Intelligence report found several researchers at chinas wuhan institute of virologist, a lab in wuhan fell ill in 2019 and had to be hospitalized, a whole month before china reported its first case officially of covid19. The important new detail here, the researchers had to be hospitalized. Thats right. They were severely ill. The trump Administrations State Department in january of this year released a Fact Sheet that said chinese researchers had gotten sick in the fall of 2019. This intelligence they were sick enough to seek Hospital Care shortly before the confirmed outbreak, well, It Add to demands for broader investigation into the origins of the virus and for greater transparency from the chinese government. With the reporting this morning, our natasha and david. Lets start with natasha. The Intelligence Community has believed and continues to believe and have, in their word, low confidence, on the virus precise origin. Does it give them anymore confidence . Yeah, poppy. What we know is that the u. S. Intelligence community has this report that adds another Data Point to the broader picture. Right. The assessment that the director of national intelligence gave to congress last month that the Intelligence Community doesnt know the precise origins of the virus, where it originally broke out, exactly when it originally spread it is still low and it remains to be the case. So this It Adds another question as to whether the pandemic started in a lab, which has become a pretty highly politicized theory, especially after the trump administration. It remains, you know, the case that we still adopt dont have enough evidence to rule it out. Dr. Fauci actually said recently that he is not confident this occurred naturally and the Lab Theory requires more investigation. So it is important to note that we dont know, and neither does the u. S. Intelligence community, for that matter, what the researchers got sick with. Their symptoms were consistent with symptoms of coronavirus but they were consistent with other technical illnesses. Things like the flu, for example. So the Intention Community does not know whether they had covid19 and that is why they had to seek Hospital Care. But, of course, Thats Something that the biden administration and the International Community has said needs more investigation. Yeah. Exactly. Theyre not eliminating it. More open to the Lab Escape Theory than before. David, the china governments typical response is to deny, deny, deny. Thats what theyre doing here. Do they have any evidence to back that denial . That continued a few hours ago, jim. From the Foreign Ministry continuing to deny this considering this to be hype from the u. S. Side of things. This is increasingly becoming one of the most sensitive issues here. Any talk about the origin and linking it to a potential Lab Link doesnt go over well. State mediacoming out with their version of things rebutting it. Considering it to be a complete lie as theyre quoting the director of that lab. But this is something that they have been pushing back against for several months, if not now more than a year. Part that have is because of the image theyre concerned it could portray globally. Not necessarily with western countries but what it could mean for developing countries that have been looking at china and, obviously, china is spreading influence in those countries. And china to counter some of those what we saw in the past few months has even engaged in vabs seen diplomacy. So it means using a lot of their vaccines here meant for the domestic population and shipping them out. Now they portray it as good will. Many are looking as a way to deflect against any potential blame especially when it comes to the origin of the virus. Its something theyll continue to push back against because they believe that science at the core of everything will uncover what the source is. The problem is, the w. H. O. Scientists have said they havent had full access to a lot of data. Yeah. Werent they criticized for being differential to chinese officials . The w. H. O. Throughout this investigation . Thats received. That team has received a lot of criticism. We were in Wuhan January when they made their visit a year after the outbreak. The delay alone causes issues. Youre right, poppy, with regards to how much Influence China has on the w. H. O. Team, there have been questions as to the infighting among the scientists and the concerns that some have had perhaps more influence from china than others. Thats been a growing concern and really it has politicized the entire Field Mission and the results. David, there in china and natasha, thank you. Joining us now is the executive Associate Dean of emory University School of medicine. Juliet kiems, if i can begin with you. Theres been notable movement here from a theory dismissed early on and moouchb, by the way, in the medical community when you hear dr. Fauci say we cant eliminate the Lab Theory but also now intelligence indicating that scientists became ill as early as november of 2019. How significant is that movement there . Are we closer to determining that this whole story about the release of this was not so innocent. Right. I think were getting closer to at least having more Data Points and intelligence to open up a realistic and reasonable investigation into the origins. The origin matters because we dont want it to happen again. It makes a difference if it started in a careless lab or in a market. I think the second thing makes me so mad, and i want to commend Washington Post and Wall Street Journal reporters who went up against a Lot Of Nay Sayers on the stories is time. Time is the only thing you have in the pandemic. Im focussed less on the where than the fact that china seems to have evidence of something was wrong in the lab in november. Four weeks, as we now know, it means a lot in a pandemic. Es officially it could prepare us. You could say former President Trump Wouldnt have done anything. We dont know at this stage. Would we have been better prepared, greater transparency, greater Situational Awareness to get cities and states ready. So the when is the thing that is just inexcusable. Its a great point. Its not just time is money here but time is lives. Right. Because early response, you know, would have made a difference. Yeah. For sure. And dr. Del rio, to you, what also matters about the origin is how do you prevent it from happening again . Even if if the Lab Theory proves out, and were a long way from that, you know, one is to say that something akin to that from increased testing to try to make something more contagious, et. Cetera isnt done again. What are the global laws and rules protecting against them . Well, thats exactly right. Right. We need better global Health Security Framework that actually allows those things not to happen and not to occur, whether its by accident or intention. But more importantly, also, with the increasing, you know we have humans into animals and the changes in the environment, were likely going to see pandemics emerge. Most of them are not going to come from labs. Theyll come from nature. We need to address that. Better surveillance and better Animal Surveillance will be critical in order to avoid future pandemics. Julia, this will be quite a challenge for the biden administration, will it not, if and again its early but its been reopened, right, the debate about where it came from. Major questions about the original story here. What options would it leave the biden administration to respond . A major power in china hiding the real origins and, as you said, the timing of this has Global Kons Kens consequences. I think its an opportunity for the biden administration. As you noted in the run up, china has used vaccines and its help around the world as a form of diplomacy. Vabs seen diplomacy. The united states has been generous or starting to get more generous with vaccines. But i also think if the biden administration can lead an effort to do two things. One, a full accounting, of course, of what happened in china. The second is a reckoning for the w. H. O. I am a fan of the w. H. O. And the u. N. But its sort of passiveness when it came to Chinas Story throughout. It really was harmful and the united states, as a leader at the u. N. , you know, can lead an effort in reforming the w. H. O. To be alless accepting of count narratives and more independent investigator. They can use it as an opportunity and, look, you know, i mean, and to create Governance Systems that allow for more time. In the end, thats what we need most. We need vaccines. We need all sorts of other things. We need time when there are these outbreaks and thats what the biden administration could demand. Dr. Del rio, what is your biggest or are your biggest outstanding questions this morning . Theres a lot of questions, poppy. I think two things what julia said i agree with. Time but we need better international cooperation. China not only in this pandemic but in 2003 with sars, it was slow to open. It was secretive. We need transparency and international collaboration. The reality, the pandemic caused over Three Million deaths globally. If we had better national collaboration at the beginning, i think the trajectory of the pandemic would have been very, very different. I think we need to look forward and see how to prevent it from happening again. What are the Things Draft need to happen to create that independent body that is able to investigate and act rapidly and get over politics in order prevent pandemics. Dr. Del rio, thank you. Julia, thank you. We have a lot ahead this hour. Georgia becomes the latest state to take another look at the election votes. Arizona socalled audit also starts back up today. Is this all a sign of what is to come elsewhere . And National Guard troops left the capitol but months after January Ofth with shortages of Capitol Police, how secure are the grounds . At least 11 people are dead and of the injured in an explosion of Gun Violence across this country this weekend. Is the shooting, the Gun Violence crisis getting worse . Welcomeback. As early as this week, yet another Election Audit based open former president trumps Big Lie that the election was stolen, it could begin in georgias most populated county, Fulton County, it would be the fourth time, fourth four times ballots are reviewed and recounted there, including a Hand Recount all finding no wide spread Voter Fraud. Remember, republican election officials stated the same and yet it continues. A judge said the ballots can be reviewed. Critics calling It Aest with a of taxpayer dollars. Bigger issues there, too. The Big Lie. Diane gallagher is following the details here. I mean, we saw it in a. No basis. It continues and creates a lot of political talking points. So how exactly will these ballots be reviewed . By whom . Yeah. And so, jim, were kind of still waiting for more information on how the audit is going to be conducted. Now the plaintiffs in this case say theyre going deliver their proposal to the judge before may typicalth. We should learn more this week. Theres going to be one key difference between this audit and the socalled audit happening in arizona. That is that the judge has said that due to federal and state law, the ballots have to be remain in the custody of Fulton County. So its likely going to involve Copying And Scanning and taking those copies to their own authors, their own experts who will then look at the ballots. Now this was one of more than two dozen lawsuits filed in the state of georgia after the former president , donald trump, lost the state in the election. Even the president , the former president has continued to say the election was rigged. He actually won the state of georgia. You mentioned there have been audits. Theres been a full recount. There have been investigations. Even the former president s own attorneys admitted that the ri rigged claims he has they dont hold up. Theyve been debunked. Gabriel sterling, an official with the secretary of States Office in georgia, he has said that we spent thousands of hours investigating the exact claim in this lawsuit that there were counterfeit ballots. This is what he had to say about the upcoming audit. The claims are pristine ballots. Ballots inserted theres no evidence for any of that. Our Law Enforcement officers and secretary of State Office spent thousands of hours examining ballots in fulton and other counties trying to track these claims down. So far weve seen nothing give any me merit to it. Reporter its important to point out that no matter what comes of this audit, it cant change the results. Theyve already been long certified. The plaintiffs say its so they know more about what happened in the election and they can know their votes were, indeed, secure. Okay. Diane, thank you for that reporting. Let me bring in democratic georgia State Representative. She announced her candidacy for Georgia Secretary of state. Good to have you, representative. Good morning, poppy. Thank you for having me on. I thought it was interesting to hear current Secretary Of State of Georgias Response to this. He welcomed this what is essentially a fourth recount saying it would bring transparency. He said Fulton County has a long Standing History of Election Mismanagement that has understandably weakened Voters Faith in the system allowing the audit provides another layer of transparency and civic engagement. I think what hes saying is why not if it makes people trust it more. Is he wrong . Well, the Secretary Of State has a history of double speak, which means on one hand, hes saying theres no evidence of Voter Fraud whatsoever. We have done this multiple times. Its going to be a waste of taxpayer dollars. The Election Results are not going to change. On the other hand, he has a history of deflect blame and placing that blame on counties such as fulltop county. Its a dangerous messaging to continue to deflect the blame on Fulton County. We know that local Election Boards had their fair acknowledges but the Secretary Of State should be coming to the table and working with him to correct those challenges. And Fulton County has done that. They made changes so that we ran an efficient election in Fulton County. Now were back to the same space of that same predicated on lies, Underminding The Results of the election with no basis, and were going to see the same results again. No Voter Fraud. You bring up issues Fulton County had in the past. Would you change more . Would you work to change more in the process as fulton counties the running voting there . Do you think theres more work to be done, if youre elected . I think theres more work to be done across sat counties. Its a lot of counties to work with. What were looking at the challenges made last year were in the middle of a public pandemic because we were rolling out voting machines. The reality is all counties all counties face different things but obviously what were dealing with is scored postpop lis, theyll have more challenges. And the reality is the Secretary Of State should have coming to the table the entire time to help with the Election Board Work out whatever challenges theyre facing. We worked closely with our Election Boards to make those improvements, to make sure that elections were run than they have been. I think Theres Plenty of opportunity to build collaborative relationships with Election Boards, including Fulton County. Youre running against Secretary Of State who interestingly garnered a lot of praise, as you know, from your fellow democrats for standing up to the Big Lie. Telling the truth. Refusing to overturn the election. Fiekting for transparency. Pushing back against conspiracy theories. How do you run against that . Because are you saying you dont think he is do you think hes fit for that role . The Secretary Of State upheld the law and i was one of the many georgians who was holding my Breath Waiting to see what was happening. And i breathed a sigh of relief when i saw it followed the law. Where we are different is the Secretary Of State currently supports Senate Bill that tripped him of his own power. He elected to do this job. He has certain responsibilities that come with that job. Instead of fighting against a bill that was predicated on lies, hes now supporting the Senate Bill that dilutes his own responsibilities but makes it harder for people in the state of georgia. Explain to our viewers this is really an important part of the bill. If it passes, it would bark basically allow partisans to take people like the Secretary Of State out of the role of overseeing elections completely. In the middle of an election. Yeah. Exactly. It already renewed the Secretary Of State of chair of being it was some for being able to pass Emergency Ruling last year to address some that came up during the pandemic. The Secretary Of State would no longer be a Voting Member of the board which dilutes the power and responsibility. And the second dangerous provision is the ability for the state to take over local Election Boards up to four local Election Boards at the same time which theoretically theys choose to have a partisan take over of the four Metro Atlanta counties. At the same time in that take over, they would have the ability to remove anybody from the local Election Boards. Final question. If you win and become the next Secretary State of georgia, youll be the first asianamerican and only the sent woman of color to hold that poeps. Sundays, you spoke to stacy abrams about your decision making process. What did she say to you on the front . Stacy is somebody who gave us a vision of who a leader can look like in georgia. I remember when he decided to run for governor. There was question. Weve never a black woman be the governor of the state of georgia and people asked the same questions of who is electable and who is not. Shes proven to us not only is she a leader, shes transformed what Electoral Politics looks like across the entire country. Shes a household name. So stacy said to me sometimes people have to see it before they can envision for it themselves. She showed us in 2018. Georgia State Representative candidate for Secretary Of State. Thank you. Thank you. Ahead next hour, well speak with Adss Secretary of state katie hobbs. Well talk about the socalled audit happening there now. National guard troops are leaving d. C. Now National Guard troops are turning the security back to Capitol Police who were overwhelmed that day. Cred a Cnn Camera Crew captured troops leaving. They leave the democrats and republicans fighting over funding for the Capitol Police Force debating the creation even a commission to investigate the capitol attack. Join me now is the Task Leaded with a review of Capitol Security following january. Thank you for taking the time this morning, general. Good morning. So this week a bipartisan plan to investigate January Ofth will likely be blocked by republican senators. Many of whom called for a commission exactly like this after january. Ill note one here John Cornyn who said in february, tweeted, i should say, i agree with Speaker Nancy pelosi a 9 11type Investigation is called for to help prevent this from happening again. Thats a tweet from John Cornyn in february. That changed now. Have republicans who opposed this fail in their duty to protect the capitol . Let me say this, jim, thank you to the National Guard i spent five weeks in a hotel. In the middle of the night, they were who went accomplished T Mission and went home and did it with honor. You question if dealing with the legislators in the congress and the senate who will oppose the commission, im not quite sure their motive to do it. Its not my area of specialty. But i think the country and as a bill is written, want to know what were the precursory calls of the attack on the capitol. They want to know how did it happen or what might have motivated and the impact of domestic terrorism. Thats direct Lang Wanl from that bill. Yeah. They can get it negotiate and its bipartisan. Im not quite sure what the pushback but it need to be done. By not doing it, are they making the next one more likely to happen . By not investigating the root causes and addressing them . Ill tell you, if we dont investigate this, i dont know what were going investigate. You know what i mean . Its an investigation. It does not change the law and it makes recommendation to the congress and maybe change for the president and the congress to work together on how we monitor domestic terrorism and reassures the fact that were all looking to prevent future attacks like this on the capitol. This has big consequences for our democracy. As weve stated before, the capitol is a target. How to we prevent it from happening again . And the american people want to know the people in washington are actively working together to secure the capitol and secure our democracy. Yeah. An theyre not working together. You mentioned the National Guard. One of your recommendations from the Security Review is for a quick Reaction Force of National Guardsmen and women. Thats running into opposition now. We saw it took hours without a quick Reaction Force in january to get National Guardsmen and women there. What is the consequence of this . Does it make it more likely that Capitol Police get overwhelmed again in circumstances like this . Well, the Capitol Police had the option to call it d. C. Metropolitan as well as other police agencies to schedule events such as known demonstrations that might be happening in collaboration with park place. The scheduled events, that system worked well, as we saw during the president ial speech at the capitol. What were concerned about is the nonotice events that might happen. What happened at the what happened if the capitol is att attacked in the middle of the night. I think thats why we recommended, we have a National Guard present just like we have National Guard Fighter Squad over at Andrews Air Force base and a National Guard and defense batteried in the capitol after 9 11. This is what we do. And theyre ready. Right now, if you follow their schedule, the National Guard wont be able to responsible i in minutes, as we recommended. You have to recall them from the day jobs, in most cases. Yeah. You either have to have the guard standing by or wait for them to mobilize. So here we are four and a half months later, still debating the money, still debating the recommends, the Safety Review made, and, in fact, not just debating but about to blow up a bipartisan commission. It was negotiated if a bipartisan manner. Is the capitol exposed . To scare violence like this going forward . I think the capitol is secure. The capitol is always vulnerable. What do we do to ensure that all branchs of government, you know, there was some things that happened that need to be investigated. Where were was the fbi . Where was Homeland Security . Where was the Secret Service and their Back Ups . There are a lot of questions that need to be answered in the commission. Why did we have such a Failure In Inte in intelligence in, you know, we told the Capitol Police what they needed to do in fixing intelligence. We didnt tell any information to the fbi or Homeland Security. All that needs to come out in the commission. Thats why we need to have the commission. We had a failure of government that date. Thank god the Capitol Police, along with the metropolitan police, were able to secure and keep safe the members in the senate and the house side. Yeah. We got to get this work done because the government did not work that day. It did not. Its questions what happened in the White House that day. Thank you so much for joining us again. Bipartisan negotiations over president Bidens Infrastructure Package are coming to a head. The white Houses Self imposed deadline for progress on the bill is coming up in a matter of days. Bidens team has already reduced the size of the proposal by 550 billion. So its now down to 1. 7 billion. Not though the cuts specifically, jim, that republicans were really looking for. True. And also continuing questions, debate about how to pay for it. Our reporter is live from the White House. Jeff, listen, if you cant come to agreement on a bipartisan proposal to investigate january 6th, i wonder where the negotiations stand right now on this given the gulf between the two sides on a number of issues. Good morning, jim and poppy. Infrastructure is one of those things where there actually bipartisan agreement about the need to do infrastructure but not the need to or how to pay for it or what else should be included. And there is a growing sense of pessimism that there would be a bipartisan deal reached. But this is the week that it could happen. There was that self imposed deadline set by Memorial Day that the white House And Senate republicans wanted to have some type of broad agreement about what an Infrastructure Bill would look like and how it would be paid for. But they are still very far apart. We heard earlier this morning from Transportation Secretary Pete Buttigieg who offered this time line. We really need to get this done this summer which is why we continue to want to see even just in the few days between now and the holiday some real progress if were going to pursue this path. So saying if were going to pursue this path, that means they are considering alternatives, plan b. And that would mean trying to do a democratic only plan through reconciliation that, you know, special rules in the senate to get this through. But a big question if all democrats would come onboard with that as well. But this week is a critical week for infrastructure between the White House much the it is likely Theyll Meet with Law Makers to hammer out a deal before going it alone with democrats, jim and poppy. Well see if they can get it done. Thank you so much for the reporting at the White House.
