John, there is not that significant progress, at least not yet so theyve had these meetings with the republicans, theyve talked about offers and counteroffers and what thats going to Look like, but i think the Bottom Line is, ahead of another meeting with republican Senators Today is they still do not agree on what the top Line Number for an Infrastructure Package should be. They dont even really agree on what infrastructure is, and they also do not agree on how to pay for this infrastructure plan. There are still several problems that have been plaguing them for weeks now that are still present, and the question really of how theyre going to work through this, you know, really remains to be seen because it doesnt appear that these meetings theyve been having have yielded a lot of progress. And, you know, even when you saw several Cabinet Secretaries go up to Capitol Hill the other day to meet with republicans on this it didnt really go anywhere in the sense of heres what we want to Look at, heres the number, heres the exact definition of what we want to keep in this package and so i think theres a lot of hope that the president says he wants to actually have a bipartisan agreement with republicans, but youre also hearing from Progressive Democrats who are urging their democratic leaders to cut Bait And Move on basically because they think that theyre waisting too much time to find common ground with republicans, and they dont think is going to materialize. John, they would like for them to go ahead and Move On and pass the massive infrastructure bill President Biden proposed initially. Huge divisions even this week in where the gop what their gut is, yes, many of them are seeming like theyre in lockstep with the former president but some are splintering off now, and that creates a complicated sort of negotiating partner, but by the same token, shifting your focus to say, okay, well forget bipartisanship, im dealing with the democrats. Its not a completely cohesive party anyway, you saw that happen this week where, you know, the more left wing of the party, the squad has their own principled ideas of where they wont go and follow the leaders and when youre talking about five votes to play with, and staring down a fourth upcoming midterm election season, which usually doesnt break for the president thats in power for their party, thats not a lot of Wiggle Room to play with. They see a clock, a twoyear clock and say lets do as much as we can as fast as we can. Biden skewed expectations because he went so big so fast on the stimulus and had really early success with that bill but entirely on a Party Line Vote and i think that created expectations on the left of, oh, well, maybe this is a different swrb job, and hes going to go bigger than we thought and turns you Joe Biden wants to try to get bipartisan deals done, and that obviously has slowed things down. And so here we are coming up on Memorial Day and theres not obvious progress on a lot of these key bills, the next two weeks are key in the senate. If theres not progress on infrastructure in Senator Capito has not come up on the offer and theres not some agreement on how to pay for the bill i think youre going to see enormous pressure on biden even beyond what were already seeing to just go and be a part of this and jam it through. You say go partisan and jam it through. You see with republican opposition to find the truth about January 6th, with the former President Trump saying thats a Litmus Test for loyalty and republicans go with him. 62 house members, Plus One republican in the Senate Voting against the ainsasian Hate Crimes bill, some of them argue its too much power In Washington, the federal Government Shouldnt make this decision but because of all this abhorrent violence against you can swallow your Principle Or Pride to join this when you see the train leaving the station. And how much does this help as you try to navigate all this, you have a republican party, Joe Biden was Vice President in 2008, 2009 into ten when they were the party of no, they believed that was the way to take the house back in the obama years and they were right, it worked for them that year. Joe bidens political standing, his Approval Rating when enhe started 57 . His Approval Rating right now 54 . If you Look at this hes in a much better place than Donald Trump, much higher but essentially the same polarized world we live in, where youre navigating a line, for trump it was plus or nigh mus 40, for biden Looks like Plus Or Minus 50. Political geeks would say an elastic moment of our times, biden is in that band between basically 45 would be the low end and maybe the high 50s are going to be the high end. Theres just not much give here on the line. People are in their corners. Todays age mid50s is pretty good if you can use it. Can he use it . Thats the thing, right, because trump didnt have the graets numbers but the people who were in his numbers really meant it. Do people feel the same passion about biden in that better number, thats the Big Question going forward. Yeah, and i think biden being in the 50s is fine, its not necessarily the kind of Mandate Hed prefer but given this polarized era were in, its not bad. I think the sort of Danger Zone for biden becomes he doesnt get stuff done and he starts to lose a little bit with the independents who are right now by and large with him, and democrats start squawking more, and he falls below that mendoza line, which is basically 50. I think thats sort of the Danger Zone for him right now. And part of his credibility right now is what were going to get to next, the covid pandemic. Lets walk through the other important numbers here, if you Look at the new cases, if youve been with us the last 14 months, you know this is significant progress, the united states now averaging fewer than 30,000 new infections a day, 29,127 is the average, you saw the Number Yesterday here you see it, its 30,141, significantly down, this is inauguration day, 183,000 plus new infections on that day. We are now on average below 30,000 yesterday, just crossing 30,000, significant progress in the Case Count, that means hospitalizations are down, that means deaths are down. If you Look at the vaccines, this is a decrease the administration does not like, the peak nearly 3. 4 million shots in arms a day, back in april, that has dropped nearly 46 , 1. 8 million yesterday. The administration would like that to stay up a bit higher to get more americans vaccinated. If you Look at it by map, this is percentage of people partially vaccinated, meaning at least one shot. You see maine at 60 . Vermont at 66 . The problem, the issue, the lagging states, if you will, a lot of them down here in the southeast, 33 , mississippi 35 , alabama 38 , georgia you see more problems out in the west as you go across there. Lets Look at it this way. For those who have received at least one dose, 35 of those who have at least one dose are women. 47 are men. Heres another way to Look at it. If you Look at the gold line, that is the percentage of the people of these demographic groups that have at least one dose, the Blue Line is the percentage of the population, for whites getting the first dose of roughly the same percentage there in the population. Among hispanics, the percent getting a first dose trails the percentage in the population, the same among Black Americans, asianamericans getting their first dose at roughly their percentage in the population, if you Look at the last two weeks, you see more latinos, hispanics are getting their doses, you see more asianamericans getting their doses, a Problem Outreach to the black community when it comes to vaccines, now at the white House Briefing they understand this, people see this, they see the overall Case Count is down, theyre hearing that things are getting better, the Surgeon General today saying yes, they are, but it can be easy to Look at the circumstances right now and all of the improvements dr. Walensky laid out, cases, hospitalizations and deaths, and think were out of this pandemic, we dont have to take precautions anymore, were seeing improvements because people have, in fact, gotten vaccinat vaccinated and if we continue on this path, we can sustain the declining cases weve seen. Lets bring in dr. Jessica shepherd, the chief medical officer. Dr. Shepherd, thank you for being with us today, a lot of the numbers are encouraging, a lot of the numbers do show progress, but when you Look at pockets states are behind in rolling out the vaccines, some Dem Graphing groups you have outreach issues with access and overcoming hesitancy. When you Look at the data, what would you say is i Look at that and thats the one thing i worry about. Thats a great question. Looking again at the Press Briefing earlier, Vaccine Hesitancy in the black and brown communities has much more to do with access than actual hesitation of getting the vaccine. You know. In a Covid Vaccine sentiment tracker by it showed that 60 of Black Americans and 62 of latino americans have either been vaccinated or plan to get the vaccine, and just as you said with the doctor, he was Looking at fair and equitable ways of distributing the vaccine in order for us to reach that Herd Immunity of 70 . So were at an interesting moment now, several conversations over the past 14 months at a moment of crisis, things are getting worse and the question is, what should we as individuals do, what should governments tell us to do, what restrictions are good, what restrictions are bad, now things are getting better, the cdc has relaxed, liberalized its Mask Mandates and theres some confusion. Listen to a couple of the president s experts, yes, theres confusion, but thats because this is new, hang in there. You can understand that when people have been following a certain trend for a considerable period of time that it may take time for them to adjust. Not everybody is going to feel like its time to rip off their masks, for 16 months weve been saying its important to wear these masks to protect yourselves. Now were saying its going to be hard to get back to, you know, life as we know it without these masks and were going to do so dipping our toe in the water and having Everybody Move at their own pace. Everybody moving at their own pace also includes something odd, though, you know, lets say in the case of a baseball stadium, theres now allowing full capacity, but the advisory to fans is if youre not vaccinated you should wear a mask, theres nobody to enforce that, its essentially an honor system, right . Exactly. Thats exactly where the concern comes when you have people who have been vaccinated and have followed the rules for so long. We see that that trend in making people wear masks at all times, indoors and outdoors, now taking that away, thats where people become hesitant and wondering, again, what is that honor system, whos there to really find the unvaccinated persons and if theyre wearing a mask or not . So this is going to take time to roll out to get back to what we were precovid, but the numbers have shown, dr. Fauci showed significant amount of studies that have been published in the new England Journal of medicine in the lancet showing the effectiveness of the vaccine but now it comes to how do we live in communities and with Each Other between those that are vaccinated, and unvaccinated . These are things that time will tell, but also taking into account continuing that message of the importance of vaccination. And just to that point, this is less of an issue, less of a question, when more and more americans are vaccinated. In your experience, out in the real world, what works, you talked about the hesitancy, again sometimes it might be access, can you get a van, you know, into an underserved Nation Or Something but sometimes it is hesitancy. In your experience what works when you meet a Persona Brown or black community, saying im not sure if i can trust this vaccine. And this is why representation matters and having people that Look like people in those communities to be able to explain why the hesitancy might be there, and being able to mitigate through those questions that people have in these communities, keeping the message consistent is always important, and always being able to show the proof in the pudding as we say when we saw those studies earlier that were shown, thats really going to help people make those decisions, but also incentivizing communities as well as employers to find ways to allow people to have the access when it comes to getting the vaccine, and not worrying about taking off of work, and recovery. And i think this piece this ceasefire largely came about, and i dont mean this to be critical, less because of what the united states said or did, but really because both hamas and the government of israel concluded that continued Warfare Wasnt serving their interests, hamas made its point, but that it was representing the palestinians, but meanwhile people were getting killed and they couldnt defend them and israel was coming under increasing international criticism and increasing criticism within the united states. Prime Minister Netanyahu could do no wrong in the trump presidency. What is different and why does it matter in the relationship with the biden White House . Well, the president gave him a degree of space, but didnt give him carte blanche. I think what this president is really trying to do is, one, keep the democratic party intact, hes got a large domestic agenda, and there are elements in the democratic party whose enthusiasm for the israeli Prime Minister is, shall we say, muted and also theres a big thing to come, which is called a rant. The united states and Israel Go Biden and neatten netanyahu going far more contentious, both need to keep a Working Relationship with the other. What are your thoughts on the meeting today, south Koreas President is at the White House, North Korea always at the top of the list when it comes to that. I believe you share the view of the president that Donald Trump foolishly gave away too many summits with kim jongun and got nothing for it and that the nuclear program is stronger now than at the end of the obama administration. What reset needs to be done there, like the Middle East its one of The Worlds intractables, is there anything this president can do . No, when we give North Korea a lot of attention, we dont make progress. When we give them no attention, we dont get progress. We can sanction them. Military might is a constant, and dramatically increase the nuclear missile arsenals. The best thing we can hope for is something for something. We may get some limits on the growth of their arsenal, maybe a little bit more transparency about what theyre doing in exchange for a degree of sanctions relief. But we can talk about denuclearization until the cows come home, john, its not going to happen. And the bigger player in the neighborhood, you know this full well, is something that does get a lot of President Bidens attention, he said this in an interview with david brooks, were at a place where the rest of The World is beginning to Look to china. The most devastating comment made after i was elected, wasnt so much about me, but it was by the Prime Minister of ireland, america cant lead, cant get their arms around covid. He views the mission of of his presidency, when it comes to The World stage, of reestablishing, you know, a stronger america because of the threat from china. How . We can become stronger and should become stronger, a smart Immigration Policy would help. Obviously getting covid under control. Thats a massive accomplishment. Getting the economy back on track, improving infrastructure, education, all sorts of ways we can get america more competitive with china. We can have a bigger foreign Aid And Trade policy, something we havent done. But theres one other thing here, we need chinese help if we are going to put any pressure on North Korea. 90 of North Koreas trade goes in and out through china, one of the reasons that we also need to have a dimension of cooperation inside an overall relationship with china that includes large elements of competition. Thats where diplomacy and stay craft will be tested. Can we find ways to cooperate in a context where we compete or even worse.
