This as more cities and companies announce changes to their policies with some doing away entirely with Mask Requirements. Both Cvs And Target said Monday Theyll no longer fully require will no longer require fully vaccinated shoppers to wear masks unless mandated by local leaders. But some states and local leaders, not moving as quickly. New jersey eliminated its Mask Requirement outdoors but kept it in place for indoor public spaces. California also plans to keep its Mask Mandate for indoor activities in place for a month. So far, about 37 of the country is now fully vaccinated. Lets begin with Alexandra Field in Times Square. So New York drops the Mask Requirement tomorrow. A highly anticipated day for one of the places hardest hit by the pandemic early on. What does it mean . Yeah, it really is this major step forward, an absolute turning point. Truly some symbolism. When you look around Times Square, most people are wearing Masks Today as theyre supposed to be. Some are not. Plenty of people who we spoke to said not a lot will change for them personally tomorrow. Let me take you through the new regulations first. What the state is doing, its moving into the cdcs recommendations by saying that if you are fully vaccinated, you do not need to wear a mask anymore. There are exceptions like if you are Riding Public Transportation or in a school. Of course, if you are not vaccinated and runder the Age O 12 as well, you still have to wear your mask. The city taking other steps to ease restrictions. Theyve done away with outdoor dining curfews. Theyll ease some of the capacity restrictions still being am implemented but the most visible sign is the unmasking for many people. We did talk to people out here in Times Square this morning to see whether the new guidelines will really have an impact. Some people who are already walking around without a Mask Say they have felt safe for some time because theyve been vaccinated. They feel that the new guidelines will help to ease the stigma of being unmasked but i also spoke to others who are continuing to wear their mask today. Theyll do the same tomorrow and they say that while they trust the cdc, they just think it is even safer to keep their masks on. Poppy, jim . You can understand that choice for many people. Alexandra field, Thank You. Joining us now, the professor of global Health Law at georgetown. Mr. Gosten, great to have you on this morning. Youve been blistering in your criticism of the new cdc guidelines. Tell us why you think they are a mistake. Well, you know, i mean, first of all, cdc is the envy of the world. Ive worked with cdc for 30 years. In my judgment, this may be one of their most serious errors that the cdc has made because they are a public health agency. Theyre not an agency of individual responsibility and it was entirely foreseeable that the norm of masking and distancing that weve struggled so hard to install in the united states for over a year, including the president of the united states himself, and in just one fell swoop, it eviscerated that norm. You just literally do not know if the person standing next to you in a crowd is vaccinated or unvaccinated. And so i think it was foreseeable, completely, that states, businesses, shops, would be removing their Mask Mandate. And that nobody is going to wear a mask or at least few people will be wearing masks. But we need masks, as an additional layer of protection indoors. Why do you think the cdc did it . Well, i think the Cdcs Inclination was that we need to give a reward for people who are vaccinated. That we need to signal to the public really how safe and effective these vaccines are. And they are. Extraordinarily safe and effective. Currently, i am not overly concerned about the safety of the 37plus percent of the population that is fully vaccinated. My worry is for the 60 who are not or for people who are immunosuppressed. For example, are under Cancer Therapy and even if theyre vaccinated, Cant Mount an immune response and, of course, children are not vaccinated. So we need to protect everybody. Cdc is a public health agency. Its duty is to protect us all. Understood. And i get that. To play Devils Advocate for a moment, a couple of weeks ago when the cdc revised its guidance to give a little more freedom to the fully vaccinated, the criticism at the time was, its not enough of a reward, right . You have to incentivize people more and say heres what awaits you, if youre vaccinated. I just wonder if theres a damned if you do, damned if you dont. If you travel the country, as i and others begin to do, there are whole parts of this country that dumped masks long ago. Yeah, they have. And absolutely right. You know, yes, of course, cdc is under enormous pressure. But i think it was unwise for them to move from complete Caution And Overcaution to abandoning all caution. I think it was really important for cdc to take a strong middle ground. Understood. Lawrence gostin, great to have you. Your perspective is really important in this debate. Thanks a lot. Secretary of state Antony Blinken says this morning the u. S. Is engaged in, quote, quiet but intensive diplomacy in efforts to deescalate the conflict between the israelis and palestinians. This comes as internal pressure to end the violence is growing. President Biden For The First Time in a call with israeli prime Minister Benjamin Netanyahu used his strongest Language Yesterday expressing his support for a ceasefire by both parties. Joining us is cnns Nic Robertson. He remains in israel near the Gaza Border and Jeremy Diamond at the White House. But, nic, lets begin with you. It was a quiet night when it comes to rockets being fired towards israel, but youre saying thats changing now . That has changed. Behind me you can see the fire burning at this agricultural complex on the outskirts of a small village very close to the border with gaza in the southern end of israel. This is the scene of now the most deadly attack by hamas or one of the other groups in gaza. A Mortar And Rocket attack on this location here. Two people were killed and seven were injured. Just over an hour or so ago when rockets or mortars rained in here. As we were driving to get here, twice we had to get out of the car. Once in the town of ashdod where a Rocket Hit an apartment building. We got out of the car because the sirens went off. The intercept system, the iron dome, went up. And ashkelon, the same. So really it was quiet from rockets overnight but today its anything but. The firefighters are in here trying to douse these flames and dampen the situation here. But i think the situation across the whole country is far from dampened. Ive just been hearing israeli jets flying in the sky towards gaza. We know in the West Bank today, palestinian officials have called for a daylong national strike and there have been protests and violent confrontation on the streets of the West Bank and also appear to be in East Jerusalem as well. So, you know, that period of calm last night that this morning gave way to what seems to have been a temporary truce to allow some humanitarian aid to get into gaza. That fell away when a Mortar Round hit an israeli soldier, injuring him slightly at the Border Crossing and since then, the border has been reclosed and rockets are coming. Jeremy, you are at the White House and how the biden administration is dealing with this behind the scenes. Thats what blinken was saying and what psaki said yesterday. And the intense pressure from more Progressive Democrats on the biden administration to do more here. As we understand it, President Biden has still stopped short of demanding a ceasefire in his conversations with netanyahu. Is that right . Thats exactly right. Yesterday, according to this White House read out, the president expressed his support for a ceasefire but then shortly after that, a senior Administration Official told us to be very clear, that the president was not calling for a ceasefire. And there is a difference between those two things. Between saying, hey, look, wed like to see a ceasefire and wed encourage it if it could happen versus the president of the united states very publicly saying there needs to be a ceasefire. Israel and hamas need to come to the table and agree to a cessation of violence in that conflict. And that is because President Biden, so far, has been willing to give israel some space to conduct the operations that they believe they need to conduct in the gaza strip. President Biden Reiterating once again his support for israels right to defend itself in that call with prime minister netanyahu, which was the third call between the two leaders in the last week. Jen psaki, the White House press secretary, and tony blinken talking about this quiet intense diplomacy that they believe is more constructive to bringing an end to this conflict than these more public calls. But theres no question that the pressure is growing on President Biden within his own ranks here among the democrats on capitol hill. H and the latest focus is the 735 Million Arms Deal approved before this conflict began to israel and now democrats are trying to use that democrats on capitol hill, as leverage to try and get the biden administration to put more pressure on israel to stop the violence. The Breaking News just in to cnn, House Minority Leader Kevin Mccarthy says he does not, will not support the bill to establish a biPartisan Commission to investigate the January 6th attack on the u. S. Capitol. So this comes one day before the house is set to vote. Our Lauren Fox joins us with more. How is mccarthy explaining this . Well, this is significant, and i want to set the scene for what has transpired over the last couple of days. On friday you had a deal announced by John Katko and Benny Thompson saying they had struck a deal to create this January 6th commission. And katko has been telling his colleagues there is some Bwiggl Room about whats going to be investigated. The emphasis will be on January 6th but there were some opportunities potntially to explore other areas outside of January 6th and leading up to January 6th. But today you have the top republican saying he actually doesnt support that deal. I want to read to you why he doesnt agree with it. He says given the political misdirections that have marred this process, given the now duplicative and counterproductive nature of this effort and given the speakers Sh Shortsighted Scope that doesnt investigate interrelated political forms of violence in america, i cannot support this legislation. Now there have also been questions in recent days about whether or not mccarthy himself would be asked to testify. Of course, we are a long ways from who exactly would be subpoenaed, who would have to testify. This commission would be made up of five republicans and five democrats, of course, evenly dividing the commission. Of course, there would be a question of whether they could agree to call someone like mccarthy. There are questions and you heard from former republican leadership, Liz Cheney, the number three or former number three republican in house leadership, that she thinks that Kevin Mccarthy should actually have to testify as part of this commission. So a lot of moving pieces. The house is expected to vote on this commission tomorrow. We expect the senate would look at whether they could support it. We expect senate democrats would get behind it but youd need them to get it through the senate. A lot of moving pieces here and questions about what Mccarthys Opposition to this will mean ultimately for the future of this bill in the senate. Four months after that building was attacked by domestic terrorists, no agreement. At least no support from the republican leader there. Lauren fox, thanks so much. Joining me is mike rogers, former chairman of the House Intelligence Committee and cnn national security commentator. Mike, always good to have you on. Listen thanks, jim. This is four months after a domestic Terror Attack on the capitol. On police officers. Threatening members of congress themselves, regardless of party. The republican leader will not support a biPartisan Commission. Whats your reaction . Well, i am i think the real question is, is it going to be whipped tomorrow by the leadership . The leader can come out and say im not for it, but members can vote their conscience. Thats one thing. Having leadership say, this is not our position, theyre going to whip against it, thats a whole other thing. Im going to wait to judge until i see what happens there. Listen, i looked at this as an important step in legislative process which doesnt happen in d. C. Very much anymore. Two wildly different opinions. This started out as a Democrat Speaker Partisan Commission to investigate it. Thats how it started. And so you can see where republicans were very, very skeptical. Representative katko, and Benny Thompson who ive worked with before when i was in congress, who is willing to sit down and be reasonable, came to an agreement on a biPartisan Commission. I thought that was a huge step forward. Well see what happens. I dont know if theres lots of mistrust in washington, d. C. , between the democrats and the republicans. But that was a ray of hope. Id look at this as a pos of it thing. This is the Hand Wringing Thing of any tough vote coming up and maybe cooler heads will prevail. It may. To your point. Even representation and that is in this. Five democrats, five republicans on this commission, but you know the backgrond here. You know the tie to these second Big Lie here. Even in Mccarthys Statement hes talking about, we need to investigate interrelated forms of political violence. Thats another way of saying, this commission also has to be about Antifa Stuff and so on. It has nothing to do with January 6th here. As you heard last week, republican members of congress are calling this a tourist event, right, denying that they were trump supporters. Basically pushing the lie about what happened that day. What does that say to you that the republican leader there referencing that as he opposes this. Well, again, there were certainly violence over the summer and i think we all ought to look at that as a selfreflection in the sense that what caused it, but thats not related necessarily to January 6th. Yeah. To the capitol event. And i agree with that. But we should look at all of the occurrences over the last year. What caused this kind of breakdown in america where people thought that violence was an answer to anything, right . This is the one country where violence never has to happen in political debate because you have that first Amendment Protection and to peacefully assemble and present your views. And so i get that. I get that point, and again, remember this started as a partisan effort so i understand where republicans might be a little bit cautious. But they ought to get in and negotiate a little bit on what it looks like. I would like a narrow Scope Investigation candidly. Id like to know what happened and what went wrong. I dont think Theres Anything wrong with that. And the fact that people thought it was okay to try to disrupt a the electoral college. I want to know what went into that . Was there outside influence . Theres a lot that could be learned that would be really healthy for the country, but it needs to be narrow on both sides. If this is an effort to say, you know, trump was bad and were going to form a commission to tell you trump is bad, we dont need to spend money to do that p. I get that, but forgive me. Law enforcement, fbi, you used to work for them. They identify White Supremacy, the kinds of domestic terrorists involved in that insurrection as the primary Terror Threat to this country, right . The fbi doesnt say, you know, that its an equivalent threat, the other kinds of violence, which was real that you saw in a place like portland. They say this is the primary threat. More so than international terrorism. You were in congress at a time when there was bipartisan agreement to investigate 9 11. People didnt say lets talk about all this other stuff. This was a big, deadly attack. Lets look at it. Why cant republicans in particular say, publicly, by voting for this, this is a problem. We have to zero in on it. You get that point. This is what Law Enforcement says is the primary threat. Can i say one thing . This is where i worry about because White Supremacy is a problem that the fbi has identified. And i worked civil rights violations back when i was an agent to that end. And there are criminal investigations into White Supremacy groups today. Thats different. What happened at the capitol, there may have been that problem but we dont know for sure. Lets have the investigation to find it out. If we go into these things with predisposed political conclusions, we will not we will do a huge disservice to the united states of america. And what we hope is unity at some point around what is a really great nation allowing really great things to happen to all kinds of people in the country. So i worry about these predetermined political conclusions going into these things. So i i dont know mike, forgive me, 400 people have been charged. 400 people have been charged with crimes. Thats not a political conclusion. Its theyve already been charged, right . No, no, but we cant have a commission thats doing an Investigation Look at the 9 11 commission went in to say what happened . What went wrong. They didnt blame anybody. They didnt say it was george Bushs Fault or bill clintons fault. They said we have to go into this finding out what went wrong and what were the underlying conditions and what can we do better. If we do that on this commission, i think it would be invaluable to the united states and all citizens. But if we go in trying to have these and this is what the fight in congress is going to be in the next few days. I want my predetermined political conclusion to be able to be asked in these committees. Well if were doing that, were not doing a service to what needs to happen, which is an honest and fair investigation. Who knows what were going to find. Many people believe they know. But do we know . And my argument is, we ought to know. It helps everybody. Even if its bad for republicans at the end of the day. Fair enough. Its a fair point. I was just sitting there looking at the Voter Registration Database and the Elections Database as well on my computer. What can we do here . I mean, this is tantamount to saying that the pencil sitting on my desk in front of me doesnt exist. Hes also a republican. Youre a republican. What do you say to Arizona State Senate president . Well, i agree completely with recorder richer. I mean, whats happening here is these allegations, which are being made by known partisans, the cyberninjas and other subcontractors are simply not true. And they are making these accusations about good people, elections workers, people who have worked for years in our elections department. They dont have an agenda other than making sure this election is done properly. But theyve made these accusations, and they dont know what theyre talking about. You see this as beyond not knowing what theyre talking about. You have written recently that this is a battle to save our republic. And i think what you are getting at here, bill, is that its not just elected officials who, frankly, know better or should know better. Its voters who really believe it. Like this voter who recently spoke to our colleague kyung lah. Listen. Do you think that Donald Trump won arizona . Yes, i do. I think that Donald Trump won the election. Firm believer. So how do you convince her and so many like her in your state . Well, heres the problem, i think. Unfortunately, a lot of my fellow republicans have done what is easy and not what is right. Its easy to simply feed into this and say, you know, yeah, maybe theres something at issue here. Maybe the election really didnt turn out the way that they are saying that it did. But what were focused on in Maricopa County is doing what is right. And we have looked at this. Like i mentioned in the clip you have there. Weve looked at everything. We asked all the tough questions and the reality is that gop Joe Biden won Maricopa County. But weve got to start speaking truth to folks. We have to say these are the results. This has gone through the courts over and over again and been relitigated. So what we need to do now is accept that and start to move forward as republicans. Start to make the case for why we should be elected in 2022. But unfortunately, were hung up in 2020 right now. Youve talked about the danger to the country and Liz Cheney thinks something like the insurrection on January 6th could happen again, real violence and people killed. How do you know its not too late to prevent that again, right . How do you get more voices on your side in this . So heres what i think. I think that there are many republican elected officials who feel like we did that they havent spoken up yet. And i give credit to Liz Cheney for speaking up. And i think its saying to other republican elected officials, its okay to speak the truth. Im so proud of all the elected officials in Maricopa County, mainly republicans, who stood behind us yesterday supporting us, supporting the elections officials. But if No One is speaking up, then this will be accepted. And then our democracy will be in peril. I dont say those words lightly, but thats where we are at now. Well, lets Hope Something changes. Arizona is also seeing a huge increase of attempted crossings into the u. S. But these are a different group of migrants trying to get into the country in a different way. I recently joined Border Patrol agents on tracking operations along the arizona mexico border. What we found there is coming up next. I had the nightmare again maxine. Theres a second surge in a different part of the border in arizona with a different kind of migrant. The bulk of encounters there are not families but individuals attempting to cross high mountain passes, often using militarystyle tactics. And they are overwhelming Border Patrol agents. We got exclusive access to Air And Ground operations by the u. S. Border Patrol Tucson Sector and witnessed a growing, hardfought and highly technical game of Cat And Mouse between the agents and the migrants. Due south of tucson, arizona, one of the most treacherous stretches of the u. S. mexico border. 262 miles of hot, dry, often mountainous terrain. And yet, more and more migrants are still coming north. Encounters in this sector are up more than 150 from last year. Detections by the Border Patrols drones monitoring the area from up high have tripled. And migrants and smugglers are using new militarystyle tactics to avoid capture. We joined agents from the u. S. Border Patrol Tucson Sector on operations tracking and apprehending migrants from mexico, central and south america. It is a challenging, highly technical and sometimes dangerous effort. Encompassing helicopter patrols, Unmanned Aerial Surveillance and Border Patrol agents on foot. Atvs and horseback. Our chopper piloted by agent alexis clark, gets a Radio Alert of migrants spotted attempting to cross a rocky ridgeline several thousand feet high. On foot, agents track the group searching for signs of disturbed ground. In the sky, our pilot circles the area to spot them from above. A group of two under a tree from the air is tough. So, you know, we have to look for that variation in clothing, a foot sticking out. Some movement. Just a good eye from an Air Crew just spot something that doesnt look right. Reporter within minutes, success. Agents discover a Group Of Five men Hidie Ing under a tree and detain them. One of the biggest challenges in patrolling this part of the border is migrants coming here, they dont want to be caught. Theyre not giving themselves up to get into the legal system in the u. S. Theyre trying to cross on their own, avoid Border Patrol along the way. So a lot of times when theyre spotted, they dont give themselves up. They run and that makes the job of Border Patrol agents that much tougher. These are not families and unaccompanied children. Border patrol says 85 who cross here are single adults, some with criminal records. The crossings now resemble military operations. Migrants wear camouflage.
