What are you hearing from family and friends on this somber day . Well, anna, dauntes family is saying goodbye to the 20yearold they love so much on the same day his grandmother turns 60. Members of the immediate and extended family just entered the Church Sidebyside in rows of two. Dauntes Mother And Father were the first to enter along with the reverend Al Sharpton who will do the eulogy today. Its interesting. The sun is shining today. I spoke to dauntes older brother who said one Thing Hell miss about his brother was his smile, The Family says Dauntes Smile was brighter than the sun. Well hear from dauntes parents and his sibles all six as well as one of dauntes uncles. The service will take place here. According to family, red was one of dauntes favorite colors so you will notice members of The Family are wearing Red And Black today. Inside, daunte is resting peacefully, hes wearing a jean outfit. Anna. A life lost too soon. I see youre wearing red also in honor of that life. Circumstances are quite different but death of George Floyd and Daunte Wright are blinks for the people of minnesota. You learned the same Funeral Home handled both these tragedies tell us about that. Yeah Tracy Wesley is the Funeral Director at Estes Funeral Chapel and handled highprofile names some folks dont even know about. He told me it never gets easy. He can better accept when people pass from natural causes but when black men and women die at the hands of police and he has to comfort those families, its tough. He does his best to keep and hold his composures but said theres many times the families walk out the door he and his staff break, because as a Black Man he sees himself in those families. That was the case with George Floyd, a family he has kept in touch with all this time. And i spoke with another young lady who is here. Her brother was shot and killed by Minneapolis Police, Estes Funeral Chapel did the funeral arrangements for that and her Brothers Funeral was at this same church as well. Anna. Too many families who have that shared grief. Miguel, give us a sense of the scene with you are, you are in the area where Daunte Wright lost his life. What are you hearing from the Community Today . Yeah, this is the place where his car came to a rest after being shot by a single bullet by former officer kim potter. This is the spot where he died. It too, sort of like George Floyd square on the South Side of minneapolis here on the northwestern side of minneapolis this too has become a Member Y Y memorial for Daunte Wright. People are whip sawed here. Today is the lane to rest 20yearold Daunte Wright. You had the convictions of derek chauvin, former Minneapolis Police officer who murdered George Floyd, then you had the Justice Department announcing it was going to do a Pattern Practice Investigation into the Minneapolis Police department. So many people have so much hope on one end because of the convictions, because of the quick charging of officer former officer potter, but at the same time theyre not sure how wide that door how long or how wide that door will stay open and theyd like to see more, theyd like a better understanding where its all going, they want to see basically equality, equality in the treatment by Police Officers. Not just in extreme cases where a gun is pulled and someone dies but in every day transactions with Police Officers as well. A measure of respect when dealing with their own Police Department and that Deadly Force isnt the first thing that Police Officers use when they approach a black or africanamerican person in the street. So its a lot of emotions, well see how it plays out. Right now people are basically reflecting taking some time on a beautiful Spring Day here to take in what theyve lost what theyve gained and where its all going. Thank you both. Lets bring in our Cnn Commentator and Law Enforcement Enlift and our senior legal analyst and federal prosecutor, laura coates. Here we are, another family, grieving a life cut too 140r9. Short. What is going through your mind as we show the pictures of this funeral . Sadness. Because here we are again. It seems like just a year ago we were watching the funeral of George Floyd. Just utter sadness we have to be here in this proverbial state of grieving. Let me say i utterly reject the framing of black young people, black babies, black and brown babies like Adam Toledo or in this case daunte, being murdered by officers because of Splitsecond Decisions. I remember doing George Floyds funeral and all we wanted was the benefit of our humanity. In this case it has to go a step further. I want black, especially our young men and women, to get the Ben Fit of grace. Being black in this country you dont get the opportunity to make a mistake. I think of all these cases where people just want to say and pile on and say and frame them as such that murdering these black babies is okay. And its not. And so we have to have, not only the benefit of our humanity but we should also be able to get the grace that is shown when you make a mistake. We are watching people arrive, members of family, also members of congress, in fact, the two State Senators have returned to minnesota. Amy klobuchar and Teen Tina Smith expected to participate in some of the memorial today. Daunte Wright Mom said he was afraid of the police and said she could hear the fear in his voice when she spoke to him right after he was pulled over during that Traffic Stop. Do you think police take that fear into account often enough when they are involve in these types of encounters. They should take it into account but to be honest there should never be fear just because youre stopped by the police, thats a tragedy in itself in my opinion. And so theres something that has to happen in order to stop that, because that is a concern and you see it time and time again. Where people, you know, are stopped by police and they therefore react in a way in whi which, you know, it causes a response from the police. And so this this cycle has to be broken at some point in time. I dont know how you do it. Its going to take some time. But its just it just shouldnt happen. At least were talking about it. At least theres awareness. At least people seem to care. Laura, I Cant get over he was pulled over for simply an expired tag and yet he ended up losing his life. Weve all seen the video by now. We talked about how Daunte Wright was afraid of police, but what is the Officers Behavior during that Traffic Stop tell you about how they perceived him . Well, first, anna, i know we can all agree just how impactful this is. Theres really no rest for the weary and this family is enduring that for all of us as part of a national conversation for them is deeply personal. Daunte wright so when they knew, they loved and believed in and now no longer have the benefit of his life to share with him. So its very sad on this day. You think of the esoteric notion of what are officers entitled to do, you see the benefit of the doubt that officers often enter experience over the course of time over that use of Force Continuum and weve presumed for a long time as a nation that the Officer Use of Force Continuum is abided by and theres anecdotes and we know thats not the case, this demonstrates that yet again. Ultimately an officer has to justify their use of force, theyre not given Cart Blanche as if theyre 007. They have to constantly assess and reassess any use of force. Remember theres certain crimes, certain allegations that can warrant the use of Deadly Force and then theres others that for many people would have resulted in a citation, a friendly advice moment, a im going to give you a pass, gu get it done. The question is why it doesnt extend to people of color, we cant allow officers to say hey a Splitsecond Decision Ab solves me of responsibility because the Supreme Court only extended that benefit of doubt based on if they truly had to make a Splitsecond Decision based on reasonableness. Was it reasonable to believe you were holding a taser instead of a service weapon. Was it reasonable to Use And Discharge the weapon nor the citable effect. Particularly when, remember, he is pulled over, they have his license, and they know where to find him, he was not endangering himself or other people. What could the officers have done to Ob Vrks Iate the need to use force on his person while he was alive. Car off. Closed door. Behind the vehicle. Why werent those steps taken. Theres a lot of concerns and questions. Im with the chief, the notion of this use of form of continuum was not intended to be a Carte Blanche or just a gift to officers. I want to come back to something you said earlier, has to do what we hear from black parents having to have the talk with their kids and explaining black People Cant make the same mistakes as white people in police interactions. If Daunte Wright were white do you think a gun or even a taser would have been pulled . No, not at all. We see those cases around the country all the the time. The answer is no. When youre raising black children, for example, my wife wants to go to the store maybe get a Water Gun or something, the answer is no. Our children are not allowed to play with those things. What happens when they play with those things in the Front Yard and were not around. I believe chief Ramsey And Laura would echo this, the conversations we have to have with our children are fundamentally different. For those who ask, does structural racism still exist ask yourself if you have to have those conversations with your children. On times the better conversations we have to have are not the conversations knowing what sellers going to teach his children but what are white families having teaching their children, how are they teaching their children to give my children the benefit of her humanity. How are they interacting with other individuals, whether Law Enforcement or not, in their workplace. In the ends of the day we see these cases more and more because we have cameras but this is stories weve been telling folks for a very long period of time and here we are in another funeral because an officer in the heat of the moment made a mistake. I think of that narrative often and how much bs it is. I think of what we found out in the Press Release after George Floyd and what we now know today. And so, i am someone who believes that this country by no means issir redeemable but we still have work to do to make it a more perfect union. Im not someone who wants to abolish police but i know we have a problem thats bigger than a few bad apples. So we have to find some way to fix this problem. And unfortunately were rely on i congress that simply hasnt been able to get its act together and do anything. And longer manchin and others continue to do absolutely nothing well have more black bodies buried because we dont be fixing this problem. Everybody stand by. So much more to discuss. I should mention the fact these are investigated separate from the Police Department is part of the reform that took place in this city in July 2020 there was a memorandum of understanding establishing the practice where by this Group Bci Bureau of Criminal Investigation takes over in incidents like this in an attempt to begin reform in policing in columbus. Now to North Carolina after Police Shot and killed anthony brown jr. Demonstrators marching last night calling for the body Cam Footage. Police say they were serving a warrant. How did it turn deadly . So many questions the States Bureau of Criminal Investigation leading the probe into what happened. Brian what are we learning about the shooting . Right now we do not have the answers the people in the town are demanding because we dont have the release of the body Cam Footage of the Sheriff Deputy were told there is footage of the incident. They have not released it yet. Its up to the North Carolina State Bureau of investigation we do have witness accounts of what happened. We talked to two witness whos live in the neighborhood and saw and heard what transpired. One of them said she heard multiple gunshots and other saw Blood Splattering against the house where Andrew Brown lives. You see the Mud On The House and you see fresh tire marks where apparently mr. Brown was driving away at the time of the shooting. Were told by a neighbor at the White House that a bullet went through that house and landed inside that house and were told Andrew Browns car crashed into the tree by that Red Truck over there. Another witness saw the shots fired at the car as it pulled away. Heres what she said. By the time i got here they were behind his car, he was trying to get away. Where was the car . The car was about in this motion. Right here. You know. Because its grass, so, of course its spinning mud. And they stood behind him. I couldnt tell you who shot him. You couldnt do that but one of the officers or maybe a couple shot him. And witnesses also told us that after the car kr5ashed into the tree they saw Department Utahys Dep 50u9ys Dep Utdys deputies tried to save his life but obviously were not successful. People here demanding the body Cam Footage theyre very frustrated they dont have the answers, they were pressing the Sheriff Department for Answer And Tommy wooten wants that footage out as of right now its in the hands of North Carolina bureau of investigation and we dont know when it will be released. He rejoined the Paris Climate Agreement on his first day in office. This is a convening of the World Leaders. Hes trying to reassert the united states on the World Stage as a leader on climate. Now well see if these specific formulas can be reached. Its very difficult. But we have Russia And China at the table as part of the those 40 leaders participating in the summit, how significant is that . Very significant, Vladimir Putin and President Biden Putin And President xi have been at odds s the argument among Business Leaders the the fact they were at this summit certainly important but theres no agreement in terms of all of these big World Leaders and countries moving forward. Of course the next conversation will be in november when theres likely an Inperson Summit on climate in glasgow. As jeff mentioned, this is the add Add Try the administration trying to put the u. S. But yeah the american petroleum institute, big lobbies, Big Oil companies are saying we should tax carbon. You should be weary when they want to see it at the table because part of the negotiation they want to be completely indemnified, immunity from lawsuit that are popping up. Today new York Mayor Bill De Blasios announced they will sue major lawsuits over green washing and selling us a product they knew was disdestructive while fluffing up the environmental work theyre doing. Its possible if its done right could be part of that. Lets look at the numbers to show some of this enthusiasm, number of people in line is going down. We look at the number of vaccine doses administered dally it is a little over 2. 5 million down 9. 24 compared when you look at the past seven days over the week before that. So thats not great. What were seeing is that the people who want to get vaccinated, like you mentioned, yourself, are getting vaccinated. Now the trick is how does the cdc convince people, hey, we know youre not so enthusiastic but here are some reasons. If you get vaccinated you can do xyz. They want to do that. They also dont want to tell people to go nuts to get vaccinated. Thats the Balancing Act theyre trying to figure out right now. That makes sense. Were learning today that pregnant woman who have covid19 have a significantly higher risk of poor outcome even death compared to pregnant women who dont have covid19 according to a Study Publiclied in the journal of pediatrics. What more are we learning . Weve always known that covid19 is a real threat to pregnant women, theyre vulnerable to complications. Lets Take A Look at what the study found. They actually looked and quantified what happened. They really did find women with covid19 had a much higher incident of all sorts of complications including Preclampsia Preterm Birth and maternal death. Breaking right now, the senate, as we speak is, voting on a new antiHate Crimes bill. You can see the live images there on the side of the screen. The bill is called the Covid19 Hate crimes act. It calls on the Justice Department to expedite the review of coronavirusrelated Hate Crimes against asianamericans, and it aims to give local Law Enforcement more resources to respond to antiasian violence. Senate Majority Leader Chuck schumer says this legislation will make it easier to go after bigots. This bill has a onetwo punch, to assure the asianamerican community were going after the bigotry against them, and to tell the american people, particularly those bigots, were going after you in a legal way, of course. Lets go to Capitol Hill now and cnns chief congressional correspondent manu raju. So, manu, this is expected to pass with bipartisan support . Reporter yeah, no question about it. I mean, this passed with more than 90 votes in the senate, at least opened debate on this measure. That is a clear sign that this is ultimately going to pass, a rare bipartisan accomplishment here, coming in the wake of a rise of antiasian Violence And Hate crimes throughout the country. What this bill would do is essentially expedite reviews at the federal level of potential Hate Crimes, bolster channels for how these Hate Crimes are reported, create new guidance that would be provided surrounding these incidents as well. This came in the aftermath of discussions that were occurring on a bipartisan basis to change how this language ultimately was structured, what it would do initially was focus on covidrelated Hate Crimes against asianamericans. Instead that was essentially changed to focus on asianamericans itself to broaden the people who would be affected by this legislation. So, ultimately, ana, we will see a bipartisan agreement here on a robust vote, on a bipartisan basis, ultimately will be sent to the house, final passage then and go to Joe Bidens Desk whos expected to sign it into law. What about negotiations on a new Police Reform Bill . Any progress there . Reporter talks are occurring. There are still some key hurdles ahead, namely how to deal with individual Police Officers. There are two issues in particular that negotiators are trying to deal with. One is on the issue of socalled qualified immunity, which refers to civil lawsuit protections that exist under federal law on individual officers. Democrats have sought to gut that standard. Tim scott, the republican, has proposed an alternative to allow Police Departments to be sued in civil court, not Police Officers. Democrats are not fully there yet so theyre negotiating that and also an issue about criminally prosecuting individual officers as well. Democrats want to lower that standard to make it easier to criminally prosecute Police Officers. Republican Tim Scott has pushed back on that idea and he is the main negotiator on the gop side. Democrats are still haggling over that but karen bass, Cory Booker on the democratic side in the senate, they are still in negotiations with Tim Scott. Theres still optimism that they can get a deal but a lot of differences remain between the republican version that tries to incentivize states to take these actions, democrats are trying to pose more national standards. Whether they can get there, an Open Question but the hope among the democrats is try to get a deal by the time of George Floyds Death Anniversary on may 25th. Manu raju on Capitol Hill for us.
