Right near the gaza border. We appreciate your reporting very much. Back here in the United States. Majority of democratic u. S. Senators are now calling on hamas and israels military to reach a Ceasefire Agreement right away. In a joint statement, first obtained by cnn, they write, to prevent any civilian loss and prevent any further escalation of conflict in israel and the palestinian territories, we urge an immediate ceasefire. Were on Capitol Hill. What is different here, right, is that you have democrats in effect putting pressure on the biden administration to put more pressure on israel here to pull back in addition to hamas and the palestinians. No question about it. And that letter is also interesting because it represents a real Cross Section of the senate democratic caucus. You have people as liberal as elizabeth Warren And Bernie sanders from vermont who caucuses with democrats but also more moderate members like mark warner, senator angous king, another independent. More moderate members of the democratic caucus all making that call and urging for a ceasefire and in effect putting pressure on the biden administration. Were starting to see some republicans also make that call as well in this one statement that came out Last Night, the first bipartisan statement that we know of, two key members in the senate foreign Relations Committee Todd young and senator Chris Murphy also making a similar case. They said both sides must recognize thAt Too many lives have been lost and must not escalate the conflict further. Were encouraged by reports that parties are exploring a ceasefire. We hope thAt The ceasefire can be reached quickly and that additional steps can be taken to preserve the future. All this leading to questions about how the biden administration respond, whAt The president will do and undoubtedly these calls will only ratchet up if no ceasefire is eventually reached. Manu raju, well see what effect that pressure has. President biden facing pressure to take action and end the violence, engage with israelis and palestinians here to reach some sort of ceasefire and soon. Lets go to the white house. Well, thats the question and whether or not as manu just indicated, whether that pressure on Capitol Hill as well as pressure from elsewhere in the world is going to have an effect on the administration. Theyve had a relatively muted stance so far. The Secretary Of State in copenhagen this morning said well, we will support the party should they seek to seek a ceasefire. The United States should introduce a Ceasefire Resolution At The united nations. The house also says the United States ought to convene arab representatives to put pressure on hamas. The administration clearly does not want to pressure israel to a significant extent At The moment. But how tenable that stance is going to be, the longer this crisis plays out is a way open question. And the administration says its working behind the scenes. Lots of phone calls. We know that Joe Biden has not wanted to make the Middle East a Focal Point of his foreign policy efforts. But it is forcing itself on to his agenda and this week may tell whether or not he decides he has to take a more overt role in this conflict. As always with president s, its no the crisis you want, right . Its the crisis you get. John harwood, thanks very much. For more on the escalating tensions, why theyre happening now, what can be done, im joined now by natan sax, he is the director of the senator for Middle East policy At The brookings institution. Thank you for taking the time this morning. Thank you very much for having me. So first of all, lets note the history here. We have seen escalations in this conflict before in multiple administrations of both parties. We talk about whAt The u. S. Can do to bring it to an end. Its not its very limited power, is it not, thAt The u. S. Has here on both sides. It seems to me these things end when the two tides sides are exhausted. Its a mixed bag. This is not about america. The United States has no influence on whether Things Flair up. All eyes do look to the world to figure out how much time is left. Israelis, of course, keenly care about whAt The United States says and does. Its not all about pressure on israel. That is part of the story. There is a question of whAt The two parties want as you say. Have they achieved the strategic goals or not . All the grim reasons for things to continue. Last time it continued for 51 days despite efforts of ceasefire. I do think this time there is some very cautious optimism that we could have a ceasefire because the two sides have basically exhausted whAt They want. The u. S. Involvement is critical. The u. S. Is not the only actor. Very important actors is egyptians, they have contact with the hamas which the u. S. Does not and the u. N. On the ground and others have influence over hamas. Israel bringing the influence over israel, of course. I was there in israel during the last conflict and the images now, the patterns are so familiar, almost identical. Bring us back, if you can, to whAt The initial spark of this latest round was. Do you look At That as a significant change in this conflict . And how will that be settled . Well, in one sense this is a very different round. So the images are the same as you saw. Although, in israel, weve seen much more range by hamas and much more ability by hamas to target the majority of the israeli population. So in that sense theres a change. In many others, its another round. However, as you said, the background starts in jerusalem. We see a mix of national and religious elements coming in with the potential eviction of palestinian families from homes that jews owned before 1948. Now there this is private Right Of Return where the demand to return that property. Of course, palestinians lived there for decades are themselves dispossessed from other homes. And you saw riots on the mosque which brings in a very strong motive muslim symbol for muslims around the world. Tied into all this, you have hamas seeing an opening. Seeing taan opportunity to take control of the he vens and take them to thGaza Strip where it h control. There is a lot of back here. Including communal violence. That is unprecedented. At least not in many decades. One point of optimism though, because hamas was really not trying to change something fend. Al about the Gaza Strip here but rather to take control of the events from the West Bank and from jerusalem and to take control of its own narrative having palestinian elections being canceled, it basically exhausted that. Its already achieved that. The Isiraelis Have achieved ther plans going in and targeting mostly the tunnels under Gaza Strip. They call it the metro or subway. That gives some small room for optimism that perhaps theyre ready for a ceasefire. Anything can come in the way. We saw attempts in the past and it lasted for many, many weeks. And it could be a small spark. The Rocket Capability is notable. That is often with Help And Money from iran. One difference this time is thAt This follows the Abraham Accords as they were called, negotiated under Trump Administration which normalized relations between Israel And Gulf partners but in Effect Set aside the palestinianisraeli conflict. Have they hurt or helped in these circumstances . The accords were plan b. When trump came in, declared he was the best negotiator ever so he would bring peace. Peace for the palestinians between israel and the palestinians failed almost, you know, within a year. Palestinians broke off contact with the Trump Administration over their decision to recognize West Jerusalem or jerusalem as the capital of israel. Then towards The End, they went to the Abraham Accords. I think theyre a very good thing. Theyre good for the parties involved. For israel, for the uae and in particular. Theyre not good for the palestinians. They were sidetracking of the palestinians. Then that is something that hasnt helped the situation on the ground and in some ways maybe hurt. We saw them was almost a manifestation of something that netanyahu himself wrote about many years ago before he was Prime Minister about the myth of palestinian centrality. Saying that everyone in the west thinks that palestinian issue is the core of the arabisraeli problem. He said its not. And the Abraham Accords seem to buttress that position. What else do we expect to hear in that courtroom . The hearing is supposed to last 30 or 40 minutes or so. This will make official joel Greenbergs Cooperation with the Justice Department. As you said, he was facing 33 federal counts. Hes now pleading guilty to just six federal counts. But they are serious one. Them does include that Sex Trafficking of a child. What all this means for florida con Congressman Matt Gaetz is still in questioned. Hes not mentioned in that Plea Deal Document that we have seen. There are also no charges against Matt Gaetz. I want to be very clear on. ThAt The question is, as you said, what does Joel Greenberg know . What can he offer the government on gaetz . And even others . Heres the key part of the plea deal. He admits he had sex with a 17yearold girl seven times, paying for that sex. He also says that he introduced that girl to others. The question is who are those others . Who are the other men who could be involved . And you have to wonder as you said, why would the Justice Department make such a deal in why would they let him plead guilty to six counts instead of the 33 he was facing. He must have good information experts, are saying, like our own experts. He must have good information and he can offer it to the investigators. Congressman gaetz is talking about this investigation. What has he said . Is it. Yeah. I should say first of all, he said hes done nothing wrong in this case at all. He said he has not had sex with a minor. But he has been talking about it. He has this america first tour. Hes been going on the road talking about the allegations. But over the weekend, he was at a republican event in ohio. He did address the allegations. Heres what he had to say about them. I just imagine the irony here. Im being falsely accused of exchanging money for sexual favors. Yet Congress Reinstituted A Process that legalizes the Corrupt Act Of Chanexchanging M for favors through earmarks. Of. Hes basically comparing the allegations against him to the naughty favors or earmarks in d. C. He makes light of it. But there are serious allegations against him. I think the excellent news is that cdc says the weight of the evidence now is that people who. Referee Fu People who are fully vaccinated are safe. Keep that in mind, right . But then like weve seen from the beginning of of this pandemic, local circumstances matter. And that local jurisdictions if theyre seen evidence of circulating virus in their community, are allowed to make rules. So we still have this patchwork even though the cdc said this great news exists, that we have this local patchwork of rules. That puts employers and chain Grocery Stores at real challenges because the rules in one state might be different than the rules in another state. The big thing is if everybody gets vaccinated, the whole confusion goes away. Thats the take home message. Im less bothered by this as than many people are. It is straight forward f youre vaccinated. Its now safe. The trouble is, and this is true since the beginning of this, as you know, doctor, that you have the science, the medicine, which can clear than any other politics in this and we dont have lay in this country. You couldnt get one passed that would say here is a card that proves youve been vaccinated and therefore gains you entry. So what is the the easterntive . If alternative . What is the best thing to do . Is this the best of imperfect choices, i guess . It is. Like when there are no right answers, you have to make dgood decisions. How do we make the best decisions possible . And at some point, with very to actually allow for both private responsibility as well as the opportunity for businesses to do business on their terms. And so what i know that some people are very much ant antivaccine passport, but if you have a credential that allows you to say ive been vaccinated, i can go into this Sports Venue or ive been vaccinated, i can get on this cruise ship, it actually gives individual freedom. You have to go to that Sports Venue, you dont have to go on the cruise ship, right . But if you have done your part to put an end to the pandemic by getting vaccinated, you can actually participate back into voluntary events that we all want to do again. We talked about this last week when the guidance came out. So much of it is i mean it is all predicated on trust. Trust your Neighbor Trust a stranger sitting next to you. Trust the person At The Grocery Store you never met. And you have the National Nurses United organization which is huge and represents a lot of folks saying this. The newest Cdc Guidance is not based on science and does not protect Family Health and threatens the lives of nurses and Front Line workers across the country. I mean, we know kids are not vaccinated. What do you make of their concern here . Well, i this i thAt Theyll continuously be this argument about what does the Evidence Show . We dont have our children vaccinated yet, right . We dont. Even the ones that have the long covid19 symptoms tend to be on the older side and tend to be exposed to higher levels of Virus And Circulation. And so the fact that weve been able to start knocking back the amount of Virus And Circulation and that we have the majority now of the seniors vaccinated means thAt The worst implications of the pandemic are starting to get abated, are starting to go away. The so i actually think thAt The cdc is making a logical call how do we balance science and public good with individual responsibility . The rate of vaccinations has slowed down a bit, partly because youre getting through the population. Youre also starting to get a portion of the population that is less excited about getting vaccinated or refusing to. What can be done about thAt To get us closer to that Herd Immunity figure . A lot of jurisdictions and creativity and doctors offices are doing the right things. And thats rather than waiting and staying at some centralized place for people to come to us theyre starting to get vaccines to where people live, work and play. And making it really, really easy for people to get vaccines out into communities and thats how we start getting it. People who maybe hesitant and may just find it really inconvenient to be able to make it down to some Super Center to get vaccinated. The easier you make it, the faster well get to Herd Immunity. The death of a south Carolina Man in a Detention Center is raising questions about law Enforcements Use of force when handling in particular people with mental health problems. Jamal sutherland died at a Detention Center in North Charleston on January 5th this year. Body Camera Footage released last week shows Deputies Pepper Spraying and tasing him. What more do we know about the circumstances leading up to his death . Jim this is very disturbing video to watch. We talked to the family attorney, sutherlands attorney, who told us that he suffered from bipolar schizophrenia. The family on new Years Eve booked him into a mental health facility. A few days later, the police were called there and took him into custody for allegedly assaulting a staff member. The following mork, two deputies tried to get him out of his Jail Cell to a bond hearing. And thats when things went wrong. In the video we can see thAt Two deputies, they were Pepper Spraying into his Jail Cell to try to get him out. At one point they enter and begin to tase him. In the Body Camera Footage, can you hear a deputy toward The End saying that he was tased six times between two deputies tasers. Its very difficult to see him being lifted motionless into a wheelchair with ems trying unsuccessfully for 35 minutes to revive him. Over the weekend we talked to Gop Congresswoman Nancy Mace who represents part of this county. And she compared what she saw in this video to what we saw with George Floyd. I was horrified. Of every time i iwatch it, it i worse. It is worse than George Floyd. It moved me. They can help lead our country through a crisis like this. And weve got to do good. We dont want Jamals Death to be in vain. Very disturbing for people that saw this video, especially the attorney Pointing Thut in the Body Camera Footage we can hear sutherland saying at one point, what is the meaning of this . He was very confused about what was going on potentially in that moment. Deputies involved were on administrative Desk Duty pending an internal investigation. The county solicitor, a da role, she said she still working on the criminal case in this investigation. So a lot here still to be determined. And were still looking for more details about the exact circumstances and cause of Sutherlands Death and to see if the family might file any sort of lawsuit At This point. Jim and poppy . Understood. This is quite a change. Coming from unions, right, who often hold the line on some of these practices. Yeah, the blue wall of silence. Theyre hoping to change that culture within so that police departments, city councils dont make the changes for them. So this is very interesting Exclusive Reporting by my Colleague Peter nakias. He says the unions got together, has the support of 15 police unions representing Hundreds Of Thousands of Law Enforcement members, police adjacent employers as well. It means they hope they can have an examination when it comes to the issues of active by stapder. Of course, we know about this because of the George Floyd incident where we saw three other officers charged in that case. Because they didnt do anything. About what was happening before their eyes. And so essentially it means thAt They want the unions to be able to take a closer look At Their officers when they dont, you know, intervene if it one of their own is doing something thAt They dont agree with. The hope is the people will be empowered and come forward and say that didnt look right. We need to do something about i the hope this will possibly weed out the bad actors and hopefully just have more positivity between the Community And Police relationships. Theres a number of objectives and issues that have to take place. This is just a document that is out there right now. So i think were now At This moment since we know whAt The Domestic Market is going to look like. You really have to start playing outside the u. S. When we put something on our Discovery Channel or some of our female channels, qu, we can rea billion people. We have people on the ground. We know who the mobile players are, the we have content in language. Were also the largest player in sports. We have Tree Sports Channels called euro sport. Its like espn here. The symmetry of how this works together, you take this incredible ip that content at warner that people would pay for before they pay for dinner, like super Man And Batman and game of thrones. And you put thAt Together with all the local content that we have in the market and the relationship thats we have, i think gives us a big advantage in going global. We also have 100 Million homes to start with today. And john and i are At This together on a parallel basis. And Beer Learning a lot along the way. So, for instance, your question how do we offer this . You can offer it like Bob Iger where he has a bundle and that is working very well for them at disney. Or you can do it the way that john and jason are doing it where you have one Super Offering with hbo, Hbo Max and both of them are good. St what were going to learn, you know, as John Rolls out avod this month is learn how people want to buy the content. Do they want to pay one price or have a bundle . So it sounds like to be determined on that point. John, i got to ask you, you know, ive been at cnn a long time. Of course, i remember well the 2018 acquisition of time warner that included us. You fought, i mean, incredibly hard for. And through the courts, you know, over 80 Billion deal. And now for about 38 Billion dollars less, you are off loading is not the right word. But 38 Billion dollars less that you are now valuing, that is now valuing the Warner Media empire. What did you learn from this . Was the acquisition a mistake . First of all, poppy, im going to contest the numbers. I dont think that is actually correct. If it you want to think about it probably closer comparison is 100 Billion for the original time Warner Acquisition and take this to discoverys multiple and the debt were bringing back in 33 billion, youre in the same neighborhood. But you dont want to just conclude thats the only return. During owning it, there were Cash Flows generated over that period of time thAt The company and the shareholder got the benefit of. There are five billions of transactions done on various assets that we monday he tiesed. And more importantly At T shareholders taking 71 of this new Company And Part of why were doing this is to expose the Media Asset to the market so that rerates to the appropriate multiple that other Media Assets are selling. After this equity goes into market and in fact to the extent that discovery trades up right now, At T shareholders benefit from that. And part of this is to unlock that value that Equity Value that we think is suppressed by keeping the Media Asset in. So not only will it have been an vestment with a positive return up to point, i expect thAt To accelerate as multiples rerate moving forward here. This is this is the Cash And Debt deal, john. For shareholders looking At This and looking at what looks like a cut to the dividend, what do you say to them . I would tell you, look, were when you do something like were doing out of here moving out of the substantial portion of the Cash Flows with the Media Company and in return giving the shareholder an Equity Interest in that, we sold off part of the Directv Company which also had Cash Flows associated with it. It would be only normal for a company to come in and relook the diffident given thAt The Asset Base is kind of resized a bit. And as we guided and shared with the market, were going to be in about a 40 to 43 Payout Rate when we set that. Thats going to have the at T Dividend for the shareholders that stayed behind, the top 95 of yield for dividend paying stocks. Still going to be very attractive dividend. And so some of that money that were not paying ouT Dividends now were putting back into the business to reinvest and higher growth, higher Return Opportunities in broad bapband wireless. Every shareholder should want us to do that. Its better than to pay a 5 diffident to go out and put it into something that can return 18, 19 and generate the Value And Growth associated with that. So, david, again, just to state the obvious, were talking about this deal on a channel, a network that is part of the deal. I want to spend a little bit of time own. That youre a news guy. You love the news. You built a number of news channels. What is your vision for cnn . First, i think Jeff Zucker and john are doing a great job. Its the Number One News Network. Its place that people want to go when they want to get the news. I think the Cnn Brand is terrific. We can add a lot to it globally. Were in the News Business in a big way. We also just in vested in a News Business called Gb News in the uk. So our overall vision was that in addition to great content that people love, everyone wakes up every day and they want to know, they want to know whAt The news is. What is going on in their community . What is going on in politics. So this is right up the Sweet Spot i think for us. It makes us really unique. This puts us in a position to be the Number One global News Force in the world. You know a little bit about it because i was around it while running the cable group. I went to work for Jack Welch to start a network. And so its were super excited about it. And there is no better News Network than cnn. Im excited to get over there and meet all you guys and figure out how do we spread cnn arent World But Building on what john and Jeff Zucker have done in terms of investing more money in making sure the great work that you do is on every platform. I get to hang out and work with a good friend of mine. Jeff and i work together. We worked together many years. Im not counting. You brought up my boss Jeff Zuckers name three times in that answer. As far as i knew as of this morning Jeff Zucker is leaving cnn at The End of the year. Does this mean you want Jeff Zuker to stay, david . Did he retain you At The beginning of the day . Absolutely not. I just have a preference that i just have a preference that Jeff Zucker stays my boss. I think a lot of people are asking, david, as smub who really rebuilt and revived this network, is jeff staying . Do you want him to stay . Jeff and i havent talked about it at all. We see each other a hot. And so i think jeff is hunlly, hugely talented. And he and i have to talk about what he wants to do. Okay. Hoping thAt There will be an opportunity for jeff to stay with us. Okay. And really quickly, before i get back to you, john, david, it sounds like you want more of a news presence. So for people thinking oh, might you sell cnn, sounds like maybe you want to buy even more News Assets s that a maybe . No, that is our strategy. Were going to take news all across europe. Wep have t we have the advantage of having cnn. For us, its a core asset. Were not interested in selling it and were going to invest in it. All right g to know. John, lets talk about regulatory hurdles. You know a thing or two about regulatory fights. So the last time you sought approval which feels like yesterday to all of us, it was hu huge ordeal. Do you expect any regulatory issues . You cant go through an experience like that without leaving a permanent Mark And Set of learnings. And, you know, it certainly did that. If i felt like we had had the risk of that kind of an experience again, i would not have signed up for this transaction. I believe there is no reason why there shouldnt be straight forward, very clean approach in the regulatory process, assets are highly complimentary. There is all other kinds of reasons why it makes sense for the consumer in terms of bringing new direct to Consumer Products in the market. Its an opportunity to grow globally which should be a good thing in the overall scheme. So part of why we did this deal is not only clean regulatory path, but we like the Deals Certainty and we think that is all really important for our employees. David, we at cnn Have Enjoud enjoyed independence during At Ts time. The highest Quality News and one of our early investors John Malone was one of the investors in krn to start. And for me, in this business, ive always looked At That brand as being the patina. It is something we take so much pride in. So well invest in it and try to continue to do what you guys are doing which is tell great stories and be a great news brand. John, how much of this is driven by netflix . Im sorry, poppy. Oh, i think the fact that we have emerging Streaming Platforms and the need to go global and netflix being an established player there, it certainly there is that relationship.
