america more competitive with china is now all gummed up in the process. Because senator Ron Johnson and a few other senators have decided to kind of drag this out. What were now waiting to see, i was just down with Senator Johnson and we were listening to the other Senators Kind of airing their grievances about how this is all playing out. And why they want to prolong the debate on this bipartisan bill. So were waiting to see if if those republicans are going to use some 30 hours of debate that are available to them. How long theyre going to drag this out. Because they still have four votes to Go On china. And then a vote before they can even get to the January 6th commission. So were just waiting to see how long this is going to take. Wup once we queget to that vote, we only know of three republican senators that committed to voting in support of that. That Senator Mitt Romney and senator Lisa Murkowski. The so, again, we are absolutely expecting that to fail to be filibustered and not to move forward. We still have to get to that point. We did hear from Senator M Murkowski yesterday. She said in part to been Senator Mitch Mcconnell who said there doesnt need to be further investigation in this way. She is said to be making a decision for the short term political gain at the expense of understanding and acknowledging what was in front of us January 6th. I think we need to look at that critically s that what this is about . Is everything just one Election Cycle after another . Mcconnell said there doesnt need to be further investigation in this way. There are Law Enforcement investigations. Democrats have charged this is all politics. They simply dont want to be talking about this when the 2022 mid terms roll around as they look to take back majorities in the house and the senate. But again, kate, its a long way before we even get to this procedural vote on January 6th at this point. Were still trying to get through this China Bill which the Majority Leader said he pledged theyre going to get done today. He didnt say anything about the January 6th commission vote. The that was her response to Mitch Mcconnell. What do you say to your former colleagues . The republicans who are facing this Vote Today . Im with lisa on. This i think its far more important to understand and to make sure this doesnt happen again. Yeah, i think republicans in terms of political price, theyre figuring that this wont be remembered as much who voted for the commission, who didnt two years from now. Whether or not that is correct political calculation, the country needs this. And republicans should want it in my view. Senator flake, my colleague vorting that Mitch Mcconnell actually asked other republicans to oppose the commission as a personal favor to him. Chuck hagel, he said this about that last night. If he said it, its shameful. He should not have responsibility or the privilege of being a leader in congress. Do you agree . Well, i i dont agree with the sentiment. This ought to be a personal favor. And no vote on this the Senate Floor ought to be a personal favor to anyone. It ought to be on the merits. This is short term and long term. So i thats highly unusual for Majority Leader to actually ask people as a personal favor to vote for or against something. But on this, i think people ought to vote their conscience. Senator jones, there is a new poll out and it says that majority of americans think the insurrection was an attack on our democracy. But it also says 74 of republicans say that its time to move on. Can they convince folks to vote otherwise . I think the issue though is not necessarily to convince americans. The issue is to put a set of facts out there that a bipartisan commission can agree on. What happened and why . And then it will be up to history to judge and whether or not people are convinced or not. Were living in a very partisan time. There will be a segment of this population that will never believe it one way or another depending on how the facts turn out. But i dont think thats the full point. I think the point is that we need to do this for democracy. We need do this for the congress and the american people to get those facts out there. So that we can also plan down the road. I think thats really very, very important. You know, looking at we got this. This fight now. And then looking at the fight ahead, we saw a true Split Screen last night of republican past and republican present. I want to play It For both of you. Paul ryan speaking out against Donald Trump and Matt Gaetz responding. If the conservative cause depends on one personality or of second rate imitations, then were not going anywhere. As we gather tonight, Paul Ryan is giving a speech in california. Taking advice on Party Building from Paul Ryan would be like taking advice on how to interact with your inlaws for meghan markle. Senator jones, have has the trump, gaetz, and Margie Taylor Greene portion of the party as you see it, has it consumed the republican party at this point . You dont think its consumed the republican party. I really do not believe. That i think its consumed with all due respect, i think its consumed the media more than it has consumed the republican party. I he think you still see a republican party with conservative values that are doing their best to tamp down that rhetoric and see how things can go and move forward. I this i that theyre clearly the loudest voices right now. The loudest voices get the attention of the Social Media and mainstream media like weve seen that happen in the democratic party with some of the voices on the left. So this is going to be some growing pains, i think for the republican party right now. Theyve got to just kind of work through. And unfortunately, they have, you know, at some Point President Trump weighs in and hes got the loudest mega phone available. He weighed in this morning eviscerating Paul Ryan for that speech last night. When you see when he speaks out, obviously Matt Gaetz and Marjorie Taylor Greene, they repeat it. But then you also see the impact at all circles back to what were seeing Senator Flake with the senate right now because Donald Trump, for better or worse, is the reason that republicans are not voting for are going to not support this commission. Because of politics and he is a huge part of it or fear of whats going to come from it. Let me just say Doug Jones is very kind for his description of the republican party. I do believe that most republicans what to get back to parties and ideas, the kind that Paul Ryan described. That subset of a subset of republican voters that vote in primaries and droves still, you know, when they talk about lets move on away from this commission or away from this, what happened in the last he section, we still have in arizona a republican party doing a recount. Too many republicans dont want to move on. I would ask people, i mean republicans, do you want to be the party of Matt Gaetz and Marjorie Taylor Greene or one more of where Paul Ryan is . And the Paul Ryan kind of wing of the party is The One that can grow and actually be a Majority Party in the future. You know, the other party can win a few elections here or there. Until we want to start winning elections, were going to have to, you know, shun this Conspiracy Fringe Element of the party. Thats all there is to it. And that includes the former president. At this hour, an investigation is under way into another major Cyber Attack by russian hackers. Microsoft detected at tack and they say that russian linked group gained access to emails used by the state departments international aid agency. They believe its the same group behind last years solarwinds hack. Just weeks before now, President Biden is set to be meeting with vladimir putin. Well, from the russian point of view, you know, we have come to expect that sort of regular reaction to any allegations looic this and there have been so many over the past several years, theyre sort of saying it has nothing to do with them. The spokesperson for the russian president was asked about this by us earlier today on a Conference Call with reporters. He said, look, i dont know how microsoft got to this conclusion. We want certain questions answered before we respond formally on the substance of the allegation. But he said i dont think that this is going to have any impact on the summit that is planned between President Putin and President Biden. That summit, of course, taking place in Geneva And Switzerland on the 16th of next month. But i mean i think at the very least everyone acknowledge thats this is going to add another issue to the long list of fraud issues up for discussion between the two leaders, between President Biden and President Putin. There is historical issues of hacking then. The fact it is still going on now. Microsoft pointed thought Cyber Attack took place within the last week. It is within the past few days really that activity like this is still being taking place. They mentioned that it was the same group of hackers. They believe theyre responsible for the solarwinds hack, the u. S. Administration has made it clear that it believes because of u. S. Intelligence agencies, thats the russian foreign service secret service, the sbr, that have imposed sanctions about that. This is not an issue that White House is able to avoid response to. Kate . Great point. Matthew, thank you very much. Turning to the tragic shooting in San Jose, california, the shooting at the Rail Yard that killed nine transit workers. Home Land Security is now revealing the killer was deand questioned in 2016 by Customs Officials who found Hate Filled Memos and books on terrorism in his possession. Joining me now is josh campbell. Hes in San Jose. What is the latest there . Yeah, kate, the investigation continues into that shooter. Authorities trying to identify a motive. And after each one of these incidents, officers and then the public want to know were there signs missed . What were learning from our colleague in washington confirming with a official At Department of Home Land security, the shooter in San Jose in 2016 was detained by Customs Officials as he returned from the philippines. During screening of his possessions, they found according to this reporting a book on terrorism. Books on manifestos and a notebook in which he wrote about his hatred for his employer. We dont know if that would have l risen to a level of a threat of Law Enforcement. That is something were asking officials if they received that information for this community. Certainly wanting answers about what transpired here and whether this could have been prevented. Now, of course, as had a investigation into the shooter continues, were, of course, remembering The Victims. As is the rest of the community here. There have been vigiled. There are memorials set up. Were hearing from the Coworker Coworkers of The Victims honoring their memory. Manufacty of you named the employees that were lost. To us at vta, theyre friends and family. And we want to honor their memory. But i was sad inside that some of my Family Members could not feel the warmth that i was able to feel yesterday. Its going to be missed forever. Now as Law Enforcement officers investigate this shooting, they are also working to try to stop the next shooting. I spoke with the top Fbi Act here in the bay area. He previewed a report forthcoming from the fbi, looking at mass shootings since 2000. One key theme in so many of the shootings, kate, is the shooters exhibited multiple Public Warning signs that could have been picked up by others. That is something that Law Enforcement officers are imploring the public. If you see snag is suspicious, they want to hear from you. Of course, they dont want to be seen standing over another Crime Scene like The One behind me. Another incident involving Mass Murder victims. Kate . Josh, thank you very much. We have Breaking News coming in from Capitol Hill. A change in some movement with regard to the vote. Let me get over to our reporter. I know that Chuck Schumer is speaking on the floor. What is happening . Yeah. There is an agreement here to have a vote within the next hour to move ahead with that bill that would create an Outside Commission to investigate the January 6th attack. We have been expecting a vote to happen. But it had been held up because of variety of reasons. There is a fight over a bill dealing with the u. S. Competitiveness with china. What they agreed to is delay action on the China Bill until the first week in june. The week of June 8th. Theyll come back on June 8th and vote on those. Theyll deal with that bill then. But within the next hour, the senate will vote to see whether they would open debate on that bill that would investigate, create this commission to investigate the January 6th attack. Now to move forward on that January 6th bill, it would require 06 60 votes to do. That what we know from the reporting is there are not 60 votes to move ahead. 10 republicans have to break ranks and join 50 democrat to break a republican led filibuster. And this if republicans are successful as expected to filibuster this, it will be the first legislative fill i burster they have done this congress and expect that to be successful effort. We expect a handful of republicans to break ranks, five, six, seven. Getting to ten sun likely. A lot of them are concerned that this commission could undercut the efforts to take back control of congress next year and thats an argument that is taking hold across the conference. Kate . Rob portman of ohio told me yesterday he would probably vote toed aadvance this as well. He was actually not one of the seven republican senators who voted to convict Donald Trump back in the second Impeachment Trial for inciting the january insurrection. He said he would move forward assuming they can make changes how the commission is structured. This is a procedural vote to open debate on It F they were to on debate, they could consider amendments to amend the underlying bill. They first have to get through this first hurdle which is a 60vote threshold. Rob portman said he would be open to supporting it. Probably will. But also others like Bill Cassidy of louisiana, another senator who voted to convict Donald Trump has not ruled out voting in favor of this. Senator Ben Sass has not said one way or another. So there could potentially be six senators, maybe seven senators, Pat Toomey another one to watch here. He has not said one way or the other. Hes been saying for days hes undecided. Getting to the ten votes is the big question, the big hurdle and makes it very unlikely. Ive been Surveying Republicans up and down the conference for the last several days. And its been very clear where they are. That is no. They dont want to begin debate. They want to cut it off now. The theyre with Mitch Mcconnell who contends this commission, even though structured in a bipartisan way, it would be skewed for the democrats and could eventually hurt their message in the midterm elections. We dont have time. We never have enough time. Gut check that. We do not know that to be true. It is bipartisan by nature. Democrats conceded to you will aof the public republican demands for this commission. And it would be independent. I have talked to former republican after former republican who said essentially their question is what are you afraid of now . The truth . Because that is what Chuck Hagel told me is what he wants to say to republican friends. Yeah, look, thats it. The commission would be five commissioners set up by democrats. Five commissioners would be appointed by the republican leaders. And they would have joint subpoena power. They have to issue a report by The End of the year. They have to secretary what happened January 6th. They also vhave to investigate flinsing factors. Donald trump, his supporters storming into this capital. The efforts by some republicans on the House Side to say they can overturn the election on the January 6th day. The some republicans went along with that as well. This would be a months long investigation. Keep this issue in the headline. It would force republicans to respond. Have them to ask questions about whether they accept the Election Results as valid. Put them on the open Sid Side of Donald Trump. All of which Mitch Mcconnell wants nothing to do w he doesnt want a debate over how what happened on January 6th to be dominating this congress, dominating discussions. Heading into the 2022 midterms when they want to take back the house and want to take back the senate. And that is republicans are admitting that. Both publicly and privately the real concern is a political one that it could hurt them. They want to move on. They do say there is another investigation that is happening in the senate, a bipartisan one, that is looking at how what happened on that day, January 6th. But that investigation, kate, much narrower in scope. Why was the capitol not prepared on January 6th . The response that happened on January 6th does not look at the influencing factors whether the republicans say that they dont want to look at here. Manu, stick us with and keep your ear on the vote. In the meantime, were better b. To hear from President Biden in virginia. The White House is set to unveil the first budget, 6 Trillion. A 6 Trillion budget plan. And already it is facing criticism over that pricetag. The president is proposing the most sustained spending in over half a century which could increase the national debt and deficits to record levels. Though neither party if were being honest is concerned about either of these things for years. Lets get perspective from the White House. Joining me now is member of the white House Council of economic advisors. Thank you for being here. On the budgets, The New York Times put it this way. By 2024, debt as a share of the economy would rise to the highest level in american history eclipsing a World War ii era record. Do you want that . Yeah. Im going to get to that in a second. I dont think thats quite the right way to look at this. I think the thing to reflect on, of course, our Budget Numbers are embargoed until later today. I can tell you this. The im reflecting comments the president said yesterday. I think the question to ask yourself, sure, we want to look at big numbers. Anything that starts with a t is going to capture interest. But you have to ask yourself, what are these investments going for . And the president very correctly talked yesterday about generational investments, transformational investments, investments that have a lasting impact on not just pulling forward a robust economic recovery by the way you can see all aurn us now, but getting to the other side of this Duel Health economic crisis and building back beret resilient robust inclusive recovery that invests and Advance Manufacturing and infrastructure that makes us a world player, a World Competer in electric vehicles and advance badry production. Thats what this budget is going to be talking about. And investment fiscally responsible, by the way, youre just talking about the outlay side. You also have to look at the revenue side. A fiscally responsible budget that gets us to the other side of this crisis but finally launches an increase you have recovery. Can you talk about youre talking about recovery. We are hearing and what im hearing pretty much across the board from the administration is optimism. That the country is getting past, getting through and past the pandemic. If america is opening up again, does the country need the emergency economic measures put in place like additional Unemployment Benefits . I want to play for you really quickly, j. P. Morgans Jamie Dimon is getting at this yesterday. People have a lot of money in the particularly thought going back to work but jarrod, are you open to ending the additional Unemployment Support since america is getting back to work . Let me start from where you began. Which is about the on going recovery. And building back the investment. I want to mention regarding the debt point, Interest Rates are very low right now. Theyre expecting to stay low. That means that these investments are affordable in a different interest rate climate. What i want people to ask them is to evaluate the budget. We get to recovery on the other side of of this crossice ice. And the middle class languishes. Experience the floods and storms that come every year or two where we are susceptible to pandemics that are poorly handled. Where we have a Safety Net that lets so many people fall through. Where communities of color are persistently disinvested in. That is not the president s vision. Getting to the other side of the crisis is but part one. What the budget is going to get into is once we get there, how are we going to have a very, very different inclusive equitable recovery from the perspective of families who have language been left behind because too often the Bench Marks in this country are simply gdp in the Stock Market and how folks at the top are doing. Now those are important. Were not dismissing the importance of gdp and we track markets all the time. But if its not reaching the middle class, it is not a biden it is not a biden agenda. Real quick, jarrod, on that point, are you are you open to ending those economic measures like the Unemployment Assistance . The economic measures from the Rescue Plan of which Unemployment Assistance is one, theyre continuing to help this country reopen. What i keep hearing people saying about this is essentially youre driving in a car and youre headed for your destination. Youre getting there faster than we thought. But youre not there yet. So lets get out of the car and sell it. You know, it just doesnt make sense. We are not out of this hole yet. Were still Eight Million jobs down. The Unemployment Rate was 9. 7 . Yes, the Unemployment Roles have come down by half. That is a great accomplishment. Yes, vaccines are in the systems of over half of adults. But there is more work to do yet. Were moving quickly to our destination. Were not going to get out and sell the car before were there. Lets talk about what the cars drive on. Horrible transition. The president s infrastructure push, what do you think of the Counter Offer from republicans . 928 Billion . I think there is a good Faith Negotiation on going. Im i think many americans are happy to see the president engaging in precisely the type of negotiations. However, there are substantial differences remaining. I think what we need to ask our colleagues on the other side of the aisle is about things like fixing the va hospitals, rail, transit, removing lead pipes. These are very important aspects in the president s initial proposal that havent made night this compromise yet. We also have to start talking about pay fors. If youre talking this gets back to the car. If youre talking about getting to the other side of this crisis and repurpose funds, youre talking about taking the funds away from small businesses, away from restaurants a, away from rural businesses. That doesnt look right to us. I think we have work to do. I know were all happy to see good Faith Bargaining on both sides. All right. Youre not giving up yet. All that were watching at this very moment. In the meantime we, were turni to the pandemic. And what a difference one year makes. Here is what florida looked like last memorial day weekend. At the time, the u. S. Was averaging 20,000 cases and 1200 deaths. What followed was a big surge of new coronavirus cases in florida. And all over the country. Now though the country is in a much different place, thankfully. And in florida, officials are expecting a surge of Holiday Weekend visitors. So what does that mean . Is it good news . All good news . Or mix of both . Joining me now is the mayor of miami beach. Good to see you, mayor. I actually looked back at our conversation from essentially one year ago. And at that time you were keeping your beaches closed. You were extremely worried about people traveling in from other places. Surges in Florida In June of 2020 were linked back to this Holiday Weekend. How differently does memorial day feel one year later . Well, were worried about sort of the chaos with the influx of the volume of people were getting. But its much different look when it comes to the virus. Although, i think people have to know the virus is still here. Earlier this week we had one day in my county alone where 24 people succumbed to the virus. It its still here. Most people in my city are vaccinated. A lot of them, of course, are people coming. But more need to be. They need to do that soon. You are concerned about this weekend. Are you more concerned about covid19 or are you more concerned about people getting Out Of Control . Its the Out Of Control, i think, that is most of concern to our residence. And mainly because so many people are coming here. The volume of people that have been coming here is very unprecedented and some who are coming are looking to sort of act out. Maybe they have been cooped up. Theyre not adhering to our ordinances or worse. And that really cant continue which is why were going to have an enormous saturation of Police Officers in my city over this holiday break. I saw that you did want to put a Kerr Fewcurfew in place. What do you fear is going to happen . What would that have helped . Well, listen, i think one of the problems this year and its been before. But really this year and recently has been were one of the few places open. Were also very attractive destination. So simply too many people are coming. Among the folks that are coming are those that want to Brawl Or Speed and worse than that. I thought a curfew would actually at least tamp down some of it. We have a show where were honoring our vets and those that made a sacrifice for our freedoms. I wanted a curfew. Our lawyers said we couldnt do it until there is a problem which i didnt particularly like. But ill follow the as, you know, as im supposed to. But we have a lot of cops out there. Were going to make sure people are abiding by our rules. You know, many times over the past year, we talked about the struggle, the need to keep residents safe and the need to allow tourists back in in order to try to support the economy. How do you weigh that ahead of this weekend . Well, our economy is much broader than just my city. Were a regional if not a state driver. We get 10 Million to 15 Million people. We recognize we have that burden. But at some point when you dont feel like people are safe, there is a lot of clarity in injure decision making. You cant say im going to you know, as the mayor said, the water is fine. You cant say. That you cant not police when you need to. So well police because we need to as has been indicated by the last few months where weve seen really conduct that is unacceptable in any community. Especially mine. Mayor, thank you very much. Were following Breaking News on the Senate Floor. The vote under way right now on whether or not to establish a 9 11 Style Commission to investigate the Riot And Attack on the capitol on January 6th. Let me bring in Manu Raju whos been watching the vote. Any sense yet how the vote is falling . Reporter we know that at least six republicans actually have voted to advance this proposal, the six republicans who have voted in the affirmative, Bill Cassidy of louisiana, Mitt Romney of utah, Susan Collins of maine, Ben Sasse of nebraska, Lisa Murkowski of Ben Sasse from nebraska, Lisa Murkowski from alaska and just now Rob Portman of ohio. What have those five of those six have in common . They voted to convict Donald Trump at his Impeachment Trial. Whether theyre going to be anymore remains to be seen. One of the seven who voted to convict, voted to convict Donald Trump, Richard Burr has already indicated he would vote no on moving forward with this commission and the Magic Number here is ten. Just open debate on this, and that is not expected to happen here. And just moments ago Bill Cassidy who voted to move ahead on this put out a statement saying that his concern is that if they dont move ahead with this, then democrats may move ahead with their own, in his view, more partisan investigation in the house. So why not have an Outside Commission . That is his argument. And the argument that the senate Majority Leader Chuck Schumer just made on the Senate Floor, he was urging republicans to move forward, in his view theyre trying to hide the truth. If our republican Friends Vote against this i would ask them what are you afraid of . The truth . Are you afraid that Donald Trumps Big Lie will be dispelled . Are you afraid that all of the misinformation that is poured out will be rebutted by a bipartisan, down the middle commission . This is about a democracy. This is about the future of our democracy. Reporter and one of the concerns from one of the proponents, republican proponents of this proposal, Mitt Romney, is what Chuck Schumer is voicing there, that republicans would be viewed as trying to hide the truth. Thats what Mitt Romney told me directly but the republican leadership is arguing theyd rather this Go Away, they dont think this is beneficial to them politically, they want this to be litigated on separate matters, not about January 6th, and that is the argument that a lot of republicans are hearing here, they claim its redundant. It would be bipartisan because there are five commissioners who would be selected on each side but nonetheless the republican senators want this essentially to Go Away and theyre poised to make this their first legislative filibuster to defeat this in a matter of moments here but six republicans have broken ranks, five of those six voted to convict Donald Trump, one of those six is open to moving ahead . Will they get ten . Seems highly unlikely right now, kate. I was missing one, romney, Lisa Murkowski, Susan Collins, Ben Sasse, Bill Cassidy, and Rob Portman. Those are the six senators, correct me if im wrong, manu. Reporter thats correct. Who are now a yes on this. Reporter and the vote is still open, too, kate, so potentially well see if others will come forward. Thats exactly right. Lets talk about the reasons behind this. Lisa murkowski, her statement to reporters last i believe it was last night, when asked about kind of why, what she makes of mcconnell and the reporting of Mcconnell Pressuring republicans to vote against, something that a bit of what she said really sticks out in this moment. Is it really what this is all about . Is everything is just one Election Cycle after another, or are we going to acknowledge that as a country, that is based on these principles of democracy, that we hold so dear, one of those is that we have free and fair elections, and we respect the result of those elections and we allow for a peaceful transfer of power. I kind of want those things to endure beyond just one election and thats what this comes down to. I have to say, wasnt it Adam Kinzinger who said it doesnt matter if they try to move on from this and vote against this, its going to be an issue in the election. Thats exactly right. It can either be done by this Outside Commission or it can be done by a democratic led select committee in the house which is what the democrats in the house are considering doing. Of course the republicans will calculate its better politically, they believe, that they can contend that a democraticled House Investigation is a partisan Witch Hunt rather than having to answer questions about an Outside Commission whose partisanship could be essentially unassailable because five members from each side would be picked to move ahead, five and they would have to agree to issue subpoenas and the like. So its easier to cast a democraticled investigation in a more negative light. Thats what a cynic would say. But also, thats what republicans will tell you as well. So theyre saying let the democrats move ahead, were fine, if we get rid of this, take a bad vote now, and worry about litigating this later, but the concern about kinzinger is correct, this will still be an issue that will linger for months and months and months. But i can also tell you, kate, the views among the republicans have just shifted dramatically over whether to have this outside investigation or not, including from Senator John Cornyn who said soon after the attack that he agreed with nancy pelosi, there should be an Outside Commission. He tweeted that, and just this week, i asked him about that tweet, he said, well, democrats have hijacked the political process here, its not exactly clear what he meant by that because this commission bill, which was struck by republicans, and democrats, was negotiated after democrats agreed to have an evenly divided commission, which was what a republican demand was, but ultimately the concern here is the undercutting of the republican messaging going forward, bringing a negative spotlight on everybody from kevin mccarthy, the republican leader, who talked to Donald Trump on January 6th as well as any republican who tried to vote to overturn the Election Results, they dont want to be part of the discussion going forward, its clear what theyre saying both publicly and privately.
