Investigation into the murder of George Floyd last may. Today we also heard from george Fridays Aunt and cousin. They say they are relieved and happy to see justice in this case, but they know there is still so much more work that remains to be done. I just wonder if there is another way. Does this always have to end in a death . You know, we want police to do their Job And Toe serve and protect, but are we using the excessive force or can we deescalate another way . Profound questions. This afternoon white House Press Secretary Jen Psaki announced that Policing Reform will be a key topic of President Bidens first address to a Joint Session Of Congress which is scheduled for next wednesday. President biden has been criticized by advocates for Policing Reform for not doing nearly enough yet on the issue and for saying that this needs to be done which Congress Legislatively and not via executive action. Lets start our coverage with Cnn Justice Correspondent evan perez. Evan, what exactly does this new federal investigation into policing in minneapolis, what does it entail . Well, jake, it will include everything from the training that Police Officers get to the supervision that they get. If you all remember, we all remember, of course, that immediately after George Floyd was killed and before the videos went viral, the Minneapolis Police department put out a Press Release that described it as a medical incident and, of course, the video shows that is not at all what this was, and so one of the things the investigators will be doing is looking at some of the practices of the Police Department there to see whether the internal system for accountability, when Police Officers use excessive force, whether theres any system in there thats supposed to take care of that, whether that is working appropriately, everything from the from we viewing excessive force to whether the police are practicing discriminatory conduct in the way they do their jobs. We heard so much from africanamericans in that area that they believe they were being targeted, you know, more so than whites and so those are the things these investigators will be doing, talking to the community to find out their experiences. At this point, jake, we know that these types of Pattern And Practice investigated. They have done for years under the Obama Administration and trump administration, they didnt like them. They decided that this was demoralizing to Police Departments, so merrick garland, the new attorney general, he says that that now were going to be doing this. Not only in minneapolis, but i suspect, jake, youll be seeing a lot more of these types of investigations in departments around the country. Reading that Press Release from the Minneapolis Police department from May 25th is outraging and and chilling, frankly. Thank you very much. The now convicted Murder Derek Chauvin will be sentenced in about eight weeks. Until then were told hes in segregated housing in the Minnesota Housing correctional facility at Oak Park heights as cnn Omar Jimenez reports for us now. Find the defendant guilty. Reporter with the guilty verdict on all three charges, Derek Chauvin went from former Minneapolis Police officer to convicted murder whose new reality is a prison cell, similar to this one, separate from the general population in that a State Prison about 25 miles outside of minneapolis. While in the city celebrations. We can finally breathe. Reporter from a community that didnt think a conviction was possible until the George Floyd family that knows the Work Isnt finished. To The Streets of minneapolis to the White House. We need to deal with the systemic racism. Part that have comes from the George Floyd Justice And Politician act that among other things would Ban Chokeholds on suspects and make it easier to prosecute Police Officers. It is not just a black America Problem or a people of color problem. It is a problem for every american. Reporter its currently in the senate with hopes of further progress in may. My brother, his blood is on that bill, and thats that no chokehold law, so we have to stick together and continue to fight because this world is a place that were supposed to be united and stand together. Reporter meanwhile chauvin with his bail newly revoked awaits sentencing expected in early june as the judge weighs a number of factors, including George Floyd being treated with particular cruelty, the presence of children when the crimes were committed and State Sentencing guidelines. Prosecutors are asking for a tougher sentence which could increase the more than a decade behind Bars Chauvin faces at a minimum given his lack of criminal history, all part of the continuing legacy of George Floyd. I can see him, you know, smiling down on us and just being very, very proud of us. Reporter now a persisting chant that we heard during the Celebrations Tuesday was one down, three to go. Of course, talking about the fact there are three other overs charged in this and that are set to go On Trial later this year. On that doj probe, local leaders here are receptive with the Mayor And City Council President saying they welcome the opportunity to hold the Minneapolis Police department more accountable and root out any abuses of power, and then finally one group we havent heard anything from at this point the jurors. The judge said he would release the identity of those jurors when he deemed safe to do so, but that also may be a while when you look at a similar case that played out in the area here that took over a year for that to happen. But, again, the mentality here, this is a victory, but theres still more work to be done. Jake . Omar jimenez in minneapolis, thank you so much. Lets discuss all this with civil Rights Attorney Cornell William Brooks and also retired Lapd Sergeant Sheryl dorsey. Thanks to both of you for being here. Sergeant dorsey, let me start with you. Theres been a lot of discussion about whether this was just one now former Police Officer on Trial Or Policing in general On Trial. The what do you hope to see come out of this investigation by the Justice Department . Well, this was certainly one officer On Trial, but we know that policing in general is problematic. Listen, im appreciative of the fact that the doj is looking into the Minneapolis Police department. They are not unique in their problems. Here you have Derek Chauvin with 22 personnel complaints, and he was only disciplined once. How does that happen . Theres a Derek Chauvin, at least one on every department across these 18,000 and while i like to believe that they are the few, they are in the minority, its still far too many, and so i think they have a problem yet on their hands in minneapolis, because, listen, not only is he a convicted murder, but hes also a proven and demonstrated liar. Everything he said to the Field Sergeant about what went on was not true, and so the question that begs to be answered is after 19 years on patrol having arrested black folks, assaulted black folks, charged them with probably interfering and obstructing justice only to be dismissed by the d. A. , are there folks suffering time and suffering financial burdens because of the liar, convicted Murder Derek Chauvin . Yeah. Thats a good question. Cornell, the House Version of the George Floyd Justice And Policing act would create a national registry of police misconduct. It would ban racial and religious profiling by officers. It would Ban Chokeholds among other matters. Do you have faith, do you believe that this trial this, verdict will spur political leaders in Washington And State capitols around the country to actually deliver on politician and criminal Justice Reform . I do. And the reason i so believe is not because of the magnanimity and the innate goodness of Police Departments or the innate wisdom of congress but rather when you look at the 12 jurors, there was not one member of the house of representatives, not one member of the senate among those jurors. The jurors in minneapolis and in so speaking they have shifted the burden of responsibility to the united States Congress to act on this George Floyd act. The point being here is that this is not a problem that we can prosecute officer by officer. As my colleague mentioned,ing there are 18,000 Police Departments, over 19,000 jurisdictions in this country. We need federal leadership and federal legislation. It is critically important for congress to speak. Its also critically important for the Department Of Justice to speak through these Pattern And Practice investigations and consent degrees. In other words, when you talk to police chiefs, the most responsible say it is a good thing when the Department Of Justice owe essentially provides him with the reason and the incentive to do the right thing and by Doj Doing that and congress also creating the legal mechanism by which they have bet every more effective constitutional and moral policing the american public is made better. Sergeant dorsey, lets talk for a second about the use of lethal force because you heard one of the cousins of George Floyd talk about that earlier in the show, the idea that officers, most officers are there to try to do a good job. Try to protect us, try to to keep communities safe, but theres a question about whether or not in our society lethal force is used too often. I think you can see all sorts of examples whether its Eric Garner Selling Lucys or George Floyd with a counterfeit 20 bill. As a former officer are you are your fellow officers told too often to use lethal force . Its not something that is formally taught, but i think its an attitude that officers develop over time, and when you allow them to go unchecked, when you see officers on a Traffic Stop and they are pulling out their weapon to intim Date Someone because they are not behaving properly or not following an order and that goes unchecked. If you dont do Anything Disciplinarian wise to deter that bad behavior how do you stop officers from doing that. We saw not too long ago in virginia an officer who pulled his gun out first and then a taser and then maced a veteran. Why, because he couldnt see his License Plate on his car . How many times has that happened . We see it time and time again, and its not until it ends in a loss of life that everyone starts clutching their pearls and acts like this is the first we ever heard of it. Absolutely there needs to be accountability and needs to be a penalty commensurate with Penalty Violations when it occurs. Cornell, i want to ask you about this case out of columbus, ohio. Its different, but its another instance of a Police Officer using lethal force against a black individual. Very, very different circumstances. I want to underline that. Police in columbus say that officers were called to the scene of a fight and possible stabbing. I want to play down the slowed down Body Camera Footage because it appears to show 16yearold makiyah bryant. She was holding a knife and appeared to be lunging at another female, possibly another female teen before she was shot. Now, the Floyd Family attorney Ben Crump tweeted as we breathed a collective sigh of relief, a community in columbus felt the sting of another Police Shooting I. Wonder what your thoughts are. Were obviously just learning and continue to learn more about this case. Cornell, what do you think . Well, where we have police homicides, a leading cause of death among men, black people being disproportionately killed at the hands of the police, it is not wrong. It is in Fact Right for people to ask is it appropriate . Was it the right thing . Was it a necessary thing for Police Officers within minutes of pulling out his gun and firing four bullets no a Teenagers Body . It is right thing to ask that question, so, in other words, not everything that youre permitted to do is something that you should in fact do, and the question we have to ask ourselves is what if it were your doubter . What if you were your child, a member of your family, your neighbor in a essentially in a teenage fight, a Schoolyard Fight . Certainly the facts will emerge, but we are right to ask why cant we put the accent on preserving life, children owes lives as opposed to simply assuming the best we can do is simply kill another child . The people came out in masses for weeks after George Floyds murder, and not just black people in minneapolis and big cities. Has everything changed a year looking at it, kamal . Do you think life im not saying everything is perfect, but are we on a path to change . No. Were not on a path to change until things start to change, until we actually look at how we address policing in this country. I mean, the killing of daunte wright. Weve talked about already earlier today on cnn. Theres been other blacks who have been killed in the last 24 hours. Thats the stuff that gets the engine started, but now we have to figure out how to make this whole Change Machine go, and right now were still talking about it. I mean, it was gutting to be in the middle in the middle of Derek Chauvin trial and hear about daunte wright, so i i think people want to look at this as a success. Im happy for George Floyds family, but this is one case, and were talking about a whole system of policing that has to be changed completely. Van, you said people woke up yesterday before the verdict Afraid To Hope. Are people still Afraid To Hope . Does the Chauvin Victory Store any faith in the ability of the united states to work towards that More Perfect Union . I think if it restores anything, it restores not faith in the System But Faith in the power of the people to push the system to do something it wasnt going to do otherwise. Dont forgot that initially the Police Department was going to do a total coverup. Initially the local prosecutor turned in a complete joke of a complaint, and it took the people rising up for the governor to then step in and give the case to Keith Ellison who did all he could, an africanamerican, Muslim Progressive who people had elected. The marching mattered. The voting mattered and the community holding up the Cell Phone mattered so the power of the people i think has been vindicated. The power of people to change the system going forward is what is now at issue. Lets talk about that, alfie, if we can. If it had not been for darnella fraziers video, the narrative the day after floyds death, his murder by Derek Chauvin, i mean, reading the Press Release from the Minneapolis Police department is chilling. It says, quote, officers were able to get their suspect into handcuffs and noted he appeared to be suffering medical distress. Alfie, i dont think its its hyperbole to say were it not for the brave citizens, brave teenagers filming this. Yeah. Derek chauvin would have gotten away with this. Absolutely. What i always come back to is thinking about the teens, and thinking about the longterm impacts on them, rights in the fact that you have young people in this country who recognized that they almost have a duty. We shouldnt put that kind of pressure on children to stop and pay attention and to film, right, to have the presence of mind to film, so that young woman, you know, it worries me about what the longterm impacts are going to be on her and those other teenagers but youre absolutely right. Had she not been braved and stepped up we would have been in a very different situation and it makes me very sad to think about that. Honestly, she should get a Pulitzer Prize offer an emmy for that Citizen Journalism that she did that real changed the world, changed the world what that girl did. Kamal, columnist Eugene Robinson titled his Opinion Piece Cut Derek Chauvins Conviction Shouldnt feel like a victory but it does. Do you agree . Yes, we Cant Help but think of it as a victory, but to sort of extend that analogy, were on quite a lose streak, so, yes, it is a victory, and we should take a sigh of relief, but i think as were all aware here, you cant get caught up in this one victory because as alfie just said we cant expect every community around america to be on the Scene Filming when a cop kills a black person and have all that evidence. We cant express every dead black person wont rerupt into a moment that changes the world. When she was 17 she filmed it. She posted on facebook, van, justice has been served. I i constantly quote this, and i apologize for doing this. I use a fellow philadelphian, but Will Smith said in 2016 racism is not getting worse in america, its getting filmed. Is this now just the new normal . Is this the way to fight in . Remember, a much different incident but the central Park Murder and his filming of that incident. I just think that i dont know if the situation is getting better or worse in terms of the overall level of violence against us. I know the Dimmer Switch is moving in One Direction which is more and more visibility, more and more between the camcorders weve been fighting for to make Police Film themselves and citizen oversight, youre getting more visibility which should give you a more opportunity to act. What i will say, you know, this weird feeling that everybody is have, you know, were used to dying now. Were not used to wing, and so youre in this crazy emotional situation where youre happy that someone is going to jail when somebody died which should just be the norm and people shouldnt be dying but were used to the dying. Were not used to the wing, and if that doesnt tell you about where we are as a country im not sure what will. Amply, im sure a lot of your friends turn to you and say this is what im dealing with. This is what im feeling. So many complicated emotion. What do you tell team . What do you tell your friends . So a couple of different things. A lot of my patients reach out to me. I dont see a lot patients, but in addition to my friends, i work with a lot of young people and they are saying things like dr. Alfie, i dont know how to feel, and they are struggling with it, so what i tell everyone is its okay to have a mix and a range of emotions. It is okay to feel elated that justice was served but to vans point we shouldnt be in a position where we have to feel we can celebrate this one victory, but part of that is because there were so many of us worried justice would not be served. Well, one of the things thats changing most rapidly is we have vaccinated the Lions Share of people over 65, and were doing pretty well with people over 50, and, you know, this week we have started to move in earnest to vaccinate Working Americans, and i think most Working Americans might remember when the vaccine rolled out and was hard to get and there were no Appointment Times and there were no places to get vaccinated, and so they might still think its real, really hard. The reality is 90 of the country is now within five miles of a vaccine and so younger people are going to have to get involved. This is about politics in some ways. How are you reaching out to these individuals . How are you changing this . Well, one thing thats encouraging and a bit puzzling in the context of those kinds of reports is is that people who have questions about the vaccine that they want answers and were going to treat them with respect and legitimately and were going to get less reliable information. People are not going to drive all over town necessarily like the first set of folks, are so i think this is this characterizes virtually everybody in the next set regardless of their kind of political affiliation, so i dont doubt those studies. Im not sure that the politics is the cause or whether or not, you know, were just in a situation where, you know, getting to the next level of people means well have to listen differently and answer the questions differently. Thats what weve set up. Weve got 6,000, 7,000 people out there as part of a Community Core living in communes and who are talking to people locally. That should hopefully help. Andy, one of the things im wondering if possible is the messaging that what you can do after vaccinated is a problem. Ive had two pfizer shots, longer ago than two weeks, and how much longer do i need wear a mask outdoors by my shelf how does make sense for me to wear a Mask Walking down The Street by myself, go into a restaurant, at limited capacity, but in that indoor facility i take my mask off to eat. I think the cdc has already taken the first steps to saying with what i call the Hugging Guidelines which are basically allowing people to reunite after periods of time, to gather with people who are vaccinated. I think they are in the process of putting together further guidance. You know, they are not always going to be as fast as everyone wants them to be because they like to study the data and make sure that they are generally speaking not putting things out that they will have to take back, but im quite confident over the next couple of weeks and months those questions will be answered. Those guidelines will absolutely loosen, and they are going to be sciencebased but also very practically like you said. Guidelines will loosen in the next couple of weeks. Are you confident you can get republicans on board. I mean, all house republicans voted against it. That gives you a pretty good answerch where the republicans may be, although considering that they did have their own version of justice in Policing Act with Tim Scott we can come to some kind of meeting of the minds, but i do not know. On the other hand, the democrats are very much in support of the way to address systemic racism thats going on in our country. Lets talk about that. Tim scotts Bill Democrats against it and he serves with you on the judiciary committee. He has floated a compromise to get this bill passed. He says if the burden of responsibility in court is shifted from individual officers to the Police Departments instead of getting rid of qualified immunity all together, is that a Path Forward . Is that something you would consider if its the only way to get legislation passed . The last time i looked at tims bill by the way, he doesnt serve on the judiciary committee. Im sorry. It just didnt go far enough, and it didnt address the kind of abuses and concerns that weve all seep so unless the bill the realities of the disparate policing i dont know that it will get it very far. This country has been grappling with race and politics that weve been talking quite bit since covid began of this rise in Hate Crimes against asianamericans. You have a separate piece of legislation addressing Hate Crimes against asianmenchts youve worked ton with republican Senator Susan collins. Its up for a vote likely this week. Will it pass . Do you have the votes. Have a high hope that it will. The first procedural vote that it had to overcome was 96 votes and two knows. My older power was left with my loving grandparents who also raised me for a time and we did not know the trauma of the separation would be with my younger brother for his life and thats why when trump began to separate thousands it of children from parents i knew the kind of trauma, the negative impact that this kind of actions would would impose. Forced separation with all the kids coming to the united states, this crisis at the border right now, but how does it of this this new cries White House have willingly been separated from their parents to escape cleanse or worse. Theres no question that we need to have a Hue Minimmigration policy. What Biden Got was a shredded policy where being humane was the least of the considerations, and so build a Hue Minimmigration policy its going to take time and one of the things we can do. These children that are coming need to be placed with relatives or with adults who can tame care of them after they have been vetted. Reporter this Afghan Man fled his own country fearing he might be killed all because he worked as an engineer for the u. S. Government in afghanistan. He requests we call him by an alias, abdul, protecting his identity because he says his life is in danger from insurgents he fears are still hunting him down. To the afghan people at my door, that was really the worst situation i faced. I was thinking i would be killed. Reporter abdul is like thousands of a gains who helped american troops during the near 20year war and who are now anxiously waiting for a special Immigrant Visa to come to the united states, a visa promised to them by the u. S. Government, a promise that has turned that a nightmare for many, due in part to lots of Red Tape and a years long vetting process. The united states is not making good, certainly not rapidly enough on the issue of bringing these people who helped us and literally saved american lives to this country. Reporter the qualifications for a special immigration visa are clear on the State Departments wednesday im you must be an afghan national. You must have worked for the u. S. And afghanistan for at least two years, and you must have experienced ongoing threats because of that work. But the reality for abdul who applied for the visa in 2016 not as clear. I was thinking i was able to go and get my visa. After years of waiting and being told he was nearing the finish line, abdul was denied a visa on a technicality and his story is not unique. Right now about 18,000 afghans who helped u. S. Troops are stuck in that bureaucratic Pipeline Waiting for visa according to a State Department official. Its time to end the forever war. And now with President Biden vowing to pull all u. S. Troops out of afghanistan by september 11th, the u. S. Is running out of time to approve all these requests. They have got to be evacuated now. Reporter matt zeller, a leading expert on this issue who served in afghanistan is not hopeful that that will happen. The taliban are going to doing everything in their power to kill them, and they are doing it now. He worked onreport released today detailing the dangerous conditions for these afghans hoping to bring attention this dire issue. One of the first things they ever teach you in basic training is we dont leave anybody behind. This is one of the ones not left behind. Hes now living in the u. S. After serving as an interpreter for u. S. Forces for eight years, but that did not come without a price. They can call you in front of your family, and they just telling you that we will kill you and in front of camera, and we were putting it on youtube so that your family can see it and suffer it all the time. The taliban harassed him and his family threatening to kill him if he kept us his work, but he refused. And i just put my family, myself, my friends even, even my Wife Family under the threat of death because of working with u. S. He applied for a visa in 2015. His thankfully was approved and he moved here eight months ago. Now hes telling his Story And Hope washington will act to save people still in danger like abdul. If anyone can help, help those people who is left behind in afghanistan. Help those interpreters, those translators and those brothers around sisters. As for abdul time is running out. Hes still trying to make it to the u. S. Waiting in a different country and worried hell be sent back to afghanistan where he may end up paying the ultimate price. If im going to be sent back to afghanistan its clear i will be killed.
