We begin this hour with a cross Roads Moment for Senate Republicans, Donald Trump demands a No Vote on the question of creating a bipartisan January 6th commission. Right now the mother of a dead Capitol Hill Police officer is on Capitol Hill trying to change republicans minds, asking them to defy the former president and choose truth and accountability. And he got caught up in it, and its very sad. This is why im here today. Usually im staying in the background. I couldnt stay quiet anymore. There is power to a mothers grief, but Gladys Sicknick is unlikely to sway enough votes because Mitch Mcconnell is always methodical and rarely emotional. He is no fan of Donald Trump but he wants to be Majority Leader again and he believes keeping trump happy is his best path back to power. So mcconnell will vote against having a bipartisan investigation of the capitol insurrection, and he expects most Senate Republicans to follow the Leader And Vote no as well. Are you concerned about losing ten republicans on the January 6th vote . Are you working your members to vote against it, lobbying them . Ive made my position clear, finally you heard from Leader Mcconnell there, cnn special correspondent Jamie Gangel is here with us. Jamie . Reporter hes taking Arm Twisting what whole new level. According to two republican sources familiar with whats going on, we know that Mitch Mcconnell has been pressuring republican senators to vote against the sJanuary 6th commission, as you said. But we are told that in the last 24 hours that mcconnell has doubled down, started reaching out to particular senators. He was afraid might be wavering, and ask them to vote against the commission. Quote, as a personal favor, john. Jamie, it is not unprecedented, actually happens frequently that a leader asks members of the caucus, democrats and republicans, i need this one, you have to take one for the team but this is not any vote, its not a budget vote, not the somebody get a committee assignment, this is about an attack on the united states government. Right. Exactly right. And im told the senators were really caught by surprise at his using that kind of language, and just how insistent hes been, one republican source said to me, quote, No One can understand why mitch is going to this extreme of asking for a personal favor to kill the commission. The source went on to say, how can you have an attack on the capitol and the republican leader is saying, vote against it . The source ended by saying, it is despicable. And john, our sources are suggesting that Mitch Mcconnell may really have been concerned that mrs. Sicknicks Visits Today would sway some republican senators. When you say he was worried about that, any particular senator she was meeting with, something about her agenda that had him concerned . Reporter let me go through the count, which is interesting, we know that at least 14 republican senators agreed to meet with her. Some offered to have Staff Meet with her. But we heard that, from our sources, 15 declined to meet with her. And another 14, i believe, just would not reply. That means that a majority of the republican conference would not sit down and talk to the mother of Officer Sicknick who died trying to protect them, john. You can vote the way you want to vote in the end, kind of indefensible to not sit down with a Grieving Mother who came all the up there to ask for a few minutes of your time. You tried with the leader there at the top, took him a long time to give you a short answer. Whats the math right now, if you look everything ive looked at, says theres not ten republicans ready to break. Reporter theres not. The republican leaders have been confident for days they have the votes to defeat this. Mitch mcconnell made his case Behind The Scenes telling members that this commission could be politically damaging for the republicans because they believe democrats would use this to help keep their majority in both chambers, hes made that argument privately, and also publicly. That has taken hold of a vast majority of the Southern Conference agreeing with that, including one republican senator who had not said where she would come down until moments ago, Shelley Moore Capito. I asked her if shes going to vote to proceed to legislation. She said no. Her concern is that its become too politicized. Clearly in line with the view of the republican leader so that argument is working and also mrs. Sicknick is meeting with these members, some of them planning to vote no, others like Susan Collins are indicating Theyll Vote yes but shes making her case clearly and speaking in visceral and personal terms about the loss she experienced of her son who defended the capitol on that day, January 6th. She said today i suggest that all congressmen who are voting against this bill, visit my sons grave. But even some republicans she met with, like Senator Ron Johnson of wisconsin, came out with a statement after their meeting and said he will still try to seek the truth, he said, but hes not going to vote for this commission. So it is unlikely to sway senators. I can tell you in talk to the republican Leadership Today they are confident that they will maintain their confidence and probably lose maybe five, six, seven potentially, but they are certain they wont lose ten, which is the Magic Number here, john. We focus too often In Washington on math or can you get this vote or that vote. This is power. I just want to start there. Yeah. Please tell me if you think im wrong but Mitch Mcconnell is no fan of trump, he repudiated him after the insurrection, but hes done the math. Its a 50 50 senate, one thing that might complicate that is an angry Donald Trump. Cutting off fund raising, this is about power, not about the truth. Officer sicknick, the other brave heroes, their legacy, that mother deserves an answer shes not going to get, at least not in the independent commission format. First of all, hes not going to have a happy Donald Trump no matter what. He can acquiesce to what trump wants here but theres going to be Something Else and Something Else after that and Something Else after that. Never learned that lesson. They never learn it and, you know, he is insatiable, Donald Trump, in terms of what he demands and it doesnt matter if Mitch Mcconnell and the republicans bend the knee here, theyre going to do something wrong later so thats one. And youre right, its a lesson they dont learn. Two, ive been washington a long time, john, you and i both have. I have never seen people not and people on Capitol Hill not want a committee. Ive never seen it happen before. Do you know how many investigations there were into benghazi . Ten. There were ten investigations, five in the house. Of those five, one was a select committee. And you know what . As a journalist and as an american, i had no problem with that. I wanted to know more. I wanted to get to the bottom of it. I wanted people with subpoena power, which i dont have, to get answers. I wanted Hillary Clinton to testify, why republicans would not want this in an attack on their own workplace, an attack on the peoples house, is beyond me. But we know the answer, sadly, you know, the evidence before us is pretty overwhelming, they dont want it because they dont want Kevin Mccarthy, the house republican leader, to be in the chair where Hillary Clinton had to sit and answer questions. They do not want the white House Chief of staff, the former president Donald Trump would never come as a witness, he would be one to have, what were you doing . Did you delay the national guard . What did you tell leader mccarthy . Did you really say the rioters seemed to care more about the election. The truth could be damaging politically. One thing thats perplexing to me is that a commission, by its definition, by the way that this bill is structured, would be more bipartisan than what you will likely get if Nancy Pelosi, the house speaker, moves forward with something like a select committee, a select committee puts the power in the hands of democrats, now you can change the way that bills written but you can guarantee democrats are going to have control over who gets subpoenaed, who has to sit In The Hot Seat and thats a bigger problem, or perhaps as equally as bad of a problem for Kevin Mccarthy as a commission ever was going to be. And i think that that is really important to think about, and important for republican senators to think about as they take that vote today. And trump will cause republican dissonance. And some of the other republicans will continue to cause dissonance. Well see what the impact is. Liz cheney voted for the Trump Agenda more than elise stefanik. It doesnt theres never any thats good enough, thank you. You start, when youre walking the halls, like Manu On Capitol Hill, you start looking at, is there any potential. I want to put up on the screen seven republican senators who voted for impeachment. Richard burr is a certain no, he will not support the commission. You have collins who says yes. Let me come up here with this. Collins says yes, romney says yes, he says the perception is republicans dont want the truth. He doesnt believe thats Mcconnells Motivation but he says thats the perception. What do we know about the others . Will we get six or seven, and it will be close, or will we get the two or three traditional breakaways, and this becomes a Traditional Washington The Leader wins . Its a small handful of members. Were still waiting on someone like Pat Toomey who make up his mind. I think that Hes Somebody to maybe keep an eye on but otherwise im counting murkowski, romney, collins, i dont know how you get much beyond that. The democrats are trying to do whatever they can, including listen lastly to the left senator, joe manchin, the democrat in the middle, on other issues that will come up in the weeks ahead saying to republicans why, this is an attack on our capitol, Set Trump aside, lets have the truth. We need to put a stop to this cancer in the republican party. Senate republicans must decide if theyre on the side of truth or on the side of Donald Trumps Big Lie. Its very depressing when Senator Mcconnell came out against this commission, i was with him on January 6th. We were at the socalled secret location. I now how he felt. He was angry and frustrated. Basically, given Everything Theyve asked for and the impediment would have been there and no reason not to now unless you dont want to hear the truth. Joe manchin says that, Lauren Fox, but he also again says hes not willing on other issues as well. The republicans poke him in the eye again and he says hes still not willing to change the filibuster on other issues as well. The democrats can have the votes but theyre short. Exactly. And, i mean, manchins a very interesting player in these discussions about the January 6th commission. Hes been talking privately to collins to bring her along and get her not to block or filibuster with the republican lawmakers this bill, i think that he is sort of trying to play that middle ground, but in some ways, as you said, he stops democrats from passing other important agenda items. They were coworkers, this is being treated initially as a Workplace Violence incident, we also know based on my interview with the sheriff about the weaponry that was used. The suspect had two handguns, 11 magazines, a serious amount of ammunition this suspect brought here Yesterday Morning to conduct that attack. Now our affiliate spoke with both the girlfriend and former exwife of the suspect who also described his history of abusive behavior as far as as well as speaking negatively about his coworkers. So getting insight into his mindset from people that knew him and lastly we know based on my interview with the sheriff why we saw the Bomb Squad here yesterday, why we saw those canines in and around this building, the police found as they were sweeping this building in the Suspects Locker explosive material. Take a listen to what the sheriff told me. Some of our dogs alerted on what was his locker. Inside were precursor things for explosives. And so then there was the fire at his house. It was exactly this type of coronavirus, very bad, caused severe disease, and was limited to 8,100 infections worldwide. Mrs was more limited in 2011, but a cousin of this coronavirus, that can cause severe coronavirus disease. Both of those were found to be traced to bats, and then ultimately there was an Animal Intermediary that fundamentally got it to us as a human host. Sars was a Palm Civit and mrs was the camel. This sarscov2 was likely to have emerged in animals come through to humans in that way. What is happening in this lab in November 2019 in the wuhan institute of virology, it does sound like they were working on this virus because there is this question of people getting sick. Lab members getting sick, about three that actually had to go to the hospital and that is concerning that they were working on this particular virus. It doesnt mean that necessarily the virus was constructed by that lab. It was that they were working on this virus. Thats an important distinction. It doesnt mean that Transparency Isnt needed. It is needed because we needed to know if that if the virus was known about a lot earlier because vaccines could have been developed earlier. Things could have been contained earlier. This is important to know, like President Biden and dr. Fauci said. But its hard to construct a virus, and unleash it to the world. In fact, no virus that ive known of, can you do that. Its a very important point but its also, to your very point about the transparency, maybe you need new global regulations or recommendations for these labs and what they should and should not be doing with existing viruss, the question is how do you get to the bottom of this, and this is a long list of issues between the biden administration, it was the Trump Administration and now the biden administration and the chinese government, between the biden administration and the world health organization, republican Senator Todd young saying this is a test for the government, Donald Trump pulled out, Joe Biden got back in, Todd Young says prove you have credibility. I think its credibility will only be undermined further if they dont if they arent able to persuade the Chinese Communist Party to come up with the data pertaining to this virus, and provide access to some of the chinese nationals who were working on this virus. We could debate the reasons forever but the fact that President Biden has said yes to the Intelligence Community, do this, do it in 90 days, get me the report, he plans to make it public. Yeah. Thats a big challenge. It is a big challenge and its remarkable what has happened the last several weeks, several days, even, for this apparent Change Of Heart from the White House, because as recently as earlier this week, i believe on tuesday, the White House was still deferring, saying President Biden was still deferring to the w. H. O. Investigation and all the sudden on wednesday we get the statement saying he had been reviewing this for a time, he wants our own Intelligence Community to investigate the origins. What i thought was really interesting, and worth following up too, is that the president disclosed sort of the differing opinions, within the Intelligence Community, about, you know about which theory of the origins they think is valid. Intelligence experts said that usually does not happen. The president of the united states does not make differing debates public, why the president did that and what well find out next 90 days will be interesting to watch. You see the pressure from mostly republicans but not all republicans in congress, they for a long time going back to the Trump Administration some have said they believe its a Lab Leak and others have said we should be investigating forcefully and you have to deal with the chinese government, if you want access to now a year plus old records or patients and information, documents, lately some people have played the old trick of political hype on the Origin Tracing of covid19 in the world, Smear Campaign and Blame Shifting are making a comeback. And the Conspiracy Theory of Lab Leak is resurfacing, that is a reminder that President Biden, asking the fbi, asking intelligence agencies, asking public health experts, to knock on the door and say, china, wed like some information, at least The First answer is going to be go away. Exactly. I think one of the challenges was that if you were going to get to the bottom of either of these theories, you needed to get into the lab pretty quickly after covid19 surfaced. Look, ohio gets a C Minus overall when it comes to grading fur, C Plus on bridges, C Minus on dams, d plus on drinking water. The president wants to make the case that even in Red States in spending is essential. He will make the case even in Red States, mayors, governors, republican voters think its important that Washington Help with things like this. Republicans say, mr. President , were listening, but they also say, Joe Biden, trying to appeal to middle class voters in places like the midwest like this, the republicans are saying, his staff, too liberal. The old nickname for Joe Biden is middle class joe, this is something he would normally be for. They may override the president on this, overrule him and thats what i my concerns are with Nancy Pelosi and chuck schumer. And what is basically socialism camouflaged as infrastructure. Back with us, cnns Lauren Fox and sun Min Kim of the Washington Post, the senator making the point that republicans have a counterproposal they think the president should love. Lets take a quick look. Top line numbers, the republicans are saying they have this new 928 Billion proposal, its 56 Billion for airports, 506 Billion for roads and bridges, 22 Billion for wear, those look like big numbers. However if you learn Washington Budget speak and things like baseline. 928 Billion is not really 928 Billion. Right, its the Keyword Baseline were watching. If you compare apples to apples youre comparing 1. 7 trillion to about 257 Billion from the Senate Republicans they laid out this morning. So clearly further apart than it seems because what in terms of new spending, thats how much the Senate Republicans are proposing compared to the White House. And that seems difficult to bridge right now but what we know is that, you know, President Biden and senator Shelley Moore Capito the lead republican negotiator spoke again this morning after republicans had a counteroffer and both sides indicated these negotiations will continue beyond memorial day. That effort is still there even though the actual product seems very hard to reach at this point. So then the question is, how long is the fuse of progressives . Are both up on Capitol Hill, also on the president s staff, also on the president s staff in the White House who say, i get it, mr.
