Chuck schumer is taking steps to bring the bill to the floor next week. And if it fails, House Speaker Nancy pelosi is warning democrats may go it alone, strongly signaling that she will approve a democraticled House Select Committee if the bipartisan bill fails in the upper chamber. With no commission, many of the biggest questions about the day may go unanswered. At least by this forum. Also this morning, a u. S. Capitol Police Officer on the front lines that horrific day is slamming republican leadership for not supporting the bipartisan commission. This officer anonymously sent a letter saying it represents the views of 40 to 50 of their fellow officers and writing in part, it is inconceivable that some of the members we protect would downplay the events of january the 6th. Lets begin on Capitol Hill with lauren fox. When could we see a vote in the senate on this . Well, the expectation is it could come as soon as next week, poppy. This commission is now on Life Support as it heads to the u. S. Senate. Thats because its looking increasingly unlikely that there will be ten republican senators to back this bill. Without that support, this bill dies in the u. S. Senate and thats exactly what things are starting to look like at this point. Given the fact that there are so many objections in the senate, including, and this is significant, mcconnells objection yesterday, which he announced publicly. Hed been laying the Ground Work for a couple of days with members, educating them behind the scenes trying to explain how he believes some of the efforts were already being undertaken in key senate committees. This list is going to grow of member wore not going to support this bill or who are leaning against supporting the bill right now. You are Hearing A Litany of reasons that republicans have. But i think an important one, and one that is underscoring all of this tension is the fact that republicans know that a commission is going to force them to talk about what happened on January 6th over and over again. That is a political liability moving into 2022. Youve heard some republican senators, including John Thune really acknowledge the fact that this commission would keep January 6th and what happened that day, including the Big Lie and former President Trump in the news for several more months. Just think back to that 9 11 commission report, how highly scrutinized the rollout that that bill had. The rollout that the report had. I think that that is the kind of fanfare that a lot of republicans are very worried about as they look to try to take back the house and the senate in 2022. Thats not to say there arent some members who are going to support this bill. Senator lisa murkowski, senator mitt romney. Both of them had suggested they could back it. But i think its unclear right now if there would be those ten votes and it doesnt seem like they exist at this point. Lauren fox, politics dominate on The Hill as always. Lets keep the conversation going with John Avlon and former republican congressman denver riggleman. Representative don bacon, republican, one of the 35 who voted for this commission, he said last night, democrats, quote, basically gave us what we wanted, including for instance changing the representation on this commission to an even number of republicans and democrats. So what kept more republicans or 83 of them what had them voting against this . Is It Fear of Donald Trump who has called this commission a trap . Yes. Its a political calculation. Im friends with don. Hes a retired Air Force general. Im an Air Force guy. And i know John Katko very well. Hes a dear friend. I had even talked to john before hand. It seemed like they got what they wanted. So i never like to be cautiously optimistic, but i thought theyd get over 30 votes. They did. I thought it could be as high as 50 but didnt get there. This was a political calculation. I find it interesting. I want to say this very quickly. The further this could be pushed out, it may be more detrimental. The issue is if Donald Trump is not going to let this go away, hes going to continue to push the stop the steal theatrics. Were talking about a political calculation on the gop side. We know that President Trump isnt going to let stop the steal go. Youll see these odd challenges like the cyberninjas right down in arizona. Youll see this ridiculous push from Conspiracy Theories from months ago. I think we need an aggregator, a commission to look at all the data. And if i could humbly submit, lets just have two commissions. One commission that says, hey, well look at 1 6 and the other that looks at left and right ideologies and digital polarization, radicalization and violence. If we split up two committees we could push forward something that could work for both parties. I saw your tweet on that. We have a democratic congresswoman on later in the show. Well ask her what she thinks. Quickly before we move on, congressman riggleman, you want to be on this commission. You tweeted as much. Thats what i read in your tweet. So would you subpoena mccarthy . I think i would subpoena anybody where the data led. And thats the thing that i think that scares everyone. I dont think its just mccarthy. Its a lot of people that data leads to very specific places. And i have done it for two decades. Social network analysis, pattern of life. Weve looked at telephony. There are some things you can do that are just factsbased and databased. If youre not afraid of that, the data will exonerate you. If you are afraid, you may not want this to happen. I dont know whats in everybodys hearts but this comes back to data. Yet to have something unbiased and professional. Ive done it for two decades. And thats really where i come from. A note to the constitution. Also a note to integrity. I hope we can have a commission like that. I dont think its going to happen. Im not trying to i doint think its going to happen. The facts might make folks uncomfortable. What did trump do and not do. What did mccarthy say to him . What did he say to mccarthy. John avlon, i wonder, should we be surprised that 83 of republicans voted against this when twothirds of the republican caucus on the night of the violent insurrection still voted to decertify the election, which of course, was the lie that fueled the violent insurrection, right . Is that much of a change from where we were four months ago . There are two low moments in the modern political history of our republic. But i think its significant that 35 republicans bucked house leadership, which was whipping this vote, calling people individually, begging them to back off the idea of an independent bipartisan commission. And they said, no way. This is bigger than your political needs. And your personal fears. Leader mccarthy. And thats exactly the perspective that we need to carry forward In The House in the senate. Mitch mcconnell has laid down the gauntlet. You had people like Mike Rounds who said that he didnt want to sweep this under the rug. Now busy sweeping. But youre going to need 10 to get to filibusterproof majority. But if we cant agree after an attack on our capitol that we need to reason together with a bipartisan commission, when so many arguments being raised are utterly bs as John Katko said on the floor of the house in a speech yesterday, then were in real trouble. Whatever it takes to get to yes as long as it has Subpoena Power and is balanced go for it. This is much bigger than cynical politics and thats the fight we see today. Its not just trump versus truth. Its party over country. Congressman riggleman, i want your response finally to what we heard ohio democratic congressman Tim Ryan say who is one of the leaders on all of this in figuring out what happened. Listen to him. Benghazi, You Guys chased the former Secretary Of State all over the country. Spent millions of dollars. We have people scaling the capitol, hitting the Capitol Police with lead pipes across the head and we cant get bipartisanship what else has to happen in this country . Cops. This is a slap in the face to every Rank And File cop in the United States. If were going to take on china if were going to rebuild the country, if were going to reverse climate change, we need two Political Parties in this country that are both living in reality and you aint one of them. Is he right . I think we do need two viable Political Parties, and i understand the frustration. Listen, the issue that you have when you talk about benghazi, you talk about other commissions, this is why is 1 6 commission so important . People look at this politically. But its so important because data is perishable. If were going to find out the linkages and what radicalized these individuals and stop disinformation flows we have to look at the data on how people were contacting each other. Im frankly a bit embarrassed because looking at this, if we want to be a country of facts and integrity and identifying those dangerous to us inside and outside, we need to understand whats happening within our country. The new York Attorney Generals Office has opened a criminal Tax Probe into the longtime Chief Financial Officer of the Trump Organization, Allen Weisselberg. Thats according to people familiar with the investigation which they say has been going on Into Weisselberg for months. Sources tell cnn that prosecutors are trying to find leverage to convince weisselberg to cooperate with authorities and help Build A case against people higher up in the organization. That might, of course, include the man on the Lefthand Side of the screen. Lets bring in kara scannell. Weisselberg and trump deeply intertwined in the practices of Trump Organization for years. Tell us the significance of prosecutors pushing him, perhaps showing him he has criminal exposure to convince him to cooperate. Morning, jim and poppy. This is definitely a Pressure Campaign here. They are looking into Allen Weisselbergs personal finances, examining the personal benefits he got for working for the Trump Organization. Theres a small unit there that has criminal jurisdiction. One of their focus is taxes. Theyve been digging into this. This probe began because of information they received from Allen Weisselbergs former daughterinlaw jennifer. Shes been cooperating with authorities. She was married to weisselbergs barry, who also worked for the Trump Organization. And they had received a free apartment from the company for years. So this is now all under scrutiny by the new York Attorney Generals Office from that criminal probe, looking at Allen Weisselberg personally. This adds a lot of pressure to him because he is both someone who has been a loyalist to trump for more than 40 years. The Chief Financial Officer of the company. He was one of the people put in charge along with Donald Trumps sons to run the company when Donald Trump became president. Hes certainly someone that knows the ins and outs of that company. Theres pressure on him to cooperate. This investigation, it is still ongoing. Hes not been accused of any wrongdoing. Sh he has cooperated before. He cooperated in the investigation of Michael Cohen which involved questions about how the Trump Organization reimbursed him. He has sat for depositions. He even met with the new York Attorney Generals Office last summer. Now that, as we reported yesterday, they have teamed up with the da on the broader Criminal Investigation into the company. So this certainly adds a lot of pressure here. But hes not been accused of any wrongdoing at this point. Bringing up his cooperation in the Cohen Case is notable. Cohen went to jail, right . And prosecutors are going to prosecute. Kara scannell, thanks very much. This morning, notably, two years after the death of a Black Man in the custody of Louisiana State police, we are just now seeing Body Cam Video of his final moments. And when you watch this, its disturbing. The footage shows Ronald Greene being tased, punched, kicked, dragged by state troopers. Cursed at as well. In that video, greene can be heard apologizing for leading them on a highspeed chase. He says that he was scared. The video shows a very different reality of this encounter from the initial report filed by police in 2019. Ryan young is following all of this for us. Ryan, what happened . When you watch this video, obviously, its very difficult to watch. But lets not forget this main point here. This video was leaked. It took two years for us to get to this point, and we havent seen all 46 minutes of it. We cant independently see how things went down with the officers there on scene. I have to warn you, the video youre about to see is difficult to watch. Im scared reporter Terrifying Pleas from Ronald Greene after a highspeed Chase Tloed a deadly confrontation with Louisiana State police just outside the city Of Monroe in may of 2019. Get up here reporter in Body Cam Video obtained by the associated press, troopers can be seen repeatedly punching greene after dragging him out of his vehicle. Taser, taser, taser. Reporter troopers tased greene multiple times while hes Face Down on the ground, as they attempt to handcuff him. Another trooper can be seen kicking greene. The associated press released three segments of the original video which it says is 46 minutes long. Only two of the Video Clips have audio. Cnn has neither reviewed nor obtained the original video and its unclear what occurred before or in between the Video Clips. The video is being seen by the public for the first time. But the incident took place two years ago. The Body Cam Footage is shocking considering the way the encounter was described in Louisiana State police initial report in 2019. Which says troopers attempted to pull greene over for unspecified Traffic Violation that ended when greene crashed his vehicle. The report also says, quote, greene was taken into custody after resisting arrest and a struggle with troopers. Greene died on the way to the hospital, the report said. At no time on the video can troopers be seen trying to render any medical aid to greene who, according to the associated press, was Face Down and moaning for more than nine minutes. Cnn has reached out to the attorneys for the officers for comment. Lee merritt is an attorney for the Greene Family and spoke to cnn. Its not only what youre seeing but the sounds that go with it. You can hear him screaming and writhing in pain. He says im your brother, please stop. Im sorry. I was just scared. Reporter the Department Of Justice is investigating the incident, and in a statement to cnn, the Louisiana State police says, the premature public release of investigative files and Video Evidence in this case is not authorized and was not obtained through official sources. Lsp is confident in the judicial system and fair review of this incident and continues to offer our full cooperation. Unauthorized release of evidence undermines the investigative process and compromises the fair and impartial outcome for the Greene Family. Lsp employees and the community. Were unable to provide any further information at this time. Greenes mother tells nbc she thinks the Louisiana State police murdered her son. They beat him with the purpose of letting him just die. Something that stands out to me, theres a point in the video if you watch it that greenes on his stomach. And anyone who knows about the policing in terms of being handcuffed, theres a point he seems to turn to see if he can get some breath, some air. At that point you see a Trooper Walk over and put his foot in the middle of his Back And Place him back down. You have to believe that didnt give him any chance to catch a breath after all that happened to him. Lee merritt, the attorney for the family, has told us that one of these officers is out there patrolling the streets even as we speak. And when we talk about transparency, all the time, especially with all these cases, were talking about two years ago that this happened. And the only reason why were talking about it today is because someone decided to release this video. Thats right. Reminds me of that description, the first Police Description in minneapolis in the George Floyd arrest. After the event. Similarly, if not misleading, playing it down ridiculously, to say the least. There are so many cases we see where Police Departments have said one thing and then the next thing this video comes out. Body camera sometimes helps Police Officers. This time, obviously, shedding a light on something we cant believe. Ryan, thank you for that reporting. Lets talk about what ryan just reported and what we all saw with lapd former Lapd Sergeant Cheryl dorsey, author of black and blue, creation of a social advocate. Sergeant dorsey, the fact that this Police Report reflects nothing of what we saw with our own eyes take place. And thats just two minutes of the 46minute video. How does that happen . Well, it happens because great deference is given to a version that a Police Officer gives in an incident, and when an officer kills uts us, there only one version. We see time and time again where officers will manufacture a reason to use force, escalate it to deadly force. Were hearing that mr. Greene made some kind of a infraction, Traffic Violation that precipitated this interaction and then, of course, the goto famous 148 pc, resisting arrest occurred and then ultimately led to his death. And we know all of this not to be true. Theyve been lying from the beginning. They said he died as a result of a traffic accident. Listen, the fish rots from the head. This Police Agency Administration knows exactly what occurred, much like we saw in the case of George Floyd. And they allow these offenders to live to offend again. So do we have to wait for another death before they get this officer off the street . Hes still out there. Sergeant dorsey, tell me about the policing in this case. Police say what proceeded it was he fled arrest but to watch those moments there repeat tasings as we were describing with ryan before, keeping the knee on the back. Not administering medical care when It Appeared that perhaps he needed it. Just what would the Police Procedure be there in this. Is any of this justified . Well, i always say once the handcuff goes on, the person is in custody. Theres no reason to administer any more use of force. But what we see again, time and time again, are officers punishing black folks who run, who dont comply, who dont comply quick enough. All of those are things inherent to police work. People are fearful. People who are doing bad things dont want to go to jail, and so they run, either on foot or in a car. We saw this just the other day in the case of the video released with andrew brown. Right. I mean, look, one of one part of ryans reporting that was so Heart Wrenching is the fact that mr. Greene was left down on the ground, Face Down, moaning for nine minutes. And that there was no evidence of a medical response to him. You just think about nine minutes and you think about George Floyd, right . And you do have the Justice Department now, sergeant dorsey, looking at this, from a civil rights violation standpoint. What can they do in this case . Listen, i dont know what they will do. I mean, we understand that there are kkk infiltrators on these 18,000 Police Departments. Weve heard from the fbi years ago and again most recently that white supremacists, neonazis, folks who just dont like black people, white folks are on these Police Departments and theyre there for one reason, and thats to kill us. Well, its very disappointing that more republicans didnt sign onto this wonderful legislation to get to the bottom of what happened on January 6th and really figure out so that it never happens again. Now whats driving them, i cant say. Certainly seems that they are afraid to find the truth because the truth may be inconvenient for them. I wonder, one of the crucial questions remains, what the president did and said on that day. We know that mccarthy spoke to him. What did the president say or not say to the pentagon . Do you believe President Trump has something to hide . Well, i dont know why he wouldnt want to get to the bottom of what happened and make sure that it never happens again. And the truth will come out one way or another. Its just a matter of whether well do it through this wonderful bipartisan, nonpartisan commission that has the great Gravitas And Ability to get to the bottom of it. We dont want it to be partisan. That was part of the negotiations between the chairman and Ranking Member of homeland security. And it is now completely bipartisan, and there should be no problem with getting to the bottom of what happened. Yeah. One option, which is being discussed is democrats going it alone. If they cant get the ten republican votes in the senate, much as republicans did with the Benghazi Investigation for years. Have you reached that point, do you think, that you would do your own Investigation And Dig as far as and long as you want on your own . No, we havent. We want this to be bipartisan or nonpartisan. And were going to keep fighting to make that happen. Okay. You have been personally working very closely with one of the victims of this. Thats a fallen Capitol Hill officer, Howie Liebengood. He took his own life on january 9th, just three days after the insurrection. And his family is urging congress to act. Im going to quote briefly from their statement. They said we believe a thorough, nonpartisan investigation into the root causes of and the response to the January 6th riot is essential for our nation and moved forward. Howies death was an immediate outgrowth of those events. Tell me how the family views that vote yesterday. How disappointed are they . Well, you grow, they want this to be nonpartisan and they want to move forward so i think they are pleased there was bipartisan support for it. They would have liked to have seen more support. One of the things we can really see, whether our friends across the aisle truly want to back the blue is on Todays Security supplemental. That contains a lot of resources for the Capitol Police. Weve been showing pictures of him on the air as youve been speaking. He looks like a lovely guy. Sorry to see him as one of the victims of this. He really was. He really was. And he had a long history here in the senate. His father was the sergeant at arms at the senate when he was growing up and he and his siblings used to run around and play in the rotunda and in the capitol when they were growing up. Howie was also a Senate Page and he was a 15year veteran of the Capitol Police. So i hope that our friends across the aisle will want to support the Security Supplemental and i hope that Mitch Mcconnell and the republicans in the senate will do the same. Can your republican colleagues truly back the blue if theyre not willing to delve into the causes of January 6th and to working on preventing a repeat . I dont think that they can. We heard from the Capitol Police yesterday that they support the commission and they want to get to the bottom of what happened. They dont appreciate this being swept under the rug and our colleagues saying things like, it was just another day with regular tourists coming to the capitol because that disrespects all the Capitol Police did to protect us that day. They were involved in Handtohand Combat for hours. Many of them are still out, you know, with injuries. Broken back, gouged out eyes, you know, broken bones, injuries that have lasted for months. So we need to show them the respect and thank you and thanks for their sacrifices and all that theyve done for us. Thats what the video showed and captured. Violent attack on those officers. And then i think a lot of whats going to happen this summer is going to predict really where we are as a country. So what our Percent Vaccine Rate is going to be, even among children, and then also, you know, sort of the social norms. I think the longer that this lasts, the longer that were perpetuating cases in transmission, the more likely well need a booster. Dr. Kraft, we had dr. Paul offit on earlier this week who makes The Point, a hopeful one, which i dont mind emphasizing that, yes, 38 of the country fully vaccinated. The number of folks partially vaccinated closer to 50 , i think 60 for adults. But when you add that to the figure of people who were exposed and have some immunity and were not vaccinated, were closer as a country to Herd Immunity than some of those numbers show. Perhaps 50 , 60 . And i just wonder if you subscribe to that view as well. Well, i think that whats happening around us is sort of going to be whats going to tell us whether Herd Immunity is achieved or not. I dont think we really know what Herd Immunity is for this novel coronavirus. We had lots of predictions based on other viruses and infections we know but we dont for sure know. So i think just watching the numbers go down. Is that because its getting warmer and people are outside and transmitting it less or is it due to the fact that weve achieved this level of natural immunity and vaccineinduced immunity thats going to prevent transmission . I want to talk about schools and masks because youve got utah and texas now banning Mask Mandates in schools. Its mandated in my kids school. Im sure jims kids school. Its going to be next year as well for ours. But youve got this fight, which is odd, over it now when the American Academy Of Pediatrics just came out this week and said children should continue wearing masks in public spaces as they have throughout the pandemic, particularly when social Distancing Isnt possible. So i guess i just wonder what you make of the fact that youre going to now have a fight in our schools about this. Yeah, i think for little kids. Right. I think the word that you used as odd is how i feel about this. Im not really sure what the motivation is, what were learning from this. I think we have proven the fact that if we wear a mask, were going to prevent that transmission. If i wear it and im ill, im going to prevent the transmission to you. So when weve talked about easing up on Masking Guidelines for vaccinated people, that makes sense to me, right . So we think that the risk of transmission from a vaccinated person who doesnt have symptoms is negligible. So its confusing to me that, why the masks are coming off in the school. My school also mandates masks for people not vaccinated. Teachers or children. And so it is just a little confusing. Im not sure if its trying to get to The Point where we want normalcy. Is it for the children . Its unclear for me the rationale behind that decision. You can make an argument its flatout negligent, cant you, because kids are not vaccinated yet. We only got authorization for 12 to 15yearolds. Forget folks under 12. Its nuts. I find it very confusing. I completely agree, jim. Im not really sure. In my own school system, our small school, we allowed vaccinated teachers to take off their masks in the last week because of the cdc guidance. However, all children who are none of them are vaccinated, are all wearing masks and its already easing that tension of everyone wearing masks. So im not sure why we cant still have this dichotomy of masks and unmasked until were all vaccinated to just prevent transmission. So it is very confusing.
