Policing changes since the end of the obama administration. What did that require . Tell us, what did you think of that . Consent decree is necessary. What happened is the department of justice, the obama administration, when i came into office, they had already begun an investigation and decided that newark needed to be under Consent Decree police department. An tease are things that have been happening around the country and needs to continue. So we had to work with the justice department. We didnt the first thing that worked is we didnt push it away. We werent aggressive in saying we didnt want this Consent Decree. We embraced it and said lets work together and believed that we needed it. That was the first step. We began to change policies and practices by bringing the community and changing use of force policy. Changing policies around stop and frisk, changing policies around deescalation. All of those things are important. We have new policies, over a dozen new policies that created in concert with the community about police behavior, culture, how they should act, all those things are important. So that does work if you have a city, a mayor, a police department, that wants to work alongside of that and realize theyve been doing something wrong for a while and its time to change direction. Listen, we saw a few weeks ago the verdict in the chauvin trial. Steaming from George Floyds murder. This is former president speaking out about the impact of George Floyds murder. Watch this. When George Floyd was murdered and we witnessed it, on phones and televisions and screens and images, it was just the most vivid reminder that the criminal Justice System in this country has never operated in a color blind fashion. And that the consequences for families and communities has been devastating. And when i saw the mobilization primarily led by young people over the last year, it gave me hope. What has given me even more hope is the way in which it wasnt a oneoff but that hope has been translated into action. Is that lasting . Is it going to be lasting, what happened, the events that took place over the last year . The protests, the unrest, the verdict and so on . That depends chiefly on us and the strength of our will and pushing, making sure this is not a moment but a series of things that happened. Because of what took place. All the organizing, the black Lives Matter, growth during this time. And i believe black Lives Matter didnt exist. If that Organizing And Movement didnt take place. Were not at this place. There have been many times when black people have been killed by police on camera in very heinous ways, and we didnt get to this moment. I think the movement caused this moment and it is up to us to push it further, to keep it on the minds of the public that things are wrong and need to be changed. And that begins with George Floyd and policing but all kinds of local and state bills that that are pushed and congress acting and needing to do more than George Floyd policing bill. The senate taking up a key vote on a commission to investigate the deadly January 6th capitol attack. Joining me now is former republican Congressman Charlie Dent and political cnn commentator. Brendan buck is with me as well, former top aide to john boehner. Thank you for joining me. Br brandan, you. Tomorrow senate republicans will likely kill any hope of the January 6th commission. It could be their first filibuster. If that happen, does that mean the party is not willing to defend our democracy . What does it mean . First of all, i think it means the effort that has taken place to whitewash what has happened has been remarkably successful. There is a poll out that shows a majority of republican voters believe that the riot on January 6th was left by left wing agitators trying to make Donald Trump look bad. This is the reality that so many republicans are living in right now. So this actually, in a sad way, is an easy vote for republicans to vote no. The voters are hearing from back home think this is all an effort to take on Donald Trump. It is a party that unfortunately has become held hostage by the base but also a strain of the base, an Antiintellectualism And Antireality that doesnt allow to us look the truth in the face. So this will end up being an easy vote for them because its what republican voters want them to do. But brendan, dont they believe that because their leaders are not telling them the truth . It is this circular logic . They believe it because the president told them and then because the people who are supposed to represent them in washington and supposed to be their leaders are playing into it and not actually standing up. They dont have a Back Bone to tell them the truthful isnt that what leaders are supposed to do . It takes me back to January 6th when Mitch Mcconnell went to the floor and very clearly threw the blame at Donald Trump and said very clearly he is Response Form this. After a number of day, he backed away from it. I think what he saw his members, his conference didnt want to hear that because voters back home didnt want to hear that. At this point theyre basically ignoring it. Republicans like any other politician, they want to get reelected, and basically, all they care about right now are republican voters. And republican voter, primary the requisite for you to be a republican is to support Donald Trump, its an easy vote for you. Charlie, the mother of fallen Capitol Police Officer Brian Sicknick wrote a letter to lawmakers saying in part i suggest that all congressmen and senators who are against this bill visit my Sons Grave at arlington national cemetery, and while there think about what their hurtful decisions will do to those officers who will be there for them going forward. At least 15 senators have agreed to meet with gladys sicknick. As well as Capitol Police Officer harry dunn, and d. C. Metropolitan Police Officer fan known as well. What does it say that heros are having to beg for an investigation . Well, i think mrs. Sicknick has made a powerful presentation. If i were the gop in the senate, i would certainly adopt this commission for the simple reason that theyre better off with a bipartisan independent commission looking at the fax rather than what the democrats will likely do is set up a select committee. It will be very partisan, and these issues will be aired in a way the gop will not like and the gop will have people out front like in that hearing several days ago where they did not put their best foot forward. Talking about tourists visiting the capitol. I think the gop right now is in a bit of a bind. I agree with brendans political analysis where we are. The only thing i would add, while this may be an easy vote for many members, those are the marginal seats. Know that voting against an independent commission like this is perilous for them. And the challenge right now for the republican party the is that the leadership is much more beholden to those in these very safe seats rather than the majority, those in those marginal seats where they cannot simply pander to a base to get reelected. You said you thought you would have to fight your way out of the capitol. What questions do you have about that really horrific day that can only really be answered by a January 6th commission . Yeah. Thanks for having me, don. It was a horrific day. No doubt about it. There is no other way to pain this. This was not tourists. Any attempt to characterize this other than a violent insurrection against our democracy is not telling the truth. We have to make that clear over and over again and not allow people to rewrite history that day. There is a lot of unanswered questions. Why was not there national security . Why intelligence assessments, information broadly available to members of the public, members of congress leading up to the 6th was not properly assessed and translated into security measures that day. Listen, my family came in a couple of days earlier to see me join in the swearing in of the congress. My wife and i decided based on public reporting, based on what we had seen on social media, we decide that had she and my kids would actually fly home early so they were not around for it. We made that decision. We had information to do it. But the police, the national guard, the other authorities did not make the same decision. So we need to know why. This is not just an exercise in the integrity of history. We have to figure out what went wrong. And prevent it from ever happening again. Why are republicans so afraid of that . Well, because its political for them. You have people like Kevin Mccarthy who only wants, this is the only thing he wants. Is to be speaker of the house. Thats it. I honestly believe he doesnt care about health care, infrastructure, combatting the rise of china. Any of those things. He just wants to be speaker. For him, he needs Donald Trump to accomplish that personal mission. So anything that makes Donald Trump look bad or that impugns his colleague on the other side of the aisle for me, he doesnt want to deal with. Its as simple as that. Representative crow, you heard the comments that i just read from federal judge amy berman jackson. He said trumps steady drumbeat of the Big Lie could inspire his supporters to take up arms. Are you concerned that January 6 may not be a oneoff . I am absolutely concerned about that. We know its not a oneoff. Just a little over a month ago we buried another Police Officer. We had another attack on the capitol since January 6. We have a domestic Terror Movement in america that has been enabled, that has been furthered, it has been legitimized my leaders at the highest levels of our country, starting with Donald Trump. Thats the sad reality. If we are not honest about what it is were dealing with, if were not honest about the dangers of that movement, we will not address it in a way that we need to and we will be at risk. This is not just an exercise in history and making sure that the History Books accurately rein reflect on January 6th. We have a current problem we have to address and we have to be honest about it and we have to do what is necessary to keep ourselves safe. Since it looks like this bill doesnt really have a chance in the senate tomorrow, democrats will likely set up a special committee to look into January 6. Do you think leader pelosi should make this bipartisan, maybe get Adam Kinzinger or Liz Cheney involved . Well, first of all, the senate has to take a vote. Im a firm believer that you are sent to washington to take a vote. So i want to see where people stand. Just like the impeachment trial, just like all the other tough votes. We need to see where people stand and hold them accountable, or hopefully the voters will hold them accountable for it. I do think there needs to be a commission of some sort. I havent had the chance to talk with republicans and democrats who have supported the commission. And lets not forget there were 35 republicans who said this is the right thing to do and we need to do it. I think we need to work with them to the extent we can. Were now willing to forward a commission or a committee of some sort. There are answers that we have to get to. We cant just get to the gao investigations, the i. T. Investigation, the things that are going on. Are going on. Well get a lot of information that Way But Congress has a responsibility here too. Always a pleasure, congressman crow. Thank you very much. And since January 6 he has been one of the leading voices using Internet Research to identify the people who stormed the capitol. Good to see you again. So republicans are trying to rewrite the history on January 6th, claiming the people who stormed the capitol were like tourists, never a threat, hugging and kissing officers, that it was left wing agitators who actually did it. But there is Body Camera Footage from d. C. Police officer michael fa fanone, and it shows the truth. Look at this. I got one easy. Aggh you have been studying all the videos and the court filings. Talk about how horrific January 6th was. What are you seeing in the filings and video . And reports . Well, were seeing in text what your viewers just saw in video, which is a rapacious and an appetite for violence translated across that event. There were hundreds of people there intent on doing serious Bodily Harm to the officers there and to the members of congress whom they were protecting. You see officers getting crushed. People hurling abuse at those officers. What is remarkable to me is that anyone could hang the Word Tourism over that. Especially after seeing footage of the kind you just showed. And left wing activists and agitators . I mean, i think the real story here is there is a desire to rewrite history. And unfortunately, unless we get serious public facing investigations, there may be some success at rewriting History Books that our kids have access to. Right now clearly the history has already been rewritten for many in the republican party. You know, other republicans are claiming just a few bad apples are responsible for this attack on our democracy on January 6. But over 400 people, more than 400 people have been charged including a man named Peter Staiger who beat an officer with a flag pole. Heres how he explained the violence. Everybody in there is a disgrace. That entire building is filled with treasonous traitors. Yes. Death is the only remedy for whats in that building. Okay, again, to so there it is with our own eyes and ears. But yet, a few bad apples, hugging and kissing patriots. What else are you learning about the defendants . I think were learning a lot of things about the defendants. Right now the counts keep going up. Were near 450. What is important to realize is that you have different sets of defendants. Some people are just being charged because they were at the capitol. But you have some that are engaging in serious violence and in some cases, serious conspiracy to commit that violence. And now theyre trying to manipulate, as you see, when you see their attorneys appear on television, trying to manipulate the legal system in their favor, trying to make them out as victims, either some of the president s rhetoric or a system that was stacked against them. The former president is denying any responsibility for the people who stormed capitol. What are the rioters saying . Well, for a guy who absolutely loves the glorification of himself by having his name everywhere, you think he would have been thrilled by the capitol insurrection, buzz his name was everywhere. It was on the flags, on the lips of the officers there. He washes his hands of it leaving these peoples lawyers to say, well, they thought they were getting advised by trump to do this. Its true. The last time someone counted like 250 arrests ago, over a dozen defendants said they thought trump was guiding them and telling them what to do. So you have that component. The question of his incitement, too. There is another issue too, which is people close to trump, including some insiders like Roger Stone are really lurking at the margins of this. We know Roger Stones bodyguard went directly from stone to the capitol where they participated in the insurrection. I think theres a lot more that we dont know right now, and its why a commission is so critically important. Those questions, maybe we wont get them answered otherwise. Always a pleasure. Thank you. I want to discuss now with cnns senior Law Enforcement Analyst andrew mccabe, the former Fbi Director of the fbi. He is also the author of the threat, how the fbi protects america in the age of terror and trump. Andrew, good to see you. We enjoy having you on as much as possible. This is a really large Crime Scene and the suspect killed himself. Is there any patterns to Mass Shootings in this country . You know, don, i think there are a couple of things that are common to many, many of these horrific incidents. This has been a finding by the fbi and their research that most mass shooters approach the incident with some sort of underlying grievance. They are angry about a Work Issue or a relationship issue, maybe with a spouse, maybe with a significant other, or maybe even idealogically. So there is that throughline of grievance. There is also a commonality many of these masked shooters between psychological and behavioral issues. Many are challenged by those sorts of things. But the one thing that is common in all of them is their use of highly powerful credibly lethal many times military style weapons. We have to ask ourselves which one of these commonalities can we address Policy And Legislation . Youre not going to legislate youre way out of grievance. Youre not going to legislate yourself out of mental and psychological challenges. But we could if we had the will to do so address the highpowered weapons, but we failed to do so time and time again. This is a 230second Mass Shooting this year, andrew. President biden is releasing this statement, demanding action on guns. I have a solemn duty of yet again ordering the flag to be lowered at halfstaff, just weeks after the Mass Shootings at spas, at a home in rock hill, south carolina, at a fed Ex Facility in indiana. Enough. For Law Enforcement, from a Law Enforcement perspective, andrew, what kind of action could we take that would stop this, that would have any impact . So, don, look, im a gunowner, i carried a begun for 22 years every single day as an Law Enforcement. I am not an envy. But i can tell you there are all kinds of things we can do to make this Country Safer we could get rid of the gun show recall. That is something easy we could do. We could embrace any one of these pieces of education that is advocating for universal background checks. We could give the fbi the amount of time it i can tass to effectively do these background checks. As you know right now they have a very short window of time to conduct the investigation behind an individual background check. And after three days, that purchase can go through, whether or not the check has been done accurately and completely. So there is always kinds of ways we could adjust the laws in this country to better protect our citizens from violence committed by people who have guns but should not have access to them. This was california Governor Gavin Newsom earlier today. There is a sameness to this. That numbness i think we are all feeling. It begs the damn question. What the hell is going on in the united states of america . What is wrong with us . What is wrong that this keeps happening here . In a way that we dont see in any other countries. Its confounding, don. All kinds of surveys indicate that the overwhelming support in this country is for reasonable, rational Gun Control laws, but yet we dont do it. You have to believe it is because a fair section of our leadership, the right Wing Side of the aisle is beholden to the special interests, The Gun Producers and the nra who will not under any circumstances allow legislation like that to go forward. So all of us remain hostage to these special interests. It came from a Cave In Egypt but it was found first in Saudi Arabia A Thousand miles away. It took about five years to find the origin on the sars virus. Rather than using intelligence services, i think we get a lot of spelunkers go into these caves. We ought to give credit to the ones that go into the caves. About 500 times of bats live in the Southeast Asian region. There are millions and millions of bats. And we know this is different from any other virus. And we just havent found the origin yet. Spelunkers . Let me say one other thing. Just last week, a Dog Virus, a coronavirus infected and sickened children in malaysia. So this is continually happening. We have to find the natural source for this. This is not a lab made thing as far as i can tell. It is not related very closely, at least parts of it to any Virus Weve ever seen before. Thats interesting. I never thought of the concept of spelunkers. Yeah, thats how you find out where sars came from. I know some of the people who have donned hazmat outfits, because its dangerous in those caves, filled with all kinds of viruses, go in and look for the origins. Thats what you have to do. You dont have to have people in washington looking at their Computer Screens to figure this out. Youve got to find people on the ground to find the bats that have these viruses. And theyre all over the world in all sorts of species. And thats how you find them. You know, its not just President Biden. A lot of people were dismissive of the Lab Leak Theory after the World Health Organization investigated along with the chinese government and told the world a Lab Leak was extremely unlikely. Was the World Wrong to listen . No, i dont think so. I think it is still extremely unlikely. We dont know that didnt happen. But we certainly dont know it did happen. Let me ask you this. Before we move on. People are thinking that it did happen buzz the workers got sick. We dont know specific will you if they were sick with covid, right . Exactly. I was with to tell you. I was in wuhan in november, 2019. Wuhan just before the outbreak. I got a terrible cold. I came home. I gave it to everybody in my family, and it was the worst cold weve had in ten years. It wasnt covid. Just because you have a serious cold. You know, wuhan is in the heart of the industrial part of china. Its polluted there, and theyve got a lot of colds. Its not a healthy city. There is a lot of stuff in the air in wuhan. It is one of the most polluted places in the world. Then there is this misinformation that was coming out at lightning speed. Much of it from the former pre president himself. Trump and his officials constantly saying the Pandemic Isnt a big deal, it would go away soon, promoting these unproven treatments. You remember the shorthand, hydroxychloroquine. And who can forget this. Watch. Supposing you brought it inside the body. Which you can do through the skin or in some other way and it you said youre going to test that, too. Sounds interesting. And then i see the disinfectant. It knocks it out in a minute. One minute. It doesnt help when you need credibility for things like an investigation into how this all started, does it . No. But, you know, this is a really serious issue because we do have to know the origin of the virus if were going to prepare ourselves for the future. But we have to do the research. And we have to get out there in the field. This kind of debate that tips and clouds the issue, almost prejudges the issue, if you listen to the health officials, theyll still you we dont know the answer. That is the actual answer. The only way to understand what is coming at us, these viruses, we know where a bunch of them came from. Right now with the Dog Virus in malaysia, the eighth time these viruses have entered humans that we know about. We have to prepare ourselves. We have to do the research. So this kind of argument takes the spotlight off the kind of really painstaking research we need to do and puts it into a political realm which is the last place you want sinus to be. You dont want science to be a political football. You want to look at the facts because it is the facts that will save us. This has been a good week for covid. Things are coming down in the u. S. What will that mean in real world impact when it comes to these issues . The real world impact of a bill like this is requiring teachers to teach the fine people on both sides theory. So imagine teaching fine people on both sides of the indian removal act, or the fine people or the fine people on both sides of Slavery And Lynching and jim crow. Or the fine people on both sides of the massacre of 15 Mexican American Men And Boys being shot to death in the middle of the night by texas rangers. Where are the fine people on both sides . The bill also teaches, says the teachers may not be compelled to discuss current events. If they do, they need to strive to explore the topic from diverse and contending perspectives without giving deference to any one perspective. How is a teacher supposed to discuss White Supremacist marches in charlottesville or El Paso in the attack without giving deference to one perspective. Perspective, is that an attempt to both sides, even current events . I dont believe that there are teachers that are going to try terribly it is a difficult topic to approach. How do you do that . One of the things teachers are screaming about right now is, what if i just dont do it . Whats going to happen . Who enforces this and what are the consequences . This is ridiculous. The idea that youll introduce thought Police And Censorship and silencing of students and teachers into texas classrooms, not only is that completely asinine, its also unrealistic. Were not going to be Censoring Teachers and we wont be silencing students. Its ridiculous. I wonder, what is the other side . What is the other side on this . Is the other side that yeah, there was some credence to the indian removal or some credence to, i dont understand what the other perspective is. Can you help me . No, i cant, because i dont have another perspective. It is wrong to enslave people. It is wrong to massacre people. It is wrong to lynch people. It is wrong. And there is absolutely difference.
