At the Moment Infrastructure negotiations appear on the brink of collapse. A white House Counteroffer is still 1 Trillion more than what republicans want to spend. Plus, a Senate Vote on whether to set up a bipartisan commission to investigate the January 6th riots is expected to fail, and republicans appear ready to block it from even being debated with a filibuster. Then a Police Reform Bill that the president wanted on his desk by tomorrow, the Oneyear Anniversary of George Floyds murder, is not finished. And the president s plan for Gun Reform has also stalled as has a sweeping Voting Bill Rights Voting rights bill, which is opposed by all 50 republicans and 1 democrat. For more on this very busy, very consequential week, lets bring in Manu Raju on Capitol Hill. So, whats going to happen this week . Reporter talks about continue but whether they get resolved is another question. As you mentioned, talks have been going on through may to get some bipartisan deals on major issues that were priorities for both parties, but having a hard time narrowing the differences on infrastructure. That being a top Tier Issue on Bidens Agenda but republicans and democrats are so far apart on this issue so far. More than 1 Trillion separates what the republicans have offered compared to the white Houses Counteroffer from friday. Theres a disagreement about what actually how infrastructure is defined and how to pay for it. A lot of the details they sorted out for weeks have not been resolved. Democrats will have to make a decision about whether to try to move on their own and try to essentially circumvent republicans in the senate. Doing that would require all 50 democrats to agree. Theres not any agreement on the democratic side. There are other issues. Like Police Reform. As you mentioned, a huge bill dealing with all the episodes of Police Violence we have seen throughout this country. There have been bipartisan talks going on for weeks and weeks but no resolution, in large part, because of a major sticking point, dealing with this issue of socalled qualified immunity. Democrats are pushing to limit the civil lawsuit protections now afforded to Police Officers. They have tried to cut middle ground with republicans on this issue. They have not been able to find that yet to the May 25th Anniversary in which George Floyds death, yearlong anniversary that Joe Biden hoped a bill would come to his desk is not going to be met. Whether they can get a deal this week before the senate recesses is another question. Theres hope for another bipartisan bill to get done by The End of this week, aimed at trying to make the u. S. More competitive with China Tech Logi logically, including microchips. Thats a major bill that could get through by The End of this week. A whole host of issues including whether to investigate what happened on January 6th by an outside commission is bound to fail as soon as this week when republicans have the votes to block it from even Coming Up for debate. Guys. Manu, stay withes, if you would, because we want to bring in Cnn Political Commentator ana navarro. Manu stribd this as hotbutton issues, as they are, but infrastructure, thats the least hot button, least sexy issue in the world and why cant they agree on that one . Well, you know, im old enough to remember when under the previous administration there was an Infrastructure Week it seemed every week. It became a running joke. It is the age old question. Why is it republicans and democrats cant agree on infrastructure when bridges and potholes and sewer lines are not republican or democratic. They are in both they are for all voters, for all americans. We all use them. Look, i think what manu just laid out, what we all went through, Joe Biden didnt get a honeymoon period. He didnt even get it from his own party. Hes got such a slim margin in the house, in a 50 50 senate. Hes got to be on this constant Tight Rope trying to not lose any democrats, which is not easy when you have folks who are far left and folks who are more conservative democrats or more moderate democrats. At the same time he has to work on getting some republicans involved for some of the procedural matters. It is a very difficult Tight Rope for him to walk. And its looking pretty dangerous. Its a Tight Rope, you know, as ana points out, its not a partisan issue when your roads are crumbling. But its fascinating as we look at where were at today. How much appetite is there among republicans on Capitol Hill to come back to the table with that counteroffer and to try to find middle ground . Do they think its worth it . I think talking to a lot of republicans, theres just not much appetite to go anywhere near 1 Trillion spent on infrastructure. Right now the republican offer is around 600 Billion. Theres talk among some republicans about going up to as high as 800 Billion. As Mitch Mcconnell signaled hes open to. When you talk to a wide variety of republicans, getting anywhere near the 1 Trillion mark makes a lot of them squeamish and signals getting a deal ultimately with this White House will be difficult, unless the White House were to come down dramatically. Even if it were to come down dramatically, there probably still would be large Scale Opposition from a number of members who dont want to go that far. Infrastructure, everyone talks about roads and bridges and the like, but paying for infrastructure has always been the Dividing Line between the two parties and so difficult to resolve in the years past and is proving to be equally vexing at this point. Ultimately the democrats have to make a decision here about whether to continue or whether to try to push it on a separate measure, going through the budget process, trying to circumvent republicans, but doing that has its own problems on the democratic ranks, getting them all On Board. Lets bring in joe kennedy, a Cnn Political Commentator and former democratic congressman from massachusetts. Congressman, great to have you. So, should Joe Biden and democrats take the, as manu just point out, 600 Billion to 800 Billion republican offer on infrastructure and see what they can get done with that or should they go it alone and how would they do that . Alisyn, we need more than 600 Billion in infrastructure. This has been Infrastructure Week in washington for a decade. Its broadly popular across the entire american public and trying to say youre going to fix a four plus trillion dollar infrastructure debt, and thats just roads and bridges and hard infrastructure, with 600 or 800 Billion, thats not near enough. What youre seeing play out, as your guest already articulated, is the fact that republicans cannot, they cannot give Joe Biden a big win on this. That validates his central reason for running. If they give him a win on this, they empower him and democrats to a Midterm Election they think theyre going to win back the house and potentially win back the senate. Theyre not going to give him a big win. Theyre trying to go small and inch up as far as they can to pull off democrats so they cant do a Reconciliation Package afterwards. Thats all youre seeing from republicans. Youve seen biden already cut his offer by 500 Billion to try to get them to someplace to actually meet this need. Thats where we are in this process. I think democrats still need to go big. We to want get your take on Marjorie Taylor greenes latest comments, im not going to play them again, but theyre being normalized by not being addressed. Its starting to normalize this, im going to get in your face, get upset about Things Behavior because it brings attention, as we know, which also can bring in some fundraising dollars. So if we look at where were at with a majorry taylor greene, what changes . It seems the only reaction that you get from the republican party is when Liz Cheney tells the truth about what happened in the election. Let me tell you, im so angry and so disgusted by marjorie greene, i have a hard time responding. There are so many instances when republican leadership, when Kevin Mccarthy has shown enormous, unspeakable coward es, but at no point has it been worse than this . This woman is minimizing the holocaust. How can you possibly, Kevin Mccarthy, Stay Silent while this woman compares wearing a piece of cloth over your mouth to the Gassing And Slaughtering of over 6 Million jews during the holocaust . How can you possibly Stay Silent and not be complicit to the Lunacy And Conspiracy theories. Its worse because its happening during a time as we know theres a huge spike in antisemitic hate crimes. How does she stay in congress . She stays in congress because shes empowered by these forces shes empowered. She raises money, she gets higher Media Profile. Look, her comments are disgusting. She demeans the party, the body, the party, she demeans democracy. But in this moment, shes going to elevated her Media Profile and raise money off it. Its not really directed at Joe Biden, if you think about it, because there is an expectation that hes going to sign a bill once it gets to his desk but the concern is about Police Reform specifically, the George Floyd justice in Policing Act because people here say one of the major things they want is a bill with teeth. They dont want the congress to rush through and send something to the president s desk just for the act of doing it. The other thing i think is important to say, while there is an awareness here in minneapolis and in many other places that people have talked for a year about change since the death of George Floyd, the fact of the matter is, weve had a number of highprofile, questionable, controversial situations where people have died in Police Custody or at the hands of police across the united states with no satisfaction to the families, which is something ben crump, the civil Rights Attorney who spoke here was also a representative of the family. He read some of the names of the people across the country who have died, and he also said this, listen. What is it about a black male running away from the police that is the most dangerous thing in america . Thats what we have to answer because we know that its not lack of training. Its not lack of professionalism. The police can deescalate just fine when they want. Reporter so, that speech was at the rally in march in minneapolis. Tomorrow there will be a candlelight vigil. Also as you said at the top, the family of George Floyd going to the White House to meet with the president on the very same day, the anniversary of the death of George Floyd. Back to you. Joe johns in minneapolis, thank you. Police reform to Gun Reform, after yet another weekend of violence in this country that has left at least 13 people dead and more than 70 others wounded. At least 13 incidents in eight states, all within the span of the last 72 hours. This is part of a rising trend in this country. The Gun Violence archive says there have been 7,500 people, more than 7,500 people shot to death in 2021. That is a 23 jump from the same time last year. My next guest has made it her mission to help end the tragedies resulting from Gun Violence. In 2014 a Stray Bullet Hit her son when he was at a birthday party. Deandre has spoken about what happened at that moment at the Democratic National Convention last year. Take a listen. One shot changed our lives forever. And you hear about it over and over, its heartbreaking for firnts relive it. Not just to relive it, but to see other parents and the pain because we now know the journey that theyre on. I know that journey all too well. When we look at where were at as a country i mean, were seeing this rise in violence. We saw a Real Spike In Gun Sales over the last year as well. And we are seeing what feels like consistent inaction, specifically in washington. A number of people ive spoken with have said, its time to stop looking to washington to help here and to find answers and pass meaningful legislation. And its time to focus at the local level, the state level. Do you see some opportunities there . I absolutely do. We know that we need change in federal legislation. We know we need our congress to step up and go alongside what has been called the strongest Gun Safety Ticket or Gun Safety President in american history. But at the same time, we need things to change in our states. We need to make sure we have Red Flag Laws in place. We need to make sure we are closing the Boyfriend Loophole when it comes to plans that are working with getting illegal guns off the street. This is a collective effort from the federal as well as the local level. What do you think is missing from the conversation at this point . Why do we seem to be stuck . We seem to be stuck you know, i can only i can only speak from the things i see and the things that i have lived, but we seem to be stuck because people are making this a party an issue of party lines. In is about subsafety. This is about a Public Health crisis. Most importantly, its about saving lives. It doesnt matter if youre a democrat or republican. What matters most is in this age, in 2021, No One is exempt from being shot by a gun. When you put it in that perspective, im just curious, in what has become really your lifes work since your son was shot, how have addressing those conversations, where do you find hope in this moment in the conversations that you have . I imagine the hope is want having to talk to yet another mother who has now experienced what you have. No, that is not the hope. Youre very right in saying that. But i find hope in having these conversations with you that the public is listening. I find hope that we had enough strength to go out into the polls in recordbreaking numbers, electing a ticket, not just for our federal level but also on our local levels. Right here in my city of indianapolis, many were elected, so that gives me hope, it gives me hope that, you know, were reactionary so often, but a lot of times when you see these things happen, it does bring a collective unit of families together, politicians together, pastors together, community leaders, to keep going. One thing is for sure, were not giving up and that gives me hope. We do need to keep the conversation going. As we see more violence, as there are rising questions about are more Police Officers needed on the streets. There is cutting of funding. What are Police Officers being tasked to do . He looks relatively calm. There arent any injuries that are visible to at least our first look at it. And hes basically saying hes being treated well and cooperating with the authorities and hes confessing, he says, these are his words, confessing to organizing mass riots. Of course, its because of that that hes so detested by the b authorities. Its the work he did with cofounders of the telegram that was so instrumental in organizing the antigovernment protests last year following elections, president ial elections that were widely penned as being rigged. They also did a lot to expose the brutal tactics the belarus Police Force used and authorities used to crack down on those protests. And so ever since then, hes been nin next ill from his hom country. These are extraordinary measures the authorities have used to bring this dissident back to belarus so they can put him in prison and put him, presumably, on trial as well, alisyn.
