Right, i think a lot of people, ana, who have been vaccinated are like, all right, ive been vaccinated, what can i do now that i could not do before, and its so important when the cdc comes out with this, because of messaging, the Vaccination Rates have hit a wall in the united states and the cdc wants people to think i should get vaccinated so i can do x, y, z so lets Take A Look at some of the x, y, z, if you are fully vaccinated you do not need to wear a mask when at small outdoor gatherings even if some of the people at those gatherings are unvaccinated. If youre unvaccinated you should be wearing a mask in this circumstance but if youre unvaccinated, sorry, you should still be wearing a mask in these circumstances, but if youre vaccinated take the Mask Off. Also, lets say youre dining at an outdoor restaurant with people from multiple households, a couple families got together, if youre vaccinated, you do not need to wear a mask, according to the cdc, but if youre unvaccinated keep that Mask On if youre dining outdoors with others so, you know, multiple households. However, vaccinated people do still need to wear masks under certain circumstances, the cdc says even if you are vaccinated, keep that Mask On at crowded outdoor events such as concerts and keep it on indoors, really, pretty much all the time, not at home, of course, but that its important to keep wearing it indoors at malls or at restaurants, et cetera. Now as we just heard dr. Walensky say, at least they feel like its safer, you can be indoors, wear a mask, do those things when youre vaccinated but they feel that its safer given the science that theyre looking at so the Bottom Line here is that there are more things you can do when youre vaccinated and still be safe and there are times when its okay to take that Mask Off if youve been fully vaccinated. Ana . Lets talk about how it differs for people who arent fully vaccinated. I think a lot of people hear what you just said and are thinking that almost seems obvious and theyre saying keep your masks on for these activities still. Is it different for people unvaccinated . Well, so according to i want to keep in mind here, this is all advice. Really, the reality is people kind of do whatever they want, whether theyre vaccinated or not. Not that thats so smart. But the cdc is saying lets say youre sitting at an outdoor restaurant and youre eating. If you are vaccinated you can take that Mask Off. If you are unvaccinated, you should keep that Mask On. So thats just sort of an example where theres a difference between vaccinated and unvaccinated people. The hope is, is that unvaccinated people will hear that and think, wait a minute, when im at an outdoor restaurant i want to take my Mask Off too, maybe theyll hear the news and think maybe i should get vaccinated because the cdc is making this distinction. Thats the hope is that unvaccinated people will hear this and be inspired to get vaccinated. Its not clear to me that this kind of guidance is really going to do that. As you said, some of this just seems like common sense. Elizabeth cohen, we appreciate that update. To North Carolina, and Andrew Brown jr. , he was shot in the back of the head by police. That is according to an independent autopsy conducted on behalf of his family presented just a short time ago. In summary his death was caused by these officers with a Bullet Wound to the back of his head that caused him to lose control of that Vehicle And Crash into a tree. And i think once the video actually comes out were going to also find out that there were shots into that vehicle after it crashed into the tree and after he had been hit in the back of the head. That same autopsy also showed that brown had a total of five penetrating gunshot wounds. Demonstrators protested peacefully in Elizabeth City Last Night and joining the family, demanding the entire Police Body Cam video. The family says they were only shown a short 20 second clip yesterday, almost a week after the shooting. Cnns Brian Todd is in Elizabeth City, nok for us and brian, it was an emotional Press Conference we heard today. You can sense Frustration And Pain and grief. Just a desire to know more. Take us through what we learned. Well, ana we learned that this was just a brutal shooting, and we get more jarring information every time we hear from the family because were not getting information from the local county attorney, not getting information from the Sheriffs Office. So we have to rely on the family who has viewed that Body Camera Footage and now has hired a pathologist for their own private autopsy. What they have said was, as you stated in your introthere, that Andrew Brown was shot a total of five times, four of those shots hit him in the right arm. And the Family Attorney says those were not lethal shots fired. The shot that killed him was the shot to the back of the head that they say according to their autopsy entered the back of his neck at the base of his neck, and then penetrated his skull and his brain. This is what the son of Andrew Brown had to say about this latest autopsy finding. To my pops, man, yesterday i said he was executed. This Autopsy Report showed me that was correct. Is that not enough . Its obvious hes trying to get away. And theyre going to shoot him in the back of the head, man, thats not right. And we also were told when we asked the attorneys for the family, you know based on what you saw on the Body Camera Footage, based on what you saw on the autopsy, do you have any information as to how many total shots were fired at Andrew Brown . Ben crump the attorney for the family said they believe dozens of shots were fired the a mr. Brown and again the attorneys have described that Body Camera Footage with some graphic detail, saying Andrew Brown had his hands on the wheel, he was trying to get away, trying to evade the officers, trying to back up and get around them. They kept firing at him. One interesting thing about the Body Camera Footage yesterday we learned from one of the attorneys when the footage starts, that 20 seconds, as little as you see there in 20 seconds they believe that the shooting was still going on when that footage begins, ana. There could have been a lot more shots fired at him than we even realize. Why arent police telling us exactly what happened . Why arent they coming forward with their version of the events, at least . Brian todd in Elizabeth City, North Carolina. Appreciate your reporting. Joining us is marq claxon. According to the family, they believe Andrew Brown jr. Was in his vehicle and attempted to drive away from the officers. What is the protocol for when that happens . Well, there are clear rules and regulations as it pertains to fleeing felons, if you will. But the real variations of it is whether or not theres an actual case that mr. Brown was a felon, whether mr. Brown was actually the target, a subject of these warrants that weve heard about, whether or not mr. Brown had prior contact, prior to the 22nd C 20 second clip that the attorneys had an opportunity to view and analyze. So many questions and whats potentially dangerous in this case is the response of the North Carolina officials from the Sheriffs Office to the county attorney. There seems to be and the concern is whether or not there is a coverup of some level going on there in Elizabeth City. And to that point, areva, the family and the community doesnt know exactly what happened. The family was supposed to view this video yesterday morning. It was delayed so that authorities could apparently redact it. When they finally saw the video, the family, they say it was 20 seconds long, from one Police Body Camera, even though we know there were multiple officers on scene, the Family Attorney says that the faces of the officers were redacted, the weapons were redacted. Again, this is what the family is saying. Thats all we have to go on right now because Police Arent being transparent at all. What do you see as the impact . This is really shameful conduct on the part of those elected officials in Elizabeth City. As marq said, it appears to be a coverup. This sets this whole movement towards more transformative policing back decades. We have seen other Police Departments step up and be incredibly transparent, make available videotape, talk to the public, give them information. Were seeing the exact opposite in this case. The family has every right to be frustrated and angry about whats happening. We know that there were multiple officers because we were told that seven or so were put on administrative leave. We know there were at least seven Body Cameras that have some video that could be shown both to the family and to the public and not to do that in this situation in the climate that we are in, theres really no Explanation Or Excuse for how this is being handled. And we are left having to believe what the family is telling us because there is no other information being provided to the public. And this is not how you build community. This is not how you build positive relationships with a community, particularly when were hearing from the family that this is yet another unarmed, africanamerican man whos shot and killed by police in what appears to be an incredibly use of excessive force. Seven people, youre right, who are on administrative leave right now but two other officers resigned and one retired. So thats ten officers that we are told were involved in this Search Warrant as we understand it. The family and Attorneys Today really emphasized making the distinction of brown fleeing versus running for his life. Why is that important . Its finally important, i think, because its determining whether use of force was appropriate. In the past several weeks theres been this conversation regarding Proportionality Andfiand guidelines outlined in the use of Force Continuum that provide Police Officers professional Police Officers with the parameters in which they can operate and how much force should be used in each situation. They have to make some critically important decisions at that time and then so it is hugely relevant as to whether or not mr. Brown was, in fact, running for his life, or attempted to elude or evade the Police Officers. What is clear is that Elizabeth City is operating from an outdated playbook, and their lack of Transparency And Honesty is exacerbating tensions and will not be successful in eluding the truth. The truth is going to come out. Its just a matter of how it comes out and whether or not the City Government and that includes the sheriff, who i think yesterday played good Cop Bad Cop Situation with some of the family representatives. That includes its incumbent upon City Government, all of the officials, to begin this march towards transparency so that they can try to instill some confidence in the process. Im going to talk with one of those City Officials right now, Marq Claxton and areva martin. And how do you think police have handled this situation . Its not the police, its really the Sheriffs Department but i think they have done a job that the not so good right now. I think they are really doing an injustice to the family and having them suffering through Pain Fwbecause of their lack of zeal in going forward in trying to find the truth. It has been a whole week since Andrew Brown jr. Was killed by the Sheriffs Office there. Theres still so much we dont know. While a Family Autopsy showed brown was shot five times, police didnt disclose how many Times Brown was shot, exactly where he was shot or how many shots officers fired. We dont know why officers thought lethal force was justified. We havent seen the Body Cam or the dash cam footage. We dont know if Andrew Brown jr. Was armed. Police havent said one way or another. Police havent confirmed how brown died, although cnn independently obtained a copy of the death certificate. We still dont know the identities of the officers involved. I could list even more, but why dont we have answers for these questions . It appears at Face Value even im sure for the family as they go through their pain, and me as an elected official, it seemed like something is being covered up. Theres no transparency. Thats a word i hear used so often. But the job of the Sheriffs Department in Law Enforcement is not only they have to also protect the safety of the citizens. One of the problems the biggest problem i have is that the lack of concern for life, that was at an intersection for roanoke and two roads that dissect off of roanoke avenue, just a few blocks from a school and a social service building. Thats really aggravating. And a bullet went through the house thats right at the corner that the vehicle ended up in the yard, a bullet went inside of the house, broke a clock, broke a window and the police saw that, and ended up in his kitchen. That could have been a life thats gone unwarranted. There is a life that is gone and that is Michael Brooks life, shouldnt they have been concerned. Michael brown. Michael browns life. Excuse me. I was in ferguson, missouri with michael brown. Its Andrew Brown jr. , forgive me. Andrew brown, yes. But i tell you, that was it really hurts. It is the 20 second clip, thats what it was. The family have been suffering in pain while they waited close to a week for a 20 second clip. That is the sting of injustice and it plagues the hearts of the family. Every time their heartbeat it intensifies in pain as they remember their Loved One that appears being executed by Law Enforcement. I think what the president what you will hear from the president is that the door is open. Make no mistake about it, the Red Line the president has laid out throughout the course, action is not negotiable. The scale is larger than what republicans want to do right now. Whether they can find middle ground is an open question. Youll see the President Talk about his willingness to talk across the aisle. Whether or not hes willing to deal, well have to wait and find out. Senator Tim Scott who has been instrumental when it comes to negotiations over police reform, he will be giving the republican response to President Bidens speech. What will you be watching for there . Police reform, expected to be a key component of President Bidens speech is also a key component of senator scotts speech. Hes the lone africanamerican republican senator, its an issue hes led on for several years, in negotiations with democrats right now, certainly that will likely be a component of what he talks about. But i think he will also broaden things out as well. Obviously he is a conservative. He wants to talk about conservative principles, wants to talk about where republicans and democrats may be able to agree but also why he believes certain things the biden administration is pursuing he believes are going in the wrong direction. Hes somebody that republicans inside the senate conference, the 50 republicans think very highly of, look to on many issues, i think youre going to hear him try and highlight a lot of those and how they duiffer from where President Biden has gone. Phil mattingly, it happens once in a decade and the 2020 census data is shaking up the nations political landscape, the big takeaway, the south and the west are growing more powerful as more and more people are moving to those regions, so lets bring in cnns Kristen Holmes to break it down. Who are the political winners and losers of last years census survey. The first thing to note here is this is not as big of a shift that could have happened and it was actually forecasted to be an even bigger shift than we saw. Now, that being said, there were still clear winners and losers. On the first look on paper it looks like this is really great news for republicans. I want to touch on that big takeaway you mentioned first, though, Take A Look at where the seats were actually lost and fwand. This is showing you where that political power in the united states is shifting, it is moving away from the northeast, away from that Rust Belt and into the South And West and the only state in the west that lost a seat was california and that was to be expected. Now, lets talk about the big winners. Texas is obviously the biggest winner here, it was the only state that gained more than one seat, at two, in terms of other winners, we saw colorado, florida, montana, North Carolina, and oregon, all of them gaining one seat. Now, in terms of losers it goes back to exactly what we just said, the northeast and Rust Belt are actually losing political power, illinois, michigan, New York, ohio, pennsylvania, west virginia, and then california. Now, one thing i want to point out here is New York. This is really stunning. We hear talk about people saying that they dont think the census is that important. But in New York, if 89 more people, this narrow margin, and millions of people in New York had been counted, they wouldnt have lost a congressional seat. Thats something to really keep in mind, moving forward, as a country. I guess another way to look at this, too, in terms of keeping perspective, is, you know, if this new map were to be what we use for the 2020 election, would it have changed anything . Good question. By all Projections Biden would have still won the election which is good news for democrats. However, its also good news for republicans because he would have lost electoral votes. One thing to note here is that texas, North Carolina and florida, those are all emerging as political power houses, also all states that voted for trump twice. Thats likely to be about four electoral votes, which would wipe out the entirety of hawaii, which is a democratic Leaning State that has only four electoral votes. This is more positive for republicans. I have one giant caveat before i start getting emails from statisticians and redistricting. This is not a done deal yet. Were not going to see the data until the fall. So we cant go dive into how exactly this is going to affect the house, for example. How are those races going to look because we just dont know where the actual districts are going to be. However, democrats are bracing themselves. Most of the State Legislatures that do control this, and that are part of these seats gained are run by republicans. Theyre going to have control over what the redistricting looks like. Lets talk more about all this with our chief medical Correspondent Dr. Sanjay gupta. What do you see as most significant about this new guidance . Well, i think that there are the most significant thing is theyre trying to provide increased incentives for people to get vaccinated. I think thats what really came out of this more than anything else. I think a lot of people will look at this, ana, and we can show the Graphic And Theyll say, it kind of makes sense. Ive sort of thought this all along, that if ive been certainly if ive been vaccinated, that, you know, i am going to be pretty well protected and going to be able to do a lot of these things. Already. So i think its in some ways the cdc, sort of making this more official, what the science has been showing, i think, for some time. And also using it as a bit of a carrot to encourage people to go out and get vaccinated because i think Vaccine Hesitancy in some ways was a larger driver of some of these recommendations that we see today, more than anything else. And im just going to hold up the copy of the guidance that i have too because its a little bit more comprehensive. What i think stands out is its all you know, youre green lighted if youre vaccinated to do all of these things. But if you notice up here is where theres a little bit of differentiation when it comes to wearing masks or not wearing masks in the upper column, its the bottom column, the color difference. But the majority of these different categories show fully vaccinated people should still be wearing masks. So i guess i wonder, are they really moving the ball forward here . Thats a good question. I mean, again, i think for a lot of people who are going to look at these guidelines, theyre going to sort of say this makes sense, this is kind of maybe where we already were, so youre really getting the cdc as sort of memorializing this or making it more official, something that i think has been happening. There are certain parts of the country where viral transmission is still quite high, you know, these sort of red zones, and so just from a common Sense Standpoint the question is, how likely are you to come in contact with somebody who may be carrying the virus . And if youre in a red zone, obviously if youre outside in public the chances are higher, people who are vaccinated are very well protected against getting sick but could they still potentially be carriers, less likely once youve been vaccinated but if youre in an area where theres viral transmission that increases the risk a bit. These are the sort of goal posts the cdc is going to have to deal with for some time. The bigger question now, really, is everyone focuses on herd immunity, understandable, but the big question is, what are we really looking for in terms of overall new cases in the country, to basically say we can really return to some state of normalcy as the Hhs Secretary was talking about. I can give you a number, ana, this is a number that youve started to hear, there is some data behind it which i can explain but were on average between 50,000 and 60,000 cases per day. If that comes below 10,000, for example, and if you do the math on that you realize that you are now moving from mitigating this virus, you know sort of trying to slow it, to actually containing it, feeling like you can finally get your arms and hands around this thing, once and for all, hopefully once and for all, and find people who are newly diagnosed, Contact Trace them, do all the things that we should have been doing from the very beginning but the numbers have always been so large. Puck get it down to a more manageable number we can find all those flickers of the virus still, and hopefully start to really extinguish it. Quickly, sanjay, as we await the president s remarks is there anything youll be listening for, anything you want to hear from the president today, specifically . Well, you know, i think theres two big challenges. Obviously Vaccine Hesitancy is a significant challenge. I know everyones been talking about it but what im hearing from, you know, people running trials is that, okay, this percentage of the country is adults, and if only 80 of adults get the vaccine, were not going to reach herd immunity. Weve got to look at 12 to 15yearolds. We hear half of parents dont necessarily want to get their kids vaccinated so were going to look younger to basically, you know, try and get this vaccine authorized for a large enough population that even with hesitancy, we may be able to get to this Herd Or Community immunity. Thats one thing, whats the strategy there, a larger question, ana, i think one thing this pandemic has unmasked, if you will, for this country is that we did not respond well. We were not prepared for this. So another pandemic is just as likely tomorrow as it was yesterday, what are we doing about that . I dont know if youll address that today. But thats going to be an important, i think, consideration going forward, how do we become more Pandemic Proof for the future . Reporter today the Justice Department walking back its claim that Bear Spray was used to assault three Police Officers including the late officer Brian Sicknick during the attack on the capitol. Today a Justice Department prosecutor said, in fact, it was a smaller can of a different Chemical Agent used against officers trying to defend a barrier at the capitol.
