The louisiana State Police started investigating this incident as a criminal Matter Night The Incident took place, but Family Members say police told them green had died in a car crash, and a preliminary Incident Report makes no mention of the disturbing actions by Police Officers secretly released in a Body Cam Video of The Incident. It shows the police tasing, punching, and grabbing green before he is left face down moaning on the ground for more than nine minutes. Phil, youre a former Police Officer. Thanks for being with us this morning. Its good to be with you, brianna. Tell us how often does this happen where police reports misrepresent what actually happened . It actually happens with some regularity. When i was a young Police Officer many years ago it was jokingly referred to as creative report writing. Lying is a normal part of policing. I study police crime. Thats crime committed by nonfederal sworn Law Enforcement officers around the country. We see that in almost 7 of the cases where an officer is arrested. Theyre actually charged with a crime of making false reports. They were charged for lying in a report. So its a fairly common occurrence. We see it when we drill down the data that officers are actually caught in lies far more often than that when theyre arrested for other types of crimes. So unfortunately its something we see with regularity. This set of videos weve seen so far involving the case where mr. Green was killed at the hands of Louisiana State troopers is very troubling, but unfortunately nothing surprises me in what ive seen so far. In this case, the e. R. Doctor who received green with injuries that were not consistent with a car accident, he had been tased, he had been beaten, and the doctor noted, quote, does not add up. How common is it that a medical professional is the one contradicting the Police Account . It happens all the time. And the literature in terms of Emergency Medicine talks about this. This is a common thing. Whats interesting here is that the lies were told immediately following The Incident. The troopers involved knew that they had engaged in excessive force, they knew they had killed mr. Green. They immediately started telling lies. The coverup started immediately, and thats very troubling. Another thing to point out here is that weve seen this in my research with highspeed chases where at The End of the chase, officers use excessive force with regularity. They engage in acts of street justice. They gratuitously injure somebody. They want to make it clear to somebody you might want to think twice before you give us a hard time and lead us on a chase again. The other thing about that, i think officers quite often at The End of these chases are amped up and they simply need to calm down and assess the situation, be aware of their surroundings, and effectuate an arrest. But we see it over and over again where they overreact, where they engage in excessive force, where they lie about The Incident, and sometimes where they actually kill someone. In this case a News Organization put out bits of this video. What happens when the video doesnt come to light . Well, it certainly leads to problems in terms of police legitimacy. People dont have faith in their local police departments and State Police agencies because we dont believe them. Theres problems with transparency. Theres problems with accountability. Here i certainly would like to have the opportunity to watch the full 40some minutes of video which the Associated Press reportedly has, but we havent had that opportunity. So far we have to take their word that this all happened at The End of a highspeed chase. We really dont know that. Thats right. As you point out, theres 45 minutes of video. Dozens of courts, republican and democratic judges confirmed this, so now people are taking aim at those judges. If you neuter the courts, who gets the power . Over and over again, this puts the power in the hands of State Legislatures and their partisan legislators, and they would take the power of the secretary of State Or County officials away and gave it to a new board controlled by the legislature. It makes it very risky for the next elections that no matter who wins, partisan figures are going to decide, you know what . They really won. One of the things you hear is why should we give power to unequivocally elected judges to determine our elections. Well, we live in a country under the constitution, and states have constitutions and laws as well, and we rely on judges and courts to make sure things are being run fairly, to make sure politicians of any Party Arent Rigging the rules for their own benefit. The courts were very strong after the election in 2020 to say, you know what . It really was an effective and secure election. We ought not punish those people. We were just showing in arizona whats happening now is this partisan audit in air quote. What youre having is a political party reviewing an election. Is that what were likely to see going forward the more courts are taken out of this .
