More on that Climate Challenge ahead. Up first, today, a critical meeting this hour of Vaccine Experts to decide if Johnson Johnsons Coronavirus Vaccine will go back on the american market. A Committee Meeting today to assess more j j vaccine data and review a possible vaccine link to blood clots. The j j pause is now ten days old. A source telling cnn that perm nn perminant ely shelving the vaccine is off the table, but theyre considering a warning on each dose and restrict whoog can receive the single shot vaccine. The cdc underlines the importance of todays deliberations. I think the fda and i both feel strongly and the cdc feels strongly that we need to act swiftly after that analysis, but i do think theres plenty of people who are interested in the j j vaccine, if just for convenience as well as for a single dose option. Lets go through the latest numbers and show you just where the Coronavirus Fight stands. As that Committee Makes this key decision about the vaccine. If you look at the case map right now, its essentially a holding pattern. Five states trending in the wrong direction. That means more new covid infections compared to a week ago. 22 states trending down. 22 states trending down is good news but almost half holding steady. If you look at the case timeline this way, were still averaging the sevenday average, almost 62,000 new infections a day. You see the number from thursday, yesterday, 67,000. So this is still too high. It is down from the horrors of the winter peak, but it is still too high. On a state by state, day by day basis. Where is the vaccine race right now . 27 , more than a quarter of the u. S. Population, fully vaccinated. 40 have had at least one dose. Among adults 18 and over, 52 , more than half, at least one dose, and two thirds of those over the age of 65 are now fully vaccinated. A lot of progress on this front, but still, work to be done. Lets look at this on a map perspective. In this case, if you live in the United States, you want your state to be dark. The darker the better. New mexico, 34 fully vaccinated. Alaska, 33 . You see 20s in the southeast, you see 21 in utah. This is a state by state vaccine rollout. If you dig deeper into it, you look at vaccines by maker, the j j vaccine is on the board today for the cdc review. Is it safe, should it be put back in distribution . About 8 million americans have received that. 37 million, the moderna vaccine, 44 million, the pfizer vaccine. Heres what Johnson Johnson wants the committee to consider, maybe some restrictions on how the j j vaccine is used, but the maker says 66 overall, this vaccine has proven to be effective a month later. In south africa, it was 64 . Eight countries participated in the study. Johnson johnsons overall message is lets look at the rare blood clot conversation, but overall, this is a very, very safe vaccine. On that point, lets bring into our conversation dr. Paul offit, a member of the fda Advisory Committee. Doctor, great to see you. Youre on the fda side of this looking at vaccines. Its a cdc Committee Meeting today. You heard dr. Walensky. How important is it to make a decision and is it likely this vaccine will be back on the market soon . I think it will be back on the market very soon. I think thats going to be their decision. I think what theyre going to do is trust the American Public to understand the concept of relative risk. You have a vaccine that in almost 7 Million People was found to cause a very rare but serious side effect, roughly 1 per million. On the other hand, if you take a theoretical Million People who are infected with covid, 5,000 will die and many more will be left with permanent harm. The American Public should understand its a risk, but its an exceeding lee rare risk, but this is a common virus and a virus that has done a lot of harm, and there are advantages to this vaccine. A single dose and an advantage, and it also is a refrigerator stable product, much more so than the other two vaccines. There are advantages for certain populations. And keep that in mind as we walk through part of this challenge, which is the moment. Its not just the specific issue. Is the j j vaccine linked to the possible rare blood clots, but the moment, were in the fight right now. I want to show where we are in the vaccine pace. The pace of shots in arms is down a little bit. The administration had it up over 3 million a day. It has come down a bit to 2. 9 million. Thats more hesitancy, the white house would say, than it is about supply. I want to show you this map here. If you look at vaccine hesitancy, this is from the department of health and human services. You see the darker places, this is by county across america. We often look at counties. This is about vaccine hesitancy. The darker counties, you see them up here in the prairie states, down here in the southern states, in the southeast part of the country. These are people who are hesitant. There are vaccines available. People are not using them. Dr. Walensky addressed that last hour. Listen. In county by county, there are some unsettling gaps in our coverage. Because this virus is an opportunist, we anticipate that the areas of lightest Vaccine Coverage now might be where the virus strikes next. And with modest protection of our oldest population, many more deaths could ensue. So while we have many reasons to celebrate, we also have the potential, indeed the need, to do more to protect people now. So doctor, if you take this map, which is vaccine hesitancy, and take the point you just made about you dont have the Refrigeration Challenge and its one shot, easy to transport, theres a lot of rural areas up here. Is the j j, if you can convince people to take it, one of the solutions to this problem . Yeah, i think so. I think that, you know, by basically putting a Scarlet Letter on the vaccine, by scaring people about the vaccine, by not trusting them to understand the concept of relative risk, we may have done more harm than good, and there are people now who wont get a vaccine because this is the vaccine they may have gotten. Then its not the precautionary principle because we would have caused harm. I think dr. Walensky is exactly right. There are two things working on behalf of this virus. One is variants, and the other is our own inability to embrace the science here and to realize that vaccines are our only way out of this pandemic. If we cant get to 80 plus of this population immune by either natural infection or immunization by the end of the summer, heading into next winter, were going to have a problem. You can see that this past winter, and so if we dont get to that, then were going to have to face what is the next step if a critical percentage of the population isnt getting vaccinated which allows variants to continue to be made, what are we going to do . I think thats where the fight is going to happen, i think probably by the end of the summer. By the end of the summer, you note. Part of that is adults who are hesitant in places like this. The next challenge is children as well. I want to show you some of the recent data. Still a small population, a small proportion of the covid cases, but the cases among children have been going up. One of the Big Questions is and you will face this in the fda and cdc. When are the vaccines deemed to be safe for children . Our dr. Sanjay gupta has a new interview on this subject. I want you to listen. I think that the acip, the Advisory Committee for Immunization Practices and the fda likely will be lowering to 12 years of age in the next few weeks. I cant say that for sure. I know that pfizer has submitted it and is being reviewed. The data looks really good, so im quite hopeful that even by may, that we would have a vaccine available for 12 and above. Dr. Frank, who you heard from there, is leading some of the studies looking at the vaccine among younger children, teenagers, and the like. Do you agree . Does the data you have seen convince you that, a, its safe for teenagers, at least, and that should happen soon . Right, so pfizer was originally proved out to 16 years of age. They just did a 2200 child study between 12 and 15. 1100 children got the vaccine, 1100 got placebo. All 18 cases were in the placebo case, so the vaccine was highly effective, highly tolerated. Pfizer has submitted that to the fda, which should happen soon, and my understanding is moderna is weeks behind, so in all likelihood, certainly by the summer, we should have a vaccine which is available for children down to 12 years of age. Let me circle back to this j j decision. I want to put up their cases, and you made the point that you agree overall, highly effective vaccine. And it has the benefits of the single shot. If you were on the Committee Voting today, i know you are not, what would you do . Would it just be a warning or an advisory label on every dose like we see on cigarettes or would you agree maybe some restrictions that it shouldnt go to young women if thats where we have seen the rare blood clots. What would your advise be . We need to let people know this is a rare but real side effect, that its extremely exceedingly rare, and you have a much you are certainly at much greater risk of being hurt or killed by this virus, and therefore, the benefits clearly and definitively outweigh its risk. Before you get a ct scan, youre about to get that, youre told you have a 1 in a million chance of dying from getting that contrast. I think the same thing is true here. I think its difficult for people to understand relative risk. When they hear 1 in a million, they think this could happen to me, but i think you need to put that in context, and a choice not to get a vaccine, which may be the choice for some people who dont get the Johnson Johnson vene, is a choice to take a different and much more serious risk, which is that of getting and being hurt by this virus. As well as in the places where they live, in the communities they have built. Cnns Vanessa Yurkevich joins us. What kind of jobs is the president promising to create . He wants to create millions of these Clean Energy Jobs. It could be an autoworker who wants to make electric vehicles. It could be a line worker who is installing infrastructure for clean energy, or it can be a Research Position at a university, but all of these jobs are going to be created at a time when jobs in the Fossil Fuel Industry are on the decline, and presumably will most likely be replaced. Lets talk about what these jobs are paying. President biden says theyre going to be good paying jobs. So if we look at what a coal miner is making on average every year, they are making about 56,000 a year. Now, look at the Solar Panel Installer job. This is one of the Fastest Growing jobs in clean energy. Theyre making about 10,000 less. About 46,000. So that Clean Energy Job is actually paying less. But heres the key. Lets look at growth. Look at the growth in the coal miner industry. About 2 , so thats way slower than average, according to the bureau of labor statistics, and now look at a solar panel job. Thats going to be an increase of about 51 by 2029. That is much faster than the average rate. This is going to be a herculean effort to get these millions of jobs off the ground. Its going to take the federal government, the private sector, and states in order to push this forward. Heres the states that are doing the best with Clean Energy Jobs right now. So its the most amount of Clean Energy Jobs as compared to their state employment. A lot of northeast states up there, vermont is actually leading in this. Whats missing is those fossil fuel states where theres a lot of fossil fuel jobs. You have west virginia, pennsylvania, not on the map. But john, its really important to note that a lot of leaders in the Fossil Fuel Industry realize that these Clean Energy Jobs are the future. Theyre here to stay. The question is, how fast are they going to come . President bidens messaging and the amount of money hes trying to put behind getting these jobs, these Clean Energy Jobs online, could actually make these jobs appear for people a lot faster than we think, john. They have to hope on that at the white house because the politics gets dicy when you put the map up. Its the future but sometimes getting to the future can be dicy politics. Lets continue the conversation now with our chief political correspondent, dana bash, coanchor of cnns State Of The Union. Its remarkable listening to the conversation. We went through this in the 2008 campaign where john mccain was trying to address Climate Skeptics in the party saying forget about the science. Lets do the jobs. Lets focus on the opportunities here. If we dont do it, china is going to do it. I want you to listen here. Some of this is members of the president s climate team, one of them, mike bloomberg, is an ally of the president. Listen to their message about the economy and climate. No one is being asked for a sacrifice. This is an opportunity. We cant beat Climate Change without an historic amount of investment. For too long, this Climate Conversation has been viewed as a zero sum game. One of tradeoffs. The climate or the economy. Uhuh. No longer. Going big on our ambitions means that were going to create jobs for millions of people. Its a promise of millions of jobs, so one of the issues there, the red flag was listening to secretary kerry. Now the president s global envoy on this issue, saying no one is being asked for a sacrifice. Thats not true. Some people are asked for a sacrifice. Theyre being promised job training, a transition, theyre being promised their communities will get some help. But no one is being asked for a sacrifice, i can see republicans using that quickly in places like pennsylvania and kentucky and west virginia. Youre exactly right, but this is, as you just played, a very, very definitive, strategic move by all of the white house and administration players, to try to rebrand the whole conversation of the Climate Crisis. And to do away with the sword, sacrifice. And make it the oword, opportunity. Over and over and over, youre already hearing that, and youre going to continue to hear that because it is it has been the messaging wars, the branding wars, if you will, that those who want americans, businesses, governments to take this existential threat of the Climate Crisis seriously, that they have lost that war, which is why as much as they in the white house and the administration are talking about policy goals, they also very much are using these two days as a reboot on how theyre going to explain it to the American People. And just, you know, one interesting note. Vanessa was talking about the disparity in pay among those who work in the Fossil Fuel Industry, coal in particular, and those who work in new energy, green energy. Youre going to see a conversation about that tonight with Gina Mccarthy and about what their answer is to how you make up the difference. And its going to be quite interesting. Gina mccarthy being the white house climate adviser. Originally from dorchester so i listen to everything she says. The town hall will be fascinating to hear them make the case because they understand the political environment. I want to read you from the Wall Street Journal editorial board. Let me read it. His pledge, tees up sweeping new Government Controls over the economy of the kind you might see in one of mr. Xis fiveyear plans. Mr. Biden now has a tenyear version of Central Economic planning. The Emissions Reductions foreign leaders pledged arent biding, but mr. Biden plans to use regulation to bind americans. One of the reasons the president thinks they can meet their goals is the market is already out there. Gm says it is going to go to all electric cars. But the Wall Street Journal trying to do the socialist argument, bidens like china. And thats why the argument that you hear from the administration is, you know, that the government is behind. The government is behind business because business is where the market is, and the market is new energy. Uone of the open questions is how are they going to change policy. Yes, the president has the pen. He has an executive order possibility, and hes done that, but the question is whether anything is possible legislatively, and the answer we hear and were going to see and hear from the administration tonight is, lets focus on business. Lets focus on local governments and states like vanessa was just talking about. Let me close with this. Were approaching 100 days in the new administration. On State Of The Union this sunday, you have a conversation with the Vice President , who has an interesting portfolio, changing somewhat as we go. What were your big takeaways from the conversation . The moment. The moment we had this week with the verdict in minnesota, but also unfortunately, another very High Profile Police shooting, and so i asked her about how her role is different, perhaps, because of her obvious life experience. Youll recall that when joe biden asked me to join him on the ticket, he did so with a sense of intentionality, of purpose, knowing that he and i may have very different life experiences, but we also have the same valueses and operate from the same principles. But it was something that i know he was very intentional about in terms of asking me to run with him and to serve with him, which is that i will bring a perspective that will contribute to the overall decisions that we make. And john, it was really interesting to hear her, i think, for the first time talk more about how shes settling into this historic role that she has as Vice President of the United States, almost 100 days in. Senator tim scott of South Carolina is the republican of the moment. Hes the gop point man on Police Reform, and in the wake of this weeks Derek Chauvin verdict, senator scott says talks about reaching some bipartisan compromise are reinvigorated. Senator scott is also now the Republican Partys choice to deliver the official response next week after President Biden addresses a Joint Session Of Congress. Responding to a president s big speech can be a thankless task. No matter what party youre in. Still, the choice of senator scott is quite telling. Every big issue and event plays into 2022 election strategy, and every big republican choice plays into the partys internal debate about the role of trump and trumpism going forward. Lets discuss. Here to share their insights, former republican congressman mia love of utah, and political anchor errol louis. Let me start with you, whether its a democratic press or a republican president , this is often a thankless task. The president gets an hour, you get a couple minutes. What did you make of the choice of senator scott at this moment . Well, i have to tell you, it was a sigh of relief, because i have been talking about the gop message for a long time. That people like Marjorie Taylor greene, representative Marjorie Taylor greene are taking it over, and its representing something that we dont believe in. So someone like tim scott, who i know and trust, who has called the president out, who has helped on criminal Justice Reform, who has done everything he possibly can to work with people across the aisle, i think theres so many people that find him genuine and honest and frankly, i trust him. Hes a good friend of mine. And i know that hes going to get up there and hes going to be fair and do a good job. He has, for the record, he has not always called the president out, the former president out. He has sometimes, but he has not always called the former president out. Sometimes. Errol, let me come to you on this one. Its interesting when you read the announcements, the leaders have to agree on this. The republican leader in the senate, mitch mcconnell, along with the leader in the house, kevin mccarthy. From their statements, this is from mcconnell. Senator scott is one of the most inspiring and unifying leaders in our nation. Nobody is better at communicating why far left policies fail working americans. Leader mccarthy said no member of congress epitomizes the essence of the Republican Party, senator scott. Leader mccarthy said no member in congress, because i want to show people a recent photograph. We know who leader mccarthy actually believes still is the leader of the Republican Party. That would be mr. Trump. He went down to kiss the ring in recent weeks and months. So errol louis, to congresswoman loves point, shes thrilled with this choice, and she mentions Marjorie Taylor greene, the big trump lie. Is senator scott a break from that or just a pause, if you will . Well, i think hes certainly presents very differently, hes calm, hes reasonable, he doesnt spout a lot of nonsense. But make no mistake about it, john. Senator scott is a very, very conservative republican. He voted with donald trump about 90 of the time. I think 91 was the number i saw. And donald trump has already fully endorsed him reelection next year. So tim scott is a trump republican, make no mistake about it. Here and there, i think mia love is exactly right, he and there, he has sort of broken with what the party might have expected. A lot of that, though, is local, and its regional, where he called for, he was an early and important Voice Calling for confederate flags to come down off of government buildings. Thats important. But thats limited. What hes being asked to do now, not just the response to the president s speech, but also in trying to move some of this Police Reform legislation or head it off, whatever it is the republicans want to do, thats going to be a really tall order, and its going to be a very heavy lift. Well see if tim scott is up to the moment. Lets talk about that a little bit, congresswoman love. Hes the point person on Police Reform. Hes trying, he says hes working with democratic congresswoman karen bass of california for some compromise on qualified immunity for police officers. And hes confident, the senator is, they can figure it out. Theres some skepticism, like everything in washington, can you get it to the finish line. Look at this new polling, should the United States do more to hold Police Accountable for mistreatment of black people . A majority of whites say it, an overwhelming majority of blacks say it, two thirds of latinos, hispanics say that. Is this a moment for the Republican Party and democrats to figure this out . To make the necessary compromise . You know this from serving here, part of the conversation as we get closer to the midterms, part of the conversation among republicans is give biden nothing. Well, i can tell you, these are two people that can know very well. Representative karen bass, who i worked with on criminal Justice Reform with in terms of women that were restrained while trying to deliver that were incarcerated. And she is an honest broker and also tim scott is an honest broker. I think if theres anyone that can get these important issues across the line, it would be senator tim scott and karen bass, and people like cory booker. This is the part of washington that people dont see. These friendships that are genuinely just working together to do good for the American People. I really im hoping that people will support them. Im hoping republicans will support the package or the bill on Police Reform, and im hoping democrats will come together and do this and not let perfect be the enemy of a really good win, which the American People need. Remember, this is about the American People and making sure that situations that have happened in the past like george floyd does not happen again or at least as minimally as possible. Well stay on top of those naeshations. Sometimes these are washington conversations which is why i rely on my two guests here, people outside of washington who can kick us in the head when we need it. Tim scotts picked to respond to the president. Its a big deal in washington, is it a big deal in america . I think its an interesting deal because of the moment. Congresswoman love teed it up, where is the Republican Party now and where is it going . We know senator scott will deliver the response. We know theres still the debate about trump. We learned this week that the last republican president before donald trump, george w. Bush, says he wrote in Condoleezza Rice in the 2020 election. He didnt want to vote for joe biden, but he couldnt bring himself to vote for donald trump. He calls out loud voices who are i l isolationists. He didnt name trump, but thats who he meant. I guess its the where are we question. Yeah, well, its a great question. And the real question for george w. Bush is, what are you prepared to fight for these ideals. Are you going to get in there and mix it up, are you going to support primary challenges. Are you going to try to get factions of delegates into the next convention and change the party platform. If youre not willing to do that stuff, a long term institutional effort to take back the party, what youre going to see is that selected individual republican operatives and officials and conservative media are going to drive the conversation off the deep end. And there wading in the deep end is donald trump, who is more than ready to stage a comeback. If george w. Bush is up for the fight, well see, but it doesnt sound at first glance hes prepared to do all of that work. Standing up for principles, values, and past policies, absolutely, a great thing to do. Its going to take more than that to turn the Republican Party around. We have the Policy Fights ahead and then a Midterm Election which is closer than you think. The big audience is an opportunity to sell an ambitious wish list. The challenge is selling how to pay for it. There are already higher Corporate Taxes called for. The new child care and education proposals bank on new revenues. Biden wants wealthy investors to pay higher Capital Gains taxes. The president has a sales challenge ahead. He absolutely does. Its really a twopart challenge. One of the reasons is hes separating the economic agenda into two parts. We have heard him announce the american jobs plan. Thats basically the infrastructure plan, plus so much more, but next week, were going to hear about the American Family plan. If you call it a human infrastructure, thats what officials are describing this as. But it has to be paid for, first and foremost, by raising taxes on the wealthiest americans. Thats what President Biden campaigned on. Its what he ran on. Essentially, a redoing of the trump era tax cuts. But already, its coming under some fire from certainly republicans, also some questions from democrats about how specific these Tax Proposals will be. White House Press Secretary jen psaki explained just a few moments ago how this is really delivering on a campaign promise. These proposed numbers which are consistent with what he talked about on the campaign trail, when he was running for president , what i can say is that it will only affect people making more than 1 million a year. So he has some bottom lines of where he will not budge fast, right . And on individual numbers, and who will be impacted. But hes also open to discussion. So open to discussion there, but the bottom line, these Tax Increase Proposals will only affect those making more than 400,000 a year. But the question is, what will this pay for . John, this is really a sweeping set of proposals largely aimed at child care and education. It would make a prekindergarten education free as well as Community College free. These are key parts of retraining and reeducating many members of the work force here. This is a starting point. This is a negotiation here. You mentioned the Corporate Tax increase, which is in the first part of the jobs plan to pay for infrastructure. That is very much an open question. Republicans have said not so fast, were not interested. So this is a starting point. Continuing the discussion, but adding these two economic Agenda Pieces together, it is a hugely ambitious proposal. Those are really stacking up over here at the white house. The question is, will there be bipartisan interest . Its looking like probably not. It certainly raises the stakes of his mission next week to explain this to the American People. And keep democrats together. So well hear that big speech to a Joint Session Of Congress on wednesday. And then hes hitting the road, going to georgia on thursday, and elsewhere in america on friday to sell this economic plan, john.
